The Zimbabwe Electoral Commission (ZEC) has stated that there were objections to the election of Chief Fortune Charumbira as the deputy president of the National Council of Chiefs. Charumbira, who had previously served two terms as the council’s president, <a href="https://www.pindula.co.zw/2023/08/10/chief-mtshane-khumalo-elected-president-of-the-national-council-of-chiefs/">was elected as deputy president during the August 10, 2023 elections.</a> 
Chief Khumalo Matshane, the former deputy president of the chiefs’ council, was elected as the council’s president in the same elections. However, in its report on the 2023 harmonised elections presented in Parliament, ZEC mentioned that some individuals had reservations about Charumbira’s election to the post due to his previous two terms as president, <a href="https://www.newsday.co.zw/local-news/article/200022947/charumbiras-election-under-objection-zec">NewsDay</a> reported.
ZEC expressed the view that the law governing the Council of Chiefs should be revisited to address this concern. The council believes that there needs to be a discussion regarding the desirability or lack thereof of having someone serve as deputy president of the council after already serving as president for two terms, even though there is no explicit law prohibiting this. ZEC said:

The election of the President and the deputy president of the Council of Chiefs saw the former Deputy president of the council being elevated to the post of President while the former president being elected as the deputy president.
While there is no explicit law prohibiting this, there seems to be some quotas who have expressed reservations on having one elected as a deputy president of the council of Chiefs after serving at its helm for two terms, as president.
There may be a need to look at the provision and consider its desirability or lack thereof going forward.

In addition to the election of the council’s president and deputy president, chiefs were also elected to the Senate in all eight non-metropolitan provinces on August 24, 2023. Two chiefs from each province were elected to be members of the Senate.

Objections Arise Over Election Of Chief Charumbira As Deputy President Of Zimbabwe's Council Of Chiefs

<a href="https://www.pindula.co.zw/Fortune_Charumbira/">Chief Fortune Charumbira</a>, a senator affiliated with the ZANU PF party, has said he is still the president of the Pan African Parliament (PAP). He made the remarks on Monday 15 January 2024 amid reports that he has been removed from the position, <a href="https://dailynews.co.zw/pap-leadership-charumbira-fights-on/">Daily News</a> reported. The reasons behind his alleged removal, as well as the removal of the first vice-president and fourth vice-president, have not been explicitly stated. The PAP secretariat announced that by-elections will be conducted to fill the vacant positions. A PAP statement seen by Pindula News read:

In a virtual session held today (11 January 2024), members of the Pan-African Parliament (PAP) convened to discuss the election modalities for filling vacant positions in the Bureau, including the President, 1st Vice President, and 4th Vice President. Emphasizing a commitment to the principle of rotation in leadership elections, the meeting explored various proposed procedures aligned with the PAP Protocol and other legal instruments. The aim was to establish clear parameters that will guide the upcoming by-elections.

PAP, the legislative arm of the African Union, reaffirmed its dedication to playing a crucial role in the development of the continent. The parliament aims to resume its activities fully as the African Union prepares for the upcoming 44th Ordinary Session of the Executive Council and the 37th Ordinary Session of the Assembly of the African Union Heads of State, scheduled for February 14 to 18.
While the reasons for Charumbira’s removal, along with the removal of the fourth Vice President, François Ango Ndoutoume of Gabon, have not been clearly stated by the PAP secretariat, Charumbira had previously faced allegations of embezzlement and <a href="https://www.pindula.co.zw/2023/06/18/sexual-harassment-allegations-plot-to-destroy-chief-charumbira-family/">sexual assault</a> in 2023. It is alleged that his removal is linked to multiple charges, including sexual assault. Charumbira is also accused of embezzling $4.5 million of PAP funds, including $45,000 spent on a trip to Egypt. Despite plans to replace him, Charumbira maintains that he is still the President of the Pan African Parliament (PAP) and considers the attempts to remove him as illegal. Charumbira assumed office on June 29, 2022, after a one-year delay caused by conflicts among regional African bodies. Despite securing a majority of the votes (161 out of 203), his term has been marked by “self-inflicted” troubles. He previously survived an attempted removal in September 2023 when one of his deputies, Ashebiri Gayo of Ethiopia, declared himself Acting PAP President. With his removal from the PAP presidency, Charumbira returns to being an ordinary traditional leader under the guidance of Chief Mtshana Khumalo of Matabeleland North, who was elected to replace Charumbira as the President of the Chiefs Council in Zimbabwe. Ndavaningi Mangwana has lamented the removal of Chief Fortune Charumbira as president of the Pan African Parliament (PAP) and described the move as a “coup”.
<a href="https://www.zimlive.com/rape-accused-chief-fortune-charumbira-removed-as-pap-president/">ZimLive</a> reported that following the dissolution of Zimbabwe’s parliament to pave way for elections on 23 August, Charumbira was also no longer a PAP MP where one’s term runs concurrently with the parliamentary term in their home country.
During a meeting of the PAP in Johannesburg on Friday, chaired by acting president Ashebir Gayo, it was resolved that a vote would take place between October 16 and 18 to elect a new president, first vice president, and fourth vice president.
However, Mangwana, a former chairman of the ZANU PF UK chapter, said Charumbira’s removal from the PAP presidency was “a disgraceful seizure of power”. He said:

There have been a number of coups d’état on African soil in the last 3 years but nobody expected the African Union Parliament (PAP) to experience a disgraceful seizure of power.
We all saw Chief Charumbira winning the presidency of PAP but he now finds someone in his office claiming to have taken over that presidency. We need order in the continental body.

Africa has experienced <a href="https://www.africanews.com/2023/08/30/africa-the-7-military-coups-over-the-last-three-years//">eight coups since August 2020</a>. The coups have occurred in Niger (26 July 2023), Burkina Faso (24 January 2022, and another on 30 September 2022), Sudan (25 October 2021), Guinea (05 September 2021), Mali (18 August 2020, another one on 24 May 2021), and Gabon (30 August 2023).
Meanwhile, Charumbira faces sexual assault allegations by his 27-year-old married niece.
In April this year, the alleged victim, who is a schoolteacher, filed a police report but Charumbira has not been arrested.
The woman alleged that the traditional leader invited her to his vehicle and began caressing her breasts and kissing her without her consent. The chief also allegedly put his hand under her dress.

Chief Charumbira's Removal From PAP Presidency A "Coup" - Mangwana

Chief Fortune Charumbira has been removed as president of the Pan African Parliament (PAP) with elections for his replacement scheduled for October this year.
Charumbira became PAP president in June last year but following the dissolution of Zimbabwe’s parliament to pave way for elections on 23 August, Charumbira was also no longer a PAP MP where one’s term runs concurrently with the parliamentary term in their home country.
The then president of the Chiefs Council had a seat in Zimbabwe’s Senate courtesy of a quota reserved for traditional leaders.
During a meeting of the PAP in Johannesburg on Friday, chaired by acting president Ashebir Gayo, it was resolved that a vote would take place between October 16 and 18 to elect a new president, first vice president, and fourth vice president.
In a letter to the Clerk of Parliament Lindiwe Khumalo, Miles Sampa, the chairman of the Committee on Audit and Public Accounts said the vote will take place during a sitting of the PAP’s Third Ordinary Session of the Sixth Parliament.
Charumbira was recently replaced as president of the Chiefs Council by Chief Mtshana Khumalo of Bubi, Matabeleland North.

Chief Fortune Charumbira Removed As PAP President

The Zimbabwe Council of Chiefs (ZCC) will elect new leadership at its congress to be held in August.
The new office holders will have a five-year mandate.
The president of the Chiefs Council, <a href="https://pindula.co.zw/Fortune_Charumbira">Fortune Charumbira</a> said the elections will be held on 03 August 2023 but the venue of the congress is yet to be set.
Charumbira confirmed the development to <a href="https://newziana.co.zw/2023/07/10/chiefs-council-to-elect-new-leadership-next-month/">New Ziana</a> on Monday. He said:

One of the key objectives is that as the National Council of Chiefs, we meet periodically according to our constitution.
If we fail to meet at least two times a week, we can meet as many as five times depending on issues that arise as we go through the year.
</blockquote>
The last National Council of Chiefs elections were held in Bulawayo in 2018.
The elections are held in terms of Section 37 of the Traditional Leaders Act (Chapter 2:13).

Zimbabwe Council Of Chiefs To Elect New Leadership

A group of family members and relatives of Chief Fortune Charumbira have reportedly claimed a deep-seated family feud and a protracted chieftainship wrangle could be behind allegations of sexual assault levelled against the traditional leader.
Charumbira, who is the president of the Pan African Parliament (PAP) and the president of the Chiefs Council, is accused of indecently assaulting a married woman who is said to be his niece early this year.
The group of family members and relatives have written a document in Chief Charumbira’s defence which they say will be filed with the police.
In the document that has been leaked to <a href="https://www.newsday.co.zw/thestandard/news/article/200012967/charumbira-sex-attack-saga-deepens">The Standard</a>, the family said after investigating events surrounding the allegations against Charumbira, indications were that there is an attempt to destroy his career. Part of the document reads:

Charumbira’s accuser is a distant fifth-generation questionable niece and there are murky family roots between the pair.
The relationship between the pair cannot be traced to the great Charumbira progenitors, Mudavanhu and Chainda who are widely known to be the great ancestors of the Sipambi clan with Chief Charumbira being the two progenitors’ direct descendant.

Charumbira’s family further alleged that the victim’s family is working with a prominent South African businesswoman and a former MP in Botswana (name withheld) to topple Charumbira from his post at PAP using the alleged sexual assault case. Reads the document:

They wanted to replace Charumbira with one of the four PAP vice presidents, (name supplied), who is also a close ally of the SA businesswoman.
We have information that the victim’s family has created a WhatsApp group titled “Sky Media 206” and has also created a fake Twitter account to coordinate the hysteric attacks against Charumbira.

The family also claimed that before the reported sexual assault incident in March, an unnamed woman in Masvingo was approached by Charumbira’s rivals to make sexual advances to him and to take his nude pictures in return for a house and a car. Reads the document:

It has emerged that these are the same people who, after failing in their initial attempt, engineered this recent sexual assault case.
Her (the victim’s) father was at one time a campaign manager of one of Charumbira’s known political nemesis in Masvingo West and that does not escape us as a possible motive to destroy the chief.
The father is also involved in the chieftainship wrangles pitting Charumbira and his foes that are out to dethrone him.
The victim’s mother (name withheld), a school headmistress also in Masvingo Province, has been very inactive in the case, a situation that raises eyebrows.

Sexual Harassment Allegations Plot To Destroy Chief Charumbira - Family

A married female teacher based in Masvingo who claims she was sexually assaulted by Zimbabwe Chiefs’ Council president Fortune Charumbira has written a letter of complaint against the police for failing to act on her earlier report.
The victim, who cannot be named for ethical reasons, also filed another charge of victimisation by Charumbira, who is also the president of the Pan-African Parliament (PAP).
Charumbira has denied sexually abusing the complainant describing the allegations as a smear campaign and instead threatened to sue the complainant for defamation.
The victim reported the matter at Masvingo Central Police Station under RRB 5457646 in April this year.
However, Charumbira has reportedly not yet been arrested or questioned by the police over the matter.
On 05 June 2023, the victim wrote a letter to the officer commanding Masvingo province, Chief Superintendent David Mahoya, alleging that Charumbira has threatened violence against her. She wrote:

On April 18, 2023, I made a police report of threats of violence as defined in Section 186(1)(b) of the Criminal Law [Codification and Reform] Act [Chapter 09:23] alternatively contravening section 184(1)(e) of the Criminal Law [Codification and Reform] Act [Chapter 09:23].
The accused person is (Chief) Fortune Charumbira currently the Zimbabwean president of the Chiefs Council, the Pan Africanist Parliament (PAP) president.
Initially, I had filed a report against the accused person for contravening section 67(1)(a)(1) refers ZRP Masvingo Central CR56-58/04/23.
Since I made the report, the accused person has never been arrested and I am not informed of any judicial proceedings in respect of my case.
It seems as if the law is being selective on certain individuals towards discriminating against its citizens.
Women and girls shall continue to suffer at the hands of such callous bulldogs who are immune to arrest.

The victim alleged that Charumbira sent her a series of WhatsApp messages threatening her with violence. She wrote:

The accused person sent a series of WhatsApp messages using his mobile number (supplied) to my mobile number (supplied) threatening to deal with me wherever I go claiming that he knew everything about my personal life plans.
The accused person further alleged that I am affiliated with CCC [Citizens Coalition for Change] political party which I have no material knowledge or interest and this was meant to intimidate and threaten me.
Since that day I am living in desperation and fear of being victimised together with my family.
I am not certain of my future social life and work environment as the accused severally indicated to me that he is a connected someone person of his calibre do not approach people the ordinary way (sic).

When contacted for a comment by <a href="https://www.newsday.co.zw/local-news/article/200012773/charumbira-sex-attack-victim-claims-victimisation">NewsDay</a>, Chief Superintendent Mahoya said he had not seen the letter and referred questions to provincial spokesperson Inspector Kudakwashe Dewa.
Dewa said he was not on duty and further referred NewsDay to provincial police deputy spokesperson Lorraine Ndlovu. In response, Ndlovu said:

We have not yet received the letter. However, the victim filed the case here in Masvingo but the matter was transferred to Harare province where the incident is reported to have happened. So Harare police are dealing with the case.

Chief Charumbira's Alleged Sexual Assault Victim Claims Victimisation

Pan African Parliament (PAP) president Chief Fortune Charumbira says they are committed to helping in the fight against Gender-Based Violence (GBV) in Africa.
Charumbira made the comments after a South Africa-based pan-African anti-GBV lobby group Kwanele Foundation handed over a petition to PAP at its seat in Midrand.
Kwanele members peacefully marched near the PAP headquarters where they handed a petition to PAP’s fourth vice president Aango François Ndoutoume.
In the petition, which was handed over by Kwanele Foundation founder Sihle Sibisi, the organisation urged PAP to back its fight to end GBV on the African continent.
Kwanele demanded that PAP hosts a summit on combating GBV on the continent before the end of this year.
In response, Charumbira said PAP was concerned over the high prevalence of GBV on the continent and that the continental legislative body will support the fight to end the scourge. Charumbira said:

As PAP, we are sensitive and conscious of the fundamental issue of ending GBV, especially considering that cases of GBV remain rife across our continent.
The plight of women and the girl child is central to PAP’s agenda as we seek to propel Africa on the development trajectory.
Women and the girl child remain trapped in a cycle of poverty and exclusion in many spheres across Africa not least rights to equal opportunities and treatment in our society where cases of GBV are disproportionately high.

Ironically, last month Charumbira’s niece reported him to the police for allegedly sexually abusing her.

Chief Charumbira Demands An End To Gender-Based Violence

Former Ntabazinduna Chief Felix Nhlanhlayamangwe Ndiweni, who was dethroned by the government, has urged the president of the Zimbabwe Chiefs Council, Chief Fortune Zephania Charumbira to resign after his niece reported him to the police for allegedly sexually abusing her.
Charumbira, who is also the Pan-African Parliament (PAP) president, was reported to the police in Masvingo over a week ago for allegedly sexually abusing his 27-year-old married niece.
Speaking to <a href="https://www.newsday.co.zw/thestandard/news/article/200010572/charumbira-in-fix-over-sex-assault-storm">The Standard</a> from the United Kingdom, Ndiweni said Charumbira’s case exposes the breakdown of the rule of law in the country. He said:
<blockquote>
The government of the day, the ruling ZANU PF, has been playing around with the legislation for quite some time and they have been very slow, on purpose, to re-align laws with the 2013 constitution.
As a result of this, it has opened a huge gap within our laws whereby people do not get to know where they stand and some people took the view that if you are a card-carrying member of ZANU PF, you are above the law.

Ndiweni said that Charumbira has tarnished the image of traditional leaders and should therefore immediately step down. He said:

If he doesn’t step away, it tarnishes the whole institution of traditional leaders.
Here we are not looking at whether he was guilty or innocent or what were the details, we are just looking at the allegations per se.
He has tarnished all chiefs of Zimbabwe because of these particular allegations and there is no way any Member of Parliament can see him in a different light.
As long as the allegations came out, a docket has been compiled, it has been forwarded (to Harare), which alone shows that people are taking the case seriously.
It is the darkest day the institution of traditional leaders has faced in a long, long time,” Ndiweni said.
It means one single individual has now tarnished the whole institution.

Charumbira once defied a High Court order to issue a public apology after he claimed that all traditional leaders belonged to ZANU PF. The Constitution of Zimbabwe says traditional leaders must be apolitical.

Ndiweni Urges Chief Fortune Charumbira To Step Down

The Citizens Coalition for Change (CCC) has scoffed at the president of the Chiefs Council of Zimbabwe Chief Fortune Charumbira’s claims that the opposition party has a hand in sexual assault allegations levelled against him by his 27-year-old niece.
On Wednesday, CCC deputy spokesperson Gift “Ostallos” Siziba told <a href="https://www.newsday.co.zw/local-news/article/200010448/sex-assault-charumbira-victims-family-speak-out">NewsDay</a> that the party is against all forms of violence against women. Said Siziba:

How does CCC get involved in this case? We condemn any form of abuse and violence against women.
If there was an abuse of power, Charumbira, just like any other citizen, should face the wrath of the law.
In other democratically progressive countries, Charumbira would have resigned both from PAP and Chiefs’ Council, but because we are in Zimbabwe, he is still a free man.

The victim, who is a teacher at a school in Masvingo, reported the matter at Masvingo Central Police Station under RRB 5457646 on Saturday last week.
According to leaked chats seen by NewsDay, Charumbira accused the victim of “maliciously” filing the charges against him and conniving with CCC. He said in the leaked chats:

As a result of this attack on me, there is a lot of information between you, sekuru Foki and Gari which I know.
Ndavurawa image pasi rose nenhema kuti (My image has been tarnished worldwide through allegations that) I touched (your) private parts etc kidnapped etc. Whoom! Mwari ndewedu tese (God is for us all).
Vana (The likes of) Takanayi and other CCC members had several meetings with you to push this agenda.
I did not think you would agree to falsehoods against me to please them.

The father of a 27-year-old Masvingo woman, who was allegedly sexually assaulted by the president of the Chiefs Council, Fortune Charumbira, in late March and early April this year, has demanded the traditional leader’s arrest.
The woman filed a case of sexual assault against Charumbira on Saturday last week at Masvingo Central Police Station under RRB 5457646.
In an exclusive interview with <a href="https://www.newsday.co.zw/local-news/article/200010448/sex-assault-charumbira-victims-family-speak-out">NewsDay,</a> the father said her daughter is terrified. He said:

My daughter is terrified. She feels intimidated. This is because of the communication that she has been receiving from the perpetrator.
</blockquote>
It is alleged that Charumbira, who is also president of the Pan-African Parliament (PAP), tried to influence the woman to drop the case, but did not succeed. Said the woman’s father:

She will not bow to any influence to withdraw the charges.
But we want justice to prevail in this case. The law should take its course.
We don’t know whether because he is a high-profile person, who holds a top post, including that of PAP, is influencing authorities not to get arrested.
But for the record, we are not engaging Chief Fortune on any platform apart from waiting for justice to take its course.

She was raised by her mother elsewhere and would occasionally come to visit.
Her first encounter with Charumbira was in January this year.
She wanted a piece of land in the Charumbira area for her horticultural projects.
She asked me to accompany her to the chief to ask for the land on her behalf.
But I said, “No. I must not influence the chief to give you the land. Go on your own and introduce yourself and if he indeed can offer you the land, he can, even without my influence.”
She went there and introduced herself to Charumbira, who acknowledged her as his daughter (niece).
From what my daughter told me, her encounter with him went well that first time but was not really fruitful, because he asked her to come back another day.

On Thursday, Charumbira told the publication that his enemies were creating stories about him. He said:

It is very clear from your publications that someone is pushing an agenda against me. It’s very clear.

The traditional leader also said he does not handle land issues. He said:

I refer all requests for land to a team, which is assigned for that purpose.
(The victim) never said she wanted to see me for land. Mind you, I never knew her properly.
I have her texts leading to seeing me in Harare on March 31 and April 2. All is clear in the texts.
I have been holding on to them for legal reasons now that there are such allegations.
I have messages all the way through. You have one side of the narrative.

Family Of Chief Charumbira's Alleged Sexual Assault Victim Speaks Out

Chief Fortune Charumbira, who has been reported for indecent assault by his married niece, has reportedly threatened to sue the complainant, claiming the charges were groundless.
Charumbira is the president of the Chiefs Council of Zimbabwe and also the president of the Pan-African Parliament (PAP).
He is accusing his alleged victim of conniving with opposition CCC party members to fabricate charges against him after he failed to convince the complainant’s family to withdraw the charges.
The victim, who is a teacher at a school in Masvingo, reported the matter at Masvingo Central Police Station under RRB 5457646 on Saturday last week.
However, Charumbira has not yet been arrested.
In leaked WhatsApp chats seen by <a href="https://www.newsday.co.zw/local-news/article/200010417/charumbira-threatens-sex-attack-victim">NewsDay</a>, Charumbira told the victim’s father that he regretted that the incident occurred.
The traditional leader also pleaded with the victim’s father not to share the leaked audio in which he was soliciting a kiss from the 27-year-old niece.
However, Charumbira told NewsDay on Wednesday that he wanted to sue those who were raising the allegations, which he said were false. He said:

I actually want to sue those who are levelling those false allegations against me.
There is no element of truth in those allegations. I never spoke to them after the charges were filed against me.

ZRP spokesperson Assistant Commissioner Paul Nyathi told NewsDay that police will release a statement on the matter in due course. He said:

We still stand by what we said earlier that we will release a statement in due course.
On allegations of threatening the victim, I will check with the Officer Commanding Masvingo.

According to leaked chats seen by NewsDay, Charumbira accused the victim of “maliciously” filing the charges against him. He said in the leaked chats:

I know you are working on documentation to go to Canada and run away from Zimbabwe after messing up my name with lies.
Do not run away. Ndakatosviba kare (my name was long soiled), let’s meet in court.
As a result of this attack on me, there is a lot of information between you, sekuru Foki and Gari which I know.
Ndavurawa image pasi rose nenhema kuti (My image has been tarnished worldwide through allegations that) I touched (your) private parts etc kidnapped etc. Whoom! Mwari ndewedu tese (God is for us all).
Vana (The likes of) Takanayi and other CCC members had several meetings with you to push this agenda.
I did not think you would agree to falsehoods against me to please them.

According to a leaked police memorandum, Charumbira allegedly sexually assaulted the complainant on two separate occasions.
He allegedly fondled the complainant’s breasts, kissed her without her consent, and groped her private parts.
The alleged assault took place at Rainbow Towers Hotel on 31 March this year and on 02 April at Crown Plaza Hotel, respectively.

Charumbira Accuses Complainant In Sexual Attack Case Of Connivance With CCC

The President of the Pan-African Parliament (PAP), Chief Fortune Charumbira, has urged the two warring camps in the Sudan conflict to lay down their arms and resolve their differences through mediation and dialogue.
Heavy fighting erupted in the Sudanese capital, Khartoum, and in other parts of the country on Saturday between regular soldiers and members of a paramilitary force – Rapid Support Forces (RSF).
United Nations envoy Volker Perthes said that at least 185 people have been killed and over 1 800 wounded since the fighting erupted.
The two sides in the Sudan conflict are using tanks, artillery and other heavy weapons in densely populated areas.
In a recent statement, Charumbira called for dialogue between the Sudanese army and the paramilitary force to prevent any further loss of life. Reads the statement:

The President of the Pan African Parliament, Hon. Chief Fortune Zephania Charumbira, has noted with grave concern the outbreak and escalation of armed conflict between the Sudanese army and the paramilitary Rapid Support Forces (RSF), that has resulted in the death of at least three civilians and injuries to countless others.
The latest outbreak of violence which, regrettably, comes during the holy month of Ramadan, can only but reverse the significant gains that the Republic of Sudan had made in the quest for peace, stability and post-conflict recovery over the last two years.
Clearly, there can be no winner in this conflict.
In that regard, the Pan African Parliament implores all parties involved to settle their differences through mediation and dialogue to prevent any further loss of invaluable Sudanese lives and work towards the restoration of lasting peace and stability in the country and the region.

Sudan Conflict: Chief Charumbira Calls For Dialogue And Mediation

The Zimbabwe Republic Police (ZRP) had by Monday, 17 April not arrested Chiefs’ Council president Chief Fortune Charumbira for alleged sexual assault.
Charumbira, who is also president of the Pan-African Parliament (PAP) allegedly sexually abused his 27-year-old married niece on two occasions.
The complainant, who is a teacher at a school in Masvingo, formally filed a report at Masvingo Central Police Station under RRB 5457646 on Saturday.
On Monday, Charumbira addressed traditional leaders in Mashonaland Central province ahead of national Independence Day celebrations this Tuesday.
One traditional leader told <a href="https://www.newsday.co.zw/local-news/article/200010357/charumbira-in-sexual-assault-storm">NewsDay</a> that Charumbira was asked about the issue and professed ignorance. Said the traditional leader:

Charumbira held a meeting and he just reminded traditional leaders to uphold the gains of Independence.
He was also asked by Chief Nembire, who is also a senator in the area about the report, and said he is not aware that there are allegations against him while police have not yet contacted him.

National police spokesperson Assistant Commissioner Paul Nyathi told the publication that they will issue a statement after the Independence Day anniversary. He said:

It’s too early for us to comment. Check with us after national Independence Day celebrations.
</blockquote>
According to a leaked police memo, Charumbira assaulted the complainant at the Rainbow Towers and again at Monomotapa hotels in Harare on two separate occasions.
It further alleged that Charumbira later escorted the woman to his vehicle where she secretly recorded their conversation.
In a leaked recording, Charumbira could be heard begging for a kiss from the complainant but was turned down. Charumbira could be heard saying:

Just a kiss with me… Can it make the world collapse? If you refuse, you have killed me. The best goodbye is to kiss me. I am saying it out of love.
There is one decision you made. It never destroyed you…. You know better when you did it and with … You had to do it at some point although it was hard for years and ….
I am saying so because you have kids. Those decisions were very difficult. Kiss me to motivate me.

Some commentators suggested that Charumbira could have been set up by State security agents after he recently publicly called for talks between President Emmerson Mnangagwa and CCC Nelson Chamisa, something considered anathema in ruling party circles.
Charumbira made the remarks last month at the burial of the mother of Harare mayor Jacob Mafume in Mbetu Village, Masvingo province.

Police Yet To Arrest Chief Charumbira On Indecent Assault Allegations

The President of the Chief’s Council of Zimbabwe, <a href="https://www.pindula.co.zw/Fortune_Charumbira">Chief Fortune Charumbira</a>, was secretly recorded pestering her married niece for a kiss after he had allegedly sexually assaulted her.
The niece, who is 27 years old and a teacher at a school in Masvingo, reported the matter to the police.
She was allegedly sexually assaulted by Charumbira on 31 March and again on 02 April at Rainbow Towers Hotel and Munomutapa Hotel, respectively.
The victim recorded Charumbira, who is also the President of the Pan-African Parliament, after the second incident.

LISTEN: Chief Fortune Charumbira Indecently Assaults His Married Niece

The President of the Chief’s Council of Zimbabwe and the President of the Pan African Parliament, Chief Fortune Charumbira, has been reported for sexual assault at Masvingo Central Police Station.
The complainant in the case is Charumbira’s 27-year-old married niece who is a teacher at a school in Masvingo.
According to a leaked police memorandum, Charumbira allegedly pestered his victim for sex and inserted his hand in her privates.
Charumbira allegedly called the complainant on 31 March 2023 just before she arrived in Harare from Mutare at around 1 PM.
The complainant was on her way to a school in Mazowe for a debate competition. Upon her arrival in Harare, the traditional leader picked her and they drove to Rainbow Tours Hotel where they had a meeting and lunch in the dining hall. Reads the police memo:

When they were about to leave, the accused person started caressing the complainant on her breasts. He also put his hand in her dress and kissed her without her consent.
The accused person then started comforting the complainant as she told him that she did not want what he was doing.
Accused then gave the complainant his car keys and ordered her to go out of the hotel. He told her that someone would follow her.
When she was walking out of the hotel, she was stopped by a male adult who is unknown to her.

The man, who had a badge inscribed Parliament of Zimbabwe, asked the complainant to give him the
car keys and told her that he had been assigned to drive her to Mazowe.
She was driven to Mazowe by Charumbira’s aide and was dropped off at the school to attend the event.
Police said on 02 April at around 1 PM while still at the school, Charumbira called the woman and said he wanted to meet her at NSSA Building in Harare on the same day.
She then travelled back to Harare using public transport on the same day and met Charumbira in Harare CBD at 2 PM. Reads the memo:

The accused took the complainant to Munomutapa Hotel in Harare CBD in his vehicle.
Upon arrival at Munomutapa Hotel, the accused took the complainant’s cellphone and gave her his car keys.
Accused ordered complainant to follow him into the hotel. Accused went to a lounge in the 18th floor together with the complainant.
They had talks over what the accused did when they were at Rainbow Tours Hotel. They spent about an hour in the lounge.
The complainant stood up intending to leave. When she was at the door leaving, the accused dragged her by her hand back into the lounge.
Accused caressed the complainant’s breasts and kissed her without her consent. After that they then left the hotel.
</blockquote>
Police said after the incident, the woman went to Charumbira’s car which was parked outside.
He returned the complainant her cell phone and she began recording their conversation secretly.
Charumbira then drove his victim to Mazowe and during the journey, he “persistently questioned the complainant the reason why she was refusing to kiss him.” Reads the memo:

As they were passing Mazowe Dam, the accused inserted his left hand inside the complainant’s thighs and touched her v*gina over the pant. Complainant pushed his hand away.
</blockquote>
Charumbira left the woman at the school in Mazowe and returned to Harare. On the same day, the complainant called her father and informed her about the assault over the phone.
On 14 April, she informed her husband about the incidents upon his return from South Africa.
The following day, the woman reported the incidents at ZRP Masvingo Central in the company of her husband.

Chief Fortune Charumbira Faces Arrest For Sexual Assault

The President of the Zimbabwe Chief’s Council Chief Fortune Charumbira has denied claims that he urged CCC leader Nelson Chamisa and President Emmerson Mnangagwa to join hands and form a Government of National Unity (GNU).
Speaking to <a href="https://www.herald.co.zw/chief-charumbira-rubbishes-reports-he-called-for-gnu/">The Herald</a>, Charumbira said contrary to reports on social media that he pleaded with Chamisa and Mnangagwa to consider foregoing this year’s elections in favour of a GNU, he called for unity among all Zimbabweans irrespective of political differences. He said:
<blockquote>
Of course, it is utter rubbish that I appealed to (Mr) Chamisa to join President Mnangagwa in a GNU for whatever reason including to avoid elections due this year.
Of course, nothing can be further from the truth because the unity I was talking about was the unity of all Zimbabweans to pull and push in the same direction irrespective of political differences and who is in power.
I was not talking about the unity of political parties that they must join to form a Government, no!
It was unity to cast aside political differences and come up with a single agenda to develop Zimbabwe in peace and harmony without necessarily collapsing different political parties.
I said we must unite and contest elections in harmony and peace and this was predicated on (Mr) Chamisa who earlier on in his speech had said President Mnangagwa is his brother.
I told (Mr) Chamisa that since he openly conceded on his own during his own speech before I spoke that President Mnangagwa is his brother, why then doesn’t he visit him at State House?
Pay a courtesy call on him as the President and big brother and drink tea together to nourish harmony, peace and oneness in our country. I never talked about GNU as purported.

Charumbira was alleged to have made the “GNU” remarks at Mbetu Village in Charumbira communal lands on Sunday where he was part of the mourners at the burial of Mbuya Mafume, who is mother to Harare Mayor Jacob Mafume (CCC).
Chief Charumbira is related to the Mafumes through a family marriage.
He attended the funeral as a relative and also in his capacity as a traditional leader of the area.
Chamisa and other CCC leaders, including MPs and councillors and party members, attended the funeral.
Charumbira also rubbished claims that he was pushing for a Karanga hegemony in Zimbabwe when he said Chamisa should not challenge his “homeboy”, Mnangagwa. He said:

In the run-up to the 2018 harmonised elections, I approached (Mr) Chamisa and asked him why he was challenging his homeboy (President Mnangagwa) in an election instead of respecting him as the elder brother and let him run his race.
I was saying this as a person who is familiar with both of them by virtue of my position as chief and on Sunday again I was merely repeating the same message I first have him in 2018.
I never said we should forego this year’s elections for a GNU why would I say that when processes are already underway to hold polls as constitutionally mandated?
I was only highlighting that election outcomes should not be the basis of not working in unison to grow our country as one people with a shared past and a common future.

Killer Zivhu has challenged ZANU PF to recall the President of the Zimbabwe Council of Chiefs, Chief Fortune Charumbira.
Although the National Constitution says traditional leaders should be apolitical, <a href="https://zero.pindula.co.zw/zanu-pf-is-ours-chiefs/">Charumbira, who is a Senator, has openly voiced his support for ZANU PF</a>.
Charumbira urged President Emmerson Mnangagwa and opposition Citizens Coalition for Change (CCC) leader Nelson Chamisa to engage in dialogue for the good of the country.
He made the call while addressing mourners at the funeral of the mother of CCC’s Harare Mayor Jacob Mafume in Masvingo recently. Chamisa was among the mourners.
The outspoken Zivhu, who has repeatedly spoken about his love for ZANU PF since his expulsion, said the majority of Zimbabweans want dialogue between the country’s major political parties, ZANU PF and CCC. <a href="https://twitter.com/killerzivhu1/status/1637721793736630275">Said Zivhu</a>:

Zivhu, who was elected Chivi South MP in 2018 on a ZANU PF ticket, was fired from the party after he urged first lady Auxillia Mnangagwa and Sithokozile Chamisa, to use their influence to nudge their spouses to come to the negotiating table for the sake of the country’s progress.

Chief Charumbira Calls For Mnangagwa-Chamisa Dialogue

Malawian parliamentarian and presidential candidate at the Pan-African Parliament (PAP) Yeremia Chihana has accused South Africa of endorsing Zimbabwean senator, Chief Fortune Charumbira in the race for the hotly-contested post.
Chihana apparently rejected the southern caucus’s nomination of Zimbabwe’s Chiefs Council president Charumbira as its official candidate for the PAP presidency by throwing his hat into the ring.
Speaking to South African TV channel, Newzroom Afrika, in Midrand on Wednesday, Chihana accused South Africa of bias. He said:

South Africa as a host country has shown bias towards Zimbabwe. South Africa is an independent country, they should have shown maturity and remember that they are a host country.
When the (sitting) became hostile, members from the other countries decided to move out because we did not accept Pemmy [Majodina] as a candidate or ad hoc chair because it has been shown that the arrangement is provided by the camp in Harare that is fighting.
It has also shown that South Africa is taking advantage of being the host country. They have taken a side, that they are supporting Charumbira and by taking sides, it puts other countries in a very awkward position.

Majodina is the African National Congress’ chief whip in the South African Parliament and an outspoken member of the Pan-African Parliament.
She has been elected as the interim chairperson of the Southern Region Caucus of the Pan-African Parliament.

Malawian PAP Presidential Candidate Accuses SA Of Provocation

Chiefs’ Council president Fortune Charumbira Friday publicly declared that chiefs were the owners of the ruling Zanu PF party in open defiance of the national Constitution which forbids traditional leaders from being partisan.
Chief Charumbira made the remarks while addressing delegates at the party’s annual conference in Bindura. He said:

 On behalf of all chiefs and headmen, I want to say, we are together with Zanu PF.
We got invited through a letter and that letter showed who we are. We were invited as delegates, but if you go to the start, we are the owners of Zanu PF.
We come as owners of the party, the reason for the existence of Zanu PF is all about traditional leadership, and it is about injustice.
This party is ours, which is the truth. War veterans, you fought the war, you are shareholders, but we are the owners, and others are members, which is the truth.

Chapter 15.2 of the Constitution forbids traditional leaders from being members of any political party or in any way participate in partisan politics, act in a partisan manner, further the interests of any political party or cause or violate the fundamental rights and freedoms of any person.
Traditional leaders have often been accused of forcing their subjects to support Zanu PF during elections to the extent of threatening to banish them or deny them handouts for supporting the opposition.
Charumbira also claimed that the alleged rift between President Emmerson Mnangagwa and his deputy, Constantino Chiwenga was a lie meant to divide the party. Chiwenga is reportedly leading a faction that is seeking to dislodge Mnangagwa from power. 

He warned Zanu PF delegates to stop the divisive power fights which threaten to raze the ruling party following recent violent internal elections. He added:

This party is ours, we will correct it when it is going astray. You are now having a lot of noise in the party. It hurts us when you fight. This is our party…
</blockquote>
This comes weeks after Mnangagwa admitted to the chaos in the ruling party while addressing a politburo meeting.

ZANU PF Is Ours - Chiefs

Harare City Planner, Priscilla Charumbira was this Thursday granted $40 000 bail when she appeared before Harare regional magistrate Mrs Bianca Makwande facing charges of criminal abuse of office.
Charumbira, who is wife to the president of the Chief’s Council Fortune Charumbira, was ordered not to visit her workplace or any city of Harare premises for a month and to continue residing at her given address as part of her bail conditions.
Mrs Charumbira was also ordered to report once every Fridays at Highlands police station and not to interfere with state witnesses.
The State led by Mr George Manokore had opposed bail saying the accused persons was a flight risk and that she was likely to interfere with witnesses.
Charumbira’s lawyer professor Lovemore Madhuku argued that the state had not placed compelling reasons as to why bail was being opposed adding that charges levelled against his client were not serious.
Magistrate Makwande deferred the matter to November 28 for routine remand.
Mrs Charumbira is alleged to have irregularly changed land use plan for open spaces in Sunningdale and along Samora Machel Avenue and allocated the land to acolytes and friends at the expense of the public.

Priscilla Charumbira Granted $40k Bail

On Wednesday, President of the Zimbabwe Chiefs Council Senator Fortune Charumbira was elected unopposed as vice president of the Pan-African Parliament (PAP) Bureau, representing the Southern African Region. The elections were held in Kigali, Rwanda.
Charumbira won in the first two rounds until his rival, Malawi’s Alice Ngoma, withdrew her candidature at the last minute. He got 114 out of the 157 ballots cast, with 25 ballots being blank and 18 spoiled. Speaking soon after his victory, Chief Charumbira promised to work with the Bureau of the Pan-African Parliament. Said Charumbira:
<blockquote>I stand here to thank you for the confidence you have bestowed in me that I can make a contribution to the Pan-African Parliament by sitting on the Bureau of PAP. Speaking at the installation of Chief Mangwende in Murehwa, President of the Chiefs Council Chief Fortune Charumbira said traditional leaders are not politicians but they always intervene in political matters when national interests are threatened.
Charumbira has been criticised for supporting Zanu-PF in violation of the Constitution of Zimbabwe. Said Charumbira:

Chiefs Are Not Politicians, But Can Intervene In Political Matters When National Interests Are Threatened: Chief Charumbira

National Chiefs Council (NCC) leader Chief Fortune Charumbira lost his bid to be President of the Pan African Parliament to Roger Nkodo Dang who is a member of the National Assembly of Cameroon. 
According to Temba Mliswa who is also attending the 6th ordinary session of the Pan African Parliament in Midrand, South Africa, Roger Dang got 132 while Charumbira got 47 with Egyptian, Mustafa El-Gendy getting 43.

Chief Charumbira Loses PAP Presidential Election

Crisis in Zimbabwe Coalition (CiZC) ha spoken out against Chief Fortune Charumbira’s bid for the presidency of the Pan African Parliament (PAP). Tabani Moyo, the spokesperson of PAP said,

Our position against Charumbira’s candidature is not in any way personal but re-emphasises our commitment to the rule of law and democracy…Charumbira stands accused of violating the Constitution of Zimbabwe by openly declaring on numerous occasions, his allegiance to the ruling party, Zanu PF in direct violation of Section 281 (2) of the Zimbabwean Constitution which stipulates that traditional leaders must not participate in partisan politics or further the interests of any political party or cause…he is therefore implicated in the trail of violence, abuses and heinous acts that characterised successive elections that kept the ruling party in power.</blockquote>

Civil Society Opposes Chief Charumbira's Bid For Pan African Parliament Presidency

President of the Zimbabwe Council of Chiefs, Chief Fortune Charumbira last week told the government that it should invite the traditional leaders to mediate with doctors. The doctors have been on strike for almost four weeks now, protesting against inadequate allowances, poor working conditions and lack of essential drugs and equipment. This comes after Minister of Health and Child Care, David Parirenyatwa referred the matter to president Emmerson Mnangagwa and his deputies.
Speaking in the Senate, Charumbira said,
<blockquote>Whenever there is a strike, we have people who try and solve the situation. We believe these go-betweens should assist in shelving this industrial action. We are saying, if you have problems in talking to the workers that are on industrial action, please you may also invite us as traditional leaders.
We can talk to them (doctors) and they will understand. When we have intervened and made resolutions, please follow up on those resolutions because at the moment, people are in problems.</blockquote>
The Minister did not respond to the chief’s request.

Chiefs Say Govt Should Invite Them To Mediate With Doctors To End Strike

Chiefs Council President Chief Fortune Charumbira has said that there should be a law that punishes people who undermine the interests of Zimbabwe through calling for illegal sanctions. Charumbira was saying this under the impression that Tendai Biti asked for sanctions <a href="https://zero.pindula.co.zw/37615-tendai-bitis-testimony-to-the-us-senate/">when in actual fact he did not</a>.
Said Charumbira:
<blockquote>Zimbabwe should seriously consider the need for a law that punishes Zimbabweans who undermine the country’s political, economic and social interests as what we read in the media as attributed to Mr Biti. Such people should be disqualified from contesting for political office because they would have expressly shown that their ultimate mission is to seek political office through undermining the interests of Zimbabwe.</blockquote>
Another Chiefs Council member, Chief Musarurwa said that the MDC Alliance should have engaged President Emmerson Mnangagwa first before going to the United States.
