Full Statement by Zimbabwe Republic Police (ZRP) Commissioner-General of Police Tandabantu Godwin Matanga on Heroes and Defence Forces holidays commemoration and SADC Summit police deployments:

As the Government of Zimbabwe hosts the forthcoming 44th SADC Heads of State and Government Summit from 17-18th August 2024, on behalf of the Zimbabwe Republic Police, I want to assure all the foreign dignitaries, visitors and Zimbabweans that the Zimbabwe Republic Police has deployed adequate police officers and resources to ensure that peace prevails not only in Harare but in all parts of the country.
It is also a fact that the SADC Summit is going to be preceded by the 2024 commemoration of the nation’s Heroes and Defence Forces holidays. In this regard, the Zimbabwe Republic Police deployments will cover all these high-profile events.
May I therefore urge Zimbabweans to exhibit the law-abiding citizen philosophy through which our country is known for in the world.
Let us welcome all the SADC dignitaries and tourists as we reiterate the Police’s guarantee of their safety and security.
The Zimbabwe Republic Police implores motorists to be exemplary in their driving conduct after the recent rehabilitation and construction of major roads in Harare and other parts of the country by the Government of Zimbabwe.
In this regard, police officers deployed on roadblocks and other traffic enforcement duties will impound all unroadworthy vehicles and take stern action on any motorist who will be found driving through red traffic lights, going against the flow of traffic or creating third or fourth lanes on the roads.
This includes those who will be found driving under the influence of alcohol. Motorists should cooperate with police officers controlling or directing traffic at road junctions, traffic lights and other points.
The Zimbabwe Republic Police has also deployed police officers at all the facilities where SADC guests will reside and visit resort centres or leisure spots throughout the country.
The Zimbabwe Republic Police will also maintain its usual visibility in residential, industrial areas and Central Business Districts through patrols, stop and search blitzes and monitoring suspects who might want to take advantage of the pending holidays and the SADC Summit to commit criminal acts.
May I also appeal to parents to prioritize the safety and security of children during this holiday. As the nation steps up the fight against drug and substance abuse in the country, I urge the public to continue giving my office information on drug barons and suppliers for the law to take its course without fear or favour.
The Police will also take decisive action against anyone operating unlicensed liquor outlets or shebeens during this period.
Owners of licensed liquor outlets are enjoined to conduct their business within the parameters of their respective licences and ensure that they observe the stipulated opening and closing times of their outlets.
May I implore the public to feel free to report any criminal acts to the police at various stations or contact the National Complaints Desk for swift action to be taken.

Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga has said CCC activist Tinashe Chitsunge who was allegedly killed in a politically motivated incident in Glenview 7 recently was run over by the party’s truck, reported <a href="https://www.newzimbabwe.com/ccc-supporter-chitsunge-was-run-over-by-a-truck-police-boss-tells-election-observer-missions/">NewZimbabwe.com</a>.
This is contrary to eyewitness accounts that indicated that Chitsunge was stoned to death by suspected ZANU PF activists.
Addressing delegates on an election observer mission in Harare on Wednesday, Matanga said they are still waiting for the postmortem report. He said:

On August 3, 2023. We received a report of public violence in Glenview 7 in which a life was unfortunately lost.
The deceased Tinashe Edson Chitsunge… was run over by a truck in the course of politically motivated violence.
Currently, we are waiting for a postmortem report to ascertain the cause of his death.

Police say they have arrested 15 people so far in connection with Chitsunge’s death. The suspects were charged with a lesser charge of public violence and were freed on bail.

ZRP Commissioner-General Says "Murdered" CCC Activist Was Run Over By A Truck

Zimbabwe Republic Police (ZRP) commissioner-general, Godwin Matanga says the police force needs more resources to fully fight drug-related crimes, reported <a href="https://businesstimes.co.zw/drug-abuse-police-pleads-for-more-resources/">Business Times</a>.
Speaking at the Vision 2030 Movement engagement conference in Bulawayo last week, Matanga said currently the ZRP is not adequately equipped to fight the drug scourge. He said:

These include high-powered motor vehicles for high-speed chases and low-cost vehicles for patrols and surveillance, state-of-the-art technologies at ports of entry and exit, as well as funding for more localised and international training to catch up with new skills requirements in this field.
</blockquote>
Matanga said police have arrested over 4 000 people, including 466 suppliers. He added:

Again we confiscated and destroyed large quantities of substances. The drug mules from Brazil, India, Nigeria, and Latvia have been arrested while using undesignated points of entry to move the contraband.
</blockquote>

Police Boss Pleads For More Resources To Combat Drug Abuse

Home Affairs and Cultural Heritage Minister Kazembe Kazembe and Police Commissioner General Godwin Matanga have been ordered to pay US$53 596 benefits to a former police officer who was discharged in 2010 after he was wrongly convicted.
The former police officer, Anatos Mpofu, sued the two after they refused to comply with a 2010 court order directing them to pay him.
High Court judge Justice Nyaradzo Priscilla Munangati Manongwa ruled that Kazembe and Matanga were in default before she fined them ZWL$100 000. She said:
<blockquote>
Whilst the applicant had sought the imprisonment of respondents, he cited their offices as opposed to individuals.
An order for committal is incompetent against an office. Only an individual can be committed to prison.
In that regard, I find it proper to impose a fine. As the applicant is a self-actor it can be understood that he missed this fact.
In the result, it is ordered that the first, second and third respondents be and are hereby declared to be in contempt of court for failure to comply with the court order in HH 08/11.
The first, second and third respondents are each sentenced to a fine of $100 000.

In court papers, the Salaries Service Bureau (SSB) was also cited as the third respondent. The judge said:

The first, second and third respondents shall make payment of US$53 596.46 into the applicant’s account at CBZ Norton Branch account number 66961085260019 together with interest at the prescribed rate calculated from 29 September 2010 to date of final payment within 14 days of service of this order.
</blockquote>
Mpofu was a police officer before he was summarily dismissed from the force following conviction in a criminal matter.
He then successfully appealed against the conviction and later sought reinstatement to the force.
Mpofu then instituted proceedings before he won the case in 2011.
In 2011, the High Court ordered the three to pay the applicant damages in lieu of reinstatement in the sum of US$58 131 being arrears salaries, bonuses, accommodation, leave days and medical services.

Kazembe, Matanga Ordered To Pay Former Police Officer US$50 000

Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga said that people who possess unregistered firearms shall be deemed to be planning to commit serious crimes.
Matanga said police officers will not hesitate to kill all perpetrators of serious crimes such as armed robbery.
He was speaking at the funeral wake of Inspector Maxwell Hove, who was killed in the line of duty in Hwedza by Jaison Muvevi, a former police officer. Said Matanga:

I wish to categorically state that those with unregistered firearms shall be deemed to have criminal intent.
Furthermore, as police officers, we will not hesitate to shoot to kill all perpetrators of heinous crimes such as armed robbery, which are making society apprehensive.

He said police have also noted with concern an increasing number of unregistered firearms recovered at crime scenes.
In August 2022, President Emmerson Mnangagwa granted a presidential amnesty on the voluntary surrender of firearms and ammunition.

The Commissioner General of the Zimbabwe Republic Police (ZRP), Tandabantu Godwin Matanga, has reassigned three senior police officers.
ZRP national spokesperson Assistant Commissioner Paul Nyathi announced the changes in a statement issued this Thursday. Reads the statement:

The Commissioner General of Police, Tandabantu Godwin Matanga has effected the transfer of some senior officers in the Zimbabwe Republic Police in order to ensure that the Police Service achieves its constitutional role of providing quality services to the public in line with the country’s Vision 2030.

Zimbabwe Republic Police Reassigns Top Cops

The Zimbabwe Lawyers for Human Rights (ZLHR) on Friday wrote a letter to Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga protesting over the ongoing police operation targetting “plateless, unregistered and unlicensed” vehicles, saying it unnecessarily restricts citizens’ free movement.
In the letter, human rights lawyer Paidamoyo Saurombe of ZLHR told Matanga that the failure by some motorists to display number plates on their vehicles was not their fault as the Central Vehicle Registry (CVR) was failing to allocate adequate number plates for those who needed them.
Saurombe said it was unreasonable for ZRP to curtail the movement of motorists who have paid for registration plates and were allocated temporary plates which they display together with insurance cover on their vehicles.
He also criticised ZRP for labelling everyone without number plates as being criminal elements committing acts such as armed robbery, kidnapping, unlawful entry as well as hit and run road traffic accidents.
Saurombe asked ZRP to allow access to motorists who have paid and can show proof of payment and insurance as required by the law.
The human rights lawyer said if ZRP continues to restrict the movement of motorists due to the CVR’s failure to timeously issue out number plates, he will approach the courts for recourse against ZRP and other relevant ministries to protect the rights of the public.

A ZIMBABWEAN COURT has ordered Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe to pay more than US$10 000 to a couple that was roughed up by some law enforcement agents while claiming to be suppressing an anti-government protest in 2019.
Harare Magistrate Winfilda Tiyatara on Friday 25 June 2021 ordered Matanga and Hon. Kazembe to pay US$5 000 each or its equivalent of RTGS$450 000 each to Canaan Machando and his wife Sipetangani Machando as compensation for violation of their fundamental rights and their property.
In addition, Magistrate Tiyatara ordered Matanga and Hon. Kazembe to pay RTGS$56 800 to Canaan and RTGS$24 000 to Sipetangani as compensation for damages to their mobile phone handsets.
During trial, Canaan and Sipetangani, who were assisted by Fiona Iliff of Zimbabwe Lawyers for Human Rights to sue Matanga and Hon. Kazembe, told Magistrate Tiyatara that on 14 January 2019 some ZRP officers together with some soldiers who had been deployed to quell anti-government protests held over a unilateral fuel price hike slapped Sipetangani several times and kicked her in the presence of her two minor children. The police officers and soldiers ordered Canaan to lie flat on his stomach, stepped on him before assaulting him and also directed him to sit in a bucket full of cold water.
The soldiers and police officers also took Canaan to Mharapara Road, the main road in Unit F high-density suburb in Chitungwiza, where the protests had been taking place and directed him to remove burning tyres from the streets and in the process he sustained some burns on his hands.
As a result of the assault and ill-treatment, Canaan sustained injuries to his back, thighs, eardrum and had to seek medical attention and he was unable to work as a result of his medical condition and suffered the loss of income.
The ZRP officers broke Sipetangani’s Samsung mobile phone handset valued at RTGS$24 000 while one of the police officers threw teargas canisters inside their house in Unit F high-density suburb in Chitungwiza and damaged a windowpane and the floor valued at the cost of RTGS$56 800.
The persecution by ZRP officers forced Sipetengani and her minor children including a visitor out of the house as it was inhabitable for three days because of the teargas and this meant Sipetengani and Canaan were unable to work for several days.
In her ruling, Magistrate Tiyatara said Sipetengani and Canaan and their children suffered emotional pain and suffering, trauma and shock from the incident and the couple was humiliated and embarrassed by the indignity of being forced out of their home owing to misconduct by police officers.
Magistrate Tiyatara said the conduct of ZRP officers complained of by Canaan and Sipetengani was unlawful and there was no legal justification whatsoever for them to have conducted themselves in such a wayward manner.
The Magistrate also ruled that the actions of the ZRP officers was so indiscriminate, unwarranted and unnecessary and their conduct falls short of the duty of care that the police service has towards civilians.</blockquote>

Kazembe, Matanga Ordered To Pay USD10 000 To Police Brutality Victims

A Harare woman has appeared before the courts after masquerading as Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga’s daughter and a lawyer to defraud an unsuspecting victim.
The fake Matanga’s daughter, Evelyn Matanga (29) is accused of defrauding one Hilda Ndoro of US$2 395 in a residential stand deal.
On Friday, the accused appeared before Harare magistrate Dennis Mangosi who denied her bail.
The State told the court that sometime in October last year, Ndoro was introduced to Matanga by her daughter who insinuated that Matanga was a legal practitioner who could help her through processes of purchasing a residential stand in Harare’s Damofalls.
Prosecutors also alleged that Ndoro then met Matanga in Harare CBD with the latter introducing herself as Matanga’s daughter and a legal practitioner who could assist her.
Matanga then asked for US$2 800 for the site plan, cavets, cavet fee, deeds and several amounts for the stand in question.
It is further alleged after receiving the funds, Matanga later supplied a forged receipt from the department of the Surveyor-General of which she paid $25 and forged it to US$350.
Ndoro, after receiving the forged receipt, became suspicious and requested another meeting with Matanga in the CBD.
Matanga, however, started avoiding Ndoro and also stopped taking her phone calls.
Ndoro’s continued demands for her receipts from Matanga yielded nothing with the latter ending up electronically blocking her phone number.
Ndoro then used another witness, Trish Gwatidzo to lure Matanga while pretending to be a new client altogether.
Matanga allegedly came to meet Gwatidzo in the CBD, leading to her arrest.
The total value of prejudice is US$2 935 and nothing was recovered.

Fake Matanga's Daughter In Fraud Storm

Zimbabwe Republic Police (ZRP) Commissioner-General, Godwin Matanga has been summoned to appear before the Parliamentary Portfolio Committees on Defence, Security and Home Affairs together with Mines and Mining Development over mineral smuggling in the country.
The Parliamentary committees wanted the police boss to appraise them on what was being done to stop cases of mineral smuggling across the country’s borders.
Matanga is summoned in the wake of increased reports of gold smuggling the latest known case being that of Zimbabwean Tashinga Nyasha Masinire who was arrested at OR Tambo after being found in <a href="https://news.pindula.co.zw/2021/05/10/o-r-tambo-airport-gold-smuggler-identified/">possession of 23 pieces of gold worth US$783 000.</a>
The Chairperson of the Parliamentary Portfolio Committee on Defence, Security and Home Affairs Retired Brigadier-General Levi Mayihlome confirmed that Parliament summoned the police boss to explain cases related to the smuggling of minerals. He said:
<blockquote>_As a committee, we have summoned the ZRP Commissioner-General together with the Officer Commanding Minerals and Border Control following the alarming mineral smuggling cases._
_I would want to believe that these people who then get caught will probably not be doing it for the first time. As such we want to understand the nature of the problem._
_We want to ascertain whether these cases are a result of human mischief or inadequate resources to detect such criminal activities._
_If all the gold was being taken to Fidelity Refiners and Printers then we would not have cases of smuggling. As such we need to understand how mineral movement is monitored from small scale to large miners._</blockquote>
Zimbabwe is reportedly losing billions of dollars per year through fraud, theft or embezzlement in the mining sector.

Police Boss Summoned To Parly Over Mineral Smuggling

The Commissioner-General of the Zimbabwe Republic Police (ZRP), <a href="https://www.pindula.co.zw/Godwin_Matanga">Godwin Matanga</a> has met with 17 members of the police force who will soon be deployed to the United Nations (UN) Peacekeeping Mission in South Sudan (UNMISS).
UNMISS’ objective is to consolidate peace and security, and help establish conditions for development in the Republic of South Sudan, with a view to strengthening the capacity of the Government of South Sudan to govern effectively and democratically and establish good relations with its neighbours.
During the meeting meant to brief the officers, Matanga emphasised the need for the cops to maintain and uphold the values of the police force and avoid behaviour that will bring the name of the force into disrepute. He said:
<blockquote>_You should always remember the fact that discipline should manifest within the contingent itself first before we talk of the deserved respect for police colleagues of other nationalities._
_Dispel the misinterpretation of the United Nations’ stance on having a rank-less mission under which some among you might be tempted to end up being contemptuous of authority of the command element within your contingent._
_You should rather always exhibit the highest standard of discipline and ethical conduct. I am confident that you will perform to the best of your ability and in so doing continue to make the organisation and the nation proud._</blockquote>
Matanga also urged the ZRP officers to take their time with the UN Mission as an opportunity to learn from the knowledge and experiences of fellow officers from other countries with whom they shall be deployed together with.
Matanga added that the knowledge should be used for the fostering and sustenance of a conducive environment for economic growth in Zimbabwe.

17 ZRP Officers Deployed To UN Mission In South Sudan

Zimbabwean socialite and businesswoman, Susan Mutami has slapped Home Affairs and Cultural Heritage Minister Kazembe Kazembe with a US$50 000 claim for unlawful arrest early this year.
Also being sued by Mutami are; Police Commissioner-General Godwin Matanga, the Director State Intelligence Services (Central Intelligence Organisation) Isaac Moyo, and Officer-in-Charge Law and Order, Harare.
Mutami was arrested on 18 February 2021 at the Robert Gabriel Mugabe International Airport while she was in the company of her four-year-old son on their way to Dubai.
After their arrest, Mutami and her child were taken to a police post at the airport where they were briefly detained before taken to Harare Central Police Station CID Law and Order section.
They were kept in police custody until Sunday 21 February 2021 when they were eventually allowed to depart.
The state security agents are being accused of claiming Mutami was a key state witness in a pending case without requesting her at any given time to act as such.
In a letter to Kazembe also copied to Matanga, the complainant’s legal counsel Mbidzo Muchadehama and Makoni wrote:
<blockquote>They had no warrant of arrest for our clients. Our clients had not committed any offence.
They were not about to commit any offence, neither were they committing any offence.
… The detention subjected her to psychological trauma as she was detained together with her four-year-old son.
She was subjected to personal anguish, torment, pain, shock, and suffering particularly when state security agents barred her from using her inhaler.</blockquote>
Mutami’s lawyers said she also lost several income-generating opportunities upon her arrest and detention especially when the purpose of her travel to Dubai was for business. They said Mutami is the proprietor of S.V.M Health, registered in Australia.
Mutami made headlines early this year when she revealed the secrets of her love relationship with Norton MP Temba Mliswa.

Susan Mutami Sues Kazembe For US$50 000 For Unlawful Arrest

Zimbabwe Republic Police Commissioner-General Goodwin Matanga has pleaded with the government to urgently provide accommodation for 30 000 police officers who are reportedly renting private accommodation.
Matanga said the current set up is affecting the officers’ execution of their duties at the same time endangering their security. Speaking during his visit to Masvingo police on Thursday last week, Matanga said:
<blockquote>I wish to place on record that, the Zimbabwe Republic Police has only 12 000 housing units that are accommodating 18 760 police officers. Of these, 10 945 are sharing. Resultantly, over 30 000 police officers are renting private accommodation, a situation that compromises the security of our members. It is, therefore, my fervent hope and prayer that Government urgently intervenes.</blockquote>
Home Affairs and Cultural Heritage Minister Kazembe Kazembe also remarked that the shortage of accommodation among police officers was a major concern. He said:
<blockquote>Certainly, resource constraints manifest through an array of challenges, key among them being the shortage of residential and office accommodation, transport and non-payment of travelling and subsistence allowances. The shortage of accommodation which has, unfortunately, resulted in some members seeking private rental accommodation has always been a cause of concern.
This position is unpleasant given that apart from compromising the security of members, it also has huge financial implications. To that end, efforts are being made to ensure police officers and members get decent accommodation.</blockquote>
Kazembe said the government was aware of the challenges the ZRP was facing adding that efforts are being made to improve police effectiveness through the procurement of more operational vehicles.

Police Boss Pleads With Govt To Urgently Provide Accommodation For 30k Officers

Zimbabwe’s Minister of Home Affairs, <a href="https://www.pindula.co.zw/Kazembe_Kazembe">Kazembe Kazembe</a> has warned the opposition MDC Alliance over “foreign-sponsored” demos dubbed “The Winter Jest.”
Kazembe made the remarks on Friday in Harare amid reports that the opposition intends to throng to the streets to demonstrate their dissatisfaction with the state of affairs 41 years after Zimbabwe has attained independence.
The protests come amid worsening economic, humanitarian and political crises that are in turn deteriorating the citizenry’s living conditions.
Kazembe said the security sector was prepared to thwart the protests which he described as illegal. He said lockdown measures were still effective. He said:

My ministry has directed the Commissioner-General of Police (Godwin Matanga) to take action on some political activists, individuals and civic organisations being fronted by the MDC Alliance and have openly threatened to engage in a series of illegal demonstrations dubbed ‘The Winter Jest.’
The police and other security services will be on high alert and ready to defend the country’s sovereignty and territorial integrity. May I warn those who are planning and coordinating these illegal demonstrations that the law will take its course.
Local and internationally based organisations who are providing funding through individuals and the so-called civic organisations’ proxies are duly warned to stop fomenting disorder in the country and will be held accountable for any criminal acts perpetrated by groups who are obviously bidding for opposition political parties in the country.

The state previously blocked a number of MDC Alliance protests that had been scheduled to be in all major cities.
The police argued that it had gathered <a href="https://zero.pindula.co.zw/pictures-granite-stones-catapults-recovered-by-police-in-harare/">“concrete evidence”</a> suggesting that the demos would degenerate into chaos.
MDC Alliance and some human rights defenders, however, argued that the said evidence was manufactured by the government as a pretext to ban the protests and to brutalise “peaceful demonstrators.”

The Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga Wednesday said the police and citizens are partners in fighting crime in communities.

Matanga speaks when the relationship between citizens and the police is on a low note due to police brutality on members of the public.
The police and citizens used to be good partners in fighting crime but now it is commonplace to find police officers being assaulted by members of the public.
Members of the public would apprehend wrongdoers and surrender them to the police but now some communities choose to deal with the offenders themselves arguing that the police will be bribed and release them in no time.
The Zimbabwe Republic Police has, however, since embarked on a rebranding exercise to mend relations with the public and to cleanse its tainted image.

Police & Citizens Are Partners In Fighting Crime -Matanga

ZRP Commissioner-General Godwin Matanga has reportedly ordered ZRP to track down Mrs. Sipho Mazibuko and make a follow up as part of their investigations into her rap_e allegations, the Chronicle reports.
Mazibuko last Friday took to social media and said <a href="https://news.pindula.co.zw/2021/01/18/sipho-mazibuko-claims-jonathan-moyo-ra_ped-her/">former cabinet minister Jonathan Moyo forced himself</a> on her in 2010 and nothing was done to him despite her making a police case.
The development was confirmed by Paul Nyathi to the publication who revealed that ZRP in Bulawayo is trying to get in touch with Mazibuko:

Godwin Matanga Orders ZRP To Investigate Sipho Mazibuko's Ra_pe Allegation Against Jonathan Moyo

Home Affairs minister, Kazembe Kazembe avoided spending 60 days in prison by paying ZW$199 500 as compensation to Gweru-based student who was illegally arrested and brutally assaulted by police in 2018.
The student, Simon Mandoza dragged Kazembe to court where Harare Magistrate Tilda Mazhande gave the minister an ultimatum to pay the money or be sentenced to serve 60 days in prison.
Mandoza’s lawyers Fiona Iliff and Obey Shava of Zimbabwe Lawyers for Human Rights (ZLHR) were notified by a legal advisor in Kazembe’s ministry only identified as P. Madziviridze through a letter that payment had been effected. Reads the letter:

Mandoza had sued Kazembe and ZRP Commissioner-General  Godwin Matanga after some police officers arrested him while he was standing outside a fast food outlet in Harare CBD.
The officers were carrying out an operation against informal traders in the CBD during the same period. Mandoza was arrested, assaulted before he was taken to Harare Central Police Station where he was finally released without charge.

Norton legislator Themba Mliswa has taken to Twitter to dispel widespread rumors that he has been arrested. Mliswa tweeted and said:

Reports that the outspoken independent candidate was arrested were circulating on social media. Mliswa Dispels Arrest Reports

Below is the letter.

Dear CG Matanga,
It is with pain in my heart that I write this letter to you, after learning of the harassment by the police of an elderly woman Editor Mavaza aged 65 residing in Glen View.
The background of the story is that last month in September Editor Mavaza was assaulted by her tenant who is lodging at her house 7988 28th Road Glen View area 8, Harare.
She was assaulted after asking the tenant to vacate her house after 3 months notice had lapsed. The police did not arrest the tenant after she had made a report at ZRP Glen View.
The officer at ZRP Makomva Post in Glenview threatened the complainant and sent her back home where the lodger had remained. The lodger had systematically and continually harassed this old woman taking advantage that she is a widow and her two adult boys died within six months of each other due to unnatural causes.
The tenant refused to pay the outstanding rentals and for the current month of October and is still staying at the house. Out of frustration, the home-owner decided to remove the door of the room which the lodger was using and he reported to the police leading to the arrest of Editor Mavaza.
She was arrested and charged with unlawful eviction of a lodger. Despite the clear fact that the law does not recognise the removal of a door as a crime the police harassed Editor insulted her. One lady police officer told her that if she does not cooperate with the lodger she will rot in cells.
The police denied Editor Mavaza her right to contact her lawyer and access to food and her medication.
Commissioner-General, this woman is a senior citizen who has been harassed by law enforcement agents, denied medication and food, a right to fair trial and was released yesterday without a charge.
The police in order to cover up they told the complainant to make a withdrawal to legitimise their detention of this old lady.
The reason why I am engaging your office, is that it is not the first time that women house owners have approached me for assistance in similar matters in Harare.
The cases are similar in nature where ZRP officials take sides and deny women the right to a fair trial and justice.
In this case, when she reported the assault case it was ignored and that is an issue of gender-based violence which all organs of the state should condemn without fear or favour.
Commissioner General, the detention of Editor Mavaza was unlawful and vindictive. The police used cells to force the poor old lady to allow the abusive lodger to stay at her house where he is not paying rent. The lodger is actually boasting that the police are in his pocket and he will do things his way.
My pain Commissioner-General is that the actions of the police stinks of corruption and I am humbly asking you to institute investigations of all involved officers.
Furthermore, the charge did not warrant a detention denial including being denied her medication and refusal to avail the poor lady to see her lawyer.
I know that you are a man who does not tolerate corruption and abuse of police powers. Please look into this matter and bring justice to this poor old lady. 
I have decided to take this case to you for assistance.

Masarira Complains Over Police Brutality On Senior Citizen

Police Commissioner-General Godwin Matanga on Friday said the force has intensified patrols, roadblocks and checkpoints countrywide to ensure that members of the public comply with the new lockdown regulations.
In Harare, for instance, a number of people were turned away from the city centre yesterday after they failed to present employment exemption letters or medical documents to warrant being outdoors.
Matanga warned that those who continue to ignore the stay-at-home order will face the full wrath of the law. He said:
<blockquote>My office has directed police commanders to ensure that patrols, roadblocks, checkpoints and awareness campaigns are intensified in all provinces for the security, safety and health of Zimbabweans.
Zimbabweans should take note that public gatherings for social activities remain banned as announced by President Mnangagwa.
Religious gatherings are to be of 50 or fewer congregants and be held between 8 am and 3 pm with strict adherence to the World Health Organisation (WHO) COVID-19 protocols.
May I also caution the public against trying to negotiate or influence officers to allow them to illegally pass through checkpoints as this compromises the integrity of uniformed services and the fight against Covid-19. There will be no excuse for non-compliance.</blockquote>
Matanga added that citizens were reminded to be home by 6 pm. There will be no excuses for non-compliance, except for those who will be providing essential services, he said.

Police Boss Speaks On Tightened Lockdown Measures

Twenty-eight Zimbabwe Republic Police (ZRP) officers have filed an urgent chamber application with the High Court challenging the legality of their transfer to various stations exceeding 400 kilometres from Harare.
Constable Sami Trynos and 27 others cited Commissioner General of Police Godwin Matanga as the first respondent and the Police Service Commission as the second respondent in their court application.
In their affidavit deposed through Constable Sami Trynos, the officers argued that the action by the employer was not based on law but rather on false allegations.
The ZRP transferred the 28 officers on allegations of failing to stop MDC demonstrations in Harare.
Trynos said they had no objections to transfers if they were lawful but were contesting the manner in which the transfers were done considering that they were only given five days to move. Trynos said:
<blockquote>It is clear that the respondents are encouraging us to break Covid-19 regulations by forcing us to hike with all our families and properties.
We earn salaries of less than $2 000 a month and the transport costs of each one of us exceed $20 000. If we are to relocate, respondents are not providing financial assistance.</blockquote>
Trynos said the officers are not resisting to be transferred but they want the transfers to be stayed until conditions are permitting.

28 Police Officers Transferred For Failing To Stop MDC Demonstrations

Police Commissioner-General Godwin Matanga told parliamentarians that the Zimbabwe Republic Police (ZRP) remains on high alert amid fears some Zimbabweans want to use the coronavirus lockdown to cause political disturbances in the country.
Appearing before the Parliamentary Portfolio Committee on Health and Child Care on Tuesday, the country’s top cop said:
<blockquote>… The whole nation is looking at the COVID-19 pandemic operation yet there are elements within the country who want to do certain things also riding on the same operation.
Whilst we are trying to prevent the spread of the virus, some people have certain agendas who want to take advantage of the same operation.
I do not want to give discretion at the roadblocks but I am looking at a person coming to town to fend for their families. Too much discretion will cause problems.</blockquote>
Police and the army officers manning security checkpoints across the country have been accused of turning away and harassing travellers without valid reasons, affecting their business and family commitments.
A member of Parliament, Winnie Makonya (MDC Alliance), said she was “disturbed” by what she at the police and army roadblocks.

Police have vowed to deal decisively with machete gangs who are masquerading as gold panners while unleashing a reign of terror across the country.
Speaking during a tour of Gweru Central Police Station by Home Affairs and Cultural Heritage Minister <a href="https://www.pindula.co.zw/Kazembe_Kazembe" rel="noopener noreferrer" target="_blank">Kazembe Kazembe</a> on Friday, Commissioner-General <a href="https://www.pindula.co.zw/Godwin_Matanga" rel="noopener noreferrer" target="_blank">Godwin Matanga</a> said police will not stand akimbo while the terror groups create war zones in the country. He said:
<blockquote>Without mincing my words, I am disgusted by the violent nature of machete-wielding criminals who are threatening to turn our country into an unsafe and uninhabitable place.
Over the past few weeks, cases of these criminal elements masquerading as gold panners have been on the increase. Consequently, we have recorded a surge in cases of murder, rape, armed robbery, among other illicit activities.
Apart from terrorising communities day and night, these hooligans are also invading legal mining claims killing many, including taking the lives of police officers.</blockquote>
Meanwhile, police have, for the next three months, prohibited the carrying of weapons by members of the public.

Speaking to the media after a tour of the Criminal Investigations Department (CID) Headquarters and Police General Headquarters on Wednesday where he was briefed by senior officers, Kazembe said:
<blockquote>I want us to look at other nations, I will not mention names, at what they do when people behave in the manner that our people sometimes behave. You will realise that Zimbabwe is not anywhere near that.
What I have realised is that our police respect the people and they are not brutal. What other people do is that they ignore the police when they try to contain the situation.</blockquote>
Kazembe pledged to address all the challenges the force is facing during his tenure.

Zimbabwe Republic Police (ZRP) Commissioner-General <a href="https://www.pindula.co.zw/Godwin_Matanga" rel="noopener noreferrer" target="_blank">Godwin Matanga</a> said that the International Criminal Police Organisation (Interpol) is refusing to cooperate for the extradition of Zimbabweans who committed crimes here and fled to other countries.

<blockquote>We are a member of Interpol and there is a facility where, as a country, we file red notices with Interpol to bring back offenders to the country and of late there has been a development with Interpol where they suspect that the ZRP is laying some politically motivated allegation against an individual.
Interpol has categorically said they will not help and where a person runs away from Zimbabwe and is given refugee status in a particular country again Interpol will not assist.</blockquote>

Senior police officers are undergoing the <a href="https://news.pindula.co.zw/2019/04/09/junior-police-officers-to-be-retrained/" rel="noopener noreferrer" target="_blank">Rebranding Refresher Course</a> for Senior Officers Phase two at Morris Depot.

Senior Police Officers In Refresher Course

<blockquote>ZIM COURT ORDERS MAGOMBEYI TO BE EVACUATED TO SOUTH AFRICA FOR SPECIALIST TREATMENT
HIGH Court Judge Justice Happias Zhou on Tuesday 24 September 2019 interdicted Zimbabwe Republic Police (ZRP) from preventing Dr Peter Magombeyi, the leader of Zimbabwe Hospital Doctors Association (ZHDA) from leaving Zimbabwe to access medical services in South Africa.
ZRP had on Monday 23 September 2019 prevented Dr Magombeyi from travelling to South Africa to access urgent health care services that are not locally available in Zimbabwe after deploying some law enforcement agents to man the entrance at a local clinic, where Dr Magombeyi is detained.
This was in defiance of the recommendation by his doctors, who noted that he had suffered possible physical harm and psychological trauma which warranted that further functional brain imaging and further toxicological evaluation, which is not available in Zimbabwe, be conducted on him.
But Justice Zhou on Tuesday 24 September 2019 granted an application filed by Dr Magombeyi’s father, Kingstone Magombeyi, who in his court petition, protested against the ZRP’s actions and argued that the law enforcement agents’ actions were not authorised by law as Dr Magombeyi is a victim of abduction and enforced disappearance and has not been placed under arrest and has also not been accused of committing any offence.
In his ruling, Justice Zhou ordered the Officer-In-Charge of Criminal Investigations Department (Law and Order Section) at Harare Central Police Station only identified as Chibaya, ZRP Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon. Cain Mathema, who were cited as respondents, not to prevent directly or indirectly Dr Magombeyi from leaving Zimbabwe for the purposes of accessing medical services in South Africa.

Justice Zhou Interdicts Police From Preventing Dr Magombeyi To Travel To SA {Full Text}

MDC legislator Joanna Mamombe has sued the Zimbabwe Republic Police (ZRP) for US$120 000 after suffering a miscarriage which she claims resulted from her unlawful arrest and detention.
The 26-year-old Harare West MP was summoned to the ZRP’s Law and Order section on May 23 this year while she was attending the MDC congress in Gweru.
On the 28th of May, she presented herself in the company of her lawyer, Obey Shava at the Harare Central Police station and was detained in police cells.
In a letter to Police Commissioner-General Godwin Matanga and copied to Home Affairs deputy secretary (finance and administration) and civil division of the Attorney-General’s Office, Shava said that his client’s arrest was barbaric and deplorable, directly resulting in her in losing her unborn child as she was two months pregnant. Said Shava:
<blockquote>We contend that the conduct of the police amounts to gross violation of our client’s right to personal liberty and dignity.
It is further a gross violation of the unborn baby’s right to life as enshrined in the Zimbabwe Constitution and various international treaties on human rights.</blockquote>
Of the US$120 000, US$40 000 is for pain and suffering, deprivation of personal liberty, violation of human dignity and contumelia, while the US$80 000 is for gross violation of the unborn child’s right to life.

MDC MP Sues ZRP Over Miscarriage, Demands US$80 000 In Damages

A High Court Judge has ordered three top government officials to pay MDC activist Zwelibanze Dube a sum of RTGS$13 000 in compensation for unlawful arrest and malicious prosecution back in 2016.
Justice Nyaradzo Munangati-Manongwa ruled that Home Affairs Minister Cain Matema, Police Commissioner General Godwin Matanga and Prosecutor General Kumbirai Hodzi should pay the sum by July 31 or risk being jailed.
Dube initially sued the office holders in 2016 namely the then Home Affairs Minister, Ignatius Chombo, Commissioner General of Police, Augustine Chihuri and Prosecutor General, Advocate Ray Goba.
He demanded US$72 000 but the judge ruled that the money be paid in Zimbabwe dollars.
According to court papers seen by New Zimbabwe.com:
<blockquote>The litigation came about when Dube was arrested on June 3, 2011, over the death of Police Inspector Petros Mutedza and, despite his alibi defence being confirmed by other police officers, he was still taken into custody and prosecuted. He was however acquitted at the close of the State’s case.</blockquote>

Minister, Police Chief & Prosecutor General Ordered To Pay MDC Activist RTGS $13k Compensation

Police Commissioner General Godwin Matanga said that the Zimbabwe Republic Police will mount roadblocks on all the country’s major roads during the Independence and Easter Holidays in order to reduce traffic accidents on the roads.
Speaking to police officers at the Briefing and Debriefing of the Darfur contingent, Matanga revealed that the ZRP, VID and TSCZ shall be visible on the roads. He said:
I wish to say in a few days’ time we shall be celebrating our nation’s independence as well as Easter.
To this end, the Zimbabwe Republic Police together with other stakeholders such as the Vehicle Inspection Department and Zimbabwe Traffic Safety Council shall be highly visible on all major roads enforcing traffic rules and regulations.
It is important that I take this opportunity on behalf of the Zimbabwe Republic Police to urge the nation especially all motorists and pedestrians to exercise extreme caution on the roads.
Let us all join hands in putting an end to carnage on our roads.

This comes after a bus collided head-on with a minibus on Wednesday night near Gweru, killing 10 people on the spot. Eyewitnesses claimed that the driver of the bus was overspeeding.
