The Citizens Coalition for Change (CCC), Zimbabwe’s main opposition party, has revealed its leadership in Parliament. The Speaker of Parliament, Hon Advocate Mudenda, announced the appointments during a Parliament session that concluded with a two-week recess. In a statement released by the party on February 16, 2024, it was disclosed that Clifford Hlatywayo has been appointed as the Leader of the house in the National Assembly.

The CCC’s Chief Administrator and Leader of the Bureau of Administration, Senator Jameson Timba, made several additional appointments to address leadership gaps within Parliament.
Advocate Agency Gumbo (MP Hatcliffe) was assigned to head the Bureau of Legal and Parliamentary Affairs. His role is to collaborate with the CCC leadership in Parliament and establish a connection between the Party leadership in the Bureau of Administration and the Parliament leadership. This coordination aims to define and implement the citizens’ agenda within the parliamentary space.

The CCC Reveals Leadership In Zimbabwe Parliament

The MDC Alliance has expressed sorrow over the death of prominent human rights defender and the director of Human Rights Watch for southern Africa division, <a href="https://www.pindula.co.zw/Dewa_Mavhinga">Dewa Mavhinga</a>.
Mavhinga succumbed to COVID-19 on Saturday in Johannesburg, South Africa, where he was based.
In a statement, this Monday, MDC Alliance Secretary for Diaspora Affairs and Mobilisation, Clifford Hlatywayo described Mavhinga as an icon and champion of freedom, fairness and opportunity in Zimbabwe and the region.
He said the death has robbed the democratic movement of someone who was fully dedicated to the improvement of humanity. Said Hlatywayo:

The democratic movement has been robbed of a great man who gave himself wholeheartedly to the cause of humanity. We have lost a brother, a mentor, leader, fighter and democrat.
A sombre mood has engulfed the nation and its diaspora as we mourn a humble, enthusiastic and consistent comrade.
He stood with the incarcerated, the persecuted and those whose freedoms had been violated.
Despite the risks associated with doing so, he spoke up against oppressors, no matter how large or callous.
He often reached out to those who were on trial on flimsy, political charges and offered warm words of comfort and support.
</blockquote>
Mavhinga seemingly had a premonition of his death based on a post on his Facebook page three days before his demise.
In the post, Mavhinga called upon people to pray “because sickness intensifies in the wee hours of the morning, and the evil ones don’t rest until they ensure you don’t see a new dawn.” Said Hlatywayo:

Dewa represented many Zimbabweans in the diaspora who had fled economic hardship and persecution inflicted by Mr Mnangagwa’s illegitimate regime.
At the time of his death, he was actively working to secure the rights of Zimbabweans in South Africa whose Zimbabwe Exemption Permits are set to terminate soon.
Our sincere condolences go out to his family and loved ones.

MDC Alliance Mourns Dewa Mavhinga

Opposition MDC Alliance has said the government needs to end bad governance and also to protect Zimbabweans in the diaspora. This comes as South Africa announced that it will not be extending Zimbabwean Exemption Permits (ZEP) which expire on the 31st of December 2021. Pondula News presents the party’s statement:

<h2>END BAD GOVERNANCE, PROTECT CITIZENS DOMICILED ABROAD</h2>
On the 25th of November 2021, the South African Government announced that it will no longer be extending Zimbabwean Exemption Permits (ZEP) which expire on the 31st of December 2021.
South Africa’s latest position will affect more than 182 000 Zimbabweans. We respect the decision of the South African government and we appreciate South Africa’s help. The nation has repeatedly supported Zimbabwean citizens who were fleeing poverty, injustice and corruption.
Our people left the country in search of better opportunities and jobs following the socio-economic and political crisis created by the regime in Harare. As a social democratic party whose core value is to champion a better society for the people of Zimbabwe, we are extremely concerned with the plight of our brothers and sisters who have become perpetual victims of the authorities that deliberately renege on their responsibility to serve and protect the people.
At the core of Zimbabwe’s problem is a legitimacy crisis flowing from the disputed election of 2018, illegal and unconstitutional accumulation of wealth through looting, corruption and abuse of state institutions. Zimbabwe has become one of the worst governed countries in the world due to the regime’s misrule and maladministration. ZanuPF’s anti-poor policies have driven the citizens away. 
South Africa, SADC and the rest of Africa will have to deal with the harsh reality that as long as they ignore the call to encourage Zimbabwean government to conduct free and fair elections, observe the rule of law, respect human rights and other key constitutional mandates, the immigration problems will continue to affect the neighbouring countries and beyond. Instead of championing a better society anchored on democratic values, the regime in Harare is focusing on authoritarian consolidation. 
As the MDC Alliance, we stand in solidarity with our brothers and sisters domiciled in South Africa. We are appealing to SADC to assist the struggle by playing their part to hold the regime to account when they abuse the citizens and practice bad governance contrary to the principles enshrined in the SADC Treaty.
Our recently launched Diaspora Affairs and Mobilisation Department will be fully seized with this issue, engaging with stakeholders to find a lasting solution within the twelve months’ grace period given by the South African government.
Our message to all the affected individuals and families is that we will not leave any Zimbabwean behind as we prepare for the 2023 election victory by President Nelson Chamisa.
Together, we will win Zimbabwe for change.

Zimbabwe Told To End Bad Governance, Protect Citizens Abroad

MDC Alliance deputy national spokesperson Clifford Hlatywayo said that his party was ready for by-elections.
Speaking during an interview with Nehanda Radio, Hlatywayo said comprehensive electoral reforms have to be implemented first before Zimbabwe can hold credible elections. He said:
<blockquote>MDC Alliance has presented minimum conditions for the holding of credible elections in Zimbabwe in our document called PRICE- Principles for Credible Elections.
There is a need for serious electoral, political and economic reforms in Zimbabwe. Zanu PF does not like that because it enjoys the suffering of ordinary people.
MDC Alliance is ready for any election at any time as long as the process is fair, free, peaceful and the security of the voters and vote is guaranteed.</blockquote>
Hlatywayo claimed that Zanu PF knows that it is an illegitimate regime occupying the positions of authority.
He further charged that the ruling party employs “diabolic” means to stay in power such as arbitrary arrests and illegal detentions of dissidents.
The former youth assembly spokesperson said the recalls of MDC Alliance councillors and legislators has impacted negatively on service delivery in local authorities and crippled the parliamentary oversight role.

MDC Alliance Ready For By-elections - Hlatywayo

President Emmerson Mnangagwa on Wednesday said that it was high time the ruling ZANU PF party wrestled all urban councils from the Nelson Chamisa-led MDC Alliance, accusing the opposition party of failing to deliver basic services to residents.
Addressing the first politburo meeting of the year at the ZANU PF headquarters in Harare, Mnangagwa urged Zimbabweans to vote MDC Alliance Councillors out of office come 2023. He said:
<blockquote>It has become obvious to all our people that the opposition-led councils have failed to deliver services to our people, we must vote them out of these councils.
… In all that we do, let us remain focused towards a resounding victory in 2023 elections and reclaim dominance in all the country’s provinces including urban areas.</blockquote>
However, MDC Alliance deputy spokesperson Clifford Hlatywayo blamed the central government for the rot at the local government level, saying councils do not exist in a vacuum.
Hlatywayo also accused the central government of sabotating local authorities by failing to approve their budgets so that they invest in service delivery. He said:
<blockquote>The performance of local authorities is subject to the performance of the national economy. Mnangagwa has failed to run the country and it is him who should go.
Right now, Harare for two consecutive years, has been working without a budget after the minister refused to approve.
Mnangagwa’s government has taken money for roads realised through vehicle licensing from councils. How are councils going to repair the roads?</blockquote>
On the perennial water challenges faced by urban dwellers, Hlatywayo said it was the government, through the Zimbabwe National Water Authority (ZINWA), that has the mandate to construct water sources.
He added that it is not the MDC’s fault that the government has monopolised the production of water treatment chemicals, thus making it difficult for councils to provide water to residents.

Mnangagwa Plots MDC Alliance Annihilation

Zimbabwe’s main opposition party, the MDC Alliance (MDC-A), led by Nelson Chamisa has refuted claims suggesting that it received funds from South African president Cyril Ramaphosa.
Following a public fallout between the ruling ZANU PF party and South Africa’s governing party, the African National Congress (ANC) over the motive behind two visits to Harare by South African government and ANC officials last year, reports suddenly emerged claiming that Ramaphosa was secretly funding the MDC Alliance.
Speaking to NewZimbabwe.com on Tuesday, MDC-A deputy spokesperson, Clifford Hlatywayo dismissed claims that the party is being bankrolled by Ramaphosa. Said Hlatywayo:
<blockquote>We want the world to know that we are the MDC Alliance led by President Nelson Chamisa. It is a people and mass-based organisation which draws financial support from its members and no-one else.</blockquote>
Hlatywayo added that the government recently took away the party’s constitutionally guaranteed funding under the Political Finance Act and gave the money to the Douglas Mwonzora-led MDC-T. He said:
<blockquote>ZANU PF created Mwonzora’s faction in a bid to make sure the money flows back to and within ZANU PF.</blockquote>
Meanwhile, ANC national chairperson Gwede Mantashe said he does not like ZANU PF’s penchant for using blackmail and threats against South Africa’s ruling party.
This came after ZANU PF information director Tafadzwa Mugwadi made stunning threats that he would drop a “bombshell” and expose the real reason why ANC officials visited Harare in 2020.

MDC-A: We Did Not Receive Money From Ramaphosa

The opposition MDC Alliance (MDC-A) says the country’s current economic challenges are making it difficult for urban residents and businesses to meet their financial obligations to councils.
In a post on Twitter, MDC-A deputy national spokesperson, Clifford Hlatywayo said the situation demands that the central government provides safety nets for citizens. Said Hlatywayo:
<blockquote>ZANU PF has made the economy to collapse and unemployed stakeholders cannot meet the obligations to councils.
Corporate stakeholders are also unable [to meet their obligations] because they are not making money.
In other jurisdictions, the central government would have come in with safety nets to enable socioeconomic dynamics to continue.
The broke illegitimate government, brought to its knees by corruption and incompetence, is unable to intervene.</blockquote>
Hlatywayo also blamed the Ministry of Local Government for interfering with local authorities, saying it makes it difficult for them to raise revenue.
Central government officials have of late been firing salvos at MDC-A-controlled councils, accusing them of incompetence and corruption.
But Hlatywayo belives it is counterproductive to vilify councils without addressing grand corruption at central government level. He added:
<blockquote>Severe central government interference, revenue streams strangulation and other machinations are at the centre of current service delivery challenges.
Rather than targeting councils, who are also victimized, we should remove the kleptocracy that has turned the jewel of Africa into a basket case.</blockquote>

MDC-A Explains Why Service Delivery By Councils Has Deteriorated

The MDC Alliance (MDC-A) has rejected claims by State Security Minister Owen ‘Mudha’ Ncube on Monday that the opposition party is smuggling guns into the country to foment chaos.
Speaking to NewZimbabwe.com on Tuesday, MDC-A deputy spokesperson Clifford Hlatywayo said Ncube’s utterances show desperation on the part of the ZANU PF-led government and its failure to solve the country’s crises.
Hlatywayo reminded Ncube of his alleged links to a terror group in the Midlands Province called Alshabab. Said Hlatywayo:
<blockquote>Those utterances are unfounded and misdirected. MDC Alliance has nothing to do with anything that brings suffering to the ordinary. Why guns, what for?
If there is smuggling happening, where, by who? This is the desperation of the highest order. Let them confront the crisis in Zimbabwe and not blame the people’s party.
It shows that they are clueless and they don’t have anything to offer to the people.
MDC Alliance and its members are in fact victims of state engineered and sponsored violence.
Owen Ncube is popularly known as Mudha in the Midlands areas where he is allegedly a leader of Alshabab and Mashurugwi terror groups that terrorise the people.
We have nothing to do with guns, but we have all to do with the ballot.</blockquote>
MaShurugwi is a derogatory term to refer to violent gangs whose origins have been traced to the chrome mining district of Shurugwi, also in the Midlands province.
The MaShurugwi gangs have been linked to machete murders, robberies, assaults and rape in the country’s gold mining communities.
