Harare residents have expressed concern over the water challenges in the city and warned that Harare is at risk of another cholera outbreak as the water situation has reached a crisis level, with many suburbs going without water for over a week.
The director of the Combined Harare Residents Association (CHRA), Reuben Akili, emphasized that the water crisis is particularly worrisome as the hot season, known for water challenges and waterborne diseases, approaches. He said:

In our view, the issue of water crisis which is happening when we are getting into the hot season which is characterised by water challenges and waterborne diseases is worrisome.
</blockquote>
Hardlife Mudzingwa, the director of the Community Water Alliance, accused the authorities of only treating the symptoms of the problem instead of addressing the root cause. Mudzingwa said:
<blockquote>
Despite cholera cases in Harare, the priority of the government from national tier to lowest tier (local authority) has been on treating symptoms of the problem rather than addressing the root cause.
</blockquote>
Precious Shumba, the director of the Harare Residents Trust (HRT), criticized the local authority for failing the residents and expressed concerns that primitive disease outbreaks would persist if service delivery and attitudes remained unchanged. He said:
<blockquote>
Primitive disease outbreaks will be with us for a long time as long as the attitude and level of service delivery remains as it is. We fear that the approaching rainy season will worsen the situation for residents.
</blockquote>
Rudo Chikodzore, the director for epidemiology and disease control in the Ministry of Health and Child Care, stated that they had a strategy in place to save lives, which had been successful in reducing the case fatality rate in Harare province during the recent cholera outbreak. Chikodzore said:

This has been successful in Harare province as seen by a low case fatality rate of 0,4% for the metropolitan province despite a high number of cholera cases in the just ended cholera outbreak.
</blockquote>
This year, the cholera outbreak initially started in Chegutu in February and then spread across the country, with Harare reporting 1,616 suspected cases so far.

Harare Residents Warn Of Cholera Risk Due To Water Challenges And Shortages

The Community Water Alliance (CWA) has petitioned the City of Harare (CoH) to terminate the controversial Pomona waste management deal in the interest of good public administration.
Harare residents have expressed consternation over the 30-year deal between Geo Pomona Waste Management (GPWM) and the local authority, which will see the company pocket over US$240 million.
A petition addressed to Harare mayor Jacob Mafume and councillors by CWA members Christopher Gohori and Joyleen Nyachuru read in part:
<blockquote>
Your petitioners beseech the City of Harare to protect the constitutionally-guaranteed values and principles of development-oriented and accountable public administration by terminating the Pomona concession agreement … (and) bring the City of Harare’s legal department to account on legal advice given within the context of the concession agreement.
</blockquote>
Mafume on Tuesday confirmed receiving the petition, adding they will call a full council meeting to look into the matter. Said Mafume:

The petition raised very critical issues and it is very critical that the local or national government should consult the people whenever it is entering into an agreement.
This idea of ambushing people is a thing of the past. There is no free lunch in this world.
</blockquote>
Last week, the Zimbabwe Human Rights Association (ZHRC) petitioned the Zimbabwe Anti-Corruption Commission (ZACC) to investigate the agreement.
Harare North MP, Allan Markham (MDC Alliance) recently filed an urgent High Court application seeking a review of the Pomona dumpsite deal.

Community Water Alliance Petitions Harare To Terminate Pomona Dumpsite Deal

The police have banned a water crisis demonstration that had been scheduled for today by the Community Water Alliance (CWA) saying that the security situation in the capital was not conducive for a demonstration.
Responding to CWA leader, Timothy Chitambure’s application, the chief superintendent officer commanding police for Harare central district, Mugomberi said:
<blockquote>Your notification letter to hold a march … has been noted. I am not in support of your intended demonstration due to the current security situation in the district. Any inconvenience caused is regretted.</blockquote>
CWA laments over inaction by responsible government ministries and departments when the water crisis continues unabated.
For years now, Harare City Council has failed to provide potable water, a tragedy that resulted in the outbreak of cholera and other waterborne diseases recently.

<a href="https://www.pindula.co.zw/Zimbabwe_Lawyers_for_Human_Rights" rel="noopener noreferrer" target="_blank">ZIMBABWE Lawyers for Human Rights</a> (ZLHR) and Community Water Alliance (CWA) are gravely concerned by recent reports of an outbreak of typhoid in some parts of Harare’s high-density suburbs.
According to media reports and monitoring reports by CWA’s health monitors, typhoid cases have been recently recorded in some of Harare’s high-density suburbs. More than 800 cases of typhoid have been recorded since January and several people have received treatment.
ZLHR and CWA are appalled that in 2019, we continue to record outbreaks of cases of typhoid, a ‘medieval’ water-borne disease that is largely preventable.
This is an indictment on local and central government and exposes gross negligence on the part of the state that continues to dismally fail to fulfil constitutional obligations.
The prevailing situation in high density suburbs of Glenview and Budiriro is an affront to citizens’ fundamental right to health care, the right to clean, safe and potable water, the right to an environment that is not harmful to their health or well-being, the right to dignity and the right to life.
The Constitution, particularly section 48, section 51, section 73, section 76 and section 77, places an obligation on state actors to ensure that citizens’ rights are not compromised but progressively realised.
Therefore, it is imperative that government takes these rights seriously and upholds the fundamental obligations contained in the supreme law of the land.
ZLHR and CWA considers the current typhoid outbreak as a terrible consequence of local and central government’s failure to commit adequate resources, and lack of capacity to manage the country’s health care system and provide basic services such as water and sanitation infrastructure.
Over the years, we have previously repeatedly highlighted the key drivers of the outbreak of typhoid and other waterborne diseases which include the erratic supplies of clean water in most urban communities, the supply of contaminated water, and failure to attend to the leaking of raw sewage into the environment. We have also condemned the continued destruction of wetlands in Harare as wetlands play a critical role in purifying ground water, which can also minimise the contamination of sources of water.
Both City of Harare and government should take immediate decisive action to contain the typhoid outbreak before the problem reaches unsustainable levels.
ZLHR and CWA make the following recommendations: 
<ul>
<li>All relevant government actors must robustly respond to cases of typhoid before the problem reaches unsustainable levels;</li>
<li>Through relevant line ministries and the local authorities, the state must come up with an urgent, well-resourced comprehensive plan that adequately provides for responsive mechanisms to any suspected cases of typhoid across the country;</li>
<li>Government must implement urgent and effective measures for the provision of safe, clean, potable water as a direct measure to combat the spread of typhoid;</li>
<li>Government should roll out a well-publicised campaign as part of a public awareness campaign on prevention of the spread of typhoid and containing it wherever it is reported;</li>
<li>Government must set up a commission of enquiry that looks into the recurrence of a preventable disease and come up with recommendations for non-recurrence in the future;</li>
<li>Government must increase funding allocation on water, sanitation and hygiene and strive to achieve 15% allocation to health as stipulated in the Abuja Declaration in order to enhance the quality of life of citizens;</li>
