Hwange Central Member of Parliament, Daniel Molokele (CCC), has criticised Chinese coal miners in the district for not respecting Zimbabwe’s laws in their operations.
This follows complaints from residents of Ingagula township in Hwange about excessive dust pollution caused by Chinese miners’ haulage trucks and coal mining activities.
In a recent interview with <a href="https://vicfallslive.co.zw/mp-daniel-molokele-speaks-out-against-chinese-companies-arrogance-and-disregard-for-the-law-in-hwange/">VicFallsLive</a>, Molokele alleged that Chinese investors are shielded from scrutiny due to their connections with powerful politicians in Harare.
He argued that this protection has led to a sense of arrogance among the Chinese companies operating in the area Said Molokele:
<blockquote>
We have also made efforts to reach out to the Chinese companies, most community local members are complaining that it’s the Chinese companies that are leading in terms of violations of environmental laws and making sure that there’s too much pollution, not just of the air but of the land and the rivers… but what we have learnt is that Chinese companies are very arrogant and they never respect any type of law including labour relations act.
When you look at the terms and conditions of their employees, it’s clear that they are deliberately and arrogantly violating the laws in terms of working hours, in terms of compassionate leave, study leave, medical aid, pension aid and permanent employment and so on…
In terms of health and occupational hazards, awareness and protection, so there’s a lot of violations happening… but it’s the manner in which Chinese investors start investments here in Zimbabwe because they come through high-level politics and they have got connections in Harare and some of the companies that China had set up here in Hwange, they major shareholding include the political elite and that’s where the source of arrogance is coming from… I have been working with other parliamentarians to set up a national chapter for the Inter-Parliamentary Alliance on China.
We have an organization that works in over 50 countries that has been set up called IPAC headquartered in London that seeks to ensure that Chinese companies wherever they are investing, they have a sustainable development model and they respect local communities.
So we are in the process of setting the national chapter in Zimbabwe, hopefully, it’ll help to increase our capacity to force the Chinese companies to be more accountable.

Molokele pledged to raise the issue in the National Assembly to hold Chinese companies accountable for their environmental and social impact in Hwange.

Hwange MP Daniel Molokele Slams Chinese Miners For "Arrogance And Disregard For The Law"

Hwange Central legislator, Daniel Molokele (CCC), has called for the repealing of the country’s Termination of Pregnancy Act, saying the law violates the Constitution’s promotion of gender equality and places women in dangerous situations.
Speaking in the National Assembly last week, cited empirical evidence demonstrating a high prevalence of abortions, particularly among high school and university students. Molokele said (via <a href="https://www.chronicle.co.zw/lawmaker-pushes-for-easier-access-to-safe-abortion/">Chronicle</a>):
<blockquote>
We have a law called the Termination of Pregnancy Act of 1977. It is one of the oldest laws in this country that is long overdue. It does not need to be amended, it needs to be repealed. It is possibly violating the Constitution of this country in terms of the clauses that speak to the promotion of gender equality…
At a community level, women are not being given a choice. Once you fall pregnant, you have to bear the consequences and this excludes a lot of women from having a second chance in life.
It is time to repeal the Termination of Pregnancy Act and replace it with a brand new Act that recognises the rights of women in this country and negates the patriarchal interest that the old Act has.
</blockquote>
Justice, Legal and Parliamentary Affairs Minister, Ziyambi Ziyambi, acknowledged the need for reforming the Termination of Pregnancy Act but instead proposed broadening the circumstances to allow for legal termination. He said:
<blockquote>
So you need to have a look at it and say, let us have situations where you say when the pregnancy is at this particular trimester, those in the medical field indicate that it is not safe even for the mother to terminate that particular pregnancy.
But I think we need conversations to update our laws and ensure that they speak to who we are and what is obtaining on the ground, not necessarily to remove it outright.

The Termination of Pregnancy Act only permits abortion in three specific scenarios:
<ul>
<li>The continuation of the pregnancy endangers the woman’s life or poses a serious threat of permanent impairment to her physical health.</li>
<li>The child may be born with serious physical or mental defects.</li>
<li>The fetus was conceived as a result of rape or incest.</li>
</ul>
The law also prohibits unauthorised assistance with pregnancy termination and charges must be the standard fees charged by the institution.
However, reports suggest that abortion numbers have increased, with women turning to unsafe alternatives, such as illegal abortion pills and herbs.
In 2021, Dr Ruth Labode, the then-chairperson of Parliament’s Portfolio Committee on Health and Child Care, reported a rise in illegal abortions, with numbers jumping from 60,000 to 80,000 annually.
Those who are against abortion argue that life begins at conception, making abortion similar to murder.

CCC MP Pushes For Legalisation Of Abortion

The Nelson Chamisa led MDC has distanced itself from remarks made by Morgan Tsvangirai’s son in parly yesterday when he said:
<blockquote>I am a patriotic person who believes that sanctions do hurt ordinary persons but at the same time making an act like that I believe sometimes you may end up opening up citizens to further harm.</blockquote>
The party yesterday through the spokesperson was quick to distance itself from young Vincent’s remarks and said his position was not the party’s position. MDC Spokesperson Daniel Molokele spoke to the Daily News and  said:
<blockquote>What Honourable Tsvangirai said is not the party’s position. As the people’s party, the MDC remains clear and unequivocal in its stance. We are more focused on the lifting of ‘domestic sanctions’ that the illegitimate regime has imposed on the long-suffering people of Zimbabwe.
Zanu PF must focus on opening up the democratic space at home first, and then the so-called international sanctions will naturally fall away. Those are not economic sanctions, but they are targeted at individuals who are violating human rights</blockquote>

MDC Distances Itself From Vincent Tsvangirai's "Sanctions Are Hurting Ordinary People" Remarks

2020 will see MDC MPs and Councillors’ performance appraised as the party has established an appraisal system for all its employee, Daily News reports.
The resolution which was passed at the just ended Executive Committee and National Council meetings states that the appraisal will be done every quarter.
<a href="https://www.pindula.co.zw/MDC_Alliance">MDC</a> Spokesperson Daniel Molokele confirmed the development:
<blockquote>We have put in place a performance appraisal system for mayors, councillors, senators and MPs. And we will have quarterly reviews. We have introduced performance scorecards for each and every one of these deployed who will go through a process of training and ideological development.
They will sign some performance commitments and we will regularly share updates regarding their progress. Where the party feels that our deployee is not performing according to party’s expecta- tions, we will recommend that they be recalled. Where necessary, we will not hesitate to call for a by-election to replace one of our own who is not rep- resenting the social democratic values and principles of the MDC.</blockquote>

MDC Establishes An Appraisal System For Its Employees, Under Performing Officials To Be Recalled

MDC Spokesperson, Daniel Molokele has narrated how he was involved in a road accident in which he sustained minor injuries.
The accident happened on Friday along the Bulawayo-Victoria Falls road when he was on his way to Hwange. Molokele revealed in a statement that he was now recuperating from his Hwange home. He wrote:
<blockquote>Hallelujah! I thank God I am still alive. Last night I was involved in a car accident near St Lukes turn-off (close to Lupane. By God’s grace, I escaped with minor injuries. It could have been worse.
I was driving from Bulawayo to Hwange when I saw a herd of cattle crossing the road in the darkness of the night. Instead of driving straight into the herd, I swerved off the road. My truck ended up stuck up on a dry and sandy small riverbed. The ruck is badly damaged, but the engine remained intact.</blockquote>
Meanwhile, the Traffic Safety Council of Zimbabwe has been urging drivers to be extra-vigilant on the roads since some, if not most, of the accidents, are caused by human error. Posting on Facebook, the council said:
<blockquote>Don’t phone, text, and drive. IT CAN WAIT!</blockquote>
Some of the accidents have also been caused by the poor state of the roads.

The opposition MDC has once again reiterated that President Emmerson Mnangagwa is “illegitimate” after he, with the aid of the Zimbabwe Electoral Commission, allegedly manipulated results of the 2018 elections in his favour. Below is the party’s statement.
<blockquote>ED is Illegitimate. Period.
The MDC and indeed our President’s stance remains very clear and unequivocal … ED is illegitimate Period.
It remains our considered view as the people’s party that Zimbabwe still does not have a popularly elected President. The results of the 2018 Presidential elections as announced are definitely not a true reflection of the people’s electoral will.</blockquote>

<blockquote>The MDC has no doubt that our own candidate, Advocate Nelson Chamisa was the outright and undisputed winner of the 2018 Presidential elections with over 2.6 million votes.

The details of the roadmap are clearly explained under our strategic policy document, RELOAD. 
The restoration of normalcy in Zimbabwe will only happen once there is unconditional acknowledgement that there is real need of a genuine or credible all-inclusive national dialogue facilitated by a neutral convenor.
The same dialogue process must also be able to agree on a transitional mechanism that will facilitate the implementation of comprehensive reforms.

FULL TEXT: MDC Speaks On ED Legitimacy And Dialogue

The opposition MDC led by Nelson Chamisa has attributed its poor performance in recently held rural by-elections to a number of variables including the absence of sound party structures in the areas.
Speaking to the News Day following the defeat at the hands of the ruling ZANU PF in recently held by-elections in Tsholotsho Rural District Council wards 16 and 20, and Hwedza Rural District Council ward 4, party spokesperson, Daniel Molokele said:
<blockquote>We don’t have structures in the area, no, not yet. In line with our recent congress resolution, we will be setting up polling station-based branches there soon.</blockquote>
Rural areas have been ZANU PF’s hunting grounds and the MDC has so far failed to find strategies to penetrate the rural electorate.
Meanwhile, Molokele says that the by-elections were a learning curve and the party has now learnt what it needs to do to win the rural vote.

"We Don’t Have Structures In Rural Areas," - MDC

The opposition MDC led by advocate Nelson Chamisa has said that it welcomes the efforts by churches to end the socio-economic and political crises in the country.
The party, however, rejected the idea of suspending elections for seven years which the Zimbabwe Heads of Christian Denominations (ZHoCD) had suggested.
Party spokesperson, Daniel Molokele said that it was of much vitality to find an everlasting solution to the political crisis which is the root of all the problems in the country. Molokele said:
<blockquote>Every interested key stakeholder in the country must look for a long-lasting solution, because the people are suffering.
But as the MDC, we have been very clear in our position concerning the future of this country and the way forward, that unless and until we resolve the political issues, the economy is going to be affected.</blockquote>
He added that his party already has a five-point plan enunciated in the RELOAD document which can transform the country if implemented.
The RELOAD document among other things, says that there must be a transitional authority in Zimbabwe until the next elections.
The party claims president Emmerson Mnangagwa is illegitimate hence the need to address his legitimacy for the country to move forward.

<blockquote>MDC Urges for Solidarity for National Chairperson and Others at Court Tomorrow

FULL TEXT: MDC Urges Supporters To Show Solidarity With Chairperson At Court

The MDC says that it is finalising the details of its programme to put pressure on the ruling ZANU PF party to come to the negotiating table.
The MDC is pushing for an inclusive dialogue that will result in the formation of a Transitional Authority.
Addressing reporters in Harare on Wednesday, MDC spokesperson, Daniel Molekele said:
<blockquote>There can be a debate on whether protests will be successful or not. That is conjecture. We are going to apply pressure and as on how you wait and see the details.
We are going to use our constitutional rights to protests. We are going ahead and, at the moment, we are finalising on the details of our programme. People claim that we are divided on protests. Let me reiterate that we are not divided.
We are a party guided by a decision made at congress and party of the resolutions was to apply pressure to force Zanu PF to inclusive dialogue that will result in a transitional government.</blockquote>
Molokele dismissed the ongoing anti-corruption crusade led by the Zimbabwe Anti-Corruption Commission (ZACC). He said that the crusade is a charade wherein ZANU PF is involved in internal factional wars.
He added that the MDC will support a genuine anti-corruption probe led by an independent commission and not the compromised ZACC.

MDC To Push ZANU PF Into Inclusive Dialogue - Molokele

The MDC led by Advocate Nelson Chamisa has seemingly softened its stance towards President Emmerson Mnangagwa-initiated dialogue, the Political Actors Dialogue (POLAD).
The POLAD dialogue process involves Mnangagwa and about a dozen and a half losing presidential candidates in the July 2018 elections.
The MDC has over the past several months consistently expressed its aversion towards the dialogue.
However, while addressing journalists in Harare on Tuesday, newly-appointed party spokesperson Daniel Molokele said the MDC is more than willing to be a part of the dialogue process. He said:
<blockquote>The MDC is more than willing to be part of that national dialogue process but our first and foremost important condition is that President Mnangagwa is part of the problem.
He might have invited some of the losers but he cannot be the facilitator.</blockquote>
Meanwhile, Molekele said that there is a need to involve an independent facilitator who could be a foreigner or a local, provided that he or she is agreeable to all parties. He added:
<blockquote>There is a need for an independent facilitator. It can be a person we compromise or agree with or an international person or even a local person.
But we need a facilitated process in which Zanu PF, MDC, all other political parties, all other stakeholders in the country, the business community or the captains of industry, civil society and everyone else who has a stake in this country’s future, is invited to the table.</blockquote>
Mnangagwa has in the past, called on all the political parties to take part in the dialogue process, and those willing to do so should approach the convenors.
The South African ambassador, as well as former President Thabo Mbeki, has suggested that it is prudent that an impartial facilitator should be the convenor.
