President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a> is reportedly planning a significant reorganisation of the administrative system and structure of government in the near future which will likely result in notable departures and appointments.
<a href="https://www.pindula.co.zw/Misheck_Sibanda/">Misheck Sibanda</a>, the chief secretary to the president and cabinet, who has served for two decades, will retire, as will <a href="https://www.pindula.co.zw/Prince_Machaya/">Prince Machaya</a>, the attorney general.
Furthermore, Mnangagwa intends to announce a new head for the<a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission/"> Zimbabwe Anti-Corruption Commission (ZACC)</a> and appoint a fresh Prosecutor General, according to information provided to ZimLive.
Sources say the reorganisation will also extend to the Central Intelligence Organisation, as Mnangagwa has expressed his desire for Deputy Director General <a href="https://www.pindula.co.zw/Asher_Walter_Tapfumaneyi/">Walter Tapfumaneyi</a> to join the diplomatic service. Tapfumaneyi allegedly oversaw the ZANU PF-affiliated <a href="https://www.pindula.co.zw/Forever_Associates_Zimbabwe/">Forever Associates of Zimbabwe</a> (FAZ), which was criticised by several election observer missions for engaging in intimidation tactics against opposition supporters during the recent general elections. An anonymous source spoke about Tapfumaneyi:

He became very emotional in the meeting with Mnangagwa. He feels he is being demoted, and not rewarded for FAZ’s election activities which he believes secured Mnangagwa victory.

Sibanda and Machiya are set to depart their positions as they have reached the retirement age of 65. The role of prosecutor general has been vacant since <a href="https://www.pindula.co.zw/Kumbirai_Hodzi/">Kumbirai Hodzi</a> resigned in March last year, and <a href="https://www.pindula.co.zw/Nelson_Mutsonziwa/">Nelson Mutsonziwa</a> has been serving as an acting replacement. According to amended regulations announced in 2020 by the Public Service Commission (PSC), public servants appointed before May 1, 1992, have a retirement age of 65, while those appointed on or after that date have a retirement age of 60.
There are potential changes on the horizon, with Justice <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo/">Loice Matanda-Moyo</a> potentially being removed as the top anti-corruption official. Matanda-Moyo could potentially return to the bench or assume the role of prosecutor general. Additionally, <a href="https://www.pindula.co.zw/Virginia_Mabiza/">Virginia Mabiza</a>, the justice secretary, is being considered for the position of top prosecutor, along with Florence Ziyambi, the former deputy attorney general.
Mabiza is also a candidate for the position of chief secretary to the president and cabinet, although <a href="https://www.pindula.co.zw/Martin_Rushwaya/">Martin Rushwaya</a>, Sibanda’s current deputy, is a strong contender. Mnangagwa is reportedly leaning towards lawyer Thembinkosi Magwaliba as his next attorney general.
Mnangagwa won the recent elections for his final term. He appointed relatives to his cabinet, including his son and nephew. Sources say there are plans to create a government role for his son, <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa_Junior/">Emmerson Mnangagwa Junior</a>, possibly as a director or adviser to justify his presence in meetings with foreign investors.

President Mnangagwa Reportedly Planning Significant Government Reorganisation

The ZANU PF women’s affairs provincial chairperson for Midlands Tsitsi Zhou says President Emmerson Mnangagwa’s family is the most persecuted in the country by western countries.
Zhou made the remarks following the recent sanctioning of Mnangagwa’s son Emmerson Mnangagwa Jnr.
On 12 December 2022, the United States of America Treasury Department sanctioned Emmerson Jnr for his alleged involvement with controversial businessman Kudakwashe Tagwirei and his company Sakunda Holdings.
Addressing a ZANU PF women’s league rally in Kwekwe recently, Zhou said Emmerson was being punished for working for the party. Zhou said:

The President’s family is the most persecuted in the country. They (western countries) are working hard to derail his programme.
They have sanctioned Emmerson Jnr because he decided to work for ZANU PF in Midlands.
They are now punishing him because he decided to work for the party, remember he was recently co-opted in the province.
As a party, we stand by the President and His family. And we are going to vote for him.
They are the ones who have united ZANU PF and shown that he can take us to Canaan.

Zimbabwe’s ruling party, ZANU PF, has said the inclusion of new names on the United States of America’s sanctions list is an attack on prospects of normalising relations between the two countries.
The USA added President Emmerson Mnangagwa’s son, Emmerson Mnangagwa Junior and other individuals <a href="https://zero.pindula.co.zw/usa-adds-president-mnangagwas-son-on-sanctions-list/">onto the sanctions list</a> allegedly to force the government of the southern African country to enhance good governance.
<a href="https://zero.pindula.co.zw/full-list-usa-removes-17-zimbabweans-from-sanctions-list/">Others added to the list</a> are business tycoon Kuda Tagwirei’s wife, Sandra Mpunga, Nqobile Magwizi, and Obey Chimuka, as well as associated firms Fossil Agro and Fossil Contracting.
ZANU PF spokesperson Christopher Mutsvangwa described the sanctioning of the group as an insult to the former allies’ spirit to mend bridges. He told ZimLive:

ZANU PF Says USA Worsened Relations By Including New Names On Sanctions List

Emmerson Mnangagwa Jnr, the son of President Emmerson Mnangagwa was on Monday allowed into the Nationals Sports Stadium where the Zimbabwe Warriors drew 2-2 with the Desert Foxes of Algeria.
Ironically, the stadium was closed to Warriors fans and even members of the media as a measure to curb the spread of the coronavirus pandemic.
Speaking to ZimLive, a sports journalist who watched the match on TV expressed his anger over the authorities’ decision to allow the president’s son into the stadium. The anonymous journalist said:
<blockquote>He’s not a football stakeholder but there he was, watching the game inside the stadium. It’s one rule for the Mnangagwas and another for all other Zimbabweans.</blockquote>
ZIFA spokesman Xolisani Gwesela defended the presence of Mnangagwa’s son saying they were allowed adding that they also had Algerian guests. Gwesela said:
<blockquote>We are allowed, as an association, to have up to 200 guests at CAF matches. We invited various football stakeholders including our board members and councillors, but even then our guest list did not go over 70, including the President’s son.</blockquote>
Emmerson Jnr, who was allowed together with a bunch of friends, is a business associate of the millionaire tycoon Kudakwashe Tagwirei.
They cheered the Warriors from the terraces.
Warriors goals came from skipper Knowledge Musona and late minute substitute Prince Dube.

ED's Son Allowed Into NSS For Warriors, Algeria Match

In an interview with The Times, Emmerson Mnangagwa Jr narrates how his father President Emmerson Mnangagwa managed to escape after being fired by his predecessor Robert Mugabe.
He narrates how they maneuvered through an area with landmines in the dark. Mnangagwa Jr also narrates how after making it through the area that had landmines, his cellphone attracted a Renamo rebel who pointed an AK 47 at his father’s head. He says President Mnangagwa bribed the rebel with $2 000 cash.
He says that his father met with Vice President Constantino Chiwenga when he was still General. Part of the story in The Times reads:
<blockquote>Mnangagwa was frequently visited, however, by General Constantino Chiwenga, the head of the Zimbabwean military, who “would come and offer his shoulder to Dad”. The two men had known each other since the 1970s liberation war against the Rhodesian government. St Emmo, real name Emmerson Mnangagwa Junior, has said that his latest album will only be available online, as he tries to counter piracy. St Emmo, a renowned club DJ, said that he appreciates the value of his latest work and second album, Abstractica. Speaking to The Standard Style, St Emmo said,
<blockquote>It’s art and I want to be paid for my art. I didn’t want to print CDs and put it on the road because I took time for it and I want to be paid for it, that’s why I took that route.
I know the amount of work I have put into it and if I do not value my art, it will show when people also do not value my work.</blockquote>
He also said, that he was planning, on holding a concert.
<blockquote>I am working towards a concert for this album hopefully end of this year and it is going to be something that someone has not done before. I can tell you that it is going to be big, very big.
… I want to push it as St Emmo music and if people like it, they like it and if they don’t then they don’t, but it has nothing to do with my father.</blockquote>
