The Government of Zimbabwe has, with immediate, effect suspended processing applications for new mining titles seeking rights to extraction of diamonds, copper, lithium, nickel and rare earth which are considered strategic minerals.
The government cites an overwhelming increase in demand for mining claims, <a href="https://www.herald.co.zw/govt-stops-issuing-permits-for-five-key-minerals/">The Herald</a> reported citing a correspondence signed by Permanent Secretary for Mines and Mining Development Mr Pfungwa Kunaka.
The correspondence dated December 19, 2022, was addressed to provincial mining directors and the deputy cadastre registrar and the mining affairs board secretary.
The Government has also directed that on applications for inspection certificates, the applicants should submit:

a). a declaration of the amount of work carried out on mining claims,
b). a declaration of minerals contained in the ore body being mined.

We have of late seen flooding of applications for mining titles for minerals which have now been deemed strategic in the upcoming Mines and Minerals Amendment Bill.
It has thus become necessary that in the national interest we temporarily stop acceptance and processing of applications for mining titles for the following minerals until further notice: diamonds, copper, lithium, nickel, and rare earth minerals.
The above directives are to be implemented with immediate effect.
It has come to the Ministry’s attention that some miners have not been declaring discovery of different minerals from the one that they are registered for.
This non-declaration has led to prejudice to the growth of the mining sector economy as in some instances high-value minerals are involved.
Accordingly, you are hereby directed to ensure that on applications for inspection certificates the applicants submit a declaration of the amount of work carried out as well as a declaration of minerals contained in the ore body being mined.

This, it said, should be backed by an assay certificate issued by an approved laboratory. 
The government recently <a href="https://zero.pindula.co.zw/zimbabwe-bans-export-of-raw-lithium/">banned the exportation of raw lithium.</a>
The deputy cadastre registrar and mining affairs board secretary are now required to undertake frequently targeted inspections to prevent leakages and losses while monthly reports of such inspections need to be submitted to the Ministry of Mines and Mining Development.
In 2019, the Government launched a US$12 billion mining industry strategic roadmap by next year aimed at increasing production in the sector from the low levels of about US$2.7 billion in 2018.
Authorities say the sector has grown to about US$5.3 billion in 2021 and is expected to reach US$8 billion this year.

Zimbabwe Suspends Issuance Of Permits For 5 Strategic Minerals

Four armed robbers raided an illegal diamond buyer at Marange diamond fields last Friday and robbed him of US$10 000 and a vehicle at gunpoint.
The dealer, Bearlright Mukwawaya (35), has since recovered his vehicle, <a href="https://www.newsday.co.zw/local-news/article/200003934/illegal-diamond-dealer-robbed-of-us10k">NewsDay</a> reported citing Manicaland assistant police spokesperson Inspector Wiseman Chinyoka.
It is alleged that the robbers dangled pieces of diamonds at the unsuspecting dealer before robbing him. Read a police memo:

We reported an armed robbery in the Chiadzwa diamond mining area On November 18, 2022 around 12 midnight.  An armed robbery occurred at Old Jinani premises whereby Bearlright Mukwawaya from Mutare was robbed of his US$10 000.
It is alleged that Mukwawaya, an illegal diamond dealer, was driving an unregistered GD6 Legend 50, black and white in colour, when he received a phone call from a registered Econet number.
The caller introduced himself as an illegal diamond panner and wanted Mukwawaya to meet his syndicate at Jinani for diamond dealings in the general area of Tonhorai. Mukwawaya came in the company of his friend, George Zeya.
On arrival, Mukwawaya and the friend met up with a syndicate of four males who produced four pieces of diamonds. The syndicate got inside the vehicle and handed over the pieces of diamonds to Mukwawaya.

Police said while assessing the diamonds, one male from the syndicate produced a pistol and pointed it at Mukwawaya, as the other suspect hooked his neck with his arm.
Mukwawaya surrendered and told the robbers to take US$2 000 from his trousers’ right pocket and another US$8 000 from his vehicle (glovebox). 
On noticing that his friend was in danger, Zeya tried to intervene, but could not contain the situation as he was attacked by other two suspects with a steel bar and sustained a deep cut. Zeya fell down and was stabbed with a knife.
The assailants got into the car and shoved Mukwawaya out and drove towards Tonhorai shops along Mashukashuka Road and abandoned the vehicle 400 metres after Tonhorai Primary School.
The matter was reported at Marange Police Station.
The development comes soon after a security guard at Anjin Investments, Munyaradzi Nkomo was arrested in possession of 91 diamond pieces while attempting to smuggle them from the premises.

Illegal Diamond Buyer Robbed Of Cash And Car At Gunpoint

Zimbabwe has taken over the new chair of diamond monitor, the Kimberley Process Certification Scheme (KPCS) for 2023.
The country was <a href="https://zero.pindula.co.zw/zimbabwe-elected-vice-chair-of-diamond-monitor-the-world-kimberley-process/">elected vice chair of KP for 2022</a> at the plenary meeting held in Moscow from 8th to 12th November 2021.
Mines and Mining Development Minister Winston Chitando confirmed the latest developments at a meeting of diamond miners in Botswana.
Chitando said Zimbabwe is committed to leaving a positive impact on the KP as well as a lasting legacy. He said:

On behalf of the Republic of Zimbabwe, we are honoured to accept the KP chairmanship 2023. We will diligently work closely with the working groups and communities to deliver.
The KP Review Cycle is starting in 2023, this is a critical stage for repositioning the KP to remain relevant in the global rough diamond trade. We can assure you that the Republic of Zimbabwe as the KP chair will aim for a successful start to the review cycle. We will seek to achieve consensus in reaching all decisions as per KP rules.

He said Zimbabwe will be deputised by the United Arab Emirates who will be the KP vice chair for 2023.
Minister Chitando said the KP Unit technical committee for Zimbabwe will be led by Dr Engineer Mercy Manyuchi while Mr Arnold Mukombachoto will head the KP Focal Point.
The southern African nation is already preparing for hosting the two annual meetings of the KPCS in 2023, namely: the intercessional and plenary, establishment of a skeleton secretariat to start learning from other countries in hosting the chairmanship and secretariat.
KP is a global body of diamond-producing nations which has 52 participants, representing 82 countries, with the European Union and its Member States counting as single participants.
Established in 2003 by the United Nations General Council, the Kimberley Process’ objective is to prevent the flow of conflict diamonds.
Through it, member states implement safeguards on shipments of rough diamonds and certify them as conflict-free.

Zimbabwe Takes Over As Chair Of Diamond Monitor, The World Kimberley Process

Acting Minister of Information, Publicity and Broadcasting Services, Hon Mangaliso Ndlovu told journalists after a cabinet meeting on Tuesday that ministers had approved the Zimbabwe National Diamond Policy.
Under the policy, only Zimbabwe Consolidated Diamond Company (ZCDC), Murowa Diamonds and two companies to be announced soon are approved to explore and mine diamonds. Any other entity or person with diamond mining title shall approach any of the 4 approved companies for Joint Venture arrangements. Government through ZCDC shall have 46% and the local Community Trust 5%. Government may waiver the local ownership threshold subject to satisfactory submissions and due diligence. Ndlovu said under the policy all rough diamonds shall be submitted to the Diamond Value Management Centre for cleaning, sorting and valuation except for Murowa Diamonds. Below is the statement as read by Ndlovu:
<blockquote>Cabinet approved the long-awaited Zimbabwe National Diamond Policy, which covers all the diamond value chain, namely: exploration, mining, processing, valuation, marketing, beneficiation, value addition, as well as the issues of capacity building, security and law enforcement. The key features of the Policy are as follows: that only the Zimbabwe Consolidated Diamond Company (ZCDC), Murowa Diamonds, and two other companies to be approved by Government will be allowed to undertake diamond exploration and mining in the country; that any other entity or person with diamond mining title shall approach any one of the four approved companies for Joint Venture arrangements; that Government through ZCDC shall be the 46% and the local Community Trust – the 5% Indigenous partners of any foreign investor who intends to undertake diamond mining activities in Zimbabwe; that Government may waiver that local ownership threshold subject to submission of satisfactory submissions and due diligence; that all rough diamonds produced from all diamond mining operations shall be submitted to the Diamond Value Management Centre, to be established by the ZCDC for cleaning, sorting and valuation, save for Murowa Diamonds; that private players shall participate in value addition after cleaning and sorting upon obtaining the necessary approvals; and that 10% of diamonds shall be reserved for local value addition. stages of the</blockquote>

Cabinet Approves Diamond Policy, Only 4 Companies Allowed To Mine And Explore

Addressing a Zanu PF campaign rally at Chizanga Primary School in Mutoko, at the weekend, President Mnangagwa confirmed diamond deposits have been discovered in Mashonaland East. 
Mnangagwa said he had since ordered Provincial Affairs minister David Musabayana not to encourage people to look for the diamonds. Said Mnangagwa:
<blockquote>He (Musabayana) explained on the issue of diamonds and I said on that issue, slow down. We will deliberate on that in August after coming up with a new law on diamonds. As for now, stop encouraging people to look for the diamonds. But we will have a clear picture on how to mine diamonds in August.</blockquote>
NewsDay could not get the exact location of the mineral from Musabayana, but reports that diamond deposits were discovered in Chihota, Marondera West.

Diamond Deposits Discovered In Mashonaland East

Miners have urged President Emmerson Mnangagwa to amend the Indigenisation act to remove the component requiring all diamond and platinum mines to be majority owned by Zimbabwean people. Mnangagwa’s administration has already amended the Indigenisation law and removed the 51-49 percent requirement for all businesses except those in the diamond sector.
Chamber of Mines of Zimbabwe president Batirai Manhando told journalists last week,
<blockquote>We are engaging the government, our view is that these (Platinum and Diamond) are capital intensive industries and by their nature require lots of money and for us to leave platinum and diamond on the 51-49 percent we think it should be revised in line with other metals.</blockquote>

Govt Should Remove 51-49 Percent Law For Diamond, Platinum Sector As Well: Miners

The government through the Zimbabwe Consolidated Diamond Mining Company (ZCDC) is seeking investors willing to pump in $300 million to boost the company’s diamond mining operations. The ZCDC needs the money to purchase equipment to extract diamondiferous kimberlites after the alluvial diamonds on the surface or close to the surface seem to have run out. The equipment will enable the miners to extract diamonds which will be deeper in the earth. Recently, Minister of Finance and Economic Development <a href="http://www.pindula.co.zw/Patrick_Chinamasa" target="_blank">Patrick Chinamasa </a>admitted that the diamond <a href="http://www.pindula.co.zw/news/2017/02/20/diamond-mining-sector-dead-not-contributing-chinamasa/" target="_blank">sector was dead and was not contributing to the country’s foreign currency earnings</a>.
The ZCDC was formed after the government took over all the diamond mines in Marange and consolidated them under one firm. The government claimed that the mining companies were not remitting all the diamond revenues to the state, hence the decision to consolidate all the mines under one. However, Presidential spokesperson <a href="http://www.pindula.co.zw/news/2017/01/14/charamba-claims-missing-15-billion-made-mugabe-order-control-diamonds/" target="_blank">George Charamba</a> claimed that President Mugabe <a href="http://www.pindula.co.zw/news/2017/01/14/charamba-claims-missing-15-billion-made-mugabe-order-control-diamonds/" target="_blank">had lied that the company had lost at least $15 billion to the diamond</a> mines so that the government could take over the diamond mines.
ZCDC acting chief executive officer, Ridge Nyashanu, said
<blockquote>The US$300 million you are talking about is a long-term projection of what we are looking for. We are at a stage where we are upgrading our plants to enable us to process conglomerate diamonds.</blockquote>

Government seeking $300 million to boost diamond mining

According to The Zimbabwe Independent, <a href="http://www.pindula.co.zw/Grace_Mugabe">First Lady Grace Mugabe</a> bought a $1,3 million  diamond ring from Jamal Ahmed in Dubai last year.  She is reported to have later demanded a refund when she changed her mind.  However, the dealer was unable to refund the money instantly and requested more time. This  did not go down well with Grace, who allegedly sent armed man to seize the dealer’s three houses.
The dealer then applied to the High Court for recourse. He alleges that he  received the following message from the First Lady:
<blockquote>Please serve those papers in my name. Don’t involve my son it won’t help.  Whoever is advising you will just take money from you unfortunately. All I need is my money instead of doing things that you will regret about.</blockquote>
