Jacob Mafume has bounced back as Harare Mayor after defeating Elvis Ruzani by a vote of 22 to 15. Mafume, a lawyer by profession, was mayor between 2018 and 2023 and was replaced by Ian Makone following the 23-24 August 2023 harmonised elections.
The post of mayor became vacant when Lovejoy Chitengu, who was elected as councillor for Ward 36 in the August 2023 general elections, was recalled by Tshabangu. Chitengu had replaced Ian Makone, who was also recalled in November. Chitengu was spared from that recall due to a spelling error in his name but Tshabangu ordered another recall.
Tshabangu argues that the recalls were necessary because the targeted CCC representatives were imposed by party leader Nelson Chamisa during the party’s controversial candidate selection process. Some political observers believe that Chamisa used a different candidate selection process to eliminate opponents and favour loyalists. Others see the recalls as an attempt by President Emmerson Mnangagwa to weaken the opposition.
Mafume’s return as mayor marks a significant shift in the leadership of Harare. However, the frequent changes in mayors and the internal conflicts within the CCC raise concerns about stability and effective governance. Mafume is Harare’s fourth mayor in just four months.

Jacob Mafume Bounces Back As Harare Mayor

Recalled Harare mayor Ian Makone is reportedly still in charge of affairs at the municipality by hand-holding his inexperienced successor Lovejoy Chitengu.
Chitengu was recently elected mayor of Harare after Makone and his deputy Kudzai Kadzombe are several other councillors were recalled by self-proclaimed Citizens Coalition for Change (CCC) interim secretary-general, Sengezo Tshabangu.
Responding to NewsDay on Thursday, Makone said Chitengu has a right to get advice from other councillors. He said:
<blockquote>
We were recalled by people who did not have the mandate to recall us. The new mayor has a right to get advice from somewhere and not necessarily me. Even during my time as mayor, I would also seek advice from my fellow councillors.
As CCC, we have good councillors and we will never leave a vacuum because our members have been recalled.

However, CCC leader Nelson Chamisa reportedly ordered Chitengu’s election to avoid having a capable individual who could outshine Makone.
Chitengu’s election was marred by clashes, with one of the recalled councillors, Denford Ngadziore allegedly manhandling former mayor Jacob Mafume while blocking him from participating in the polls.
Chamisa has in the past been accused of imposing his loyalists to positions without considering their capacity to serve effectively in the roles.

Recalled Ian Makone Still Running Harare | Report

City of Harare councillors on Tuesday, 21 November elected Cllrs Lovejoy Chitengu (Ward 36) and Rosemary Muronda (Ward 7) as the new mayor and deputy mayor, respectively.
The election of the new mayor and a deputy was necessitated by the recall of CCC Cllrs Ian Makone (Ward 18) and Kudzai Kadzombe (Ward 41), who occupied the respective offices.
Makone and Kadzombe are among scores of CCC representatives who have been recalled by the party’s self-proclaimed interim secretary general Sengezo Tshabangu since October this year.
CCC deputy spokesperson Gift Siziba confirmed the election of Chitengu and Muronda. He posted on X:

We have deployed Councillor Lovejoy Chitengu to spearhead the leadership of Harare City Council. This was necessitated by ZANU PF-sponsored recalls that removed Mayor Ian Makone and his Deputy Kudzai Kadzombe. Lovejoy will be deputized by Rosemary Muronda.

A report by <a href="https://www.herald.co.zw/harare-to-elect-mayor-deputy-today/">The Herald</a> a few hours before the election suggested that councillors Simon Mapanzure (Ward 34), Happymore Gotora (Ward 17) and Blessing Muroyiwa (Ward 2) were vying for the post, as well as former Mayor Jacob Mafume (Ward 19).

Lovejoy Chitengu Elected As New Mayor Of Harare

Ian Makone, representing the Citizens Coalition for Change (CCC), has been elected as the new Mayor of Harare, with Kudzai Kadzombe as his deputy. Makone, from Ward 18, replaces Jacob Mafume of Ward 17.
Kadzombe’s appointment is historic, as she is the first female Deputy Mayor in the city’s history.
The CCC holds a significant majority in the council, with 42 out of 45 seats, including 10 women’s quota councillors. Zanu PF holds the remaining four seats.
Makone received 46 votes in the election, defeating Zanu PF’s challenger, Temany Utete, who secured seven votes. Kadzombe won with 47 votes, surpassing Zanu PF’s Susan Chuma, who received seven votes. Party leader Nelson Chamisa instructed CCC councillors to vote for Makone and Kadzombe, similar to the instructions given in Bulawayo, where David Coltart will become mayor and Dumisani Nkomo will serve as deputy mayor. He said:

Our single-minded commitment is the provision of service to all residents of Harare regardless of political affiliation. We are accountable to the residents of Harare, and we shall be a listening council.

Tafadzwa Muguti, the Harare secretary for provincial affairs, assured the newly elected Harare council that the central government would support them in addressing challenges faced by the city, including water supply, garbage, and sewer issues. Muguti said

You are now part of government. There is no them, there is no us; we are one Zimbabweans.
</blockquote>
Some individuals criticised the outgoing Mayor, Jacob Mafume, for not addressing the water crisis in Harare. They pointed out that despite Mafume winning in the driest Ward, Hatcliffe, he did not take sufficient action to ensure access to running water. They called for proactive measures to improve water supply and establish effective communication structures.

CCC's Ian Makone And Kudzai Kadzombe Elected As New Harare Mayor And Deputy

A Harare woman allegedly gave birth in <a href="https://www.pindula.co.zw/Glenview">Glen View</a> Poly Clinic after being neglected by health caregivers at the institution.
The incident which occurred on the 27th of September 2022 has attracted the wrath of other residents who have now petitioned Harare Mayor, Councillor Jacob Mafume over the matter.
The Combined Harare Residents Association (CHRA) claims that Ms Esthina Swaba gave birth in a toilet at Glenview Poly Clinic on Tuesday the 27th of September 2022.
This was reportedly after the health personnel on duty refused to attend to her when she was in labour and referred her to Harare Hospital.
The health caregivers allegedly argued that the Glen View Poly Clinic’s policy does not allow attending to pregnant women who will be giving birth for the fifth time.
It is alleged that the nurse on duty further withheld the woman’s maternal health card for an unspecified reason despite referring the woman to Harare Hospital.
In their petition to the Mayor, the residents highlighted the violation of human rights provided in sections 48, 51, 53, 68 and 76(1) of the Zimbabwean Constitution which speak of the right to life, right to personal dignity, right to be protected from physical, psychological harm and/ or degrading treatment, right to administrative justice, and the right to have access to basic health-care services among others.
The constitution also states “that no person may be refused emergency medical treatment in any healthcare institution.”
<h2>Therefore, the residents demand the Harare Mayor to:</h2>
<blockquote>
i. Make a mandatory policy for all the health personnel on duty to wear name tags/staff badges for easy identification and to improve the complaint reporting mechanism.
ii. Direct the Health Director to publicize the Patients Charter including sharing digital posters of the charter and hanging posters of the charter at all council clinics, and offices.
iii. Inform the Director of Health to effect disciplinary measures on the nurse/health personnel who ill-treated Ms Swaba and if possible remove her from Glen View Poly Clinic, and take responsibility for any damages and cost incurred during giving birth caused by the negligence of their health personnel.
iv. Increase budget allocation and fiscal commitment toward maternal health care provision in the 2023 Council Budget, and make maternal health a priority in the year 2023.
v. Put maternal health provision on the agenda of the upcoming Full Council Meeting or call for a Special Council Meeting to discuss the Status of Maternal Health Care Provision in the City and come up with recommendations.
vi. Set up an Investigation Committee in terms of Section 100 of the Urban Councils Act 29:15 on the Status of Maternal Health Provision in the City of Harare, considering the continued reports of negligence, corruption and poor maternal provision in Council health centres across the city.

Harare Woman Gives Birth In A Clinic Toilet After Being Neglected By Health Caregivers

Harare City Council (HCC) is offering residential stands to war veterans who have been serving Council in various departments since Independence.
This was announced by Harare Mayor, Councillor <a href="https://www.pindula.co.zw/Jacob_Mafume">Jacob Mafume</a> who indicated that about 132 war veterans are set to benefit. 
Mafume made the remarks while conferring ranks to newly promoted officers and dog handlers at a pass-out parade held at the Harare Municipal Police Headquarters.
The promotions saw officers being promoted to ranks of Superintended, Chief Inspectors, Inspectors and sergeants.
There are 132 war veterans who are still serving in various Council departments and some of them have no residential stands. Said Mafume:
<blockquote>
About 132 war veterans have been working for about 42 years now but do not have a place to stay but people younger than them have stands. We are going to rectify that and make sure that those who served the country will get stands.
</blockquote>
He acknowledged the presence of women in the force some of whom were also promoted.
Mayor Mafume said Council is going to promote gender in the city’s recruitment process in order to have gender parity.

Harare Offers Residential Stands To War Veterans

Harare City Council councillors failed to elect a new mayor for the city on Tuesday after a scheduled full council meeting was aborted at the eleventh hour.
Some MDC Alliance councillors boycotted the meeting, with some reports claiming that there was a plan to elevate acting mayor Stewart Mutizwa to fill the vacant post before the swearing-in of 28 CCC councillors on Thursday.
Chamber secretary Warren Chiwawa said that only 12 councillors attended, therefore, the meeting was postponed to Wednesday or Thursday.
Meanwhile, ZANU PF councillor for Mbare Ward 4 Martin Matinyanya criticised the absentee councillors for allegedly not taking council business seriously. He said:

This is the third time a meeting has been aborted because people are not sitting in for the meetings.
These same people are Nelson Chamisa’s puppets and do not consider poor services residents are receiving.
Harare service delivery is at a standstill, we need to improve yet other councillors are boycotting such important meetings.
These same councillors who are absent today are never late or absent from a workshop because they are very good at collecting per-diems.

The City of Harare will elect a new mayor to replace Jacob Mafume who was recalled by the People’s Democratic Party (PDP).
Mafume was elected Harare mayor after Herbert Gomba was recalled by the MDC Alliance.

Harare Councillors Fail To Elect New Mayor

MDC Alliance Councillor Advocate Jacob Mafume has been reinstated as the Harare Mayor. According to The NewsHawks, Mafume, Deputy Mayor Luckson Mkunguma, and Antony Shingadeya were reinstated today by the Acting Local Government minister Jenfan Muswere who <a href="https://zero.pindula.co.zw/local-govt-minister-suspends-harare-mayor-and-deputy/">had suspended them for their alleged participation</a> in the illegal sale of land.
Mafume who is out on $40 000 bail had been suspended together with 5 other councilors on allegations of gross incompetence and misconduct of duty and they were facing criminal abuse of office charges.
Mafume was first arrested by Special Anti Corruption Unit (SACU)and was granted bail before he was rearrested on charges of interfering with witnesses and detained for close to 30 days. He was suspended during his second incarceration.

Harare Mayor Jacob Mafume Reinstated

Harare Mayor Jacob Mafume who has been on remand since 11 December 2020 for allegedly trying to bribe a witness in his court case has been granted bail this morning.
This was revealed in a short update posted by the News Hawks that stated that:
<blockquote>Harare mayor Jacob Mafume has been granted ZW$40 000 bail by the High Court.</blockquote>
Mafume was reportedly given the following conditions by the court:

<div dir="auto">3. Reside at his registered home.</div>

Harare Mayor Granted $40 000 Bail

The Khupe led MDC faction is reportedly planning to paralyse the Harare City Council run by the MDC Alliance by recalling many councillors after Luckson Mukunguma lost to MDC Alliance candidate Jacob Mafume in the Harare Mayoral elections on yesterday, ZimMorning Post reports.
This was revealed by an MDC T official who said the party was moving to dismantle the Harare City Council as a reaction to losing to MDC Alliance. The well-placed source reportedly said:
<blockquote>We are faced with an impossible choice, either accept the MDC Alliance to continue using their influence in council to fund their operations which are targeted at defeating us, or to dismantle council, deprive it of a quorum and let a government run commission takeover.</blockquote>
According to the publication, massive recalls may open a window for the Government’s Ministry of Local Government to dissolve the Harare City Council and appoint a commission which will run the affairs of the city until the 2023 elections. The plot by the Khupe’s camp might be welcomed by the government which has been pushing July Moyo to dissolve the council and appoint a commission to run the council.

Khupe Planning To Recall Councillors To Paralyse Harare City Council And Let A Govt Commission Take Over  - Report

Harare Mayor Councillor Herbert Gomba has said he has engaged the town clerk to implore the government to stop vending stalls demolitions, Zimlive reports.
The Mayor reportedly made the call yesterday(Sunday) evening. In a statement the mayor reportedly said;
<blockquote>Today, at 7.29PM I made a call to the town clerk of the City of Harare Hosea Abraham Chisango asking him to implore the government, the municipal police and any other stakeholders to stop the current wave of demolitions in and around the capital city
(He) also directed a council committee that deals with informal traders to consult the various interest groups and present a comprehensive policy that addresses the issue of space barons, revenue collection, registration of vendors, introduction of technology in the sector and the refurbishment of municipal markets</blockquote>
Meanwhile, the city has defended the demolitions saying they will lead to a cleaner city and affected vendors will be placed in new, better, vending stations.

Harare Mayor, Hebert Gomba has said that he is innocent of all the alleged land dealings. He told Zim Morning Post that he would like the Zimbabwe Anti Corruption Commission (ZACC) to present evidence suggesting that indeed he was involved in the land dealings.
In an email addressed to Zim Morning Post, Gomba said:
<blockquote>I am not guilty or if ZACC is investigating me let them prove I sold land and own land to the magnitude of your assumptions, I don’t get involved in land allocations and don’t want this that you are constantly publishing.</blockquote>
The publication claims that it has documents which support the report that the mayor is part of a syndicate that illegally sells land.
However, Gomba is adamant that the transactions of land sold by the council are not done in his personal capacity adding that all planning in the city is approved by the ministry of local government physical planning department.
He also complained to Zim Morning Post for posting articles on the allegations without first seeking his side of the story. The publication, however, claims that it made numerous phone calls which went unanswered.

MDC Alliance councillor for Glen Norah Herbert Gomba is Harare’s new mayor. Gomba is one of the longest serving councillors having served as councillor for the past 10 years. He was sworn in today and takes over the mayoral position which was left by Bernard Manyenyeni. Manyenyeni did not seek reelection. Gomba was selected by the MDC Alliance led council for the mayoral post unopposed.  Former chief adviser to the late MDC-T leader Morgan Tsvangirai, Ian Makone, had been previously tipped as one of the contenders.
Councillor Enock Mupamawonde continues as the Deputy Mayor.
