The Chitungwiza Municipality has provided temporary accommodation for residents living in flood-prone areas.
In a public notice issued on Wednesday, December 18, Chitungwiza Acting Town Clerk, Japson Nemuseso, announced that residents will be sheltered at Unit L Hall, Chaminuka Primary School, Tatenda Tavern, and St. Mary’s Hall in the event of a disaster. He added:

We have also identified areas suitable for setting up tents. The areas are Unit L Grounds, Macheka Square, and the ground opposite Chibuku Stadium. Residents are also encouraged to put weep holes in their durawalls.

Chitungwiza Municipality is helping people who live in areas that often get flooded. They have set up emergency shelters at different places like schools and halls. They have also found places for tents. People are advised to make holes in their walls to let water out in case of flooding. Residents can call different numbers for help in case of emergency, like the Department of Civil Protection and Emergency Fire & Rescue. Residents should go to their local councilor or call the numbers provided if they need help in an emergency.

Chitungwiza Municipality Sets Up Emergency Shelters For Flood-Prone Communities

The Harare City Council plans to craft a Private Member’s Bill for the criminalisation of land and space barons allegedly involved in parcelling out land on wetlands and river courses to desperate home seekers.
Private bills are proposed laws that seek special powers or exemptions for a particular person or group. They are sometimes called private legislation.
Harare mayor Jacob Mafume (CCC) told <a href="https://www.newsday.co.zw/local-news/article/200021584/council-by-laws-to-criminalise-land-barons">NewsDay</a> that the local authority will push for legislation that defines land and space barons as criminal offences. He said:
<blockquote>
All those who are being threatened and extorted must report to the council, district officers and the police.
We will not tolerate the issue of land and space barons and accordingly, we will be drafting a private members Bill to clearly define land and space barons as criminal offences.
</blockquote>
Mafume’s remarks come after dozens of families in Budiriro and Kuwadzana suburbs were forced out of their homes by floods follwing torrential rains around Christmas.
On Sunday, resident associations condemned the continued parcelling out of land on wetlands by land barons, especially in Harare.
Harare Residents Trust (HRT) director, Precious Shumba, said corrupt council and government officials were working together with land barons to allocate people residential stands on the wetlands. He said:

If you visit and interview some of the victims, they reveal that identified council officials have misled the City of Harare by collecting money from the land barons and promising the desperate home seekers that nothing will happen to them.
The government should come hard on these land barons as the victims have lost their savings through corruption.
</blockquote>
Combined Harare Residents Association (CHRA) director Reuben Akili said:
<blockquote>
As long as we do not address these needs, we are not accomplishing anything.
This is the third time people in Budiriro have been hard hit by floods and we would have loved a situation where they are allocated land suitable for housing.
</blockquote>
Land barons, most of whom are linked to ZANU PF, have been illegally selling council and State land to home seekers over the years.
Last week, ZANU PF distanced itself from land barons illegally parcelling out land in different parts of the country using its name and demanded that law enforcement agencies ensure that the law takes its course.
In a statement, ZANU PF acting secretary-general Patrick Chinamasa said that the ruling party did not condone the unlawful land occupations and illegal activities of land barons.

Land And Space Barons Should Be Criminalised - Mafume

Twenty-seven (27) families in Budiriro, Harare, whose homes were flooded after heavy rains caused the Marimba River to overflow are set to be accommodated at the newly constructed flats in Dzivarasekwa Extension.
Fifty-nine households in Harare’s Budiriro 5B Extension and the paddocks area of Kuwadzana were recently forced out of their homes by flash flooding along the Marimba River.
Some of the affected families have been evacuated to Budiriro 3 Primary School where they are being temporarily housed.
National Housing and Social Amenities Minister Daniel Garwe, Local Government and Public Works Minister Winston Chitando and Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province Charles Tavengwa, on Sunday, 31 December visited the areas affected by floods in Budiriro and then went on to inspect Dzivarasekwa flats.
Speaking during the tour, Chitando said that the 27 families will occupy Dzivarasekwa flats that were identified two years ago when flash floods swept through the suburb. <a href="https://www.newsday.co.zw/local-news/article/200021583/govt-abandons-flood-victims">NewsDay</a> quoted Chitando as saying:
<blockquote>
Two years back the minister of Housing went to Budiriro and confirmed the illegality of the houses which are on a wetland next to a river and arranged that the people be moved to these flats unfortunately before they could be moved, tragedy struck but the units are ready and families will be moved.
From a public works perspective, we are handing over the units to the Ministry of Housing which will handle the process accordingly.
</blockquote>
Garwe said the flats will be handed over to the 27 families once they are spruced up by the Department of Public Works in the Ministry of Local Government and Public Works. He said:
<blockquote>
We have 100 metres of sewer lines that need to be connected and external works need to be spruced up as well.
Once that is done, then we wait for the commissioning of the four blocks as well as the handing over to the 27 families.
We have 48 units here and these units are not designed for flood victims only, it is just a coincidence that flood victims need attention.
We are providing accommodation to Zimbabweans throughout the country and this is not the only place where flats are being constructed.
We have got flats in the Midlands in Gweru, Marondera, Mutawatawa and even in rural communities we are now building flats.
</blockquote>
Tavengwa said houses illegally built on wetlands would be demolished. He said:
<blockquote>
People are being affected because we do not have a master plan. We have to abide by the law and what has to be demolished will be demolished. We have to have a planned society.
</blockquote>
One of the flood victims, Susan Mlambo Chaputika, said she moved to Budiriro in 2015, and the following year, they realised that the area was flood-prone. She said:

During the 2016 rainy season, we noticed that the area was prone to flooding. We reported the matter to the council and they said they would attend to it but to date, they have not done anything.
The issue of floods kept recurring every season and between 2019 and 2021 that is when we alerted government officials and the matter became public.
Government responded by setting up evacuation centres. They said some flats were being built in Dzivarasekwa, we went there and we saw that there was progress and today they are telling us that we will be moved in January.
</blockquote>
An Environmental Management Agency (EMA) official Liberty Mugadza recently told ZBC News that the City of Harare ignored an Environmental Impact Assessment (EIA) in allocating residential stands to Budiriro homeowners whose houses have been inundated by floodwaters.
He said they gave the local authority a map of the area indicating where houses should not be built.

Budiriro Flood Victims Set To Be Moved To Dzivarasekwa Flats

A woman whose six-year-old son was swept away and killed by the floods in Budiriro last week has said she was being threatened by land barons.
The woman, who chose to identify herself as Shildah, told <a href="https://www.herald.co.zw/budiriro-flood-victims-moved-to-dzivarasekwa-flats/">The Herald</a> that she had to seek shelter at Budiriro 3 Primary School because she was being threatened by land barons for reporting that her son was swept away by the floods. She said:
<blockquote>
I am being threatened on why I reported that my child was swept away by the floods. I was being blocked on the roads and from having access to basic necessities.
</blockquote>
The body of the boy was recovered some 5km downstream from her place of residence on Wednesday.

Mother Of Budiriro Boy (6) Swept Away By Floods Threatened By Land Barons

More than 1 600 houses have reportedly been damaged by flash floods since the onset of the rainy season in October, resulting in the loss of properties valued at thousands of dollars.
According to <a href="https://www.sundaymail.co.zw/flash-floods-damage-1-600-houses">The Sunday Mail</a>, 52 people have been killed during incidents of adverse weather, while 28 have sustained injuries.
The largest number of damaged houses (688) was reported in the Midlands Province, with Mashonaland Central Province (400) the second most affected province.
Ministry of Local Government and Public Works communication and advocacy director Gabriel Masvora revealed that in Harare’s Budiriro 5B Extension, 51 residents have been evacuated. He said:
<blockquote>
Budiriro 5B Extension and Kuwadzana residential areas (paddocks) experienced flooding due to incessant rains on December 21 and 22, 2023.
Unfortunately, a minor aged six years was swept away in the Marimba River and the body has since been retrieved and awaits a post-mortem.
Several houses, household items and access roads were damaged.
Two evacuation centres, namely, Budiriro 3 Primary School and Kuwadzana 2 Primary School were identified.
Relief in the form of food and non-food items is being distributed to affected households.
For Budiriro Common Vision, 42 households were affected by the flooded Marimba River on Friday, December 22, around 2 AM.
The affected households lost their foodstuff and household property, while one house was destroyed.
Of the 42 affected households, only 12 families (51 people) volunteered to be evacuated to Budiriro 3 Primary School.

Masvora said the rains had damaged property valued at nearly US$189 000.
Almost every rainy season, some urban settlements in Zimbabwe, especially Harare and Chitungwiza, experience flash floods as heavy and prolonged rain overwhelms the capacity of drainage systems.
Factors contributing to flooding in urban areas include inadequate drainage infrastructure, and the replacement of natural surfaces such as vegetation and soil with impervious surfaces like concrete and asphalt which reduces the absorption of rainwater, leading to increased runoff and flooding.
Another factor is poor urban planning and zoning, whereby city fathers approve construction in low-lying areas, river banks and wetlands.

Flash Floods Damage 1 600 Houses Countrywide

The Mayor of Harare, Jacob Mafume, has urged people living in low-lying areas like Kuwadzana and Budiro Paddocks to leave their homes because of heavy rain and the possibility of flooding. This warning comes after two people died in Highfield and Budiriro last week. In Budiriro, a six-year-old boy was swept away by floodwaters and his body was found five kilometres away on Boxing Day. Floods Alert: Harare Mayor Mafume Urges Residents In Low-lying Areas To Evacuate Their Houses

The Civil Protection Unit (CPU) has urged communities in flood-prone areas to be on high alert as heavy rains coupled with hailstorms are expected throughout the country until 30 December 2023.
In a recent statement, the Meteorological Service Department (MSD) said heavy rains are expected in the northern parts of Manicaland, Mashonaland East, Mashonaland Central and Harare, before spreading across the country by Saturday.
The Met Department warned that low-lying areas such as Muzarabani and the Zambezi Valley among other areas were at a high risk of flooding.
According to the <a href="https://www.chronicle.co.zw/flood-prone-areas-on-high-alert-as-heavy-storms-forecast/">Chronicle</a>, in the Matabeleland region, Tsholotsho and Binga have pockets that are always susceptible to flooding, while in Bulawayo, areas that include parts of Nkulumane, Nketa and Cowdray Park suburbs often experience flooding during heavy storms.
The MSD said an anticipated cloud band that would bring along heavy rains landed in the country yesterday and the Matabeleland region received the heavier rains. It said:
<blockquote>
The much-anticipated cloud band has fallen into Zimbabwe and this morning the western half of the country recorded some significant falls. The highest measured amounts of rainfall were at; Bulawayo Goetz Observatory 31mm, Binga 21mm, Lupane 15mm, Victoria Falls 14mm, Kariba 13mm and Joshua Nkomo International Airport 10mm. Meanwhile, the cloud band is sweeping across the country from the West to the East.
The western parts of the country should be affected first then by 30 December the whole country should have been affected. Localised heavy downpours with rainfall above 50mm in 24 hours are anticipated in some places with strong winds, lightning and hailstorms.
All areas are expected to receive localised rainfall amounts of 50mm or more in 24 hours and flooding is probable in low-lying areas such as the Muzarabani, Save, and Zambezi valley.

The MSD warned members of the public against crossing flooded rivers, saying people can be swept away by water above their ankles while a 30cm depth of flowing water can even sweep away large vehicles.
The MSD also urged the public to avoid being in fields, hilltops, tall trees, and bodies of water and remain indoors during thunderstorms to avoid being struck by lightning.
Meanwhile, the CPU, which deals with natural disasters in the country, said it has activated all its sub-national structures to deal with rain-related eventualities. CPU director Nathan Nkomo said:
<blockquote>
As per our tradition, we have activated all our sub-national structures and we have done our educational awareness campaigns. We usually say if you see your programme being adopted by traditional leaders then you would be satisfied.
So we have communicated with the traditional leaders’ structures on issues governing disasters.
We might not have given them adequate resources but it is very very critical information spreads in communities.
It is our motto that disaster prevention begins with information and we have spread the information.
</blockquote>
Zimbabwe is poorly prepared for natural disasters such as floods due to the underfunding of the CPU and there is an acute shortage of equipment to rescue victims.

Flood-prone Areas On High Alert As Met Office Forecasts Heavy Downpours

The Meteorological Service Department (MSD) has warned that heavy rains and violent storms will hit the country starting on Boxing Day until 30 December 2023.
In a statement issued on 24 December, seen by <a href="https://www.newsday.co.zw/local-news/article/200021390/msd-issues-floods-warning">NewsDay</a>, MSD said there were risks of flooding in low-lying areas. It said:
<blockquote>
Thunder and lightning accompanied by hailstones, and strong damaging winds are anticipated across the country.
All areas are expected to receive localised rainfall amounts of 50mm or more in 24 hours and flooding is possible in low-lying areas such as Muzarabani, Save and Zambezi Valley.
</blockquote>
The Met Department also warned that places such as “open fields, hilltops, tall trees, and bodies of water should be avoided. Remain indoors during thunderstorms and avoid crossing flooded rivers.”
Every year, floodwater flows into some homes, especially in urban areas where local authorities allocated people residential stands in flood-prone areas such as wetlands.
Last week nearly 15 houses in Budiriro 4 suburb were partially submerged in floodwater after heavy rains pounded Harare and surrounding areas.

Met Department Issues Floods Warning

The Zimbabwe Republic Police (ZRP) has reported that 15 houses were partially submerged in water in Budiriro after recent heavy rains leaving several people stranded and a six-year-old girl missing.
A police report seen by Pindula News says several people from the Budiriro 4 Paddock area in Harare were stranded but were rescued by the ZRP Sub-Aqua Unit. Read the report:

The ZRP reports a sad incident where nearly 15 houses were submerged in water in Budiriro 4 Paddock area, Harare. Several people were marooned and rescued by ZRP Sub-Aqua Unit while a six-year-old minor is missing after heavy rains which pounded Harare and surrounding areas last night and today. The ZRP Sub-Aqua Unit has also rescued 19 families in Kuwadzana Extension where some houses had been submerged in water.

Every year, more than 50 families in Budiriro face floods because their houses are built in wetlands. The majority of wetlands invaders just construct houses without permission while some buy land from landbarons who are also not authorised to sell it by the local government. As a result, thousands of people have lost their homes over the years when the authorities demolished their structures. Sadly, they are not compensated or given new land. Urban and semi-urban areas suffer from a severe housing shortage due to the influx of people moving to cities.

Disasters: 15 Houses In Budiriro Partially Submerged In Water, Girl Missing

Two police officers and their four-month-old daughter drowned after their vehicle was swept away as they attempted to cross a flooded river on 17 December.
<a href="https://www.zimlive.com/2-police-officers-and-daughter-killed-driving-across-flooded-river/">ZimLive</a> reported that the incident occurred at Kana River which cuts across the road between Gomoza in Lupane and Kambe in Manoti, Gokwe.
Two other passengers aged 19 and 5 escaped from the Ford Ranger and swam to safety.
Police identified the deceased as Moses Manyongodo, a 35-year-old police constable based at ZRP Lupane Traffic; his wife 30-year-old detective constable Ireen Muzamba and their daughter Hellen Manyongodo.
Manyongodo was reportedly driving towards Kambe Business Centre in Manoti when he found the Kana River flooded. Police:
<blockquote>
He drove the vehicle into the flooded river in an attempt to cross. After getting to the middle of the bridge, the vehicle was swept away by the current for about 45 metres before it got submerged in the water.
The three victims drowned whilst still in the vehicle. Their bodies were ferried to Gokwe South District Hospital mortuary.

Manyongodo was off duty on the day and his wife was on maternity leave.
Zimbabwe records numerous cases of vehicles being swept away by raging floods at bridges every rainy season.
Some bridges are low-lying, especially, in rural areas, and a slight increase in the river volumes can have catastrophic consequences for motorists.
In some cases, there won’t be alternative routes and as a result, motorists are forced to either cancel their journeys, wait for long periods until the water subsides, or drive across the river risking drowning.

Two Police Officers And Daughter Drown Driving Across Flooded River

At least 401 people have been confirmed dead in the Democratic Republic of Congo following flooding and landslides last week, <a href="https://www.aljazeera.com/news/2023/5/7/dr-congo-floods-death-toll-surpasses-200">reported Al Jazeera</a>.
At least 176 people were reported dead on Friday and many more were missing as humanitarian workers recovered scores of bodies.
A further 205 people were seriously injured, while 167 people are listed as missing.
The flooding occurred when rivers burst their banks following heavy rains on Thursday.
Theo Ngwabidje Kasi, governor of South Kivu province in the east of the DRC told Reuters by message on Monday that the death toll now stood at 401.
President Felix Tshisekedi on Monday declared a day of national mourning.
DRC Government spokesman Patrick Muyaya said a team of ministers is set to travel to the region to coordinate humanitarian aid and disaster management.
The current rainy season, typical for the South Kivu region, is expected to last until the end of May.
The flooding and landslides in Eastern DR Congo came two days after floods killed at least 131 people and destroyed thousands of homes in neighbouring Rwanda, which lies on the other side of Lake Kivu.
Experts say extreme weather events are happening with increased frequency and intensity due to climate change.
Climate change refers to the long-term changes in global weather patterns and temperatures that are primarily caused by human activities, such as burning fossil fuels and deforestation.
The effects of climate change include rising sea levels, more frequent and severe weather events, and changes in ecosystems and wildlife populations.

Floods Kill 400 People In DR Congo

The majority of people in Budiriro B, a wetland next to the Marimba River now in flood, have declined the Government’s offer to be evacuated to Budiriro 2 Vocational Community Training centre.
Some of the affected women who spoke to <a href="https://www.herald.co.zw/59-budiriro-flood-victims-evacuated-to-safe-place/">The Herald</a> said they feared their marriages will collapse if they go to Budiriro 2 and leave their husbands behind guarding their properties.
Susan Bure said in the flooding last season she accepted evacuation, but when she returned she found that her husband was living with another wife.
Budiriro B lies close to the Marimba River which is now in flood and this prompted the Department of Civil Protection to move in to evacuate the families.
The Department said it will not force the evacuation and so far, only 59 people from 43 families in Budiriro B have accepted the government’s offer to be evacuated.
Department of Civil Protection director Nathan Nkomo said the area is a condemned settlement and people should move to save their lives. He said:
<blockquote>
We are not denying anyone some conjugal rights. If you feel you need them, you are free to go back and have conjugal rights with your partners. It’s unfortunate if we lose people’s lives during this rainy period.
If you are in trouble you will not even think of these useless things. We are not forcing you, you choose what to do in this situation.
</blockquote>
Other residents, however, thanked the Government for the timely intervention.
Authorities intend to permanently resettle the households in Budiriro B at a flat complex in Dzivarasekwa Extension.

"Our Marriages Will Collapse", Flood-hit Budiriro B Residents Refuse To Be Evacuated

The Meteorological Services Department (MSD) has warned of an increased risk of floods in river basins, wetlands and low-lying areas such as Muzarabani and Mbire in Mashonaland Central.
The Department of Civil Protection is on standby to render emergency assistance, The Herald reported citing MSD’s Head of Forecasting, Mr James Ngoma. He said: 
<blockquote>
We will keep informing the nation as the days draw near. Those areas we have mentioned are all dependent on the amount of rains that would be received prior.
</blockquote>
Flash floods are an annual event and some areas have frequently seen flooding.
Recently, the Department of Civil Protection chief director Mr Nathan Nkomo said adequate funds to deal with disasters such as flash floods that are associated with the rainy season have been set aside.
He said a plan was in place to ensure everyone’s safety during this rainy season. Nkomo added:

Remember we are preparing to handle natural hazards in the form of flash floods and ultimately, when we get into the cyclone season, mostly from January to March, we will escalate our level of preparedness. Local authorities are also urged to clear storm drains to minimise flooding in urban areas.

Flooded rivers could also cause danger to life while sudden flooding could lead to difficult driving conditions, clogging of water drains and chances that some communities become cut off by flooded roads and rivers.

Met Department Warns Of Floods

The Victoria Falls City Council has urged residents to desist from blocking the smooth flow of water via the city’s drainage system as this results in flooding in residential areas.
A torrential downpour on Wednesday morning resulted in flooding in parts of the city.
On one hand, council authorities blame residents for the floods saying the storm drains are clogged by garbage comprising beer bottles and containers, plastic, diapers, used sanitary pads, rags and other items.
On the other hand, residents blame the local authority for the floods saying city fathers are failing to clear drains to prevent flooding.
The worst affected areas are the Hwange-Victoria Falls road whose eastern lane was destroyed near truck stop, Ingugama road in Mkhosana and Pioneer road in the industrial area, as well as some houses near the VID depot in Mkhosana.
Victoria Falls Town Clerk Ronnie Dube advised residents to remove any rubble in front of their premises as it is also contributing to the clogging of the drainage system. Said, Dube:

We wish to advise the residents to desist from clogging the drainage system with litter and not to block the drainage system using soil in the name of seeking passage across the drain to their houses as this defeats the whole purpose of a drain and causes flooding.
Council will carry out an extensive exercise to identify and fine all those who clog our drainage system with building materials.

Heavy Rains Cause Flooding Victoria Falls

More than 250 families were affected by flash floods that hit Beitbridge town recently, the Civil Protection Unit (CPU) has said.
The floods affected residents of the Dulibadzimu suburb following a torrential downpour last week.
Speaking to <a href="https://zbcnews.co.zw/2022/11/02/more-than-200-families-affected-by-early-flash-floods-in-beitbridge/">ZBC News</a>, one of Dulibadzimu residents said flash floods have become a perennial nightmare for them. He said:

For us, the rainy season comes with nightmares. When it rains at night, we wake up in a pool of water right inside our bedrooms.
What is more worrying is that we experience this almost on an annual basis and we feel hard done by our council.

Beitbridge CPU chairperson, Sikhangezile Mafu said the government is mobilising resources to continue assisting the families affected by the flash floods. She said:

While we move in to assist affected families, it is necessary that the council employ a long-term solution because we cannot be witnessing such catastrophes each time it rains. We need to decisively deal with this.
</blockquote>
Beitbridge Mayor, Councillor Munyaradzi Chitsuke, said the long-term solution to the problem of flooding is to renew the suburb. Said Chutsuke:

Dulibadzimu floods are giving us sleepless nights as the council. We are working on strategies for building our capacity to relocate those houses in the long run.
Strategic partnerships with developers to renew this old suburb might be the ultimate solution.

Beitbridge Town Council is also mulling de-silting the Wamlala River which is now flowing into some parts of the Dulibadzimu suburb.

Flash Floods Affect 250 Families In Beitbridge

A violent storm hit Beitbridge on Wednesday night leaving dozens of families without food as water flooded homes.
No deaths or injuries were reported but residents are without water after power to water pumps was cut off.
The Beitbridge district civil protection unit (CPU) on Thursday sent teams to assess damage in Dulivhadzimo high-density suburb, the worst affected.
CPU has issued an alert to potentially vulnerable areas in Chikwarakwara and Shashi where flooding occurs when there are storms.
Addressing reporters on Thursday, Beitbridge head of the CPU Sikhangezile Ncube said:

We have tasked the municipality of Beitbridge to head a technical team that will make a detailed assessment.
The details we want should include the number of households, number of people, gender, and age of those affected. The immediate problem we have just established is the lack of food.
We are also looking for long-term solutions to end this problem we face perennially. We need a lasting intervention. It does not make sense that each year we fight floods in the same area.

Beitbridge town clerk Loud Ramagkapola said the municipality was considering relocating the affected residents under its urban renewal programme.

Flash Floods Hit Beitbridge Town

Five Zimbabweans have been confirmed dead after heavy rains caused flash floods and mudslides in South Africa’s KwaZulu Natal Province last week.
South African authorities say the floods have killed 443 people while 63 more people are still missing.
Search and rescue operations are currently underway in various parts of the province but officials have conceded that some bodies may never be found.
Zimbabwe’s Ambassador to South Africa, David Hamadziripi, confirmed the death of five Zimbabweans and expressed his condolences to the families of the departed. He said:
<blockquote>
The search and rescue operations are continuing. The Consul-General, Mrs (Melody) Chaurura returned from Durban on Monday.
She had positive confirmation of five Zimbabweans who died as a result of the floods.
We await further information from the police on any other Zimbabweans who might have fallen victim to the floods.

Hamadziripi added that the embassy was in the process of identifying and notifying the victims’ next of kin.
Meanwhile, South Africa’s President Cyril Ramaphosa on Monday night declared the KwaZulu-Natal floods a national state of disaster. He said:

The significance of the port of Durban and related infrastructure for the effective operation of the country’s economy means that this disaster has implications far beyond the province of KwaZulu-Natal.
… [the declaration of the national state of disaster] is to ensure an effective response across all spheres of government to the extreme weather events and conditions that have occurred in several parts of the country.
The primary responsibility to coordinate and manage the disaster is assigned to the national sphere of government, working closely with provincial governments and municipalities.

Five Zimbabweans Among KwaZulu Natal Flood Victims

The Meteorological Services Department (MSD) says the weather system that brought torrential rainfall in KwaZulu-Natal, South Africa, last week will not affect Zimbabwe.
An intense low-pressure cell, now called sub-tropical depression Issa, caused heavy rains in South Africa, which triggered floods and mudslides.
More than 400 people were killed, with hundreds of homes, schools, roads and other infrastructure either damaged or washed away.
MSD spokesperson James Ngoma said that the summer season is drawing to a close with winter now setting in. Ngoma said:
<blockquote>
We don’t expect the floods to affect the country, the floods in Durban were localised to that area.
We are now transitioning from summer to winter and what we will experience is a drop in temperatures.

Zimbabwe has experienced devastating floods in the past few years that destroyed homes and infrastructure in different parts of the country.
In March 2019, Tropical Cyclone Idai caused extensive damage to infrastructure in Chimanimani and Chipinge districts. Hundreds of people were washed away.

Sub-tropical Depression Issa Unlikely To Affect Zimbabwe - MSD

Ten (10) people from one family perished following heavy rains that caused floods and mudslides in South Africa’s KwaZulu-Natal Province early this week.
The floods and mudslides caused building and bridge collapses and scores of vehicles and people were swept away.
On Wednesday, Nonkululeko Mdlalose, who met President Cyril Ramaphosa when he visited the area, told him 10 of her family members were killed on Monday night. She said:
<blockquote>
I think they were all sleeping because the incident happened at around 11 pm.
</blockquote>
Mdlalose said it seemed her neighbour’s brick and mortar home had collapsed, creating a mass of brick, mud and water that descended onto their home, sweeping everyone down the hill.
She said only she and her sister survived the tragic incident. They were not at home when the disaster occurred. Mdlalose’s sister said:

We have another sibling who was no longer living at home but was in Maritzburg.
But of all of us who lived at home, full-time with our mom, it is only the two of us who survived.
</blockquote>
The Mdlaloses told Ramaphosa that the deceased persons were between the ages of two and 80. They said:

We found our mom and three of her grandchildren [almost immediately] … We then found the others but the last of the grandchildren we only found on Tuesday night.
Our mom was lying alongside our neighbour down by the riverbed.

On Friday, South African authorities revealed that the death toll caused by the floods and severe weather in KwaZulu-Natal had risen to 395.
eThekwini reported 355 deaths, Ugu 6, uMzinyathi 2, King Cetshwayo 4 and Ilembe 28.

10 People From One Family Killed In KwaZulu-Natal Floods

Heavy rains that fell in Mpumalanga in South African last night have caused flooding in the area and 8 people have been confirmed dead while 5 others including a 13-year-old are missing, eNCA reports.
According to the publication, search and rescue missions are underway. The flooding reportedly started on Sunday and the death toll by then was 4 but after yesterday’s heavy rains 4 more people have been confirmed dead and others are still missing.

The government, through the Ministry of Environment, Water and Climate has warned of potential flooding especially in low-lying areas of the country in the coming rainy season.  During the 2016/17 rainy season, some people had to be rescued by helicopters after their villages were completely flooded.
 
In a ministerial statement in Parliament Environment, Water and Climate Minister Oppah Muchinguri-Kashiri said
<blockquote>Firstly, allow me to take this opportunity to share with you the hydrological forecast for the 2017/18 rainfall season. 
Our forecast is that we are expecting mostly normal to above normal rains culminating in high river flows and high in-flows into our dams, as well as high recharge to groundwater aquifers. The country is expected to generate between 18 to 24 billion cubic metres of water, yet our nation’s dam storage capacity is standing at 14 billion cubic metres against a situation where most of the dams are at nearly 70 percent full at a time when they should be at 50 percent full, as we approach the new season.
This implies that due to the excessive rains experienced during the 2016 /17 rainy season, we are standing at above normal water storage levels and most of the 2017 /18 run-off water will end up flowing to the oceans. The chances of flooding like we encountered in the 2016 /17 season are very high and we need to strengthen our early warning systems in areas like Tsholotsho, Malipati, Gokwe, Muzarabani, Middle Sabi and Chikwalakwala,</blockquote>

Government warns of floods in 2017/2018 rainy season

Minister of Local Government, Public Works and National Housing <a href="http://www.pindula.co.zw/Saviour_Kasukuwere">Saviour Kasukuwere</a> revealed that the government will be appealing for additional funds on Monday (today). The money is needed to help the families who were displaced by funds induced by Cyclone Dineo which affected mainly Masvingo and Matabaleland. Kasukuwere said that the families are sleeping in tents without adequate food or clean water. 
Speaking at the handover of food and malaria kits donated by Zimplants, Kasukuwere said:
<blockquote>Vice President Phelekezela Mphoko will appeal for more help this coming Monday as victims are struggling to survive without food and clean water as malaria outbreak has also been reported in some parts of the low veld.
There is a lot of construction expected for the washed away bridges and roads, clinics and schools in most parts of the areas affected especially in the low veld,</blockquote>

Govt to make second appeal for donations to help victims of flooding

School children in Tsholotsho will have a chance to catch up on their studies as the provincial education department is organising free lessons for them. Government said that other affected schools in the country can apply for vacation lessons.
Matebeleland North provincial education director Mrs Boithatelo Mnguni said that the province was organising free holiday lessons for the affected children. She also said that she communicated with heads to accept children from other schools so that they are not left behind. Primary and Secondary Education Minister, Dr Lazarus Dokora said that other schools affected by floods can apply for holiday lessons.

Govt to organise free holiday lessons for school children affected by floods in Tsholotsho

Government launched an international humanitarian appeal following floods that have affected all the country’s provinces which have so far killed 246 people, injured 128, marooned 1576 and left 1 985 homeless. The floods have also resulted in 74 schools being damaged, 70 dams have been breached with five health institutions having also been damaged.
The appeal for assistance comes after President Mugabe declared the floods a state of disaster as they have ravaged most parts of the country.  Speaking on behalf of other line ministries, Local Government Public Works and National Housing Minister, Kasukuwere said the affected populations were in need of assistance to rebuild their homes, rehabilitate social institutions as well as recover lost property and livelihoods.

Govt launches international appeal after floods leave 1 985 homeless

President Mugabe has declared the floods that affected the southern parts of the country a state of disaster amid revelations that $80 million is required to repair roads and bridges destroyed by the rains.
Yesterday Transport and Infrastructural Development Minister Dr Joram Gumbo confirmed the development and said a statement will be released today. The declaration will enable the Government to mobilise the required resources to assist the thousands of people affected by the floods mostly in the southern part of the country.
Minister Gumbo said his ministry had engaged the Ministry of Finance and Economic Development, the Ministry of Local Government, Public Works and National Housing as well as the Office of the President and Cabinet (OPC) to mobilise the required $80 million to repair damaged roads and bridges. He said apart from the road network, Government had a task to repair damaged dams, schools and clinics while families also needed assistance to rebuild destroyed homes.
