The death of Liberation War stalwart and former Vice President, Report Phekelezela Mphoko, in India on Friday serves as a stark reminder of the monumental leadership failure in Zimbabwe.
These are the sentiments expressed by Farai Maguwu, the founding Director of the Centre for Natural Resource Governance (CNRG).
Posting on X, Maguwu pointed out that Zimbabwe is one of the few countries in the world where leaders seek treatment abroad and often die overseas because they have failed to invest public funds into the country’s healthcare system.
Maguwu lamented that instead of prioritising the health sector, the country’s ruling establishment continues to spend state finances on schemes aimed at retaining power. He wrote:

The death of Mphoko in India reminds us of the monumental leadership failure in Zimbabwe. We are one of the few countries in the world with leaders who seek treatment and die abroad because instead of investing in their health sector they rob their own countries, and spend public resources on cars, power retention schemes, repression and perennial puberty.
As Chivhayo splashes stolen money on cars, hospitals have no drugs, health professionals are demoralized, and hospitals are run down. What does Wicknell produce that earns him so much money?
When Zim rulers get sick they steal money and hire private jets to foreign lands (SA, China &amp; India), having spent few minutes in the VVVVIP lounge at the airport – forgetting that they have 16 million people to whom life and death depend on their decisions.
When shall these people learn that even where they go for treatment they are laughed at as dumb and criminals who steal from their own people to save their own lives and yet they are expected to make decisions that benefit them, their families and their fellow compatriots together?
By the way, they love Dubai &amp;Qatar, don’t they? Haven’t they seen that there is a state-of-the-art hospital in Dubai and Qatar in almost every square mile &amp; the Emiratis and Qataris are now the envy of the whole world – thanks to their leaders? Nations Rise or Fall on LEADERSHIP!
They go to SA, India and China for treatment and yet we have never seen leaders or citizens of those countries coming to Harare for treatment.
Why? Is it an admission we are a nation of jokers &amp; rulers who know very well if they want serious treatment they must look elsewhere?

Mphoko's Death In India A Grim Reminder Of Leadership Failure In Zimbabwe - Maguwu

<a href="https://pindula.co.zw/Farai_Maguwu">Farai Maguwu</a>, the founding Director of the Centre for Natural Resource Governance (CNRG), has suggested that the leaking of Fifi’s nudes, which has become a topical issue on social media, is meant to divert Zimbabweans’ attention from the Government’s shortcomings in the introduction of the new currency, Zimbabwe Gold (ZiG).
The central bank launched ZiG on Friday last week but the new currency has already lost value significantly on the black market as illegal money changers are reported to be selling the greenback for ZiG18, instead of the official rate of US$1:ZiG13.4.
This week, comedienne <a href="https://pindula.co.zw/Mai_Titi">Mai TT</a> and her daughter Fifi (17) have been trending because of nude pictures of the latter which were posted online.
Shockingly, Mai TT defended her daughter and encouraged her to dump more nudes online.
This may not be surprising to some people because Mai TT’s nudes were also leaked last year.
Posting on X, Maguwu asked if it is a mere coincidence that Mai TT’s nudes were leaked during the airing of the Al Jazeera documentary, Gold Mafia last year, and her daughter’s were leaked online when the launch of the ZiG currency has stirred debate. Said Maguwu:

Fifi nudes. Do u remember that after the 1st 2 or 3 episodes of the Gold Mafia documentary, Mai Titi ‘leaked’ her own nudes to divert public attention? Is it a coincidence that as the public is reacting to ZiG, Fifi feeds the public with her own nudes again? And Mai Titi defends her.

“Gold Mafia” was a four-part documentary aired by Al Jazeera’s investigative unit which exposed an alleged shadowy global economy, where gold serves as a conduit for turning dirty cash into seemingly legitimate wealth.
The investigation focuses on Southern Africa, where gold smuggling gangs operate, enriching themselves while exploiting their nations.
According to the documentary, criminals, working with government officials, use a complex web of companies, counterfeit identities, and fake documents to launder hundreds of millions of dollars.
For instance, smuggled gold from Zimbabwe finds its way to Dubai and then gets exported to major gold hubs like Switzerland and London.
“Gold Mafia” alleged that high-ranking officials from Zimbabwe are involved in smuggling and money laundering.
Meanwhile, in a Facebook post, Mai TT said she was shocked to discover that her daughter, Fifi, had been blackmailed by her former boyfriend for a whole year over the nudes. She wrote:

"Fifi Nudes Leak Meant To Divert Attention From Unpopular ZiG"

A recent <a href="https://www.pindula.co.zw/2023/12/14/china-donates-us28-million-worth-of-military-hardware-to-zimbabwe/">donation of Chinese military hardware</a> to the government of Zimbabwe has caused a stir among analysts with some saying it was misplaced as it does not address real issues affecting the southern African nation. The donated equipment includes armoured fighting vehicles, personnel carriers, ambulances, motorised water purifiers, patrol boats, and various weapons.
Some analysts argue that the donation is part of China’s strategy to further its interests in Zimbabwe’s mineral resources. Farai Maguwu, a human rights defender and director of the Centre for Natural Resources Governance, suggests that the Chinese donation is driven by their desire for access to Zimbabwe’s mining sector. He told <a href="https://www.newsday.co.zw/local-news/article/200021097/chinese-military-donation-raises-eyebrows">NewsDay</a>:

There is no free lunch, nations are driven by interests not love. The most important thing is to find out what the motive behind the donation is. So, when you look at the destructive role of China in Zimbabwe’s mineral sector, it’s not meaningful.
The Chinese involved in the mineral sector have not been able to build even a school or clinic in communities they have been working in.
We have not been at war with any country since independence. The real enemy we want to fight today is poverty, climate-induced disasters, droughts, fight against decline in health and education standards, that is what we need.

Others, like political analyst Tendai Reuben Mbofana, view the donation as dishonest and misplaced. Mbofana argues that Zimbabwe faces pressing issues such as extreme poverty, inadequate healthcare facilities, and a lack of basic necessities like schools. He said:

The deal was an anti-people one. We are looking at a country that is globally known for its poverty, nearly half of the population is living in extreme poverty, we do not have hospitals equipped to serve the people and basic essentials.
We do have cancer machines. We do not have ambulances and we have children who are learning under trees because they do not have schools.
What do we need guns for when our children are languishing in extreme poverty? Who are we fighting? This equipment can be used to kill civilians.
</blockquote>
Professor Stephen Chan, a World Politics expert at the University of London, suggests that the equipment provided by China is primarily for border wars. He said:
<blockquote>
For the most part, the Chinese donation is light tactical skirmishing equipment for border wars — not all of it useful, such as the patrol boats.
Zimbabwe’s only real water border is Lake Kariba, and its neighbour on the other side, Zambia, poses no military threat. This is a goodwill gesture from China, probably excess equipment it no longer needs itself.
Having said that, the motorised water purifiers might have a beneficial non-military use in helping to alleviate the cholera epidemic caused by impure water. For the most part this donation has no global geo-political context.

Former foreign minister Walter Mzembi criticised the donation, likening it to a friend providing weapons during a conflict. He warned that if harm befalls one’s family or children due to these weapons, the friend who provided them should be held accountable.

Analysts Say Chinese Military Hardware Donated To Zimbabwe Does Not Address Real Issues

<a href="https://pindula.co.zw/Farai_Maguwu">Farai Maguwu</a>, the founding Director of the Centre for Natural Resource Governance (CNRG), says Zimbabwe needs visionary national leadership for the nation to benefit from its abundant natural resources.
Maguwu made the remarks following an announcement on Thursday morning by Mines and Mining Development Minister Zhemu Soda that Geo Associates and its partners Invictus Energy and One Gas Resources have successfully declared a gas discovery in Zimbabwe.
Invictus Energy also announced on the Australia Stock Exchange that four samples from the Upper Angwa section of its Mukuyu-2 exploration well confirm the presence of gas at the site.
Posting on X, Maguwu said Zimbabwe has exploited diamonds, chrome, gold, platinum and lithium for years but has nothing to show for it. <a href="https://x.com/FMaguwu/status/1732676795076399109?s=20">He wrote</a>:

Before we hype about gas, let us ask questions: What did we do wrong with diamonds, chrome, gold, platinum and now lithium? Why did these fail to transform our economy?

Dubai, a favourite holiday destination for our leaders, discovered Oil in 1966. In 1969 it began exporting oil.
Instantly, its ruler Sheikh Rashid bin Saeed Al Maktoum, decreed that Oil profits would be used to transform the lives of his people. Today, the Emiratis are a prosperous people.
In 2023, they say Oil production now constitutes a tiny % of their economy. They have diversified to wholesale &amp; retail trade, transport and logistics, banking and capital markets, manufacturing, real estate, tourism, construction etc. It all starts with leadership.
If a desert-like Dubai, with only oil, can transform itself so rapidly, think of a country like Zimbabwe with the best climate in Africa, the best arable land in SADC, many minerals found in large quantities, vast tourism potential where all big 5 are found in their natural habitat.
The possibilities in our country are limitless. But it starts with a vision and political will.

Scott Macmillian, Invictus’ Managing Director, on Thursday, said that “the discovery represents one of the most significant developments in the onshore Southern Africa oil and gas industry for decades”.
 Soda said that the “discovery will have a positive impact on the economic and social development of Zimbabwe”.

Without Visionary National Leadership, Gas Discovery Meaningless - Maguwu

The 30-year-old female security guard who died following an attack by an elephant while at work in Hwange on Friday was not equipped to safely discharge her duties, it has emerged.
The now-deceased Lydia Dube was deployed alone at night without a firearm or a radio communication system.
This was said by Farai Maguwu, the founding Director of the Centre for Natural Resource Governance (CNRG). <a href="https://x.com/FMaguwu/status/1728842793240736138?s=20">He posted on X Sunday</a>:

Lydia Dube (30), was tragically killed by an elephant whilst guarding a broken down crane at Chaba mine in Hwange yesterday.
She was deployed alone at night without a firearm. She also did not have a radio communication system. Perhaps they wanted her to defend the machine with her body.
She is survived by her daughter. Human-wildlife conflict is now rife in Hwange due to various factors which may include climate change and mining near national parks.

According to a report by <a href="https://www.sundaynews.co.zw/female-security-guard-dies-after-elephant-attack/">The Sunday News</a>, Lydia Dube was pronounced dead on arrival at Mpilo Central Hospital in Bulawayo on Saturday after being transferred from Hwange Colliery Hospital.
The killer elephant has since been put down by Zimbabwe National Parks and Wildlife Management (Zimparks) rangers.
A source was quoted as saying Dube who was employed as a security guard was on duty where she was guarding a broken-down crane at Chaba Mine. Said the source:

She saw an elephant a distance away and disembarked from the machine she was guarding to go to the guard room.
Unbeknown to her, there was an elephant lurking behind her that attacked her before she got to the guard room leaving her for dead.
She was discovered still alive but seriously injured.

Dube was reportedly rushed to Hwange Colliery Hospital where her condition deteriorated before being transferred to Mpilo where she succumbed to the injuries on arrival.

Female Security Guard Killed By Elephant In Hwange Was Alone At Night, And Had No Firearm Or Radio - Maguwu

Centre for Natural Resource Governance (CNRG) director Farai Maguwu has warned that countries that are endowed with natural resources are more likely to experience socio-economic and political challenges compared to those with few natural resources.
Maguwu said countries that have a lot of natural resources are more susceptible to poverty, inequality, corruption, dictatorships, and even military coups when compared to those without natural resources.
He said the abundance of natural resources can result in prosperity if there is discipline and visionary leadership.
Maguwu also said resource looting is similar to other societal vices such as terrorism and drug smuggling. He was quoted by <a href="https://cite.org.zw/cnrg-calls-for-community-involvement-to-stop-natural-resource-looting/">CITE</a> as saying:

People must show complete disgust and rejection of the practice, there must be consequences for those who commit such crimes.
We must relate resource looting to our decaying hospitals without drugs, ambulances, and beds, we must connect resource looting to our shameful roads, and lack of water, and electricity.
Once this connection is made clear, we must demand that those in high offices account for our resources.

Maguwu highlighted the importance of enlightening communities about their constitutional rights so that they are not taken advantage of by mining companies.
He demanded that Parliament should have the power and mandate to scrutinize every transaction to ensure that the national interest is not compromised.

Maguwu Demands Community Involvement To Stop Natural Resource Looting

<a href="https://www.pindula.co.zw/Farai_Maguwu">Farai Maguwu</a>, the founding Director of the Centre for <a class="MarkdownLink_linkifiedLink__KxC9G">Natural Resource Governance</a>, stated that the looting of lithium at <a class="MarkdownLink_linkifiedLink__KxC9G">Bikita Minerals</a> has reached a new level, with 754 tonnes of concentrate being processed daily.
In a Twitter post seen by Pindula News, Maguwu whose organization is working on improved governance of natural resources in Zimbabwe said 42 trucks loaded with lithium concentrate departing daily with the loot. He said:

Bikita Lithium Looting Update 02/05/23 Fellow Zimbabweans, the looting of our minerals at Bikita Minerals has reached another level. They are processing 754 tonnes of concentrate per day. 42 trucks loaded with lithium concentrate departing daily with the loot.

Last year, <a href="https://www.pindula.co.zw/Godfrey_Tsenengamu">Godfrey Tsenengamu </a>, former ZANU PF Youth League Political Commissar, claimed that lithium was being siphoned from <a class="MarkdownLink_linkifiedLink__KxC9G">Bikita Minerals</a> to China. <a class="MarkdownLink_linkifiedLink__KxC9G">Chinese company</a> SinoMine bought Bikita Minerals and is investing over $200 million in expanding operations and building a new processing plant. Tsenengamu, now leading the Front for Economic Emancipation in Zimbabwe, called on President Mnangagwa to address reports of looting and plunder at Bikita Minerals. He said in a Facebook post seen by Pindula News:

Loads and loads of lithium at Bikita Minerals ready for shipping to China. The Chinese are extracting lithium 24 hours a day. Ndiko kuvaka nyika kwamunotaura here uku President Emmerson Dambudzo Mnangagwa kana ndiko kutengesa nyika?? Tichasara nei senyika?? [Is this what you mean by “building the nation,” President Emmerson Dambudzo Mnangagwa, or is it selling the nation? What will be left of the country?] My heart is bleeding.

Last year, Justice Chinhema, the General Secretary for the Zimbabwe Diamond and Allied Minerals Workers Union, confirmed the claims of resource plunder. He said workers at Sino Mine claim to produce around 15 000 tonnes of lithium per month which means recent claims by Maguwu signify a huge development. Chinhema told Pindula News last year:

We are worried, the benefit for the country is yet to be known. Job Creation when the working conditions are worse than those that prevailed before take over might mean nothing. We need to educate our communities where mining is taking place that they need to push the government to fully implement the local share ownership so that local communities benefit.

Chinhema stated that a policy should require investors to develop the areas where they mine by building schools, hospitals, roads, bridges, and other social amenities. He added that the law should mandate investors to ensure that communities receive shares from the companies, or it becomes looting.
<h2>Background:</h2>
In June 2022, President Mnangagwa <a href="https://zero.pindula.co.zw/president-mnangagwa-commissions-us300m-lithium-project-by-sinomine/">commissioned the US$300m spodumene lithium project</a> which has one of the world’s largest lithium deposits. Bikita Minerals, <a class="MarkdownLink_linkifiedLink__KxC9G">Zimbabwe</a>‘s oldest miner of lithium-bearing minerals, has been operating in <a class="MarkdownLink_linkifiedLink__KxC9G">Masvingo Province</a> for over 70 years but has only been producing petalite, mainly for the glass and ceramics industry.
<h2>Why is this important:</h2>
The demand for lithium has increased due to the production of electric vehicles. Zimbabwe, which has a large deposit of the mineral, could potentially benefit from this, but there are concerns that the country may not be fully utilizing its resources. Zimbabwe has a history of using its <a class="MarkdownLink_linkifiedLink__KxC9G">mineral resources</a> as <a href="https://zero.pindula.co.zw/biti-asks-finance-minister-how-is-zimbabwe-paying-us52-billion-to-china-for-us200-million-loan/">collateral for loans</a>, which critics argue is not sustainable. Therefore, there are calls for African countries to <a href="https://zero.pindula.co.zw/tony-blair-urges-african-countries-to-stop-exporting-raw-commodities/">process their natural resources</a> and export semi-finished or finished commodities to maximize their benefits.
In 2022, <a href="https://news.pindula.co.zw/2022/12/20/zimbabwe-bans-export-of-raw-lithium/">Zimbabwe banned the export of raw lithium</a> to promote <a class="MarkdownLink_linkifiedLink__KxC9G">value addition</a> and beneficiation of the mineral. The Minister of Mines and Mining Development, <a class="MarkdownLink_linkifiedLink__KxC9G">Winston Chitando</a>, issued the Base Minerals Export Control (Unbeneficiated Lithium Bearing Ores) Order, 2022, which prohibits the export of raw lithium. <a href="https://news.pindula.co.zw/2023/01/13/zimbabwe-defence-industries-granted-a-special-permit-to-export-raw-lithium/">special</a>
The Zimbabwean government exempted certain miners from the ban on raw lithium exports. The <a class="MarkdownLink_linkifiedLink__KxC9G">Zimbabwe Defence Industries</a> was granted a <a href="https://news.pindula.co.zw/2023/01/13/zimbabwe-defence-industries-granted-a-special-permit-to-export-raw-lithium/">special permit to continue exporting raw lithium</a>.
These reports of looting come as Zimbabwe is still dealing with the fallout from the release of the <a class="MarkdownLink_linkifiedLink__KxC9G">Al Jazeera</a> documentary “Gold Mafia.” The documentary alleges <a class="MarkdownLink_linkifiedLink__KxC9G">gold smuggling</a> and <a class="MarkdownLink_linkifiedLink__KxC9G">money laundering</a> within and around Zimbabwe, implicating some senior government officials. Zimbabwe is allegedly losing billions of dollars through gold smuggling each year.

Looting Of Lithium At Bikita Minerals Has Reached Another Level - Maguwu

Environmental groups have expressed fears that drilling for oil and gas in <a href="https://www.pindula.co.zw/Muzarabani">Muzarabani</a> in northern Zimbabwe will have a negative impact on the surrounding communities.
This comes as Invictus Energy, an Australian firm, in partnership with the Zimbabwean government, is exploring oil and gas in Muzarabani.
<a href="https://www.pindula.co.zw/Farai_Maguwu">Farai Maguwu</a>, the director of the Centre for Natural Resource Governance (CNRG) told TimesLIVE that the project will cause biodiversity loss and environmental degradation in the area. He said:
<blockquote>
This is a very big project and the lifespan of the project is long. Muzarabani area has a vulnerable community, vulnerable to climate change, droughts and floods. The community is also very poor, we are going to see a massive impact on the ability of the community to feed itself, mainly because of the oil pollution that is going occur in the area.
Also looking at biodiversity loss and environmental degradation, which has already started in that area — the clearing of the forests, villagers are now walking longer distances to get firewood. The project is going to construct huge infrastructure for oil and gas drilling, hundreds of families will be displaced to make way for the project.

Invictus claims the Muzarabani exploration is the “largest undrilled conventional oil and gas prospect onshore in Africa”, which could contain an estimated 283.2 billion cubic metres of gas and almost 250 million barrels of oil. 
The drilling for oil and gas in the Mazarabani area was initially set for June but was postponed due to customs clearance delays for drilling equipment in Tanzania and Mozambique.
In a statement, Invictus Energy said the site was completed and handed over to civil contractors and drilling was <a href="https://news.pindula.co.zw/2022/07/05/zimbabwe-oil-drilling-expected-to-commence-in-august-2022-invictus/">expected to start in August.</a>
Last year, President Emmerson Mnangagwa said the government was excited about potential oil and gas discovery in Zimbabwe, as the “untapped oil and gas deposits present huge, unique and competitive investment opportunities” for the country.

Environmental Groups Express Fears Ahead Of Oil Drilling In Muzarabani In Northern Zimbabwe

Centre for Natural Resource Governance (CNRG) executive director Farai Maguwu (FM) has called for a relocation policy to protect rights and interests of people evicted from resource-rich areas. 
He made the remarks during an interview with NewsDay (ND) senior reporter Cliff Chiduku. The interview discussed tax incentives, the partial privatisation of Fidelity Printers and Refiners and a wide range of issues. Below are excerpts of the interview:
<blockquote>ND: Mining is regulated by a number of laws. It is mandatory that before any mining activity commences, there should be an environmental impact assessment certificate. However, of late, we have seen many people  who were arbitrarily removed from ecologically sensitive areas to pave way for mining operations. We have seen this in Marange, Mutoko and Manhize in Chivhu to mention but a few. How should this be handled?</blockquote>

<blockquote>FM: Zimbabwe needs a relocation policy that clearly lays down how mining-induced displacements should be handled. This must include steps to be taken if people are to be moved. There must be fair valuation of properties such as buildings, boreholes, land and orchards, among others for compensation purposes. People living on communal land have rights. Their land cannot be prospected on without their consent. There are certain measures prescribed by law that are not being respected, for example, distance from which to start prospecting from a river and homesteads, among others.</blockquote>

Eviction Of People In Resource-rich Areas: Farai Maguwu Calls For Relocation Policy

The former governor of the Reserve Bank of Zimbabwe and chairperson of the Special Economic Zones (SEZ) board, Gideon Gono has denied the allegation that he smuggled a “swollen” bag for a Chinese woman at the Harare International Airport customs. The accusation was made by activist Farai Maguwu who said:
<blockquote>…one of the Chinese was holding a swollen handbag. As they approached immigration, Gono took the handbag from that Chinese woman and he passed through the diplomatic counter whilst the Chinese passed through visitors’ counter. When the Chinese had passed the counter, Gono handed her back the handbag.</blockquote>
Gono refuted the allegations saying:
<blockquote>First of all, you say I was coming from South Africa on Sunday; I have never been out of the country for the last two months, so it’s false.
Number two, that I smuggled some Chinese ladies, she is not Chinese she is Singaporean. Furthermore, what you are referring to is this bag here.</blockquote>
The bag is reported to have contained a lot of business documents.
