President Ilham Aliyev of Azerbaijan, the host country for COP29, made headlines at the UN climate conference by describing oil and gas as a “gift of God” and defending his country’s fossil fuel reserves.
In his speech, Aliyev criticized what he referred to as “Western fake news” regarding Azerbaijan’s emissions, asserting that nations with fossil fuel resources should not be blamed for their existence, reported <a href="https://www.bbc.com/news/articles/cpqd1rzw9r4o">BBC News</a>.
Azerbaijan, which plans to expand its gas production by up to a third over the next decade, has faced scrutiny in the lead-up to COP29.
Observers worried that Azerbaijani officials may use the conference to promote investment in the national oil and gas sector, particularly given the prominence of the country’s oil industry in its economy.
The conference’s chairman is Azerbaijan’s Minister for Ecology and Natural Resources, who has a background as a former oil executive with 26 years of experience at Socar, Azerbaijan’s state-owned oil and gas company.
On the second day of the conference, Aliyev responded to criticisms, claiming that Azerbaijan had faced “slander and blackmail” from Western media, charities, and politicians ahead of the event.
He argued that Azerbaijan’s share of global gas emissions is minimal, stating that it accounts for “only 0.1%.” Said Aliyev:

Oil, gas, wind, sun, gold, silver, copper, all… are natural resources and countries should not be blamed for having them, and should not be blamed for bringing these resources to the market, because the market needs them.

Oil and gas are widely recognized as major contributors to climate change, as they release greenhouse gases like carbon dioxide when burned for energy.
Despite this, Aliyev’s comments—calling oil and gas a “gift of God”—are unlikely to derail the behind-the-scenes efforts aimed at securing funding for poorer countries’ climate initiatives.
Developing nations are pushing for the creation of a climate fund, potentially totalling $1 trillion, which would combine both public and private financial resources to support their climate resilience and mitigation efforts.
This has become one of the central issues of COP29, as nations from the Global South demand more substantial financial commitments from wealthier countries.
However, key leaders from some of the world’s largest polluters, including U.S. President Joe Biden, French President Emmanuel Macron, and Indian Prime Minister Narendra Modi, were absent from the conference in Baku.
This absence has raised questions about the level of commitment from major polluting countries to tackle climate change on the global stage.
At the conference, Burkina Faso’s environment minister, Roger Baro, stressed the urgent need for increased financial support to help countries in the Sahel and other regions combat the devastating impacts of climate change, including droughts, floods, and disease outbreaks.
The Sahel region, in particular, has been reeling from extreme weather events, including a heatwave that saw temperatures soar to 45°C—an event that scientists have attributed to climate change.
Meanwhile, the UN’s World Meteorological Organisation has warned that 2024 is on track to become the warmest year on record.
COP29 is set to continue until November 22, but with complex and contentious issues on the agenda, reaching a final agreement on climate finance and other critical matters remains uncertain.

Oil And Gas Are A "Gift Of God", Says UN Climate Summit Host

The Diocese of Gweru, a Catholic diocese in Zimbabwe, has rebuilt its own dam as part of faith-based responses to water challenges brought by climate change.
As reported by <a href="https://www.ncronline.org/earthbeat/science/zimbabwe-diocese-rebuilds-dam-response-climate-change-water-scarcity">EarthBeat</a>, the Holy Cross Dam, reconstructed at the beginning of this year, is expected to create a greenbelt for local farming communities and drive other downstream economic activities.
The construction of the Gweru Diocese dam comes at a time when the government of Zimbabwe has pledged more investment in dam rehabilitation and dam construction to boost food production after successive poor harvests due to below-normal rainfall.
Minister of Finance, Economic Development and lnvestment Promotion, Mthuli Ncube, told State media:

When it comes to investment in irrigation, we are going to accelerate investments now that we have the water bodies.
We have to impound water. So, it’s an ongoing program to complete dams under construction.
</blockquote>
Speaking to EarthBeat, Fr. Kudakwashe Musvevereki, the Gweru Diocese pastoral director, said:

[The dam] was damaged by floods in 2008. The dam was the source of livelihood for the whole community as there was irrigation for the community, but it was no longer functional.
The reconstructed dam is going to support irrigation for the community and there are also going to be fishery projects. People’s livestock will also get water from the dam.

The Holy Cross Dam is one of many such projects being undertaken by the Catholic Church across the country in response to climate change and the desire to boost food production among low-income communities.

Roman Catholic Church Rebuilds Dam In Zimbabwe In Response To Climate Change

The Food and Agriculture Organization (FAO) of the United Nations (UN) says climate change has affected Lake Kariba which has resulted in ever-decreasing water levels.
Speaking at the launch of the Lake Kariba Inshore Fisheries Management Plan in Kariba, sub-regional coordinator for Southern Africa, Patrice Talla, said;

Climate change has affected Lake Kariba and its environs as envisaged by fluctuating lake water levels that have affected electricity availability.
Fisheries have also been affected by the changes. Research conducted in Lake Kariba has shown that increasing temperatures affect fisheries productivity and the fluctuating lake water levels affect the actual fishing activities by fishery-dependent communities.
Although we face these and many other challenges, this launch event meeting has presented an opportunity for key fisheries stakeholders to meet.
Enhancing the sustainability of small-scale fisheries of Lake Kariba is necessary for improving fisheries management and also improving the availability of fish for food security and economic growth.

Lake Kariba provides water for electricity generation to both Zimbabwe and Zambia.
There are two power stations drawing water from the Lake, that is, Kariba South Hydroelectric Power Station with an installed capacity of 1 050MW and Kariba North Hydroelectric Power Station with an installed capacity of 1 080MW.
According to the UN, climate change is caused by the following:

<li>Generating electricity and heat by burning fossil fuels causes a large chunk of global emissions.</li>
<li>Manufacturing and industry which produce emissions, mostly from burning fossil fuels to produce energy for making things like cement, iron, steel, electronics, plastics, clothes, and other goods.</li>
<li>Cutting down forests to create farms or pastures</li>
<li>Transportation is a major contributor of greenhouse gases, especially carbon-dioxide emissions.</li>
<li>Producing food causes emissions of carbon dioxide, methane, and other greenhouse gases in various ways.</li>
<li>Powering buildings, both residential and commercial buildings which consume over half of all electricity.</li>

Climate Change Hits Lake Kariba

One of Zimbabwe’s leading tourist attractions and home to 350 bird species and large mammals, Mana Pools, is slowly dying due to the effects of climate change.
According to the Zimbabwe National Parks and Wildlife (Zimparks), three pools in the National park dried up during the 2019 drought.
The name Mana Pools was derived from the Shona word “Mana” which means “Four” in reference to the park’s four large pools which are the remnants of ox-bow lakes carved out by the Zambezi River when it changed its course.
Since 1963, Mana Pools has been a protected area known for its four pools namely Green, Chine, Chisasiko and the Long pool which is 7 kilometres.
Zimparks Area Manager for Mana Pools, Edmore Ngosi revealed that since 2019, Chine Pool has been struggling to hold water throughout the year largely due to siltation as a result of land degradation. Said Ngosi:

Since 2019 because of the effects of climate change due to global warming, that is when this pool, Chine Pool dried up together with Green Pool and the Long Pool.
Siltation is taking place, there is a lot of erosion that is taking place as evidenced by the Gullies.
There is a lot of erosion that is taking place in the catchment area and this has resulted in the siltation of the pool and in the process resulting in the low water levels.
Once we start receiving rains, the pool will fill up but around mid-August it loses its water.

Climate Change Hits Mana Pools National Park

President Emmerson Mnangagwa said that Zimbabwe’s efforts to alleviate the effects of climate change are being hindered by sanctions imposed on the country by western countries as he demanded the immediate removal of the restrictions.
Speaking on the second day of the Sharm El Sheikh Implementation Summit in Sharm El Sheikh, Egypt, at the UN Climate Change Conference (COP27), Mnangagwa said Zimbabwe has embarked on extensive dam construction and the harnessing of renewable energy sources. He said:

My Government is implementing various programmes, including extensive dam construction projects towards climate change adaptation and mitigation for sustainable food and nutrition security.
Further, Zimbabwe is expanding the production and use of renewable energy.
Greater progress would have been made on our climate goals were it not for the albatross of illegal economic sanctions imposed on our country.
We demand the immediate lifting of these unwarranted and punitive sanctions.

Sanctions Hinder Climate Change Mitigation Efforts - Mnangagwa

A local environmental conservation organisation says sanctions imposed on Zimbabwe by some western countries are worsening climate change in the country.
The Director of Green Shango Environmental Trust based in Hwange, Daniel Sithole, said the issue of sanctions on Zimbabwe should be included on the agenda at the 2022 United Nations Climate Change Conference of Parties (COP27) to be held from 6 to 18 November 2022 in Sharm El Sheikh, Egypt.
Sithole argued that Zimbabwe is forced to rely on fossil fuels instead of investing in green energy due to sanctions. He said:
<blockquote>
Sanctions exacerbate climate change thereby compelling sanctioned countries like Zimbabwe to rely heavily on fossil fuels for their economic turnaround which is against the Paris Agreement.
As we head towards COP27, we wish this could be top of the agenda for sanctions on Zimbabwe to be lifted.
… We have the second-largest elephant population in the world after Botswana. We have a rich biodiversity with thriving ecosystem services making us one of the most lucrative destinations to visit in terms of tourism.
However, sanctions brew a negative narrative that blocks funding for our conservation, and this fuels human-wildlife conflict.
Zimbabwe is a signatory to the Paris Agreement to end coal emissions by 2030 but sanctions work against such ambitions as the country suffers limited funding for renewable energy.
As we approach COP27, we want it known that climate change is real and affects the economy, and leaves environmentalists with a mammoth task in pursuit of advocacy for sustainable development.

"Sanctions Worsening Climate Change In Zimbabwe"

Farmers have been challenged to embrace technology to boost yields in the midst of climate change.
Artificial intelligence scientist Panashe Chiurunge said embracing technologies in agronomy will enable farmers to attain high yields even on small pieces of land. He said:

As population increases outstrip the natural growth of agricultural crops, there is a need to embrace technology because it allows the farmers to produce sufficient quality crops on small pieces of land.

Chiurunge was speaking at the ongoing international conference on academic excellence for leadership transformation and innovation in Africa at Africa University in Mutare.
Southern Utah University director of International Outreach, and International Affairs, Lambert Pungu Okito said malnutrition is a serious threat to African communities as it reduces the intelligence quotient (IQ) of children at school. Said Okito:

Most children in Africa go to school without eating. This affects the IQ of the child. Malnutrition is also a threat to adults as it has the potential to reduce the life cycle and immunity.

Farmers Told To Embrace Technology To Increase Yields

Environmental rights groups have urged the government to put in place policies that cushion women against climate-induced natural disasters.
They made the call at an event hosted by the Zimbabwe Women’s Resource Centre and Network (ZWRCN) to unpack the supplementary budget.
<a href="https://www.newsday.co.zw/2022/08/ncube-budget-too-little-to-revive-ailing-health-sector/">NewsDay Zimbabwe</a> cites Reyna Trust Executive Director and human rights activist, Sydney Chisi as saying:

If you look at it from a demographic point of view to say who now dominates the population in those rural areas, and you can actually see that it’s usually the elderly and mostly elderly women which means that in terms of adaptation and resilience in putting up climate and environmental resilience infrastructure in systems within those communities would also require a stronger budget focus from the Minister himself.

Zimbabwe Environmental Lawyers Association programmes officer Tafara Chiremba echoed Chisi’s remarks adding that there is a need to ensure that the projects that are implemented through devolution funds prioritise women’s rights.

Environmentalists Urge Govt To Cushion Women Against Climate-induced Natural Disasters

The United Nations Development Programme (UNDP) has donated meteorological and hydrological equipment worth US$360 000 under the Green Climate Fund to Zimbabwe.
The project seeks to mitigate drought and other climate change-induced disasters.
The equipment, which comprises 26 automated weather stations,10 automatic rainfall stations and 10 data loggers for hydrological stations, was donated to the ministries of Agriculture and Tourism and Environment.
Speaking on behalf of Lands and Agriculture minister, Anxious Masuka at the handover ceremony on Friday, the strategic planning and business chief director in the ministry, Clemence Taderera Bwenje said:

Due to climate change, the 2021/22 harvest was not as we all expected. The season started late. My theory is that we did not fall below the 2019/20 production level as a result of the resilience that was achieved through Pfumvudza.
As we move into the 2022/23 season, our theme as the ministry is Bounce Back Better and indeed with such a partnership with the Green Climate Fund, we will bounce back better.

UNDP resident representative, Eliman Jagne, said Zimbabwe has limited capacity in interpreting climate information due to a lack of forecasting software. Added Jagne:

Zimbabwe Receives Weather Forecasting Equipment

The Meteorological Services Department (MSD) has received the latest equipment to predict weather patterns and this will enable the country to reduce the negative effects of climate change.
This was said by Environment, Climate Change, Tourism and Hospitality minister Mangaliso Ndlovu in a speech to commemorate the World Meteorological Day in Harare on Wednesday. Said Ndlovu:

An institution like MSD is critical in saving lives and making sure that we are prepared to save our infrastructure.
We realise that for quite some time, not enough attention has been given to this department.
We are now present at all our 47 weather stations where we have begun the process of upgrading the equipment that is there and putting automatic weather stations.
We will begin with installing radar, which is one of the five pieces of radar equipment which we purchased at head office.
All five will be installed by the end of the year. Radar equipment will ensure that accurate weather reports are attained in Zimbabwe.
This equipment is paramount to societies that are mainly exposed to extreme weather patterns.

In recent years, Zimbabwe has experienced devastating tropical cyclones that have claimed lives and destroyed infrastructure.
The intensity of the cyclones has been attributed to the warming Indian Ocean caused by climate change.
In March 2019, Cyclone Idai ravaged communities in Chimanimani and Chipinge, among other areas, and in January 2022, Cyclone Ana caused flash floods in parts of Zimbabwe.

Met Department Acquires Modern Equipment

Seed Co Zimbabwe has launched three new maize seed varieties that are disease and drought tolerant as well as early maturing to mitigate the effects of climate change.
The varieties were launched on Monday at the national annual field day at Seed Co’s Rattray Arnold Research Station in Goromonzi. The new maize seed varieties are:
<ul>
<li>SC303, which is an ultra-early maize variety tolerant to heat and drought and yields up to 11.4 tonnes per hectare. It is ideal for marginal production zones with low rainfall or short rainy seasons.</li>
<li>SC547 is an early maturity, a disease-tolerant variety that can yield up to 12 tonnes per hectare.</li>
<li>SC437 is a very early variety with good and heat-tolerant traits.</li>
</ul>
Speaking at the launch of the maize seed varieties, Seed Co managing director, Terrance Chimanya, said:

With the farmer in mind, our scientists have come up with mitigation measures against the devastating effects of climate change producing locally adaptable genetics that align with every cropping programme and environment.
Our maize basket has a wide range of varieties for every agro-ecological region in Zimbabwe and for every cropping programme (grain silage or green mealies. We want to reduce the effects of climate change.
We have come up with short-season varieties with high yields, production of drought-tolerant varieties that withstand long periods of moisture stress and production of varieties that are tolerant to diseases such as grey leaf spot and maize streak virus.

SeedCo Unveils 3 New Maize Varieties

The Government of India has contributed almost US$1 million to the United Nations World Food Programme (WFP) in Zimbabwe to help affected populations tackle climate shocks.
The contribution, provided through the India-UN Development Partnership Fund, will be used to assist more than 5 200 smallholder farmers in Chiredzi and Mangwe districts. 
Working alongside partners, WFP Zimbabwe will provide expertise through its Smallholder Agricultural Market Support (SAMS) programme, to strengthen the resilience and capacity of selected smallholder farmers.
The project will promote the cultivation of drought-tolerant small grains and legumes – reducing the negative effects of recurring droughts in Zimbabwe.
India played a key role in promoting the adoption of 2023 as the year of millet by the United Nations.
This funding highlights India’s growing contributions to the Global South on efforts towards strengthening resilience to climate change.
Director of the United Nations Office for South-South Cooperation, Adel Abdellatif, said the contribution will ensure the social protection and resilience of smallholder farmers. He said:

Smallholders and family farmers are emblematic of the Global South, and of the challenge to ensure the Agenda 2030 benefits all, including the developing world’s rural and underprivileged communities.
Innovations to ensure the social protection and resilience of smallholder farmers abound, with India being a distinct leader developing new and context-appropriate practices to mitigate rural poverty.
This project is focused on increasing small grains production and market access. It will provide a good opportunity for successful Southern practices to be tested and scaled, improving the lives of rural Zimbabweans.

WFP Zimbabwe Country Director and Representative Francesca Erdelmann said taking action in anticipation of climatic shocks is an effective way to deal with the root causes of hunger. She added:

This contribution will help WFP and partners on the ground to plan more effectively. 
Farmers will be trained on the advantages of growing drought-tolerant crops such as sorghum or millet, including techniques on how to reduce post-harvest losses.
This contribution will go a long way in empowering farmers with the skills needed for sustainable climate-smart agriculture.

Between 2020-2021, WFP and partners have supported 60 000 smallholder farmers – 70 per cent being female-headed households, across 30 rural districts through small grain production activities in Zimbabwe.

Zimbabwe may soon be hit hard by desertification and the effects of climate change – emanating from deforestation – if the electricity challenges facing the country are not addressed urgently.
This was said by Happison Chikova, an independent climate change expert in an interview with Anadolu Agency. He said:
<blockquote>If Zimbabwe would continue struggling without enough electricity, soon desertification would spread fast and disaster in terms of climate change would accelerate and environmental damage without trees would become more severe.</blockquote>
Power shortages in the country forced the power utility – ZESA – to introduce rolling power cuts going for as long as eighteen hours in most areas.
This has resulted in a spike in the demand for wood fuel (firewood and charcoal) with negative consequences on the country’s forests.

The government is set to introduce the teaching of climate change and global warming in primary and secondary schools.
Zimbabwe will receive US$100 000 following its admission into the United Nations Climate Change Learning Partnership programme for Southern Africa.
The funds are for the development of a National Climate Change Learning Strategy.
Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement director in the climate department, Washington Zhakata on Wednesday said:
<blockquote>The existing curriculum is incapable of driving climate action, hence the need to nurture new skills that are required to turning challenges into opportunities.
There is a significant disconnect between the challenges facing the country and the ability of people who have gone through the educational systems to offer solutions.
Climate change will be introduced in the learning materials for primary and secondary education.
The Climate Change Management Department will implement the Learning Strategy to strengthen learning and skills development on climate change.
Awareness levels on climate change will be raised through the usage of education materials that will be developed.</blockquote>

Children To Receive Climate Change Lessons At School

A study by Swiss scientists claims that the most effective way to fight global warming is to plant lots of trees, probably one trillion of them.
The study, published in Thursday’s journal Science, says that the area required to accommodate the trees is nine million square kilometres, roughly the size of the United States of America.
According to the study, over the decades, those new trees could suck up nearly 750 billion tonnes of heat-trapping carbon dioxide from the atmosphere.
Study co-author, Thomas Crowther, a climate change ecologist at the Swiss Federal Institute of Technology in Zurich said:
<blockquote>This is by far – by thousands of times – the cheapest climate change solution.
We all knew restoring forests could play a part in tackling climate change, but we had no scientific understanding of what impact this could make.
Our study shows clearly that forest restoration is the best climate change solution available today.</blockquote>
However, some experts not involved with the study expressed scepticism about some of the study’s findings. Myles Allen, a geosystem science professor at Oxford had this to say:
<blockquote>Restoration of trees may be ‘among the most effective strategies’, but it is very far indeed from ‘the best climate change solution available’, and a long way behind reducing fossil fuel emissions to net-zero.
Yes, heroic reforestation can help, but it is time to stop suggesting there is a ‘nature-based solution’ to ongoing fossil fuel use. There isn’t. Sorry.</blockquote>
