Transport and Infrastructural Development Minister, Felix Mhona, has issued a stern warning to illegal driving schools.
Speaking at the 2024 Festive Season Road Traffic Awareness Campaign, Mhona also warning the public against bribing Vehicle Inspectorate Department (VID) officials to pass road tests, as such corruption contributes to road traffic accidents. Said Mhona (via <a href="https://www.zbcnews.co.zw/government-warns-corrupt-driving-schools/">ZBC News</a>):
<blockquote>
We have witnessed a surge in driving schools. Consequently, we’ll enforce stricter registration requirements to ensure road safety and order. Our goal is to produce responsible, skilled drivers we can be proud of.
We must not offer bribes to VID officials. I recall a conversation with a relative who claimed to have paid a bribe through a driving school.
I contacted the instructor and examiner, who initially denied the allegation, but the instructor admitted to collecting bribes on their behalf. Let’s refrain from bribing officials.

An unknown number of driving schools operate without licenses, and some of these schools employ unqualified instructors.

Government Warns Illegal Driving Schools

More than half of the 65 000 people who took road tests between April and June this year failed to pass the examination, a new report by the Zimbabwe National Statistics Agency (ZimStat) shows.
Only 45.5 percent (about 29 000) of those who took the certificate of competency test passed.
Passing the road test at the Vehicle Inspectorate Department (VID) is mandatory for one to acquire a driver’s licence.
The high failure rate has been attributed to a lack of practice and nervousness among prospective drivers.
According to the report, about 44 000 out of the 71 981 prospective drivers who sat the provisional driver’s licence test passed, representing a 62.7 percent pass rate. Part of the report says:

At national level, 65 453 candidates undertook the Certificate of Competency test during the second quarter of 2023, of which less than half (45.5 percent) succeeded.
In all provinces, except Harare and Mashonaland East, the proportions of candidates who passed the certificate of competency tests during the second quarter of 2023 were less than 50 percent, ranging from 29.1 percent in Midlands to 41.3 percent in Manicaland.
About 84 percent of the individuals who went for retests succeeded.

Speaking in an interview with <a href="https://www.sundaynews.co.zw/55-percent-failing-drivers-licence-tests/">The Sunday Mail</a>, Transport and Infrastructural Development Permanent Secretary Joy Makumbe said:

The ministry considers this as an improvement from the last decade, where the pass rate was hovering between 22 and 30 percent.
This improvement is attributed to the acquisition of better equipment by driving schools.
This pass rate is statistically comparable to other advanced countries.

Harare Driving School Association president Macnally Mbedzi claimed that a lack of road signs and road markings in the city was contributing to the poor pass rates. He said:

We believe the poor pass rates could be a result of things such as a lack of road signs and road markings, among other things.
There is also the problem of not having a proper training ground that has proper facilities, for example, a facility for hill-start training, three-point turn markings and parallel parking spaces.
If we can have a proper training ground and proper infrastructure, higher pass rates can be obtained.

55 Percent Failing Driver’s Licence Road Tests - ZimStat

The City of Harare has relocated driving schools from the Robert Gabriel Mugabe Square to Rotten Row Commuter Omnibus holding terminus.
This comes after the Harare Driving Schools Association (HDSA) wrote to the local authority requesting temporary use of the Rotten Row facility.
Most driving schools were operating without training grounds, with Robert Gabriel Mugabe Square and Coca-Cola Grounds among some of the spaces that they have been operating from.
However, both settings do not have ablution facilities or running water, yet Harare City Council was charging them ranking fees.
HCC spokesperson, Michael Chideme, on Monday told H-Metro that the relocation of driving schools to Rotten Row Commuter Omnibus holding terminus is a temporary measure.
HDSA chairperson, Nelson Mbedzi, said they would be happy if the local authority allows them to operate from the facility permanently. Said Mbedzi:

We cannot say it’s a permanent situation though. We had earlier applied for the temporary use of the place before this move.
As HDSA, we would be happy if Council gives us that place to operate from permanently as it has all facilities.

This year, the City of Harare increased ranking fees, for cars, from $14 000 to $18 000 per month, while fees for trucks were raised from $18 000 to $22 000.

The Traffic Safety Council of Zimbabwe (TSCZ) has outlined the requirements for driving school registration. They are as follows:

<li>Certificate of incorporation – in case of a company.</li>
<li>Memorandum and Articles of Association – in case of a company.</li>
<li>Partnership Agreement – in case of a Partnership Registration.</li>
<li>Office measuring 14 square meters or more in size.</li>
<li>Vehicle with a certificate of fitness.</li>
<li>Vehicle should have a centre hand brake.</li>
<li>Vehicle should have an extra rear-view mirror.</li>
<li>Application fee – $400 zwl (current price).</li>
<li>Insurance – comprehensive or full third part with learner`s liability.</li>
<li>Registration fee – $20 000 zwl (current price).</li>
<li>Vehicle logo – $2 250 zwl (current price).</li>
<li>Premises logo – $3 000 zwl (current price).</li>
<li>Zimra clearance.</li>
<li>Bank statement or a letter from an approved guarantor.</li>

Here Are The Requirements For Driving School Registration

The Vehicle Inspectorate Department (VID) has run out of stationery to produce provisional drivers’ licences.
This has left scores of prospective drivers in Marondera and other stations countrywide stranded.
The crisis has reportedly gone for more than a month with a number of depots having stopped conducting provisional driver’s licence tests due to the non-availability of the yellow paper.
VID director Joseph Pedzapasi yesterday confirmed the stationery challenges to NewsDay but said the issue would be rectified next week. He said:
<blockquote>It is true that we have that challenge. Our printers, Printflow, did not deliver the stationery due to a payment issue.
We have since paid them and the problem will be rectified this week and the stationery will be made available.</blockquote>
At the VID Marondera depot, driving school instructors were reportedly advising their clients to travel to Harare for provisional driver’s licences.
NewsDay gathered that other VID depots that have run out of paper included Mutare, Rusape and Chinhoyi and were not conducting provisional driver’s licence examinations.
The VID has adopted a computerised system for provisional driver’s licence tests in some of its depots to curb corruption.
Some of the depots are, however, still conducting the examinations manually.

VID Runs Out Of Licensing Stationery

Owners of driving schools have commended the government for reopening the Vehicle Inspection Department (VID).
VID resumes operations this Saturday following Cabinet’s approval for it to reopen after it closed in January when Government imposed tight lockdown regulations.
The Zimbabwe Driving School Owners Association (ZDSOA) national vice-chairman Edwin Ndlovu urged members to adhere to COVID-19 prevention protocols. He said:
<blockquote>We are happy that VID has finally reopened for learner drivers. We urge our members to abide by COVID-19 prevention protocols concerning driving schools and also urge our clients who are our learners to cooperate with driving schools and VID authorities concerning wearing masks, sanitising and maintaining social distancing to avoid any conveniences.
As an association, we are prepared to start sending our clients for tests as we have been preparing since the announcement of relaxing of national Lockdown Level 4.</blockquote>
Transport and Infrastructure Development Minister Felix Mhona recently told Senators that the Government was working on modalities of assisting aspiring drivers whose provisional licences expired when the department was closed.

Driving Schools Commend Govt For Reopening VID

The Traffic Safety Council of Zimbabwe (TSCZ) has said driving schools willing to resume operations must adhere to the World Health Organisation (WHO) COVID-19 containment measures.
In a statement this Friday, TSCZ said all driving schools that meet the requirements will be issued with a certificate and failure to comply will result in de-registration. The statement said:
<blockquote>All driving schools willing to re-open must comply with the WHO Guidelines and Protocols and SI 309 of 1985.
The schools that meet the requirements will be inspected and be issued with a CERTIFICATE.
Any school caught operating without the compliance certificate will be de-registered.</blockquote>
Information Minister Monica Mutsvangwa <a href="https://zero.pindula.co.zw/driving-schools-vid-to-resume-operations/">on Tuesday announced</a> that the government had given TSCZ, driving schools and the Vehicle Inspection Department (VID) permission to resume operations. She said:
<blockquote>Cabinet would like to inform the nation that it has given the green light to driving schools, the Traffic Safety Council and the Vehicle Inspection Department to resume operations under strict adherence to approved standard procedures and WHO guidelines for the prevention of transmission of COVID-19.</blockquote>
The services were suspended late last year following a sharp rise in coronavirus infections in the country.

Driving Schools To Receive Certification Before Resuming Operations

In her post-Cabinet briefing in Harare on Tuesday, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa also said casino operators may resume businesses soon, as Cabinet is seized with their requests to reopen.
Mutsvangwa told reporters that driving schools have to adhere to approved standard operating procedures and the World Health Organisation (WHO) guidelines for the prevention of transmission of COVID-19. She said:
<blockquote>Cabinet would like to inform the nation that it has given the green light to driving schools, the Traffic Safety Council and the Vehicle Inspection Department to resume operations under strict adherence to approved standard procedures and WHO guidelines for the prevention of transmission of Covid-19.
Request for the reopening of casinos after a long period of closure is under consideration by Government, given the critical role played by that sector in the economy.
The government in conjunction with the sector is currently working on modalities for a safe resumption of activities in that sector.</blockquote>

Driving Schools, VID To Resume Operations

The Zimbabwe Driving School Owners Association (ZDSOA) said that the death of Transport and Infrastructure Development Minister Joel Biggie Matiza was a huge loss to them as he was an approachable individual.
ZDSOA president Edwin Ndlovu said they had presented several programmes to the ministry which were at various stages of implementation. Said Ndlovu:
<blockquote>As an association, we had presented many programmes and recommendations to the ministry which were in the process of being implemented concerning our sector.
He shall be missed not only by his family and colleagues but by the entire nation.</blockquote>
Matiza (61) succumbed to COVID-19-related complications on Friday last week.
He was buried on Wednesday at the National Heroes Acre during a ceremony presided over by Acting President Constantino Chiwenga.

Driving School Owners Mourn Matiza

The organisation which represents driving schools, the Zimbabwe Driving Schools Owners Association (ZDSO), has welcomed the planned re-opening of the Vehicle Inspection Department, saying the move will revitalise them.
ZDSO national council chairman Prosper Dowa told ZTN that their sector was on tottering on the brink of collapse due to the coronavirus-induced closure. He said:
<blockquote>We are excited, this is the day we have been praying for quite a long time. During this difficult period, most of us laid-off workers while others closed shop because it had become difficult to meet our obligations.
But with VID set to open we know that prospective drivers and those drivers who need refresher courses and retesting will be coming through to seek out services before heading to VID. Government has given us a kiss of life.</blockquote>
On Tuesday, Information Minister Monica Mutsvangwa told reporters during a post-Cabinet briefing that VID will soon resume its service to support the lifting of the inter-city travel ban that has been in place since late March when Zimbabwe introduced a lockdown aimed at curbing the spread of the novel coronavirus.

Driving Schools Welcome Imminent Reopening Of VID

The Zimbabwe Driving Schools Association (ZDSA) has approached the government and submitted the guidelines they intend their members to follow when they reopen for business.
ZDSA national council chairperson Prosper Dowa told ZTN that their members are compliant with Government and World Health Organisation (WHO) health and safety guidelines to curb the spread of coronavirus. Said Dowa:
<blockquote>The association submitted to the Ministry of Transport and Infrastructure Development the guidelines we intend to follow to minimize the risk of transmitting COVID-19.
We did our research to make sure that we are compliant with the Government and WHO guidelines regarding.
Since our clients are aged 16 years and above we expect them to be responsible enough to adapt to the measures put in place to safeguard their lives and that of others.</blockquote>
Dowa warned aspiring drivers against resorting to acquiring fake drivers’ licences, saying they should wait for the resumption of business.
He expressed confidence that driving schools will soon be allowed to operate as their engagements with relevant authorities are at an advanced stage.
Driving schools ceased activities in March when Zimbabwe introduced a lockdown aimed at managing the spread of the novel coronavirus.
