Former Ministry of Mines permanent secretary, Francis Gudyanga who was in jail was among thousands of inmates who benefited from the latest Presidential Amnesty.
Last week, President Emmerson Mnangagwa declared a Presidential Amnesty releasing over 4 000 inmates.
Gudyanga was serving two and a half years for abuse of office at the Harare Central Prison.
<a href="https://www.newzimbabwe.com/gudyanga-released-in-presidential-amnesty-ex-perm-sec-jailed-in-2022-for-abuse-of-office/">NewZimbabwe.com</a> reported that after his conviction, Gudyanga was sentenced to four years in prison in February last year.
The magistrate suspended 18 months of Gudyanga’s sentence on condition he restituted the Minerals Marketing Corporation of Zimbabwe (MMCZ) a total of US$25 228.
Speaking to journalists as he boarded a Zimbabwe Prisons Correctional Service (ZPCS) bus which was on its way to the Central Business District on Friday, Gudyanga said:

We want to thank our families, friends and well-wishers for their support and prayers and their visits but also, we want to thank the prison officers who looked after us very well.
I appreciate the companionship of our fellow inmates.
</blockquote>
President Emmerson Mnangagwa ordered the release of 4 279 prisoners under the latest Presidential Amnesty in order to decongest prisons.
Zimbabwe’s prisons have a carrying capacity of 17 000 inmates but were holding more than 22 000.

Francis Gudyanga Released In Presidential Amnesty

Former Mines and Mining Development Permanent Secretary, <a href="https://www.pindula.co.zw/Francis_Gudyanga">Francis Gudyanga</a> was today convicted of corruptly claiming US$29 000 from the Minerals Marketing Corporation of Zimbabwe (MMCZ) in sitting allowances on behalf of a dissolved board.
Gudyanga was being charged with criminal abuse of office as a public officer after claiming the sitting allowances for a board that had been dissolved in 2013.
He was convicted by Harare magistrate Mrs Barbra Chimbodza after a full trial and he was remanded in custody to Wednesday for sentence.
Prosecutor, Mr Michael Chakandida represented the state.

Former Mines Secretary Gudyanga Convicted In US$29 000 Corruption Case

The trial of former Minister of Mines and Mining Development Walter Chidhakwa and his former permanent secretary Francis Gudyanga yesterday failed to kick-off again, and was moved to September 4.
Chidhakwa allegedly appointed Gudyanga as a lone board member at the Minerals Marketing Corporation of Zimbabwe (MMCZ) with full knowledge that the MMCZ Act required a minimum of six and a maximum of 10 board members. Chidhakwa allegedly showed favour and appointed Gudyanga to act as the sole MMCZ board member until 2016 after dissolving the previous one in 2013. Gudyanga claimed $36 350 as sitting fees when no board existed.
The pair’s trial could not commence on July 24 after Chidhakwa’s lawyer, Advocate Sylvester Hashiti requested for further documents to prepare their defence. The matter was then remanded to yesterday for trial commencement. However, when Chidhakwa and Gudyanga appeared before regional magistrate Ms Estere Chivasa yesterday, they sought further postponement through Gudyanga’s lawyer Mr Tafadzwa Muvhami who indicated to the court that Chidhakwa’s lawyer Advocate Hashiti was engaged in another matter at the Constitutional Court.

Chidhakwa, Gudyanga's Trial In False Start

Former Mines and Mining Development Minister Walter Chidhakwa and the Ministry’s ex-Permanent Secretary Professor Francis Gudyanga appeared in court on Wednesday facing abuse of office charges. The duo was released on $800 bail each and remanded out of custody to April 11 when they appeared before Midlands Provincial Magistrate Mrs Phathekile Ssipa.
Chidhakwa (55) and Professor Gudyanga (70) were ordered to report once every week at Borrowdale and Highlands police stations and not to interfere with State witnesses until the matter is finalised. The two were arrested in Harare on Monday before they were brought to Gweru after they allegedly presided on a mine claim ownership dispute on the boundary between Masvingo and Midlands Provinces.
 
The duo’s lawyers notified the court of their intention to oppose further placement on remand for their clients when they return to court on April 11 arguing that the state had not established any criminal offence against the two.

Mugabe's Relative Walter Chidhakwa Appears In Court, Released On $800 Bail

Professor Francis Gudyanga has been reassigned to be the Permanent Secretary in the Ministry of Higher and Tertiary Education. He was previously the permanent secretary in the Ministry of Mines and Mining Development where he faced allegations of running down the Ministry as well as abuse of the country’s diamond revenues.
The Parliamentary Portfolio Committee on Mines led by Masvingo Urban legislator Daniel Shumba early this month recommended that the Civil Service Commission should fire Gudyanga for his alleged abuse of the country’s diamond revenue.  Part of the report reads

Mugabe reassigns mines perm sec despite calls for him to be fired for diamond corruption

Appearing before a Parliamentary Portfolio Committee on Mines and Energy chaired by Masvingo Urban legislator Dr Daniel Shumba, Mines and Mining Development Minister <a href="http://www.pindula.co.zw/Walter_Chidhakwa">Walter Chidhakwa </a>yesterday said he did not know why Pedstock Investments was paid $1,3 million by the Minerals Marketing Corporation of Zimbabwe, presumably for the services the agricultural company had provided to the Zimbabwe Republic Police.
MMCZ paid Pedstock acting on a directive from the Mines and Mining Development Secretary Professor <a href="http://www.pindula.co.zw/Francis_Gudyanga">Francis Gudyanga</a>. Coincidentally, Pedstock Investments supplied and installed state-of- the-art irrigation equipment worth thousands of dollars at Prof Gudyanga’s farm near Rusape.
Said Chidhakwa:
<blockquote>Pedstock, I think it is a company used by the police. To tell you the truth, I was shocked when I saw an article in the newspaper to say we have paid Pedstock. I could not understand and asked the secretary why we were paying Pedstock.</blockquote>
He however refused to reveal details regarding payment arrangements made by a South African company contracted for security services.

Chidhakwa throws Gudyanga under the bus

Mines ministry secretary <a href="http://www.pindula.co.zw/Francis_Gudyanga">Francis Gudyanga</a> is involved in a $1,3 million scandal involving an agro-company, Pedstock, following allegations that he used the firm as a means of transferring money to a little-known organisation, Glamel.
On Monday, Parliament’s Mines and Energy committee heard that Gudyanga, as Minerals Marketing Corporation of Zimbabwe (MMCZ) chairman, authorised transactions which saw funds being transferred into Glamel’s offshore account through Pedstock.
The issue, which surfaced early this year, saw the Daniel Shumba-led committee summoning Pedstock managing director, Dror Jackson to explain his organisation’s role in the transactions. However, Jackson, who according to Shumba “found it hard to tell the truth to the committee”, appeared in the company of his lawyer and could not be nudged into divulging requested information.
