Local political commentators are divided over Zimbabwe’s potential readmission to the Commonwealth.
The country’s bid received a significant boost when outgoing Commonwealth Secretary-General, Patricia Scotland, endorsed the move.
Scotland recently circulated a 52-page report to all member states, inviting objections to Zimbabwe’s re-entry, saying the country’s “remarkable democratic progress.”
Political analyst Vivid Gwede, speaking to <a href="https://www.newsday.co.zw/local-news/article/200035272/zim-commonwealth-possible-readmission-queried">NewsDay</a>, acknowledged that Zimbabwe’s readmission could offer an opportunity to improve its international image.
However, he argued that claims of significant democratic progress were not reflective of the situation on the ground. Said Gwede:

This is clear from the Commonwealth observer mission report on the last elections, the plight of many jailed political activists, and attempts to close the civic space.
However, it appears that the outgoing secretary-general believes having Zimbabwe in the bloc can facilitate progress on these issues

Effie Ncube, a development practitioner and political analyst, said that it appears the bloc is considering Zimbabwe’s readmission in the hope that the gesture will encourage reforms. Ncube said:

If the government takes advantage of the readmission and takes concrete, irreversible and practical measures to address the democratic gap, tackle runaway corruption and realign its practices in line with Commonwealth expectations, then readmission might prove beneficial to the country.
However, there is a danger that the government will see readmission as an affirmation of its negative attitude towards democracy and human rights and double down on some of the worst authoritarian practices. If it does, then no reforms whatsoever beyond lip service will take place.

University of London’s School of Oriental and African Studies world politics professor Stephen Chan said:

I don’t think the outgoing Commonwealth secretary-general has full support. But Commonwealth members are simply tired of the Zimbabwe issue.
Fatigue may see membership by default. Having said that, it would take a small miracle for the Commonwealth to regain the importance it had in the 1980s. It would be welcome to a largely declined club.

Citizens Coalition for Change (CCC) spokesperson Promise Mkwananzi wrote to Scotland, arguing that Zimbabwe’s readmission without reforms would embolden the regime’s repressive practices and implicitly approve its actions. He said:

Reforms are essential for creating an environment where democracy can thrive. Without them, Zimbabweans will remain disenfranchised and the cycle of impunity and corruption will persist.
We appeal to the Commonwealth to stand firm in its commitment to these principles. Readmission must be contingent upon demonstrable progress in implementing the necessary reforms.

However, ZANU PF’s Director of Information, Farai Marapira, said that Zimbabwe’s possible re-admission to the Commonwealth was long overdue. Said Marapira:

It is common knowledge that Zimbabwe was arbitrarily and unprocedurally removed from the Commonwealth. We welcome any attempts to address this injustice against Zimbabwe.
Furthermore, as the President has said, our doors are open for business, so we welcome all overtures that may benefit our people.
We deserve equal seats at congresses of commerce and world affairs and urge other nations to respect this sacrosanct right.

Zimbabwe was suspended from the Commonwealth in 2002 due to widespread criticism of its land reform policies, rigged elections, and human rights abuses. In response, then-President Robert Mugabe withdrew the country from the organisation.
After taking office in 2017 following a military coup, Emmerson Mnangagwa announced in 2018 that Zimbabwe would seek re-admission to the Commonwealth as part of a broader strategy to secure foreign investment and international loans.

The Commonwealth’s controversial Secretary-General, Baroness Scotland, is advocating for Zimbabwe’s readmission to the organisation, despite ongoing concerns about its human rights record.
As reported by <a href="https://www.dailymail.co.uk/news/article-14034385/baroness-brazen-zimbabwe-commonwealth.html">The Mail</a>, Baroness Scotland has recommended that Zimbabwe be allowed to return more than 20 years after its expulsion due to human rights violations under former President Robert Mugabe.
The current government, led by President Emmerson Mnangagwa, has faced accusations of election rigging and the detention of political opponents.
In her Informal Assessment Report, Baroness Scotland said stakeholders within Zimbabwe have reported an “overall improved political environment.” She added:

I am certain that with the help of the Commonwealth family, the country will flourish once again.

However, Baroness Scotland’s tenure has been marred by controversy, including revelations that she spent £338,000 refurbishing her grace-and-favour Mayfair apartment, earning her the nickname “Baroness Brazen.”
She has been criticised for appointing allies to key positions since taking office. She is to step down early next year.
Baroness Scotland said Zimbabwe is “still in the early stages of its democratic journey,” citing issues like political prisoners and the need for freedom of association. Nevertheless, she believes that most of the core criteria for membership have been broadly met.
Baroness Scotland has proposed that Zimbabwe’s application move to the “next stage,” which involves consultations with member countries.
Since 2018, Zimbabwe has been seeking to rejoin the Commonwealth, motivated by the prestige of membership and access to markets with lower trade tariffs.
A Commonwealth spokesman confirmed that all stakeholders—including the government, opposition, civil society, media, and religious leaders—are eager to see Zimbabwe reintegrated into the Commonwealth family.

Commonwealth Chief Pushes For Zimbabwe's Readmission Despite Human Rights Concerns

All 21 African members of the Commonwealth support Zimbabwe’s return. Zimbabwe left the group in 2003 due to concerns over rights abuses.
President Mnangagwa sought re-admission in 2017, but the process has been slow over alleged human rights abuses in the southern African country.
The Commonwealth is finalising its report on Zimbabwe’s re-admission, and Baroness Scotland told Mnangagwa that continued repression in Harare was not helpful.
Addressing a post-Cabinet media briefing Tuesday, information minister Senator Monica Mutsvangwa said:

She also said the UK is keen to continue strengthening relations with Zimbabwe. She said:

The President noted the progress that has been made in strengthening bilateral relations between Zimbabwe and the United Kingdom as evidenced by the increase in exchange visits, and renewed interest in promoting trade, investment and tourism opportunities across Zimbabwe’s major economic sectors.
The Right Honourable Mitchell highlighted his interest in mending Zimbabwe/UK relations and elevating these to a higher level.

Zimbabwe and the UK have had a complex relationship due to historical and political reasons. Relations deteriorated in the early 2000s due to disagreements over Zimbabwe’s land reform program and human rights abuses.
Since 2017, Zimbabwe has been pursuing a re-engagement policy with the West, including the UK, and both countries have expressed a desire to strengthen ties. However, concerns over human rights abuses and the pace of reforms remain.

21 African Countries Support Zimbabwe's Return To Commonwealth After 2003 Exit

Zimbabwe was invited to attend a telecoms conference in London organised by the Commonwealth.
On Tuesday, ICT minister <a href="https://www.pindula.co.zw/Jenfan_Muswere">Jenfan Muswere</a> joined delegates at the Commonwealth Telecommunications Organisation Ministerial Alliance for Digital Nations 2023 summit being hosted by the United Kingdom.
Writing on Twitter, Muswere said:

The platform is meant to facilitate collaboration between governments and the ICT industry in addressing ICT issues for economic development.

It is the first time Zimbabwe has been invited to attend the conference and authorities in the southern African nation view the invite as a positive signal in its quest to be readmitted to the Commonwealth.
The late former president <a href="https://www.pindula.co.zw/Robert_Mugabe">Robert Mugabe</a> pulled Zimbabwe out of the Commonwealth in 2003.
His successor, President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a>, is actively seeking re-admission to end Zimbabwe’s international isolation and claim a seat on the world stage.
Zimbabwe submitted a readmission application in 2018, but Commonwealth claims that the country’s chances of being accepted have been diminished by ongoing violations of human rights and official corruption.
Following an evaluation mission, however, a top official of the group of 56, primarily former British colonies, stated in November last year that <a href="https://news.pindula.co.zw/2022/11/18/zimbabwe-has-made-impressive-progress-in-its-journey-to-rejoin-the-commonwealth-family/">Zimbabwe has made good progress for readmission.</a>
The organisation’s Assistant Secretary-General Luis Franceschi, who headed the assessment team said:

The UK summit currently underway is sponsored by the United Kingdom government and META, among others.

Zimbabwe Invited To Attend Commonwealth Conference

The opposition Citizens Coalition for Change (CCC) led by <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a>, has said Zimbabwe must normalise relations with the Commonwealth club. The call comes as Zimbabwe has, since 2018, <a href="https://news.pindula.co.zw/2018/09/29/zimbabwe-might-be-readmitted-into-the-commonwealth-by-2020/">been pushing in vain to rejoin the bloc</a>. A <a href="https://zero.pindula.co.zw/commonwealth-delegation-to-meet-ed-ngos-election-watchdogs-diplomats-opposition-parties/">Commonwealth team is in the southern African country</a> to assess progress made in preparation for readmission into the bloc. In a statement seen by Pindula News, CCC national spokesperson, <a href="https://www.pindula.co.zw/Fadzayi_Mahere">Fadzayi Mahere</a> said bad politics is standing in the way of Zimbabwe’s re-admission to the Commonwealth. Reads the statement:

<h2>ZIMBABWE MUST NORMALIZE RELATIONS WITH COMMONWEALTH </h2>
Today, as the Citizen Movement BEING the next Government, we met the Commonwealth delegation led by Assistant Secretary General, Prof, Luis Franceschi. This meeting was part of the ongoing consultation and engagement process regarding Zimbabwe’s re-admission to the Commonwealth. We took the opportunity to brief the Commonwealth on the political situation in the country including the political climate and the breakdown of the rule of law, deteriorating human rights situation, the electoral environment, economic mismanagement and corruption.
<h2>1. Political climate and breakdown of the rule of law</h2>
Zimbabwe faces a crisis of governance and legitimacy borne out of disputed elections. We noted the acrimony, division, disputed national processes contested leadership, toxicity and lack of legitimacy that plague Zimbabwe. We also noted the absence of genuine, inclusive and comprehensive dialogue. We made reference to the closure of democratic space through the enactment of repressive and undemocratic anti-people legislation including the PVO Bill, Maintenance of Order and Peace Act and the proposed Patriotic Bill. We highlighted the attack and persecution of civic society including human rights defenders, trade unions, the student movement, teachers, journalists, lawyers, the church, politicians and citizens in general. The Police have been incapacitated by Zanu PF and are unable to deal with incidents of incitement to violence by Zanu PF including cabinet members and criminal complaints against Zanu PF members.
<h2>2. Human rights situation </h2>
We noted the deteriorating human rights situation in the country in particular the selective application and weaponization of the law, persecution by prosecution, pre-trial incarceration and denial of bail. In particular we noted the plight of the Nyatsimel7 including two honourable Members of Parliament, Job Sikhala and Godfrey Sithole. We also highlighted the plight of political prisoners from other parties including political prisoners from MRP, the abduction and torture of our members, the murder of activists including Mboneni Ncube and others, violence against women, the weaponization of food aid, the abuse and victimization of traditional leaders for partisan purposes, impunity of Zanu PF members who incite and perpetrate violence.
<h2>3. Electoral environment</h2>
We note the general lack of political will to implement credible, inclusive, <a href="https://news.pindula.co.zw/2018/11/12/july-30-election-not-credible-commonwealth/">comprehensive electoral reforms</a>. The electoral environment has been mired by political violence, violation of the right to vote, refusal to implement the diaspora vote, restriction of voter registration, refusal to release a credible voters’ roll and subject it to an audit by a reputable, independent audit firm, a lack of real time, verifiable and accountable results announcement process, credibility and independence of the electoral management body, security of the vote and the voter and the biased state media. There has been an increase in political violence against citizens including Hon Jasmine Toffa and other political leaders and activists from across the country. We have also seen the banning and disruption of political meetings and the violation of freedom of assembly.
<h2>4. Economic mismanagement, corruption &amp; collapse of social services </h2>
We underscored that over 49% of Zimbabweans live in extreme poverty and highlighted the general economic hardship affecting Zimbabweans that has been caused by bad governance, economic mismanagement and corruption. Zimbabweans do not have access to basic public services including healthcare, quality education, social security and safety nets. Poverty and economic hardship that have forced over 5 million Zimbabweans to flee the country. Over US$2 billion is lost to corruption and illicit financial flows annually and over US$100 million is lost to gold smuggling each month. 
<h2>Way forward </h2>
We want what is good for the country and what is good for Zimbabwe. We support everything that respects the Constitution, the citizens and people’s rights. As the next government, our firm view is that Zimbabwe must normalize relations with all progressive nations and global institutions including the Commonwealth in pursuit of mutual co-operation and the national interest. In any event, the withdrawal of Zimbabwe from the Commonwealth was a unilateral, ill-conceived, partisan political act. It was not in pursuit of the common, national and public interest. Currently, bad politics is standing in the way of Zimbabwe’s re-admission to the Commonwealth. We call for a value-based, principles-driven, time-bound and process-benchmarked re-admission of Zimbabwe to the Commonwealth guided by the Commonwealth Charter and Harare Commonwealth Declaration of 1991. We made the position clear that, as Zimbabweans, we need to find each other but have failed to resolve our disputed issues in politics and processes. Zimbabwe needs a sincere and genuine, national dialogue on political and electoral reforms underwritten and scaffolded by a credible arbiter. The holding of a credible election and the process and environment leading up to these elections must be peaceful and must be guided by the SADC Principles and Guidelines Governing Democratic Elections and the African Charter on Democracy and Governance.

Zimbabwe Must Normalise Relations With Commonwealth - CCC

The Commonwealth and its secretary general, Patricia Scotland, are interested in having Zimbabwe rejoin the group, an official has said.
Zimbabwe withdrew its membership from the group of 56 member states, the vast majority of which are former territories of the British Empire, in the early 2000s when disagreements emerged between Harare and London reportedly over the land reform programme and a breakdown in the rule of law.
Harare applied to re-join the Commonwealth in 2018, about a year after then-president, Robert Mugabe, was forced to resign by the military.
A team from the Commonwealth secretariat is currently in Harare assessing the country’s suitability to rejoin.
Speaking at a meeting of his team and government officials from various government Ministries on Monday, the Head of the delegation, Luis Franceschi, said:

Zimbabwe and the Commonwealth are two parts of the same body and this is why the Commonwealth and also the secretary general has been so interested in Zimbabwe coming back to the family,” he said at a meeting of his team and government officials from various government Ministries.
We are here as colleagues, friends, not on an opposite side but we are on the same side walking with Zimbabwe hand in hand to see how we can get this process to a fruitful conclusion that I think the whole world and the whole Commonwealth would like to see.
Zimbabwe has approached this matter of coming back to the family with wisdom. At worst it should not be guided by instinct, and by emotions and I would encourage everyone in Zimbabwe to treat this matter in the same spirit.
It (coming back into the Commonwealth) is not political, coming or not coming back is not a success or failure of any political party, or political side but is something that is being pursued and we perceive this, as the commonwealth, as something that is best for the people of Zimbabwe.
There is no perfect country in the world, we are aware of that. There is no perfect country in the Commonwealth, there is no perfect nation.
The Commonwealth represents a group of countries that are trying to do the right thing for their people.
