The City of Harare has advised ratepayers that with effect from 01 July 2023, the Council bill will be denominated in US dollars.
In a notice, the local authority also said all outstanding arrears as at 30 June 2023 will be converted to USD using the prevailing exchange rate. Reads the notice:

Notice is hereby given to all residents and stakeholders of the City of Harare that effective 1 July 2023, the Council bill will be denominated in USD and all outstanding arrears as at 30 June 2023 will be converted to USD using the prevailing exchange rate.
Payments to the City of Harare will be accepted in either USD or ZWL$ converted at the prevailing official exchange rate of the date of payment.
All ratepayers’ (debtors) accounts will be maintained in USD and all billing will be done in USD based on approved USD tariffs in the 2023 budget.
The need to preserve value against exchange rate losses has necessitated this move.
City of Harare thanks its valued residents for their support in funding service delivery through payment of rates and other services.

Harare City Council Indexes Bills In US Dollars

The Ministry of Local Government and Public Works has approved ninety-two budgets for 2023 presented by local authorities, with four being rejected for various reasons.
In a statement issued on Tuesday, 10 January, Local Government and Public Works Minister July Moyo said the process of budget analysis and consequently approval was conducted from 3 to 10 January this year.
Budgets that were not approved were for Murewa Rural District Council, Karoi Town Council, Binga RDC and Lupane Town Board.
Moyo said Murewa RDC officials will now have to meet Local Government Permanent Secretary Zvinechimwe Churu, to relook into their budget.
A team has also been sent to Karoi Town Council to assist in the proper crafting and adoption of the budget by the council.
Binga RDC and Lupane Town Board have been asked to explain their budgets, which do not seem “achievable because of the level of tariffs”. Said Moyo:

All budget tariffs have been captured in both US$ and ZWL to allow councils to track the exchange rate movement in line with S1 185 of 2020 over the whole year. 
Most councils proposed standstill budgets except for a few that have made increases. 
Some of the increases were occasioned by a relook of the council’s revenue sources, which have expanded because of following the Rural District Councils Act, Urban Councils Act, or their by-laws.

Ninety-two Council Budgets Approved

The Combined Harare Residents Association (CHRA) has urged the Zimbabwe Anti-corruption Commission (ZACC) to investigate the theft of equipment in Harare City Council Health Centres.
In a letter dated 25 October 2022 and addressed to the ZACC chairperson, CHRA acting director Reuben Akili said there are 19 cases of theft of equipment at the health centres which occurred while municipal police officers were on duty.

Akili said the municipal police officers who were on duty when the crimes were committed should be investigated. He wrote:
The Combined Harare Residents Association (CHRA) is calling for thorough investigations into the 19 cases of theft of equipment in Harare City Council Health Centres when Municipal Officers were on duty.
We are disturbed that in as much as there were municipal officers manning the health centres there is no explanation for the disappearance of the equipment, which includes big water tanks and solar panels.
We are of the view that the inaction by the Municipal Police Department in terms of disciplining the municipal officers who were on duty on the days when the thefts occurred, may be an indicator of serious issues of graft in the local authority.
We are worried that the theft which has crippled maternal health provision in the health centres will continuously deny women of their right to have access to basic healthcare services including reproductive healthcare services provided in Section 7641) of the Zimbabwean Constitution.

CHRA Writes To ZACC Over 19 Cases Of Theft At Council Clinics

The Citizens Coalition for Change (CCC) has criticised Local Government and Public Works Minister July Moyo for blocking the opposition party’s newly-elected councillors from voting out sitting mayors linked to the MDC Alliance and ZANU PF.
In a letter dated 22 April 2022, Moyo advised provincial ministers and officials in his ministry that sitting mayors, deputy mayors, chairpersons of committees and their deputies cannot be removed. Wrote Moyo:

As I congratulate the new councillors who have been elected, may I take this opportunity to remind the councils that this was not a general election and, as such, the sitting mayors, deputy mayors, chairpersons of committees and their deputies remain as constituted prior to the by-elections.
In terms of section 114 of the Local Government Laws Amendment Act, number 8 of 2016, a mayor, deputy mayor or councillor can only be removed from his position through an independent tribunal or through section 129 of the Constitution.
You are, therefore, advised that your councils cannot reconstitute the leadership architecture in place unless there is a vacancy.
</blockquote>
Meanwhile, CCC secretary for local government Jacob Mafume has accused Moyo of interfering in the operations of opposition-dominated councils. Addressing reporters on Friday, Mafume said:
<blockquote>
We understand that the Minister of Local Government is desperate to punish the urban populations for voting against ZANU PF.
We know he has the mandate to exercise extreme cruelty to the residents of the cities. He is exercising it in a crude fashion.
They want to deliver on services, but you then say they must sit there, you say they must not be put in committees, they must not change the committee, they must come in and become spectators.
We cannot do that (follow directives). We will not do that. We will instruct all our local governments to ignore this directive to the extent of its illegality.
We are going to go to court on an urgent basis and we have to comply with the law and we are also going to instruct our councillors and our leadership to continue working so that if they are punished, they will be punished for working, they will reconstitute the leadership of council.

Mafume implored the Parliamentary Portfolio Committee on Local Government, Public Works and National Housing to intervene and stop the Ministry of Local Government from disrupting the operations of local authorities.
