During the presentation of the 2025 budget proposal, Finance and Development Committee chair Councillor Costa Mande said that the city currently has only four functional ambulances, despite needing 32. Said Mande:

To this effect, we are proposing the introduction of emergency services and street lighting levies in the 2025 fiscal year to augment funding.

Approved for development in 2002, the area contains 52 unserviced residential stands, with valuations completed by the Council in 2021.
The city council said that despite the land being unserviced—lacking basic infrastructure such as water, sewer systems, roads, and drainage—a company called Brickstone Builders and Contractors illegally occupied 15 of these stands and began constructing structures.
In 2022, the City of Harare met with Brickstone Builders to inform them that they needed to follow proper procedures to acquire Council land. However, by July 2023, illegal construction had resumed, posing health risks to the surrounding community.
Brickstone Builders claimed to have received a land allocation letter from the Ministry of Local Government, but the Ministry later disowned the document, confirming it was fraudulent.
Despite receiving 48-hour notices from the Council to halt construction, the company obtained a court interdict based on the fake letter, which prohibited further development.
However, when Brickstone Builders ignored the court order and continued building, the City of Harare took action and demolished 30 of the illegal structures.
According to the council, the remaining three structures, covered by the interdict, will be addressed through further legal action.

The City of Harare is determined to stop land barons from illegally parcelling out land to unsuspecting residents and this criminality has to be stopped. It is important that we protect residents from criminals who falsify documents and sell the land to innocent victims. In the case of the Belvedere demolitions here are the facts below.
i. The land in question is Ridgeview Belvedere described as remainder of Salisbury Township Lands(STL) Plan Number TP2F/2219/3 which was approved in 2002.
ii. This land is legally owned by the City of Harare and is designated for residential purposes. This piece of Council land has fifty-two (52) unserviced residential stands. The valuation of the stands was done and approved by Council in 2021. Before Council could allocate the stands, the land was invaded by individuals led by a company going by the name Brickstone Builders and Contractors Private Limited. At that material time they erected wooden cabins on 15 stands.
iii. The stands do not have the requisite water, sewer, roads and storm water drains which are required before one can settle on land.
iv. In 2022 meetings chaired by His Worship, Mayor of the City of Harare Clr.J. Mafume were held between Council and representatives of Brickstone Builders and Contractors (Pvt) Ltd. During the meetings, Council informed the illegal invaders to follow due process in acquiring Council land.
v. Contrary to the advice given during the meetings, Council noticed that developments had started on the ground in July 2023. The illegal developments paused a health hazard to the neighboring community.
vi. The illegal developments sparked an outrage from the neighboring community.
vii. Council responded to the illegal developments by instituting demolitions during that month. Brickstone Building and Contractors Private Limited took Council to court indicating that the company had been allocated the land by the Ministry of Local Government and Public Works. They attached the letter from the Ministry signed by a Mr. Madzivire. On inquiry from the Ministry, Council was advised by the Ministry that the letter was fake and Mr. Madzivire distanced himself from authoring that letter. The Chief Director Spatial Planning Mr. Mushamba also distanced the Ministry from the allocation of council land to Brickstone.
viii. The City of Harare issued 48 hour notices to the occupants to stop developments and in response to the notices, Brickstone Building and Contractors Private Limited, using fraudulent documents, approached the Court and were granted an interdict on the basis of the fake documents.
ix. The interdict was granted on condition that the status quo was to remain and that no further developments were to be undertaken by the illegal invaders.
x. The illegal invaders did not take heed of the interdict and proceeded to construct structures on the piece land without approved architectural building plans as well as the attendant mandatory inspections.
xi. In compliance with the relevant terms of the interdict, the City moved in to demolish those structures that were developed after the issuance of the interdict. The structures that were covered by the interdict were left intact.
xii. Thirty (30) illegal structures at various stages of construction were demolished.
xiii. The City of Harare has since approached the Courts for a court order to demolish the 3 that were covered by the interdict.
The City of Harare remains committed to addressing urban challenges and ensuring the well-being of its residents. The demolitions will also dissuade land barons who have remained undeterred and continue selling stands to desperate home seekers.

The City of Harare has suspended eight municipal police officers over allegations of misconduct inconsistent with their prescribed duties.
According to the local authority’s Corporate Communications Manager, Stanley Gama, the suspended employees were involved in corrupt activities.
On October 21, 2024, at Reliance Mall in Harare’s CBD, patrol officers Takudzwa Majachani and Sipiwe Matavire, who are part of the Environmental Patrolwomen Unit, allegedly masqueraded as police officers tasked with shop licensing duties, despite not being authorized to do so. They demanded shop licenses from a shop owner at the mall, actions that were clearly outside their remit.
On the same day, at Superbrite Soap Manufacturing Company in Workington, patrolmen Taurai Guregure, Hebert Mukumba, Tonderai Nyikadzino, and Douglas Nyemba also posed as police officers responsible for shop licensing. They were intercepted by a team of investigators and found in possession of four dozen bars of soap that they had allegedly extorted from the company.
On October 24, 2024, at 80 Lorraine Drive in Mabelreign, council employees Ignatius Pesvani and Newman Mhereyenyoka, under the Harare Water Department, similarly pretended to be police officers on licensing duties. They demanded shop licenses from Kartoque Company but were arrested by members of the public and handed over to the ZRP Mabelreign Police Station.
On October 26, parking supervisors Mapfumo and Muringisi were reported for arresting a motorist for parking over the lines. They allegedly demanded a bribe of USD $20 in exchange for letting the motorist go. When the bribe was handed over, they disembarked from the car they had initially boarded with the intent of taking it to Central Stores for impounding.
Gama said the City of Harare does not tolerate corruption and urged residents to report any suspicious actions by council officials.

The City of Harare has attributed the rise in congestion levels in the Central Business District, particularly during morning and evening peak periods, to buses and commuter omnibuses picking up and dropping off passengers at undesignated points.

A commission of inquiry appointed by President Emmerson Mnangagwa to investigate suspected financial mismanagement and corruption in Harare has faced a major setback with the death of Dr Funny Machipisa, a crucial witness who was expected to testify about corruption at the town house, reported <a href="https://businesstimes.co.zw/blow-for-ed-probe-team/">Business Times</a>.
Machipisa, who was the District Administration Manager, had gathered a dossier detailing instances of corruption, including irregular allocations of residential and commercial stands by councillors and officials.
Council announced on Monday that Machipisa passed away on Sunday without revealing on the cause of his death.
Before his death this week in Harare, Machipisa had alleged that there were attempts to demote him to a lower position as a tactic to silence him and hinder his testimony.
Thabani Mpofu, the lead investigator for the commission, expressed shock at Machipisa’s passing. He said:

I am devastated because he was expected to appear (before the commission of inquiry) soon.

In a letter dated 9 July 2024, Machipisa said he was forced out because he opposed the councillors’ plan to have residential and commercial stands in wealthy suburbs instead of their own wards. He said:

After I had worked hard in processing reports to council for the allocation of 2 224 residential stands I informed the 59 councillors that they were to be allocated residential stands within their respective wards in terms of the government directive of 2020.
This did not go down well with the councillors as they said they wanted to be allocated stands in leafy suburbs such as Borrowdale, Highlands, Greendale, Mt Pleasant, Malbereign where stands had been created.

This emerged last week during the ongoing commission of inquiry into the City of Harare’s operations, chaired by Retired Judge Justice Maphios Cheda.
The commission was appointed by President Emmerson Mnangagwa in May to investigate the council’s system since 2017.
Council committees include business, environment, information and publicity, audit, educational health, housing and community services, and licensing.
For instance, HCC audit committee chairperson, Ward 29 councillor Blessing Duma, confirmed during questioning that they lacked qualifications.
Duma admitted to chairing the audit committee despite having qualifications in journalism and wildlife management.
Justice Cheda questioned Duma’s qualifications for chairing the audit committee, suggesting he might be better suited to other tasks. Said Cheda:

Don’t you think you are better off running after elephants? You have no qualifications in accounts.

In response, Duma said that elected councillors often lack the necessary qualifications for their roles, noting that even individuals with minimal education can be elected. He said:

Commissioner Thabani Mpofu criticised George Mujajati, the human capital resources committee chairperson, for lacking the necessary qualifications. Mujajati admitted to learning on the job, having no prior HR experience.
The commission was also surprised that the business development committee is chaired by Lovemore Makuwerere, who only has an Ordinary Level qualification and couldn’t provide financial details. 
Cecelia Chimbiri, the environment management committee chairperson, was unaware of her committee’s role in regularising stands and struggled to explain the importance of wetlands, citing fear and inexperience.

The City of Harare has confirmed that Shepherd Mandishona, previously employed as a Senior Environmental Health Officer (SEHO) in the Environmental Health Division, was dismissed from the council effective June 12, 2024.
In a statement issued on Wednesday, Harare Town Clerk, Phakamile Mabhena, warned residents that despite his dismissal, Mandishona is masquerading as a Council official, misleading others about his position.
Mabhena urged residents and business owners to report any approach by Mandishona to the City of Harare or the nearest police station. Reads the statement:

Investigations by Business Times indicate that key military figures, including a very senior official, are protecting the council officials. Some of these officials include former military personnel.
The publication cited multiple sources as saying the council officials exhibit untouchable arrogance, defying elected officials, due to their connections with top military officials. Said a source:

Nduna had announced that his group, Team Chapter, would assume control of parking in Harare starting October 7.

Early this year, ZANU PF’s First Secretary and President, Emmerson Mnangagwa, appointed Nduna to the position of chairperson for resource mobilisation and revenue generation for the party in the Central Committee.
Nduna’s duties include undertaking business ventures that financially benefit ZANU PF, as well as spearheading the party’s efforts to create wealth through mining, agricultural, and other commercial enterprises.
Critics argue that Nduna’s attempt to take over parking operations in Harare is a strategy to generate funds for ZANU PF as the party gears up for its annual conference.
Nduna is a former member of the National Assembly, having represented the Chegutu West constituency for two consecutive terms.
He was first elected in 2013 and re-elected in 2018. Although he lost to the MDC Alliance’s Gift Konjana in 2018, errors by the Zimbabwe Electoral Commission (ZEC) allowed him to claim the seat.
Following the 2018 election, Konjana challenged Nduna’s victory in court, citing ZEC mistakes that led to Nduna’s “undue return” to parliament. However, the case was ultimately dismissed on a technicality.

2. Parking fee payments are payable to City Parking marshals only.
3. City of Harare has not engaged Nduna or any other company or individuals to collect parking fees.
4. The threat by Mr Nduna to disrupt parking operations is not a threat to City Parking only, but to businesses and property laws and shall be met with law enforcement and legal action. There is no place for anarchy, hooliganism and lawlessness in Zimbabwe.
5. It is unfortunate that left unaddressed, Nduna’s behaviour taints the image of the government and the political party he purports to be a part of. Regrettably, such reckless utterances have the potential to scare off investors.
6. Nduna has no locus standi or legal basis to make such proclamations and as such we urge the public to ignore his baseless inflammatory utterances. We caution members of the public not to risk their money by making payments to Nduna, his company or agents.

City Of Harare Resists Dexter Nduna's Attempt To Hijack Parking Management

Greatman Gwaze, a Harare resident and musician who uses a wheelchair, has given the City of Harare (CoH) a 2-week ultimatum to ensure full and equal access to public and private amenities for people with disabilities.
Gwaze’s lawyer sent a letter to the CoH Town Clerk, stating that Gwaze has suffered prejudice due to lack of accessibility at various locations including shopping malls, restaurants, and police stations.
In the letter written to CoH on 27 September 2024 by Gwaze’s lawyer Moses Nkomo of Zimbabwe Lawyers for Human Rights (ZLHR), Gwaze said that the lack of universal design and accessibility has prevented him from living independently and participating fully in public life, forcing him to rely on others for assistance.
Gwaze cited the provisions of section 56(3) of the Constitution which states that every person has a right not to be treated in an unfairly discriminatory manner on such grounds as their nationality, race, tribe, place of birth, ethnic or social origin, language, class, religious belief, political affiliation, opinion, custom, culture, sex, gender, marital status, age, pregnancy, disability or economic or social status, or whether they were born in or out of wedlock.
According to Gwaze, section 83 of the Constitution guarantees the rights of persons with disabilities and these rights include the right to be self-reliant.
He also argued that section 22 of the Constitution provides that the state and other institutions of government at every level must within the limits of resources available, assist persons with physical or mental disabilities to achieve their full potential and to minimise the disadvantages suffered by them.
The musician demanded that CoH provide its Disabled Persons Policy, Building By-Laws plans for implementing universal design, and timelines for compliance by building owners.
Gwaze warned that he will take legal action against CoH if the requested information was not provided within 14 days.

A Harare municipal police officer was struck by a Honda CR-V on Tuesday morning in the central business district while attempting to stop the vehicle from evading arrest.
Reports indicate that the officer, who was part of a traffic enforcement team, jumped out to intercept the car, but the driver refused to comply, resulting in the tragic incident.
The City of Harare confirmed that the female officer was rushed to Parirenyatwa Hospital, where she is currently receiving treatment. The council said:

Harare Municipal Police Officer Injured After Jumping In Front Of Vehicle

The Harare City Council (HCC) has approved a 25% salary increase, resulting in the lowest-paid employee receiving a total of US$536.
However, George Mujajati, chairperson of the council’s Human Resources Committee, told <a href="https://www.newzimbabwe.com/harare-city-council-effects-25-increment-least-paid-employee-taking-home-us536/">NewZimbabwe.com</a> that this increment will be paid in local currency.
According to a Collective Bargaining Agreement (CBA) signed between employer and employee representatives, the least-paid employees in Grade 16 will have a basic salary of US$143. This includes various allowances: a water allowance of US$24, a rates allowance of US$32.45, an electricity allowance of US$54.54, a housing allowance of US$15.77, and a transport allowance of US$25, totalling US$532.72, alongside a sustenance allowance.
Employees in mid-level grades 12 and 13 will earn approximately US$638, while the highest-paid workers will receive around US$800. Said Mujajati:

The CBA is pegged in US$ but it will be paid in the local ZWG currency. We are not in any position to pay foreign currency because our revenue inflows are largely in the ZWG currency. Any adjustment to the position will be dependent on changed circumstances.

This development comes at a time when the local currency continues to depreciate on the parallel market, which many businesses rely on in pricing their products and services.
The formal exchange rate, set by authorities, remains “fixed” and does not reflect actual market forces.
At its launch in April, the ZiG was trading at 1:13.50 against the US dollar. It has since depreciated significantly, now trading between 1:25 and 1:30 on the black market.
As a result of this depreciation, some service providers have begun pricing their goods exclusively in US dollars.
Retail chains have largely abandoned the official exchange rate, choosing instead to set prices based on the street rate, often increasing their prices in USD as well.

Harare City Council Awards Workers 25% Salary Pay Rise

The City of Harare may have been prejudiced by US$816,000 due to a water treatment chemicals supplier, Nanotech Water Solutions, which only acquitted US$252,000 from the US$1.1 million allocated from Devolution Funds for the city’s water purification improvements, reported <a href="https://www.herald.co.zw/us816-000-for-chemicals-vanishes-as-city-runs-dry/">The Herald</a>.
The matter has been referred to the Zimbabwe Anti-Corruption Commission (ZACC) amid concerns of potential misappropriation of public funds.
Since October 2023, the Ministry of Local Government and Public Works has been requesting acquittals for funds disbursed by the Reserve Bank of Zimbabwe (RBZ).
These funds were intended to cover the mobilization, installation of equipment, and supply of precursor chemicals for the project’s first phase.
In a letter dated October 2, 2023, to Harare town clerk Hosiah Chisango, the Ministry stated that acquittals were expected within four days of receipt.
The letter states that the City of Harare initiated a project in early 2023 to generate chlorine dioxide on-site for effective disinfection at the Morton Jaffray Water Treatment Plant. It reads in part:

To that effect, the Reserve Bank of Zimbabwe disbursed US$1 100 000 in December 2022 to cover mobilisation, installation of equipment, supply, delivery and dosing of precursor chemicals for the 1st Phase of the project.
This project is earmarked for funding under the Devolution portfolio and in this regard, the Ministry is requesting acquittals on how these funds were utilised. The submission of these documents should be no later than Friday 6 October 2023.

However, of the US$1.1 million, only US$252,313.16 was acquitted, leaving an outstanding balance of US$815,686.84.
Minutes from the Environmental Management Committee, dated July 15, 2024, reveal that the council moved to terminate Nanotech’s contract.
An Audit Committee meeting on August 15, 2024, recommended referring the matter to ZACC due to noted irregularities.
The committee noted that Nanotech failed to provide receipts for the full amount, did not deliver the necessary equipment and chemicals to Morton Jaffray within the stipulated three months, and violated exchange control regulations.
The Audit Committee also noted that Nanotech’s failure to acquit the advanced funds constituted a breach of the Public Procurement and Disposal of Public Assets Act and the Urban Councils Act, raising concerns of potential corruption and contract violations.

US$816 000 For Harare Water Treatment Chemicals Vanishes

The Combined Harare Residents Association (CHRA) has warned about a potential humanitarian disaster in Harare and Chitungwiza following the decommissioning of the Prince Edward water treatment plant. This decision comes after the drying up of two critical water supply dams, Harava and Seke.
On Wednesday, 28 August, the City of Harare announced the closure of the water treatment plant, which processes water from the Harava and Seke dams for distribution to Chitungwiza and various parts of Harare, including Hatfield, Airport, Waterfalls, and Msasa.
The shutdown of the plant, located near Chitungwiza, is resulting in a daily loss of 70-80 megalitres of water, further exacerbating the already limited supply.
In a statement, CHRA warned that the decommissioning of the Prince Edward water purification plant could lead to serious health crises in both Chitungwiza and Harare. CHRA said:

The CHRA is warning of a serious humanitarian disaster if urgent contingency plans are not put in place following the decommissioning of the Prince Edward water purification plant by the City of Harare due to the lack of raw water in the Seke and Harava dams.
This has increased the water supply deficit in the city and worsened the ongoing water crisis, impacting the residents of Harare and Chitungwiza.
We reiterate that the lack of raw water in the Seke and Harava dams due to the El Nino-induced drought is a reality of the impact and effects of climate change, which require inclusive climate action and disaster risk reduction planning for resilience building.

CHRA urged local authorities and the central government to work together to provide alternative water supplies to Harare and Chitungwiza residents. Reads the statement:

Given the deepened water crisis, the government and local authorities (City of Harare and Chitungwiza Municipality) must set aside an emergency fund for the provision of alternative water supplies (mobile water bowsers), installation of online chlorinators on all public boreholes and distribution of chlorine tablets.
Development of inclusive disaster risk reduction and climate action plans at the community level for local resilience building.
The government needs to disburse meaningful amounts of devolution funds to the City of Harare, and these funds should be channelled towards financing of improving water infrastructure, in particular reduction of non-revenue water currently standing between 40-50%.

On Friday, August 30, the Chitungwiza Municipality announced that it will start receiving water from Harare’s Morton Jaffray treatment plant every Friday through Sunday. The municipality plans to distribute this water to as many areas as possible upon its arrival.
Harare City Council’s water director, Phakamile Mabhena Moyo, recently informed the Parliamentary Portfolio Committee on Local Government that the water treatment capacity at Morton Jaffray is 614 megalitres (ML) per day.
In contrast, the capacity at Prince Edward is 90 ML per day. This brings the total capacity to 704 ML per day, intended to serve Harare, Chitungwiza, Norton, Ruwa, and areas extending to Inkomo Barracks.
Moyo noted that the daily water demand is approximately 800 ML, surpassing the production capacity of 704 ML.

Residents Association Warns Of Humanitarian Crisis After Dams Dry Up

Harare residents have petitioned the Harare City Council (HCC) for clarification on the local authority’s purpose in conducting a Consultative Meeting on the Cluster Housing Policy Formulation.
The petition, initiated on August 18 and submitted on August 20, 2024, was put forth by the Ratepayers and Residents of Mount Pleasant, Groombridge, Arundel, Northwood, Vainona, Pomona—areas encompassing Wards 17 and 19—and nearby suburbs. Below is the petition in full:

The Harare City Council (HCC) has invited residents to a Consultative Meeting on Cluster Housing Policy Formulation on 20 August 2024.
We, the Ratepayers and Residents of Mount Pleasant, Groombridge, Arundel, Northwood, Vainona, Pomona (all forming parts of Wards 17 and 19), and the surrounding suburbs, submit as follows:
1.   Preliminary
The Harare City Council must explain why they are carrying out this Consultative Meeting as we are concerned that it is just a ‘tick-box’ exercise. 
In December 2023 <a class="corgi-1ns4ej6" href="https://www.suburban.co.zw/council-cluster-houses-policy-rejected/" rel="nofollow noopener noreferrer" target="_blank">https://www.suburban.co.zw/council-cluster-houses-policy-rejected/</a> HCC had a consultation meeting with residents of Wards 17 and 19 on their new cluster housing policy which the residents rejected on the grounds that HCC must first upgrade existing infrastructure including sewer, water and road infrastructures as well as social amenities, EG schools and clinics, to cater for an increasing population. 
However, we have observed that HCC has continued to approve many new cluster developments in Wards 17 and 19 without taking into account our previously expressed concerns. As residents, we are therefore suspicious that this is just another ‘tick-box’ exercise for HCC to be able to record that they have consulted with residents but they will just continue with the adoption and implementation of a policy which does not take into account our concerns. 
2.   Objections to Current HCC Cluster Development Policy:
There are rules and regulations as stipulated in the relevant statutes and legislations that need to be adhered to when public/government or private developers build new housing clusters, some of which are included in the Regional Town and Country Planning Act (RTCP Act), Chapter 29:12 of 1976; the Urban Councils Act (Chapter 29:15); the Housing and Building Act (Chapter 22:07). They interact with the other sector-specific statutes and legislation for roads, water, building bylaws etc.
As ratepayers and residents, we are concerned at the manner in which HCC has continued to recklessly approve densification and cluster developments with no guidelines and no concern for, or interests, on behalf of residents on the following grounds:
(a) Character of our suburbs – Our suburbs are low density suburbs. As ratepayers and residents we want them to remain low density. We don’t WANT to live in a high or medium density suburb and our views must be respected. HCC and the Government are aware that Harare is already overloaded, in all respects, but the solution is not to pile in more people onto existing antiquated and dilapidated infrastructure without upgrading it first.  At the rate COH is operating, it can take weeks, months, years to get a broken water pipe repaired never mind an upgrade on an entire sewer system.  Despite all this, it is unfair to force residents, who have invested a lot of money for the privileged of living in a quiet, low density suburb to live in a higher density suburb which will cause property devaluation.
HCC is aware that there are not enough amenities in the existing areas to hold a greater population. Perhaps the answer is to create a medium/high density, cluster home type residential area out of the current city towards the area of “The New City”.  
(b) Sewer lines – The existing sewer systems are not designed to cope with numbers beyond what they were designed to carry when built many years ago. HCC has not upgraded any current sewer lines in our neighborhoods and yet they have approved cluster home developments such as the one under construction at the corner of The Chase and Pendennis Roads where HCC has connected the development to the existing sewer line which was already not coping with the existing population. The result will be burst sewer lines, which has already happened in parts of the neighborhood, and this can cause catastrophic health issues, such as a cholera outbreak as this raw sewerage can leach into our underground water supplies which most residents rely on.
(c) No water   – HCC has not upgraded the water supply system, which is unable to cope with the existing population since its inception. HCC water supply to our neighborhood (and all over Harare), is erratic and some areas have not received water for over 20 years. The residents that are fortunate enough to receive HCC water receive erratic supply, perhaps only once or twice a month and, due to lack of efficient chemical treatments, the water may not be correctly treated at source which can result in disease outbreaks such as cholera and typhoid. Many of us have resorted to relying on our drying up boreholes (which are drying up due to the excessive amount of boreholes drilled in the suburbs), while others have resorted to begging for water from a neighbor or buying from bulk water delivery companies whilst still being billed by HCC for nonexistent water supply. 
(d) Boreholes – Boreholes are having to be re-bored to greater depths in order to reach the water below. More and more boreholes are drilled daily to replace the lack of water delivery from HCC.  In addition, HCC is giving out land to developers to build on wetlands, further destroying the water table and polluting our river systems.  Bulk water transporters are delivering vast quantities of water to residents all over Harare, thus destroying our water tables even further.
“If water is not extracted through a well in a sustainable manner, the water table may drop permanently. This is starting to be the case around the world. Some of the largest sources of groundwater are being depleted in India, China, and the United States to the point where they cannot be replenished. Groundwater depletion occurs when the rate of groundwater extraction through wells is higher than the rate of replenishment from precipitation.”

(e) Roads – our roads are congested enough as they are. Adding on further population will congest them even more, particularly when 10 cluster homes are built on a small acreage with 5 people living in each cluster home. This will add on an estimated 30 vehicles on that particular road, daily. 
(f)  Amenities – the existing amenities which were built many years ago in the low density areas, are already overloaded.  With an ever expanding population, the necessary amenities must also be developed such as schools and sports fields, hospitals, clinics, gyms, shopping centers open spaces, sports clubs (all with adequate parking), etc. etc.  This cannot be done when there is already no space.
(g) Noise pollution – the added number of people in the suburbs will increase the noise pollution from many aspects.
(h) Crime –  an increase in crime rate can result due to the increased population.
3.   Recommendations for HCC Cluster Development Policy 
    We recommend that HCC must include the following in the cluster development policy:
(a) Views of current ratepayers and residents – Preferably, respect the wishes of current residents who have paid a lot of money to live in a low density area and don’t build more clusters in the existing low density suburbs.  HCC must preferably, create an area out of the current city to house cluster developments and provide amenities and facilities to go with them. “Cluster housing” is just a term used to get away from what the obvious is which is Densification.
(b) Upgrade existing infrastructure – It is a basic human right for residents to be provided with water, sewerage, adequate schooling, electricity etc.
(c) Moratorium on approvals for cluster developments – HCC must put an immediate moratorium on approvals of new cluster developments until they have ungraded existing water, sewer and road infrastructure, as well as making provision for more social amenities such as schools and clinics. As we know, there are no more open spaces available for this.  
(d) Guidelines – In our view, HCC has been reckless in approvals for designs of cluster developments, including in Closes, on wetlands, and also developments above two stories which results in the privacy of neighbours being invaded. HCC must develop guidelines on the types of existing roads where clusters can be built. (E.g. a cluster should not be approved for development in a Close), on a wetland, or above 2 stories under any circumstances.  HCC should also stipulate the size of stand that can be densified e.g. we do not believe that a stand size of less than 5000m2 should be approved for cluster developments.  The number of houses in the cluster development must also be considered.
(e) Moratorium on change of use application – HCC must put an immediate moratorium on all change of use applications from residential to another use until order is brought to the current chaos and they have put in place Guidelines that also take the concerns and needs of current residents into account. 
(f)  Increased scrutiny of change of use application – As ratepayers and residents we are also concerned about how Council approves change of use applications. There does not appear to be any scrutiny or due diligence. The Council sub-committees just sit and recommend change of use applications, and the motions are then very quickly passed in the full Council with no in-depth discussions and scrutiny. This must change. 
(g) Change in advertisement of change of use applications – as ratepayers and residents we also request that every change of use application should not just be published in the Herald or another newspaper. We request that these are uploaded to an online accessible Council site as well as the WhatsApp forums of ratepayers and resident’s associations.

Harare residents want to know why the Council is having a meeting about cluster housing. They are worried that the Council is not listening to their concerns. They are concerned about things like too many houses, not enough water, and crowded roads. They want the Council to upgrade existing infrastructure before building more houses. They also want the Council to involve residents in decision-making and share information better. Harare Residents Demand Clarity On Cluster Housing Policy Consultation

Two former City of Harare managers, Stanley Ndemera and Emmanuel Mutambirwa, have each been sentenced to effective nine-year jail terms after being convicted by the Harare High Court on charges of Criminal Abuse of Duty in July 2024.
Ndemera, the former Acting Finance Director, and Mutambirwa, the former Valuations and Estate Manager, were sentenced on Friday, August 16. They received 10 years in prison, with one year suspended for five years.
According to the National Prosecuting Authority (NPA), the brief facts of the case are that the accused persons facilitated the unlawful sale of three commercial stands to Optel Enterprises Private Limited, Silverharbour Enterprises Private Limited and Leanforth Investments Private Limited. The accused persons acted unlawfully in that:
1. They sold land that was under an extant lease agreement with Old Hararians Sports Club
2. They offered the stands for an outright sale against the standing council resolution of 2005 which prohibits the sale of land without going to tender
3. They failed to secure an Environmental Impact Assessment Report from the Environmental Management Agency prior to the development of the commercial stands
4. They failed to institute change of reservation procedures
5. They did not fully comply with the provisions of Section 152 of the Urban Councils Act in that they were supposed to advertise the land in two publications notifying the public of their intention to sell, instead they only published a single notification
6. They failed to submit a copy of the first advert to the Minister of Local Government and Public Works within the stipulated time in terms of Section 152 of the Urban Councils Act.
Initially, four accused persons were charged for the offence. However, Hebert Gomba who was the first accused was discharged at the close of the State’s case whilst Daniel Usingarahwe, the fourth accused person was acquitted after a full trial.

Two Former City Of Harare Managers Sentenced To Nine Years Each For Corruption

The City of Harare has released the HIV statistics for June 2024, comprehensive HIV testing was conducted among girls and women aged 15 years and older.
In a public notice issued this Thursday, 15 August, the local authority said that a total of 11,456 individuals participated in the testing process and the overall positivity rate for HIV during this period was found to be 4.1%.
Breaking down the statistics by age group, the City of Harare said that among those aged 15 to 24 years, 180 out of 5,409 tested positive, resulting in a positivity rate of 3.3%.
For the age group of 25 to 49 years, 252 out of 5,647 individuals tested positive, leading to a positivity rate of 4.5%.
In the oldest group, those aged 50 years and above, 37 out of 400 tested positive, which corresponds to a positivity rate of 9.25%.
Meanwhile, nationally, the HIV prevalence for the 15-49 years age group is 10.49% and the HIV prevalence for Bulawayo, Zimbabwe’s second-largest city is 11.75%.
Prevalence refers to the proportion of old and new HIV infections per population.
Positivity is the proportion of HIV-positive infections of the total number of people tested.

In June 2024, the city of Harare revealed that 4.1% of women and girls tested positive for HIV. Around 11,456 people took the test. Among 15-24 year-olds, 3.3% tested positive. For 25-49 year-olds, 4.5% were positive, and for those 50 and older, 9.25% were positive. Across Zimbabwe, 15-49 year-olds have a 10.49% HIV rate, and Bulawayo has an 11.75% rate. Prevalence shows the number of HIV infections, while positivity is the percentage of positive test results.

Harare Reports 4.1% HIV Positivity Rate Among Women And Girls

City of Harare Councillors have criticised the local authority’s procurement department for allegedly hindering preparations for the upcoming Southern African Development Community (SADC) Heads of State and Government Summit scheduled for August 17.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200030598/councillors-fume-over-harare-preps-for-sadc">NewsDay</a>, during a special full council meeting on Tuesday, councillors reportedly took turns lambasting the procurement department for failing to approve the acquisition of equipment needed to uplift the city ahead of the summit.
Chairperson of the subcommittee on Town House renovations and beautification councillor Jane Bingari said:

So far, the team at the procurement department does not want any progress. They want things which they only benefit from. They don’t want to work at all.

Councillor Denford Ngadziore said accused the procurement department of only prioritising issues they are benefiting from. Said Ngadziore:

The procurement department is indeed only serious on issues they are benefiting from. I do not want to raise alarm, but they are not serious and we need to be serious in this department.

Human resources chairperson George Mujajati said:

This is a national sabotage and we have observed sabotage and incompetence and we need to sit down and decide on the way forward.

However, speaking to NewsDay after the meeting, Mayor Jacob Mafume said preparations for the SADC summit were progressing well. He said:

We are going on with preparations in line with Sadc beautification programme and beyond. We are almost ready to host the summit, but we need now to work day and night.

Mafume said the city has undertaken several measures to improve preparations for the upcoming SADC Summit including improving road markings, installing new streetlights, repairing traffic lights, and enhancing security at recreational facilities and parks.

Addressing a full council meeting at Town House on Thursday, Harare Mayor Jacob Mafume said they had received a circular from the Minister of Local Government and Public Works, Daniel Garwe, regarding this directive. Mafume also announced the arrest of town clerk Hosiah Chisango by the Zimbabwe Anti-Corruption Commission (ZACC) on fraud charges. He said:

The name of the company which had won the tender sounds more like a music outfit than a company that supplies electricity.
Our town clerk has been arrested over the matter, but I do not want to comment further because this is before the courts.

Mafume also announced that Phakamile Mabhena Moyo will be the acting town clerk.

The government stopped Harare City Council from having workshops outside the city because it's a waste of money. The mayor got a message from the Minister of Local Government about this. Themba Musarurwa, the president of the Water and Allied Workers Union of Zimbabwe, said that the City of Harare employees are set to receive residential stands after securing an agreement with a local land developer, reported <a href="https://www.newsday.co.zw/local-news/article/200029667/hcc-workers-in-residential-stands-windfall">NewsDay</a>.
Musarurwa, speaking to council workers in Mbare on Friday, revealed that the 6,000 employees in need of housing will be provided with stands by Highrange Resources.
The workers will pay for the stands in monthly instalments as part of the agreement. Said Musarurwa:

The City of Harare is failing to give our people land. Most of the land is being taken by landbarons. Workers should at least get 10% of the land. We have workers retiring while homeless.
Some of the workers have gone for more than 40 years working for the City of Harare and going to retirement without anything meaningful. At least if you have a home, you have somewhere to start.
We need accommodation. HCC had a position that whenever there is an allocation of land in the city, 10% would go to the workers, but this has since been dumped.

Musarurwa said they had toured the land meant to be allocated to workers for residential purposes.
Harare Mayor Jacob Mafume on Monday told NewsDay that he was aware of the housing challenges facing council workers, adding that authorities “are looking into” the matter.

Harare City Council Workers To Get Residential Stands

Four Harare City Council officials were this week arraigned before the Harare Magistrates Court facing charges of Criminal Abuse of Duty as Public Officers.
The four accused persons are Never Murerwa (62), Jabulani Mukomazi (44), Denford Zhungu (69) and Tawanda Mutenhabundo (29) who are Manager Supply Chain, Principal Buyer, Principal Accountant and Engineering Technician in the City of Harare respectively.
It is the State’s case that on 15 March 2024, the City of Harare flighted an invitation to tender for the rehabilitation of street lighting across the city. Said the National Prosecuting Authority (NPA):

Eleven companies including Juluka Ennd Joint Venture (Pvt) Ltd responded to the invitation. Juluka Ennd Joint Venture was disqualified after failing to meet the tender requirements.
However, the accused persons unprocedurally awarded the tender of two of the ten lots to Juluka Ennd Joint Venture, disregarding an earlier decision to disqualify Juluka Ennd Joint Venture for failing to meet the bid requirements.
Investigations revealed that the accused persons awarded the tender to the company owned by individuals who also own a company which had failed to deliver in a previous tender awarded for a biogas digester in 2019.
This was contrary to the standard bidding regulations which provide that bidders who have a history of failure to execute are not eligible.
Acting upon the accused persons’ recommendations, the City of Harare entered into a contract with Juluka Ennd Joint Venture and thereafter commenced preparation for an advance payment. The tender was valued at US$9 244 328.

Reports indicate that Juluka Ennd Joint Venture is owned by Moses Mpofu who is currently in remand prison alongside his co-accused, Mike Chimombe.
Mpofu and Chimombe are facing fraud charges related to the alleged siphoning of over $7 million from the Presidential Goat Scheme.
