A villager from Mtetengwe, Beitbridge, has been fined three goats after a traditional court found her guilty of speaking to the regional newspaper <a href="https://newsday.co.zw/southerneye/local/article/200034569/villager-fined-3-goats-for-speaking-to-the-media">Southern Eye</a> and reporting what she perceived as extortionist behaviour by a village head.
Efa Sebata, of Tshamunanga village, was ordered to pay one goat to Headman Mabhidhi, another to complainant village head Edna Tshidixwa, and a third to the community.
She had already been fined two goats and two chickens for allegedly disrespecting Tshidixwa during a gathering where villagers received instructions on rearing day-old chicks distributed by ZANU PF.
Sebata believes she was denied justice and claims that a total abuse of power and corruption is at play in her case. She said:

I was not given time to explain my case by Headman Mabhidhi. I found it strange that I had a misunderstanding with Tshidixwa who became the complainant, judge and jury and went on to preside over a case she was the complainant.
We were at a workshop, where ZANU PF officials from Harare educated villagers on how to care for broiler chickens.
I was knowledgeable and they suggested making me their point person from where chick distributions would be done. The kraal head was not amused and blocked the idea.

Sebata questioned Tshidixwa after a meeting, asking why she was blocked, which led to Tshidixwa threatening to make her pay a goat.
A few days later, Sebata was summoned to Tshidixwa’s homestead for a hearing.
Tshidixwa, presiding over the matter with her family members, ordered Sebata to pay two goats and two chickens.
Tshidixwa’s brother subsequently took two chickens from Sebata’s fowl run, instructing her to bring the goats later.
Dissatisfied with the situation, Sebata sought advice from other villagers, who recommended that she contact NewsDay, which in turn referred her to the police.
Sebata was later called to headman Mabhidhi’s court, where she was charged for speaking to the media and reporting to the police.
The villagers are baffled by what they perceive as gross abuse of power by traditional leaders, accusing them of enriching themselves through dubious trials and convictions.

Following the allegations that the Electoral Commission of Namibia awarded a tender to a corrupt South African company linked to Wicknell Chivayo, the ECN has released a statement on its social media pages.
The statement claims that a rigorous process went into selecting Ren-form, and that the value of the tender was not $60 million as reported in the media, but $350,000.
Said the statement:

REBUTAL: FALSE ALLEGATIONS OF CORRUPT CONDUCT IN THE AWARD OF THE CONTRACT FOR THE PRODUCTION OF BALLOT PAPERS TO REN-FORM CC
1. The Electoral Commission of Namibia (ECN) unequivocally refutes the malicious and baseless allegations being circulated regarding the award of the contract for the procurement of ballot papers for the November 2024 Presidential and National Assembly Elections, as announced on 17 October 2024. These allegations, intended to discredit the Commission and undermine public confidence in the electoral process, are false and misleading. Such unfounded claims are made to cast a shadow on the integrity of Namibia’s electoral system, which the Commission will not allow.
2. As the election season unfolds, we note the deliberate spread of misinformation, aimed at creating confusion and sowing distrust. The Commission firmly asserts that our procurement processes are fully transparent and compliant with all relevant legal frameworks. The Commission is fully committed to upholding the highest standards of transparency and accountability, as mandated by our Constitutional duty to safeguard free and fair elections.
3. The decision to award the contract to Ren-Form CC was made following a thorough and rigorous evaluation process that adhered to the laws governing procurement. Factors considered included compliance with technical requirements, cost-effectiveness, reliability, and the ability to meet strict timelines. To be clear and set the record straight: the total cost of this contract is N$6,250,686—far from the grossly inflated and fictitious figure of N$1 billion being circulated in certain media reports. Additionally, Ren-Form CC is a South African company, not a Zimbabwean company, and boasts a solid track record of printing ballot papers for over 70 elections on the continent in the past 20 years.
4. The Commission reiterates that the procurement process for the ballot papers was conducted in strict adherence to the Public Procurement Act, No. 15 of 2015, as amended. We emphasize that the authority to make procurement decisions lies solely with the Commission and not with any contesting political party or external influence. Attempts to suggest otherwise are entirely false and meant to distract from the real issue—ensuring the timely and secure preparation of our national election.
5. We wish to categorically state that there is no evidence whatsoever to substantiate any claims of corruption or misconduct in this process. Should any party or individual possess concrete evidence of wrongdoing, we challenge them to present it through the appropriate channels. The Commission will not tolerate baseless accusations meant to discredit our work.
6. As we approach the elections, we urge all Namibians to remain vigilant and informed by relying on credible, verified information. It is the collective responsibility of every citizen to help maintain the integrity of our democratic processes. Do not allow yourselves to be misled by misinformation designed to manipulate public opinion and derail a peaceful and fair election.
7. The ECN is unwavering in its commitment to conducting free, fair, transparent and credible elections. We call on all citizens and political actors to support the Commission in protecting the integrity of our democracy and ensuring that the rights of all Namibians are upheld.

Full Text: Namibian Electoral Commission Speaks On Awarding Wicknell Linked Company Tender

A commission of inquiry appointed by President Emmerson Mnangagwa to investigate suspected financial mismanagement and corruption in Harare has faced a major setback with the death of Dr Funny Machipisa, a crucial witness who was expected to testify about corruption at the town house, reported <a href="https://businesstimes.co.zw/blow-for-ed-probe-team/">Business Times</a>.
Machipisa, who was the District Administration Manager, had gathered a dossier detailing instances of corruption, including irregular allocations of residential and commercial stands by councillors and officials.
Council announced on Monday that Machipisa passed away on Sunday without revealing on the cause of his death.
Before his death this week in Harare, Machipisa had alleged that there were attempts to demote him to a lower position as a tactic to silence him and hinder his testimony.
Thabani Mpofu, the lead investigator for the commission, expressed shock at Machipisa’s passing. He said:

I am devastated because he was expected to appear (before the commission of inquiry) soon.
</blockquote>
In a letter dated 9 July 2024, Machipisa said he was forced out because he opposed the councillors’ plan to have residential and commercial stands in wealthy suburbs instead of their own wards. He said:

After I had worked hard in processing reports to council for the allocation of 2 224 residential stands I informed the 59 councillors that they were to be allocated residential stands within their respective wards in terms of the government directive of 2020.
This did not go down well with the councillors as they said they wanted to be allocated stands in leafy suburbs such as Borrowdale, Highlands, Greendale, Mt Pleasant, Malbereign where stands had been created.

Machipisa said he warned the councillors that they were in breach of a government directive. He wrote before his demise:

I am the focal person on housing matters in the department and their plan to remove me from office is to avoid my submission of information to the commission of inquiry which is currently investigating the City of Harare on various issues.
Any new person as my replacement will obviously have no information to submit and can be coerced to profess ignorance on housing matters.
Cartels and cabals have been employed to settle scores against both councillors and officials.
</blockquote>
Machipisa had served the council for 41 years before his passing.
Mpofu raised concerns about losing contact with senior council official Matthew Marara, who is supposed to testify regarding corruption in the capital.
Marara is involved in a controversial US$ 300,000 payout from the council before his controversial reinstatement.
The situation has implicated councillors, who now face accusations of complicity.
Meanwhile, in a statement issued on Thursday afternoon, the Harare City Council said Machipisa was due to retire at the end of 2025. It said:

The late head of Council District Administration Dr Funny Machipisa was buried yesterday at his Bvochora homestead in Guruve. He passed away on 13 October.
Dr Machipisa was due for retirement on December 31, 2025. He had been with the City of Harare for 41 years.

Harare Corruption Probe Faces Setback After Death Of Key Witness

Kudzanai Hiya, one of the assistant referees in the Herentals versus Dynamos Castle Lager Premier Soccer League match at Rufaro Stadium on May 12, has been handed a five-year ban from all football-related activities and fined US$116,650 after being found guilty of match manipulation and corruption.
The match ended in a 1-1 draw, but Hiya was charged for accepting a US$400 bribe from a Dynamos supporter to influence the result in favour of the Glamour Boys.
Despite his denials, the senior assistant referee with 14 years of experience was ultimately found guilty of “bringing the game into disrepute” as well as “match manipulation and corruption” following a full trial.
The two additional charges of gross incompetence and failure to observe the principle of fair play that had been brought against Hiya were ultimately dismissed by the disciplinary committee.
The centre referee for the match, Tichaona Mbire, was cleared of all charges by the ZIFA Disciplinary Committee, chaired by Florence Jambwa, after a complete trial. Part of the judgement reads:

In aggravation it was noted that the charges proffered against the respondent attract a harsh sentence of up to a lifetime ban from any football related activity.
His lengthy service was also considered to aggravate the charges as he was expected to have known the rules better and the consequences of accepting a bribe and match manipulation.
The Disciplinary Committee imposed a five-match suspension on the respondent for Charge 3, reflecting the seriousness of his conduct during the match.
Additionally, for Charge 4, the Respondent received a five-year ban from participating in any football-related activities, along with a fine of CHF 100,000, payable in the equivalent amount in United States Dollars.
These sanctions underscored the committee’s commitment to upholding the integrity of the sport and addressing any misconduct associated with the Respondent’s actions.
The imposed penalty considers the severity of the breach, and the fact that he is a first offender. The sentence also acts as deterrent to other officials and reinforces the message that accepting a bribe, match manipulation and corruption will not be tolerated.
It guarantees that the playing field remains level and the game remains free of malevolent outside influences.

On May 12, a controversy erupted when a Dynamos supporter accused referee Hiya of accepting a $400 bribe to influence the match in favour of Dynamos, which ended in a 1-1 draw. The supporter stormed the referees’ changing rooms demanding reimbursement.
Fans protested by invading the pitch and throwing missiles after controversial decisions, including disallowing a goal from each team for offside.
An investigation by the ZIFA Referees Committee, led by Brighton Mudzamiri, Wilfred Mukuna, and Tapfumanei Mutengwa, found Hiya guilty of accepting the bribe and manipulating the game, leading to his prosecution by the ZIFA Disciplinary Committee.

Zimbabwean Referee Banned 5 Years, Fined US$116 000 For Accepting US$400 Bribe

The trial of Mike Chimombe and Moses Mpofu, who have been in custody for over two months on corruption charges exceeding US$7 million, has been postponed to October 22 of this year.
The duo appeared relaxed and seemingly in good spirits during their appearance in the High Court in Harare on Thursday, where the proceedings were broadcast live on ZTN.
Chimombe and Mpofu are accused of misappropriating a total of US$7.7 million from the Presidential Goat Pass-On Scheme.
Allegations include forging a Zimbabwe Revenue Authority (ZIMRA) tax clearance certificate and a National Social Security Authority (NSSA) compliance certificate under the name of Blackdeck Private Limited.
These documents were submitted with a bidding proposal to the Ministry of Lands, Agriculture, Water, Fisheries, and Rural Development for a tender to supply goats for the scheme.
By doing so, they misrepresented their company as being in full compliance with ZIMRA and NSSA regulations.
Their trial was postponed after their lawyers requested a referral to the Constitutional Court. Both defendants have pleaded not guilty to the charges.
When Chimombe and Mpofu appeared at the Harare High Court the previous day (Wednesday), their lawyers traded barbs with Justice Pisirayi Kwenda.
Defence lawyers raised concerns about the court’s composition, specifically the age of the assessors, and argued that these issues should have been addressed before the trial began.
The defence claimed there were constitutional matters stemming from the duo’s arrest that needed to be resolved by the Constitutional Court before trial.
However, the prosecution argued that they should have been notified of the new defence outline regarding constitutional issues.
Tapson Dzvetero, representing Mpofu, began reading the defence outline, asserting that Mpofu pleaded not guilty and will challenge the legality of his detention and prosecution.
The defence contended that the charges stemmed from a civil matter related to a contractual disagreement with the Ministry of Lands and Agriculture, rather than criminal fraud.
Mpofu’s lawyer argued that he did not misrepresent the company’s capacity to supply goats and argued that the charges were unwarranted since the ministry had not pursued recovery of any funds.
The defence suggested that external parties with ulterior motives were influencing the prosecution, particularly in light of social media posts.
Professor Lovemore Madhuku told the court that Chimombe shares similar constitutional concerns and argued against the trial proceeding under what they deemed an improper court composition.
Chimombe’s lawyer explained that he was not directly involved in Blackdeck’s operations and only sought to mediate between the company and the ministry after disputes arose.
Both accused claimed that their legal troubles intensified after audios suggesting bribery by Wicknell Chivayo led to their arrest, alleging that they were targeted as punishment for leaking information.

Corruption Trial For Chimombe And Mpofu Postponed To October 22

A Ruwa Local Board Municipal Police Officer, Lucia Sithole (44), was arrested on Friday, September 27, by members of the Southern Africa Regional Anti-Corruption Organisation (SARACO) for allegedly demanding and accepting a bribe from a commuter omnibus driver.
According to a memo addressed to the SARACO Chief Corruption Prevention Intelligence Officer by an Assistant Deputy Director of Operations, Sithole now faces charges of criminal abuse of office as defined by Section 174 of the Criminal Law (Codification and Reform) Act [Chapter 9:23].
The allegations are that on September 27, 2024, at approximately 8:20 AM, Sithole and two other municipal police officers were on duty conducting traffic enforcement along the Harare-Mutare highway near the George shopping Centre in Ruwa. Reads the memo:

A Nissan Caravan commuter omnibus registration No AFE 7538 travelling from Harare to Goromonzi stopped at the market Bus stop along the highway and suddenly a municipal traffic officer emerged and placed a steel bar in the wheel of the commuter omnibus.
</blockquote>
All passengers were ordered to disembark and three municipal police officers jumped inside and ordered the driver to proceed to their council yard. As this was happening the other male officer was writing a fine ticket.
It is alleged that the driver of the kombi and the three municipal police officers left for the council yard, and along the way just near the shops, Sithole asked for twenty dollars from the driver.
The driver said that he had US$10 but she rejected it and insisted on $20.
After the driver gave her two US$10 notes, Sithole then instructed him to make a U-turn and drop them off immediately. Reads the memo:

The driver drove back to where he had dropped his passengers and advised the three Southern Africa Regional Anti Corruption Organisation members who had earlier on introduced themselves to him before boarding the commuter omnibus at Fourth Street.
</blockquote>
The three members of SARACO contacted their female counterpart nearby and approached the municipal police officers.
They requested that the officers empty their pockets of all cash, but Sithole refused to comply.
Subsequently, the SARACO members searched her and discovered US$45 in her shirt pockets. Two of the US$10 bills matched the photographs taken by the kombi conductor before the money was handed over to the driver.
Sithole was then arrested and taken to Ruwa Police Station, where Chief Inspector Tinarwo was informed.
A docket was opened for violating Section 174 of the Criminal Law (Codification and Reform) Act, registered under ZRP Ruwa RRB number 6160549.

A police officer in Ruwa was caught taking a bribe from a driver by SARACO. The officer, Lucia Sithole, along with two others, stopped a commuter omnibus and demanded money. The driver gave them US$20, but they asked for more. SARACO members intervened and found the money on Sithole. She was arrested and charges were filed against her. The incident happened on the Harare-Mutare highway. Being caught taking bribes is against the law.

Ruwa Municipal Police Officer Caught In Bribery Sting By SARACO

Former ZANU PF Youth League national political commissioner Godfrey Tsenengamu has announced his decision to leave politics to focus on combating corruption.
Tsenengamu, who was suspended from ZANU PF in 2020 after naming party officials allegedly involved in corrupt activities, had previously stated in May 2024 that he intended to rejoin the ruling party.
However, during a press conference in Harare on Tuesday, Tsenengamu changed his stance, saying that his decision to return to ZANU PF was premature.
He claimed he was committed to fighting corruption through the Zimbabwe Anti-Corruption Citizen’s Task Force, which he said was registered four years ago. Said Tsenengamu (via <a href="https://www.newsday.co.zw/local-news/article/200032769/tsenengamu-quits-politics-leads-anti-corruption-fight">NewsDay</a>):

I am here to tell Zimbabweans, it is high time we must work together to fight this menace of corruption. We tried it when we formed the Front for Economic Emancipation in Zimbabwe, but we realised that you cannot fight corruption effectively under the banner of a political party.

Tsenengamu asserted that there would be no sacred cows in the fight against corruption. He said:

It is a legally registered institution, which can report any individual with a rightful authority. We are going to be whistleblowing big time.
We don’t care whether you are from this party or that political party. We don’t care whether you have the support of that powerful individual or this powerful individual. We are not going to be fighting against institutions.
</blockquote>
Critics argue that the fight against corruption in Zimbabwe has become a lost cause, as graft has nearly been normalised, particularly within the public service.
For example, public transport operators often view paying bribes to police officers at roadblocks as routine.
It is reportedly impossible to obtain a driver’s license without bribing officials from the Vehicle Inspectorate Department (VID).
Moreover, teachers frequently demand payment for extra lessons, which they have made “mandatory”.
The above are just a few instances where corruption has deeply entrenched itself in everyday practices.

Tsenengamu "Quits" Politics, Vows To Fight Corruption

A police officer stationed at ZRP Dema was arrested on Saturday, September 21, by members of the Southern Africa Regional Anti-Corruption Organisation (SARACO) for soliciting a bribe from a kombi driver.
The officer, Constable Personal Dzuramera, was part of a group of seven officers conducting a traffic operation called “Operation No To Lawlessness on the Roads” at the 38 km peg Harare – Hwedza Road.
A caravan commuter omnibus driven by the complainant, Verengai Fete, was stopped at a checkpoint while travelling from Marondera to Harare.
The driver was asked to pay a US$30 fine for an undisclosed offence. When he explained that he only had US$10, Constable Dzuramera allegedly instructed him to hand over that amount. Reads a SARACO memo:

All of this transpired in front of four SARACO members who were in the kombi stopped by the police, along with two female passengers. Reads the memo:

The Anti Corruption team disembarked from the omnibus and approached the now accused and introduced themselves as members of SARACO and the officer took US$10 from his right trousers (Uniform) pocket and threw it down together with an exercise book he was holding but the money was immediately picked by Corruption prevention intelligence officer Kasere and the accused was taken to Dema police station together with his colleagues where officer in charge ZRP Dema Chief Inspector Shayanewako was briefed about the whole case and a docket was compiled on ZRP Dema RRB number 6052555.
Chief Superintendent Chokuda from PGHQ Internal Investigations was advised and she later phoned back and advised the officer in charge Dema to make sure that a docket has been opened and procedures were done and to make sure that the accused person is taken to court within the stipulated time.

Investigations are being conducted by the ZRP Dema, and the accused is expected to appear in court soon to face charges of criminal abuse of office under Section 174 of the Criminal Code.

A police officer at ZRP Dema was arrested for asking a kombi driver for a $30 bribe. The officer, Constable Dzuramera, was with a group of officers doing a road operation. They stopped the kombi and asked the driver for $30, but he only had $10. The officer took the $10, gave $5 change, and said it was for a tollgate. SARACO members watched this happen. The officer was taken to the police station, and a case was opened against him. He will go to court for criminal misuse of power.

ZRP Dema Officer Arrested For Soliciting US$30 Bribe From Kombi Driver

Vice President Constantino Chiwenga said that corruption has become a serious threat to the country’s progress, undermining the rule of law and eroding public trust in both private and public institutions.
Speaking at the Chartered Governance and Accountancy Institute of Zimbabwe’s annual conference in Victoria Falls on Thursday, Chiwenga urged leaders in both sectors to uphold ethical standards and prioritise integrity. He said (via <a href="https://www.newsday.co.zw/local-news/article/200032519/corruption-now-a-security-threat-chiwenga">NewsDay</a>):

As leaders, our responsibility is to create an environment where adherence to effective corporate governance principles is not just encouraged but expected.

It is important to recognise that corruption represents a serious threat to our nation’s progress, distorting markets, undermining the rule of law and eroding public function as professionals in key positions across both private and public institutions.
Chiwenga asserted the government has implemented several measures to combat corruption, including the adoption of the United Nations Convention Against Corruption (UNCAC). He said:

The government of Zimbabwe is committed to collaborating with the private sector to create a corruption-free ecosystem through vigorous enforcement of anti-corruption laws, fostering strong partnerships, enhancing public awareness and providing advanced protection for whistleblowers.

UNCAC, adopted in 2003, provides a comprehensive framework for countries to prevent corruption, criminalise various corrupt practices, and enhance international cooperation in investigation and prosecution.
However, Chiwenga’s call for ethical standards appears disingenuous in light of ongoing reports of corruption involving key state institutions, such as the Zimbabwe Electoral Commission (ZEC), where millions were allegedly misappropriated in the lead-up to the 2024 harmonised elections.
In March and April of last year, Qatar-based Al Jazeera aired the investigative documentary Gold Mafia, which revealed how senior public officials were involved in smuggling Zimbabwe’s gold out of the country.
Moreover, just last week, President Emmerson Mnangagwa appointed former judge Webster Nicholas Chinamora as the chairperson of the Zimbabwe Independent Complaints Commission (ZICC), despite Chinamora having resigned from the bench in 2023 amid an inquiry into his suitability for office due to serious allegations of misconduct.
Critics argue that the establishment of the commission is merely a facade, as it is led by a judge who stepped down following a corruption scandal.

Corruption A Serious Threat To National Progress - VP Chiwenga

Emmanuel Mushata (45), a Works Manager in the Chitungwiza Municipality, was brought before the court facing charges of criminal abuse of duty as a public officer, as defined in Section 174(1)(a) of the Criminal Law (Codification and Reform) Act [Chapter 9:23], in conjunction with Section 196A of the same Act.
It was the State’s case that in November 2019, while serving as the Acting Director of Works, Mushata identified an open space that was an earth road and proceeded to create a residential stand measuring 476 square meters without adhering to the required legal procedures.
He crafted a layout plan for the stand, which he approved and subsequently submitted to the then Acting Director of Housing and Community Services. This official issued an offer letter for the stand to a beneficiary who was a local councillor.
The matter came to light when disgruntled residents in the area filed a complaint with the Ministry of Local Government and Public Works, raising concerns about the improper allocation of land.
This prompted an investigation by the Zimbabwe Anti-Corruption Commission (ZACC), which ultimately led to Mushata’s arrest.
On Tuesday, 17 September, the National Prosecuting Authority (NPA) confirmed that Mushata was sentenced to 48 months in prison, with 12 months suspended for good behaviour.
As a result, he will serve an effective 36 months behind bars for his actions.

Emmanuel Mushata, a man who worked in Chitungwiza Municipality, was charged with breaking the law. He made a residential stand without following the rules in November 2019. He gave the stand to a local councillor, and people complained about it. The Zimbabwe Anti-Corruption Commission investigated, and Mushata was arrested. Now, he has been sentenced to three years in prison.

Chitungwiza Works Manager Jailed Three Years For Corruption

Local businessmen Mike Chimombe and Moses Mpofu have reportedly been thrown under the bus by their business partner, Wicknell Chivayo, in a bid to save himself and shield high-profile government officials allegedly involved in the US$100 million Zimbabwe Electoral Commission (ZEC) deal.
The NewsHawks cited a government source as saying that while Chimombe and Mpofu may have cases to answer in their US$7.7 million Presidential Goats Scheme fraud and the US$9.2 million Harare City Council street lights tender scam, their real mistake was publicly confronting Chivayo over the US$100 million deal which ultimately exposed corruption among senior officials. Said the official:

Chimombe and Mpofu may have cases to answer, granted, but their case is more about politics or the politics of money involving senior government officials than corruption.
Those corruption cases that they are now facing were known for some time, but they were only raised and weaponised against them after the ZEC scandal. 
All along it was known they had been involved in those tenders as the Zimbabwe Anti-Corruption Commission was already investigating, but authorities only pulled the trigger after the ZEC scandal was exposed.
If they had not fought Chivayo, those cases were not going to see the light of the day. That’s where the real issue is.
They are being punished for their role in exposing Chivayo and inadvertently senior government officials in this massive corruption scandal.

The NewsHawks report further alleges that the Zimbabwe Electoral Commission (ZEC) scandal has implicated several high-profile figures, including President Emmerson Mnangagwa, who has close ties to Wicknell Chivayo, Secretary to the President and Cabinet Martin Rushwaya, ZEC chairperson Priscilla Chigumba, Central Intelligence Organisation Director-General Isaac Moyo, the President’s daughter Chido, and other officials accused of misappropriating public funds during the elections.
Chimombe and Mpofu reportedly clashed with Chivayo over payments, which ultimately led to the exposure of these officials.
Although the Zimbabwe Anti-Corruption Commission (ZACC) is investigating the ZEC scandal, Chimombe and Mpofu have not been arrested in connection with it.
Instead, they were detained for their involvement in the US$7.7 million Presidential Goats Scheme and the US$9.2 million street lights tender.
Chivayo and senior officials are reportedly orchestrating efforts behind the scenes to ensure Chimombe and Mpofu bear the consequences for revealing corruption.
The two businessmen were reportedly enticed to return to Zimbabwe from a business trip in China, having been promised protection.
However, their return—which contradicted their lawyers’ advice—led to their arrest and detention. Friends and associates had cautioned them that returning home could result in their sacrifice.
The NewsHawks cited sources as saying the pair has been repeatedly denied bail not based on legal merits, but as a form of punishment for not having good table manners while “eating” with VIPs at the high table.
On Wednesday, the High Court dismissed their bail appeal for the second time regarding the goats scam case. Their application in the street lights case has also been denied.
Chimombe and Mpofu are scheduled to return to court on September 12 for a routine remand in the street lights case, while their trial for the goats case is set to begin on October 1.

Chimombe And Mpofu Allegedly Sacrificed By Chivayo To Protect Officials In US$100 Million ZEC Deal | Report

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested the Tobacco Industry Marketing Board (TIMB) chairperson, Patrick Devenish, and the organisation’s chief executive officer Meanwell Gudu.
Devenish and Gudu appeared in court on Saturday, charged with criminal abuse of office. They were remanded in custody until Monday, August 26, for a bail application hearing before Harare regional magistrate Sandra Mupindu.
The duo are accused of extending a $397,000 loan to a local company owned by Itayi Masuka, without the knowledge or approval of other TIMB board members.
According to the State’s case, in May 2021, Devenish and Gudu, acting in common purpose and with the intention to defraud TIMB, granted the loan to Ultimate Accolade (Private) Limited, owned by the Masuka family.
They allegedly misrepresented that the loan was being provided under the Tobacco Inputs Credit Scheme funded by the Reserve Bank of Zimbabwe (RBZ), despite being aware that the RBZ’s funding for this scheme had been discontinued.
It is further alleged that Gudu, while out of the office, instructed the special projects manager to have the loan contracts signed by the acting chief operations officer, Blessing Dhokotera, who believed the loan was part of the legitimate Tobacco Inputs Credit Scheme.
As a result of this misrepresentation, the full $397,739.51 loan was disbursed to Ultimate Accolade (Private) Limited.
However, from 2021 to 2023, no significant effort was made to recover the debt, until the current acting CEO brought the issue to the board’s attention late last year.
The board then tasked the executive management to recover the debt, but so far, only $16,000 has been recovered out of the total $539,650.50, including interest.
Gudu’s arrest comes a day after he was acquitted by the Harare Magistrate Court of all charges related to the alleged misappropriation of over $2 million.

Two bosses from TIMB are in trouble for doing bad things. They gave a big loan without permission. They said the loan was from a special fund, but it wasn't true. Two TIMB Bosses Remanded In Custody On Corruption Charges

A female police officer stationed at the Bulawayo Central Traffic section has been arraigned before the courts for allegedly soliciting a US$30 bribe from a commuter bus (kombi) driver.
According to the publication <a href="https://bmetro.co.zw/traffic-cop-up-for-us30-abuse-of-office/">B-Metro</a>, the police officer, Memory Sayi, appeared before Bulawayo magistrate Beverly Madzikatire, facing a charge of abuse of office.
Sayi pleaded not guilty to the charge and was granted US$100 bail. She was remanded out of custody and will return to court on August 26.
The prosecution, led by Siphiwe Mhlanga, alleged that Sayi and her colleague Zorodzai Matimba were recently assigned to attend the scene of an accident.
On their way back to Bulawayo Central Traffic, they observed a kombi dropping off passengers at an unauthorised place.
The officers then apprehended the kombi driver and took him to the traffic section. While at the station, Sayi was tasked with escorting the offender to the Fines Office to pay a penalty.
However, it is alleged that Sayi told the driver his vehicle had accumulated numerous fines totalling US$160.
She then allegedly offered the driver a way out by demanding a US$30 bribe, which he paid. After receiving the money, Sayi reportedly released the driver.
The driver later reported the incident to the owner of the kombi, leading to Sayi’s arrest and subsequent court appearance.

A lady police officer in Bulawayo is in trouble for asking a bus driver for a $30 bribe. The officer, Memory Sayi, denies the charge of abusing her power. She was granted bail and will go back to court in August. Sayi and another officer were investigating an accident when they saw a bus breaking the rules. Sayi told the driver he owed fines of $160 but asked for $30 as a bribe. The driver reported her, leading to her arrest.

Female Traffic Cop In Court Over US$30 Bribe

Former Tobacco Industry and Marketing Board (TIMB) CEO, Meanwell Gudu, was acquitted of all charges related to criminal abuse of office on Friday, August 23.
Gudu had been arrested and accused of misappropriating over US$2 million. He appeared before Harare magistrate Marehwanazvo Gofa, along with co-accused Stuart Shanyika, TIMB’s former head of special services, and Andrew Matibiri, a retired former TIMB CEO.
The trio was arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on September 6, 2022, and first appeared before the Harare Magistrate Court on September 8, 2022.
The state alleged that in the 2017-2018 farming seasons, the Reserve Bank of Zimbabwe had introduced a tobacco financing facility to support small-scale tobacco farmers with inputs and working capital.
A memorandum of agreement was signed on September 10, 2018, between the RBZ, AFC Commercial Bank, and TIMB.
The RBZ was the provider of the funds for the facility, AFC Commercial Bank was the agent and TIMB was the borrower.
However, the court heard that the three accused persons allegedly entered into private agreements with other tobacco contractors, handpicking them in a corruptly designed deal to support the firms with inputs from the TIMB loan.
As a result, the RBZ was allegedly prejudiced of US$2 million, and nothing was recovered.
The matter was heard at the Magistrate Court on Thursday, nearly two years after the arrests, and the charges were ultimately withdrawn before a plea was entered.
Gudu joined TIMB in 2008 as a technical services executive and was appointed CEO in April 2021, following the retirement of the then-CEO Matibiri.

The Zimbabwe Anti-Corruption Commission (ZACC) has seized luxury cars from the wives of jailed Harare town clerk Hosiah Chisango, claiming they were bought with money from corrupt activities at Town House.
Chisango was arrested last month for a US$9.2 million streetlights deal and faces charges of criminal abuse of office, along with four other council workers.
They awarded a contract to Juluka Endo Joint Venture, owned by businessman Moses Mpofu, who is also in prison.
<a href="https://www.newsday.co.zw/local-news/article/200030932/zacc-pounces-on-hcc-town-clerks-wives">NewsDay</a> reported ZACC officials as saying on Wednesday that the Commission had confiscated the cars belonging to Chisango’s wives, one of whom is heavily pregnant.
Chisango is also reportedly building a mansion in Mt Pleasant for one of his wives, which is now being targeted by ZACC. Said a source:

It’s very true, we have taken a Toyota Fortuner vehicle from Chisango’s third wife and a Mercedes-Benz from his fourth wife. We are also targeting a Mt Pleasant mansion, which is currently under construction.
The Mt Pleasant house could simply be one of the best houses in the suburb, but we believe the money came from proceeds from HCC’s corrupt activities.

Harare Mayor Jacob Mafume could neither deny nor confirm the developments, saying he is not in a position to comment on such matters.
ZACC communications manager Simiso Mlevu also refused to comment on a matter that is before the courts. Said Mlevu:

The case pertaining to the town clerk is already before the courts, therefore, sub judice so we don’t want to comment on the matter at the moment. The courts have the final say.

Chisango was denied bail by the Harare Magistrates Court and will return to court on August 22 as investigations continue.
It is the State’s case that Chisango connived with four other officials, who are already in remand prison and awarded a streetlights tender worth over US$9,2 million to Juluka Endo, a company co-owned by Mpofu, without following procedure.
Juluka Endo had previously been blacklisted after its sister company, Synlak (Pvt) Ltd, failed to deliver on a biogas digester tender awarded in 2019.
Prosecutor Anesu Chirenje informed the court that awarding the tender to Juluka Endo violated standard bidding conditions, which state that bidders with a poor record in fulfilling City of Harare contracts are ineligible.

ZACC Seizes Luxury Cars From Wives Of Jailed Harare Town Clerk

Home Affairs and Cultural Heritage Minister Kazembe Kazembe has warned that police officers and Vehicle Inspection Department (VID) inspectors who allow vehicles with defects or lacking proper documentation to pass through roadblocks will be held accountable if those vehicles are later involved in an accident.
Kazembe acknowledged the widespread corruption within the police force, saying there is a need to “police the police” and address this issue. He said (via <a href="https://www.herald.co.zw/errant-cops-vid-officers-to-face-the-music/">The Herald</a>):

I was just talking to my colleague (Transport and Infrastructural Development) Minister Felix Mhona and we agreed that all buses should be checked before leaving any bus terminus, to ensure that they have all the required documents to be on the road and that they are not overloaded as this also contributes to accidents.
I have also directed Police Commissioner-General Godwin Matanga to ensure that we are also policing the police. The police must also be policed.
We have a responsibility to ensure that people abide by traffic laws, but you realise that there are some syndicates involving police and VID officers linked to corruption.
I have directed the police that we now have to go backwards and check the route, did this vehicle pass through a roadblock and what happened?
And those people, who let the vehicle pass, must be answerable, individually or severally.

Kazembe warned that if a bus is involved in an accident after passing through a roadblock without the required documentation, the law enforcement officers manning that roadblock will be held culpable.

The Minister of Home Affairs, Kazembe Kazembe, said that corrupt police and VID officers will be in trouble if they allow vehicles with problems to pass through roadblocks and those vehicles get into accidents. He wants to make sure that all buses are checked before they leave bus stations to prevent accidents. Kazembe also wants to monitor the police to make sure they are following the rules. He warned that if a bus has an accident after passing through a roadblock without proper documentation, the officers at the roadblock will be blamed. This is to stop corruption and keep people safe on the roads.

City of Harare town clerk Hosiah Chisango has been arrested for alleged unprocedural awarding of a US$9.2 million tender without following due process.
In a statement issued on Wednesday, 24 July, the Zimbabwe Anti-Corruption Commission (ZACC) confirmed Chisango’s arrest.
Chisango is accused of awarding the multi-million dollar tender to Juluka Enndo Joint Venture, a company owned by businessman Moses Mpofu, without following due process. Said ZACC:

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested Harare City Council (HCC) Town Clerk, Engineer Hosiah Chisango on charges of criminal abuse of duty.
Allegations are that Eng. Chisango acted in connivance with four other officials who are already in custody and awarded a streetlights tender worth over US$9.2 million to Juluka Enndo Joint Venture, a company owned by businessman Moses Mpofu, without following due process.

Chisango was expected to appear in court on Thursday over the corruption allegations.
Mpofu and Mike Chimombe, both linked to ZANU PF, are languishing in remand prison following their arrest over alleged embezzlement of funds allocated through a goat supply tender by the government.
The duo allegedly secured a multi-million tender to supply goats under the Presidential Goat Pass-on Scheme.
However, instead of fulfilling their agreement, they allegedly used the funds for personal gain, purchasing luxurious vehicles and houses.

Chisango is accused of working with others to give the contract to Juluka Enndo Joint Venture, owned by businessman Moses Mpofu, without the right process. Chisango was supposed to go to court. Mpofu and Mike Chimombe, connected to ZANU PF, are in jail for stealing money from a goat supply plan. They were supposed to give goats but used the money for themselves instead.

Former Member of Parliament Eddie Cross, who is also President Emmerson Mnangagwa’s biographer, has criticised the high levels of corruption in both the Zimbabwean government and private sector.
In a post on his website, Cross asserted that this level of corruption cannot be allowed to continue.
Cross also criticised the exorbitant taxes that Zimbabweans are required to pay, particularly the Value-Added Tax (VAT) on foodstuffs and the 30% VAT tax on live cattle sales.
Furthermore, Cross claimed that the young people rioting in Nairobi, Kenya, sparked by a now-shelved controversial finance bill, had a legitimate grievance.
He suggested that the Kenyan protesters’ actions were justified in light of the economic challenges they were facing. Wrote Cross:

<h2>Serious Issues Facing Us in Zimbabwe.</h2>
I have been involved in the Zimbabwean economy for over 60 years and have seen just about everything during that period. The Federation, UDI, the liberation war, the transition to Zimbabwe, the total collapse in the years up to 2008, the MAT in 2017. In this period, we have made many mistakes, some deliberate, others just because we felt we had to and others forced on us. However, right now there are some things that need our attention!
Perhaps the first is corruption. Despite the formation of the Corruption Commission and many declarations, we still suffer from massive leakages of economic output and income. When I was in Parliament in 2012, I raised the wholesale theft of diamonds from the newly discovered Marange diamond fields. These covered nearly 100 000 hectares and in that year I estimated that we produced more carats than Botswana.
Production from this alluvial deposit started in 2006 and continues today. It was discovered by De Beers and then a small public company in London, was taken over illegally by the Ministry of Mines and then exploited by 6 companies, all linked to powerful elements in the Government, including the State President. My personal estimate is that Marange has produced nearly US$30 billion in raw diamonds since then. A third was probably absorbed in costs but the rest has disappeared. Mr Mugabe famously asked where US$15 billion had gone since mining had started. He knew the answer to that as I think he personally took US$1,3 billion.
Then the ongoing corruption in the fuel industry. This started soon after Independence with the formation of a State trading organisation for importing and distributing fuel. This was dismantled in the GNU from 2009 to 2013 by an MDC Minister but was reinstated soon after Zanu took back power in 2013. These corrupt practices peaked in 2014 to 2017 when world market prices tanked but prices in Zimbabwe were held at a higher level. During this period the President was again a major beneficiary.
Since the Second Republic, this network of corruption has largely been dismantled by the new Government, but if you are as puzzled as I am as to the hundreds of new filling stations opening up – all as independents and wonder why? I am told they are money laundering but I think there are millions of litres of fuel entering the country and not paying taxes or levies. The loss to the Exchequer must be almost as much as we spend on health each year.
Largely because the Minerals Marketing Corporation was disabled by US sanctions, under pricing of exports has become endemic. The CEO of the Corporation was killed in mysterious circumstances and I am convinced it was because he was threatening illegal or under valued exports. The murder of the head of the Zimbabwe Investment and Development Authority was in similar circumstances.
Then there is the whole culture of corruption in every sector of the Governments activities. The news that a Clerk in a Ministry had used her senior signature to falsify imports of 3000 vehicles duty free, the loss to the exchequer must have been US$20 million. She has done a runner. In 2022 the State collected just US$484 million in custom duties at our borders, we imported US$1,4 billion in cars alone and over US$7 billion in all imports. Just do the math, the tax revenues should have been several times that amount.
It is well known that in certain Ministries if you want a decision of any sort, you have to pay for it. I was approached by a senior Civil Servant for a bribe to sign a letter, I said but surely that is your job. I was told ‘do you think we do this sort of thing for nothing’? I did not pay the bribe and did not get the letter. It has become a culture just as the former head of the Kenyan Anti-Corruption Agency wrote ‘it was our time to eat’.
This scrouge soon also infects the private sector. The statement by the Dubai Gold Exchange that in 2023 they bought nearly 450 tonnes of gold from informal origins in Africa. That is US$32 billion dollars’ worth, a third from Zimbabwe. No wonder we are awash in US dollars in cash. Right now, up to 700 000 small scale informal miners are out there mining gold to feed their families, that is why we do not really have a food crisis in what has been a disastrous season. But much of this huge flow of cash never comes home.
Add all this together and you can see why I argue we are a rich country, made poor by bad governance in both Government and the private sector. Just look at our informal sector, we are probably the most informalised economy in the world. That whole system does not pay taxes, does everything to avoid its obligations leaving the formal economy to support everything else.
But then also you have to try to understand why those companies who paid for foreign currency on the RBZ auctions have not been paid back after the auction was closed down. I understand all exporters are having 25 per cent of their gross export earnings liquidated, but no consequential payments in local currency are being made. How long can these vital companies to our economy survive? I simply do not understand this situation.
Surely also the State must understand that our tax system has far exceeded the level at which tax proceeds start to decline. The VAT on basic foods? Are we crazy? 30 per cent VAT tax on live cattle sales when the sellers (90 per cent rural peasants) do not have a current valid tax certificate? I think the young people rioting in Nairobi had a real case. The response by Ruto was measured and quick. We simply accept this totally unacceptable situation and go on with life as usual. Our Government needs to recognise that this situation simply cannot go on.

The investigating officer from the Zimbabwe Anti-Corruption Commission (ZACC) handling the case of Mike Chimombe and Moses Mpofu, accused of defrauding the State of US$7 million, informed the court on Tuesday that the prosecution plans to call 13 witnesses in the trial.
Mpofu and Chimombe are accused of forging documents to win the tender of supplying goats under the Presidential Goat Scheme.
They are being represented by Arshiel Mugiya and Tapson Dzvetero.
According to <a href="https://www.herald.co.zw/13-witnesses-for-chimombe-mpofu-case/">The Herald</a>, as of Tuesday, 02 July, the investigating officer Henry Chapwanya recorded statements from six witnesses, with plans to obtain at least eight more.
Chapwanya argued that due to this ongoing process, bail should be denied to the accused individuals to prevent potential interference with witnesses. He said:

The accused persons know most of the witnesses because they interacted with them during negotiations for the tender at the Ministry of Agriculture.

Prosecutor Anesu Chirenje presented documentary evidence, a circulated memo on social media by the accused persons, indicating that the Government allocated approximately US$4 million for the project.
This contradicts the Reserve Bank of Zimbabwe’s release, which stated the amount as US$7 million.
The proceedings were scheduled to resume today, July 3, with the defence lawyers expected to cross-examine Chapwanya.
It is important to note that Chimombe and Mpofu were only charged after they clashed with Wicknell Chivayo, regarding the distribution of funds from a controversial US$40 million deal to supply election materials to the Zimbabwe Electoral Commission (ZEC) ahead of the 2023 general elections.
On February 13, 2023, Mpofu and Chimombe allegedly entered into an agreement with South Africa-based Ren-Form CC to participate in ZEC tenders alongside Chivayo but were subsequently sidelined.
They are currently seeking US$10 million from Chivayo for lost earnings.
Furthermore, Chimombe and Mpofu are accused of leaking audio recordings in which Chivayo purportedly asserted that Mnangagwa and other high-ranking government officials were under his influence.

ZACC Investigator Says 13 Witnesses Planned In Chimombe And Mpofu's Fraud Case

Parliament’s Public Accounts Committee has summoned the Zimbabwe Electoral Commission (ZEC) for questioning later this week over an alleged multi-million dollar tender involving convicted criminal and President Emmerson Mnangagwa’s associate Wicknell Chivayo, reported <a href="https://www.newsday.co.zw/local-news/article/200029083/zec-gate-poll-body-faces-probe">NewsDay</a>.
Chalton Hwende, the chairperson of Parliament’s Public Accounts Committee, confirmed inviting ZEC to the National Assembly on Friday, July 5, adding that the meeting would be open to the public. He wrote on X:

A leaked recording of a conversation between Chivayo and his former business partners Moses Mpofu and Mike Chimombe suggests that the trio was involved in a deal with a South African company, Ren-Form CC, worth over US$40 million, for the supply of election material to ZEC ahead of the 23 August 2023 general elections.
Acting as agents on ZEC’s behalf, the three allegedly inflated invoices but later fell out over a disagreement on the sharing of the loot.
Chimombe is a ZANU PF central committee member and president of the Economic Empowerment Group which is aligned with the ruling party.
ZEC recently issued a statement refuting any involvement with Chivayo and his former associates in procuring election materials, asserting that all their procurement processes were conducted transparently.
However, leaked Treasury documents, including invoices, reveal that Ren-Form CC had engaged Betterbrands, owned by ZANU PF legislator Pedzisayi “Scott” Sakupwanya, which subsequently partnered with Chivayo and his associates.
Mpofu and Chimombe have accused Chivayo of unlawfully altering their contract with Ren-Form and Betterbrands for supplying election materials to ZEC, allegedly profiting from corruption alone in the process.
Reports are indicating that some of these electoral materials have yet to be delivered, despite payments being made by the Treasury.
Last week in the Senate, CCC Senator Sengezo Tshabangu raised concerns about why the Ministry of Finance, Economic Development, and Investment Promotion settled invoices for portable toilets and translucent light boxes that were never received. Said Tshabangu:

There is an allegation that ZEC, which is a product of Chapter 12 of our Constitution, engaged a South African company to deliver materials for the 2023 elections, but the company has not delivered the materials to date.
The invoice which amounts to US$9 million was authorised by the Ministry of Finance after the elections.
My question is: why did the Ministry of Finance settle the full invoice amounting to over US$9 million, which went through its banker CBZ on September 7, 2023, for the procurement of portable toilets, V11 forms and translucent light boxes that were never delivered?

Senate Deputy President Mike Nyambuya advised Tshabangu to formalize the query in writing.
He also directed the question to Justice, Legal, and Parliamentary Affairs Deputy Minister Nobert Mazungunye, who requested additional time to thoroughly investigate and verify the allegations before responding. Said Mazungunye:

As far as I am concerned, I feel that question is a specific one which might require time to go back and research more on it and maybe if we do our findings, then we can properly respond to that matter.
At the moment, there are still allegations which are not substantiated as has been said already but we may need to go and verify again.

Meanwhile, Chimombe and Chivayo are currently held in remand prison following their arrest on charges related to defrauding the government in an $88 million Presidential Goat Pass-on scheme.
On June 24, Mpofu and Mike Chimombe, accompanied by their legal representatives, voluntarily presented themselves to the Zimbabwe Anti-Corruption Commission (ZACC) to cooperate with investigations into the alleged ZEC tender scandal.
However, they left the ZACC offices without being interviewed. According to reports, the investigating officer, Henry Chapwanya, indicated he was occupied with another case and would schedule interviews when available.
Critics argue that the arrests of Mpofu and Chimombe concerning the goat scheme are a diversion aimed at shielding Chivayo and the high-ranking government officials allegedly implicated in the ZEC deal.

Parliament Summons ZEC Over Alleged Multi-Million Dollar Tender Scandal

CCC senator Sengezo Tshabangu has called on the Ministry of Finance, Economic Development, and Investment Promotion to provide explanations regarding a payment of US$9 million made to a South African firm for the procurement of portable toilets and vests.
The payment was made long after the Zimbabwe Electoral Commission (ZEC) had attempted to source the items for use in the 2023 elections.
Tshabangu, who is a CCC Matabeleland North province senator, brought up the issue in the Senate last week during the Question and Answer session.
According to <a href="https://www.zimlive.com/tshabangu-takes-zec-toilet-scandal-to-senate/">ZimLive</a>, ZEC ordered 2,000 non-flushable toilets on the eve of the August 2023 elections at a cost of US$7.6 million.
The toilets, priced at an exorbitant US$3,800 per unit compared to their retail price of about US$300 in South Africa, were finally delivered in April 2024 — eight months after the election took place. Said Tshabangu:

In response to Tshabangu, Minister of State for Presidential Affairs Lovemore Matuke attempted to dismiss the question, stating that the allegations were unsubstantiated. Said Matuke:

The allegations are not substantial. We cannot deal with information which is not substantiated. What the honourable Senator is saying has no proof.
I thought we could research more on that because there is nothing like that which happened. It never came into the public domain, those are simply allegations.

However, Tshabangu, citing the criminal code and the national constitution, insisted that the allegations warranted investigation. He said:

We build cases on allegations. The nature of the criminal code is that you build a case from an allegation. This is in the public domain and we are a Senate, we are talking about Chapter 12 of the Constitution.
If it is an allegation, it is an allegation; they should come to this House and respond to these allegations that we pose to them because they are there in the public domain.
We are talking about taxpayers’ money which is about US$9 million. If it is an allegation, ZEC has to respond.
The Ministry of Finance has to respond beyond any reasonable doubt that this is an allegation because it is there in the public domain.
</blockquote>
Justice, Legal and Parliamentary Affairs Deputy Minister, Robert Mazungunye, requested more time to research the allegation. Said Mazungunye:

The allegations suggest potential criminal abuse of public office. It does not make sense that the Treasury would authorise payments totalling millions for items that were no longer needed, and at significantly inflated prices.
This raises questions about the decision-making processes and oversight mechanisms within the government procurement system.
The public deserves a thorough investigation into these allegations to ensure accountability and prevent the misuse of public funds in the future.

Tshabangu Demands Explanation On Millions Paid For ZEC's Portable Toilets

Former business associates of ex-convict Wicknell Chivayo, Moses Mpofu and Mike Chimombe, along with their legal representatives, voluntarily presented themselves before the Zimbabwe Anti-Corruption Commission (ZACC) this Monday, June 24, to assist with investigations into an election corruption scandal involving the Zimbabwe Electoral Commission (ZEC).
However, Mpofu and Chimombe departed the ZACC offices without being interviewed.
The investigating officer, Henry Chapwanya, reportedly informed them that he was occupied with another case and would contact them once he had time available to conduct the necessary interviews
Briefing journalists about the case soon after presenting themselves on Monday morning, the duo’s lawyer Tapson Dzvetero said (via <a href="https://www.sundaymail.co.zw/chimombe-mpofu-appear-before-zacc-for-questioning">The Sunday Mail</a>):

We just presented our clients to ZACC who indicated that they will call us when they need us. My clients are willing to assist with any investigation.
</blockquote>
Mpofu and Chimombe returned from a business trip to China on Thursday.
According to a leaked ZACC memorandum dated 07 June 2024, Chimombe and Mpofu potentially face charges of contravening section 113 of the Criminal Law (Codification and Reform) Act chapter 9:23 relating to the theft of trust property, and section 8(2) of the Money Laundering and Proceeds of Crime Act.
It is alleged that the duo were paid US$40 million by the Ministry of Finance and Economic Development for them to supply and deliver goats meant to support underprivileged households across the country under the Presidential Goats Scheme.

Chivayo's Alleged Accomplices In "Corrupt" ZEC Deal Leave ZACC Offices Without Being Interviewed

The Zimbabwe Electoral Commission (ZEC) ordered 2,000 non-flushable toilets on the eve of the August 2023 elections for US$7.6 million.
The toilets were priced at US$3,800 per unit when they retail for about US$300 in South Africa. They were only delivered in April this year – eight months after the election, reported <a href="https://www.zimlive.com/zec-bought-toilets-and-vests-worth-us9-million-6-days-before-election-they-never-arrived/">ZimLive</a>.
Surprisingly, the permanent secretary in the Ministry of Finance, Economic Development and lnvestment Promotion, George Guvamatanga authorised the payment on September 7, two weeks after the election had been held.
According to ZimLive, a South African company, Ren-Form CC, at the centre of the alleged corruption in ZEC’s 2023 election procurement, was paid over US$100 million, more than double the US$40 million it was previously thought to have received in several contracts.
Ren-Form CC was awarded the contracts without a public tender, in contravention of the Public Procurement and Disposal of Public Assets Act.
Leaked legal documents suggest that Ren-Form CC was a vehicle used by ex-convictWicknell Chivayo and associates Mike Chimombe, Moses Mpofu and Scott Sakupwanya to siphon millions of dollars from the Treasury through inflating invoices.
Ren-Form allegedly transferred millions of United States dollars in “commission” to accounts linked to the four business associates. The money was used to buy luxury cars and fund lavish lifestyles.
Leaked voice notes that Chivayo sent to his business associates also suggest that ZEC chairperson Justice Priscilla Chigumba, Guvamatanga, CIO director-general Isaac Moyo and chief cabinet secretary Martin Rushwaya have all been paid bribes for facilitating the corrupt contracts or expediting payments. They all deny wrongdoing.
ZEC had secured most election materials by August 17, 2023, but on that day, it decided on a new order for 125,000 reflective vests and 2,000 non-flushable portable toilets to be used during the election.
At US$13.50 each, the total bill for the vests came to US$1,687,500. The toilets set cost US$7.6 million, according to invoice number 1557-2 sent to ZEC by Ren Form CC.
Justice Chigumba was listed as the contact person on the invoice.
The invoice also billed ZEC for an outstanding amount for “security paper” for US$44,511.79 and US$623,000 in “extra charges for air charter to deliver V11 Light Boxes due to late payment and to meet deadline.”
The total on the invoice came to US$9,955,011.79.
ZimLive reported that none of the items on the order had been delivered when Zimbabweans went to the polls on August 23.
ZEC did nothing to cancel the order even after the elections had been held. Treasury, on September 7, 2023, settled the full invoice by instructing its bankers CBZ to debit its account number 107-21537300105 and pay Ren-Form CC’s Standard Bank account number 002742659 the full amount of US$9,955,011.79.
However, on Friday, 21 June, issued a statement denying ever engaging Chivayo, Mpofu, and Chimombe to procure election material on its behalf, saying all its procurements were above board. It said:

All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and there was due diligence as all tender processes were subjected to oversight.
We challenge all those alleging that the Commission has a contract with the three individuals to come forward and present the same.
We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media.
All election materials procured during the 2023 Harmonised Elections were delivered on time.
The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections.

Meanwhile, the Zimbabwe Anti-Corruption Commission (ZACC) says it is investigating ZEC’s election procurement and Chivayo, Mpofu and Chimombe for alleged money laundering.

ZEC Bought Overpriced Toilets And Vests Worth US$9 Million 6 Days Before 2023 Elections | Report

The Zimbabwe Electoral Commission (ZEC) has denied ever engaging Wicknell Chivayo and his erstwhile business associates to procure election material on its behalf in the run-up to the 23 August 2023 general elections.
This follows media reports of a fallout between Chivayo and his former business partners, Mike Chimombe and Moses Mpofu, allegedly over the sharing of millions of USD fraudulently acquired from ZEC through inflating invoices.
Mpofu and Chimombe have accused Chivayo of fraudulently changing their contract with South African company Ren-Form and Better Brands to supply voting material to ZEC, and in the process, pocketing the proceeds of corruption alone.
However, Chivayo has denied the charges, saying Chimombe and Mpofu used advanced Artificial Intelligence to fabricate voice notes purportedly recorded and shared by the former, making it appear as if he self-incriminated.
In a statement issued on Friday evening, ZEC said that it never engaged Chimombe, Mpofu and Chivayo, saying all its procurements were above board. Reads the statement:

We have noted with great concern social media posts and rumours circulating online, that are causing public alarm and despondency and we would like to put it on record that the Zimbabwe Electoral Commission (ZEC) has no contract nor did it procure any election material from or through individuals being mentioned in the reports.
All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and there was due diligence as all tender processes were subjected to oversight.
We challenge all those alleging that the Commission has a contract with the three individuals to come forward and present the same.
We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media. All election materials procured during the 2023 Harmonised Elections were delivered on time.
The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections.
Furthermore, there were no third parties between the Commission and all election material suppliers.
Any statements suggesting a contractual link between ZEC and these individuals for the supply of the 2023 Harmonised Elections materials are inaccurate, misleading and mischievous and therefore should be dismissed with the contempt they deserve.
The Commission assures all its stakeholders that all procurements were above board.

We Never Engaged Chivayo For Election Material Procurement, Says ZEC

Economic Empowerment Group (EEG) president Mike Chimombe and his business partner Moses Mpofu are under investigation by the Zimbabwe Anti-corruption Commission (ZACC), over a botched US$87 million Presidential Goat Scheme.
According to a leaked ZACC memorandum dated 07 June 2024, Chimombe and Mpofu potentially face charges of contravening section 113 of the Criminal Law (Codification and Reform) Act chapter 9:23 relating to the theft of trust property, and section 8(2) of the Money Laundering and Proceeds of Crime Act.
It is alleged that the duo were paid US$40 million by the Ministry of Finance and Economic Development for them to supply and deliver goats meant to support underprivileged households across the country under the Presidential Goats Scheme.

Investigations that ensued established that on 16 November 2021, the Government of Zimbabwe represented by the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development entered into a contract agreement with Blackdeck Livestock and Poultry Farming represented by Moses Mpofu valued at US$ 87 757 168.00 for the supply and delivery of 632 001 goats over a period of five years.
Investigations conducted established that there is no company registered in Zimbabwe as Blackdeck Livestock and Poultry Farming, rather there is Blackdeck Private Limited registered on 12 February 2015 with two Directors being Moses Mpofu and Phinas Hazvineyi Kabisira.
Investigations further established the two parties agreed that the Ministry of Lands would make an advance payment of 30% to Blackdeck Livestock and Poultry Farming towards the purchasing of the said goats.
Further investigations established that on 21 April 2022 and 29 June 2022, the Ministry of Lands transferred ZWL$901 294 200.00 and ZWL$698 705 800.00 respectively into Blackdeck CABS bank account number 1006126120 towards the supply and delivery of the said goats.
The total amount transferred by the Ministry of Lands to Blackdeck to date is ZWL$1.6 billion or US$7 712 197.10 converted at interbank rate.

The memo indicated that the investigation is ongoing as ZACC was seeking to get a reconciliation of the total number of goats delivered to date to the Ministry of Lands by Blackdeck.
ZACC also sought to obtain Blackdeck’s CABS bank statement in which the funds for the purchasing of the said goats were deposited by the Ministry of Lands.

ZACC Probes Chimombe, Mpofu Over Botched US$87 Million Presidential Goat Scheme

Four Cotton Company of Zimbabwe Limited (COTTCO) employees stationed at Gokwe Depot were brought before the Gokwe Magistrates’ Court this week on allegations of stealing fertiliser meant for farmers.
The four, Chrispen Gwavuya (Business Unit Manager), Albert Kanimbirira (Business Accountant), Elvis Chakanetsa Nyamayaro (Human Resources Officer) and Thomas Fukai (Stores Officer) are facing theft of trust property charges.
Allegations are that sometime in 2023, COTTCO Gokwe depot was entrusted to distribute fertilisers to cotton farmers around the Gokwe area.
These fertilisers were under the free Presidential Input Scheme and were meant to be given to cotton farmers.
It is alleged that the accused persons acting in concert unlawfully decided to sell the fertiliser to COTTCO staff instead of giving the farmers as instructed. The National Prosecuting Authority (NPA) said:

On the 3rd of April 2023 accused 4 raised a disposal form requesting that 571 bags x 50kgs of Compound L fertilizers be written off as breakages.
On the 27th of July 2023, the accused persons held a meeting as the disposal committee and agreed that the fertilisers will be disposed to COTTCO employees. This was done without the authority or approval of the COTTCO Head Office.
The accused persons proceeded to sell 358 bags of 50kg fertilizer at USD2 to COTTCO employees who were not meant to receive them. The proceeds of the sale amounted to USD716.

The four were arrested by the Zimbabwe Anti-Corruption Commission (ZACC). The commercial value of the prejudice is US$12 172.
Gwauya (46), Kanimbirira (30), Nyamayaro (54) and Fukai (45) appeared before magistrate Honest Musiiwa.
They were remanded out of custody to June 27.
They were ordered to remain at their given addresses, not to interfere with State witnesses and to report to Gokwe CID offices once every week.

ZACC Arrests Four COTTCO Bosses For Stealing 358 Bags Of Fertiliser

The Crisis in Zimbabwe Coalition (CiZC), a group made up of over 90 non-governmental organisations (NGOs), has urged law enforcement agencies to take action against anyone who steals from the state, regardless of their position in society.
In a statement, CiZC spokesperson Marvellous Kumalo said the capture of the State by criminals has reached”alarming” levels. Said Kumalo:

Kumalo’s statement comes after Wicknell Chivayo and his business partners Moses Mpofu and Mike Chimombe turned against him and exposed a murky US$40 million Zimbabwe Electoral Commission (ZEC) deal.
The Zimbabwe Anti-Corruption Commission (ZACC) on Sunday said it was investigating the contract.
However, Kumalo claimed that the undue control over various branches of the government and the Executive by criminals was concerning. He said:

What Zimbabwe is currently facing under President Mnangagwa can be described as a form of criminal state capture by his associates who are involved in corrupt business with the president.
We urge law enforcement agencies to impartially hold accountable anyone who steals from the state, even if they claim to have the backing of the President. 
Scandals such as the ZEC and the Ministry of Local Government’s mishandling of fire-tender contracts cannot be overlooked.

Better Brands company, owned by ZANU PF Member of Parliament, Scott Sakupwanya, was reportedly involved in the contract to supply election-related material to ZEC in the run-up to the 23 August 2023 general elections.
Kumalo said this jeopardises ZEC’s independence and its ability to oversee fair elections. He said:

The disarray witnessed with the delayed arrival of ballot papers and other election materials is evidence of the flawed tendering process and its inefficiencies.
It’s been confirmed that some suppliers provided materials to ZEC without going through a competitive tender process.
The August 2023 election had a budget of US$188 million. It did not have proper costing and worse, no transparent procurement process.

Kumalo said evidence has emerged that a server, which typically costs US$4 700 was purchased for US$1.2 million. He said:

This raises questions about the philosophy of ‘gutsa ruzhinji’ when a select few are looting state resources to buy cars.
The US$188 million misspent could have been used to secure grain for citizens affected by drought or purchase much-needed hospital equipment for public hospitals.
It’s deeply concerning when taxpayers are forced to travel to South Africa for cancer treatments and other complex surgeries due to the lack of proper facilities at home…
It is disheartening to see the links between the illicit ZEC funds and the turmoil in parliament. It’s especially troubling that a recipient of this money was able to enter Parliament as the uncontested representative of the Mabvuku-Tafara constituency.
This undermining of Parliament is damaging to our democracy, particularly if, as mentioned earlier, the executive, the legislature, and the judiciary all seem to be influenced by this aggressive criminal mafia.

Kumalo demanded the establishment of a Commission of Inquiry to thoroughly investigate state capture and the “ZEC-gate” scandal, adding that those found guilty should be punished.

Crisis In Zimbabwe Coalition Calls For A Commission Of Inquiry On State Capture

A South African company linked to controversial Zimbabwean “businessman” Wicknell Chivayo charged the Zimbabwe Electoral Commission (ZEC) more than US$1.2 million for an HP server that costs only about US$4,000.
The revelations follow a fallout between Chivayo and business partners Moses Mpofu and Mike Chimombe.
Reports indicate that Chivayo won contracts of up to US$40 million with ZEC in the run-up to the August 2023 general elections for the provision of tents, electronic devices, biometric hardware and software, ink, and training among others.
Mpofu and Chimombe, who are demanding US$10 million in lost earnings from Chivayo, have released damaging information on him, including a deal involving the South African firm, Ren Form.
According to The NewsHawks, ZEC, in February 2023 initiated a procurement process and handpicked Chivayo and his partners to supply key electoral materials.
Chivayo, in collaboration with Chimombe and Mpofu, through Better Brands Security (Pvt) Ltd, owned by Scott Sakupwanya, entered into an agreement with Ren-Form CC, on 13 February 2023 to participate in Zimbabwe’s election tenders.
It is alleged that in cahoots with Ren-Form officials, Chivayo later fraudulently amended the agreement to remove his fellow business partners and grabbed the money for himself, 66% of the payments.
The parties agreed that Ren-Form would invoice and receive payments from ZEC, before depositing Better Brands’ portion into a South African bank account, and this left Chimombe and Mpofu livid.
Documents and invoices from the deal are leaked into the public domain showing that the South African company supplied ZEC with an HP Proliant DL380 Gen 10 server. On the invoice, the company quoted $1,264,865.
The same server costs $4,695 on Amazon, showing that Chivayo overcharged ZEC by more than 1,264,000 for the server.
Lawyer Tino Chinyoka said the money “stolen” in the deal should be recovered. He wrote on X:

The money should be recovered. Even if it means reclaiming it from car sales who will no doubt know where to reclaim their cars from.

South African Firm Linked To Chivayo Charged ZEC US$1.2 Million For A Server Worth US$4 000.

The National Prosecuting Authority (NPA) has responded to allegations of corruption raised by former Norton Member of Parliament, Temba Mliswa, against a Chegutu-based prosecutor, Abigal Fana.
In a statement issued this Tuesday, 14 May 2024, the NPA said that it takes the allegations seriously as they may affect the public’s confidence in the country’s criminal justice delivery system.
The NPA, however, said that in the case cited by Mliswa, the decision not to place the accused person on remand was made after careful consideration by authorities. The statement reads in part:

The Prosecutor General Hon Loyce Matanda-Moyo and the National Prosecuting Authority (NPAZ) take note of the concerns raised by Mr Themba Mliswa regarding how the criminal case of S v TATENDA GWINJI (a fraud case) was handled.
The complaint raises allegations of corruption against a member of our prosecutorial team. We understand that these accusations are very serious and could affect the public’s confidence in our criminal justice delivery system.
In line with our unwavering commitment to the rule of law and the pursuit of justice, we wish to assure the public that we are taking these allegations very seriously.
The NPAZ reiterates that it does not tolerate corruption within its ranks and urges anyone with evidence of such misconduct to come forward.
Concerning this particular case, the decision not to place the accused person on remand was made after careful consideration by the Prosecutor in Chegutu, in consultation with the Chief Public Prosecutor in charge of Mashonaland West Province.
This decision allows for a comprehensive investigation to be conducted, ensuring a thorough assessment of all the evidence before proceeding.
The complainant’s rights are not prejudiced by this decision, and investigations will continue to allow us to determine whether to proceed to trial or not. The NPAZ remains committed to ensuring a fair and just outcome for all parties involved in this case.
Historically, the criminal justice system has been misused by individuals attempting to resolve civil disputes. This practice has led to the waste of valuable resources and hindered the pursuit of genuine criminal investigations.
The NPAZ is committed to restoring public trust by focusing on the timely and effective prosecution of criminal matters and not civil matters.
The NPAZ maintains a zero-tolerance policy on corruption. Any allegations of misconduct will be thoroughly investigated, but concrete evidence is required to initiate such investigations. Publicly accusing prosecutors without evidence damages their reputations and that of the NPAZ.

CATCH &amp; RELEASE: I have experienced this&amp; testify that the problem is with the Prosecutor General’s Office not ZRP.
The Prosecutor of Chegutu Abigail Fana, has been there for over 5 years during which he has been known for corruption. I experienced it in the Tatenda Gwinji case.
Gwinji couldn’t pay for a vehicle and through two payments: US$25K to the Chegutu RDC and US$10K to some lawyers whose services he had used and failed to pay for. I bailed him out in exchange for a vehicle. Now he gets out of jail and yet refuses with the vehicle!
I then reported to the ZRP and would like to thank the Propol for Mash West, Nyazema who acted swiftly. Gwinji was tracked and arrested.
As the amount involved was over US$35K the case was meant for the Commercial Crimes Unit, out of the jurisdiction of the Chegutu office.
However, that didn’t happen as, clandestinely the matter was brought before the court on Friday instead of next week Monday as I had been told.
In my absence and without knowledge Gwinji was released and Prosecutor Abigail Fana agreed to proceed by way of summons.
I, the complainant, was kept out of the loop &amp; my side of the story wasn’t sought. This is a travesty of justice&amp; will fight this to the fullest.
Fana has been complicit in a lot of shady deals and even benefitted land through Gwinji during his time as Chegutu RDC Chairperson.
We need to fight such people and I have confidence in the new Prosecutor General Justice Matanda-Moyo having seen her exploits at ZACC that she will deliver. I have been advocating against corruption for long and will not be cowed down by such.
One apparent exhibition of the corrupt system in Chegutu is how there hasn’t been a by-election for Gwinji’s Ward despite him having served a 6-month sentence in jail.
The law is clear for office holders in such scenarios as it demands a by-election by virtue of such a sentence.

Don’t be afraid, let’s deal with this rot and clean the system. Corruption is the evil at our country’s core.

NPA Dismisses Mliswa's Corruption Allegations Against A Public Prosecutor

Zimbabwe Anti-Corruption Commission (ZACC) has said claims by the late former President Robert Mugabe that US$15 billion worth of diamonds from Marange were stolen could not be investigated because there was neither an accused person nor a complainant.
Responding to questions from journalists during a two-day anti-corruption reporting media workshop in Bulawayo which ended on Tuesday on whether ZACC had carried out investigations into Mugabe’s claims, ZACC deputy chairperson commissioner Kuziwa Phineas Murapa said (via <a href="https://www.newsday.co.zw/local-news/article/200026654/we-cant-trace-mugabes-u15b-diamonds-zacc">NewsDay</a>):

This is why we feel that this workshop is essential: when you stumble upon such information, give us the whole information and we will investigate.
On the US$15 billion that the former President talked about, again nobody has come out to say who is the accused, and where they got the diamonds from.
The investigation has to show who the complainant is, who the accused is and how you link the accused to the actual prejudice.
So that link was not created, and we do not know who the complainant was, it was just a statement made.
</blockquote>
Murapa also cast doubt on the possibility of the country having lost diamonds worth US$15 billion within a year as alleged by the late strongman. He said:

If you speak to other authorities they tell you that for Zimbabwe to have had that sort of diamonds within a year or so, internationally it is impossible. So we never again got the full story as to who actually took those diamonds.
</blockquote>
In 2015, Mugabe claimed that US$15 billion worth of diamonds might have been stolen from Marange diamond fields.
Mugabe’s startling assertions triggered a nationwide uproar, prompting citizens to call for an investigation into the matter to ascertain how the diamonds were stolen and who profited from the looting.
Mugabe later avoided a parliamentary probe after he was recused from giving oral evidence by the Speaker of the National Assembly, Jacob Mudenda.
