Zimbabwe Republic Police (ZRP) Commissioner General, Godwin Tandabantu Matanga, has announced that police officers will be deployed across the country to ensure safety during the festive season. They will be conducting roadblocks, traffic checks, and patrols to prevent crime and road accidents.
In a statement seen by Pindula News, Matanga emphasised the importance of drivers following road rules, such as avoiding speeding, overloading vehicles, and mixing goods with passengers. He said these measures aim to maintain law and order as people celebrate Unity Day, Christmas, and New Year. Read the statement:

<h3>COMMISSIONER-GENERAL OF POLICE FESTIVE SEASON STATEMENT ON CRIME AND ROAD SAFETY</h3>
The 2023 festive season is upon us as Zimbabweans and visitors embark on various socio-economic activities to celebrate the Unity Day, Christmas and New Year holidays.
Obviously, the Zimbabwe Republic Police will witness an increase in the flow of traffic on the country’s roads. Road traffic accidents and violations of road rules and regulations take centre stage during this period. The Zimbabwe Republic Police will therefore deploy police officers to conduct roadblocks, traffic blitz, stop and search/motorized, cycle and foot patrols throughout the country to curb crime, road traffic accidents and maintain law and order as the public merry make in the spirit of Unity Day, Christmas and New Year.
My office urges motorists to cooperate with police officers on deployment in order to take action on errant drivers and other law breaches. I have directed all Officers Commanding Police Provinces to ensure that all defective or unroad worthy vehicles are impounded for the safety of travellers. In this vein, no pirate taxis will be allowed to pass through Police check points.
Transporters are implored to play their part in terms of road safety and ensure that their vehicles are certified fit to carry passengers from one place to another. Drivers of both public and private vehicles should not speed, overload or mix goods with passengers, among other road traffic offences.
As the rain season has just started, I plead with the motoring public to exercise caution as some roads are slippery. Motorists should not attempt to cross flooded rivers and bridges to curb drowning incidents.
May I caution Public Service Vehicle Operators, both local and cross border to minimise night travelling as most fatal road traffic accidents are being recorded at night due to vision and observation challenges. For those going on holiday in all parts of the country, let us be alert and safety conscious to curb cases of robbery, murder and other crimes. I therefore, implore families, business people and institutions to avoid carrying or keeping large sums of money at home or offices to curb robbery cases.
The safety and security of children should also be prioritised during this period. As the nation steps up the fight against drug and substance abuse in the country, may I urge the public to continue giving my office information on drug barons and suppliers for the law to take its course.
Parents and guardians should also be on the forefront of safeguarding the youths and adults from the scourge of drug and substance abuse. The Police will also take decisive action against anyone operating unlicensed liquor outlets or shebeens during this period. Owners of liquor outlets are enjoined to conduct their business within the parameters of their respective licences.
My office will also take action on reports of corruption on the country’s roads and other traffic enforcement points by both drivers and Police officers. The public should report any incident of corruption through the National Complaints Desk numbers (0242) 703631 or WhatsApp number 0712 800 197 or any nearest Police Station and take down the particulars of the officer receiving the report.
May I reiterate that there is no room for bad apples in the Zimbabwe Republic Police as we enforce the law without fear or favour. The public should also engage in lawful business activities and effectively contribute towards the maintenance of law and order during this holiday.

Police Commissioner General Matanga Says Police To Be Deployed Nationwide During Festive Season

Zimbabwe Republic Police (ZRP) commissioner-general, Godwin Matanga says the police force needs more resources to fully fight drug-related crimes, reported <a href="https://businesstimes.co.zw/drug-abuse-police-pleads-for-more-resources/">Business Times</a>.
Speaking at the Vision 2030 Movement engagement conference in Bulawayo last week, Matanga said currently the ZRP is not adequately equipped to fight the drug scourge. He said:

These include high-powered motor vehicles for high-speed chases and low-cost vehicles for patrols and surveillance, state-of-the-art technologies at ports of entry and exit, as well as funding for more localised and international training to catch up with new skills requirements in this field.

Matanga said police have arrested over 4 000 people, including 466 suppliers. He added:

Again we confiscated and destroyed large quantities of substances. The drug mules from Brazil, India, Nigeria, and Latvia have been arrested while using undesignated points of entry to move the contraband.

Police Boss Pleads For More Resources To Combat Drug Abuse

Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga said that people who possess unregistered firearms shall be deemed to be planning to commit serious crimes.
Matanga said police officers will not hesitate to kill all perpetrators of serious crimes such as armed robbery.
He was speaking at the funeral wake of Inspector Maxwell Hove, who was killed in the line of duty in Hwedza by Jaison Muvevi, a former police officer. Said Matanga:

I wish to categorically state that those with unregistered firearms shall be deemed to have criminal intent.
Furthermore, as police officers, we will not hesitate to shoot to kill all perpetrators of heinous crimes such as armed robbery, which are making society apprehensive.

He said police have also noted with concern an increasing number of unregistered firearms recovered at crime scenes.
In August 2022, President Emmerson Mnangagwa granted a presidential amnesty on the voluntary surrender of firearms and ammunition.

Police Will Not Hesitate To “Shoot To Kill” Armed Robbers - Matanga

The Commissioner General of the Zimbabwe Republic Police (ZRP), <a href="https://www.pindula.co.zw/Godwin_Matanga">Godwin Matanga</a>, has warned motorists against speeding to avoid loss of life during the festive season. In a statement seen by Pindula News, Matanga police officers will be on the roads enforcing the law. Reads the statement:

<h2>ZRP PRESS STATEMENT 16th DECEMBER 2022 COMMISSIONER GENERAL OF POLICE’S 2022 FESTIVE SEASON STATEMENT ON ZIMBABWE REPUBLIC POLICE STATE OF PREPAREDNESS FOR THE SECURITY AND SAFETY OF ZIMBABWEANS</h2>
The Zimbabwe Republic Police takes note that the forthcoming Unity Day, Christmas and New Year holidays are characterized by an increase in human and vehicular traffic movements as the public undertake various social and economic activities in a festive mood.
My office has observed that this period attracts a lot of attention as fatal and serious road traffic accidents are recorded on the country’s roads. Criminal acts are likely to increase as evidenced by recorded cases of armed robbery, murder, rape, drug abuse, stocktheft and unlawful entry and theft.
The Zimbabwe Republic Police will therefore deploy adequately to ensure police officers are visible so that peace prevails in communities, on the roads, public gatherings and any other place where the public has access. Stern action will be taken against pirate taxis (mushikashika operators) and motorists who drive recklessly with no regards for the rights of other road users.
I have directed Officers Commanding Police Provinces to ensure that sufficient visibility is maintained in communities and on the country’s major roads.
Police officers will also account for criminal elements who commit armed robberies, murder, rape, stocktheft and those who engage in illicit drug activities which are affecting the youths and elderly. 
May I implore the public not to keep large sums of money at home or business premises as this attracts criminals.
Above all, the public should not relax during the festive period but remain alert in terms of family security and their property. Suspicious criminal movements should be quickly reported to the police for swift action to be taken.
Companies should ensure that their security is beefed up with those entities conducting cash-in-transit activities urged to work closely with the Zimbabwe Republic Police to curb armed robbery cases.
Parents and guardians should monitor the activities undertaken by children this holiday to curb cases of child sexual abuse, drowning and drug abuse.
Police officers will conduct crime and road safety campaigns in partnership with other stakeholders who include Traffic Safety Council of Zimbabwe (TSCZ), Vehicle Examination Department (VED) and Zimbabwe National Road Authority (ZINARA).
The public is also urged to shun and report corrupt activities to any nearest Police station. Above all, they should cooperate with police officers deployed on patrols, road blocks and other duties to ensure that law and order is maintained during the holidays.
May I urge all drivers to be exemplary on the roads and promote road safety at all times. All unroadworth and plateless vehicles will be impounded by the police. 
Drivers should not speed or overload vehicles with passengers or goods. The mixing of goods and passengers will not be tolerated by the Police during this holiday as this contributes to road traffic accidents.
The Zimbabwe Republic Police will arrest all touts and unruly elements causing chaos at bus termini and ranks. No one should be forced to board a public service vehicle by anyone through force or threats. May I implore the travelling public to report any one who harasses them while trying to board public service vehicles en-route to various destinations.
At Beitbridge Border Post, the Zimbabwe Republic Police has arrested 863 touts popularly known as “cobras,” from Or October 2022 to date. They have since appeared in court.
The Zimbabwe Republic Police takes this opportunity to urge the various commuter omnibus operator associations to lead by example and promote road safety during this festive season. The operators must employ drivers who are above the age of 25 years as stipulated by the law and observe speed limits at all times.
The Zimbabwe Republic Police will be conducting an operation dubbed, “Lets Join Hands in Preventing Crime and Road Carnage,” which runs from 15th December 2022 to 15th January 2023 to ensure that all criminal activities in communities and reckless driving conduct on the roads are decisively dealt with.
The Zimbabwe Republic Police wishes to express gratitude to the generality of Zimbabweans who are law abiding and urge them to continue observing the law and working with the Police to fight crime.

Police Commissioner Matanga Warns Motorists Against Speeding During Festive Season

Commissioner General of Police, Godwin Matanga has urged police officers to be disciplined saying corruption continued to soil the image of the Zimbabwe Republic Police.
He made the remarks in his opening remarks at the 2022 ZRP Senior Officers’ Conference held in Harare yesterday, according to <a href="https://www.hmetro.co.zw/police-boss-warns-senior-officers/">H-Metro</a>. He said:

The shameful behaviour by some members as well as corruption by rogue elements within the rank and file continues to bring disdain on the image of the organisation.
May I reiterate that the organisation will not condone indiscipline of whatever form. All errant police officers, regardless of rank have been put on notice.
For the avoidance of doubt, we shall not falter in emboldening our zero-tolerance stance on corruption.

His remarks come as reports of crimes committed by serving or retired police officers have been on the rise in recent years.

Police Commissioner Matanga: Corruption By Cops Continues To Soil ZRP's Image

A trainee police officer, Vengai Chikurungeni, was discharged from the job after he was deemed unfit for policing duties for stammering.
The ex-constable has since approached the courts to appeal against Zimbabwe Republic Police (ZRP) senior officials, and the appeal was squashed by the High Court for approaching the court late.
Chikurungeni, who was attached at Morris Depot, took police Commissioner-General <a href="https://www.pindula.co.zw/Godwin_Matanga">Godwin Matanga</a> and the Police Service Commission to court challenging unfair dismissal.
<h2>What happened:</h2>
Chikurungeni was undergoing training at Morris Depot.
In September 2021, he was called by Inspector Gwaka who told him that he was not fit to be a police officer since he was a stammerer.
In October 2021, he was called by the Depot Commandant who asked if he was a stammer, and he confirmed that.
In December 2021, he was summoned by Dr Nyakudya who said that he wanted to examine if his condition would allow him to remain in the police service.
He was duly examined and told results will be communicated later.
On January 31 2022, Chikurungeni was called by Inspector Gwaka who gave him a letter of termination of employment which was “backdated or dated” 28th December 2021 and was asked to sign it.
He complied but later decided to challenge his employer’s decision to discharge him under the stated circumstances.
His employer opposed the application and said he was supposed to file his appeal within eight weeks from the day of his dismissal and did not seek condonation.
Chikurungeni denied that he was discharged in December 2021 and claimed that he was asked to sign a backdated document but could not provide proof.
Therefore, the application was dismissed for failure to comply with the Rules and the Chikurungeni was ordered to pay the costs of the suit on the ordinary scale.

Stammering Trainee Police Officer Approaches Courts Challenging Unfair Dismissal

The Zimbabwe Passengers Association (ZPA) has petitioned President Emmerson Mnangagwa, Home Affairs minister Kazembe Kazembe and Police Commissioner-General Godwin Matanga over police officers’ lack of seriousness in attending to accident scenes.
They alleged that in some incidents, police attended to accident scenes two hours later.
In the petition, seen by <a href="https://www.newsday.co.zw/2022/08/home-affairs-minister-petitioned-over-police-conduct/">NewsDay Zimbabwe</a>, ZPA secretary-general Paul Makiwa said police were seemingly obsessed with recording statements at accident scenes rather than saving the lives of the injured. He said:

We witnessed an accident on August 1 in Kwekwe and people were injured and taken to hospital for medical attention by well-wishers before the police officers arrived. It took the police officers about two hours to arrive at the scene. One police officer queried why those who were injured were taken to hospital before the police arrived, adding that it would be difficult for the police to record their statements when the injured are no longer at the scene. In a way this police officer acted wrongly. His superiors also humiliated the members of the public.

Makiwa said the police charter stipulated that they should save lives when accidents happen and follow victims to the hospital if they want to take statements.
National police spokesperson Assistant Commissioner Paul Nyathi told NewsDay Zimbabwe that police were working within set rules.

Police Officers Criticised For Lack Of Seriousness In Attending Accident Scenes

President Emmerson Mnangagwa reportedly quizzed Police Commissioner-General Godwin Matanga over the ZRP’s frequent ban on Citizens Coalition for Change (CCC) campaign rallies across the country.
NewZimbabwe.com reports that the incident happened at the Robert Gabriel Mugabe International Airport on Wednesday last week when Matanga, along with other service chiefs, ministers and senior ZANU PF officials, welcomed Mnangagwa back from his Dubai trip.
Sources at the airport said Mnangagwa took particular exception to the Marondera rally which failed to take place the previous Saturday after police refused to sanction the gathering on the pretext that the party’s notification came at short notice. NewZimbabwe.com was told:

As you know these dignitaries do not like to miss those occasions to show their faces to the president and they line up to greet him. That is when Matanga came up for some roasting.
The president was clearly unamused. I think he spent a minute or so quizzing Matanga on why he was allowing that to happen. He pointed out to him that this was tarnishing the image of the country abroad and inviting unnecessary attention on Zimbabwe.
He was particularly concerned with the Marondera rally which attracted a lot of attention and wanted to know the exact reasons why police could not permit the rally.

Matanga reportedly said the rally was banned because of fears of violence and then immediately blamed the courts for not attending to the CCC application on time. 
Mnangagwa who appeared unsatisfied told Matanga to fix the matter.
However, the sources further said it was not clear whether Mnangagwa was genuine in his probing since only two days later, police in Masvingo banned CCC’s rally on the pretext that ZANU PF had booked the same venues ahead of the Nelson Chamisa-led opposition.
The rally only went ahead after the Masvingo High Court quashed the police ban and instructed the police to provide the necessary security.
It also turned out that the ruling party did not have any rallies planned for either Mucheke or Mamutse Stadium as police claimed. The stadiums were empty all day.

President Mnangagwa Confronts Matanga Over Police Ban On CCC Rallies

Zimbabwe Republic Police (ZRP) Commissioner-General, Godwin Matanga, is facing a 90-day jail term for contempt, <a href="https://www.newzimbabwe.com/police-commissioner-general-matanga-faces-jail-for-contempt-of-court/">NewZimbabwe.com reports.</a>
Matanga (1st respondent) has together with the officer in charge at Dzivarasekwa Police Station Judith Tinarwo (2nd respondent) been sued by a local property developer, Eddies Pfugari Properties (Pfugari), for failing to provide police details to escort the deputy sheriff to evict thousands of people who illegally occupied the company’s land in Whitecliff, Harare.
How we got here: 
<ul>
<li>The occupants illegally settled on land grabbed from Pfugari.</li>
<li>Pfugari obtained an eviction order at the High Court a few years ago, but the government, through the local government ministry, prevented the eviction saying it will compensate Pfugari.</li>
<li>The government failed to pay prompting Pfugari to approach the sheriff of the High Court to implement the eviction.</li>
<li>Pfugari now wants the High Court to grant another order declaring Matanga and his subordinate to be in contempt of court.</li>
<li>They also want the court to ask them to provide the sheriff with sufficient manpower and equipment to enable peace to be maintained while the sheriff implements an earlier eviction order by the same court.</li>
</ul>
Why Matanga is being sued: 
<ul>
<li>The company’s lawyers, Scanlen &amp; Holderness, argued in the application that the police did not act in accordance with that High Court order despite several written requests.</li>
<li>The lawyers said this amounts to deliberate disregard of the court order by Matanga and Tinarwo.</li>
<li>Assistance was supposed to be rendered within ten days of judgment. </li>
</ul>
What Pfugari is Seeking: 
<ul>
<li>Pfugari wants an order directing Matanga and Tinarwo to comply with the court order or to have them jailed for 90 days if they fail to provide the required assistance to the sheriff within ten days of the order being granted.</li>
</ul>
Matanga’s response:
<ul>
<li>The duo has since filed their own answering affidavits denying any willful violation of the court order.</li>
<li>They said they were waiting for the head of sheriff services to revert back to them for the execution of the order since they had approached them twice on different occasions when they indicated that their office was not yet ready to execute the order as it wanted to issue a new notice of eviction to new occupants who have not been on site before.</li>
<li>They also accused the company of making the application out of malice.</li>
<li> They reiterated that they are ready to assist the sheriff upon invitation and not through a contempt of court order.</li>

Police Boss Matanga Faces Imprisonment Over Contempt Of Court

<a href="https://news.pindula.co.zw/2020/08/26/govt-in-a-quandary-over-us2-million-drax-payment/">The red-flagged US$2 million which Zimbabwe paid for medical supplies</a> by Drax Consult SAGL, associated with local business dealer <a href="https://www.pindula.co.zw/Dylish_Nguwaya">Delish Nguwaya</a>, is still stuck in a Hungary bank.
In the first two months of last year, Drax had delivered goods worth US$2 733 480.
The money was paid by the Treasury upon a request for the payment from the Health ministry then under the <a href="https://news.pindula.co.zw/2020/07/07/breaking-ed-fires-obadiah-moyo/">subsequently dismissed minister Obadiah Moyo.</a>
The deal sailed through the Health Ministry, Treasury and the Procurement Regulatory Authority of Zimbabwe easily due to political pressure despite questions and suspicions. It was structured as a loan facility.
The money went from the Reserve Bank of Zimbabwe to BancABC, Deutsche Bank Trust Company Americas in New York, United States, and Erste Group Bank AG in Vienna, Austria, before landing in Drax’s Hungary account.
Suspicions were raised due to <a href="https://news.pindula.co.zw/2020/05/29/drax-international-denies-association-with-mnangagwas-son/">Nguwaya’s close association with the family of President Emmerson Mnangagwa.</a>
The funds were red-flagged by banks involved in the relevant financial integration system chain for suspected money laundering.
The News Hawks report that Nguwaya and his associates at Drax International, including its founder Ilir Dedja, have since early 2020 been pushing Zimbabwean authorities to answer questions posed by the International Criminal Police Organisation (Interpol), which is investigating the issue, to unblock the transaction.
Drax, through its lawyers Samukange Hungwe Attorneys, has been writing letters to police, Interpol Zimbabwe, Treasury, Ministry of Health, Natpharm, and the Office of the President and Cabinet demanding the US$2 million – but to no avail.
A letter, dated 10 April 2020, written by Dedja to Natpharm says Drax had prepared goods worth US$4 million which were ready for delivery and more payment. Read the letter:

Total balance of the goods delivered to Natpharm until now is: USD$2 733480.00
According to our delivery schedule, we prepared goods worth USD$4 000 000.00 which are ready for shipment from the manufacturers.
We have goods worth USD$210 000.00 shipped since March 19th that are currently in Dubai due to flights cancellation for Harare. Their ETA to Harare is May 1st 2020.
Considering the pandemic situation due to Covid-19, we are requesting to extend the delivery time of medicines with an additional three-month period. We will restart the regular schedule as soon as the airlines will restart their normally operation.

In a letter, dated 2 June 2021, to police commissioner-general Godwin Matanga, Drax lawyers demanded that local cops answer questions posed by Interpol in April last year so that the funds can be unblocked. Tafadzwa Charles Hungwe, Samukange Hungwe managing partner, wrote:

We refer to the matter above and the meeting of 2nd of June 2021 held at your esteemed offices. We act for and on behalf of Drax Consult SAGL. 

The purpose of the meeting was to follow up on the request made by Interpol on 29 April 2020 with regards to the contract signed by our client and the National Pharmaceutical company of Zimbabwe (Natpharm). The request has been availed to us and seeks clarification on the following issues; –
Whether Natpharm is a registered company.
What it deals with (scope of activities).
Whether it has been investigated.
What connection it has with Drax Consult SAGL, especially between 2019 and 2020.

<div dir="auto">Lydia Chapalapata, a resident of Nkulumane high-density suburb in Bulawayo was assaulted by Assistant Inspector Brighton Muchingami on 1 April 2020 while she was queuing up to purchase maize meal at Nkulumane Sekusile Shopping Centre.</div>

<div dir="auto">Muchingambi harassed and assaulted her all over her body with a truncheon alleging that she was violating national lockdown regulations. Muchingambi threatened Chapalapata stating there was no recourse at law for her as he was empowered by the national lockdown regulations promulgated by government to assault her.</div>

<div dir="auto">Chapalapata sustained injuries on her back, thighs, head, and on her knees and suffered trauma, anxiety and shock as a result of the incident and had to be hospitalised at Mpilo Central Hospital for treatment and was later referred for specialised medical attention.</div>

<div dir="auto">Following the assault, Chapalapata engaged Prisca Dube of Zimbabwe Lawyers for Human Rights, who recently filed summons at Bulawayo Magistrates Court suing Muchingami, the Officer in Charge of Nkulumane Police Station, Matanga and Kazembe, whom she cited as respondents, claiming payment of damages amounting to RTGS$3 million for pain and suffering as well as medical expenses she incurred.</div>

Bulawayo Resident Sues Police Boss & Kazembe Over Lockdown Brutality

Zimbabwe’s Home Affairs and Cultural Heritage Minister, Kazembe Kazembe, has ordered police Commissioner-General, Godwin Matanga to deal with errant police officers.
This comes after the public responded with disgust to a video suggesting a police officer smashed the windscreen of a commuter omnibus (Kombi) causing injury to a woman and her little baby.
Addressing the media Thursday on the state of affairs during the current Covid-19 lockdown period, Kazembe described the incident as “disturbing”. He said:
<blockquote>My ministry strongly condemns acts of misconduct by police officers which tarnish the image of the government and the police in particular.
The widely circulated social media clip of a police officer who allegedly struck a baby with a baton stick is a cause for concern.
I have directed the Commissioner-General of Police to take stern action against these and any other errant police officers.</blockquote>
Kazembe said the smashing of vehicle windscreens or windows by police officers contradicted expected government norms.
Meanwhile, <a href="https://news.pindula.co.zw/2020/11/18/pictures-kombis-transforming-into-armoured-vehicles/" rel="noopener noreferrer" target="_blank">some Kombi operators in Harare have resorted to putting enclosures</a> on the windows on their vehicles to protect them from police officers who usually strike windows with batons.
The development can put commuters’ lives in danger especially during an emergency.

Kazembe To ZRP: Deal With Kombi-Smashing Officers

A Harare woman is seeking $500 000 from Home Affairs Minister Kazembe Kazembe after the police failed to carry out their constitutional mandate to investigate a case she has reported, which resulted in her suffering non-patrimonial loss, The Standard reports.
The matter came to light in the court summons submitted through her lawyers, Tendai Biti Law, in which Kazembe,  police Commissioner-General Godwin Matanga is the second respondent and officer-in-charge (OIC) Machipisa CID and Constable Dzingarwi are cited as defendants.
In the summons seen by the publication, Beauty Chiroodza said:
<blockquote>Sometime in November 2019, plaintiff approached Machipisa Police Station in the presence of her legal practitioners, laying a complaint concerning Dr Tawanda Zinyowera, who was practicing, without a valid medical certificate issued by the Medical and Dental Practitioners Council of Zimbabwe (MDPCZ), within the third defendant (OIC)’s jurisdiction.
Plaintiff became aware of this fact through its legal practitioners, who wrote a letter to the MDPCZ on the plaintiff’s behalf enquiring whether Zinyowera was a duly registered medical doctor in terms of the Health Service Act. In its response, the MDPCZ informed the plaintiff that Zinyowera was last registered with the authority in 2007 and was deregistered over non-payment of fees.
Plaintiff, in the company of her lawyers, approached the third defendant’s office and left a copy of such a letter in the care of the third defendant, and caused to have this issue investigated as part of a complaint she had lodged under CR150/7/17. Despite this information, the third defendant chose not to or neglected to effectively investigate this matter in terms of section 2I9 of the Constitution of Zimbabwe.
The failures that can be attributed to the defendants in this regard, include but are not limited to the following: (a) failure to apprehend the accused or question the accused person; (b) failure to attend to the crime scene/or place of operation expeditiously and attend to the scene for the purposes of gathering evidence to establish whether or not illegal medical practice was taking place; as provided for and empowered in terms of section 49 and 51 of the Criminal Procedure and Evidence Act (Chapter 9:04),” she said, adding that she made numerous follow-ups, but got no satisfactory answers.</blockquote>
The defendants have reportedly entered an appearance to defend, the case is yet to be heard.

Harare Woman Sues Kazembe, Matanga For Not Investigating Her Forced Abortion Case

ZRP Commissioner-General Godwin Matanga while delivering a lecture at Zimbabwe National Defence University (ZNDU) yesterday reportedly condoned corruption and said people entrusted to serve the public were supposed to be astute as corruption causes pain.
Matanga said the government does not tolerate corruption and that was the reason why many high profile cases were before the courts right now:
<blockquote>The people entrusted by Government to execute its mandate should not only be trustworthy and credible, but also should be transparent and accountable in the performance of their duties and responsibilities
The organisation does not condone corruption and a number of high profile cases of corruption are before the courts, while some culprits have already been convicted,” he said.
Corruption has also caused unbearable suffering to billions of people around the world. It has bled public resources at an enormous scale, making it a threat to national security.
Personal interests, greed and avarice undermine government`s capacity to allocate resources effectively and to deliver services. The result is poverty and deprivation, which in turn results in frustration, disillusionment and relentless protests which all threaten internal security.

It is true a number of high profile cases have been brought before the courts, it is also true that a number of those cases have failed to take off after many months and in some cases, years and convictions are still marginal.

The Govt Does Not Tolerate Corruption, That's Why A Number Of High Profile Cases Are Before The Courts - Godwin Matanga

South Africa-based Zimbabwean business mogul, Frank Buyanga has responded to an article by The Herald which suggested that Police Commissioner General Godwin Matanga had labelled him a fugitive from justice.
We present his response as posted by the NewsDay in full below.
<blockquote>On 1 May 2020, the Zimbabwe Herald newspaper printed an article headlined “Buyanga a fugitive from justice: Police chief”. We find the headline and the content of the article to be almost entirely false and amounting to nothing less than defamation against Mr Frank Sadiqi.
On 30 April 2020, an appeal application was heard in the Zimbabwe High Court in which our client sought the suspension of a strange and misguided court order granted against him on 16 April 2020 by Justice Manzunzu. The Honourable Justice Mafusire dismissed the appeal, however, stated that he had misgivings about Justice Manzunzu’s order to arrest Mr Sadiqi. Justice Mafusire stated, “After considering the matter, the judgment by Manzunzu J, and after considering the notice of opposition, first, personally I have misgivings and with all due respect, I say this with all due respect, I have misgivings about Paragraph 4 of the order of Manzunzu J,”. Paragraph 4 of the 16 April 2020 court order states “Failure of which, this order shall serve as a warrant of arrest for the First Respondent throughout Zimbabwe for him to be brought before the court to show cause why he should not be found to be in contempt of court of this order”.
We find it incredulous and defamatory that Comm-Gen Matanga would call Mr Sadiqi a fugitive from justice when he has not been found guilty of any criminal action. Further, Comm-Gen Matanga stated, “My police officers are investigating this criminal case and efforts to locate either the applicant or the minor child within Zimbabwe have yielded no results”. The matter currently before the courts is a civil matter regarding the custody of a five-year-old child. It is not a criminal matter and Mr Sadiqi has not been found guilty of any criminal action. We, therefore, find the statement by Comm-Gen Matanga to be entirely incorrect and defamatory.
Despite the custody battle not being a criminal matter, Comm- Gen Matanga states that they have approached Interpol in locating Mr Sadiqi. We submit that this further points to the unjust treatment of our client by the various government departments, police officials and court officials in Zimbabwe as a result of the political influence being held over these departments. We are confident that any approach by Zimbabwe to Interpol will not be entertained as it is baseless and unconstitutional.
The appeal against Justice Manzunzu’s court order dated 16 April 2020 continues, as does the world-wide Covid-19 pandemic which has locked down most of the world’s international borders, making the 16 April 2020 court order impossible to comply with in any case. The current directive that only urgent and bail matters can be filed in the Zimbabwe Supreme Court has taken away Mr Sadiqi’s constitutional right to protection from the law.
Mr Sadiqi has continuously been a victim of corruption and unjust treatment by various government departments, police officials and court officials in Zimbabwe, but we are confident that Mr Sadiqi will be given a fair hearing in court in which the court order dated 16 April 2020 will be successfully appealed.

Zimbabwe Republic Police have banned all illegal gold mining activities in the country with immediate effect in response to <a href="https://zero.pindula.co.zw/mashurugwi-clubs-a-cop-to-death-in-a-suspected-revenge-mission/">the murder of a police officer, Constable Wonder Hokoyo by machete gangs.</a>
The ban was announced by Commissioner General of Police Godwin Matanga on Wednesday. In a statement, Matanga said:
<blockquote>All miners who are engaged in illegal mining activities should stop doing so and ensure that before they mine, they obtain the relevant licence or permit to do so in terms of the laws of the country.
Any deviation from this will result in such miners being arrested. The Zimbabwe Republic Police is also working with other stakeholders to ensure that incidences of gold rush in several parts of the country are swiftly dealt with.
My office will ensure that police deployments in mining areas are influenced by the need to protect and preserve life and property. My office will therefore not stand by and allow unruly elements to attack police officers.</blockquote>

Police Ban All Illegal Gold Mining Activities, With Immediate Effect

Police Commissioner-General Godwin Matanga has called upon police officers to show work ethics as they are ambassadors of the Zimbabwe Republic Police.
This was revealed in a speech read on his behalf by Deputy Commissioner General Learn Ncube during the closing ceremony of the rebranding and refresher training courses for 64 junior police officers from the Midlands and Masvingo provinces at the Ntabazinduna Depot in Matabeleland North. He said:
<blockquote>Going forward we expect your work ethics and actions to truly reflect that you were exposed to this high level training programme. We also expect that as officers in charge you exhibit the highest standard of discipline and integrity so that your character and actions mirror the new brand that the organisation envisages.</blockquote>
Comm-Gen Matanga also urged officers to be professional so as to gain public trust. He said:
<blockquote>The level of professionalism, integrity, dedication, loyalty and impartiality expected from you should give momentum to your subordinates and all stakeholders towards the desired collective effort in dealing with crime. Above all, communities that you serve should also enjoy the fruits of such admirable values.</blockquote>
