The Minister of Mines, Winston Chitando, has unveiled a plan to address gold smuggling following findings of the <a href="https://news.pindula.co.zw/2023/04/16/gold-mafia-kamlesh-pattni-claims-he-appreciates-mnangagwa-every-two-weeks/">Al Jazeera Gold Mafia</a> investigative report released one month ago.
Speaking at a Gold Mobilisation seminar in Harare, Chitando said the government is set to enhance security in gold production and sale. He said:

We are going to put stern measures so as to plug leakages. So far, our teams will scrutinise output for every gold producer and all the metallurgical records and make sure that all gold produced is channelled officially.

Al Jazeera’s four-part series revealed that a significant amount of gold worth billions of United States dollars is being smuggled out of Zimbabwe by organised criminals in collaboration with state officials from the Reserve Bank of Zimbabwe, Fidelity Printers and Refinery, and airport employees.
Senior figures in government and mining, including President Emmerson Mnangagwa’s Special Envoy Uebert Angel, were secretly recorded providing information on money laundering and gold smuggling.
The Fidelity Printers and Refinery has deployed 17 teams across the country to combat the problem. Several individuals, including politicians and businessmen, were implicated, but none have been arrested.
The Zimbabwean government has denied the Al Jazeera report on the “Gold Mafia” allegations. The government has rejected these allegations, describing them as baseless and false. The government has also stated that it is committed to combating illegal gold trading and smuggling.

Zimbabwe's Mines Minister Unveils Plan To Tackle Gold Smuggling

Gold deliveries to Fidelity Gold Refinery (FGR) fell 20% to 6.194 in the first quarter of 2023 from the same period in 2022 when deliveries were 7.694 tonnes.
This has been attributable to heavy rains which affected mining.
Speaking to <a href="https://businesstimes.co.zw/zims-gold-deliveries-plunge/">Business Times</a>, FGR general manager Peter Magaramombe said despite the plunge in gold deliveries in the first quarter of this year, there were some improvements in March. He said:
<blockquote>
Gold output has declined for the first quarter ended March 31 2023 to 6.194 tonnes from 7.694 tonnes during the comparable period last year due to heavy rains during the first two months of the year.
As you can see, gold deliveries increased to 2.4 tonnes in March 2023 from 1.89 tonnes in February this year.
Though deliveries are still in the negative compared to the same period, there were positive steps in the right direction in March.
</blockquote>
He said small-scale gold miners, who contributed over 60% of the total gold production, were especially affected by rains.
Large-scale producers delivered 2.762 tonnes while small-scale miners delivered 3.431 tonnes to FGR during the first quarter of 2023.
Gold is Zimbabwe’s largest export, and in 2020, the country sold US$2.14 billion worth of gold, ranking it 35th among the world’s gold exporters.

Gold Deliveries To Fidelity Fall

The government of Zimbabwe has been urged to withdraw trade licences from gold dealers implicated in an Al Jazeera documentary on the illicit trade of the precious mineral.
<a href="https://www.pindula.co.zw/Transparency_International_Zimbabwe">Transparency International Zimbabwe (TIZ)</a>, a non-profit local chapter of the international movement against corruption, said it was closely following the Aljazeera expose and is demanding that the government launches investigations into the cases. NewsDay cites TIZ as saying:

Law enforcement, anti-corruption agencies and regulatory authorities should immediately revoke gold trade and export licences given to the implicated individuals and corporations, pending an investigation into the allegations.
</blockquote>
Episode 01 of Al Jazeera’s documentary – Gold Mafia – was released last week, episode 02 is expected this Thursday.
In the documentary, Tendai Biti, a former Minister of Finance and Economic Development, claimed that Zimbabwe was losing gold worth about US$1.2 billion every year.
The documentary implicates a number of government institutions including the Reserve Bank of Zimbabwe (RBZ)’s Fidelity Printers and Refineries.
Individuals implicated in gold smuggling operations include:
1). Henrietta Rushwaya, the president of the Zimbabwe Miners Federation. She is also a gold dealer licensed to buy and export gold.
2). Uebert Angel, the presidential envoy to the Americas and Europe. He engages potential gold buyers and links them with Zimbabwean authorities including Henrietta Rushwaya.
3). Simon Rudland owns Gold Leaf Tobacco. He allegedly lends the RBZ money to buy gold from miners and export it.
3). Lamkesh Pattni, exports gold bars and jewellery from Zimbabwe through his company Suzan General Trading, which gets paid an incentive by the government to sell gold overseas. He allegedly not bringing all the proceeds from gold sales to Zimbabwe.

Zimbabwe Government Urged To Withdraw Licences From Gold Dealers In Al Jazeera Documentary

Fidelity Gold Refinery (FGR), the sole buyer, refiner and exporter of the precious metal, has announced the official gold buying prices for Friday 13 January 2023.

1). SG 90% and above US$56.01/g
2). SG above 85% but below 90% US$55.13/g
3). SG above 80% but below 85% US$54.54/g
4). SG above 75% but below 80% US$53.95/g
5). Sample below 10g but above 5g US$53.06/g
6). Fire Assay Cash US$56.01/g
</blockquote>
NB: Fire Assay cash price is for gold above 100gs and no sample is deducted.
i). For the Fire Assay Transfer price, a sample of not more than 10g is deducted.
ii). A 2% royalty is charged on all deposits (Small-scale Miners).
iii). A 5% royalty is charged to Primary Producers.
Fidelity Printers and Refiners prices will be changing in relation to world market prices.
Meanwhile, Fidelity Gold Refiners chief executive officer Peter Magaramombe said incentives to miners are paying off to such an extent that the viability of the sector hinges on sustaining the incentives to unlock more value.
The incentives were introduced to curb the leakage and smuggling of gold.
Zimbabwe Artisanal and Small Scale for Sustainable Mining Council president, Mr Wellington Takavarasha said,

It is all about the attractive prices that have positioned the industry in its growth path with the artisanal miners being impressed by the attractive prices.
</blockquote>
The Reserve Bank of Zimbabwe ranks the gold mining industry as number one in generating foreign currency.

RBZ Says 2022 Gold Deliveries 60% Higher Than 2021 Deliveries

The Zimbabwe Republic Police (ZRP) is investigating an armed robbery case in which eight robbers armed with an AK47 rifle, a pistol and a knife pounced at a house in Kezi, Matabeleland South and robbed a couple of money, gold and a vehicle.
ZRP said the robbers got away with ZAR29 000 and USD1 000 cash, 1 150kgs of gold bullion, a 9mm pistol and a Toyota Wish motor vehicle. Pindula News presents the police statement on the case:

The ZRP is investigating a case of Armed Robbery which occurred on 14/01/22 at Maphisa, Kezi, Matabeleland South in which six unknown male adults who were armed with an AK47 rifle, a 9mm star pistol and an okapi knife pounced at a house and robbed a married couple of their ZAR29 000 and USD1 000 cash, 1,150kgs of gold bullion valued at USD78 280, a 9mm pistol and a Toyota Wish motor vehicle.

Police say the robbers also kidnapped the couple’ employee, a 25-year-old man, whom they later dumped in the stolen motor vehicle in Bulawayo.
Police are appealing to members of the public who may have information on the suspects to contact any nearest Police Station.
