The Higher Education Examination Council (HEXCO) has reportedly failed to pay more than 300 lecturers who have been marking examination papers at Harare Polytechnic College since the marking exercise began on July 11, 2024.
The affected lecturers are from various polytechnic institutions, vocational training colleges, and independent colleges across the country.
Some of the lecturers who spoke to <a href="https://www.newsday.co.zw/local-news/article/200029732/hexco-fails-to-pay-examiners">NewsDay</a> claim to have sacrificed their limited personal resources to travel to Harare and participate in the marking exercise. Said one lecturer:
<blockquote>
We were supposed to receive advance payment from HEXCO to cater for our travel and subsistence.
</blockquote>
The lecturers said they had not been provided formal contracts outlining the terms of their engagement to mark the examination scripts.
They also claimed that the accommodation arranged for them at Harare Polytechnic consisted of substandard hostels that lacked basic amenities such as running water. Said another lecturer:
<blockquote>
When we got here, we were allocated a bucket to fetch water at the college for bathing and flushing in the toilets.
We have some elderly lecturers and others who are finding it difficult to ferry water upstairs at the hostels.
</blockquote>
Another lecturer said:
<blockquote>
Other lecturers who are almost finishing their marking allocations are worried about how they are going to find their way back home without payment.
</blockquote>
In the past, HEXCO has dropped lecturers for speaking out against non-payment and ill-treatment.

More than 300 lecturers who marked exams at Harare Polytechnic College haven't been paid by HEXCO. Lecturers sacrificed their own money to travel there. They didn't get a contract or good accommodation. They had to fetch water in buckets. Some lecturers are worried about getting home without payment. HEXCO has a history of dropping lecturers for complaining about not getting paid.

HEXCO Fails To Pay Examiners

High Court judge Justice Gladys Mhuri has ordered Harare Polytechnic College to stop demanding payment of tuition and other levies exclusively in United States dollars and accept payments from students in RTGS at the prevailing interbank rate.
According to <a href="https://www.newsday.co.zw/news/article/200022506/court-orders-harare-poly-to-accept-rtgs-payments">NewsDay</a>, this comes after some students, through the Zimbabwe Lawyers for Human Rights (ZLHR), challenged the move by Harare Polytechnic College, arguing that the mode of payment was discriminatory and a violation of the country’s exchange control regulations.
The student application was filed on 25 January in response to a circular issued on 12 January 2024.
The college had ordered students to pay tuition, catering and accommodation fees exclusively in United States dollars.
To facilitate payments, Harare Polytechnic College only provided a United States dollar-denominated account, leaving no room for payments in the local unit.
Late last year, the Government enacted Statutory Instrument 218 of 2023 which extended the use of the multiple currency system to December 2030.
The law compels businesses and individuals to accept the Zimbabwe dollar and a few other foreign currencies in domestic transactions.
Economists estimate that 80% of the local economy is dollarised, with the gap between the official and exchange rates continuing to widen.

High Court Orders Harare Polytechnic To Accept Zimbabwe Dollar Payments

More than 6 000 students graduated with diplomas and certificates in various disciplines at the Harare Polytechnic College this Thursday.
Some of the graduands who spoke to <a href="https://www.zbcnews.co.zw/6-793-graduate-at-harare-polytechnic-college/">ZBC News</a> said they were ready to provide solutions to societal problems. 
Harare Polytechnic Principal, Engineer Tafadzwa Mudondo also said he was convinced the graduates were equipped with the requisite skills to respond to the country’s economic challenges through sustainable home-grown solutions. He said:
<blockquote>
I can proclaim and vouch with academic authority, astuteness and certainty that these graduands experienced proper educational sanitisation. They were properly inoculated and adequately grilled against educational fragmentation and backtracking. They are ready for the field of work and create employment.
</blockquote>
Learning institutions are teaching the heritage-based Education 5.0 model which is premised on making higher and tertiary education responsive to the needs of the country.
The graduation ceremony was held as Zimbabwe is grappling with shortages of food, water, fuel, and shelter shortages. 
The industry is also collapsing which entails that jobs are decreasing and are not commensurate with the number of graduates. 
The government has been calling on graduates to create employment instead of waiting for closing companies to employ them. Critics say the government was running away from its responsibility to create employment for its people.

More Than 6 000 Graduate At Harare Polytechnic

The president of the <a href="https://www.pindula.co.zw/ZICOSU">Zimbabwe Congress of Students Union (ZICOSU)</a> Pijiwest Nhamburo has pleaded with the government to intervene in the plight of students in tertiary institutions who are reportedly having a difficult time due to economic hardships.
Addressing students at Kwekwe Polytechnic, Nhamburo said:
<blockquote>
We would like to acknowledge the efforts being made by the government to improve conditions in tertiary level institutions.
We would like to applaud the government for creating innovation hubs amongst other initiatives. We are happy we have a government with a vision, we have a government that is people-based, a mass-based government.
Government introduced a noble initiative in the student loan facility. However, since its inception, only a few people have benefited and conditions are difficult to meet, that’s why most students are struggling to pay their tuition.
</blockquote>
He also encouraged the government to extend the scholarship programme to students learning in local universities and colleges, not only those going to learn outside the country.
Nhamburo added that students are also having challenges in securing attachments. He added that instead of the usual 12 or 8 months, students are going for a lesser period because they would have secured the attachments late. 
Nhamburo has also called for a review of the allowances being given to student teachers saying the money was too little for them to even buy learning material.

ZICOSU Pleads With Government To Address The Plight Of Students

Harare Polytechnic students who were recently suspended for three weeks for violating COVID-19 regulations after they were caught hugging on campus have appealed to authorities to review the punishment.
It has emerged that over four students were suspended for hugging other students “in direct violation of WHO, Government and institutional standing COVID 19 regulations.”
One of the suspended students who spoke to <a href="https://news.pindula.co.zw/">Pindula News</a> on condition of anonymity appealed to authorities to review the punishment which he viewed as too harsh. Said the student:
<blockquote>Firstly, we admit that what we did was wrong and reckless. We were given the regulations last year so we were aware of the rules.
We are just appealing to authorities to lessen the punishment or change it altogether. A three-week suspension is a bit harsh considering that examinations are at hand. We’re left with less than 6 weeks before we write and due to COVID-19-induced lockdowns, we never learnt properly throughout our course. It’s hard on us, I don’t want to lie.
Personally, I am trying by-all-means necessary, and unnecessary to make sure that my parents are not aware of this suspension. They already have other issues bothering them, I don’t want to hurt them further.
We are kindly asking them to review their decision. We’re ready to pay fines and on top of that, we’re asking for forgiveness and we have been since day one. We’re sorry.</blockquote>
The World Health Organisation (WHO) and the government of Zimbabwe did not explicitly ban hugging.
They recommend the maintenance of social distancing which requires that individuals stand about 2 meters apart from each other to avoid the spread of the Coronavirus.

SUSPENDED OVER HUGGING: Poly Students Appeal To Authorities

Students at the Harare Polytechnic were asked to have vacated their hostels before 6 am this Thursday to accommodate mourners coming for former President Robert Mugabe’s burial.
One of the students told NewsDay that they were told to return to school on Tuesday when lessons commence.
The message was conveyed by the dean of students, Cosmas Shiridzinomwa on Wednesday.

Harare Polytechnic Students Told To Leave Hostels For Mugabe Mourners

Prominent human rights lawyer Beatrice Mtetwa has said that it is unconstitutional for Harare Polytechnic College to demand police clearance from prospective students. Mtetwa said that even convicted criminals deserved an education and have a right not to be discriminated against. Said Mtetwa:
<blockquote>It is clearly and blatantly unconstitutional to request students to produce police clearance. The Constitution states that anyone has a right to education whether they are in prison or not. Regardless of political affiliation education is a right for all.</blockquote>
The circular for the 2018 enrolment requirements reads:
<blockquote>Applications are invited from suitably qualified people to undertake the following courses beginning in January 2018. Please note: all applicants should have 5 Ordinary Levels including Mathematics, English for all courses and Science for other courses. Police clearance is a requirement for all applicants.</blockquote>
 
However, Principal Tafadzwa Mudondo said the police clearance was only for administrative use and would not affect a prospective student’s eligibility. Said Madondo:
<blockquote>There is no malice in asking students to have police clearance; in fact since we started it, more than 5 000 applications have been received. Even members of Parliament and councillors are adhering to the requirements and have brought applications for their relatives with police clearance.
We are simply doing it for the safety of the students and the college. There has been an upsurge in crime at the college and we only want to know who we are enrolling.</blockquote>

An official Higher Education Examination Council (Hexco) examination for November has leaked. The leak was exposed by Harare Polytechnic students who felt betrayed after the student who was given the paper by a Hexco employee only gave the two questions.
Speaking to HMetro, Harare Polytechnic Principal Director-Academic Affairs, Engineer Willie Ganda confirmed the leak  and said that the institution has reported the issue to the Zimbabwe Republic Police (ZRP). Said Eng. Ganda:
<blockquote>I can confirm that we found out that the questions were indeed from the paper and we have already made a police report. Like I told you before, the case is potentially criminal hence we treated it as a matter of urgency. We did not take it lightly because it was a specific case which also had questions at a time when we have not released the examination papers to any tertiary institution.</blockquote>
