A Tanzanian man, Sleiman Amour, was arrested at a roadblock along the Bulawayo-Plumtree Highway after police found nearly US$1 million worth of crystal methamphetamine hidden in a shipment of beans.
The <a href="https://www.sundaynews.co.zw/tanzanian-found-with-nearly-us1m-crystal-meth/">Sunday News</a> reported on Sunday that Amour (44), a crew member of a cross-border truck, appeared at the Western Commonage Magistrate’s Court, where he was charged with possession of specially restricted substances, as outlined in Section 67(1)(a) of the Medicines and Allied Substances Control General Regulations.
Due to a language barrier, the proceedings were postponed to November 8, and Amour was remanded in custody.
Prosecutor Milton Moyo told the court that Amour had entered Zimbabwe from Mozambique via the Nyamapanda Border Post, as reflected in his passport.
During police inspections at the Plumtree roadblock, Amour was asked to open the locked truck trailer, where a lunchbox containing crystal meth was found on the trailer floor.
Further search revealed an additional 168 lunchboxes hidden in a secret compartment.
Preliminary tests confirmed the substance was methamphetamine, with a total weight of 192 kilogrammes and an estimated street value of US$987,000.

A Tanzanian man named Sleiman Amour was caught in Zimbabwe with a lot of crystal meth hidden in a shipment of beans. The crystal meth was worth nearly US$1 million. He was arrested at a roadblock and charged with possession of illegal substances. Amour had come from Mozambique and his truck was searched, revealing many lunchboxes filled with crystal meth. The total weight was 192 kilograms, with an estimated value of US$987,000. Amour is now in custody and will appear in court in November.

Tanzanian Caught With Nearly US$1 Million Worth Of Crystal Meth In Zimbabwe

The Attorney General, Virginia Mabhiza, said the possession and abuse of Crystal Methamphetamine, commonly referred to as guka makafela or mutoriro, is a prosecutable offence in the courts under the existing laws.
Mabhiza stated that the Dangerous Drugs Act, Chapter 15:02, can be effectively used to prosecute those found in possession or abusing crystal meth.
As reported by <a href="https://www.manicapost.co.zw/mutoriro-is-illegal-prosecutable-ag/">The Manica Post</a>, Mabiza’s remarks follow several arguments by lawyers in court that crystal meth is not classified as a dangerous drug as per the existing law.
Some lawyers, representing individuals found in possession of crystal meth, have often argued that the substance is not listed in the Schedule of Dangerous Drugs Act, Chapter 15:02, therefore, being found in its possession is not an offence at law.
However, Mabhiza insisted that those found in possession or abusing guka/mutoriro can still be successfully prosecuted in the courts of law under the existing laws. She said:

Anyone who is found in possession of an illegal drug, like mutoriro which you are mentioning, can be brought before the courts and be successfully prosecuted under the Dangerous Drugs Acts. We have a law that deals with such scenarios.
So, as for mutoriro, the story that there is no law to charge people found in its possession is not correct because, under the Dangerous Drugs Act, such people can still be prosecuted.
However, I can admit that we need to improve our law so that we become more specific in terms of which drugs are we talking about and targeting.
But it is not correct to say that one can go scot-free after being found in possession of mutoriro.

In a recent court case, lawyer Admire Rubaya argued that crystal meth cannot be classified as a dangerous drug, solely on the basis that politicians and general members of the public wanted to refer to it as such.
Rubaya said the Ministry of Justice, Legal and Parliamentary Affairs should first specify crystal meth as a dangerous drug in terms of Section 14 of the Dangerous Drug Act to criminalise its possession and or dealing in it.
He raised the argument while notifying the State of his intention to challenge the prosecution of Anesha Brenda Gumbo on charges of dealing in crystal methamphetamine.
Gumbo had arrested after being found in possession of 98 grammes of crystal meth and was placed on remand at Harare Magistrates’ Court.
However, Mabiza stated that the country’s laws still address the prohibition of possessing crystal meth.
She said this depends on several factors, including mitigating and aggravating circumstances that the accused can present before the courts.

Mutoriro Is Illegal And Prosecutable, Says Attorney General

The Zimbabwe Republic Police (ZRP) has reported the arrest of six men for impersonating members of the security services and for the unlawful possession of Crystal Meth. In a statement seen by Pindula News, police spokesperson, Assistant Commissioner Paul Nyathi said the arrest came after detectives from CID Drugs and Narcotics received information that the suspects were demanding a bribe from Tafadzwa Lovemore Mudzekenyedze, whom they had allegedly arrested for drug supply. The suspects were found in possession of a BMW vehicle, a ZRP identity card, Crystal Meth, handcuffs, GPS tracking devices, and pepper spray. They are also linked to a previous case of impersonating police officers. We present the statement in full below:

<h3>ARREST OF SIX SUSPECTS FOR IMPERSONATING MEMBERS OF THE SECURITY SERVICES AND UNLAWFUL POSSESSION OF CRYSTAL METH</h3>
The Zimbabwe Republic Police confirms the arrest of Lloyd Rayeni Zvoma (33), Clemence Manyika (33), Sylvester Chaire (33), Simbarashe Chiyangwa (34), Sydney Chikozho (46) and Felix Tagonera (34) for impersonating members of the security services and unlawful possession of Crystal Meth.
On 18th January 2024, detectives from CID Drugs and Narcotics, Harare received information that the suspects were demanding US$ 1 000.00 bribe from Tafadzwa Lovemore Mudzekenyedze after they had allegedly apprehended him in Kuwadzana for supplying dangerous drugs to the public. The suspects posed as members of the security services during the encounter.
The detectives acted on the received information and arrested the suspects after tracking them to a side road near Zimbabwe Agricultural Show Grounds, Harare. The arrest led to the recovery of the suspects’ get-away car, a BMW vehicle, registration number ABG 7648, a ZRP identity card, five grammes of Crystal Meth, a pair of handcuffs, three GPS tracking devices and a paper spray.
The suspects are being linked to another case of impersonating police officers which occurred on 31st December 2023 at a house along Stoneridge Road, Avondale, Harare where the suspects posed as detectives from CID Drugs and Narcotics, Harare before apprehending Paola Thompson for unlawful cultivation of dagga. Subsequently, the suspects were allegedly given US$500.00 as bribe by Paola Thompson.
Detectives from CID Drugs and Narcotics, Harare had already acted on received information and arrested Paola Thompson and her father, Tony Octave Cesano for unlawfully cultivating dagga on 03rd January 2024. The two have already appeared at Harare Magistrate Court for trial.
The Police is on high alert to arrest criminals masquerading as members of the security services while soliciting for bribes from unsuspecting members of the public. Six Suspects Arrested For Impersonating Security Services And Crystal Meth Possession

Police have arrested two suspected drug dealers in Harare, Mai Toga, and Dexter Muteredhe, in separate incidents.
The Zimbabwe Republic Police spokesperson Assistant Commissioner, Paul Nyathi on Monday confirmed the arrest of Norah Makwavarara (40), also known as Mai Toga, at 13 Marsham Flat along Baines Avenue, Harare.
She was allegedly found in possession of Chrystal Meth with a street value of more than ZWL$5 million. Said Asst Comm Nyathi:

On 13th January 2024 detectives from CID Drugs and Narcotics, Harare acted on received information and arrested Norah Makwavarara at 13 Marsham Flat along Baines Avenue, Harare for possession of 0.053 kilogrammes of Chrystal Meth with a street value of ZW$ 5 300 000.00.
On 15th January 2024, the suspect appeared at Harare Magistrate Court where she was remanded in custody to 16th January 2024 for bail application.
The suspect has been previously arrested for dealing in dangerous drugs on two different occasions and was on bail pending trial.
In one of the incidents, the suspect was arrested on 25th February 2023 for unlawful possession of 10 X 100 mls Benylin Cough Syrup, 09 X 100 mls Broncleer Cough Syrup, 08 X 100 mls Adco-Salterpyn Cough Syrup and 3 grammes of Crystal Meth.
The suspect appeared at Harare Magistrate Court on 02nd August 2023 where she defaulted court and was issued with a Warrant of Arrest.
In another incident, the suspect was arrested on 06th May 2023 for unlawful possession of Crystal Meth and was taken to Harare Magistrates Court where she was remanded out of custody to 21st March 2024 for continuation of trial.

Police said Muteredhe (34) was arrested at Alban Court, corner Blackstone and Fife Avenue, Harare after a tip-off,  and he was found in possession of 48 grammes of Crystal Meth. Said Asst Comm Nyathi:

Police Arrest Two Suspected Drug Dealers In Harare's Avenues Area

The Zimbabwe Republic Police (ZRP) has reported several cases of crime across the country, including murder and drug possession.
Adultery-accused Father Whips Daughter To Death:
In Nyanga, a man named Amos Rutendo Nyamangodo was arrested for the murder of his daughter, Rufaro Nyamangodo. She was allegedly hit with a mulberry tree switch all over her body. The incident occurred on 23 December 2023 in Mangwanda Village, Mutasa, Honde Valley. The suspect accused the victim of having an affair with a neighbour.
Crystal Meth Dealers Arrested:
On 29 December 2023, detectives from CID Drugs and Narcotics in Harare arrested Brenda Jinjike (40), also known as Mai Dee, for the unlawful possession of 50 grams of Crystal Meth, valued at ZWL$5,000,000. The suspect was intercepted along Makumbe Drive, Madokero, Harare, and the drugs were found in her Mercedes Benz vehicle. Additionally, the suspect’s sister, Letina Jinjike (47), alias Mai Mobby, was arrested at a house in St Marys Chitungwiza for the unlawful possession of three grams of Crystal Meth, valued at ZWL$30,000.
Murder in Hopley Zone 5 Farm:
In Harare, the police are appealing for information regarding the murder of Tichaona Choto (40). His body was found with a wound on the ear and bruises all over his body at a house in Hopley Zone 5 Farm, Waterfalls, on 29/12/23. Anyone with information is urged to report it to the nearest police station.  
Death after House Collapse in Nyanga:
A tragic incident occurred in Nyanga South, where Perpetual Muzengembuya (19) and her niece, Lessly Maroka (4 months), died when their house collapsed due to heavy rains on 29/12/23. The house was located at a timber company.

Crime Watch: Man Whips Daughter To Death For Accusing Him Of Adultery

A research paper conducted by the United Nations Children’s Fund (UNICEF) in collaboration with the government, Muthengo Development Studies (MDS), Zimbabwe Civil Liberties and Drug Network (ZCLDN), and Youth Advocates Zimbabwe (YAZ) has revealed that approximately 60% of school dropouts in Zimbabwe are a result of drug and substance abuse.
The research identified common drugs abused by students, including cannabis, cough syrup, crystal meth, illegal alcohol, pharmaceuticals, crack, cocaine powder, and heroin. The study further highlighted that drug abuse contributes to a cycle of poverty and crime as it leads to students leaving school prematurely. The report read in part:

 The study revealed disturbing patterns directly attributable to alcohol, drug and substance (ADS) abuse: 70% of gang violence is among school children; 15% of Intimate Partner Violence (IPV) and Gender Based Violence (GBV) cases involve adolescents and young people; and an increase in school dropouts with 60% having dropped out of school after being expelled for ADS abuse...
An increase in public education and awareness campaigns about substance abuse, especially directed at adolescents and young people. The establishment of partnerships between schools, communities, and local authorities to promote healthy behaviours among adolescents and the young people.
</blockquote>
The organizations involved in the research also discovered that 40% of suicide attempts were connected to drug abuse. The study revealed that adolescents and young people from wealthier families tended to consume more expensive substances like cocaine, crack, heroin, and legal alcohol, while those from disadvantaged families used cheaper substances.
The main reasons for substance abuse included parental death, poverty, idleness, and peer pressure, among other factors. The report highlighted that Manicaland province had the highest drug usage, followed by Mashonaland Central, Mashonaland West, and Bulawayo. The organizations emphasized the need for more outreach programs to promote positive behavioural changes among young people.
In Zimbabwe, there is a lack of sufficient rehabilitation facilities for drug abusers. These individuals receive therapy in healthcare institutions but are released back into an environment that contributes to relapse. Clement Nhunzvi, a lecturer and mental health practitioner at the University of Zimbabwe, <a href="https://www.pindula.co.zw/Drug_Abuse_in_Zimbabwe/#cite_note-nhunzvi-3">explains in his 2014 publication</a> that they return to a setting characterised by poverty, unemployment, and frustration, which leads them back to drug abuse. Hospital records indicate that a significant number of readmissions were due to substance-induced disorders, with less than 3% of individuals achieving long-term recovery and follow-up. The psychiatric rehabilitation team faces challenges in both clinical practice and an unsupportive community environment for their clients’ recovery.

UNICEF Says About 60% Of School Dropouts In Zimbabwe Are A Result Of Drug Abuse

A 28-year-old man from Mvuma has been sentenced to 12 months in prison for illegal drug-related offences.
Police said Innocent Jaison Chida (28) of G6 72 Athens Mine in Mvuma was found in possession of marijuana, Crystal Meth, empty bottles of broncleer, and a digital scale used for weighing drugs.
In a statement, police expressed gratitude to members of the public who provided information that led to Chida’s arrest. Police said:

The ZRP continues to applaud the public for supporting the Government’s resolve to fight drug and substance abuse.
Following a tip-off, Police in Midlands arrested Innocent Jaison Chida (28) of G6 72 Athens Mine, Mvuma on 08/02/23.
The suspect was found in possession of 582g of dagga, 26 sachets of Crystal Meth weighing 1.52g, 4 x 100m empty bottles of broncleer, 22 empty sachets of Crystal Meth and a digital scale used for weighing drugs.
Innocent Jaison Chida has since appeared in Court and was sentenced to 12 months in prison.

Mvuma Drug Dealer Jailed 12 Months

The number of young people using drugs such as crystal meth (mutoriro or guka) has risen alarmingly amid indications of a sharp increase in bed occupancy in mental health institutions due to drug abuse.
According to Wilson Box, the Chief Executive Officer for Zimbabwe Civil Liberties and Drug Network (ZCLDN), 30 per cent of youths in Zimbabwe are hooked on crystal meth.
However, there is no official statics on the prevalence of drug use in the country.
Speaking during a sensitisation meeting for editors, Box said drug use is also increasing in workplaces. He said:

75 per cent to 85 per cent of bed occupancy in mental health institutions is due to substance use.
Drug use in the workplace is also on the increase, especially for guys who do menial jobs in most of our industries in this country.
Lastly, 30 per cent of youths in our country are on Crystal Meth or Gukka.

Box said marijuana is the most widely used illegal drug in the country due to its availability. He said:

It is only recently that there is a situational analysis to look at drug use in five provinces that is commencing soon and is going to take about two to three weeks.
The situational analysis of commonly used drugs in Zimbabwe shows that Marijuana always tops and it is readily available in our country.
We have got Codeine-based substances which are so readily available because you can actually buy them over the counter.
And then we have got Crystal Meth, Mutoriro or Gukka Makafela. This is the drug of choice for many including Sex workers and young people.
</blockquote>
He also noted that drugs such as cocaine, which was considered a drug for the elite in the past, are now finding their way into poor townships. Said Box:
<blockquote>
Yesteryear cocaine used to be found in affluent suburbs but you can even get it in Mbare these days.
We then have Heroin and domestic substances where young people are boiling diapers to extract the Sodium polyacrylate in them.
We have got ecstasy, this is normally used at parties by young people.
We have got prescription drugs like cough mixtures like Histalix and then we have glue, especially in street children.
There is also a challenge of polydrug use whereby people who are taking drugs actually mix a concoction of drugs and this is also causing problems in our country.

Zimbabwe does not have public rehabilitation centres for drug addicts and services at available private rehabilitation centres are very expensive.
It costs roughly US$400 per week to stay and get treatment in a private rehabilitation centre in Zimbabwe.

"30% Of Zimbabwean Youths Are Hooked On Crystal Meth"

Harare City Football Club player, Jerry Chipangura (24), was arrested in Mabvuku last month on suspicion of drug dealing.
Chipangura appeared before magistrate Stanford Mambanje at the Harare Magistrates Court on Thursday on allegations of possessing 40g of methylenedioxymethamphetamine — commonly known as mutoriro — worth $200 000.
It is alleged that the footballer wanted to sell the drug in the city.
He was not asked to plead to the charges and was remanded in custody to 21 July.
Prosecutor Lancelot Mutsokoti opposed the granting of bail arguing that Chipangura may flee as he was facing a serious offence which attracts a custodial sentence.
Mutsokoti also told the court that police were still tracking and yet to arrest the drug trafficker who smuggled the contraband into the country.
He said Chipangura might jeopardise investigations if he was granted bail.
Allegations are that on 30 June, at around 8 PM, police were informed that Chipangura was dealing in meth in Mabvuku, Harare.
Detectives proceeded to New Mabvuku where they found the accused along John Tapedza Road.
The detectives identified themselves before searching him and found 40g of meth stashed in a small Adidas black bag that he was carrying. The drug was in two sachets.
Preliminary field tests carried out in the accused’s presence tested positive for meth.

Harare City FC Player Arrested For Selling 'Mutoriro'

Illicit drug peddlers are reportedly selling marijuana, crystal meth, and other narcotics at schools.
According to Progressive Teachers’ Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe, schools have become a market for dangerous drugs like marijuana, and crystal meth known as “mutoriro” or “guka”.
Majongwe blamed the banning of corporal punishment for the lack of discipline in schools. He said:

They [drug peddlers] are making a living out of these drugs. They are making money out of our children.
It is sad that teachers have become disempowered. The government and parents connived to say kids should not be disciplined. Schools are the mirrors of society.
</blockquote>
Some children, working with drug syndicates, are reportedly smuggling the drugs into schools disguised as muffins.
Amalgamated Rural Teachers’ Union of Zimbabwe (ARTUZ) president, Obert Masaure, believes that the COVID-19 lockdowns had worsened the drug menace among children. He said:

Indeed, our schools are seized with the issue of drugs, and this will lead to other forms of indiscipline, such as teen pregnancies.
We also have the issue of violence which is on the rise. The proliferation of drugs can be attributed to the long closure of schools; they [children] ended up doing drugs.

However, unlike Majongwe, Masaraure is against the reintroduction of corporal punishment in schools. He said:

We need better methods of enhancing discipline in schools.
There are some who are advocating for the return of corporal punishment, which we are against.
We believe outside corporal punishment there are other ways we can enforce discipline among our learners.
</blockquote>
Meanwhile, Savannah Madamombe, co-founder of community activist group Mubatirapamwe, said they have embarked on anti-drug seminars after receiving a distress call from teachers. She said:

As such, Mubatirapamwe Trust is conducting preventative education training on drug/substance abuse in educational institutions.
The school outreach programmes are aimed at assisting students in recognizing internal pressures such as anxiety and stress, as well as external pressures such as peer attitudes and advertising, that influence them to engage in substance and drug use.

Drug Peddlers Flood Zimbabwean Schools With Marijuana, Mutoriro

Full Statement by national police spokesperson Assistant Commissioner Nyathi on the arrest of suspects for fraud and possession of dangerous drugs.

The Zimbabwe Republic Police has intensified the fight against fraudulent activities and drug peddling syndicates in the country.
On 13th September 2021, Police arrested Elliot Mushanyire (46) in connection with a fraud case in which he duped the complainant of US $10 000-00.
The suspect connived with his accomplice, still at large, and forged some documents for a 1000m2 Crowhill residential stand, belonging to someone else, before selling it to the complainant.
Meanwhile, on 14th September 2021 at around 0800 hours, Police in Bindura arrested Ranganai Goba (43), Notes Dzenga (30) and Gonamombe Kachiere (42) after they were found in possession of 13,005 kilograms of dagga.
The suspects were intercepted at a Police checkpoint along Harare-Shamva Road, while in a Toyota Noah vehicle.
In a related case, Police in Mutare arrested Mutize Mwaparadza (39) who claimed ownership of a parcel consisting of 8 Kilograms of dagga which had been recovered from an Inter Africa bus, which was coming from Chipinge en route to Harare on 12 September 2021 at Christmas Pass.
On 13th September 2021 at about 2100 hours, Police arrested Chenaimoyo Bvukura (28) after receiving information that the suspect was in possession of Crystal Methamphetamine weighing 20,32 grammes. The illicit drug was recovered from the suspect’s home in Chitungwiza.
On 14th September 2021 at around 1600 hours Police detectives arrested Shingirai Muzanenhamo (33) after he was found in possession of 1,05 grammes of Crystal Methamphetamine in Yeovil, Mutare.
On 15th September 2021 at around 1400 hours, Police arrested Ian Muswongwe (25) after he was found in possession of three grammes of Crystal Methamphetamine at Corner Campbell and Harare Drive, Harare.
Criminals involved in drug trafficking and peddling in communities will certainly be arrested without fear or favour. We urge the public to continue reporting illicit activities to the Police.

Police Arrest Drug Traffickers, Fraudsters Across The Country

Two Harare women and one man Friday appeared before magistrate Stanford Mambanje for possession of crystal methamphetamine drugs worth $1.7 million.
Kudakwashe Charles Mapara (25), Gertrude Glenara (21) and Natasha Gamuchirai Chari (23) were being charged with contravening the Dangerous Drugs Act.
They specifically violated Section 156(1)(c) of the Criminal Law (Codification and Reform) Act, Chapter 9:23 as read with section 14(2) of the Dangerous Drug Act Chapter 15:02.
It is alleged that on August 24 this year, at around 1930hrs, detectives from CID Drugs, Harare, received information that the accused persons were travelling in a silver Honda Fit delivering dangerous drugs in the city. 
The detectives ambushed them on Kaguvi Street, Harare.
Glenara was driving the Honda Fit with Chari on the passenger seat when they fled, only to be blocked by the police at the intersection of Samora Machel Avenue and Rekai Tangwena Street.
A search on the vehicle resulted in the recovery of four sachets of crystal methamphetamine from underneath the car’s lever cover, leading to the arrest of the duo, who later implicated Mapara. 
Detectives searched Mapara’s house and recovered two sachets of the crystal methamphetamine drug and 108g of dagga. 
The recovered crystal methamphetamine drugs have a value of $177 905 while dagga was worth $9 000.
The magistrate remanded them to Monday for bail ruling.

Trio Arrested For Possessing Crystal Methamphetamine Drugs Worth $1.7 million.

The abuse of the crystal methamphetamine drug, known as “<a href="https://www.pindula.co.zw/Mutoriro">Mutoriro</a>“, is on the rise in Zimbabwe. A Herald report today says that abusers of the drug are now stealing light bulbs from verandas in high-density suburbs like Highfield, Chitungwiza, Mufakose and Mbare to smoke the drug.
The abuse of Mutoriro in Zimbabwe reportedly started around 2016 and has been on the increase especially in Harare’s high-density areas.
Popular Zimdancehall artist <a href="https://www.thepatriot.co.zw/old_posts/bleeding-for-soul-jah-love/">Soul Jah Luv has been reported to be an abuser of the drug</a>.
