Kombis that do not have route permits to roads leading to the Morris Depot grounds have been granted the greenlight to ferry people to the venue for the Zimbabwe Republic Police (ZRP)’s Commissioner-General of Police’s 2023 Funfair edition to be held on 4 November.
In a statement, ZRP spokesperson Assistant Commissioner Paul Nyathi said the event will be held from 7 AM to 9 PM at Morris Depot grounds, now Mkushi Police Academy grounds.
He said the Ministry of Transport has granted their applications for a waiver of routes for registered transporters to ferry members of the public straight to the venue. Reads the statement:

The Zimbabwe Republic Police’s Commissioner-General of Police’s 2023 Funfair edition will be held on 4th November 2023 at Mkushi Police Academy, formerly Morris Depot, grounds starting from 0700 hours to 2100 hours.
The Commissioner of Road Motor Transportation under the Ministry of Transport and Infrastructural Development has granted a waiver of commuter omnibus route authority in order to enable smooth travel of revelers to and from Mkushi Police Academy.
Therefore, all holders of valid commuter omnibus route authority that operate within Harare are advised that the route restrictions for their road service permits will be waived only on 04th November 2023.
The public is invited to this big family event on the entertainment calendar hosted by the Commissioner-General of Police.

Commuter Omnibus Routes Waived For Police Commissioner’s Funfair

A fourteen-year-old girl was last Saturday raped by an unknown assailant at a secluded area near a school in Chitungwiza after she had boarded a commuter omnibus from Makoni Bus terminus intending to go to Machipisa.
The tragedy was confirmed by national police spokesperson, Assistant Commissioner Paul Nyathi, who said investigations are already underway. He said:
<blockquote>Police in Chitungwiza are investigating a case of rape where a 14-year-old student boarded a white commuter omnibus at Makoni bus terminus intending to go to Machipisa last Saturday.
Along the way, the driver dropped off all the other passengers and parked the vehicle besides Chaminuka Primary school in St Mary’s. The driver left the victim with an unidentified male adult who raped her once, forced her off the vehicle and drove off.</blockquote>
Following the incident, a police report was made, but no arrests have been made so far.
She was on her way home after visiting a relative in the town.
This comes when privately-owned commuter omnibuses (Kombi) have since March been banned from carrying passengers as a measure to curb the transmission of the coronavirus and to restore order, especially in the cities.
The government allowed only those kombis that were contracted by the Zimbabwe United Passenger Company (ZUPCO).

Kombi Crew Rapes 14-year-old Girl

Commuter omnibus operators are organising a meeting to speak to government authorities this week to discuss resuming intra-city operations, The Sunday News reports.
This was revealed by Greater Harare Association of Commuter Operators secretary-general Ngoni Katsvairo who said they have written to the government so that they discuss a way forward:
<blockquote>We wrote a letter in June to Zupco and Local Government (and Public Works). However, we were advised to wait until lockdown regulations had been relaxed.
We have written again to the authorities for engagement and we are hoping to meet next week (this week) for talks. Government has allowed resumption of inter-city travel and the measures are only favourable to those with big companies, and not kombis.
The meeting will be about how kombis can ply in urban areas as well as inter-city going forward. The meeting will also look at how kombis can be allowed to join associations of their choice going forward.</blockquote>
The government has relaxed lockdown restrictions and allowed inter city travel and domestic as well as international flights to resume but commuter omnibuses are still banned from plying any routes in Zimbabwe.

Kombi Operators To Speak To The Govt About Resuming Operations This Week

Commuter omnibus operators have expressed incredulity over reports claiming that the government intends to ban private kombis after the coronavirus lockdown.
In an interview with the Zim Morning Post, Greater Harare Association of Commuter Operators (GHACO) secretary-general Ngoni Katsvairo opined that the kombis and buses should be allowed to operate under associations and not as individuals to promote an orderly transport system. He said:
<blockquote>What we need post lockdown are major reforms and tighter control and new regulations on the sector than a total ban of the kombis.
The government must put in place a transport policy and laws to assist with the organisation of those left out of ZUPCO so that they do not come back and operate again as individuals but under associations or companies in order to maintain an orderly and professional transport system.</blockquote>
Katsvairo said private kombi operators are unsure if ZUPCO will be able to absorb the over 50 000 kombis that were plying on the roads across the country before the lockdown was enforced. He added:
<blockquote>Operators are concerned about the capacity of Zupco on how many kombis it will be able to absorb and if Government will be able to subsidise them all. There are over 50 000 kombis countrywide (15000 in Harare alone) upon which over 800 000 crew, mechanics, auto mechanics, food vendors and all their families, as well as the down-stream industry, are dependent on.</blockquote>
Currently, thousands of workers are struggling to travel to and from work under the Level 2 Lockdown measures as the sole transporter, ZUPCO has no capacity to provide adequate transport.

Kombi Operators Cry Foul Over Proposed Ban

Transport fares have gone up by 50 percent as commuter omnibus bus operators seek to hedge themselves against unstable prices of fuel and motor vehicle spares. The operators argue that the 2 percent tax on money transfers which was announced by Finance Minister Mthuli Ncube last week will result in price increases of spares. Short distances now cost 75 cents from the previous 50 cents while long-distance travel is now $1.50 from a previous $1.
National Transport Workers Union of Zimbabwe president Noah Gwande told NewsDay,
<blockquote>It is really the instability in prices and the pricing system which resulted in price increases of fuel and spares. So mainly, it’s a response to the price increases in the inputs required in transporting, which are fuel and spares…We do not have a formal government response to the crisis as we speak, so people are hedging themselves against price increases by resorting to increasing spares or anything commodity or service…</blockquote>

Transport Fares Go Up By 50 Percent

15 people are reported to have died when a haulage truck and a commuter omnibus (kombi) collided along the Bulawayo-Beitbridge road near the National University of Science and Technology (NUST). The accident happened around 1 am when the haulage truck reportedly encroached into the lane for oncoming traffic. As a result, the kombi collided with the truck’s second trailer. 14 people died on the spot while one died at United Bulawayo Hospitals (UBH).
Lameck Marapira, the driver of the haulage truck, blamed the potholes on the road saying that he had lost control of the truck after hitting a pothole.

15 killed in Bulawayo after commuter omnibus and haulage truck collide

Natasha Tshuma, a grade five pupil at Gampu Primary School in Bulawayo died yesterday after being struck by a speeding commuter omnibus. Natasha was being helped to cross the road when she was struck down at a designated pedestrian crossing (Zebra crossing). Bongani Sibanda, the man who was helping her to cross the road was critically injured after being hit by the same kombi. Sibanda is a conductor from the omnibus Natasha had disembarked from.
Mr Enock Bako, the driver of the kombi from which Natasha disembarked, said:
<blockquote>I had asked Bongani to accompany the child at the zebra crossing when the two were hit on the inner lane. The kombi was speeding and it suddenly hit Bongani on the arm and ribs while the child was dragged for about five metres towards where I had parked my kombi.</blockquote>

Speeding kombi kills grade 5 pupil at zebra crossing

In a sad development, a young girl was reportedly killed when she was knocked over by a <a href="http://www.pindula.co.zw/Zimbabwe_Republic_Police">Zimbabwe Republic Police</a> car that was involved in a high-speed chase with a commuter omnibus.  The girl was reportedly crossing the road when a police car that was speeding hit her and knocked her over.  The girl ios said  to have bled and died before she could get medical help.
The accident reportedly happened close to the Zanu-PF headquarters.
