Former Citizens Coalition for Change (CCC) leader, Nelson Chamisa, has urged the Harare Commission of Inquiry, chaired by retired judge Justice Maphios Cheda, to summon President Emmerson Mnangagwa to testify.
This follows the mention of Mnangagwa’s name in an audio recording presented to the commission.
Chamisa was called to appear before the Commission on Monday after Ward 12 (Budiriro) Councillor Blessing Duma alleged in the recording that Chamisa had instructed the council to regularise illegal settlements.
In his statement, the former CCC leader criticised the Commission for summoning private individuals based on unsubstantiated claims.
He argued that if his name was invoked, then Mnangagwa should also be required to testify. Said Chamisa:

There are two names that have been dropped in terms of their leadership roles: President Mnangagwa and president Chamisa. And I hope that the commission is also going to invite President Mnangagwa…
The voice on the audio also mentioned Mr Mnangagwa. I pointed out that if my presence was deemed necessary, based merely on this audio, then the same courtesy should surely be extended to Mr Mnangagwa, whose name was also mentioned.

In May 2024, President Emmerson Mnangagwa established a Commission of Inquiry to investigate allegations of corruption, mismanagement, and governance failures within the Harare City Council dating back to 2017.
The commission is composed of several members, including Steven Chakaipa, Norbert Phiri, Lucia Gladys Matibenga, Khonzani Ncube, and Secretary John Bhasera.
Its primary goal is to uncover the root causes of the persistent issues plaguing Harare and to provide recommendations for improving local governance.

The Harare City Council reportedly collected only US$100 in licence fees from tuckshop owners in residential areas over six months.
This was said by Harare City Council’s acting revenue collection manager, Alfred Guni when he appeared before the Commission of Inquiry, which is probing the operations of Harare City Council since 2017, chaired by retired Justice Maphios Cheda.
He said from April to September 2024, the City Council recorded only US$100 from tuckshops located in residential areas.
The paltry revenue collected from tuckshops raises suspicions of massive corruption within the council, given that almost every street in high-density residential areas has several tuckshops. Said Guni:

The revenue from tuckshops in residential areas is collected by our market officers, who go around to gather these funds.
If we collect as little as US$100, it indicates a failure on the part of those designated to collect the funds.
This level of performance is concerning, given the number of tuckshops around the city.

Guni conceded that the City Council is grappling with revenue leakages due to corrupt officials. He said:

I would not confirm that the City Council owns tuckshops but it licenses privately owned tuckshops but what it owns are commercial buildings that are available for rental to the public.
The City made a resolution to collect tuckshop fees from those we see in our residential areas as long as they are compliant with the building inspectorate laws.
That figure does not mean nothing came but it is a percentage of a huge figure. What it means is that we are getting very low income.

The Harare City Council only collected $100 in fees from tuckshop owners in residential areas in six months. This is a very small amount of money. The council suspects corruption because there are many tuckshops in the city, but they are not collecting enough money from them. The council's revenue manager said they have problems with corrupt officials causing money to be lost. They need to fix this problem to collect more money from tuckshops.

Shock As Harare Council Collects Only $100 In Tuckshop Licence Fees Over Six Months

Former CCC leader Nelson Chamisa has criticized the Harare City Commission inquiry, chaired by (Rtd) Justice Cheda and established by President Emmerson Mnangagwa, calling it a diversion from addressing real local government issues.
Chamisa appeared before the commission on Monday after CCC councillor Blessing Duma accused him of instructing the City to fast-track the regularization of settlements in Harare.
In a post on X, Chamisa said he attended the inquiry out of courtesy and as an officer of the Court and Justice. Below is his statement in full:

1/ On Monday, I was requested to testify before (Rtd) Justice Maphosa Cheda at the Harare City Commission inquiry, a forum set up by Mr Mnangagwa.
2/ I have reservations about the foundation of the Commission. However, out of courtesy, and being an officer of the Court and Justice, I obliged.
3/ The Commission sought my response to claims purportedly made by a councillor mentioning my name in connection with the so-called “regularisation process” of the Harare City Council.
4/ I made it unequivocally clear: I have no locus to comment on local authority issues. I am neither a councillor, mayor, local government official, nor part of central government. Urban councils are statutory bodies governed by the Urban Councils Act. Decisions arise from council committees or full council motions—not external actors or political parties.
5/ An audio was played at the hearing, said to be of the councillor referring to me as a leader of a party. Its amateurish presentation, played from a phone, raised questions about its authenticity and veracity. Yet, I responded to avoid embarrassing the commission. For the record, I would not recognise the named councillor if we met face to face. The voice on the audio also mentioned Mr Mnangagwa. I pointed out that if my presence was deemed necessary, based merely on this audio, then the same courtesy should surely be extended to Mr Mnangagwa, whose name was also mentioned.

7/ I wish to state the following for the record; as a human rights defender, a justice champion and a consummate constitutionalist, I strongly condemn the destruction of people’s homes. Using bulldozers to erase lives and livelihoods is criminal, sadistic and inhumane. This is not justice; it is evidence a systemic leadership failure and a mockery of human rights.
8/ This is not the first time a commission has been used as a diversion from addressing real issues. In 2018, Mr. Mnangagwa established the Motlanthe Commission following disputed General Elections. I was summoned before the commission over a matter entirely unrelated to me. Now in 2023, the same pattern is repeated, where I am once again being drawn into issues far beyond my purview.
9/ This governance crisis cannot be resolved by malicious intent and unwarranted targeting of innocent individuals through commissions. It requires genuine accountability and action to address the root causes.
10/ Corruption, maladministration, and bad governance are eroding our towns, cities, and country. These cancers must be rooted out. Local governance has become a theatre of incompetence and impunity. It is a crisis compounded by a small grouping that weaponises inquiries to distract from its dire failures. It is time to hold accountable those truly responsible for this decay.

Nelson Chamisa went to a meeting set up by President Mnangagwa about the city government. Someone said Nelson told the city to do something, but he said he doesn't have the power to do that. He thinks the meeting is a distraction and there's no evidence against him. He said it's unfair to blame people without proof. Nelson believes the government is not doing a good job and there is corruption. He wants the real problems to be fixed instead of blaming innocent people.

Chamisa Defends Appearance At Mnangagwa Commission

Takudzwa Dzumbunu, chairperson for Works and Town Planning at Harare City Council, was on Tuesday fined US$300 or spend six months in prison for misleading the Commission of Inquiry about her academic qualifications.
The Commission, led by Retired High Court Judge Justice Maphios Cheda, reprimanded Dzumbunu after she retracted her claim of holding a Bachelor of Science Honours degree in Public Administration.
Dzumbunu could not produce the degree, which she initially claimed was from the University of Zimbabwe when she appeared before the Commission in October.
Justice Cheda ordered Dzumbunu to provide the academic qualification as evidence.
During further questioning by lead investigator Thabani Mpofu, Dzumbunu, a Citizens Coalition for Change (CCC) councillor, admitted to lying about her qualifications. She said:

I thought I was going to get the certificates but I had failed one course and did not graduate.
My apologies for misleading the Commission. I thought I was going to get the certificates but it wasn’t going to be possible.
I have no justification for behaving the way that I did. I thought it was going to be an easy process to acquire my certificate but I should have just said that I haven’t acquired it yet.

In her previous appearance before the Commission, Dzumbunu was briefly detained at the old Makombe building after being found guilty of contempt.
The Commission of Inquiry has raised concerns about the qualifications and competence of some Harare City Council officials, revealing that several are underqualified for their positions.
Justice Cheda imposed a fine of U$300 on Dzumbunu for lying under oath. Said Cheda:

You have made an undertaking that you will not in the future deliberately lie or mislead or misrepresent facts in the manner before this commission of inquiry. In addition, you have offered an apology for your bad conduct and behaviour before this Commission.
You are sentenced to pay a fine of 300 or six months imprisonment which is wholly suspended for a period of five years on condition that during that period you do not contravene sections 12, 13 and 14 of the Commission of Inquiry Act.

This follows revelations that many Harare City Council committee chairpersons lack basic qualifications or relevant experience and fail to comprehend the demands of their roles.

A lady named Takudzwa Dzumbunu in Harare lied about having a degree. She said she had a Bachelor of Science Honours degree but couldn't show it. She admitted she lied and got fined $300 or six months in prison. She said sorry for lying. The Commission of Inquiry found that many people in the City Council don't have the right qualifications for their jobs. They want everyone to be honest and do their jobs properly. Takudzwa got in trouble for lying and has to pay a fine.

Takudzwa Dzumbunu, A Harare Councillor, Fined US$300 For Lying She Has A Degree

President Emmerson Mnangagwa has extended the tenure of the Commission of Inquiry into the governance of Harare City Council by three months to allow it to complete its work.
The Commission, set up on May 10 with an initial six-month mandate to probe HCC from 2017, now has until early February 2025 to complete its work and report back to the President by early May.
Chaired by retired High Court judge Justice Maphios Cheda, the Commission includes former MDC top official Lucia Matibenga, Steven Chakaipa, Tabani Vusa Mpofu, and Khonzani Ncube. Local Government and Public Works Secretary John Basera is the commission’s secretary.
In Proclamation 5 of 2024, gazetted in Statutory Instrument 180 of 2024 on November 8, President Mnangagwa exercised the option of a three-month extension, extending the investigation to nine months.
The Commission’s terms of reference include investigating financial management systems, and audit compliance with the Public Finance Management Act, and other laws.
The Commission will investigate the financial management of revenue generated through special vehicle companies and other outsourced arrangements, such as Rufaro Marketing and City Parking.
The Commission will also investigate why Harare has not had an Enterprise Resource Planning system to manage its accounts since 2019 and quantify any resulting losses.
The Auditor-General has reported that the lack of an appropriate system has made it impossible to determine what has happened to some council revenue and whether funds are being misappropriated.
The Commission will investigate the management, sale, lease, or transfer of the local authority’s properties to private entities.
The Commission will also probe the convening of council meetings, adherence to standing orders and rules, and compliance with procurement laws, including the disposal of assets.
The President gave the Commission open-ended authority to investigate any other matter deemed appropriate and relevant to the inquiry.
The Commission has full power to visit premises, summon witnesses, record proceedings, and minute testimonies, and manage all gathered information.
Since being sworn in, the Commission has gathered evidence and questioned councillors and officials in public hearings.

President Mnangagwa extended a group's time to check how Harare City is run. The group will now finish in February 2025. The group will look at how money is managed and if rules are followed. They will also see how Harare's properties are used or sold. The group can ask questions and take notes. They have been talking to people and collecting evidence. The President wants them to look at anything they think is important. The group is working hard to make sure everything is fair and correct in Harare City.

President Mnangagwa appointed the commission of inquiry to investigate the City of Harare’s management and council since 2017 in May 2024 through Statutory Instrument 91 of 2024, also Proclamation 2 of 2024.
The Commission is chaired by retired judge Maphios Cheda and includes former MDC top official Lucia Matibenga, Steven Chakaipa, and Khonzani Ncube.
The Commission was tasked with investigating Harare City Council’s financial management systems and audit compliance with the Public Finance Management Act [Chapter 22:19] and other laws, and financial management of revenue generated through special vehicle companies and other outsourced arrangements, among other terms of reference.
The latest change to the composition of the Commission was made through Statutory Instrument 120 of 2024, Proclamation 4 of 2024, published in the Government Gazette on 16 July. It reads in part:

WHEREAS, in terms of section 2(1) of the Commission of Inquiry Act [Chapter 10:07], it is provided that, the President may, when he considers it advisable, by proclamation, appoint a Commission of Inquiry consisting of one or more commissioners;

Mnangagwa Restructures Harare City Council Commission Of Inquiry

Harare Mayor Jacob Mafume says the local authority has “nothing to hide” after President Emmerson Mnangagwa appointed a Commission of Inquiry to investigate governance issues at the city council.
Speaking at the Ordinary Council meeting at Town House on Tuesday, Mafume said the law provides for the establishment of such a commission in the interest of public welfare. He also warned that non-cooperation with the Commission of Inquiry may result in criminal-related consequences. Said Mafume:

(viii) to investigate any other matter which the Commission of Inquiry may deem appropriate and relevant to the inquiry;
(ix) to report to the President in writing, the result of the inquiry;

Mnangagwa Appoints Commission Of Inquiry For Harare City Council

The Government intends to appoint an Independent Commission of Inquiry to assess the Zimbabwe School Examinations Council (ZIMSEC) following massive paper leakages and unusually high grades being scored by pupils at Advanced Level.
This was revealed by the Minister of Primary and Secondary Education, Evelyn Ndlovu while presenting a Ministerial statement on the management of the leakages of some Ordinary Level examination question papers in the National Assembly on Wednesday last week.
During the course of the 2022 November examinations, English Language and Mathematics papers were leaked thereby compromising ZIMSEC’s credibility.
ZIMSEC was again under the spotlight early this year following the release of A Level results where some candidates recorded high grades for more than three subjects.
Some candidates wrote as many as ten subjects, against the standard three subjects, while high grades were recorded of up to 50 points.
In her presentation, Ndlovu said the results and recommendations from the Commission of Inquiry will guide the Ministry of Education going forward. She said:

I think we will restore credibility by having a Commission of Inquiry which will assess whether ZIMSEC is doing the right thing or they are leaking the examination papers. The results and recommendations will guide us accordingly.
On legislative changes, I promise that we are going to push for the ZIMSEC Amendment Bill to go through the relevant committees, it goes through Cabinet and then comes to Parliament.
We have a draft amendment Bill in place. That draft must go through the Cabinet process and then come to Parliament for approval.

Govt Plans To Establish ZIMSEC Exam Leakages Commission Of Inquiry

The ZANU PF Politburo on Wednesday fully endorsed President Emmerson Mnangagwa’s decision to establish a commission of inquiry to investigate allegations of corruption levelled against the party’s bigwigs by the Youth League.
This was revealed by the party’s secretary for information, Simon Khaya Moyo following a Politburo meeting held at the ZANU PF headquarters in Harare on Wednesday. He said:
<blockquote>The press conference by the national executive of the youth league was debated extensively, centring mainly on corruption.
While the youth league may not have followed the procedure in issuing the statement, however, there is urgent need to call for zero tolerance on corruption.
Appropriate measures must be taken to clean the party and the nation of massive corruption. Corruption is like a veld fire across the width and breadth of the nation.
His Excellency President ED Mnangagwa will constitute a commission of enquiry to investigate the allegations raised by the national youth league executive. This was unanimously endorsed by the Politburo.</blockquote>
The ZANU PF Youth League held a press conference on Monday where they accused several senior party officials of gross corruption.
Among those implicated is the party’s fourth most powerful official, Obert Mpofu and the Reserve Bank of Zimbabwe (RBZ) governor, John Mangudya.

ED Vows To Clean ZANU PF Of Corrupt Bigwigs

Houses that have been built on state land fraudulently allocated by land barons face demolition. This was revealed by the Secretary of the Commission of Inquiry led by Justice Uchena. While addressing a press conference in the capital Harare today, Mabiza had this to say
<blockquote>There are chances of houses being demolished but perhaps that rests with the local authorities and the board and the local government ministry.
You find that some areas which were reserved for relational activities are now occupied and that poses a great threat to the occupants of the area. There needs to be a recommendation from the powers that be in order for that sort of action to be taken.</blockquote>

Demolitions Of Houses Built On Illegally Acquired Land Looming ; Justice Uchena Commission Reveals

Through its spokesperson John Masuku, Motlanthe Commission announced it has concluded public hearings and is now retreating to analyse evidence brought before it.
The Commission of Inquiry was set up by President Emmerson Mnangagwa to investigate circumstances that led to the August 1 election violence that claimed six lives. We publish the full statement below:
<blockquote>The Commission of inquiry into the Post Election Violence which occurred In Harare on August 1 this year, today concluded. its process of gathering oral evidence through public hearings. Testimonies, most of which were broadcast live on ZBC television and Social Media platforms were heard from different individuals and organisations in Harare, Bulawayo, Gweru and Mutare. The Commission was also handed over written evidence as well as audio and video materials including some which were provided by international broadcasters following an appeal made through the Ministry of information, Media and Broadcasting Services.
The Commission is now collating and analysing all information gathered and has already started compiling its final report and recommendations to be presented to His Excellency President Emmerson Dambudzo Mnangagwa. Headed by former South African President Kgalerna Motlanthe, The Commission is working day and night in order to present its report way ahead of its 90 day deadline which commenced on 19th September 2018 when the seven member group of local and international eminent persons was sworn in at State House in Harare.</blockquote>

Motlanthe Commission Concludes Public Hearings

The Herald reports MDCAlliance spokesperson Jacob Mafume confirmed yesterday that party leader Nelson Chamisa and deputy chairperson Tendai Biti will testify before the Commission of Inquiry into the August 1 Post-Election Violence that resulted in the death of 6 people.
Mafume said MDC Alliance was satisfied with the reasons why the Kgalema Motlanthe chaired commission had turned down Chamisa’s conditions. Said Mafume:
<blockquote>We have had a dialogue with the commission and we are satisfied with the explanation that they gave us. We are now clear as to how we will give our testimony and the issues at hand.</blockquote>
Commission spokesperson John Masuku said today’s hearings were earmarked for Chamisa and Biti. Said Masuku:
<blockquote>We are still expecting them to testify tomorrow (Monday) at 1400hrs and there is nothing that has been placed before the commission to suggest that they were not coming</blockquote>
Masuku said it was up to the commission to exercise its discretion whether to call President Mnangagwa and Vice President Chiwenga.

Chamisa, Biti To Appear Before Motlanthe Commission Today

In an interview with The Herald yesterday, Motlanthe Commission spokesperson John Masuku said the commission had started working on the structure of the report.
He said the Commission was expecting MDC Alliance leader Nelson Chamisa and the party’s deputy national chairperson Tendai Biti to appear before it during the next hearing on Monday. The two are currently outside of Zimbabwe.

Motlanthe Commission Starts Working On Final Report Structure, Chamisa And Biti Expected To Appear On Monday

In an interview with The Herald yesterday, Motlanthe Commission spokesperson John Masuku said the commission has received footage from some international journalists.
He said the footage which is shows the sequence of events is expected to assist the commission. Said Masuku:
<blockquote>We are very grateful to the international broadcasters as some of them have availed the footage of August, 1 2018 so the Commission is going to be assisted by that footage as they do the collating, as well as the analysis of what they have gathered. The commissioners are going to determine whether they have got enough footage. The footage they got is the lengthy footage which shows sequences of events rather than edited versions which are mainly circulating on social media.</blockquote>

Motlanthe Commission Receives Video Footage From International Broadcasters

In a statement yesterday, Secretary for Justice, Legal and Parliamentary Affairs Mrs Virginia Mabhiza confirmed that the Commission of Inquiry into the August 1 post-election violence resumes public hearings today.
The hearings start at 10AM and will be held in Harare at Cresta Lodge. MDC Alliance leader Nelson Chamisa is expected to testify before the commission after he was <a href="https://news.pindula.co.zw/2018/11/15/motlanthe-commission-invites-chamisa-to-give-testimony-on-november-21/">invited to give testimony</a>. Chamisa initially refused the call, arguing that the Commission should invite Mnangagwa and Chiwenga first since in his view they were the ones who deployed the soldiers into the streets. He however agreed to appear before the Commission of Inquiry if certain conditions were met.

Motlanthe Commission Resumes Hearings, Chamisa Expected To Testify

In a statement yesterday, the Thokozani Khupe led MDC-T said the Kaglema Motlanthe chaired Commission of Inquiry investigating the post-election violence that occurred in Harare on August 1 must be given enough room to manoeuvre.

Khupe Praises Motlanthe Commission

Riot police armed with assault rifles and water cannons had to be called in yesterday when violence broke out at Rainbow Hotel in Bulawayo during hearings conducted by the commission of inquiry investigating the post-election shootings that occurred in Harare on August 1.
Several people were arrested after chairs were thrown at the commissioners led by former South African President Kgalema Motlanthe. Violence broke out after one witness, Taurai Kundishaya, blamed the MDC Alliance for the killings. Kundishaya, who claimed to have been a taxi driver in Harare, but resides in Bulawayo and witnessed the August 1 shootings, was adamant that the MDC Alliance was responsible for the violence.
Some activists questioned why government was investigating the August 1 killings during which about seven people were killed, but had not done so with the 1980s Gukurahundi mass killings in Matabeleland and Midlands provinces.

The Kgalema Motlanthe led Commission of Inquiry into the August 1 violence and killings is now holding hearings in Bulawayo. The Commission said that it will listen to the testimonies of witnesses who were present in Harare on the fateful day and will also accept written submissions.

Video: Day 5 (Bulawayo) – Public Hearings By Commission of Inquiry Into August 1 Violence, Shootings

The Nelson Chamisa led MDC-T has condemned the barring of private media from covering part of the public hearings by the Kgalema Motlanthe led Commission of Inquiry. The Commission was appointed to into the events of August 1 after at least 6 people died when soldiers used live bullets to quell a protest by opposition supporters which had turned violent.
In a statement issued by spokesperson Jacob Mafume, MDC-T said the idea of classifying journalists creates problems in our society. The statement reads:
<blockquote>The MDC condemns the secrecy around the commission of inquiry which is handling a serious issue of national interest involving the deaths of at least seven Zimbabwean citizens.
Today, scores of journalists were denied access to the inquiry venue at a local hotel.</blockquote>

<blockquote>The biggest conference room at the said hotel has no capacity to hold as low as fifty persons which creates problems for an enquiry of this magnitude.
The barring of scribes from accessing the venue with the exception of the ZBC is unacceptable. It is against the principle of media diversity, it infringes freedom of expression but more importantly impedes the citizen’s access to information.
We are also concerned about a seemingly developing trend in respect of which journalists are barred from publicizing proceedings of public interest.
Live streaming of a historical presidential election petition at the Constitutional Court was also barred, only the ZBC was given exclusive rights.
This idea of classifying journalists creates problems in our society; it is part of the reason why vigilante groups ended up burning Alpha Media Holdings publications.
More importantly this is a matter of public interest, it cannot be privatized.
Zimbabweans are looking for answers, the process which is supposed to provide the answers cannot therefore be a members club only.
In any case this issue is not exempt from the old adage” Justice must not only be done, it must be seen to be done.”
The Commission already has problems of preemptive terms of references and conflicted members including Zanu PF card carrying members.
A new challenge of secrecy must not be added to a process already suffering from deficiency of credibility.</blockquote>

Chamisa Condemns Barring Of Private Media From Covering Public Hearing By Commission Of Inquiry Into August 1 Violence Killings

Media Institute of Southern Africa (MISA) Zimbabwe has expressed its concern after journalists from private media were barred from covering part of the public hearings by the Kgalema Motlanthe led Commission of Inquiry. The Commission was appointed to into the events of August 1 after at least 6 people died when soldiers used live bullets to quell a protest by opposition supporters which had turned violent. Misa reports that the police only allowed journalists from state media into the venue while journalists from private media spent at least 4 hours outside the venues.  The private media was later admitted after lunch.
In a statement, Misa Zimbabwe said,
<blockquote>Private media journalists were today, 16 October barred from entering the Commission of Inquiry into the post-election violence that took place on August 1, 2018 in Harare, which is scheduled to conduct public hearings at the Cresta Hotel, Msasa, Harare. The police details at the entrance only allowed the state-owned media into the venue.
This is disconcerting as it is an inquiry that is supposed to draw participation from the public. Particularly worrying is that trend in such conduct by the institutions established by the government and public officials. The same situation prevailed on the 5th of October 2017, when the then Vice President, who is the current head of State and Government, Emmerson Mnangagwa barred private media from his press conference.
It is therefore of MISA Zimbabwe’s concern that this action by the commission perpetuates a very dangerous precedent where such attitudes may cascade down to other government structures, effectively heightening the levels of media polarisation.  It is the considered view of MISA Zimbabwe that the action by the commission runs against the grain of section 61 and 62 of the constitution of Zimbabwe that provides for freedom of expression and the media access to information respectively. In this regard, the media should be accorded unfettered access to such developments as they happen so that the citizens can make informed decisions.
In essence, MISA Zimbabwe is deeply concerned with the lack of awareness and somewhat the secretive nature within which the commission is conducting its business. There is need for heightened publicity in line with the country’s language diversity and media reach, so that there is active citizen participation.
MISA Zimbabwe, therefore, calls on Commission to respect the constitution and further reminds it of the role of the media in keeping the nation informed, and that it should discharge its duties without undue interference or hindrances.</blockquote>
After the private media was admitted after lunch, Motlanthe apologised for the delay and said that the Commission had been resolving some internal issues.  The Commission also reconsidered the decision to allow only ZBC to film the proceedings.

Private Media Barred From Covering Public Hearing By Commission Of Inquiry Into August 1 Violence Killings

United Movement for Devolution (UMD) and former MDC-T national chairperson Lovemore Moyo has welcomed the appointment of a 7 member commission of inquiry by President Mnangagwa.
Moyo said the appointment of the commission is a positive move considering that it compromises of human rights experts and respected international individuals. Said Moyo:
<blockquote>The UMD would like to note with appreciation the President for the appointment of the Commission of Inquiry into the recent post election protests that resulted in deaths. We trust that concern for human rights exhibited will open the door for further investigations into numerous past human rights violations that went unrecognised and unresolved. The appointment of the Commission is yet another positive move in that it comprises not only human rights protagonists, but also respected international figures such as former president of South Africa Kgalema Motlanthe and former Commonwealth secretary-general Chief Emeka Anyaoku. We are optimistic that the involvement of foreign persons will steer the commission away from internal interference and bias.</blockquote>
He also urged the Commission to be judicious, thorough and exercise utmost impartiality and set aside any prejudice that may affect the outcome of the inquiry.

Former MDC-T National Chairperson Praises Mnangagwa For Setting Up Commission of Inquiry

Speaking to NewZimbabwe.com, MDC Alliance criticised President Mnangagwa’s seven member Commission which is chaired by former South African President Kgalema Motlanthe. The commission is set to inquire into post-election violence that led to the death of 6 civilians on August 1.
MDC Alliance said the commission lacks objectivity as it consists of Mnangagwa supporters and a presidential candidate Lovemore Madhuku. The coalition argues the commission is a witch hunt against perceived political threats and any credible opposition to Mnangagwa’s illegitimacy. Said MDC Alliance:
<blockquote>Charity Manyeruke is a well know Zanu PF cheerleader. The evidence is all over the public domain. Lovemore Madhuku is an interested party as he was a presidential candidate and has already made comments detrimental to the MDC Alliance. He is not a neutral by-stander. MDC Alliance Criticises Mnangagwa's Biased Post-Poll Violence Probe Team

United Kingdom Member of Parliament for Vauxhall and the chair of Britain’s All-Party Parliamentary Group on Zimbabwe, Kate Hoey has dismissed President Emmerson Mnangagwa’s 7 member Commission of Inquiry. The Commission which will be chaired by former South African President Kgalema Motlanthe has been appointed to look into the events of August 1 events which resulted in the deaths of at least 6 people when soldiers used live bullets to quell a protest by opposition supporters.
Reacting to the establishment of the commission, Hoey scoffed saying,
<blockquote>No need for an enquiry- the evidence was clearly caught on camera – soldiers shooting civilians in the back who were running away. Orders to shoot must have been given by Army Commander.</blockquote>

Critics of the commission have also questioned its composition saying that some of the local commissioners are compromised and are not able to be impartial or independent.

No Need For Commission Of Inquiry: UK MP

President Emmerson Mnangagwa swore in the members of the Commission of Inquiry to look into the sale of state land in and around the urban areas since the year 2005. The swearing-in ceremony took place after Justice Priscilla Chigumba was sworn in as the new chairperson of the Zimbabwe Electoral Commission (ZEC). The Commission of Inquiry which is expected to conclude its investigation within 12 months from the date of appointment is being chaired by Supreme Court judge Justice Tendai Uchena. Other members of the commission are:

<li>Dr Tarisai Mutangi</li>
<li>Dr Heather Chingono</li>

</ul>
This is likely to add to the woes of former minister of finance Ignatius Chombo. Chombo who served for 15 years as the minister of local government has been implicated in many corruption deals regarding the illegal sale of state land, although he was never convicted, let alone arrested.  However, soon after the fall of former president Robert Mugabe, Chombo was arrested and charged with fraud, criminal abuse of office and contravening the Prevention of Corruption Act. The cases are still pending at the courts.  The Commission is also likely to be met with disapproval by “Land barons” who have been accused of illegally selling state land.
