Seventeen (17) houses in the Cowdray Park suburb in Bulawayo are set to be demolished to make way for the construction of a proposed stormwater drain.
The City of Bulawayo said the drain will alleviate perennial flooding in the area.
In its latest council report, the local authority said that the City Director of Engineering Services, Sikhumbuzo Ncube, said affected homeowners will be relocated. Said Ncube:

The Council of 1st of June 2022 resolved that Beneficiaries of stand numbers 18666, 18667, 18668, 18712, 18853, 18852, 20143, 20144, 20145, 20113 20074, 20060, 20061, 20062, 20063, 19837 and 19807 to be relocated to allow for the construction of the proposed stormwater drainage that would help alleviate flooding in the area.

Urban flooding is a major challenge in Zimbabwe which poses unique challenges in densely populated areas.
Even small rainfall amounts of rain cause flooding as rainwater has nowhere to go because urban areas are covered with impervious surfaces like roads, parking lots, and buildings. These surfaces prevent water from infiltrating the ground.
Construction of homes in areas prone to flooding, such as wetlands and floodplains, has exacerbated the problem.

17 Houses To Be Demolished In Cowdray Park

Residents of Cowdray Park suburb in Bulawayo have been advised to buy their meat from reputed licensed butcheries rather than backyards.
This follows unverified reports of individuals selling donkey meat to unsuspecting customers.
Social media platforms have been awash with reports that several donkeys in Cowdray Park have been found slaughtered, with parts like liver removed.
Donkey meat is allegedly being sold to unsuspecting locals who reside in new stands in Cowdray Park.
In an interview with <a href="https://cite.org.zw/residents-advised-to-buy-from-reputable-butcheries-in-wake-of-donkey-meat-concerns/">CITE’s</a> Senzeni Ncube, Ward 5 Councillor Ashton Mhlanga said although he has not received official complaints from the residents, he is aware of the social media reports. Said Mhlanga:

I have heard the issue from social media but I have not received official reports from the residents.
But my advice to residents in Cowdray Park is that they should buy meat from reputable licensed butcheries.
We have many reputable butcheries here. There is one at a shopping centre at Caravan, another one at Athens and another one located at the terminus.
Residents should buy their meat there so that they are not in danger of eating donkey meat.

Zimbabwe Republic Police (ZRP) spokesperson in Bulawayo Province Inspector Abednico Ncube also confirmed to CITE that police were aware of the reports from social media. He said:
<blockquote>
We have not yet received a report that there is donkey meat being sold, but we are seeing it from social media. People should buy meat from reputable butcheries.
Buying meat from street hawkers is a crime and the residents will end up consuming meat that died on its own without them having slaughtered it as per their culture.
We are appealing to the members of the public to listen to the word of advice from the police and city health that only licensed butcheries dealing with meat and having certificates should be used for consumption. We are saying no to meat sold in buckets by people on foot.

Donkey meat is not a common food item in Zimbabwe even though it is a nutritious food that is rich in protein, iron, calcium, and phosphorous.
Donkey meat is considered a delicacy in some cultures and is consumed in many countries around the world, and in some regions, the meat is believed to have medicinal properties and is used to treat various ailments.

Donkey Meat Rumours: Residents Urged To Buy Meat From Reputable Butcheries

Development projects that were initiated by Finance, Economic Development and Investment Promotion Minister Mthuli Ncube in the run-up to the August 2023 general elections in Bulawayo’s sprawling high-density suburb of Cowdray Park are now in limbo after the academic was defeated at the polls.
Ncube was the ZANU PF candidate for Cowdray Park Constituency, which was among the new constituencies created by the Zimbabwe Electoral Commission (ZEC) during the controversial delimitation exercise.
Unlike other ZANU PF candidates, Ncube was not challenged during primary elections.
He eventually lost the election to Pashor Sibanda of the opposition Citizens Coalition for Change (CCC).
Despite the loss, Ncube was handpicked by President Emmerson Mnangagwa as one of the non-constituency MPs for the ministerial post.
Soon after he was confirmed as the ZANU PF candidate for Cowdray Park in March 2023, Ncube started funding projects such as road rehabilitation, nurse aid training courses, connection of households to the electricity grid, rolling out of free WiFi access points and drilling of boreholes.
Journalist <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, writing for CITE, said that while Cowdray Park residents can still access free WiFi at designated points, the rehabilitation of the badly damaged road network which was initiated by Ncube as part of his campaign has since stalled.
Residents say some of the boreholes that were drilled as part of Ncube’s electoral campaign have broken down and Cowdray Park residents, like everyone in the city, are bearing the brunt of Bulawayo’s 120-hour water rationing schedule.
Moreover, thousands of Cowdray Park residents still have no access to electricity as Ncube is yet to deliver on his promise to supply 38 transformers that will enable the connection of their houses to the grid for the first time.
A Bulawayo United Residents Association official in Cowdray Park said Ncube promised he would come back to finish the projects he initiated. The official told CITE:

Some projects were initiated by Mthuli Ncube when he wanted to be the MP such as the drilling of boreholes, WiFi access points and rehabilitation of roads.
The tarring of the road from Caravan to eMpompini was completed (before the elections), but the other road is yet to be completed and he promised to come back.
Some of the boreholes are no longer functional, but residents can still access the WiFi.

Bulawayo Progressive Residents Association chairperson in Cowdray Park, Joseph Phiri, said residents “love” Mthuli and he lost because he was on a ZANU PF party ticket. He said:
<blockquote>
The WiFi is still accessible, but the boreholes are not functional and there is no water. All the other projects are stagnant.
We do love Mthuli because he fixed some of our roads and drilled boreholes for us and at the moment two are still functional.
He might feel hurt that he lost, but it was not because people didn’t love him. It was the jacket he was wearing (his political party).

Nicholas Ngwenya, a community leader from the eMpompini section of Cowdray Park, said:

Ncube said he will continue with his efforts to turn Cowdray Park into a smart city as per the promises he made in his election manifesto.
He said youths had started enrolling for different courses and that the rehabilitation of roads would resume soon as the programme was disrupted by rains.
He also said people will continue accessing WiFi and he will work with Mujeyi (the new MP).

Arthur Mujeyi (ZANU PF) is the new MP for Bulawayo’s largest suburb by population following by-elections held on 09 December 2023.
The Cowdray Park Constituency seat fell vacant after Sibanda was recalled by Sengezo Tshabangu, a CCC activist who claims to be the party’s interim secretary general.
Tshabangu blocked Sibanda from contesting the 09 December by-elections.

Mthuli Ncube’s Cowdray Park Projects In Limbo

A Citizens Coalition for Change (CCC) rally scheduled for Sunday in Cowdray Park suburb, Bulawayo, has reportedly been cancelled to pave the way for a ZANU PF rally.
The CCC leader Nelson Chamisa was expected to grace the rally to drum up support for the party’s candidates in the 09 December by-election, but the rally will not happen today.
Instead, Vice President and ZANU PF second secretary Constantino Chiwenga will address party supporters in the suburb to drum up support for party candidates Arthur Mujeyi and Kidwell Mujuru.
Mujeyi is standing in for the national assembly while Mujuru is running for Ward Six council seat in next weekend’s by-elections.
The CCC rally was expected to be held at a popular meeting point known as “eboosteni”.
The opposition party had notified the police on 28 November 2023 as required under the MOPO Act and the rally was expected to take place from 12 noon to 2 PM.
Speaking to <a href="https://cite.org.zw/police-block-ccc-cowdray-park-rally-to-pave-way-for-zanu-pf/">CITE</a>, CCC National Assembly candidate Pashor Sibanda said on Saturday, the police notified them their rally had been cancelled to pave the way for ZANU PF’s rally. Said Sibanda:

The Police have cancelled our by-election rally which was scheduled for tomorrow (Sunday). They have cancelled because ZANU PF has also scheduled their rally at the same venue.
</blockquote>
Contacted for comment by CITE, ZRP spokesperson, Assitant Commissioner Paul Nyathi said he was not aware of the scheduled rally. He said:

As far as we are concerned here, we are not aware of the so-called rally. As far as I am concerned, we don’t have any information at national level because these are the issues handled at local level or at district level and normally they are not obliged to inform us at national level when some of these things happen.

Meanwhile, Police in Masvingo have reportedly surrounded the venue for a CCC scheduled for this Sunday, despite granting the opposition party the green light to host the event just two days ago.
Armed anti-riot police officers were reportedly deployed outside Masvingo Car Park Grounds where recalled Ward 2 councillor and former Masvingo Mayor Shantiel Yeukai Chiwara was scheduled to hold her last by-election rally.

Police "Block" CCC Cowdray Park Rally To Allow ZANU PF To Hold Its Election Campaign

Witness Dube, a former spokesperson of the opposition Movement for Democratic Change (MDC) led by Douglas Mwonzora, has reported that observations from Cowdray Park Constituency in Bulawayo, suggest that Finance Minister Mthuli Ncube may have lost in the elections.
In a social media post reported by Pindula News, Dube, who recently switched to the ruling ZANU PF party, described Ncube’s alleged loss as a protest vote against the development initiatives he undertook. These initiatives included road rehabilitation, installation of Wi-Fi hotspots, construction of a mini-hospital, drilling of boreholes, and other efforts aimed at attracting voters. Dube said:

Readings from some polling stations in #CowdrayPark show a very solid protest vote against devpnt: against the +5km of carpet that was laid for our cars, the 5Star mini-hospital, a free wifi zone, boreholes, electricity, water &amp; sewer installations, &amp; against youth courses. 
  
In 2000, Byo voted out very hard-working @ZANUPF_Official councillors simply because some wind from white farmers had blown to try &amp; stop land reform. @CityofBulawayo has never been the same for that decision. Leadership experiments from the opposition have cost the city. 
  
Dabengwa once said Byo would vote for a dead donkey if it represented the opposition. The newly voted in Byo will be saying they are not government, &amp; the circle will repeat itself. Democracy has won, &amp; people get the leadership they deserve. Thank you @MthuliNcube!

Citizens Coalition for Change (CCC) parliamentary candidate for Cowdray Park expresses unwavering confidence in the face of ZANU PF’s aspiring National Assembly candidate Mthuli Ncube’s perceived influence. Despite Ncube hosting a prominent rally with President Emmerson Mnangagwa and ZANU PF leaders at Mkhithika grounds in Cowdray Park, Bulawayo, CCC’s Pashor Raphael Sibanda remains unperturbed, asserting his stronger connection with the local populace.
Sibanda, in an interview with Southern Eye, downplayed the significance of the ZANU PF rally, emphasising that every party has the right to organise events of various scales. He said:
<blockquote>
I heard that the opposition Zanu PF hosted a huge rally. There is nothing new about it. Every party is allowed to do something big or small. They are scared of the election because they attempted to disqualify us.
It proves to people that they fear us. They have no clear idea of where to take the country. That’s why we have load-shedding and dilapidated roads. We have won this election. In 2018 it ended in the courts and this one is starting there.
The people of Cowdray Park have to choose between light and darkness, but it’s unfortunate because my brother in the opposition (Mthuli Ncube) is opposing the will of the people.
That’s why I call them the opposition. They are manipulating the works of the government to campaign. They took the project of TelOne just like they did with the project of the Ministry of Transport. While we appreciate development, we are saying we want sustainable projects.

Sibanda criticised Ncube as an outsider in Cowdray Park and urged the community to choose between progress and stagnation, highlighting the alleged manipulation of government projects by ZANU PF which he called the opposition.

CCC Candidate Undeterred By Mthuli Ncube's Influence In Cowdray Park

Finance and Economic Development Minister <a href="https://pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> is accused of damaging a water pipe near the Caravan area in Bulawayo.
Ncube reportedly hired earth-moving machines hired to rehabilitate some of the Cowdray Park roads as part of his campaign ahead of the 23 August 2023 elections.
He is the ZANU PF candidate for the Cowdray Park House of Assembly constituency.
According to CITE, City of Bulawayo councillors recently criticised Ncube for embarking on the road rehabilitation project without seeking approval from the local authority. <a href="https://twitter.com/citezw/status/1668613802386923522?s=20">Reported CITE</a>:

Earth moving machines hired to rehabilitate some of the Cowdray Park roads as part of an election campaign by ZANU PF aspiring MP for Cowdray Park constituency Prof Mthuli Ncube reportedly damaged a water pipe near the Caravan area.
Water supplies in the area have been affected. Recently, Prof Ncube came under fire from Byo Councillors for embarking on the road rehabilitation project without seeking approval from the council.

Ncube and Deputy Industry and Commerce Minister Raj Modi were not contested in the ZANU PF primary elections held in March this year. Modi is eyeing the Bulawayo South constituency.
When Ncube was confirmed as the ZANU PF candidate for Cowdray Park, he said he was working with the Bulawayo City Council to address the issue of the sewage system in the area.
He also promised to drill more boreholes in the constituency as part of efforts to deal with the water crisis in the area.

Mthuli Ncube Accused Of Damaging Underground Water Pipe In Bulawayo

Political analysts have scoffed at suggestions by self-exiled former ZANU PF Politburo member <a href="https://pindula.co.zw/Jonathan_Moyo">Jonathan Moyo</a> that CCC member <a href="https://pindula.co.zw/Thokozani_Khupe">Thokozani Khupe</a> should withdraw from contesting Finance and Economic Development Minister <a href="https://pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> in Cowdray Park Constituency.
Khupe will most likely represent CCC in Cowdray Park but Moyo argued that Ncube, who is the ZANU PF candidate in the constituency in the 23 August elections, is “the best possible candidate for Cowdray Park and the region.” Posting on Twitter, Moyo said:
<blockquote>
It is manifestly clear that Prof Ncube deserves support from everyone not only in Cowdray Park but also across the region, including and particularly from Dr Khupe. It is not an indictment of Dr Khupe but an acknowledgement of the objective reality on the ground in Cowdray Park and the region that there is really hardly much that she would be able to do differently or better now for either the constituency or the region which she has not been able to do since 2000, when she first went to Parliament.

However, speaking to <a href="https://cite.org.zw/khupe-vs-ncube-analysts-dismiss-suggestion-that-khupe-withdraw-candidature-against-ncube/">CITE</a>, political analyst, Bernard Magugu, said Moyo is biased in his analysis because he supports ZANU PF. Said Magugu:
<blockquote>
Prof Moyo is an indirectly interested party because he supports ZANU, so would always speak on their side.
The idea in Bulawayo, Matabeleland and Midlands provinces is to keep ZANU out of those provinces because ZANU has been a great impediment and albatross in the development of this country.
To allow ZANU to creep into power, there is a problem there. Khupe must assist to keep ZANU out of Cowdray Park.
Mthuli is keeping civil servants hungry by paying them in RTGS when he himself does not pay himself such.
</blockquote>
Also speaking to CITE, another political commentator, Effie Ncube, said ZANU PF rule has brought suffering to the Matabeleland region. He said:
<blockquote>
The vote for Zanu PF in Matabeleland North and Matabeleland South has not translated into development, freedom and justice either.
Needless to say, it is under the leadership of ZANU PF that Matabeleland is at the tail-end of development.
The poorest districts are in Matabeleland. Extreme hunger and poverty are highest in Matabeleland.
This is not a result of opposition politics but rather a product of misgovernance at national level.
That said, thinking and acting locally in order to influence nationally is a global trend.
Local interests must come first. Any politics that does not is useless politics.
</blockquote>
A local activist, Mbuso Fuzwayo, told CITE that it was the ZANU PF-led Government that brought chaos to Cowdray Park through Operation Murambatsvina. Said Fuzwayo:
<blockquote>
After causing chaos, they later handed it to the council. Mthuli, as the manager of the government purse, has failed to repair national roads.
The health sector is failing l don’t understand how he will develop a constituency that must be developed by the local authority.
</blockquote>
Critical studies scholar, Khanyile Mlotshwa said he could follow what Moyo is trying to say but there is no evidence to suggest that Ncube will improve the area. He said:
<blockquote>
What has he (Mthuli Ncube) achieved? At least Dr Khupe managed to have maternity fees waived at some point as Deputy Prime Minister. The women have not forgotten that.
</blockquote>
On the other hand, another commentator, Patrick Ndlovu concurred with Moyo saying Khupe achieved nothing for Bulawayo since she went to Parliament over 20 years ago. He added:
<blockquote>
It’s just a means of living for her and her family. Mthuli hasn’t been in Parliament as a representative before. He has shown that he has the financial muscle to do something for his constituency.
</blockquote>
CCC is yet to announce its candidates for the general elections with only two weeks before the sitting of the Nomination Court and it has not yet been confirmed if Khupe will indeed represent the party in Cowdray Park.

Moyo's Suggestion Khupe Should Allow Mthuli Ncube To Win Cowdray Park Sparks Debate

A man from Cowdray Park suburb in Bulawayo has been hospitalised at Mpilo Central Hospital after he was shot in the thigh by police officers who were chasing an armed robbery suspect.
An eyewitness, Tedious Masina, told <a href="https://cite.org.zw/man-sustains-injuries-in-police-shooting/">CITE</a> that Nkazimulo Ndimande was injured by a stray bullet from shots that were being fired by the police officers on Friday around 8 PM. Said Masina:
<blockquote>
It was around 8 PM. We were inside the barbershop when there was a commotion outside.
We heard a gunshot, and then a second one followed shortly after. People were running all over and screaming.
A total of four shots were fired during the incident.
Ndimande then went outside to see what was happening. A third shot was fired. He came back inside and that was when I saw that he had been shot in the thigh.
I tied him with a cable of one of my scissors and called an ambulance.
</blockquote>
Masina said as they waited for the ambulance to arrive, he saw some police officers going to their cars that were parked adjacent to the barbershop. He said:
<blockquote>
I saw the cops approaching their cars. They had two of them, a white Toyota Fortuner and a Honda Fit. I called them and told them they had shot my friend.
They carried him into the Fortuner and took us to Bulawayo West Hospital, a surgery that is at the (Cowdray Park) terminus.
They told us they were from Homicide. They then called other officers from Cowdray Park police base and they came to the surgery.
They are the ones who paid all the bills for the expenses incurred. The ambulance later arrived and took Ndimande to Mpilo.
When we got to Mpilo, we saw different police officers from the ones we had initially interacted with.
They ordered us to leave the room. They had a big book with them. When they came to us they said Ndimande was on their wanted list for a case of armed robbery.
They had already cuffed him to the bed and left one officer to guard him. What we could not understand was how they came to that conclusion.
Ndimande is not someone who is of such behaviour. We know him and he cannot be associated with armed robbery.
</blockquote>
Ndimande’s sibling said they were shocked as a family to see him handcuffed and to hear that he was an armed robber.
Meanwhile, in a statement, ZRP spokesperson, Assistant Commissioner Paul Nyathi said Ndimande was part of a four-man gang that was being chased for armed robbery.

Man Accidentally Shot By Cops, Later Arrested In Hospital For Armed Robbery

ZANU PF’s candidate for Cowdray Park constituency in Bulawayo, Mthuli Ncube, has intensified his election campaign in the sprawling suburb.
Ncube says he has embarked on infrastructure development projects, including the resurfacing of roads as well as introducing training programmes for youths.
According to <a href="https://businesstimes.co.zw/mthuli-intensifies-election-campaign-in-cowdray-park/">Business Times</a>, Cowdray Park suburb has over 75 000 residents, making it the second-largest suburb in Zimbabwe after Budiriro in Harare.
Speaking at a recent meeting with Cowdray Park residents, Ncube said he had brought relief to commuters by rehabilitating roads. He said:
<blockquote>
Most commuter omnibuses could not get to certain areas. We have been working on the road network. We have those being upgraded and graded as well.
The residents of Cowdray Park were walking three to four kilometers to get to the transportation areas. That’s a thing of the past.
This has given a lot of relief to the elderly so that’s critically important.
We want to turn Cowdray Park into a smart city and from now on we really want to be serious about it.

Ncube also said he was working with the Bulawayo City Council to ensure that all houses in the suburb are connected to the sewer system.
He added that 12 electricity transformers have been delivered so far out of an expected 38 in order to connect over 90 00 households to the national grid.
Ncube, who is the Minister of Finance and Economic Development, was uncontested in Cowdray Park during ZANU PF’s recent primary elections.

Mthuli Ncube Pledges To Make Cowdray Park A Smart City

Aspiring MP for Bulawayo’s Cowdray Park constituency, Mthuli Ncube (ZANU PF), is offering free driving lessons to the jobless youth.
Ncube, who is the Finance and Economic Development Minister, recently promised to install Wi-Fi in the constituency to enable communication.
Early this week, Ncube’s campaign teams were offering free driving lessons to the youth.
ZANU PF Bulawayo spokesperson Archibold Chiponda defended the move, saying Cowdray Park youths will not be left behind. He told <a href="https://newsday.co.zw/southerneye/news/article/200010208/mthuli-now-offering-free-driving-lessons">Southern Eye</a>:

The youth league has been running this programme for a while now.
So Cowdray Park youths also showed interest and appealed that they not be left behind.
The minister pledged to give them the necessary support by bringing the lessons closer to them not in town, to help with transport costs.
Driving is a skill and with that skill, youths can get employed. We are just answering to a need.
When Zimbabweans are empowered, the party benefits because it’s the governing Party.
So far over 1 000 Youths have registered for the lessons.

A Cowdray Park youth Nontokozo Ndlovu said they need employment opportunities not driving lessons.
Another resident, Yolanda Sibanda, told the publication that residents needed good roads, water, and other social amenities. She said:

We can always find ways of getting the licences but what we want are jobs and better living standards.

Mthuli Ncube Now Offering Driving Lessons In Cowdray Park

Former Deputy Prime Minister Thokozani Khupe is reportedly set to contest the newly-created Cowdray Park National Assembly seat on a Citizens Coalition for Change (CCC) ticket in forthcoming elections.
Finance and Economic Development Minister Mthuli Ncube will represent ZANU PF in Cowdray Park after he sailed through uncontested during the party’s primary elections.
The CCC candidate selection process took place last Wednesday countrywide and those nominated will then fight it out in internal elections on a date yet to be advised.
<a href="https://www.sundaynews.co.zw/chaos-in-ccc-candidate-selection/">The Sunday News</a> reported that in Bulawayo, nominations include Khupe for Cowdray Park and Sindiso Mazibisa who is set to battle it out with incumbent MP, Anele Ndebele and political activist, Promise Mkhwananzi in Magwegwe.
In Bulawayo South, incumbent Makokoba MP, Alderman James Sithole will face businessman Francis Mangwendeza while the party’s deputy spokesperson Gift “Ostallos” Siziba has been nominated for the Pelandaba-Tshabalala constituency.
In Nketa, Bulawayo Progressive Residents Association (BPRA) chairperson, Ambrose Sibindi was nominated together with Obert Manduna and the incumbent MP, Phelela Masuku.
David Coltart is reportedly set to contest Councillor Tawanda Ruzive in Ward Five, amid indications that CCC is pushing for Coltart to be the next city’s mayor.
The majority of the Bulawayo councillors, who have previously denied allegiance to Douglas Mwonzora, were reportedly nominated in the process.
CCC spokesperson, Fadzayi Mahere, recently told reporters that the process has at least four stages with the nomination being the first stage. She said:

Following the nomination [process], there is going to be a vetting process and the fact that one has been nominated is not the end of the situation, it doesn’t mean that you are yet eligible to be a candidate.
There will also be a process of community consensus building where citizens will come together and be told there is X, there is Y candidate, who do you prefer and why, they have an opportunity to make their case, deliver a very brief manifesto of what they plan to deliver in their wards or constituency and also to take questions from the community concerning their eligibility to run.

Reports suggest that CCC’s so-called Change Champion in Chief Nelson Chamisa was unanimously nominated to stand as the opposition party’s presidential candidate in the 2023 elections.
Chamisa is the founding leader of the party and his allies have described him as the party’s “best foot” to challenge ZANU PF leader, President Emmerson Mnangagwa, for the second time after narrowly losing the race in 2018.

Finance and Economic Development Minister Mthuli Ncube has promised more boreholes, nutritional gardens, and WiFi at every home in Bulawayo’s Cowdray Park constituency.
Ncube is set to represent ZANU PF in Cowdray Park in the forthcoming elections after he sailed through uncontested during the party’s primary elections.
According to <a href="https://thestandard.newsday.co.zw/news/article/200009977/mthuli-ncube-spends-big-in-parly-seat-bid">The Standard</a>, Ncube is spending a lot of time away from the capital to hold cluster rallies in Cowdray Park.
Speaking at one of the rallies last week, Ncube promised to drill boreholes for the constituency. He said:

Cowdray Park will have clean water everywhere.
As your aspiring MP, I have hit the ground running with delivering that which the people have requested as the government works on a permanent solution to the water situation in Bulawayo.
As such we have a targeted 20 boreholes, which will be equipped with nutritional gardens.
Widows and vulnerable groups approached us with this brilliant idea and we are already delivering on that promise.

Citizens Coalition for Change (CCC) member Thokozani Khupe is reportedly eyeing the Cowdray Park constituency.
On Friday, CCC Bulawayo spokesperson Swithern Chiroodza told The Standard that it was too soon to say Khupe will represent the party in the constituency. He said:

We cannot, for now, tell whether she has availed herself for the selection or not.
Papers were collected yesterday (Thursday) and now we have to wait for the compilation, validation and vetting process to take place before any announcement can take place.

Meanwhile, it will be the first time for Mthuli Ncube to contest after he joined President Emmerson Mnangagwa’s government in 2018 as a technocrat.
Ncube is a former banker and holds a Ph.D. in Mathematical Finance from Cambridge University.

The opposition Citizens Coalition for Change (CCC) has accused ZANU PF of bussing people from as far as Gokwe, Chiredzi, and Mwenezi to register as new voters in Bulawayo.
CCC Bulawayo provincial spokesperson, Swithern Chirowodza told <a href="https://newsday.co.zw/southerneye/local-news/article/200009257/zanu-pf-bussing-voters-into-byo-cbd-ccc">Southern Eye</a> that ZANU PF was bringing people from Gokwe to register as voters in Cowdray Park constituency which Finance Minister Mthuli Ncube is reportedly eyeing in the upcoming general elections.
Chirowodza also claimed that the ruling party is bussing people from Chiredzi and Mwenezi to register as new voters in Bulawayo Central.
ZANU PF’s Tendai Chiruka is eyeing the Bulawayo Central constituency currently held by CCC legislator, Nicola Watson. Chirowodza said:

The transportation of people brought from various provinces to register as voters in ward 28 and ward one which are Cowdray Park and Bulawayo Central constituencies respectively is a clear rigging tactic currently adopted by ZANU PF.
ZANU PF has started rigging elections mainly in these two constituencies.
They are bringing people from as far as Gokwe to register in Cowdray Park so that they vote for Ncube.
They are also bussing people from as far as Chiredzi and Mwenezi to vote for Charuka in Bulawayo Central.

However, ZANU PF Bulawayo spokesperson Archibold Chiponda dismissed Chirowodza’s claims as false. He said:

Who in their right mind would sacrifice voters in their own constituency to be taken to another Constituency?
As a party, we want all seats countrywide, and it would be nonsensical to adopt such a strategy.
What I find most ironic about their accusations is that as we speak a CCC aspiring candidate is bussing people from Bulawayo peri-urban areas and transferring their votes to Bulawayo constituencies.

ZANU PF currently has one legislator, Raji Modi, in Bulawayo (Bulawayo South Constituency). The ruling party also has one councillor, Kidwell Mujuru (Ward 28).

CCC Accuses ZANU PF Of Bussing Voters From Gokwe To Bulawayo

A 29-year-old maid from Cowdray Park, Bulawayo, allegedly raped her employer’s 14-year-old son when they were home alone while two boys were sodomised in a different case.
According to local police, on an unknown date in September at around 1 pm, the complainant was alone in a store room when the accused person opened the door, came inside and locked the door. 
The maid is alleged to have then grabbed the minor, forcibly removed his shirt, and trousers and forced him to have sexual intercourse with her once without protection.
After the act, the accused person told the minor not to tell anyone about the matter, <a href="https://www.sundaynews.co.zw/maid-rapes-employers-son-in-cowdray-park/">The Sunday News</a> reported citing said acting Bulawayo police spokesperson Assistant Inspector Nomalanga Msebele. Said the inspector:

The matter came to light on 6 November when the boy’s father noticed some change in behavior of his child. He then asked his child what was bothering him and the boy narrated the ordeal a report was made to the police leading to the arrest of the accused person.
We urge teenagers and youths not to fear to report such cases and find people to confide to.

Meanwhile, a 20-year-old man from Hwange appeared at the Hwange Magistrates Court facing <a href="https://www.sundaynews.co.zw/20-year-old-man-molests-two-juveniles/">two counts of sodomising two boys.</a>
Craig Gandiya (20) from Chibondo in Hwange appeared before regional magistrate Mr Collet Ncube on Thursday on allegations of sexually assaulting two boys aged eight years and below. 
The incidents are alleged to have occurred on different dates sometime this year.
The State represented by Mr Vumizulu Mangena alleges that on dates unknown to the court, Gandiya was at the home of one boy when he called him to the backyard and molested him once.
On yet another date sometime this year, the court heard that Gandiya took another boy, and exposed him to pornographic videos before he undressed him and sodomised him once. 
The matter came to light on 25 August when one of the victims revealed the matter to his brother and it was subsequently reported to the police.

Maid Rapes Employer's Son, Two Boys Sodomised

The Bulawayo City Council (BCC) intends to demolish seventeen houses in Cowdray Park, with the owners set to be relocated.
The demolitions will enable the local authority to instal drainage systems to deal with the problem of flooding during the rainy season in the Hlalani Kuhle area segments 11 and 12.
CITE’s Senzeni Ncube said the move follows complaints of flooding by some residents over the years during the rainy season.
Council will use devolution funds to compensate property owners who had already developed their residential stands.
Beneficiaries of stands 18666, 18667, 18668, 18712, 18853, 18852, 20143, 20144, 20145, 20113 20074, 20060, 20061, 20062, 20063, 19837, and 19807 will be affected.
Council noted that some residential stands were located within water courses or within flood plains which made it impossible to provide a working urban drainage system.

Bulawayo To Demolish 17 Houses In Cowdray Park Suburb

In a tragic incident, two schoolboys drowned in Bulawayo’s Cowdray Park suburb on Wednesday while swimming in a pit originally dug for an underground fuel tank but left open for years.
Reports suggest that the accident took place at the site of a long-mooted plan to build a petrol station by ZANU PF secretary for administration <a href="https://www.pindula.co.zw/Obert_Mpofu">Obert Mpofu</a>.
Two fuel tanks were delivered, but they were never lowered into the ground and the pits have grown in size over time due to natural processes.
The bodies of the two boys, whose ages could not be ascertained, were retrieved by a local resident after firefighters and police who attended the scene baulked.
Angry residents blamed Bulawayo City Council and the Environmental Management Agency for the tragedy after they failed to reclaim the land over many years. Said an angry resident:

The Bulawayo City Council and the Environmental Management Agency turned a blind eye to the open pits which have been there for a few years now. It’s clear negligence by the people who dug the pits, the local authority and EMA.

The Zimbabwe Republic Police (ZRP) will institute internal disciplinary proceedings against six police officers who were arrested on Friday for allegedly assaulting two Bulawayo sisters aged 30 and 36 years.
Simbarashe Bvekwa, Tichaona Zariro, Patson Gumoreyi, Zibusiso Masuku, Elizabeth Denhere and Christabel Munyondo brutally assaulted Nokuthula and Ntombizodwa Mpofu in Cowdray Park suburb for allegedly violating lockdown regulations.
The police officers were briefly taken to Western Commonage Magistrate Court on Saturday facing criminal charges but the case could not start as the case was referred back for further investigations.
National police spokesperson Assistant Commissioner Paul Nyathi confirmed that the suspects will be subjected to internal disciplinary process but did not disclose the charges that will be laid against them. He said:
<blockquote>Certainly, they will be subjected to internal disciplinary process. I can’t specify when investigations will start because that would be tantamount to revealing their charges before the officers are served. What is important is that they will face charges.</blockquote>
The two women were arrested on April 16 at a supermarket in the suburb where they had gone to buy food for their children.
They were then bashed and bruised and detained overnight at Cowdray Park Police Base after the officers refused to let them pay fines.

The recent incident in Cowdray Park where the police acting on behalf of the state allegedly brutalized two defenceless women proves beyond a reasonable doubt that the police are now law themselves. Who will police the police? 
The Economic Freedom Fighters Zimbabwe unequivocally condemns the alleged savage attack on the innocent and defenceless women in Cowdray Park. The women were allegedly arrested, assaulted and detained for no apparent reason. 
More alarming is that, it is alleged the police were barbarically insulting the women for being beautiful and for being Ndebele. EFF Zimbabwe categorically condemns tribalism wherever it happens and by whoever perpetrates it. 
We are Zimbabweans first and foremost, and our tribes are the beacons of nationhood and national unity. The diversity of our tribes and cultures must unite us as a people and never be used to divide us. We advocate for ONE NATION and a borderless continent. 
The ruling and ruining Zanu PF regime has over the years used the men and women in uniform for selfish political and propaganda purposes to continue to cling onto power. It is clearly evident that the police have adopted this unconstitutional role and they are practising it with impunity. 
Police have become the enemies of citizens they are meant to serve and protect from lawlessness and disorder and EFF Zimbabwe demands nothing short of justice for Cowdray Park women. We demand the immediate suspension from work of the arrested police suspects pending a full investigation by an independent body. 
Justice must be done as a matter of urgency. EFF Zimbabwe stands boldly with victims of police brutality. We reaffirm our condemnation of this tribalistic nature and deed by state agents. We call upon the Minister of Home Affairs and police commissioner to immediately issue a statement condemning the criminal and tribalistic acts perpetrated by some members of the police in Cowdray Park. 
EFF Zimbabwe demands action to address this endemic professional decay in the police force. We stand resolute in our demands and we will fight, push and collectively expose the evil hand of the political discourse that promotes divisions amongst our people.

Cowdray Park and ZANU PF Councillor, Mr Kidwell Mujuru has refuted claims that he diverted government subsidised mealie-meal to the black market.
The Sunday News reports that residents were left fuming last Monday after a truck delivering the product at TM Cowdray Park in Bulawayo only offloaded half the load before being allegedly diverted by Clr Mujuru to the new stands popularly known as Esigodweni.
Responding to the allegations, Mujuru said that it is not true that the intention was to supply the black market. He added:
<blockquote>I think people misread my intentions. It is true that the truck took some of the roller meal to the area you are mentioning but this was solely so that people from the area can benefit too because most of them were failing to get to TM or even the terminus where the product was sold. As a local councillor I then got in touch with the suppliers and asked them to go to Esigodweni and deliver the product.</blockquote>
This comes when the country has a huge shortage of mealie-meal due to the El Nino induced drought and poor agricultural policies since two decades ago.

"People Misread My Intentions," - ZANU PF Councillor On Allegations He Diverted Mealie-Meal To Black Market

Commuter Omnibus (kombi) operators have reportedly hiked fares from $5 dollars to $15 in Cowdray Park, Bulawayo following the withdrawal of ZUPCO contracted buses from the route.
ZUPCO Southern Region manager Mr Tinei Rwasoka told the Chronicle on Sunday that the buses were withdrawn over the poor state of the roads.
The ZUPCO buses were charging $1, a fare which had forced kombi operators to charge $5.
Meanwhile, Cowdray Park Councillor Kidwell Mujuru (ZANU PF) has reported the matter during a full council meeting on Wednesday last week. He said:
<blockquote> People in Cowdray Park are struggling. The roads are very bad and Zupco is no longer plying our route. Kombis and private cars are charging exorbitant fares of up to $15 a trip.</blockquote>
Mujuru also said that residents are walking about 8 kilometres to board buses in Gwabalanda suburb adding that school children who are resuming their studies need cheaper transport.
Cowdray Park residents also revealed that in addition to kombis which charge exorbitant fares, there are private cars that are charging about $20, particularly at night.

Kombis Hike Prices As ZUPCO Contracted Buses Are Withdrawn Over State Of The Roads

In a bizarre and shocking incident, the body of a 75-year-old Bulawayo woman was burnt beyond recognition in her home while property close to the body was unscathed.
Angeline Ndlovu of Cowdray Park’s body was discovered by neighbours two days after she was last seen alive (on June 6 in the morning).
One of the neighbours who spoke to the Chronicle had this to say:
<blockquote>She was lying on the floor and was burnt almost to ashes. Strangely, nothing else except a corner of the table appeared burnt. We are asking ourselves how she could have been burnt to that extent yet the house remained intact.
It really boggles the mind how a person can be reduced to ashes like that and yet the house remains untouched save for the corner of a kitchen table.</blockquote>
The fire department could not ascertain the cause of the fire, with acting Bulawayo Chief Fire Officer, Mr Edward Mpofu quoted as having said:
<blockquote>Nothing can be ruled out because we were only called to the scene by police when the fire had long died down and there had been traffic at the scene.
It becomes difficult to carry out any thorough investigations to ascertain the cause of fire in such circumstances where there is a possibility of the place having been tampered with.
A candle was found near the scene of the incident which, however, does not necessarily mean that it was the source or cause of the fire.
The cause of the fire, therefore, remains unknown.</blockquote>
Police in Bulawayo confirmed the incident. Bulawayo police spokesperson Assistant Inspector Nomalanga Msebele revealed that police investigations into the case are underway.

'Strange Fire' Burns Granny Severely, House Unscathed

MDC president Nelson Chamisa on Monday expressed over the party’s loss to ZANU PF in a local government by-election in Cowdray Park, Bulawayo two weeks ago.
The MDC fielded two candidates whose combined votes were less than those of the winning candidate.
In an interview with Southern Eye on Tuesday, MDC deputy spokesperson Edwin Ndlovu said:
<blockquote>He condemned indiscipline in our structures, all forms of violence, confusion and intolerance resulting in needless expulsions of some members from the party.
He was not happy about this since it impacts on the party’s growth in Bulawayo, particularly when looking at election statistics.
On Cowdray Park, our president was clear that indiscipline also contributed to the loss. He was clear that the contestants were supposed to show maturity and reach an agreement that would have seen one of them stepping aside.
He condemned the selfishness of the candidates and said they were supposed to put the interests of the party first before individual interests for positions.
The president was clear that this kind of indiscipline prevailing in Bulawayo is a thing of the past, and that will not be tolerated.</blockquote>
Bulawayo province is set to hold its congress in the coming days as there are concerns that violence could erupt as has happened in other provinces.

Chamisa Vows To End Indiscipline In The MDC After Cowdray Park Loss

MDC president Nelson Chamisa will soon swing the axe against his rivals as the fallout from the defeat in Bulawayo’s Cowdray Park continues, a report claim.
MDC lost what is considered a safe seat over the weekend during a by-election in Bulawayo’s Ward 28. Two candidates took part in the election on an MDC ticket but their combined tally fell short of the winner, ZANU PF’s Kidwell Mujuru.
Writing on Twitter after the results were announced, Chamisa said:
<blockquote>We have had a serious ‘invisible hand’ we have since discovered and about to cut it off… it is invisible to many I am glad to share via more appropriate platforms the leadership always has invisible eyes and ears.
… The Cowdray Park ward election results are a stark reminder of the urgent need for far-reaching root and branch reforms and renewal set to kick in at Congress. Leadership excesses and conduct that resulted in the party donating a seat to our opposition is regrettable, this is the last.</blockquote>
Fingers were immediately pointed towards Chamisa’s likely challenger at the May Congress, secretary general Douglas Mwonzora for the defeat.
Mwonzora, however, denied to shoulder the blame, rather putting it on Amos Chibaya and Tabitha Khumalo. In an interview with Newsday, he said:

Chamisa Warns Of MDC Purge After Congress

A report claims that MDC’s loss in the Bulawayo Ward 28 by-election has exposed deep division within the movement.
The party endorsed Alderman Collet Ndhlovu as its candidate while he was deeply unpopular with the residents of Cowdray Park. He lost the vote, not only to the ZANU PF candidate Kidwell Mujuru but also to Nomagugu Mloyi who was expelled from the party for insubordination.
The Chronicle claims to be privy to a WhatsApp group chat that involved party co-vice president Welshman Ncube. As the fallout from the defeat continues, Ncube is quoted saying:
<blockquote>Until we vaccinate ourselves from the madness of chicanery and imposing deeply unpopular candidates on factional considerations in brazen violation of rules, we will not get far.
As national leadership we couldn’t even go there to assist the candidate because of the nonsense of telling us that our candidate was Collet whom we all knew was intensely hated by residents of Cowdray Park but clowns elevated beyond chickens brains screamed and shouted at everyone who dared tell the truth.
Regrettably, we won’t even learn the correct lessons from this fiasco. We will, however, stop the rot. Period. Watch the space.</blockquote>

Welshman Ncube Condemns Imposition Of Unpopular Candidates

MDC’s two candidates who contested Bulawayo’s Ward 28 (Cowdray Park) by-election were both unelectable as they lost to Kidwell Mujuru, according to a report. Mujuru was an MDC member as recent as 2014 before he defected to ZANU PF.
The Cowdray Park by-election was called after the death of MDC Alliance councillor Hapson Nyasha Ncube, a stepson of Collet Ndhlovu, one of the contestants, in December last year.
In the July 2018 poll, Ncube won the ward with 8,514 votes beating Mujuru who won 3,632.
In last week’s election, Mujuru polled 1,899 votes while MDC Alliance’s Nomagugu Mloyi got 1,229 votes, while the other Alliance candidate Collet Ndhlovu won 221 votes.
Ndhlovu was the party’s official candidate while Mloyi (a Douglas Mwonzora ally) had been fired from the party prior to the election for insubordination.
However, Ndhlovu, who operates bars and Kombis in the city was said to be deeply unpopular with the electorate. He was accused of stealing from the residents. His bars make noise and fuel crime according to residents.
A Bulawayo-based journalist, Zenzele Ndebele of the Centre for Innovation and Technology (CITE), had this to say about the MDC’s defeat:
<blockquote>When everything is analysed, it was a self-inflicted defeat for the MDC.
Ndhlovu, added to his baggage, was seen as a candidate for the Mwonzora faction in the party. So you had a lot of adjustment with voters looking to Mloyi as the candidate favoured by the party leader Nelson Chamisa, although she too doesn’t appear to have much gravitas.
Added to this, Mujuru was an MDC member until 2014 and given the chaos in the MDC candidate selection, you found some voters who would otherwise vote for the MDC giving their votes to him.
… There was complacency, and the fights for the party leadership played out in Cowdray Park. The party’s base was not motivated to go out and vote.
It does not really change much in the balance of things in the council but Zanu PF wanted a result to grease their propaganda machine, and they got it.</blockquote>
Party president Nelson Chamisa has admitted that the party’s leadership in Bulawayo is a shambles and promised that his supporters will smile soon.
<blockquote>Certain habits must be dropped, forgotten and even punished. A new culture must be birthed. These are some of the birth pains we have to endure. You will smile soon.</blockquote>

How MDC Lost Cowdray Park To ZANU PF - Report

A human rights activist and MDC sympathiser, Partson Dzamara, has admitted that his party lost the Cowdray Park local government seat to ZANU PF due to the party’s own ineptitude rather than rigging.
This comes as party president Nelson Chamisa’s spokesperson, Nkululeko Sibanda, blamed Tropical Cyclone Idai and rigging for the loss. Said Dzamara:
<blockquote>I see some are in denial regarding the defeat our party suffered in Cowdray Park over the weekend. It’s actually ridiculous for anyone to even suggest rigging. Hama, there was no rigging apa, we were beaten because of our internal issues. We must attend to those issues.</blockquote>
Commenting on Dzamara’s Tweet, journalist Elias Mambo commended the ‘honest’ assessment. He said:
<blockquote>Bitter truth…. #Reset iyi yakaoma mwana wamai vangu… If we say it and point it here we are always thrown under the bus…</blockquote>

Dzamara Says MDC Should Come Out Of Denial

The MDC has accepted that there is indiscipline in the party which may derail its chances of forming the next government.
This comes after the party fielded two candidates in the Cowdray Park by-election where it lost to ZANU PF. This is the first time that the MDC has lost the local government seat to ZANU PF since the year 2000.
Party president Nelson Chamisa vowed to take action so that such a scenario will not repeat itself. Said Chamisa:
<blockquote>The party agrees that there are lessons to be learnt and we assure the public that the elections directorate is compiling the observations, made and working on a plan to correct all the mistakes that the party made.
We also accept the concern on the fielding of double candidates and appreciate that it created confusion. However, the party would like to assure its supporters that it (fielding 2 candidates) will not happen again.</blockquote>
Party spokesperson Jacob Mafume, who is a councillor in Harare had this to say:
<blockquote>We, however, want to highlight that the times in which candidate selection was taking place also came with a hostile environment in respect of which targeted violence was being perpetrated on those mandated by the party to handle internal elections.
Some of them had their homes invaded while others were arrested. In fact, one of the venues of the primary elections was raided by the police, disrupting the process.
This may have resulted in challenges around candidate selection. The party will, however, do more to motivate the social base to defend our zones of autonomy because the figures reflect high levels of apathy, our supporters must be assured that solutions are being sought in this respect.</blockquote>

Chamisa To Crack The Whip On Errant Party Members

MDC president Nelson Chamisa has contradicted his spokesperson on why the party lost Ward 28 in the Bulawayo by-election held over the weekend.
While Chamisa’s spokesperson, Nkululeko Sibanda, blamed rigging for ZANU PF’s victory in Cowdray Park, Chamisa said that the party need to be reformed.
ZANU PF’s Kidwell Mujuru beat the two MDC candidates, even with their vote tallies combined. Said Chamisa:
<blockquote>The Cowdry Park Ward election results are a stark reminder of the urgent need for far-reaching ‘root and branch’ reforms and renewal set to kick in at Congress.
Leadership excesses and conduct that resulted in the party donating a seat to our opposition is regrettable. This is the last of it!</blockquote>
Writing on Twitter earlier, Sibanda had claimed that his party was distracted by Cyclone Idai while ZANU PF while busy rigging the results;
<blockquote>Look, we blinked and the rigging machine took advantage. This is primarily because the President focused on the Cyclone and humanitarian situation. Be rest assured, President will look into this.</blockquote>

Chamisa 'Regrets' Defeat In Cowdray Park By-election

MDC leader Nelson Chamisa’s spokesperson, Nkululeko Sibanda, said that his party’s loss in the Cowdray Park by-election was because of rigging presumably by the ruling party ZANU PF in connivance with the Zimbabwe Electoral Commission (ZEC).
MDC fielded two candidates during the election due to its failure to find consensus between the aspiring candidates. Writing on Twitter, Sibanda said:
<blockquote>Look, we blinked and the rigging machine took advantage. This is primarily because the President focused on the Cyclone and humanitarian situation. Be rest assured, President will look into this.</blockquote>
However, Sibanda was derided by some Twitter users for his response:
