Zimbabwe has no pilots and technicians to fly the eighteen (18) medical emergency helicopters that were acquired from Russia in May 2023, it has emerged.
President Emmerson Mnangagwa received the helicopters from the Russian State Corporation (Rostec) at Robert Gabriel Mugabe International Airport in Harare on 19 May 2023.
<a href="https://www.herald.co.zw/zim-acquires-18-copters-for-emergency-services/">The Herald</a> the following day said that the country would have received at least 32 helicopters from Rostec under a public-private sector partnership agreement before the end of 2023.
However, eight months down the line, the helicopters are still grounded because the country doesn’t have trained pilots and technicians to fly them.
Responding to one Peter Mupondi who had asked why the helicopters were not airlifting patients to hospitals from accident scenes during the festive season, President Emmerson Mnangagwa’s spokesman <a href="https://x.com/dhonzamusoro007/status/1746847149038440543?s=20">George Charamba, said</a>:

Charamba’s comments raise serious questions about how public procurement is done in Zimbabwe. ZimLive editor Mduduzi Matutu asked:

The procurement of the helicopters was lauded as a game changer in the provision of emergency air medical services, as well as air policing, and rescue missions in case of disasters.

No Pilots For Zimbabwe's Air Ambulances

President Emmerson Mnangagwa’s administration has been criticised over the purchase of 32 helicopters from Russia worth a reported US$320 million without following laid down procurement procedures.
Mnangagwa took delivery of 18 out of the 32 Kazan Ansat helicopters from Russia under a public-private partnership (PPP) last Thursday.
The helicopters reportedly cost US$2.5 million each when new but Zimbabwe bought each of the planes for US$10 million amid indications that they are secondhand.
The Government said the choppers will be used as air ambulances, search and rescue, and air policing.
Former Minister of Finance, Tendai Biti, who is CCC deputy president, told <a href="https://www.newsday.co.zw/thestandard/news/article/200011867/mnangagwa-chopper-deal-raises-stink">The Standard</a> that procurement procedures were not followed in buying the planes. Biti said:

Remember all expenditures are approved in Parliament, but this expenditure was never approved in the budget.
It means that it’s an unlawful purchase.
The country’s procurement law makes it very clear that there has to be competitive bidding during a procurement process and certainly this was not done.
The state should challenge the immorality of this. Why are they buying helicopters when civil servants are not properly paid?
US$320 million is a lot of money and their bigger priority is buying helicopters.
It’s now self-evident that the prices are inflated, this also means that the brand new helicopter will cost US$2.5 million yet we are being sold a second-hand helicopter at almost the same amount.
The problem that we have as a country is that we now have a kleptomaniac government, so anything that happens they are just thinking about money, corruption and the bottom line of their self-aggrandisement.

Biti pledged to raise the matter in Parliament and ask the relevant committee to investigate the murky deal.
The Government recently backtracked on a new law that sought to conceal procurement processes in the Health ministry from the public after an outcry.
Mnangagwa repealed the General Notice 635 gazetted in an extraordinary Government gazette last week after critics argued that the law would promote corruption.

Russian Helicopters Deal Never Approved In National Budget - Biti

The leader of the opposition United Zimbabwe Alliance (UZA) party, Elisabeth Valerio, says there is nothing wrong with the Government buying air ambulances to capacitate the country’s health delivery system.
This comes after 18 out of 32 helicopters purchased from Russia were officially handed over to President Emmerson Mnangagwa at RGM International Airport in Harare on Thursday.
Twelve of the choppers were designated as air ambulances and six were assigned to the Zimbabwe Republic Police (ZRP).
The helicopters were reportedly delivered at a cost of US$10 million each, but some reports claim that the true value of each plane is US$2.5 million.
Valerio told <a href="https://www.pindula.co.zw/">Pindula News</a> that UZA does not have sufficient information on the cost of the planes but be that as it may, the acquisition of the helicopters is commendable as long as they are used for the intended purpose. She said:

We as a political party, and the public in general do not have sufficient information to assess the terms or cost-benefit analysis of this specific acquisition.
We do not see any problem with the acquisition of the helicopters as long as they are being used for their intended purpose.
The purchase of these helicopters on the surface complements the Sendai Framework for disaster reduction.
If it is good for the country, UZA has no reason to be in opposition to the development. The main concern we would have is around how this acquisition is being funded and how our country is paying for the helicopters.
In all developments, we as UZA are concerned about whether it is in the best interests of Zimbabweans and their national health service, and how that determination was made – or whether in truth the decision was driven by political or personal interests.
We also are skeptical, given the nature of such contracts, about whether this partnership is designed to support our woefully mismanaged rural healthcare system or is in fact targeted at medivac services for the political elite and wealthy at the expense of the majority of Zimbabweans.
The government of Zimbabwe should also prioritise service delivery, especially in the health sector for all citizens.
As a nation, we need to know our priorities and stop prioritising the politics of the day at the expense of the majority.
It is our fervent hope that the newly acquired helicopters will be used for the benefit of the citizens.
There is not much that we as UZA can do about this purchase now that the helicopters are already here.

Opposition Leader Elisabeth Valerio Says Acquisition Of Air Ambulances Commendable

Presidential spokesperson George Charamba has said President Emmerson has delivered more than Zimbabweans asked for after the Government purchased 32 planes from Russia.
Posting on Twitter, Charamba said Government critics demanded that authorities should provide ambulances to public hospitals and air ambulances have been brought. <a href="https://twitter.com/GeorgeCharamba2/status/1659645346899795968">Said Charamba</a>:

Award-winning journalist Hopewell Chin’ono said that the 32 choppers bought by the Government from Russia are overpriced and the purchase of the planes is a manifestation of misplaced priorities.
Posting on Twitter, Chin’ono said each Kazan Ansat chopper costs US$2.5 million but the Zimbabwean Government paid US$10 million for each. <a href="https://twitter.com/daddyhope/status/1659493010688581632?s=20">Wrote Chin’ono</a>:

If there are brand new, it means US$240 million was LOOTED.
US$240 million would run all of Zimbabwe’s central hospitals for 5 years, it would buy 120 radiotherapy cancer treatment machines, it would build 6,486 maternity theaters.
Zimbabwe doesn’t have a single working radiotherapy cancer machine, its biggest hospital only has one working maternity theater built in 1977 by Ian Smith’s regime.
Its central hospitals don’t have IV paracetamol and the whole caps Itai city has less than 15 dialysis machines that are working.
A dialysis machine costs as little as US$2000, the loot of US$240 million would buy 120,000 dialysis machines!
What was that Statutory Instrument for, by the way, the illegal one that didn’t want you to know the price of hospital equipment including ambulances?

According to Team Pachedu, Russia “dumped” the helicopters in Zimbabwe as is no more engine support for Ansat helicopters which the southern African country bought. <a href="https://twitter.com/PacheduZW/status/1659580796112338948">Said Team Pachedu</a>:

According to <a href="https://www.zimlive.com/zimbabwe-buys-32-russian-choppers-for-inflated-us320-million/">ZimLive</a>, the Ansat is built to a classic single-rotor design with a four-blade main rotor and a two-blade tail rotor.
It has a top speed of 275 km/h and can fly non-stop for 505 kilometers at a maximum height of 18,000 feet (5,500 meters).

"32 Choppers Bought From Russia Are Overpriced"

Finance and Economic Development Minister, Mthuli Ncube, has announced plans to procure helicopters for the Zimbabwe Republic Police (ZRP) to capacitate the institution in fighting crime.
Ncube announced the plans to Parliament last week, during the budget debate with legislators, saying the government intends to improve conditions of service for police officers, starting with mobility. He said:

We have sourced US$60 million for purposes of purchasing cars, as well as motorcycles for the police, including four helicopters.
That procurement is underway now, and they will receive their cars and will be mobile.
On the issue of institutional accommodation, that is a multi-programme.
We have tried hard. Looking at the Tomlinson Depot facility; in fact, this year alone, we budgeted $230 million, and it should be complete.
