Cabinet has received and approved the Electoral Amendment Bill 2022 which, among other things, scrapped the proof of residence requirement for voter registration.
The Bill was presented by Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi. 
The development was announced during a post-Cabinet briefing on Tuesday by Information, Publicity, and Broadcasting Services Minister Monica Mutsvangwa.
<h2>Changes brought by the Bill:</h2>
<blockquote>
1). Prospective voters are now required to produce a valid passport or national identity card as proof of identity before they register to vote. Previously, prospective voters were required to produce proof of residence to register to vote and some tenants would face challenges in acquiring the proof of residence as some landlords were not so keen to indulge them.
2). The Bill seeks to amend the Electoral Act [Chapter 2:13] to provide for the timeframe within which national assembly and local authority candidates can withdraw from contesting in an election.
3). The Bill will also provide for the incorporation of the 30 percent women quota as well as the youth quota and the amendment of the definition of proof of identity.

While some Zimbabweans have welcomed the new Bill saying it will make it easier for those without proof of residence papers to register to vote, <a href="https://zero.pindula.co.zw/electoral-stakeholders-raise-concern-over-secrecy-surrounding-the-electoral-amendment-bill-2022/">some electoral stakeholders bemoan “secrecy” surrounding the Bill.</a>
They say Minister Ziyambi did not consult as required by the laws of the land.

Proof Of Residence No Longer Required For Voter Registration - Electoral Amendment Bill 2022

Electoral stakeholders have raised concern over the secrecy surrounding the <a href="https://news.pindula.co.zw/2022/10/05/cabinet-approves-the-electoral-amendment-bill-2022-paving-way-for-creation-of-reserved-seats-for-youths/">Electoral Amendment Bill 2022</a> announced by the government on Tuesday, <a href="https://www.newsday.co.zw/local-news/article/200001538/govt-outfoxes-opposition-on-reforms">NewsDay</a> reported.
The government announced on Tuesday that Cabinet had approved the principles of the Electoral Amendment Bill 2022 but stakeholders say they were not consulted.
Information minister <a href="https://www.pindula.co.zw/Monica_Mutsvangwa">Monica Mutsvangwa</a> said the amendments included:
<blockquote>
i). the timeframe within which Parliament and local authority candidates could withdraw from contesting in an election 
ii). incorporation of the 30% women’s and the <a href="https://news.pindula.co.zw/2022/10/05/cabinet-approves-the-electoral-amendment-bill-2022-paving-way-for-creation-of-reserved-seats-for-youths/">youth quotas</a> and 
iii). amendments of the definition of proof of identity, among others.

<a href="https://www.pindula.co.zw/The_Election_Resource_Centre">Election Resource Centre</a> programmes manager Takunda Tsunga said it was also disturbing that the proposed Bill had not been made public. Tsunga said:
<blockquote>
It’s unfortunate that the Minister of Justice has not made the proposed Amendment Bill public before tabling it before Cabinet. In terms of inclusivity of electoral stakeholders, the document must have been made public for comments.
While we wait for the full document, we hope the proposed amendments address electoral stakeholders concerns that have been negatively impacting free, fair and credible elections.

<a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> deputy secretary for elections Ellen Shiriyedenga said the Bill was not a product of stakeholder consultation, hence it could not be endorsed.
People’s Unity Party leader Herbert Chamuka said the Electoral Bill 2022 should pave way for the demilitarisation of the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a>.
The Bill comes amid increased calls for the government to implement electoral reforms to avoid “another disputed election.”
Zimbabwe is scheduled to have harmonised elections in 2023.
