Police in Limpopo Province, South Africa, have arrested two foreign nationals, aged 25 and 31, for possessing illicit Remington Gold cigarettes valued at around R1 million.
Provincial police spokesperson Colonel Malesela Ledwaba confirmed that the arrests occurred on Monday. Said Ledwaba:

Information was reportedly received regarding a white truck with Gauteng province registration, suspected of smuggling cigarettes from Zimbabwe to Gauteng via Northam.
In response, a joint operation was launched, involving Northam SAPS, Koedoeskop Rural Safety, and private security.

The team identified the truck and made a tactical stop to search it. Said Ledwaba:

A hidden compartment was found in the trailer, with a false panel concealing 170 boxes of illicit Remington Gold cigarettes with an estimated street value of R1.1 million.
The two foreign national male suspects were immediately arrested. They are expected to appear before Northam Magistrate’s Court soon, facing charges of possessing illicit cigarettes.

Police said the cigarettes, the truck, and its trailer were impounded.

Two Zimbabweans Arrested With Large Shipment Of Illicit Cigarettes In South Africa

Statement by Zimbabwe Republic Police (ZRP) spokesperson Assistant Commissioner Paul Nyathi on the arrest of six suspects in connection with the robbery of a truck transporting Remington Gold cigarettes along the Masvingo-Harare Road:

The Zimbabwe Republic Police confirms the arrest of Trymore Chimbambo (39), Maxwell Kudzibwe (28), Joe Partson (50), Takudzwa Brian Pawandiwa (33), Samuel Mushambiri (34) and Tatenda Gorombe (49) for a robbery case which occurred in Masvingo where 581 boxes of Remington Gold cigarettes were stolen on 21st November 2023.
The cigarettes were stolen at Gutu-turn off along Masvingo-Harare Road after the suspects, who were travelling in a Toyota Hilux twin cab, had intercepted an Isuzu rigid truck, which was carrying the cigarettes from Harare to Beitbridge, at the 54-kilometre peg along Masvingo-Beitbridge Road.
The suspects had posed as detectives, before handcuffing two occupants in the truck and forcing the driver to drive the truck to Gutu turn off.
On 23 November 2023, detectives arrested Trymore Chimbambo and Maxwell Kudzibwe at Highglen Shopping Centre, Harare after receiving information that linked Trymore Chimbambo to the robbery case.
The suspects implicated Joe Partson, Takudzwa Brian Pawandiwa, Samuel Mushambiri and Tatenda Gorombe, leading to their arrests.
The arrest led to the recovery of 430 boxes of Remington Gold cigarettes at a house along Stay Field, Waterfalls, Harare and a company at Tilco Industries, Chitungwiza. Detectives also recovered the suspects’ get-away vehicle, a Toyota Hilux and a Mercedes Benz rigid truck which was used to transport the stolen consignment from Masvingo to Harare.
Meanwhile, the Police is appealing for information that may lead to the arrest of the outstanding suspects identified as Gift Kajawo of Hopley Zone 2, Harare, Norest Dipi alias Kabhuru and Tawanda.

Fake Detectives Hijack Truck Transporting Remington Gold Cigarettes

The Zimbabwe Republic Police (ZRP) has confirmed the arrest of a 28-year-old man for smuggling cigarettes using a gas tanker truck.
In a statement issued this Tuesday, 21 November, ZRP spokesperson Assistant Commissioner Paul Nyathi said that the suspect Hillary Makopa, was arrested on Saturday at Beitbridge Border Post. Read the statement:

The Zimbabwe Republic Police confirms the arrest of Hillary Makopa (28) for smuggling cigarettes using a gas tanker truck on 18th November 2023 at Beitbridge Border Post.
The suspect was driving the truck which was scanned at the export point and indicated that the tanker, which had been declared empty, was actually loaded with boxes of cigarettes.
The contraband comprising, 585 (50 x 10x 20) boxes and 256 (25 x 10x 20) of Remington Gold cigarettes was recovered from the tanker on 19th November 2023.
The Zimbabwe Republic Police has intensified operations targeting syndicates involved in cross-border crimes at all ports of entry and exit in the country.
The Police therefore categorically state that cigarette smuggling syndicates will be arrested without fear or favour.
We warn bus operators, truck drivers, omalayitsha, clearing agents or any other person who initiates acts of smuggling that they are equally liable and will be arrested.

Police Intercept Gas Tanker Truck Loaded With Smuggled Cigarettes

The Zimbabwe National Chamber of Commerce (ZNCC) says it is fully behind the Government’s policy to destroy all illicit goods especially cigarettes on the spot.
The Minister of Finance and Investment Promotion Mthuli Ncube recently said that the Government was introducing Anti-Illicit Trade Policy Measures to curb the illicit trade in cigarettes.
Organised crime syndicates allegedly comprising prominent politicians and business moguls have been linked to the smuggling of cigarettes into South Africa and Zimbabwe.
The illicit trade not only costs the two countries a significant amount of money but is also now viewed as a threat to national security because dealers fund criminal gangs that engage in lawless activities.
ZNCC chief executive officer Christopher Mugaga told <a href="https://businesstimes.co.zw/zncc-pushes-govt-to-destroy-illicit-goods/">Business Times</a> that the destruction of illicit products will ensure that they will not find their way back into the market. Said Mugaga:

Regarding the destruction policy, we fully support and urge the Ministry of Finance and Investment Promotion to follow through with its promise to draft and issue a Destruction Policy for illicit goods.
The conclusion of this policy is essential in enabling the Zimbabwe Revenue Authority [ZIMRA] to destroy all confiscated illicit cigarettes, thus ensuring illicit goods do not find their way back into the market.
In working towards achieving these very important milestones to curb illicit cigarette trading, we are committed to assisting further by inviting experts on production counters and associated supply chain verification systems, to help marry the current ZIMRA audit process with the new complexity of monitoring and auditing of production counters.

In its submissions to the Finance Minister, the ZNCC suggested several measures that can be put in place to combat the illegal cigarette trade. It said:

The current system can be enhanced further by making it mandatory for all cigarette manufacturers to install cameras and close-circuit televisions at all production lines, which will provide real-time information on production volumes to the ZIMRA.
In addition to the above measures, we propose that ZIMRA should analyse the operational data of each manufacturer to fully understand and benchmark the costs of production in the industry.
Furthermore, the Revenue Authority should monitor the recommended selling prices of each brand for the purposes of calculating the ad valorem excise component.

On 12 June 2023, the Customs Division of the South African Revenue Service (SARS) <a href="https://www.sars.gov.za/latest-news/media-release-destruction-of-smuggled-and-illicit-cigarettes-valued-at-r43-million/">said he had begun to destroy illicit and smuggled cigarettes</a>, valued at R43 million, at the Beitbridge border post.
The SARS Deputy Commissioner, Johnstone Makhubu, said a huge volume of cigarettes was set to be destroyed, in total 2000 master cases, or 20 million cigarettes.

ZNCC Urges Govt To Destroy Illicit Goods

South Africa on Monday, 12 June, began destroying 20 million illicit cigarettes smuggled into the country through its porous border with neighbouring Zimbabwe.
The South African Revenue Service (SARS) said that the contraband of 20 million cigarettes is valued at more than US$2.3 million.
The cigarettes were smuggled into the country between February and May this year and were seized over several operations. SARS said:

The destruction of the illicit and smuggled cigarettes (at the Beitbridge border post) is likely to last a few days…
Illicit trade robs the government of much-needed revenue and destroys industries, exacerbating unemployment, poverty and inequality.

<a href="https://www.thesouthafrican.com/news/south-africa-destroys-20-million-cigarettes-smuggled-in-from-zimbabwe-breaking-12-june-2023/">The South African</a> reported that in January, British American Tobacco South Africa (BATSA), said that it had been forced to cut around a third of its workforce since 2020 due to the rising illicit tobacco trade.
BATSA estimated that “illicit cigarette trade accounts for up to 70 percent of South Africa’s total cigarette market”.
The ban on tobacco sales by the South African Government during the height of the COVID-19 pandemic in 2020 has been blamed for the rise in the illicit cigarette trade.
Last month, South African Police Services’ Directorate for Priority Crime Investigation (Hawks), arrested a driver for smuggling more than 500 cartons of illicit cigarettes.
The cigarettes were being transported in a gas tanker truck on its way to the central town of Potchefstroom.

South Africa Destroys 20 Million Cigarettes Smuggled In From Zimbabwe

The South African Police Service (SAPS) on Thursday seized five vehicles and cigarettes worth more than R400 000 and arrested 11 of the suspected Zimbabwean smugglers.
The smuggling convoys had 10 vehicles in total and five of the vehicles escaped.
Following a high-speed car chase with the help of a farm watch, SAPS officers nabbed seized five vehicles and arrested 11 suspects.
Limpopo police spokesperson, Brigadier Motlafela Mojapelo confirmed the arrests. He said:

The intensification of intelligence-driven operations to prevent the smuggling of illicit cigarettes into the country led to the arrest of 11 suspects, the seizure of illicit cigarettes and five of the 10 motor vehicles that were transporting them along the Piesanghoek road in the early hours of Thursday, 9 February 2023.
Members of the Limpopo tracking team and Capricorn highway patrol operationalised information received about 10 motor vehicles which were smuggling illicit cigarettes from Zimbabwe to South Africa.
The vehicles were driven in a convoy on the N1 road from Musina in the direction of Louis Trichardt.

According to Brigadier Mojapelo, the security team caught up with them along the Piesanghoek Road where they had detoured to avoid police.
When they saw the police, the Zimbabweans sped off and a high-speed chase ensued.
Five vehicles were then cornered with the help of members of the Louis Trichardt Farm Watch but the other five managed to escape. Said Brig Mojapelo:

The cornered group tried to engage in a fistfight with Farm Watch members but they were ultimately subdued and apprehended. The five vehicles were found loaded with cigarettes.

All 11 suspects were found to be undocumented Zimbabweans.
Brig Mojapelo said police had seized two BMWs, a Ford Territory, a Nissan Pathfinder, and an Audi A4 and 31 crate-boxes and 407 packs of cigarettes at an estimated value of R426 640.
The suspects, aged between 24 and 43, are expected to appear before a Louis Trichardt magistrate soon charged with dealing with and possession of illicit cigarettes, contravention of the Immigration Act and resisting arrest.
The drivers will also be charged with reckless and negligent driving and driving a motor vehicle without a driving licence.

SA Police Intercept 10-car Convoy Delivering Illicit Cigarettes From Zimbabwe

The Zimbabwe National Chamber of Commerce (ZNCC) has urged the Finance and Economic Development Ministry to adjust the cigarette tax regime.
This comes amid indications that the country is losing US$248 million annually to illicit cigarette deals owing to a mixed taxing regime that benefits cartels at the expense of industry players.
Finance Minister Mthuli Ncube recently increased excise duty on cigarettes to 25% + US$5/1000 from 20% + US$5/1000 cigarettes saying it was a regional benchmark and the move will curb illicit flows.
In its latest report, the Zimbabwe National Chamber of Commerce (ZNCC) implored Treasury to do away with the ad valorem rate of 25% and remain with the specific rate. It said:

We request that the Ministry of Finance and Economic Development remove the ad valorem rate of 25% and remain with the specific rate of US$16 per mile of cigarettes.
The ad valorem component is subject to manipulation and is a huge cost as production increases.
The estimated fiscal benefit from this proposed move is US$248m per annum based on the current production rate and the prospects of future production once it is removed.
We also strongly urge the Ministry of Finance and Economic Development to put in place a predictable cigarette excise duty regime.
</blockquote>
The Confederation of Zimbabwe Industries (CZI) also called for the removal of the current mixed excise duty on cigarettes. CZI said:
<blockquote>
CZI recommends that there is a need to migrate from the current mixed excise duty regime for tobacco to a specific excise duty regime, which brings certainty to investors while also maintaining revenue inflows for the government as well as eradicating illicit cigarette markets.
The current ad valorem excise duty is prone to manipulation by cigarette companies through falsification of ex-factory prices or controlling sales transactions with third parties so that the ex-factory price is lowered to reduce the excise amount.

Zimbabwe Loses US$248 Million To Illicit Cigarette Deals

A Zimbabwean national has been found guilty of possession of illicit cigarettes by South Africa’s Musina Magistrate’s Court.
According to South African police, Tatenda Mashaire (34), was arrested in January after a tip-off about illicit cigarettes that were kept at a house at Malale Village in the Tshamutumbu policing area.
Limpopo spokesperson for the South African Police Services’ Directorate for Priority Crime Investigation (Hawks), Captain Matimba Maluleke said:

On January 21 a sting operation by members of the Hawks’ serious commercial crime investigation in collaboration with crime intelligence and South African National Defence Force (SANDF) was conducted resulting in the arrest of the accused and seizure of boxes containing Remington Gold cigarettes worth R43 684.
Mashaire, who is a Zimbabwean national, appeared in the Musina Magistrate’s Court and entered into a plea agreement with the State.

Mashaire was sentenced to R40 000 fine or alternatively 24 months imprisonment.
Half of the fine and as well as the jail term was suspended for a period of five years on the condition that she is not convicted of a similar offence during the period of suspension.

SA Court Fines Zimbabwean Woman R20 000 For Smuggling Cigarettes

South African soldiers have seized illicit cigarettes and marijuana (mbanje) valued at over 1.4 million rands along the South Africa and Zimbabwe border.
In a statement, South African National Defence Force (SANDF)’s Captain Moses Semono revealed that the goods were confiscated by soldiers from the fourth Artillery Regiment Swartwater, Pontdrift, Musina, Male Village, Neltox Farm and Dongola Ranch. He said:

The total value of all the confiscations was R1 477 228.00. Soldiers arrested one suspect who was handed over to the South African Police Service at Groblersbridge Port of Entry.
… In all incidents where cigarettes were confiscated, there were no arrests made.

Captain Semono said in Swartwater, soldiers confiscated marijuana valued at R33 750.00, while in Pontdrift, illicit cigarettes valued at R374 719.00 were impounded.
At Dongola Ranch, soldiers confiscated R267 789.00 worth of illicit cigarettes, said Semono. Other seizures included:

SA Soldiers Seize Illegal Cigarettes Worth R1.4 Million And Marijuana Along SA/Zimbabwe Border

The South Africa Police Service (SAPS) has arrested two South African soldiers aged 27 and 38 along with a 30-year-old foreigner for using an army vehicle to transport smuggled goods.
The trio was intercepted near Baobab Truck-stop along the N1 highway on Friday evening with a consignment of 12 boxes of cigarettes worth R160 000 which had been smuggled from Zimbabwe.
The army men and the foreigner whose names are yet to be released by the neighbouring country’s police are expected to appear at the Musina Magistrate Court soon.
Limpopo police spokesperson Brigadier Motlafela Mojapelo confirmed the arrests on Saturday, saying the trio was intercepted while en-route to meeting a potential buyer.
Brig Mojapelo said the vehicle was searched and 12 boxes of Remmington Gold cigarettes valued at R160 000 were found packed in the back of the vehicle.
He said the civilian was immediately arrested but the armed soldiers reportedly became confrontational and refused to be arrested. Said Brig Mojapelo:
<blockquote>The police confiscated the said vehicle. The soldiers were later brought to the police station by their Commander and were then detained.
They will be charged with possession of illicit cigarettes, defeating the ends of Justice and resisting arrest.</blockquote>
He said the undocumented foreigner will be charged with impersonating members of South Africa’s National Defence Forces (SANDF) and contravening a section of the Immigration Act.

SA Soldiers Use Army Vehicle To Transport Smuggled Cigarettes

A Zimbabwean truck driver was arrested for smuggling 1 600 cases of illicit cigarettes worth more than one million Rand in Springs in Ekurhuleni, South Africa, on Saturday afternoon.
The arrest was confirmed by Ekurhuleni metro police spokesperson Thabiso Makgato who said the driver was arrested after the truck was pulled over on the N17 offramp.
The driver, who has not been named, is expected to appear in the Springs magistrate’s court soon to face charges of possession and possibly dealing of illicit cigarettes.
The Fair Trade Independent Tobacco Association (FITA) commended the Ekurhuleni metropolitan police department acting in conjunction with police Crime Intelligence for the bust. It said:
<blockquote>The cigarettes entered the country through the notoriously porous Beitbridge border post misleadingly described as cotton yarn.
This tactic seems to be gaining popularity among criminal enterprises. We have recently seen cigarettes that have been seized by law enforcement having entered the country illegally, mostly from Zimbabwe and predominantly through the Beitbridge border post and described as furniture, scrap metal and cotton yarn.</blockquote>

The South African Police Service (SAPS), has arrested six men believed to be of Zimbabwean origin who were loading illicit cigarettes on several trucks worth millions of Rands in Eldorado Park, Johannesburg.
The suspects were arrested after a joint intelligence operation by the SAPS and the South African Revenue Service (SARS).
The cigarettes, which included brands such as Remington Gold, Chelsea, Royal Express and Premium, are believed to have been smuggled from Zimbabwe. In a statement, SAPS said:
<blockquote>Six suspects were arrested after the integrated team discovered the suspects in the process of loading boxes of illicit cigarettes onto a number of trucks, which were allegedly going to be dispatched to a destination yet to be confirmed.
Preliminary reports suggest that the crime scene at an industrial site in Eldorado Park, Johannesburg, was being used as a distribution point where alleged traders and in this case, the six arrested suspects, would collect the illicit cargo for further distribution and sales.</blockquote>
The Directorate for Priority Crime Investigations (Hawks) have taken over investigations from SAPS and SARS, and more arrests are expected.

Six Zimbabweans Arrested Over Cigarette Haul In South Africa

Cigarette smuggling has increased in the border town of Beitbridge since the South African government banned the sale of cigarettes in March, despite the South African government erecting a 40 km fence across the border in a bid to curb smuggling activities, The Standard reports.
This was revealed by South African Police Service (SAPS) Limpopo province spokesperson Brigadier Motlafela Mojapelo who said this to The Guardian:

South Africa banned the sale of cigarettes as it argued that smokers were more prone to contracting COVID-19. However illegal cigarette sellers who spoke to the publication said business is booming as their products are now in demand due to the ban and they could not satisfy the demand.
