A villager from Mtetengwe, Beitbridge, has been fined three goats after a traditional court found her guilty of speaking to the regional newspaper <a href="https://newsday.co.zw/southerneye/local/article/200034569/villager-fined-3-goats-for-speaking-to-the-media">Southern Eye</a> and reporting what she perceived as extortionist behaviour by a village head.
Efa Sebata, of Tshamunanga village, was ordered to pay one goat to Headman Mabhidhi, another to complainant village head Edna Tshidixwa, and a third to the community.
She had already been fined two goats and two chickens for allegedly disrespecting Tshidixwa during a gathering where villagers received instructions on rearing day-old chicks distributed by ZANU PF.
Sebata believes she was denied justice and claims that a total abuse of power and corruption is at play in her case. She said:

I was not given time to explain my case by Headman Mabhidhi. I found it strange that I had a misunderstanding with Tshidixwa who became the complainant, judge and jury and went on to preside over a case she was the complainant.
We were at a workshop, where ZANU PF officials from Harare educated villagers on how to care for broiler chickens.
I was knowledgeable and they suggested making me their point person from where chick distributions would be done. The kraal head was not amused and blocked the idea.

Sebata questioned Tshidixwa after a meeting, asking why she was blocked, which led to Tshidixwa threatening to make her pay a goat.
A few days later, Sebata was summoned to Tshidixwa’s homestead for a hearing.
Tshidixwa, presiding over the matter with her family members, ordered Sebata to pay two goats and two chickens.
Tshidixwa’s brother subsequently took two chickens from Sebata’s fowl run, instructing her to bring the goats later.
Dissatisfied with the situation, Sebata sought advice from other villagers, who recommended that she contact NewsDay, which in turn referred her to the police.
Sebata was later called to headman Mabhidhi’s court, where she was charged for speaking to the media and reporting to the police.
The villagers are baffled by what they perceive as gross abuse of power by traditional leaders, accusing them of enriching themselves through dubious trials and convictions.

A woman in Beitbridge, Zimbabwe was fined three goats for talking to the media about corruption. She had already been fined two goats and two chickens before for disrespecting a village head. She believes the traditional court did not give her a fair chance to explain herself. The woman was threatened by the village head after questioning her about being blocked from a job. When she sought advice from other villagers and the media, she was fined even more. The villagers are upset at what they see as unfair treatment by traditional leaders.

Beitbridge Villager Fined 3 Goats For Speaking To The Media

Authorities faced difficulties in locating the alleged fraud suspects and business partners Mike Chimombe and Moses Mpofu, with the intent of apprehending them on Tuesday, Harare magistrate Marewanazvo Gofa was told Thursday.
Speaking in court while opposing the accused persons’ bail application, Zimbabwe Anti-Corruption Commission (ZACC) investigating officer Gamuchirai Zimunhu said the two men evaded arrest on Tuesday.
Zimunhu said Chimombe and Mpofu later promised to visit the ZACC offices by 6 PM on Tuesday, but they ultimately failed to show up as agreed. She said (via <a href="https://www.zimlive.com/zacc-investigators-say-chimombe-mpofu-arrest-was-a-nightmare/">ZimLive)</a>:

Public disorder may arise; people will no longer trust the justice system in that ZACC catches and releases people.
Accused may abscond from court. On Tuesday 25 June, we spent the greater part of the day manhunting for them and they were not at their place of residence.
We called them on Monday after they left. When Mr Chapwanya (the other IO) called Mr Mugiya to advise him that we wanted to see his client, Mr Chimombe said he was out of Harare and Mpofu was at his farm in Zvimba.
He promised to bring them before 6 PM but they didn’t come and Mugiya promised to bring them on Tuesday and we waited for them up to mid-day.
Mr Chapwanya advised Mugiya that his clients had turned hostile, which resulted in teams being deployed to manhunt the accused persons.

Chimombe and Mpofu were finally arrested on Wednesday around 10 AM after they finally handed themselves in.
Zimunhu also said she was not satisfied with the address given by Mpofu. She said:

I’m not sure if he stays at the Greendale house because the house is not yet complete. The gardener was present when we went there.

Chimombe and Mpofu were on Friday, June 28, ordered to spend the weekend in remand prison after a bail ruling in their case was deferred to Monday, July 01.
The two individuals are accused of defrauding the government of $7 million that was earmarked for the Presidential Goat Scheme.
Chimombe and Mpofu allegedly failed to supply goats despite receiving full payment from the Government.

ZACC Investigators Said Search For Chimombe And Mpofu Was Challenging

Mike Chimombe and Moses Mpofu have been ordered to spend the weekend in remand prison after a bail ruling in their case was deferred to Monday, July 01.
The two individuals are accused of defrauding the government of $7 million that was earmarked for the Presidential Goat Scheme.
On Monday, the Zimbabwe Anti-Corruption Commission’s investigating officer, Gamuchirai Sibongile Zimunhu, will continue testifying against the duo, reported <a href="https://www.herald.co.zw/chimombe-mpofu-to-spend-weekend-in-jail/">The Herald</a>.
Chimombe and Mpofu allegedly failed to supply goats despite receiving full payment from the Government.
On Friday, Zimunhu told the court that if the duo was released on bail, it could cause a public outcry as there was overwhelming evidence against Chimombe and Mpofu.
She said the public has an interest in the matter as the goats were supposed to benefit less privileged people in the country, hence people could protest if the two were granted bail.
Allegations are that Chimombe and Mpofu forged a ZIMRA Tax clearance certificate and an NSSA compliance certificate in the name of Blackdeck Private Limited and attached them to a bidding document which they submitted to the Ministry of Lands, Agriculture, Water, Fisheries and Rural Development for a tender for the supply and delivery of goats for the Presidential Goat Pass-on Scheme.
Chimombe and Mpofu allegedly misrepresented that the company was in full compliance with ZIMRA and NSSA requirements.
However, investigations indicated that the QR code and the reference on the NSSA compliance certificate were issued to a different company.
It is further alleged that Blackdeck Private Limited was deregistered from the NSSA system in January 2016.
The NPA said further investigations established that Blackdeck Private Limited was not issued with a ZIMRA tax clearance certificate for the year 2021 and that the QR code on the forged tax clearance certificate belonged to a different company. Said the NPA:

The Ministry transferred ZWL901 294 200 and ZWL698 705 800 on the 21st of April 2022 and the 29th of June 2022 respectively into their bank account.
The total amount was ZWL1.6 billion and was equivalent to USD7 712 197. Following delays in the delivery of the goats, the Ministry of Lands officials made several engagements with the accused persons.
The accused persons misrepresented that they had mobilized 32 500 goats across the provinces which were ready to be distributed to the beneficiaries.
However, a verification process revealed that the accused persons only had 3,713 goats in their holding sites.
The Ministry cancelled the contract on the 29th of August 2022, following the discovery.

Chimombe and Mpofu reportedly only supplied a total of 4 208 goats valued at US$331 445 and went on to convert US$7 380 751 to their personal use. Nothing was recovered.

Chimombe And Mpofu To Spend Weekend In Jail

Economic Empowerment Group (EEG) president Mike Chimombe and his business partner Moses Mpofu are under investigation by the Zimbabwe Anti-corruption Commission (ZACC), over a botched US$87 million Presidential Goat Scheme.
According to a leaked ZACC memorandum dated 07 June 2024, Chimombe and Mpofu potentially face charges of contravening section 113 of the Criminal Law (Codification and Reform) Act chapter 9:23 relating to the theft of trust property, and section 8(2) of the Money Laundering and Proceeds of Crime Act.
It is alleged that the duo were paid US$40 million by the Ministry of Finance and Economic Development for them to supply and deliver goats meant to support underprivileged households across the country under the Presidential Goats Scheme.
It is further alleged that after Mpofu and Chimombe received the funds from the Treasury, they did not deliver the goats as agreed but they went on and converted the funds for their use through purchasing luxurious houses and vehicles. Reads the memo:

Investigations that ensued established that on 16 November 2021, the Government of Zimbabwe represented by the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development entered into a contract agreement with Blackdeck Livestock and Poultry Farming represented by Moses Mpofu valued at US$ 87 757 168.00 for the supply and delivery of 632 001 goats over a period of five years.
Investigations conducted established that there is no company registered in Zimbabwe as Blackdeck Livestock and Poultry Farming, rather there is Blackdeck Private Limited registered on 12 February 2015 with two Directors being Moses Mpofu and Phinas Hazvineyi Kabisira.
Investigations further established the two parties agreed that the Ministry of Lands would make an advance payment of 30% to Blackdeck Livestock and Poultry Farming towards the purchasing of the said goats.
Further investigations established that on 21 April 2022 and 29 June 2022, the Ministry of Lands transferred ZWL$901 294 200.00 and ZWL$698 705 800.00 respectively into Blackdeck CABS bank account number 1006126120 towards the supply and delivery of the said goats.
The total amount transferred by the Ministry of Lands to Blackdeck to date is ZWL$1.6 billion or US$7 712 197.10 converted at interbank rate.

The memo indicated that the investigation is ongoing as ZACC was seeking to get a reconciliation of the total number of goats delivered to date to the Ministry of Lands by Blackdeck.
ZACC also sought to obtain Blackdeck’s CABS bank statement in which the funds for the purchasing of the said goats were deposited by the Ministry of Lands.

ZACC Probes Chimombe, Mpofu Over Botched US$87 Million Presidential Goat Scheme

A top police officer has been suspended on allegations of unprocedurally clearing 98 goats to enable their transportation from Kariba to Harare. The goats are believed to have been stolen.
ZRP spokesperson, Assistant Commissioner Paul Nyathi, said the officer-in-charge of Siyakobvu Police Station, Chief Inspector Bhosha, was suspended by Commissioner General of Police, Godwin Matanga. He said:

Commissioner General of Police Godwin Matanga has suspended the officer-in-charge of Siyakobvu Police Station in connection with the clearing of goats believed to have been stolen.
He is also facing criminal charges for the same case.
Police will not spare anyone, including police officers, who engage in criminal activities.

The goats were allegedly stolen from Siyakobvu and were recovered in Waterfalls last month.
Surprisingly, all the goats had official documentation from the police and the veterinary department, which cleared their transportation to Harare.

Top Police Officer Suspended Over Stolen Goats

The profit margins for small-scale goat farmers have gone up by an average of 30 per cent following the intervention of the Zimbabwe Agricultural Growth programme (ZAGP) to address marketing challenges along the goat value chain.
ZAGP is a Government initiative funded by the European Union to help create a fair trading platform for small-scale goat farmers and butcheries to ensure that they extract maximum value from their animals.
ZAGP programme team leader Newton Chari told <a href="https://www.herald.co.zw/rich-pickings-for-goat-breeders/">The Herald</a> that 2 309 goats weighing 25 306 kilogrammes have been sold by 683 farmers through the direct marketing approach and generating US$78 618 as of October 2022. Said Chari:

This direct marketing has significantly pushed up profit margins for farmers to reach an average of 30 per cent compared to farm gate prices and sales through intermediaries or middlemen.
Prior to adopting the direct meat marketing system, the project boasted a total of 1 500 butcheries in Harare and Bulawayo that worked with the farmers giving them targeted meat quantities to supply in some kind of contract arrangement.
From there another 528 butcheries that needed weekly quantities of 19 502kg of goat meat also joined the fray.
</blockquote>
ZAGP is working with goat farmers’ associations established in 20 districts to supply meat and meat products directly to independent licensed butcheries.
The programme has 10 000 registered farmers working in formalised ward and district groupings known as goat producers’ business associations.
Chari said the demand for goat meat far outweighed the supply and urged farmers to migrate from informal sales to the direct marketing strategy.

Profit Margins For Goat Farmers Up By 30 Per Cent

A man who transported 81 goats from <a href="https://www.pindula.co.zw/Gokwe">Gokwe</a> is counting his losses after the livestock was intercepted at a roadblock in Selous and the Department of Veterinary Services ordered the destruction of all the animals. 
Gokwe is a high-risk zone for foot and mouth disease.

<h2>DESTRUCTION AND DISPOSAL ORDER</h2>
Information at my disposal indicates that on 19 October 2022, Eighty-one (81) goats belonging to Mr Masiya Muteyaunga, ID Number 26-146754)26 were intercepted by members of <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police">ZRP</a> and Veterinary Services at Selous Roadblock in Chegutu District. The goats were travelling from a high-risk Foot and Mouth disease area of Karombo Village under Chief Chireya, Gokwe. The goats had Police clearance only and no veterinary movement permit. Mr Masiya MUleyatinga, therefore, contravened the Provisions of Animal Health (Movement of animals) Regulation of 1984.
Now, therefore, under and by virtue of powers vested in the Director of Veterinary Services by Section 7, Subsection (3) paragraph (a) of the Animal Health Art (Chapter 19:01) and as read with Section 7, subsection (2) paragraph (a) and (b) of the said Act, the Director orders the destruction of the eighty-one (81) goats and safe disposal of the carcasses. The Provincial Veterinary Officer for Mash West Province or his representative is hereby ordered to destroy the eighty-one (81) goats and ensure safe disposal of carcasses. The destruction and disposal must be witnessed by Police details.

In March this year, the Veterinary Services Department <a href="https://zero.pindula.co.zw/veterinary-services-department-speaks-on-12-cattle-from-gokwe-north-that-were-shot/">gunned down a herd of 12 cattle</a> after crossing a foot and mouth red zone from Gokwe North to Sanyati.
Speaking in an <a href="https://news.pindula.co.zw/2021/07/13/veterinary-officers-speak-on-death-of-cattle-in-zvimba/">earlier interview with Pindula News</a> back then, Dr Moregood Spargo, district veterinary officer for Zvimba district, said:

FMD (Foot and Mouth Disease) red zones are areas adjacent to national parks. In national parks, there are buffalos which happen to be reservoirs of the virus. There is Chirisa National Park in Gokwe North so there is a possibility that cattle in that area are interacting with buffaloes. Therefore, allowing them to move to other parts of the country increase chances of having the FMD spreading. It’s possible that the cattle killed did not have the FMD but without vetting we could not know that’s why they were killed.
</blockquote>
The symptoms of foot and mouths are wounds on the mouth and hooves. Spargo added that it is rare for grownup livestock to die and they usually heal within two weeks.

Veterinary Department Orders Destruction Of 81 Goats Intercepted At A Roadblock

Zanu-PF Youth League launched a goat rearing project in Mashonaland Central Province last week.
Tendai Chirau, who is the national Youth League secretary for administration and a Central Committee member, launched the project in Mukumbura. He said the project would start with 50 she goats. Said Chirau:
<blockquote>The Youth League has seen it necessary to kick-start empowerment projects in line with the President’s mantra ‘economics first’ since the time for politics is over. We have to give people jobs and other economic empowerment initiatives. Here in Mukumbura, we are starting the project with 50 she-goats. This will form the backbone of our breeding programme that seeks to have 1 000 goats in the province. We want to produce hybrid goats that will give beneficiaries quality goat meat for domestic and the export market.</blockquote>

Zanu-PF Launches Goat Rearing Project In Mashonaland Central

Speaking during an interview, Primary and Secondary Education Minister, Dr Lazarus Dokora clarified and said that schools will not accept goats or other livestock as fees but parents would sell them as has been the norm.
