The Reserve Bank of Zimbabwe (RBZ), has reportedly restored the 100% foreign currency payments to small-scale gold miners, who produce 62% of the country’s gold.
This comes after the RBZ announced late last year that all economic sectors were subject to a 75% uniform forex retention. The central bank said at the time:
<blockquote>
With effect from 1 November 2023, foreign currency retentions on exports shall be standardised at the level of 75% across all sectors of the economy and all special dispensations granted to some sectors of the economy shall be removed.

Small-scale miners then pressured the RBZ to rescind the policy and resume paying 100% in foreign exchange.
Zimbabwe Miners Federation (ZMF) president Henrietta Rushwaya confirmed the latest development to <a href="https://businesstimes.co.zw/rbz-in-forex-retention-u-turn/">Business Times</a>. She said:
<blockquote>
Small-scale miners have been getting a 100% forex retention threshold all year round in 2023 and we didn’t suffer retention challenges.
There was an impasse for a week but the authorities were quick to resolve it.
</blockquote>
The Gold Miners Association of Zimbabwe CEO, Irvine Chinyenze said the 75% forex retention was going to promote the illicit flow of gold out of the country. He told Business Times:
<blockquote>
There was a danger that smuggling was going to be rampant as miners were going to look for more lucrative markets where they get value for money rather than lose value in the process.
This was going to reduce production at an alarming rate as miners were going to diversify to other sectors that wholly give earnings in US$.
Though we can’t quantify criminality, the country was going to lose over US$2bn in revenues if the current policy direction was not going to be reversed.
This was going to see a great deal of forex being externalised beyond the country’s borders thereby losing massive revenues along the way.
This was going to create an influx of gold mafia gangs as the authorities created a thriving environment for them to smuggle and externalise United States dollars through illicit deals.

In 2020, Home Affairs and Cultural Heritage Minister Kazembe Kazembe said that Zimbabwe was losing US$100 million worth of gold every month through international smuggling rings.
In 2023, Al Jazeera’s Investigative Unit (I-Unit) claimed that Zimbabwe’s government was using smuggling cartels to sell gold worth hundreds of millions of dollars.

RBZ Yields To Small-scale Gold Miners' Demand

The Mthwakazi Republic Party (MRP) Youth League has threatened to close all the country’s borders and airports before the August elections to end the smuggling of precious metals including gold.
MRP accused individuals linked to ZANU PF of gold smuggling saying the Government was doing nothing to stop the vice.
Speaking at an MRP star rally held in Lobengula Hall in Bulawayo on Thursday, Mudenda Chilumbo, Chairperson of the MRP Youth League said Zimbabweans should restore the spirit of the liberation struggle to stop resource plundering by the ruling elite. <a href="https://cite.org.zw/mrp-youths-threaten-to-close-borders-and-airports-to-curb-gold-smuggling/">CITE</a> quoted Chilumbo as saying:
<blockquote>
We have the borders at Plumtree, Beitbridge and Kazungula plus airports that are the Joshua Mqabuko International Airport in Bulawayo and the Victoria Falls International Airport, we will take them to a halt.
No plane will fly from Joshua Mqabuko or Victoria Falls International airports. No haulage trucks will also move out of the border. This is the only way to stop this nonsense.
We have doctors, nurses and teachers who are suffering yet there are gold smugglers.
It is our duty to stop that nonsense. Let us restore the spirit of the liberation struggle.

In March and April this year, Al Jazeera premiered “Gold Mafia” which exposed individuals, some with links to the Government and State institutions, allegedly involved in gold smuggling and money laundering.
“Gold Mafia” is a four-part investigation by Al Jazeera’s Investigative Unit (I-Unit) which exposed gold smuggling gangs in Southern Africa.
The gangs help criminals launder hundreds of millions of dollars, getting rich themselves while plundering their nations.
They use gold to turn dirty cash into clean, seemingly legitimate money for those with large amounts of unaccounted wealth.
The gangs do so by using a complex web of companies, counterfeit identities and fake documents.

MRP Threatens To Seize Airports, Borders To Stop Gold Smuggling

A South African court has ordered the seizure of 23 pieces of gold, worth R9 million, that were smuggled by a Zimbabwean man, Tashinga Nyasha Masinire, into the neigbhouring country last year.

The High Court in Joburg granted a final forfeiture order for the contraband which Masinire attempted to smuggle through O.R. Tambo International Airport. Said Gauteng Hawks spokesperson Captain Lloyd Ramovha:

Nyasha was arrested by members of the Hawks’ serious organised crime with the assistance of customs officials at OR Tambo International (ORTIA) after he landed from neighbouring Zimbabwe.
He consequently appeared in the Kempton Park Magistrate’s Court facing charges of illegally dealing with precious metals.
The court granted him R100 000 bail, and he has been in attendance since. His next appearance is scheduled for later this year.
</blockquote>
In May, Hawks national spokesperson Lieutenant-Colonel Philani Nkwalase said Masinire’s release on bail came with strict conditions. Said Nkwalase:
<blockquote>
Some of the conditions include that he should not leave South Africa, and he also has to report to the nearest police station at least three times per week.
</blockquote>
Masinire was arrested shortly after landing at OR Tambo International Airport.
The SA Revenue Service found 23 pieces of gold in Masinire’s luggage after he was requested to scan it at the international arrivals’ customs section. Added Nkwalase:

He allegedly failed to declare any items and did not have any permits or licences to be in possession or transport gold, and the Hawks were called to effect the arrest.

South Africa Officially Seizes 23 Pieces Of Gold From Henritta Rushwaya's Former Driver

A Zimbabwean gold smuggler <a href="https://www.pindula.co.zw/Tashinga_Nyasha_Masinire">Tashinga Nyasha Masinire</a> who was intercepted at O R Tambo on Sunday had reportedly resigned from being the driver of Zimbabwe Miners Federation President <a href="https://www.pindula.co.zw/Henrietta_Rushwaya">Henrietta Rushwaya.</a>
Masinire had gold bars worth US$700 000 and Rushwaya has posted Masinire’s alleged resignation letter which states that he stepped down from his post in 2020. The letter reads:

Following reports that the gold smuggler <a href="https://news.pindula.co.zw/2017/03/30/zimbabwean-man-suspected-stealing-207-million-rand-tambo-airport-back-court/">had links</a> to Rushwaya, observers concluded that the gold probably belonged to the Zimbabwe Mining Federation president.
This was mainly because Rushwaya was in October 2020 arrested for allegedly trying to smuggle 6kgs of purified gold to Dubai via Robert Gabriel Mugabe International Airport.

FULL TEXT: Gold Smuggler Had Resigned As Rushwaya's Driver

Businessman Ali Muhamad has distanced himself from the alleged attempt by Zimbabwe Miners Federation president Henrietta Rushwaya to smuggle 6kg of gold out of the country on Monday.
Muhamad on Friday challenged his placement on remand saying he was not at the airport when Rushwaya was arrested but was at his home playing with his children. His lawyer Tinashe Robin Tanyanyiwa (Snr) told the court:
<blockquote>He was not at the airport and was not found with gold or any gold despite being subjected to three searches by three different teams of police officers from two different departments of the CID in a space of four days.
During the occurrence of these developments, he was at home playing with his children. If he was involved in smuggling, on the day in question when he was at home, what did he smuggle and where?</blockquote>
Tanyanyiwa argued that Ali was a legitimate businessman who buys and exports gold from Fidelity Printers with the Reserve Bank of Zimbabwe paying him through off-shore accounts.
He said Ali was only implicated in the smuggling syndicate because he is simply a director in Ali Japan, with business interests in Tokyo, Geneva and Zimbabwe.
Rushwaya was arrested at Robert Gabriel Mugabe International Airport with the gold haul on her way to Dubai.
Also arrested were security agents Stephen Chenjerai Tserai and Raphios Mufandauya and Gift Karanda on charges of smuggling and illegal possession of gold.
Harare magistrate Ngoni Nduna remanded Rushwaya, Ali, Tserai, Mufandauya and Karanda in custody to Monday.
Nduna is expected to make a ruling on Ali’s application to be removed from remand and the five bail applications.
Meanwhile, in another court, two police officers Douglas Shoko and Paul Chimungu were charged with criminal abuse of office stemming from the gold smuggling attempt.
Deputy Chief Magistrate Bianca Makwande also remanded the two in custody to Monday for bail application.
