Deputy Minister of Finance, Economic Development, and Investment Promotion David Mnangagwa is mourning the sudden death of his driver, Ishmael Maburisa, who was found dead in his hotel room on Sunday, October 27, following the conclusion of the ZANU PF annual conference in Bulawayo.
According to <a href="https://www.zimlive.com/david-mnangagwas-driver-dies-suddenly-at-bulawayo-hotel-after-conference/">ZimLive</a>, police were called to the Greys Inn Hotel in the early hours of Sunday and discovered Maburisa already deceased. Hotel sources indicated that he likely died from diabetic shock.
Before his death, Maburisa had been seen at the hotel’s reception, repeatedly shouting, “Get me food, please.”
It is believed he may have been experiencing an episode of hypoglycemia, or low blood glucose levels, which can often be alleviated by consuming carbohydrates. Said a source:

They gave him porridge, the only food that was there. He went back to his room but after a short period he started twitching and convulsing as though he was having an epileptic episode and he unfortunately died.

Police arrived at the scene and discovered diabetes medication in Ishmael Maburisa’s hotel room. An internal police memo regarding the incident, which was seen by ZimLive, confirmed that Maburisa was the driver for Mnangagwa.
It remains unclear whether Mnangagwa was still in Bulawayo at the time of Maburisa’s death or if he had returned to Harare following the conclusion of the ZANU PF conference on Saturday.
The police have declined to comment further on the matter.

The Zimbabwean government has ruled out dollarisation in the foreseeable future, saying that while it may appear to be a quick solution, it will result in deindustrialisation and transform the country into a mere “supermarket” economy.
During a question-and-answer session in the National Assembly on Wednesday, Finance, Economic Development, and Investment Promotion Deputy Minister David Mnangagwa said that the country would continue using a multi-currency system while implementing measures to attain full de-dollarisation. He said:

If I can highlight the easiest thing for Government to do will be to dollarise, but that will be the worst thing that we can do for our country. It is the easiest thing, but it is the worst thing that we can do.
What will happen over time, Zimbabwe will de-industrialise, and we will see those dividends dissipate.
Our children will have no jobs in the future. We will become a supermarket of other nations. We will attract the worst elements. These are the effects of dollarisation. I agree it is the easiest thing to do, but it is the worst thing to do for the country.
What you are seeing is a competition between the ZiG and the US dollar within our economy on a sliding scale, which we want to reach full de-dollarisation by a certain period. It will not be easy or smooth.

Mnangagwa also ruled out allowing a system dictated by a parallel market arguing it would ultimately hurt consumers.
He also rejected suggestions that retailers be allowed to offer discounts to consumers paying in foreign currency. Said Mnangagwa:
<blockquote>
The problems we face are a cocktail of three groups of people, I would say. You have retailers who are sticklers for the law and will follow whatever policy is there. You have some who lag behind and then you have a large group who are just greedy.
Regardless of how good a law as a policy is, they will find ways to arbitrage that and it is easy under the current system that we have, allowing a discount-based system will defeat the purpose of our de-dollarisation agenda.
I think His Excellency has been very clear, we are on the roadmap to mono-currency. We are on the roadmap to have as a sovereign nation, our own currency. So, all these measures that are being put into place are meant to protect our local currency.
Again, it will not be perfect, nor be smooth, albeit it might have some mistakes, but we learn from those and continue to try and do the right thing.

Zimbabwe adopted a multi-currency regime in 2009 following the demise of the Zimbabwe dollar after years of debilitating hyperinflation.
The transition to a multi-currency system provided a much-needed reprieve from the hyperinflationary spiral.
Since then, the government has made intermittent attempts to reintroduce a mono-currency system, but these efforts have not been successful.
Citizens have quickly lost confidence in the gold-backed ZiG currency introduced as recently as April 2024.

The Zimbabwe government says they won't use the US dollar only because that makes it hard for local businesses. They want to keep using different currencies but eventually have their own money. They don't want to become a country that depends on other nations for everything. Some people are cheating with money, so they can't give discounts for foreign money. The government is learning from mistakes and trying to do the right thing. They tried to make their own money before but it didn't work. Now, they want to do it better.

Zimbabwe Rules Out Dollarisation, Wary Of Transforming Into A "Supermarket" Economy

The Zimbabwe Republic Police (ZRP) has launched an investigation into alleged criminal acts at the residence of Deputy Minister of Finance, Economic Development and Investment Promotion, David Kudakwashe Mnangagwa.
David Mnangagwa is the son of President Emmerson Mnangagwa.
In a statement issued this Friday, June 28th, ZRP spokesperson, Commissioner Paul Nyathi, said that further details will be made available as the investigations into the matter progress. He said:

The Zimbabwe Republic Police confirms that investigations are being conducted in connection with a report of criminal acts at the residence of the Deputy Minister of Finance, Economic Development and Investment Promotion, Honourable David Kudakwashe Mnangagwa’s residence in Harare on 23rd June 2024.

<a href="https://www.zimlive.com/bullets-left-at-the-bedroom-door-of-deputy-finance-minister-david-mnangagwa/">ZimLive</a> reported that Mnangagwa’s Borrowdale residence experienced two security breaches: the first occurred on June 23, and the second on June 25.
The first breach reportedly took place on June 23 at around 10 PM when Mnangagwa, who was watching TV with his wife, called two police officers guarding his double-storey property on Camel Road after hearing unusual noises coming from the ceiling.
The officers surveyed the house and the perimeter but saw nothing suspicious.
At about 11:50 PM, Mnangagwa called the officers a second time and asked them to check the roof where they found a bag loaded with some of the deputy minister’s possessions.
These included torn documents, two Apple MacBook laptops and a MacBook iPad which appeared to have been deliberately damaged.
ZimLive reported sources as saying Mnangagwa said all the items had been taken from his bedroom.
Mnangagwa also informed the police officers that his gun, a 9mm Beretta pistol with 15 live cartridges was missing, together with US$500 cash which was in the bag.
The intruder is said to have entered the kitchen, retrieved a loaf of bread from the kitchen unit and dumped it on the floor near the door.
The intruder went to the garage and cut the driver’s headrest of Mnangagwa’s parked Land Rover Defender.
On June 24, police officers, including a canine unit, combed the property but there was no trace of the suspect and no evidence of any forced entry.
In the second incident, on June 25, an intruder whom police are dubbing the “ghost raider” left six cartridges – three outside Mnangagwa’s main bedroom door and three on the lawn outside his house.
Just after 7.30 AM on June 26, Mnangagwa’s eight-year-old son went to his parents’ bedroom and as he was about to knock on the door he saw a live cartridge lying on the floor and police were called.
Police located three cartridges within two meters of the door, and a further three on the lawn outside the property.

Police Probe Alleged Criminal Activity At David Mnangagwa's Residence

The Government plans to allow the return of mobile wallet agents such as EcoCash agents as part of ongoing efforts to promote the use of the electronic ZiG and to ensure legal foreign currency trading.
Responding to questions in the Senate last week, Finance, Economic Development and Investment Promotion Deputy Minister, David Mnangagwa, said the Government is working with the private sector to facilitate small transactions. He said (via <a href="https://www.herald.co.zw/govt-to-ease-forex-exchange-challenges-through-agents/">The Herald</a>):

We are working on a solution as Government, coupled with the private sector, to allow for small transactions, that is the general populace to be able to get small amounts, $20 or $50, through negotiations with our mobile network operators to be able to access the bureaux de change that are on their EcoCash or Netcash platforms.
This means if you have an Econet line and if you register for EcoCash, you can convert from ZiG to US dollars, or from US dollars to ZiG at the official exchange rate. That is the first part to allow interchangeability without having to go to the streets.

Mnangagwa said the plan also involved reactivating EcoCash agents across the country, particularly in rural areas, to ensure that everyone had access to legal foreign currency.
Authorities suspended more than 4,000 EcoCash agents in 2020 on allegations of participating in the “burning of cash”. Said Mnangagwa:

The second part is, that we are still in discussion. Right now, the Reserve Bank of Zimbabwe is talking to the mobile network operators, mentioning Econet in particular because they were suspended in 2020 after some issues that now have been ironed out.
We would want to have agents reactivated so that in the most remote areas, our constituents, and the citizenry can access both US dollars and ZiG from their wallets.
Econet went a step further last week and zero-rated the charges for sending money from parts of the diaspora to Zimbabwe.
This was a show of good faith and support for Government during this El Nino period as well as to show the commitment in bolstering our efforts in supporting and defending.

Arguably, most Zimbabweans depend on illegal foreign currency dealers to acquire hard currency for purchasing goods and accessing services exclusively offered in US dollars, even by the government.
Despite the government’s ongoing crackdown on informal foreign currency trading, buying foreign currency from friends, relatives, and money changers remains a common and normalised practice.

Govt Plans Return Of Mobile Wallet Agents To Boost Electronic ZiG Usage

ZANU PF youth quota candidate for Midlands Province, David Mnangagwa, said youths should not be misled into believing that empowerment opportunities are available only to those who support the ruling party.
Speaking last week at a TellZim-organised women and youths candidates engagement meeting in Gweru, Mnangagwa urged young people to approach relevant ministries for opportunities in farming and mining. <a href="https://www.newsday.co.zw/local-news/article/200014436/opposition-youths-should-grab-opportunities-zanu-pf">He said</a>:

The praxis of the situation is that under the Second Republic, space has opened up for the youths to engage in mining and farming among other activities.
Don’t mislead the youths that they don’t have mining claims, land for farming and that you are poor because you belong to the opposition.
Have the youths gone to the relevant ministries and failed to get the mines or farms?
At these relevant ministries, they do not ask for party cards or the parties you belong to.
It is the leaders (in opposition) that sell to the youths the prank that it is impossible to get mines or land because you can’t access the ministries.
</blockquote>
Mnangagwa made the remarks while responding to concerns raised by CCC Silobela National Assembly constituency candidate Ephraim Ndlovu that since 1980, both youths and women were still to be empowered. Said Ndlovu:

Every election since 1980 we have heard parties promising women and youth empowerment, but as we are seated here as youths, do we have the farms, do we have the mines?
The reality on the ground is that you don’t have farms, or mines in your numbers yet you (women and youths) constitute the largest chunk of voters.

Speaking on behalf of women, Zimbabwe Coalition for Peace and Development vice-president Lucia Matibenga urged women and youths to push for the equitable distribution of national resources.

Mnangagwa Urges Opposition Youths To Grab Empowerment Opportunities

The opposition MDC has expressed its concern at President Emmerson Mnangagwa’s alleged nepotism following the appointment of Kudakwashe David Mnangagwa to sit on the NSSA National Building Society Board of Directors. David Mnangagwa who was 26 when he was first appointed as a director three years ago was reappointed with effect from 18 July 2018. The MDC likened David’s appointment to those made by former President Robert Mugabe when his son-in-law Simba Chikore and daughter Bona Mugabe were appointed to posts at Air Zimbabwe and the board of the Empower Bank.  We publish the opposition’s statement below,
<blockquote>Mnangagwa appointment discouraging
The MDC is irked by the decision to appoint Kudakwashe David Mnangagwa on the National Building Society Board. Just like any other form of corruption, nepotism has no place in a democratic society. We have made the point of a total failure to break from the past by the regime.
In previous arrangements, we witnessed appointments of President Mugabe’s kins and folk into influential positions including the appointment of both Bona Mugabe and her husband to state institutions.
The MDC in the SMART document argued then, as we do now, that combating corruption and parastatal reform is part of rethinking the state in an endeavour to create a modern functional state.
We are of the view that the NBS must be concentrating on a radical housing program specifically for Development and Urbanisation of Rural Areas (DURA). Appointing a Mnangagwa to the board will not help this cause. As a NSSA-owned bank, a clear appointment criteria must be used and appointments must be made public.
In our SMART document, we suggest public interviews for appointments of this level. We also restate that NSSA reform is imperative to ensure the commercial section brings back profits to the core business of paying out pensions, we find this kind of corruption to be an impediment.
More importantly, institutions meant to combat corruption must investigate these kinds of decisions. The Judiciary, National Prosecuting Authority, Zimbabwe Republic Police and the Anti-Corruption Commission must be strengthened and their independence guaranteed in line with reforms outlined in President Chamisa’s five-point plan.</blockquote>
