Former ZANU PF national political commissar Retired Brigadier General Engelbert Rugeje was defeated by little-known Cecilia Chabaya in the 9 October 2022 Central Committee elections in Bikita.
<a href="https://tellzim.com/wheelchair-bound-woman-defeats-army-general-in-zanu-pf-cc-elections/">TellZim News</a> reported sources as saying Rugeje had to be rescued by Bikita South MP Josiah Sithole who withdrew from the race to pave way for him to find a spot on the committee. Said a source:
<blockquote>
Rugeje lost to Gogo Chabaya, a Chadzamira loyalist and to neutralize Chadzamira’s hold in Bikita, they had to talk to Sithole to step down and pave way for Rugeje.
</blockquote>
However, ZANU PF Masvingo Provincial spokesperson Ophias Murambiwa denied the claims, insisting that party rules dictated that Rugeje was not supposed to be contested. Said Murambiwa:

That’s a lie, Sithole could not pave way for Gen Rugeje because they are not from the same constituency.
What I know is Hon Madhuku (Johnson) is the one who submitted his CV and later withdrew.
</blockquote>
ZANU PF Masvingo Province is reportedly divided into two groups, with one faction reportedly led by chairman Robson Mavhenyengwa while the other faction is allegedly led by his predecessor Ezra Chadzamira.
The two factions are said to be offshoots of the alleged ruling party factions between President Emmerson Mnangagwa and his deputy Constantino Chiwenga.
Chadzamira, who is the Minister of State, is allegedly fronting the Mnangagwa faction while Mavhenyengwa leads the Chiwenga faction.
The Mavhenyengwa faction enjoys control of Gutu, Zaka, Chivi and Mwenezi districts and has a faction in Bikita while the Chadzamira faction has total hold of Masvingo and Chiredzi districts, reported TellZim News.
Other ZANU PF bigwigs who lost in the recent Central Committee elections include ZANU PF Chief Whip and Gutu South MP Pupurai Togrepi who was defeated by former Chief Whip and Secretary for Security Lovemore Matuke.
Former Chivi North MP Paul Mangwana who is the party’s national secretary for Legal Affairs lost to Ephraim Gwanongodza in Chivi District.

Retired Army General, Engelbert Rugeje, Loses In ZANU PF CC Elections

A suspect in last weekend’s shooting at the Mt Pleasant home of former ZANU PF Political Commisar Engelbert Rugeje has died in prison cells allegedly from gun wounds.
The deceased, whom the police identified as Kudakwashe Mupedzazvose, whose Zanu PF Youth League membership card was found at the crime scene was arrested on Wednesday with a gunshot wound to the chest, but police inexplicably locked him up in holdings cells.
Mupedzazvose is the second member of the alleged intruding team to have died after the other person died at Rugeje’s home during the shootout.
ZimLive was told, however, that there was no shootout as the alleged intruders were not even armed. A police source told the publication:
<blockquote>In fact our investigations show that these men were copper thieves who were in the process of stealing ZESA cables because there was a power outage at the time. They were busy ripping power lines at the time.</blockquote>
This is contrary to an earlier <a href="https://news.pindula.co.zw/2020/10/12/one-dead-in-shootout-at-rugejes-home/" rel="noopener noreferrer" target="_blank">statement by the national police spokesperson Assistant Commissioner Paul Nyathi</a> who insinuated “there was an exchange of gunfire that left one person dead at Lt-General Engelbert Rugeje’s (Rtd) residence in Mt Pleasant, Harare, involving security personnel and seven suspected criminals in the morning.”

Suspect In Rugeje Shooting Dies In Police Custody

One man was shot dead when he and his six accomplices allegedly broke into the Mount Pleasant home of former Zanu PF national Commissar, Lieutenant-General Engelbert Rugeje (Rtd) in the early hours of Sunday.
The Herald reports that the intruders were beaten back by security personnel on duty in an attempted armed robbery case.
The incident was confirmed by police national spokesperson Assistant Commissioner Paul Nyathi who said the “criminals” took advantage of the darkness since there was no electricity in the area for some hours. He said:
<blockquote>These were purely criminals. There was an exchange of gunfire that left one person dead at Lt-General Engelbert Rugeje’s (Rtd) residence in Mt Pleasant, Harare, involving security personnel and seven suspected criminals in the morning.</blockquote>
Nyathi also said more information will be released as soon as police are done with the investigations which are already underway.
Reports of gun violence and armed robberies have been increasing in the country lately.

One Dead In Shootout At Rugeje's Home

Newly-appointed ZANU PF national political commissar Victor Matemadanda has vowed to return the party to the people.
Matemadanda replaced retired army officer, Engelbert Rugeje who remains a politburo member without portfolio.
The Deputy Minister for Defence and War Veterans Affairs and Gokwe Central MP said:
<blockquote>Any person can become a king in a political party. ZANU PF is a mass party and if people are not educated they will think that authority is vested in people they find in the structures.
Yet this is misleading; a party becomes a people’s party when people have complete ownership.
Our immediate task is to take the party from individual ownership to the people using the philosophy of democratic centralism where everyone is equally important.
Decisions in the party should be done from the bottom-up, going through the structures and also from the top to the bottom using the same channel. That enables us to involve everyone in the decision-making process.</blockquote>
Matemadanda added that ZANU PF should push the people’s project to make it popular. He said that decisions should include people on the bottom rung of the ladder.

Matemadanda Vows To Return ZANU PF To The People

A retired army officer, Engelbert Rugeje is expected to be appointed the Vice Chancellor of the Zimbabwe National Defence University (ZNDU), a Zim Morning Post report claims.
Rugeje was recently removed from his role as the ZANU PF secretary for the commissariat and replaced by Victor Matemadanda.
According to the publication, interviews will be conducted by a joint committee of the University Council and the Senate to choose the right candidate.
A Zim Morning Post source who spoke on condition of anonymity said:
<blockquote>Rugeje is the clear winner in all the candidates vying for that post, the man has won many battles on the war front and he is well educated and currently commands a powerful position in his party.
He also has experience in the corporate world as he sits on some company boards.</blockquote>
Rugeje is a member of the ruling ZANU PF party’s powerful organ, the Politburo. He reportedly graduated with a Masters of Business Administration from Havard University.

Former ZANU PF Commissar, Rugeje To Be Appointed Vice Chancellor - Report

The ruling ZANU PF party has issued a directive that certain senior positions in the party from the cell level up to the provincial level be reserved for war veterans.
The directive is considered to be a brainchild of the party’s military element that considers itself the “stockholders” of the party.
A memo dated April 10 and issued by party political commissar, Engelbert Rugeje, who retired from the army after the military coup that ousted former President Robert Mugabe in 2017 reads:
<blockquote>You will recall that the December 2017 Zanu PF extraordinary congress endorsed a resolution on the elevation of war veterans of the liberation struggle both in the party and government.
Pursuant to this resolution, you are by way of this circular directed to ensure that war veterans are incorporated into the main wing party structures from cell to provincial level in view of the restructuring exercise.
The posts of political commissar or deputy political commissar from cell level to provincial level should preferably be filled by war veterans.
The posts of secretary for security and deputy secretary for security from cell level to provincial level should be preferably filled by war veterans.</blockquote>
War veterans have at times been at loggerheads with the party’s “Young Turks” who feel uneasy due to perceived marginalisation by the older generation that fought in the 1970s bush war against a minority white settler regime.

War Veterans' Demands Could Further Divide ZANU PF - Report

Zanu PF plans to restructure its provincial structures in the other provinces following the changes in Harare and Bulawayo.
Said Zanu PF National Political Commissar, RetiredLieutenant-General Engelbert Rugeje:
<blockquote>What happens in our party is that our constitution stipulates that every year, we restructure our cells (village structures) and there will be elections. After two years, there is branch restructuring and then after three years, we restructure our districts. In the fourth year, we will then restructure provinces and then the fifth year we have the Central Committee and then we go for a congress.
However, because we got into the new dispensation there are some things that we failed to do because there were other pressing issues and programmes such as the harmonised elections, our primary elections and the national people’s conference.
‘‘We then failed to conduct our provincial elections due to the tight schedule</blockquote>
The restructuring of Harare and Bulawayo provincial structure raised speculation that Emmerson Mnangagwa was restructuring the party leadership in order to consolidate his power. Some suggestions of factional differences with Vice President Constantino Chiwenga were also made.

Zanu PF To Restructure Other Provinces Following Harare and Bulawayo

The ZANU PF Youth League’s planned march in support of President Emmerson Mnangagwa which was set to be held on March 2 now hangs in the balance.
The party’s secretary for the commissariat Engelbert Rugeje said that the event has been “upgraded to a national event” in a February 25 memo.
Youth League secretary Pupurai Togarepi has revealed that the event will not be held this coming weekend. He said:
<blockquote>There are too many events that are happening, so we felt that this may overburden us.
Of course, people are mobilising, they are ready to come but I think because of other commitments we would not be able to do it. We will notify our members on the new date.</blockquote>
The memo sent out by Rugeje showed that the party had allocated fuel amounting to 150,000 litres for all provinces to bus people for the event.

ED Solidarity March Hangs In The Balance

ZANU PF Mashonaland Provincial chair and Mazowe West Legislator, Kazembe Kazembe has been accused of tampering with the lower structures of the party.
Three ZANU PF members, Susan Magaragada, Kudakwashe Kagunha and Henry Chigwada claim to have been victimised by Kazembe and subsequently wrote a letter to the party’s national commissar Engelbert Rugeje. The trio wrote:
<blockquote>We, the undersigned, petition your office to intervene in Mashonaland Central province, Makumbira district, ward 25 Mazowe West constituency.
Sometime in 2018 during the run-up to the general elections, but after primary elections, the provincial chairperson Kazembe unilaterally and arbitrarily relieved us of our duties and membership of the party without following due process.
Hon Kazembe did not cause a disciplinary hearing to be conducted, nor did he serve us with suspension letters from the party.
As we write this petition, we (are) not able to exercise our party functions and request your good office to intervene and stop what is happening.</blockquote>

Kazembe Kazembe Accused Of 'Bullying' Party Members In Mazowe

Zanu-PF National Political Commissar, Lieutenant-General (retired) Engelbert Rugeje has said that President Emmerson Mnangagwa is trying to fix the mistakes made in the past. Speaking at a rally in Bikita, Rugeje said,
<blockquote>
The new administration and its leadership led by President Mnangagwa has been busy trying to correct the wrongs of the past to make sure the economy is back on track after it was ravaged by sanctions. The President has been busy urging investors to come here and help in the rebuilding of the economy. When I look into the future I see a very bright future for Zimbabwe and its people under the leadership of President Mnangagwa and Zanu-PF and don’t be fooled by some noisemakers who I do not want to mention by name, this country is headed for good times under Zanu-PF if we vote wisely in the coming elections.
…We do not have any room for political violence as Zanu-PF under the new dispensation. Let us be vigilant and never shed someone’s blood because we differ politically; it’s normal to differ in a society. Let us not lay a hand on those who disagree with us.</blockquote>

The Zanu-PF Matabeleland South Province has rejected the list of parliamentary candidates which came from the party’s national commissariat headed by retired Lieutenant General Engelbert Rugeje. The province resolved to come up with its own list saying that it was against the imposition of candidates following the disputed Zanu-PF primary elections. This follows a Zanu-PF Matabeleland South Provincial Co-Coordinating Committee (PCC) meeting on Monday.
PCC members told Zanu-PF provincial chairman Rabelani Choene,
<blockquote>Chairman, we will not accept anything that is not endorsed by this PCC, let us come up with our final list that we will send to Harare. We say no to imposition of candidates.</blockquote>
Said Choene,
<blockquote>The PCC is the authentic body so they have the right to come out with the finalist of their candidates. Those who are grumbling, there is nothing to grumble about, we are Zanu-PF, we are not voting for individuals but the party. So your little battles are over.</blockquote>

Zanu PF national political commissar, Engelbert Rugeje’s aides reportedly attacked party supporter Samere ”Majavha“ Makusha for calling out Rugeje. Makusha accused Rugeje of imposing Ringisai Gumbwanda as the candidate for Zaka East. Said Makusha,
<blockquote>I stood up and told PC Rugeje that Zanu PF risks losing Zaka East because the leadership was imposing a candidate, who is not popular at the grassroots. A candidate, who is popular was disqualified under unclear circumstances, while the other one’s name was omitted on the ballot paper. As I was speaking, I was surrounded by five men, two in front and one of them slapped me twice on the cheek.  They dragged me to a place behind an anthill while the other guy kept on hitting me with the butt of the gun. They tried, but in vain, to push me to the ground and some party supporters intervened and rescued me. My leg was injured during the attack.</blockquote>

Rugeje's Aides Attack Man For Accusing Him Of Imposing Candidates

Zanu-PF is set to conduct a two-day healing and reconciliation workshop aimed at uniting those that participated in the party’s primary elections. The workshop starts on Tuesday 29 May and President Emmerson Mnangagwa is expected to address attendees on Wednesday.
In a circular to all provincial chairpersons, Zanu-PF’s  Department for the Commissariat said the workshop which was organised through the Chitepo School of Ideology, will be held at the Zanu-PF Headquarters Main Hall.  Part of the circular reads:
<blockquote>The Commissariat Department, through the Chitepo School of Ideology, has organised a healing and reconciliation workshop to unite all candidates who participated in the party’s primary elections for the Senate and National Assembly. Provincial chairpersons are requested to invite all their respective winning candidates and losing candidates in the said primary elections to attend this very important meeting scheduled to be addressed by His Excellency, the President and First Secretary of Zanu-PF, Cde ED Mnangagwa, on Wednesday 30 May, 2018.</blockquote>

Zanu-PF national political commissar Lieutenant-General (retired) Engelbert Rugeje has cancelled a re-run of the primary election in Goromonzi which was won by incumbent MP and labour minister Petronella Kangonye. Kagonye’s rivals have claimed that she used undue influence to have the election scrapped. One losing candidate said,
<blockquote>We are unhappy with the decision made by Cde Rugeje in calling off the re-run of the primary election. We were fully prepared for the re-run, but it seems Kangonye has also used her influence to block a re-run of the elections from being held.</blockquote>
Kagonye’s rivals have alleged that the elections were rigged in her favour.

Zanu-PF Cancels Primary Election Re-run In Minister Kagonye's Constituency, Rivals Cry Foul

In a statement to ZBC News, Zanu-PF National Secretary for the Commissariat, Retired Lieutenant General Engelbert Rugeje said the party will conduct primary election reruns on Monday 14 May.
Rugeje said before the re-runs, teams will be deployed to carry out the cell verification exercise on the 12 and 13 May to establish authentic Zanu-PF members who will participate in the primary election re-runs. He said the Zanu-PF National Elections Commission has completed the analysis of all the petitions and is apparently seized with their final report and there will be no other re-runs thereafter.

Zanu-PF Primary Election Reruns On Monday

Hurungwe West Mp Keith Guzah has accused Zanu-PF national political commissar Engelbert Rugeje of asking for a bribe. Guzah yesterday wrote to the party’s national chairperson, Oppah Muchinguri-Kashiri asking her to order an investigation against the former army boss.
In a letter, dated May 5, 2018 seen by Daily News,  Guzah claims Rugeje demanded $10 000 to pay for his air ticket to Malaysia and to pay off a debt. Guzah said he did not give Rugeje the money he wanted because he assumed it was a general bar talk. Part of Guzah’s letter reads:
<blockquote>On January 23, 2018, I met …Rugeje at the New Club at around 7pm and in the course of our discussion he asked me for a favour in the form of $10 000 to assist him in covering his immediate debt and also pay for an air ticket to Malaysia …To prove his point, he sent me a copy of the invitation by email while he further emphasised the importance of being in the good books of the NPC as he was the one in charge of elections.</blockquote>

Zanu-PF Will Hold Re-runs For Primary Elections In Select Constituencies: General Rugeje

Zanu-PF has started processing complaints from party members who feel they were unfairly treated in the just-ended primary elections. 
Zanu-PF’s National Elections Directorate (NED) has given Midlands province the authority to re-run elections in three wards; Chirumanzu-Zibagwe constituency today after voting failed to take place on Sunday and Monday after some people in some wards failed to vote following a mix-up in cell registers and ballot papers. This is the constituency that was previously held by First Lady Auxilia Mnangagwa.
In Masvingo province, Zanu-PF’s elections commissioner, Professor Charity Manyeruke, recommend a re-run of elections in Zaka East where voting failed to take place in four wards after names of some candidates were omitted from the ballot paper. There were issues to do with cell registers in Masvingo Urban’s Ward 10, Chiredzi West’s Ward 4 and Masvingo South’s Ward 30.

Zanu-PF Members Who Want A Rerun Of Primary Elections

Zanu-PF Political Commissar retired Lieutenant-General Engelbert Rugeje has revealed that he has a team of at least 600 people who will ensure that there is no cheating in this year’s primary elections. Zanu-PF will be holding primary elections to select candidates for the 2018 harmonised elections on 29 April. Said Rugeje,
<blockquote>We currently have a verification exercise that is underway because we want to prevent cheating. There has been a lot of cheating in the past because sitting MPs, sitting senators, sitting councillors had a tendency of creating their own structures which they will then present during the voting process.
It’s not going to be the case around this time. I am going to establish the register myself as Commissar and I have got a team of 600 people who are out there who are going cell by cell, registering people and making sure that the cell registers are up to date and accurate.</blockquote>

There Will Be No Cheating This Time Around In Zanu-PF Primary Elections: General Rugeje

Zanu-PF Political Commissar retired Lieutenant-General Engelbert Rugeje has revealed that he has a team of at least 600 people who will ensure that there is no cheating in this year’s primary elections. Zanu-PF leader Emmerson Mnangagwa has appointed members of the party’s Election Commission to manage the party’s primary elections. The Election Commission will be led by the party’s national political commissar Retired Lieutenant-General Engelbert Rugeje.
Zanu-PF secretary for information and publicity Simon Khaya Moyo said the members are Professor Simbi Mubako (Masvingo), John Muzamba (Matabeleland North), Tinaye Chigudu (Manicaland), Professor Charity Manyeruke (Mashonaland East), Professor Ngwabi Bhebhe (Midlands), Cecelia Paradza (Mashonaland West) and Irene Mutumbwa (Mashonaland Central). Khaya Moyo said the representative of Matabeleland South province would be announced later with two of the proposed people unable to fill the position because they are standing as candidates in the primaries.

Mnangagwa Appoints Zanu-PF Election Commission Members

Zanu-PF National Political Commissar retired Lieutenant General Engelbert Rugeje has dismissed reports that the ruling party has deployed more than 5 000 in the rural areas ahead of the 2018 elections. Speaking to The Standard, Rugeje said,
<blockquote>Those are fabrications. We have been preaching peace starting with the president and the top leadership of the party.   Even in our gatherings are those outside Zanu PF and government, we have always been preaching about peace, peace and non-violence and for anyone to allege that we are fomenting violence in the rural areas it is mischievous.
Zanu PF is a political party that respects the liberty of the people and respects harmony and peace. Zanu PF has always propagated love for one another and we thrive on unity.  This allegation that soldiers have been deployed all over to assist is not true. We have structures as Zanu PF of our own members who are on the ground.
I don’t know where this is coming from, but I am no longer competent to talk on behalf of the Zimbabwe Defence Forces because I am a retired general. But I have never experienced or witnessed soldiers deployed on behalf on Zanu PF.
After all, why would we need soldiers when we have our own solid structures that have been mobilising and restructuring to ensure that we win the elections resoundingly? I don’t know where this is coming from, but maybe the military will be more qualified to talk about that.</blockquote>
However, the opposition and civic organisations have accused Zanu-PF of using members of the military to unleash violence on opposition supporters in elections, particularly the 2008 elections.

Zanu-PF Does Not Need To Deploy Soldiers In Rural Areas To Win Elections:  General Rugeje

Addressing party members during a commissariat rally in Nhwali, Gwanda South last week, Zanu-PF National Commissar Retired Lieutenant General Engelbert Rugeje said the party has phased out membership cards and will be issuing electronic ones which will stop the problem of treating a leader like a god.
He said the electronic cards initially had Mugabe’s face but it was removed and replaced with the party logo of Great Zimbabwe ruins and party flag. The picture that will be on the card is that of the owner. The new cards are linked to ZimSwitch through POSB and can be used as bank cards. Said Rugeje:
<blockquote>We now have new party cards. Those electronic cards issued last year have former President Mugabe’s picture. We have now removed sekuru’s (Mugabe’s) picture and replaced it with the party’s flag because the problem we were now having with Mugabe is that we were treating him like he is a god. What we prioritise is the party because there is no one who will occupy office forever. Zanu-PF will always be there but people come and go. That’s why we resolved to affix the party flag on the cards rather than people’s faces.</blockquote>

Zanu-PF Phases Out Membership Cards With Mugabe's Face, Starts Issuing Electronic Ones Linked To ZimSwitch

Zanu-PF national political commissar, Retired Lieutenant-General Engelbert Rugeje said that the party will start vetting and verification of curriculum vitaes (CVs) of aspiring candidates for the party’s May 5 primary elections.
Rugeje said the CVs should be forwarded to Zanu-PF’s national elections directorate (NED). Said Rugeje:
<blockquote>All the names will be sent here and we will do the vetting and verification from this side. There had been complaints from the provinces that the incumbents were shutting others out. So, in the spirit of fairness, we will do the vetting of candidates from here (party headquarters).</blockquote>

Zanu-PF national political commissar, Lieutenant General (Retired) Engelbert Rugeje has said that all aspiring legislators who lose the Zanu-PF Primary Elections automatically become campaign managers for the winners.Addressing supporters in Bulawayo, Rugeje also said that the party was now against any slogans which denigrate others. Said Rugeje
<blockquote>Losing candidates should be campaign managers for the winning candidate. That’s the new position. Those that will come out second best during primary elections should help the winners in their campaign. We don’t want to hear that losing candidates are campaigning against those that would have been elected to ensure the party wins resoundingly. We should be united and work together for the good of the party.
Let’s not waste time chanting denigrating slogans. We want unifying slogans, slogans that encourage development. This whole pasi na/phansi lo, when you have differences with another party member is not allowed. We should not say pasi nemhandu to another person even if they are from the opposition. Let’s show them, love. Everyone in Zimbabwe is a potential Zanu-PF supporter and our work as the Commissariat is to bring those people to the party.</blockquote>

Losers In Zanu-PF Primary Elections Become Campaign Managers: General Rugeje

Zanu-PF political commissar Retired Lieutenant General Engelbert Rugeje is reported to be instituting reforms in order to increase the popularity of the party. Some of the reforms include setting a maximum age limit of 45 years of age for prospective parliamentarians. Those above 45 years of age will only be allowed to contest the election if they are technocrats. Sources who spoke to the weekly newspaper the Zimbabwe Independent said:
Rugeje said Zanu PF’s focus is on encouraging those who are 45 years and below to contest in the primary elections so that they become legislators.
Only those above 45 years that would be acceptable candidates must be people who can offer specialist services. In other words, if you are above 45, you must be a technocrat.
Rugeje told party officials in Masvingo:
<blockquote>I have no interest in your constituencies. President Mnangagwa employed me to mobilise supporters for the party and I will do that. I am now employed full time by the party, so my everyday job is to make sure Zanu PF is gaining popularity.</blockquote>
