ZANU PF Central Committee member Dexter Taona Nduna (53), who was arrested last week for illegally collecting parking fees from motorists in Chegutu, was denied bail by the Chegutu Magistrates’ Court on Tuesday, 15 October. 
The former Chegutu West MP appeared before a magistrate on Saturday, facing fraud charges, and was remanded in custody. 
When he appeared again this Tuesday, he was denied bail and will return to court on 29 October.
According to the National Prosecuting Authority (NPA), Nduna allegedly misrepresented to two motorists that he was collecting parking fees on behalf of the Municipality of Chegutu, leading to his arrest after a police report was filed.
Last week, Nduna’s attempt to take over parking management in Harare from City Parking (Private) Limited, fully owned by the City of Harare, failed.
He later admitted to not performing the necessary due diligence before announcing that Team Chapter would take over parking management in Harare starting October 7.
During the same week, Nduna publicly apologised to President Emmerson Mnangagwa for attending the University of Zimbabwe (UZ) graduation ceremony the previous month without being on the list of graduands.
Nduna, who was pursuing a Bachelor of Substantive Laws Degree, sat among the graduates despite not graduating after failing three courses: Energy and Mining Law, Labour Law, and Language Acquisition and Intercultural Communication Literacy (Chinese Language).

Dexter Nduna, chairperson for resource mobilisation and revenue generation within the ZANU PF Central Committee, has publicly apologised to President Emmerson Mnangagwa for attending the University of Zimbabwe (UZ) graduation ceremony last month, which the President presided over as Chancellor of all State universities.
Nduna, who was pursuing a Bachelor of Substantive Laws Degree, sat among the graduates during the ceremony despite not graduating after he failed three courses: Energy and Mining Law, Labour Law, and Language Acquisition and Intercultural Communication Literacy (Chinese Language).
In a public apology issued on Thursday, October 10, Nduna explained that he had believed his request for a remarking of his modules would be successful, adding that he was confident he would be graduating. Below is Nduna’s statement:

I hereby publicly write to you Your Excellency informed and guided by the Honorable minister of Defence and also the national chairman of ZANU PF Cde O.C.Z Muchinguri Kashiri. I was assured that the remarking and all amends for the requests I had made with the authorities at the University of Zimbabwe were being addressed and that there was a possibility for a positive outlook which would lead to my graduation hence my appearance on the graduation day dawning the attire given to me for the purpose of graduation.
I was happy like everyone that I had indeed graduated until after graduation day that I was informed through social media that my case was still pending and I was not on the final list of graduates for the law class of 2024.
I’m informed by the same notices posted on social media that my two modules still need to be attended to before I can have a clean transcript then graduate.
I therefore take this opportunity to apologize to you Your Excellency for celebrating before graduating thereby putting the credibility and revered name of your institution into disrepute.
I have made arrangements to register and write exams for the outstanding two modules so that I can complete my law studies at the university of Zimbabwe.
As a former military officer of ten years and former legislator of ten years I should not have allowed the administration glitches at the institution and my own excitement of completing a law program to cloud my judgement and act the way I did on the day of graduation.
I therefore apologize and hope that you will find it in your heart to forgive me.

Dexter Nduna, the chairperson for resource mobilisation and revenue generation in the ZANU PF Central Committee, has withdrawn his attempt to take over parking operations in Harare.
City Parking (Private) Limited, which is fully owned by the City of Harare, currently manages the collection of parking fees from motorists.
Nduna had announced that his group, Team Chapter, would assume control of parking in Harare starting October 7.
However, in a subsequent post on his X account, he stated that he had deleted his earlier tweet regarding the takeover, saying he had not conducted the necessary due diligence. He wrote:

On Saturday, the City of Harare said it had not engaged Nduna to take over parking in the CBD.
Early this year, ZANU PF’s First Secretary and President, Emmerson Mnangagwa, appointed Nduna to the position of chairperson for resource mobilisation and revenue generation for the party in the Central Committee.
Nduna’s duties include undertaking business ventures that financially benefit ZANU PF, as well as spearheading the party’s efforts to create wealth through mining, agricultural, and other commercial enterprises.
Critics argue that Nduna’s attempt to take over parking operations in Harare is a strategy to generate funds for ZANU PF as the party gears up for its annual conference.
Nduna is a former member of the National Assembly, having represented the Chegutu West constituency for two consecutive terms.
He was first elected in 2013 and re-elected in 2018. Although he lost to the MDC Alliance’s Gift Konjana in 2018, errors by the Zimbabwe Electoral Commission (ZEC) allowed him to claim the seat.
Following the 2018 election, Konjana challenged Nduna’s victory in court, citing ZEC mistakes that led to Nduna’s “undue return” to parliament. However, the case was ultimately dismissed on a technicality.

The UZ Faculty of Law has clarified the situation by releasing a list of students who did not graduate in 2024 due to outstanding courses. The notice states:

A veteran lecturer from the UZ Faculty of Law described Nduna as a “comical spectator” attempting to mislead the public with his antics. Said the lecturer:

It’s common cause he did not graduate. Paying a graduation fee and wearing a gown during a graduation ceremony does not mean he graduated. Those are just antics, not full academic and graduation processes.
The fact is he was not on the graduation book, he did not get a transcript of results (he failed some modules) and was not awarded a certificate at the graduation ceremony.
This means that he did not graduate like others in his class. We have seen what he posted on social media, but he did not post his results transcript and certificate which would provide concrete proof that he finished his studies, passed and graduated.
Anyone can buy and wear a gown, and then sit next to those graduating without him or her actually graduating. Those are just antics.
The university will only get concerned and act if he posts a fake transcript and certificate. As it is, there is no real issue because it’s clear he didn’t graduate.

The report also alleges that seven students from the Faculty of Veterinary Science graduated after their marks were altered by their lecturers at the request of the university’s academic leaders.
Meanwhile, Buhera West legislator Tafadzwa Mugwadi (ZANU PF), who previously served as the party’s information and publicity director, successfully graduated with a law degree on Friday.

Nduna, however, told <a href="https://www.newzimbabwe.com/former-mp-dexter-nduna-graduates-with-law-degree-from-uz-amid-controversy/">NewZimbabwe.com</a> that he graduated from the UZ and shared a receipt for the graduation gown he purchased exclusively from the institution after confirming his place on the list of graduating students.
He even took to social media to congratulate himself on his achievement.
Under UZ’s academic regulations, students who fail some subjects are expected to either sit for supplementary exams or apply to repeat the failed modules.
Nduna is no stranger to controversy, having served as the MP for Chegutu West despite losing the 2018 election to MDC Alliance’s Gift Konjana.
Meanwhile, President Emmerson Mnangagwa, who officiated over the graduation ceremony, capped 6,778 graduates across various disciplines, including 16 Doctor of Philosophy, 11 Masters in Philosophy, and 5,319 undergraduate degrees. 1,432 graduates completed various postgraduate programmes.
UZ has faced numerous scandals in recent years, including the issuance of fake PhD degrees, allegations of political interference, nepotism, and corruption.

However, the 2018 election results were marred by irregularities.
After the 2018 election, Konjana challenged Nduna’s victory in court, citing errors by the Zimbabwe Electoral Commission (ZEC) that led to Nduna’s “undue return” to the Chegutu West parliamentary seat. However, the matter was ultimately dismissed on a technicality.
In April 2021, Konjana’s subsequent appeal reached the Supreme Court, but the court refused to hear the case, arguing that it lacked the authority to rule on the matter.
Initially, Konjana had approached the High Court with a petition challenging Nduna’s election, arguing that ZEC had made mistakes in capturing the data from ward-level polling centres, which had skewed the final results.
The High Court petition filed by Konjana was ultimately dismissed in October 2018 by Justice Mary Dube, who ruled that Konjana had failed to present his case in the format required by law.
Unsatisfied with this outcome, Konjana then took the matter to the Supreme Court in an effort to seek redress.
However, the Supreme Court appeal also met a dead end. Justices Bharat Patel and Chinembiri Bhunu, presiding over the case, acknowledged that Konjana’s arguments had merit, but dismissed the appeal, noting that it had exceeded the time limit stipulated by the Electoral Act. As Justice Patel stated in the ruling:

It is accordingly ordered that the present appeal, having ceased to be properly before this court by reason of the time limit stipulated by Section 182 (2) of the Electoral Act having been exceeded, be and is hereby removed from the roll with each party to bear its own costs.

Mnangagwa Appoints Dexter Nduna To Lead ZANU PF's Resource Mobilisation Efforts

ZANU-PF’s Dexter Nduna, the incumbent MP for Chegutu West, donated 60 heifers and five bulls to President Mnangagwa during a rally in Magunje, Mashonaland West, ahead of the upcoming election.
Nduna expressed gratitude to Mnangagwa for the donation of 12 farms to Chegutu Municipality for housing and for improving living conditions for mine workers by offering an affordable housing scheme. He said:

It is true that I thanked President Mnangagwa for what he is doing in Chegutu and Mashonaland West as a whole by giving him 60 heifers and five bulls. He has committed to the house ownership scheme by donating 12 farms to reduce the housing backlog.
Chegutu produces 10 megalitres of treated water against a daily requirement of 20 megalitres.
So, His Excellency, is on the 20 megalitres expansion drive … he has drilled more than 80 boreholes to alleviate the water challenges because Chegutu has always been the epicentre of cholera and typhoid.

Chegutu has a housing backlog of 35,000 houses and produces only 10 megalitres of treated water daily against a requirement of 20 megalitres.
Mnangagwa has committed to expanding the water supply by drilling more than 80 boreholes in Chegutu. Nduna lost a re-election bid in the Zanu-PF primary election in April this year.
Information permanent secretary Ndavaningi Mangwana said Mashonaland West donated 100 heifers, six bulls, 105 goats, four sheep and 150 blankets to Mnangagwa. On his Twitter handle, Mnangagwa said:

We have heard of money being raised on Go-Fund for cars for leaders. Well and good. That’s sympathisers showing their love to their leader. Today, Zanu-PF Mash West province gave His Excellency President Mnangagwa 100 heifers, six bulls, 105 goats, four sheep and 150 blankets.

Dexter Nduna Donates 65 Cattle To Mnangagwa During A Pre-Election Rally

<a href="https://www.pindula.co.zw/Tendai_Biti">Tendai Biti,</a> a Member of Parliament for Harare East, has condemned the Insurance Bill, saying it does not protect insurers against insurance companies.
Biti said insurers suffered huge losses in 2008 when the Zimbabwe dollar collapsed and in 2019 when their insurance assets were unilaterally converted from the multicurrency regime to the Zimbabwean dollar.  
While speaking in Parliament, Biti condemned the Insurance Bill saying it did not address the losses incurred by insurers. <a href="https://openparly.com/insurance-bill-the-poor-zimbabwean-ndiye-ari-kumorwa-naana-old-mutual-naana-first-mutual-life/">Open Parly</a> cites him as saying:

I wish that these three Bills, one of them is an Act, the Insurance Bill that we are discussing today, the Pension and Provident Fund now an Act and the IPEC Bill that we just parked in Committee Stage. I wish that we have had an opportunity of synchronised debate by the National Assembly because there is interconnectivity between the three Bills.
We have a crisis of the loss of values. We have the crisis of an insurance industry that is undisciplined that is extractive, that is greedy. We know this as a statement of fact Madam Speaker, because of the findings of the Justice Smith Commission of Inquiry Report that was published in March 2017. That Commission of inquiry report is an indictment against the insurance industry. It accused and found against the insurance industry, particularly two houses, the <a href="https://www.pindula.co.zw/Old_Mutual_Zimbabwe">Old Mutual</a> and the <a href="https://www.pindula.co.zw/First_Mutual_Holdings_Limited">First Mutual</a>, rampant excessive aggrandisement, consumerism and conspicuous consumption. They live in Borrowdale in houses where engineering has said you cannot build a house but they will excavate. They drive Lamborghinis and other fancy cars parked at Sam Levy’s Village at the expense of insured individuals.
Thousands and thousands of insured workers have been pauperised by the insatiable greed of insurance actors in the insurance sector. The question that then arises Madam Speaker, is that, does this Bill that we are considering address and deal with the mischief that is there in Zimbabwe? Does an insured person who lost his value or her value as a result of the shenanigans, the omissions and the commissions of these players have her question answered?
I submit Madam Speaker that her question is not answered. The mischief of the collapse of the insurance industry has not been answered in this particular sector. <a href="https://www.pindula.co.zw/Dexter_Nduna">Hon. Nduna</a> is here. He will tell you that there are over two million vehicles in Zimbabwe and of those, each one of them is obliged by operational flaw to pay compulsory third-party insurance. Millions and millions of dollars of third-party insurance are collected but the economy has nothing to show for it except expensive houses in Borrowdale, in Ward 18, represented by <a href="https://www.pindula.co.zw/Allan_Markham">Hon. Rusty Markham</a>. It is not good enough. So we need radical comprehensive transformative reform of our insurance sector.

<h2>He proposed the following: </h2>
<blockquote>
i). The creation of structures of good governance inside the insurance sector. It should not be easy to own an insurance house.
ii). The strong role of the regulator considering that the Justice Smith Commission of Enquiry Report found that 19% of the loss was due to a weak regulatory framework. He said the insurance sector must give regular reports to the regulator. 
iii). The conduct of insurance. Insurance companies have been allowed to create wealth which should not have passed to the owners of policies. They have been allowed to form and hedge against inflation through the formation of property companies. He said all assets made and created by pension insurance contributions must fall into the pot and the insured person must benefit. This must have a retrospective application. 
iv). Insurance companies’ expenses must meet a certain minimum threshold, say not more than 3% to avoid a situation where they use the money for personal enrichment. 
v). Biti also said the Act gives too much excessive power to the Minister instead of giving it to the regulator, IPEC. 
vi). He also said the Act in Sections 80, 81 and 82, speaks about married persons but the Act does not define what a marriage is. He said the silence creates a problem for wives/women or partners in unregistered customary law unions since the normal definition of a marriage is a general law marriage which is now section 5.1 of the Marriages Act.

Tendai Biti Has Condemned The Insurance Bill

Justice, Legal and Parliamentary Affairs Minister <a href="https://www.pindula.co.zw/Ziyambi_Ziyambi">Ziyambi Ziyambi</a> has said the process of issuing title deeds to Epworth residents is proving to be complex hence the delays. 
He told Parliament on Wednesday during the question and answer session:
<blockquote>
We thought it was easy to issue title deeds but there are some issues that need due diligence so that we do not give title deeds to people who are not deserving.
We have a committee which is moving around. At the moment we have identified 6000 households in Epworth.

He added that the verification and review process was cumbersome but the government was doing its best, according to <a href="https://www.newzimbabwe.com/zanu-pf-exposed-as-government-backtracks-on-title-deeds/">NewZimbabwe.com</a>.
He was responding to a question from Citizens Coalition for Change (CCC) Mufakose MP <a href="https://www.pindula.co.zw/Susan_Matsunga">Susan Matsunga</a> who had asked why owners of mostly old suburbs such as Mufakose, Highfield, Glen View, Tafara and Mabvuku had no title deeds for their occupied houses yet council continued to demand payments for the properties which were built in the 1960s.
Ziyambi blamed the City of Harare for the failure of procedures leading to the government resolving to plan a new programme to be considered in every urban location.
He said the government would fund the processing of title deeds, such as surveys and plans and the verification process of the identities of the title deed holders.
Chegutu West MP <a href="https://www.pindula.co.zw/Dexter_Nduna">Dexter Nduna</a> urged the government to fast-track the processes alleging councillors and council officials were busy taking over houses from those that would have passed on. 
In the run-up to the 26 March by-elections, President Emmerson Mnangagwa promised Title Deeds to Epworth residents, a move that was viewed as vote-buying by critics.

Minister Ziyambi Speaks On Delays In Issuance Of Title Deeds To Residents

The Parliament’s Public Accounts sub-committee on local authorities has ordered Harare City Council (HCC) to submit financial statements of its companies, as investigations continue over the US$190 million that could not be accounted for.
HCC lost track of the money after it cancelled a contract it had with a South African company, Quill Associates, that supplied it with accounting software. 
Acting town clerk, Mr Mabhena Moyo and council IT manager Mr Samson Madzokere appeared before the sub-committee chaired by Chegutu West legislator <a href="https://www.pindula.co.zw/Dexter_Nduna">Dexter Nduna</a> last Friday where they were issued the directive.
The council companies include Harare Quarry, Rufaro Marketing and EasyPark, among others.
HCC had a contract with Quill Associates that ran from 2006 before it was terminated in 2018 over a US$40 000 dispute. Since then, the council has been keeping its records using software that is incompatible with the huge transactions it handles.
Auditor-General <a href="https://www.pindula.co.zw/Mildred_Chiri">Mrs Mildred Chiri</a> in her 2020 audit report said she was concerned that no one could tell her how the money had been spent and feared prepayments for goods or services that were never delivered or overpayments may have been made.
She recommended that HCC and Quill Associates resolve their differences to enable the local authority to access to the required software.
Now, Parliament wants to see the software they have been directed to produce between themselves and Quill in order to recover the US$190 million and enable them to reconstruct the documentation so that the Auditor General can verify where the money is. <a href="https://www.herald.co.zw/council-in-trouble-over-missing-us190m/">The Herald</a> cites Nduna as saying:

The second thing is to provide us with financials of entities that fall under HCC like the quarry, Rufaro Marketing, Roadport and EasyPark, so that we can verify the extent of financial haemorrhage.

He said Rufaro Marketing had refused to submit their financials for auditing even to HCC, and Parliament wanted to verify if there was any prejudice against the council.
Nduna said the sub-committee also wanted HCC to report to the Zimbabwe Anti-Corruption Commission (ZACC) any of its officials found to have abused funds.

Parliament Demands Harare's Financial Statements As US$190 Million Is Unaccounted For

Prominent Zimbabwean opposition leader Nelson Chamisa has claimed that the recalls of several MDC Alliance (MDC-A) legislators by the MDC-T were a well-calculated move to give the ruling ZANU PF party a two-thirds majority in Parliament so that it could amend the Constitution.
The MDC Alliance was formed as a coalition of seven political parties, with the MDC-T being the largest party in the pact.
Following a Supreme Court ruling in March 2020 which nullified Chamisa’s succession of the late MDC-T president Morgan Tsvangirai in 2018, the youthful leader lost control of the party’s elected representatives, finances and headquarters.
Over 40 MPs and about 80 councillors have since been recalled by the MDC-T party led by Douglas Mwonzora and Lucia Matibenga of the People’s Democratic Party.
But Chamisa is of the view that President Emmerson Mnangagwa’s government is using the law to decimate his party. He tweeted:
<blockquote>The lawfare by ED executed through illegal recalls was intended to boost Zanu Pf’s numbers in parliament and secure a 2/3 majority which Zanu Pf did not have. ZEC’s ‘error’ in Chegutu is calculated and so too were our ‘sabotaged’ parliament election petitions!</blockquote>
Gift Konjana was the MDC-Alliance candidate for Chegutu West in the July 2018 harmonised elections while Dexter Nduna represented ZANU PF.
Konjana “won” the election but the Zimbabwe Electoral Commission (ZEC) made a clerical error, which it acknowledged under oath, in tallying the votes and declared Nduna the winner.
But last month the Supreme Court removed from the roll Konjana’s appeal saying he failed to comply with the law which required him to have the election petition to be heard within the prescribed three months.

Chamisa: MDC-A Recalls Calculated To Give ZANU PF Two-thirds Majority

The Supreme Court (SC) has dismissed an appeal by MDC Alliance candidate Gift Konjana who was challenging the pronouncement of Zanu PF legislator Dexter Nduna as the winner of the Chegutu West seat during the 2018 elections.
Konjana had initially approached the High Court with a petition challenging Nduna’s election as Chegutu West MP arguing that the Zimbabwe Electoral Commission (Zec) had made mistakes in capturing the data from ward centres.
The petition was dismissed in October 2018 by High Court judge Justice Mary Dube, who had noted that Konjana had failed to present his case in a format required by the law. The ruling prompted Konjana to approach the Supreme Court to seek redress.
Unfortunately for him, Supreme Court judges, Justices Bharat Patel and Chinembiri Bhunu dismissed the appeal noting that while it had merit, it could not be heard before the court as it had exceeded the time limit stipulated by the Electoral Act. Justice Patel said:
<blockquote>It is accordingly ordered that the present appeal, having ceased to be properly before this court by reason of the time limit stipulated by Section 182 (2) of the Electoral Act having been exceeded, be and is hereby removed from the roll with each party to bear its own costs.</blockquote>
Justice Patel also ruled that the matter could not be heard before the Supreme Court since it had no authority to rule on the matter.
Konjana approached the courts after the Zimbabwe Electoral Commission had acknowledged the error that resulted in the “undue return” of Nduna into office.

Court Dismisses Appeal By MDC-A Candidate Challenging Nduna 2018 Victory

The Supreme Court is yet to rule on an appeal by the “winning” Chegutu West MP, the MDC Alliance’s Gift Konjana, against the Electoral Court judgement which dismissed his electoral challenge after a mistake was made by electoral officials.
Konjana polled 10 948 against his closest challenger, ZANU PF’s Dexter Nduna, who garnered 10 932 votes during the 2018 parliamentary elections.
The Zimbabwe Electoral Commission (ZEC) admitted that it had made an error in declaring Nduna the winner but informed Konjana to seek redress through the courts as it had no powers to reverse the announced results.
In October 2018, the Electoral Court judge, Justice Mary Zimba-Dube dismissed Konjana’s election petition on the basis that it was defective.
Konjana appealed against the Electoral Court judgment at the Supreme Court and a ruling is yet to be made.

MDC Alliance MP Still Waiting To Be Declared Winner For Chegutu West, 2 Years On

ZANU PF legislator, Dexter Nduna has attracted the wrath of the family of an <a href="https://news.pindula.co.zw/2020/01/10/mashurugwi-attacks-a-family-in-chegutu-kill-2-r_pe-and-hack-3/">80-year-old granny and her 16-year-old grandchild who were sexually violated</a> before being killed in Chegutu by suspected machete gangs known as Mashurugwi or Al Shabab after he took selfies with the body of a teenage girl.
Nduna’s actions come after police warned members of the public against posting pictures or videos of accident scenes saying they would result in unintended problems such as trauma to families of those involved in accidents.
Responding to Nduna’s tweet, ZiFM Stereo presenter Patience Musa, a niece of the murdered granny, said:
<blockquote>Member of Parliament Dexter Nduna @DexterNduna … you owe my family an apology.</blockquote>
Norton legislator, Temba Mliswa also responded to the insensitive pictures saying that Nduna had crossed the line and was going to “expose” him.
Other bloggers questioned Nduna’s sanity and asked for his removal from office. Meanwhile, Nduna has apologised for taking the pictures and urged authorities to take action to apprehend the murderers.

"You Owe My Family An Apology," Family Of Victims Of Suspected Machete Gangs Tell ZANU PF Bigwig

News Day Zimbabwe has recalled the threats which were made by ZANU PF and Chegutu West legislator, Dextor Nduna to Norton legislator Themba Mliswa (Independent) during a sitting of the Mines Portfolio Committee.
Nduna and Mliswa were involved in a verbal exchange during a parliamentary committee hearing on 31 January 2019 with Mliswa repeatedly calling Nduna a thief. Nduna then said:
<blockquote>Don’t call me a thief, I am saying this for the last time, don’t call me a thief, I have people who I killed who I don’t even know.</blockquote>
Nduna, however, apologised on February 12, 2019, in Parliament for his remarks. He said:
<blockquote>I want to profusely apologise for the words I uttered and say that I did not mean anything that I said and I take back my words and want to apologise so that the decorum of Parliament can be appraised. I apologise to the Speaker as chairperson of the Standing Rules and Orders Committee, the institution of Parliament, MPs and my party Zanu PF for the fracas which had unintended effect.</blockquote>
In other jurisdictions, Nduna’s remarks could have earned him an arrest or at least could have led to police investigations since they are regarded as a testimony to committing murder.

ZANU PF MP <a href="https://www.pindula.co.zw/Dexter_Nduna" rel="noopener noreferrer" target="_blank">Dexter Nduna</a> disrupted parliament’s Public Accounts Portfolio Committee chaired by MDC vice president Tendai Biti on Friday.
Nduna arrived after the meeting, which has been called to hear oral evidence from government-contracted inputs and equipment companies on <a href="https://www.pindula.co.zw/Command_Agriculture_2016" rel="noopener noreferrer" target="_blank">Command Agriculture</a> programmes, had started. Said Nduna:
<blockquote>An opposition party member cannot continue to chair this meeting. Excuse us chair.
MDC has failed to recognise my President Emmerson Mnangagwa. The legitimacy issue should be resolved through the Standing Rules and Orders Committee (SROC). Our issue is the party position.</blockquote>
The ruling party revealed recently that it will disrupt all committees chaired by MDC Alliance MPs in retaliation to the party’s refusal to recognise President Emmerson Mnangagwa as the legitimate head of state.
MDC Alliance MPs have staged walkouts from the <a href="https://www.pindula.co.zw/August_House" rel="noopener noreferrer" target="_blank">August House</a> whenever Mnangagwa appears.

ZANU PF MP Questions Biti's Legitimacy, Disrupts Public Accounts Committee Meeting

Incidents of machete attacks have surged in Chegutu, leaving a lot of people injured following a gold rush in the area.
Chegutu West Member of Parliament (ZANU PF), <a href="https://www.pindula.co.zw/Dexter_Nduna" rel="noopener noreferrer" target="_blank">Dexter Nduna</a>, has advised <a href="https://www.pindula.co.zw/Chegutu" rel="noopener noreferrer" target="_blank">Chegutu</a> residents to be alert and avoid visiting certain areas that have been invaded by the machete-wielding gangs. He said:
<blockquote>There’s a gold rush in the constituency at two areas justice Chitakunye and David Whitehead textiles, I urge you all to be alert and not visit these areas.
The crime of machetes has increased both in the day and night, the police are on high alert the Airforce doctors and nurses are attending to the injured at the general hospital since yesterday.</blockquote>
Attacks by machete gangs have been on the rise in various parts of the country wherever there is gold mining by artisanal miners.
A gang known as <a href="https://www.pindula.co.zw/MaShurugwi" rel="noopener noreferrer" target="_blank">MaShurugwi</a>, believed to have originated from Shurugwi, a small mining town in the Midlands province, has been fingered in some of the recent machete attacks in Mashonaland Central.

Parts Of Chegutu Declared No-go Areas As 'MaShurugwi' Run Amok

An audit by Grant Thornton shows a procurement crisis at the Zimbabwe National Roads Administration (Zinara). The audit reveals that under its “special projects arrangement”, Zinara has failed to uphold critical tendering principles.
Between 2012 and 2013, ZINARA paid Bermipools US$589 748, 94. The unregistered company is one of the companies Twalumba Holdings used to get a contract from Zinara. Twalumba Holdings was once investigated by the Zimbabwe Anti-Corruption Commission (ZACC) over a US$2 million road rehabilitation tender involving Notify Enterprises. Notify Enterprises is one of its shelf companies.
Further, it has been revealed that Zinara under the special projects arrangement has granted tenders to connected individuals. For instance, ZINARA awarded a contract to Tencraft Construction. The company is linked to Mufaro Eric Gumbie the then principal director in the Ministry of Transport which oversees ZINARA.
ZINARA is said to have also awarded a contract to Haingate where  Saviour Kasukuwere a former cabinet Minister’s younger brother Tichaona is a director.
Badon Enterprises which is co-owned by Chegutu West legislator Cde Dexter Nduna and his wife Scholastica was also awarded a tender. Nduna however, claims that when the company was awarded a contract, he was yet to join politics.
The Grant Thornton audit report also unveiled over-payments made to some contractors. It also reveals that some contractors were paid for unfinished jobs. The report also indicated that same individuals using different company names kept on getting contracts.

Audit Unearthed Tendering Crisis At ZINARA

Two Members of Parliament, Temba Mliswa of Norton (Independent), and Dexter Mduna of Chegutu East (ZANU PF) were dropped from he reconstituted parliamentary portfolio committees on Mines and Transport, respectively.
Speaking on Thursday, Speaker of the National Assembly Jacob Mudenda said:
<blockquote>I would like to inform the House that all members of the dissolved Mines and Mining Development Committee have been reappointed to the same committee except … Mliswa and … Nduna.</blockquote>
Mudenda notified Parliament that Mliswa had been replaced by Zanu PF MP for Shurugwi South Edmond Mkaratigwa.
The two Committees had been disbanded last month after Nduna and Mliswa were suspended from their positions for misconduct. They were accusations and counter-accusations of corruption involving the two.
Mudenda established an internal team meant to investigate reports that implicated Mliswa and some members of the Mines committee. Said Mudenda:
<blockquote>I also wish to inform the House that the tenure of the Privileges Committee to investigate the allegations of soliciting for a bribe by some Members of the Portfolio Committee on Mines and Mining Development has been extended to the 9th May 2019.</blockquote>

MPs Temba Mliswa & Dexter Nduna Demoted

Temba Mliswa has been replaced by Zanu PF Shurugwi South MP Edmond Mkaratigwa as Mines and Mining Development Portfolio committee chairperson.
All members except for Mliswa and Dexter Nduna were reappointed to the Mines and Mining Development Portfolio committee.However, Nduna has been dealt a big blow after he was also chucked out of the Transport and Infrastructure Development Portfolio committee. Nduna was recently appointed as chairperson of the portfolio committee which he leaves before presiding over as chairperson. The announcement was made by Speaker of Parliament Jacob Mudenda on Thursday. Said Mudenda:

The Mines and Mining Development Portfolio committee was dissolves following allegations Mliswa and three others has demanded a $400 000 bribe from a local businessman.  Mliswa, was implicated together with three other legislators; Leonard Chikomba (Gokwe Kabuyuni, Zanu-PF), Mr Anele Ndebele (Magwegwe, MDC Alliance) and Prince Sibanda (Binga North, MDC Alliance). A Privileges Committee was set up to investigate allegations.

Mliswa, Nduna Lose Parliament Portfolio Committee Seats

MDC deputy national spokesperson Bekithemba Mpofu demanded Chegutu West legislator Dexter Nduna’s resignation after he appeared to threaten Norton legislator Temba Mliswa.
Nduna and Mliswa were involved in a verbal exchange during a parliamentary committee hearing with the independent Norton MP repeatedly calling the Zanu PF legislator a thief. Nduna then said he had killed many people, in an apparent threat to Mliswa. In a statement, Mpofu said:
<blockquote>The man (Nduna) is not supposed to be in parliament in the first place; he lost an election and benefited from Zimbabwe Electoral Commission’s (ZEC) incompetency. He (Nduna) threatens to kill another MP, promising to deal with him outside of Parliament. As if it was not enough, he boasts of killing several other people saying he didn’t even remember their names. He clearly makes a point of some Zanu PF’s invincibility; a reckless statement which encourages other Zanu PF members to be assured of immunity if they commit a similar offence.</blockquote>

Dexter Nduna Must Resign For Threatening Temba Mliswa- MDC

Buhera South MP, Joseph Chinotimba said that he was not happy with the behaviour displayed in Parliament by ZANU PF Chegutu West MP, Dexter Nduna and Norton MP Temba Mliswa.
The duo clashed in Parliament on Tuesday and Wednesday over bribery allegations directed towards each other. Nduna went as far as threatening Mliswa with death.
Chinotimba, who is Zimbabwe’s ambassador of happiness told the media on Thursday that he was at a loss of words when asked to explain the behaviour of the duo while he was in Dubai. Said Chinotimba:
<blockquote>The behaviour of the two is not expected of parliamentarians. I was in Dubai and I was being asked on what was happening in Zimbabwe. What Nduna and Mliswa did does not show happiness among MPs.</blockquote>

Justice Minister Ziyambi Ziyambi on Thursday came to the rescue of Chegutu West MP Dexter Nduna (ZANU PF) when quizzed by senators to explain the death threats issued by the latter.
Nduna ‘confessed’ to killing a countless number of people, some of whom he did not even know when he clashed with Norton MP Temba Mliswa on Tuesday.

Controversial politicianTemba Mliswa complained yesterday that Dexter Nduna who had threatened him and his family and had also boasted that he killed many people he doesn’t know, was still in parliament instead of being removed.
Said Mliswa

Mliswa also went after Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, accusing him of not being exemplary.

WATCH: Mliswa Goes After Nduna Again In Parliament... And Ziyambi Ziyambi

Norton MP Temba Mliswa ( Independent) has vowed to continue the fight against corruption, saying that the recent events will only serve to embolden him. Writing on social media on Tuesday, Mliswa said:
<blockquote>I’ve faced persecution literally hundreds of times before and come out clean. Hiccups like the recent events will only serve to DELAY but NOT DENY exposure and the fight against corruption. Aluta Continua!</blockquote>
Mliswa made headlines in the past few days when he made sensational claims that  Vice President Kembo Mohadi is a thief. That was followed by allegations brought against Mliswa, that he and other members of the Parliamentary Committee on Mines had asked for a bribe from a potential investor.
On Monday, Mliswa was threatened with death after he clashed with ZANU PF MP for Chegutu West, Dexter Nduna. Mliswa’s sister, Mary also lost her position as the ZANU PF Mashonaland West province treasurer.
