A specialised unit of female homicide detectives from the Criminal Investigations Department’s Nehanda Team has been cracking down on armed robbers terrorising residents and businesses in Harare.
As reported by <a href="https://www.herald.co.zw/all-female-police-crack-unit-unsettles-robbers/">The Herald</a>, this new all-female team was created to operate under the CID’s Women’s Network.
Over the weekend, four detectives from this elite squad engaged in a gunfight and busted an Epworth-based robbery syndicate. The confrontation resulted in the death of one suspect.
The other gang members were arrested when the female detectives called in reinforcements, including their male colleagues. This led to the recovery of firearms and ammunition used by the robbery syndicate.
The suspects are linked to 10 cases of robbery, including the one which occurred on May 16, 2022, at a security company in Harare where US$142 995 cash and six firearms were stolen.
Norest Prosper Mutambudzi (48) was killed following a shoot-out in Epworth on July 18, while Thembinkosi Matutu (47) and Batsirai Hutsi (21) were arrested.
This followed the arrest of Innocent Chawaguta (37), Tafadzwa Chirinda Charute (36), Owen Mbayi (37), Promise Mussa (36), Tapiwa Chigwaze (39), Winston Matizanadzo (46), Kamuriwo Mudziwaona (39), Farai Chauke (38), Simbarashe Vhazhure (33), John Manobo (34) and Happy Matombo (58), in connection with a spate of robbery cases which occurred in Harare and surrounding areas from May 2022 to April 2024.

An all-female police team in Harare is catching armed robbers. The detectives are part of the CID's Nehanda Team and Women's Network. They recently stopped a robbery gang in Epworth, leading to one suspect's death and others' arrest. The gang is linked to many robbery cases, including one in May 2022 where cash and firearms were stolen. Many suspects have been arrested in connection with various robbery cases in the area. The female detectives are doing a great job in catching the robbers.

All-female Police Crack Unit Unsettles Armed Robbers

A Police detective stationed at CID Mwenezi has appeared at the Karoi Magistrates’ Court facing allegations of murder, the National Prosecuting Authority (NPA) has said.
The brief facts of the case are that the accused person, Farai Simudzirai (42) was drinking beer with Mirirai Chiweza on 21 April 2024 in a Karoi nightclub where the now-deceased Police officer, Privillege Hove was also drinking.
It is further alleged that a dispute ensued as a result of a misunderstanding between Simudzirai and other patrons. Chiweza then brought Simudzirai outside the club to prevent him from disputing with other drinkers.
While outside, the accused began attacking Chiweza and the now-deceased, Hove attempted to stop him.
Simudzirai allegedly drew an okapi knife from his pocket and stabbed Hove once in the stomach before vanishing into the darkness. Hove died upon admission at Sally Mugabe Hospital in Harare.
The accused person was remanded in custody to 8 May 2024 and was advised to apply for bail at the High Court.

"Drunk" CID Officer Fatally Stabs Fellow Officer At A Nightclub

The Zimbabwe Republic Police (ZRP)’s Criminal Investigations Department (CID) has warned armed robbers that they will be dealt with severely.
The warning comes after detectives gunned down more than five armed robbers and arrested more than 24 this month including six South Africans.
The CID also reportedly foiled a planned armed robbery in Kwekwe resulting in the arrest of suspects for conspiracy to commit armed robbery after a shootout.
Speaking in an interview with <a href="https://www.sundaynews.co.zw/severe-consequences-await-armed-robbers/">The Sunday News</a> in Bulawayo, Acting Chief Director CID, Assistant Commissioner Jealous Nyabasa warned armed robbers that they will face the full consequences of their actions. He said:

I want to make it clear that there is no space for armed robberies in Zimbabwe. If you touch a gun, the repercussions will be severe.
As we speak, this festive season we have had several encounters with armed robbers including two South Africans who were gunned down.
So the message is, you touch a gun, you die by the gun. We will not allow our people to suffer at the hands of armed robbers, we will deal with them severely.

Asst Comm Nyabasa said they have deployed specialised crack teams even in remote areas to deal with dangerous criminals. He said:
<blockquote>
It was traditionally rare to find armed robbers in rural areas but now because of the changing dynamics, rural areas are witnessing economic growth.
People in the rural areas now have the means and ways of getting money so criminals also do their homework, they also do their intelligence analysis and can follow where the money is.
This means there is some cash in the rural areas and they follow that is why these cases are escalating in the rural areas.
However, as police we are prepared, we have established crack teams in our districts, stations and whatever rural area be it Binga or wherever we have our specialised units who are ready.

Asst Comm Nyabasa also said Police now have to contend with emerging cybercrimes such as phishing attacks. He said:
<blockquote>
As a police service, we look at crimes of concern, to say which is the crime affecting more people at the moment.
We will witness a growth in crime but we try to put it to acceptable levels as you cannot eradicate crime.
These crimes of concern include murder, armed robberies and the new emerging cybercrimes like [phishing].
At the moment, we still have dark figures on these cybercrimes because they are just emerging crimes, some people are not reporting, some are reporting and some do not even understand what is happening.
I think we have to raise awareness of these crimes so that people are aware.

"You Touch A Gun, You Die By The Gun", CID Warns Armed Robbers

The head of the police’s homicide division in Harare was assaulted and disarmed by patrons outside a nightclub early on Saturday.
According to a <a href="https://www.zimlive.com/police-homicide-division-chief-attacked-and-disarmed-outside-harare-bar/">ZimLive report</a>, Detective Inspector Alexander Jachi shot one of the attackers in the leg during the fracas that broke out in the parking lot.
The nightclub had closed at around 2 AM and patrons had just exited the place.
Three men were arrested following the attack on the detectives and were “assisting with investigations” according to the Police.
The scuffle started after Jachi, who was standing next to his vehicle, a beige Toyota Fortuner, refused to give way to a group of patrons who wanted to pass between him and another vehicle.
This resulted in a verbal exchange before Jachi pulled out a pistol and fired some shots in the air before shooting one of the men.
The group pelted Jachi with bottles and bricks and also disarmed him.
ZRP spokesperson Assistant Commissioner Paul Nyathi on Monday told ZimLive that Jachi was rushed to a local hospital and his condition was said to be stable.
Anti-riot police reportedly descended on the Jongwe Corner nightclub in Hatfield at around 10.30 PM on Sunday night and beat up patrons. Said Assistant Commissioner Nyathi:

CID Chief Attacked And Disarmed Outside Bar In Harare

A Criminal Investigations Department (CID) detective is facing disciplinary action after posting a picture of himself with a gun to his chin, and the message: “We will meet in heaven” on Sunday.
<a href="https://www.zimlive.com/cid-detective-in-hot-water-after-he-jokes-about-suicide-on-whatsapp/">ZimLive</a> reported that Detective Constable Jonah Nomore Gono, of the CID minerals and fauna unit in Bindura, Mashonaland Central, posted a picture on his WhatsApp status showing a pistol pressed against his chest with his chin, pointing at his neck.
Accompanying the picture was a message written in Shona: “Tosangana kudenga (We will meet in heaven)”, and three sad emojis.
But after 20 minutes as friends and colleagues called his phone and sent messages to check on him, the detective posted a new WhatsApp status saying “Sorry… I’m fyn”.
ZimLive reported police sources as saying Gono was asked by his bosses to write a report.
He is likely to be arrested and charged under the Police Act for “acting in an unbecoming or disorderly manner or in any manner prejudicial to good order or discipline or reasonably likely to bring discredit to the police force.”
If convicted, Gono could be discharged from the police or face a reduction in rank and a reprimand.

Suicide Joke On WhatsApp Lands CID Officer In Trouble

The massive leakage of Zimbabwe School Examinations Council (ZIMSEC) examination papers in 2022 was traced to a school in Matabeleland South Province, a senior government official has said.
The ZIMSEC security worked with the Commercial Crime Division of the Criminal Investigations Department (CID) and the Central Intelligence Organisation (CIO) and established that Thokozane Secondary School was the source of public examination leakages.
In a Ministerial statement on the management of the leakages of some Ordinary Level examination question papers presented in the National Assembly last Wednesday, the Minister of Primary and Secondary Education, <a href="https://www.sundaynews.co.zw/exam-leaks-probe-team-established-policy-to-regulate-number-of-a-level-subjects-matabeleland-south-school-a-source-of-leakages/">Evelyn Ndlovu, said:</a>
<blockquote>
The ZIMSEC security worked with the Commercial Crime Division of the CID and the Central Intelligence Organisation (CIO) to trace the source of the leakage after the leakage was reported on 16 October from the Zvishavane area.
The team found out that the question papers in three subjects leaked from Thokozane Secondary School in Matabeleland South Province and circulated on WhatsApp and some social media platforms.
The question papers were peddled by some ordinary citizens and some Advanced level candidates charging those who needed the question papers.

Some of the candidates and school officials and ordinary citizens who posted question papers on WhatsApp and those that bought them were arrested and appeared in court. Added Ndlovu:
<blockquote>
The sentences they got, however, were either community service or fines.
Mr. Kudakwashe Betserayi who fraudulently registered an Econet sim card in Zimsec’s name and sold question papers was arrested in Masvingo and is still on remand.
The head and the deputy head of Thokozane Secondary School are still in custody in remand in Filabusi.

Ndlovu revealed that the head and deputy head of Thokozane Secondary School who had the keys to where the question papers were alleged to have broken the keys which belong to the monitor and stole the examination papers.
The duo allegedly sold the papers to an attendant at a pharmacy in Zvishavane.
The pharmacy attendant is alleged to have sold the question papers on social media platforms. Said Ndlovu:

Ordinary level examinations had 278 760 candidates but only 4 961 were involved in examination malpractice that included either pre-access to examination question papers, collusion or other as found and reported by the investigators, school authorities or concerned stakeholders.
This represents 1.78 percent of the candidature. Arrests were made of candidates who received and sent papers on WhatsApp.
School officials who were implicated as well and ordinary citizens were also arrested.

CID, CIO Officers Identified A School In Mat' South As Source Of ZIMSEC Exam Leakages

Two more armed robbers who were part of the six-member gang which has robbing motorists and commuters along the Harare-Masvingo highway since January this year have been arrested by the police.
Criminal Investigations Department (CID) spokesperson Detective Assistant Inspector Rachel Muteweri said the armed robbers would pretend to be genuine travellers and stop motorists at Mbudzi Roundabout and later Boka Auction Floors.
She said the robbers would later rob the motorists by strangling them with seat belts after producing pistols and knives. Said Insp Muteweri:

On December 23, 2022, detectives arrested Joshua Rambique aged 29 and Karen Gidi aged 27 both of Ushewokunze, Harare.
This was after they had picked information to the effect that the former was visiting his sister in Glenview. They pursued him and later arrested him in Ushewokunze.
Upon his arrest, detectives recovered an Apple Ipad and an Epson printer which have since been linked to armed robberies which occurred in Kadoma and Norton respectively.
The accused also implicated his female accomplice Karen Gidi aged 27 also of Ushewokunze, Harare.

She said the other two gang members, Richard Banda alias Stephen Gaza also known as George Banda (26) and Shamiso Gidi (21) both of Ushewokunze, Harare were arrested in November 2022.
The two have since appeared in court where they were remanded in custody until 30 December 2022. Said Insp Muteweri:
<blockquote>
They have since been held responsible for 11 counts of armed robbery. In one glaring incident, the gang, which alternated its female members, boarded a Toyota IST from Masvingo to Roy (Zaka Turn off) posing as genuine travellers before robbing the complainant of his motor vehicle and groceries at gunpoint.
They tied him with a seat belt. On 15 August 2022, the accused persons boarded a Honda Fit which was travelling from Harare to Beitbridge.
They produced pistols and robbed the complainant of his motor vehicle, a Samsung Galaxy Note 10, cash of US$4 100, $20 000. They tied him to a tree using a seat belt.

She said two days later, the suspects boarded a white Toyota Corolla which was destined for Beitbridge from Harare.
They allegedly robbed the complainant of his motor vehicle, a Y5 cell phone and US$918.

Robbers Terrorising Motorists Along Masvingo Road Arrested

Police have changed the fingerprint vetting process and it will now take at least seven days. In the past, it used to take about three days.
In a statement, Criminal Investigation Department spokesperson, Detective Inspector Portia Chinho, said they have adopted stricter vetting measures to prevent abuse of the system. Said Chinho:

The police have put in place stringent fingerprint vetting measures to curb potential unscrupulous elements who might want to take advantage of the system.
Applicants should have their fingerprints taken at police stations.
Please take note that the fingerprint recording by the Zimbabwe Republic Police is a free service but one should bring his or her own fingerprint forms.
Those outside Zimbabwe can have the fingerprints recorded at any police station in the countries they reside.
The fingerprints should then be submitted to Criminal Investigation Department (CID) headquarters.
Members of the public outside Harare may send the fingerprint forms through courier services, well addressed with a paid-up return package.

She urged members of the public to report any corrupt activities, even when it involves police officers, at the ZRP Anti-Corruption Unit which is at Corner Josiah Chinamano and 9th Avenue, Harare.

Fingerprint Vetting To Take Longer

The Zimbabwe Republic Police (ZRP) has said the fees charged for police clearance certificates after fingerprints are submitted to CID Headquarters in Harare remain unchanged.
According to a report by The Herald, the local vetting and the police clearance certificate for use within the country is charged at ZWL$5 and ZWL$10 while an urgent application can be processed within three days at a cost of ZWL$20.
The fees can be paid at the police station where the fingerprints are recorded or at the CID Headquarters.
Details for applicants outside the country are set out on the police website, <a class="vglnk" href="http://www.zrp.gov.zw/" rel="nofollow">http://www.zrp.gov.zw</a>.
The police said when the charges are adjusted, they will make an announcement and notices will be updated.
This comes after police received reports of criminals outside CID headquarters who were pretending to be detectives and charging exorbitant fees to members of the public.
In a statement, police CID spokesperson Detective Inspector Portia Chinho dissuaded the public from engaging third parties and rather approach the CID person. She said:

The Zimbabwe Republic Police would like to clarify the police clearance on the fingerprint vetting procedure.
Applicants should have their fingerprints taken at any nearest police station and the fingerprints recording by Zimbabwe Republic Police is a free service but one should bring own forms.

The fingerprints should then be deposited or taken to CID Headquarters reception where vetting fees are paid for processing.

Fingerprints Vetting Charges Remain Unchanged - Police

Villagers in the Munyuki area of Zaka, Masvingo Province, have petitioned Police Commissioner-General Godwin Matanga, pleading with him to intervene and end the “capture” of police officers by a traditional leader who is a former top detective.
In the petition dated 26 August, villagers accused Chief Ndanga of using his background as a former Criminal Investigation Department (CID) officer to influence the police. They wrote:

We would like to file a complaint against Zaka Police Station officers and Masvingo East Dispol officials, who we feel are working to gratify a former CID member who, by the time he resigned, was a detective inspector.
Following a still under court land dispute involving Chief Ndanga, born Wilson Makono, who is a former member of CID and Munyuki village head Vengai Muturiki, Makono family members ploughed fields under Munyuki village.
The case was reported at Zaka Police Station and the police have failed to properly investigate and follow up (the matter).
There has not been a docket for the unlawful detention and for the agricultural loss as a result of plants that were ploughed down.
</blockquote>
The villagers alleged that Chief Ndanga bribed one Assistant Inspector Moyo to manhandle Muturiki, who was released after the intervention of a lawyer. The petition read:
<blockquote>
A follow-up was done through the Masvingo East Dispol’s office and we spoke to Superintendent Sibanda, who referred us back to Assistant Inspector Moyo, who took sides rather than assist us.
We phoned him and he promised to come back with feedback but never lived to that.
For our own safety and the public good, we would like to hear what steps are being taken to address Zaka police officers’ misconduct.

However, Chief Ndanga denied that he was influencing the police to terrorise villagers querying how a mere individual could influence a whole institution.
Matanga is yet to respond to the petition.

Villagers Allege 'Police Capture' By A Traditional Leader

A detective based at the Criminal Investigations Department (CID) Gokwe was stabbed to death by unknown assailants last week on Friday.
Lloyd Muchaiona and a colleague were attacked while they were on their way home from work.
Muchaiona later died from excessive bleeding while his Fanuel Chirori is battling for life after he was stabbed on the shoulder and thigh.
National Police Spokesperson, Assistant Commissioner Paul Nyathi confirmed the incident. He said:
<blockquote>On 19 March 2021, in Gokwe a police officer who was in the company of a friend and was on his way home from work, was stabbed with a knife on the thigh for an unspecified reason and he died on the spot.
His friend was also stabbed on the left shoulder and right thigh before being hurried to hospital by well-wishers.

In another incident, police in Kwekwe shot dead a 20-year-old man linked to assault and robbery cases after he resisted arrest and attacked police officers with a homemade knife.
Ass Comm Nyathi said the man was shot once on the chest and died after he resisted arrest and attacked three police officers with a knife after initially hiding in his bedroom.
The incident occurred on Monday last week in Amaveni, Kwekwe.

Unknown Assailants Stab Gokwe Detective To Death

A Hatfield Police Station police officer is among the 4 people who were fatally shot in Harare CBD last night during a shootout with ZRP officers as they tried to rob a solar shop situated at 110 Mbuya Nehanda Street, ZimLive reports.
The matter came to light in a police memo seen by the publication that stated that the incident occurred last night and Constable Kudzai Kanjera is among the deceased.
According to the publication, ZRP said this is what transpired during the robbery that ended Constable Kanjera’s life:
<blockquote>The owner of the shop, Chris Chibueze, 45, told police he received a call from a customer who wanted him to deliver a solar battery at his residence at 6PM, after business hours. Chibueze, who had left his shop, returned to get the solar battery.
Suddenly, he was approached by six male adults who were armed with four pistols. The accused persons ordered Chibueze to lie down whilst pointing firearms at him to which he complied.
One of the suspects grabbed the safe keys and took US$10,000 in cash. As the suspects were leaving, police said detectives who were outside fired shots resulting in a gun-battle with the suspected robbers who were “overpowered.”
Chibueze recovered his money which had been dropped by the suspects during the shootout.</blockquote>
ZRP is holding Tichaona Kariwa of Domboshava and 29-year-old Blessing Bheura of Chitungwiza who survived the shootout while  Constable Kudzai Kanjera, Admire Nhetekwa, Tatenda Chari, and Brian Chibaya. all died during the gun battle.

Suspected Armed Robber Harare Cop Fatally Shot Alongside 3 Other Robbers As They Attempt To Rob Shop Owner

Crispen Charumbira, a Criminal Investigation Department (CID) Director who had been in the docks since last week Wednesday on obstruction of justice charges and alleged corruption charges has been granted $10 000 bail by High Court Judge Justice Pisirayi Kwenda today, The Herald reports,
Charumbira’s lawyer Slyvester Hashiti who was reportedly being instructed by Mr Tabison Bvekwa applied for bail at the High Court and Justice Kwenda granted the request on the basis that the state in prosecuting Crispen Charumbira failed to avail compelling reasons why the CID Boss must be denied bail.
<a href="https://news.pindula.co.zw/2020/09/29/new-twist-to-cid-boss-charumbiras-corruption-case/">Charumbira was arrested last week</a> after it emerged that he allegedly was part of the top cops that were shielding criminals involved in many criminal activities including illegal gold dealings and drug dealings.
He was detained at Rhodesville Police and he was denied bail and spend the weekend in custody when he was remanded to 8 October by a Harare Magistrate who presided on his case.
Reports also emerged that 13 senior and junior police officers are interfering with investigations into Commissioner Charumbira as some cops were believed to have visited him in custody without the knowledge of the investigating officer working on the case.

ZIMRA last week intercepted and arrested 2 men who were attempting to smuggle over 200 000 litres of fuel using papers that claimed the tankers were carrying crude de-gummed soya bean oil which is exempted from paying duty, The Herald reports.
The 2, Malvern Mugodoki (38) an agent working for Vernson Freight Pvt Ltd and Wellington Kusalaweka (34), who operates from Hurudza House in Mutare, were released on $10 000 bail each.
It is the state’s case that:
<blockquote>Mugodoki, a clearing agent, received petrol import documents from three truck drivers Beven Munyaradzi Mavhaza, George Muzimbawake, and Langton Mabee for processing. He was tasked to facilitate the clearing of three trucks: registration number AEZ 3183 loaded with 45 000 litres of petrol, AEU 9772 with 41 000 litres and AEG 7618 with 45 000 litres.
After receiving the papers, Mugodoki allegedly connived with Kasalaweka to alter the original import documents where the product was indicated as petrol so that it reads ‘crude de-gummed soya bean oil’, exempted from paying import duty.
The pair later subcontracted Southern Business Services clearing agents, who are authorised to clear tankers, to do the work. The subcontracted agents handed the forged documents over to Zimra officials for processing.
Acting on the misrepresentation, Zimra produced the manifests for the three trucks. Later on Zimra received information that the tankers had petrol and that its officers had been duped. Manicaland police CID together with Zimra officers swiftly reacted and impounded the trucks. A check on the load proved the product to be petrol. The two were arrested and charged with fraud.
While seized with the case of three tankers, police also received information that two other tankers ferrying were awaiting fraudulent clearance by the same suspects. The two trucks ferrying about 90 000 litres of fuel purchased by some two Harare-based companies were also impounded.
Manifests showing the false declarations and the computer used in the fraud were held as exhibits in respect of the first three tankers’ case. The original import papers for petrol were recovered from the house of one of the suspects’ girlfriend while copies of the fake papers presented to Zimra were recovered at Southern Business Clearing Agents’ premises in Mutare.</blockquote>
The smuggling case also prompted ZACC to demand fuel dealing papers from all 42 Fuel companies in Zimbabwe as some companies are reportedly selling fuel for less than the gazetted $1.28 per litre price which raises questions about where they have acquired it from.

ZIMRA Arrests 2 Men For Smuggling 5 Tankers Of Fuel

A solder in Harare is in hot soup after he was found in possession of an endangered animal that is specially protected under the country’s Parks and Wildlife laws, a pangolin, the Daily News reports. The soldier was arrested as he was looking for a buyer in Msasa.
The matter came to light in court where the soldier Simbarashe Mutare and his co-accused stood before Harare Magistrate Judith Taruvinga on allegations of violating the Parks And Wildlife act.
It is the state’s case that:
<blockquote> On June 16, detectives from CID Minerals Flora and Fauna received information that the two were in possession of a live pangolin and were looking for a buyer in the Msasa industrial area.
The police then reportedly carried out surveillance and spotted the two along Borgward Road with Mutare carrying a black satchel.
The detectives approached them and asked to see what was in the bag and found a live pangolin.</blockquote>
Taruvinga remanded them in custody till 2 July and advised them to apply for bail at the High Court.

Soldier Arrested For Pangolin Possession

Prison officers, court officials and other inmates are feared to have contracted the virus after a COVID-19 suspected case was directly and indirectly in contact with them as he was being processed after being arrested for stealing a firearm and attempting to sell it.
A police source that spoke to the publication said:
<blockquote>The accused was put in remand prison for a case of theft of a firearm. He was denied bail and his next remand date is May 5.
We don’t know if this accused has been tested at prison, but the detectives who dealt with them have been self-isolated for now.</blockquote>
Details about the inmate testing positive for the virus are still not available as the publication could not access them.

Court Officials, Prison Guards, Inmates Feared To Have Have Contracted COVID-19 After They Came In Contact With A COVID-19 Suspected Suspect

The <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police" rel="noopener noreferrer" target="_blank">Zimbabwe Republic Police (ZRP)</a> has commenced profiling all firearms in the country, with the exercise being done at CID Headquarters along Chinamano Avenue in Harare.
National police spokesperson Assistant Commissioner <a href="https://www.pindula.co.zw/Paul_Nyathi" rel="noopener noreferrer" target="_blank">Paul Nyathi</a> said in a statement that the recording of the profiles will be done free of charge. He said:
<blockquote>ZRP’s Criminal Investigations Department has put in place an initiative whereby firearm holders have weapons profiled by the department’s ballistics section before acquiring a firearms licence or renewing the already existing licence.
The new development by CID is aimed at profiling and accounting for all firearms in the country. The process started on January 2, 2019.
Firearm holders are to bring their firearms together with three live rounds for the process to the ballistics section which is situated at CID Headquarters along Chinamano Avenue in Harare and the process is being conducted free of charge.</blockquote>
Profiling of firearms will allow police to quickly identify the weapon used in any case under investigation.
Meanwhile, there has been a sharp rise in crimes committed using firearms, some of which have been stolen or have been acquired in dubious sales.
