Zimbabwe Republic Police (ZRP) Commissioner General, Godwin Tandabantu Matanga, has announced that police officers will be deployed across the country to ensure safety during the festive season. They will be conducting roadblocks, traffic checks, and patrols to prevent crime and road accidents.
In a statement seen by Pindula News, Matanga emphasised the importance of drivers following road rules, such as avoiding speeding, overloading vehicles, and mixing goods with passengers. He said these measures aim to maintain law and order as people celebrate Unity Day, Christmas, and New Year. Read the statement:

<h3>COMMISSIONER-GENERAL OF POLICE FESTIVE SEASON STATEMENT ON CRIME AND ROAD SAFETY</h3>
The 2023 festive season is upon us as Zimbabweans and visitors embark on various socio-economic activities to celebrate the Unity Day, Christmas and New Year holidays.
Obviously, the Zimbabwe Republic Police will witness an increase in the flow of traffic on the country’s roads. Road traffic accidents and violations of road rules and regulations take centre stage during this period. The Zimbabwe Republic Police will therefore deploy police officers to conduct roadblocks, traffic blitz, stop and search/motorized, cycle and foot patrols throughout the country to curb crime, road traffic accidents and maintain law and order as the public merry make in the spirit of Unity Day, Christmas and New Year.
My office urges motorists to cooperate with police officers on deployment in order to take action on errant drivers and other law breaches. I have directed all Officers Commanding Police Provinces to ensure that all defective or unroad worthy vehicles are impounded for the safety of travellers. In this vein, no pirate taxis will be allowed to pass through Police check points.
Transporters are implored to play their part in terms of road safety and ensure that their vehicles are certified fit to carry passengers from one place to another. Drivers of both public and private vehicles should not speed, overload or mix goods with passengers, among other road traffic offences.
As the rain season has just started, I plead with the motoring public to exercise caution as some roads are slippery. Motorists should not attempt to cross flooded rivers and bridges to curb drowning incidents.
May I caution Public Service Vehicle Operators, both local and cross border to minimise night travelling as most fatal road traffic accidents are being recorded at night due to vision and observation challenges. For those going on holiday in all parts of the country, let us be alert and safety conscious to curb cases of robbery, murder and other crimes. I therefore, implore families, business people and institutions to avoid carrying or keeping large sums of money at home or offices to curb robbery cases.
The safety and security of children should also be prioritised during this period. As the nation steps up the fight against drug and substance abuse in the country, may I urge the public to continue giving my office information on drug barons and suppliers for the law to take its course.
Parents and guardians should also be on the forefront of safeguarding the youths and adults from the scourge of drug and substance abuse. The Police will also take decisive action against anyone operating unlicensed liquor outlets or shebeens during this period. Owners of liquor outlets are enjoined to conduct their business within the parameters of their respective licences.
My office will also take action on reports of corruption on the country’s roads and other traffic enforcement points by both drivers and Police officers. The public should report any incident of corruption through the National Complaints Desk numbers (0242) 703631 or WhatsApp number 0712 800 197 or any nearest Police Station and take down the particulars of the officer receiving the report.
May I reiterate that there is no room for bad apples in the Zimbabwe Republic Police as we enforce the law without fear or favour. The public should also engage in lawful business activities and effectively contribute towards the maintenance of law and order during this holiday.
Finally, on behalf of the Zimbabwe Republic Police, I wish all Zimbabweans and visitors a crime and accident-free Unity Day, Christmas and New Year holidays.

Police Commissioner General Matanga Says Police To Be Deployed Nationwide During Festive Season

Ukraine has rejected a 36-hour ceasefire announced by Russian President Vladimir Putin to mark Orthodox Christmas.
Ukraine said there will be no ceasefire until Russia removes all its invading forces from all occupied land.
Putin ordered his defence minister, Sergei Shoigu, to introduce a temporary ceasefire along the entire line of contact in Ukraine for Orthodox Christmas from midday on Friday to midnight on Saturday.
The order, addressed to Shoigu and published on the Kremlin’s website, read in part:

Taking into account the appeal of his holiness Patriarch Kirill, I instruct the minister of defence of the Russian Federation to introduce a ceasefire regime along the entire line of contact of the parties in Ukraine from 12.00 on 6 January 2023 to 24.00 on 7 January 2023.
Based on the fact that a large number of citizens professing Orthodoxy live in the areas of hostilities, we call on the Ukrainian side to declare a ceasefire and allow them to attend services on Christmas Eve, as well as on Christmas Day.

However, Ukrainian President Volodymyr Zelensky, in his nightly video address, said Russia had called for a ceasefire in order to re-equip its troops. He said:

They now want to use Christmas as a cover, albeit briefly, to stop the advances of our boys in Donbas and bring equipment, ammunition and mobilised troops closer to our positions.

Oleksiy Danilov, the secretary of Ukraine’s national security and defence council, accused Russia of “hiding behind a Christian holiday”. He said:

There is a simple solution: they pick up their suitcases, pick up their trash and go to Russia. That’s it.

In a tweet, Danilov said the Kremlin has no moral authority to call for a ceasefire to celebrate Christmas. He said:

Ukraine Rejects Russia’s 36-hour Ceasefire For Orthodox Christmas

The Zimbabwe Republic Police (ZRP), bus operators, and other stakeholders on Thursday held a meeting to strategise on how to reduce road traffic accidents during this festive season.
Bus operators under the banner the Zimbabwe Passenger Transporters Organisation (ZPTO), met with ZRP, the Traffic Safety Council of Zimbabwe (TSCZ), the Vehicle Inspection Department (VID), and the Harare City Council, among other stakeholders.
Harare Metropolitan provincial police spokesperson Inspector Luckmore Chakanza said there will be a heavy deployment of police officers during the festive period. He said:

We work hand in glove with the transport operators and as ZRP Harare province, we are encouraging them to make sure that their buses are in good condition to make sure they prepare well for this festive season that is around the corner.
We want a festive season that is free of accidents, where there is no congestion, and where we record zero deaths and injuries.
There is going to be a high deployment of police especially in our major cities and highways.
Police officers will be there enforcing and at the same time, we are going to team up with the Traffic Safety Council of Zimbabwe to have road safety campaigns.

ZPTO chairman Sam Nanhanga said that as bus operators, they need to educate each other on how to curb the road carnage.

ZRP, Bus Operators Meet Over Christmas Holidays

The government has said it has banned civil servants from giving themselves Christmas hampers and vouchers to cut unnecessary spending and ensure that State funds are allocated where they are needed.
The Permanent Secretary in the Ministry of Finance and Economic Development George Guvamatanga on Monday told a post-Budget seminar in Harare that the government was trying to curb profligacy. He said:
<blockquote>
There was a practice that those of us working at (ministry) headquarters would give ourselves Christmas hampers and vouchers.
As part of the public expenditure reforms, we have this year said no to hampers and vouchers.
These are far-reaching reforms we have adopted to ensure that resources are allocated where they are needed without questions.
We are also tightening our expenditure on Government travel, especially on the criteria where people can travel.

Guvamatanga cited an example of officials from an agency under his ministry who wanted to travel to Belgium and spend days in Europe for a two-hour meeting that could be attended via Zoom. He said:

They wanted to travel business class on Emirates and go to Belgium three days before the meeting and return three days after.
They wanted to collect allowances for the hotel costs and others for attending the meeting.
So you will realise that this is not only about Government contractors and suppliers but is a cross-cutting measure.

However, the move by the Treasury to deny civil servants Christmas hampers may be viewed as hypocritical after the government extended a US$40 000 loan facility to all Members of Parliament (MPs) across the political divide and US$500 000 and US$350 000 for ministers and their deputies respectively.
The loan facility <a href="https://news.pindula.co.zw/2022/12/01/mnangagwa-bribing-mps-to-avert-bhora-musango-says-chamisa/">has been described by Citizens Coalition for Change (CCC) president, Nelson Chamisa,</a> as an attempt by President Emmerson Mnangagwa to bribe legislators to avoid losing in the 2023 elections.

Some however said it is sad that they choose to attack Salah when intermarriages between Christians and Muslims are happening worldwide.

Christmas is the annual Christian festival celebrating Christ’s birth, held on 25 December. Jesus is considered the World’s Messiah in Christian circles while Muslims believe Muhammed was the only Messiah. 
Clashes between the two religions are not new and have at some point been violent resulting in the death of thousands of people.

This year’s Christmas holiday will be celebrated differently by Zimbabweans depending on their station in life.
While some politicians said they will spend Christmas enjoying food and drink with their families, ordinary folks sid there is nothing to celebrate as they fret about school fees and uniforms as the 2021 first term commences on 4 January.
National Housing minister Daniel Garwe and MDC-T secretary-general Douglas Mwonzora told NewsDay that they will spend Christmas in Harare with their respective families.
Meanwhile, Harare resident Garikai Maungwe said most people would not be able to celebrate the Christmas holidays owing to a myriad of challenges bedevilling the country. He said:
<blockquote>It’s just going to be like any other day. We can’t spend much to celebrate Christmas as we have been facing a lot of challenges during this COVID-19 period.
We have no money to spend. Mind you, schools are opening early on January 4, which means that we are faced with the problem of school fees, uniforms and stationery for our children who are going back to school.
I would have wanted to spend the holidays in my home area meeting with other relatives. I cannot even afford to buy some goodies for my children for Christmas.</blockquote>
Another Harare resident, Tendai Arinesto, said she will spend the Christmas holiday at her rural home working in the fields. She said:
<blockquote>How can we enjoy Christmas when things are hard like this? There is no money to splash on goodies. This year’s Christmas will just pass like any other day.</blockquote>

'This Year’s Christmas Will Pass Just Like Any Other Day'

President Emmerson Mnangagwa has wished all Zimbabweans a merry Christmas and a prosperous 2021.
In a post on social media, President Mnangagwa said despite the COVID-19 pandemic and the subsequent lockdown and restrictions on liberty and other challenges encountered in 2020, Zimbabweans have allowed hope to prevail.
The President urged Zimbabweans to maintain unity, saying this will take the country to a land “flowing with milk and honey”. He wrote:
<blockquote>My fellow Zimbabweans,
The year has been filled with challenges. The threat of COVID-19 and it’s the subsequent disruption of businesses and the economy has forced us all to reinvent and reevaluate our normal lives.
In spite of all this, you, the people of Zimbabwe, have conducted yourselves with dignity amidst these challenging times.
Even in the face of quarantines, lockdowns and serious restrictions to our daily liberties, the hope and optimism of the Zimbabwean people prevailed.

President Mnangagwa Wishes Zimbabweans Happy Festive Season

The Zimbabwean government has effectively banned Christmas parties due to a second wave of the coronavirus characterised by a huge spike in new infections.
Home Affairs and Cultural Heritage Minister Kazembe Kazembe said police were out in full force to enforce COVID-19 lockdown regulations. He said:
<blockquote>We are not yet out of the COVID-19 woes. The country is in the second wave of the virus. Parties will not be permissible during the festive season.
Weddings will be allowed but with limited numbers. Police will be out in full force to enforce COVID-19 regulations and make sure they are being followed.</blockquote>
However, defiant revellers say they will celebrate, even if it means hosting bush parties.
A club owner told TimesLive that police are incapacitated and don’t have fuel to do normal policing duties and it would be impossible for them to drive 20km out of town to stop parties.
A partygoer said it was easy to circumvent the coronavirus lockdown by holding parties at tourism facilities such as hotels and bed and breakfast lodges. He said:
<blockquote>You book a lodge for US$100 (about R1,450), invite around 20 friends, bring drinks and a good DJ. It’s even cheaper than spending at a nightclub.</blockquote>
Since March, Zimbabwe has recorded coronavirus 11 866 cases, 9 836 recoveries and 314 deaths.
In the second wave, the country is recording an average of 117 new cases daily.

Zim Partygoers Vow To Defy Mnangagwa Christmas Ban

President Emmerson Mnangagwa has dissuaded Zimbabweans from eating meat which he said is not healthy.
He said doctors actually recommend people to eat vegetables.
He said that he adheres to doctors’ recommendations.
Some would, however, find his words hollow if they consider that pictures of him eating meat in the place made rounds on social media.
Many Zimbabweans are facing severe starvation and as is always the norm, January worsens the situation since they would have spent lots of money or all of it during the festive season.

<blockquote>I urge motorists not to drink and drive and avoid speeding, especially considering the state of some of our roads and the volume of traffic which is currently experienced on major highways. Some roads are also under construction and as such drivers should proceed with caution. Above all, motorists should be observant and be on the lookout for animals, pedestrians and other obstacles.
My office has implored police officers to take stern action against touts and people hanging precariously on the back of commuter omnibuses or mushikashika vehicles. Commuter omnibus drivers who allow this conduct will also be held accountable. They should not overload their vehicles and stick to the stipulated loads in terms of a vehicle’s carrying capacity. All defective vehicles will be impounded by the police.
May I therefore urge motorists to cooperate with police officers at various check points and roadblocks. Drivers should reduce speed and stop whenever they are directed by police officers to do so. It is an offence for anyone to drive past a police checkpoint, disregarding police signals to stop
Police officers will also be conducting patrols in all residential, industrial areas and places where the public will be gathered during the holiday. Let us all be crime conscious and alert during the holiday.</blockquote>

Some Zimbabwean nationals living in Port Elizabeth, South Africa have abandoned plans to travel home for Christmas after long-distance bus companies hiked transport fares.
A recent survey by GroundUp has found that two of the three bus companies who transport people from South Africa to Zimbabwe have nearly doubled their fares from the usual R800 to R1,500 for a single trip to Harare from PE.
The three bus companies are DNC Coaches, Red Lion Bus, and Munenzwa Luxury Coaches.
A senior employee for DNC Coaches in Port Elizabeth, Claymond Chiwaka defended the fares hike during the festive season. He said:
<blockquote>The festive season is the time when we make a profit because passengers don’t travel a lot during the year. Our business is down during that period and we are always running at a loss.</blockquote>
However, chairman of the Zimbabwe Migrants Support Network, Chris Mapingure, pleaded with the bus companies to empathise with travellers. He said:
<blockquote>We are shocked and disheartened by this practice of hiking prices during the festive season. Many people failed to travel and spend the holidays with their families because they couldn’t afford the fares.
Most of these people are low earners who can not afford such fares.</blockquote>

The landlords “exploit” students by charging them very high rentals, most times they demand Rands and US dollars.
One of the landlords who spoke to Masvingo Star revealed that student rentals have been cushioning them against rising inflation. She said:
<blockquote>Life has become very difficult for most of us, especially family people because our salaries are extremely low to sustain basic needs which are becoming expensive daily. Therefore, if I get one or two tenants, that money for rent covers a very big gap.</blockquote>
Homeowners in suburbs such as Rujeko, Rhodene, Mucheke, Sisk, Eastvale, among others, are living off rental from students.
The closure of the tertiary institutions has also affected business people in the ancient town who have also been depending on rentals from the students.

Bleak Christmas For Masvingo Landlords

Minister of Information and Broadcasting Services, Monica Mutsvangwa said that the government is doing everything in its power to procure adequate fuel supplies during this festive season. In an address to the media yesterday, Mutsvangwa said
<blockquote>Everything is being done in order to make sure that we have enough fuel for the festive season, there is no stone being left unturned to make sure that our people have fuel.
Yes we have challenges as we continue to have queues but a lot of work is being put ,a lot of engagements between the RBZ (Reserve Bank Of Zimbabwe) and the ministry of energy as well as the ministry of finance are being put to make sure that our people have fuel to travel to their respective destinations.</blockquote>
The shortages of fuel persist in spite of the government’s assurances that the crisis will end ‘soon’. There are fears public transporters will hike fares to capitalise on the shortages. A lot of people may, as a result, fail to travel to their various destinations, thus dampening the festive mood.

Grey And Colourless Christmas As Fuel Shortages Persist

The Zimbabwe Republic Police has revealed that sixteen people died in separate road accidents on Christmas Day with a total of 106 road accidents recorded up from 81 witnessed last Christmas holiday. The number was up compared to four who perished in 2015.
The police have singled out speeding as the major cause of the accidents on Christmas Day. National police spokesperson Chief Superintendent Paul Nyathi said there were no major fatal road accidents on the country’s highways while most of the accidents recorded involved private vehicles. Meanwhile, a total of 6 855 arrests for traffic related offences were made on Christmas Day compared to 7 070 recorded in 2015.

16 die on Christmas day due to road accidents

The Meteorological Services Department has predicted heavy rains countrywide during the Christmas holiday between Saturday and Monday.
The department says there will be isolated showers until Thursday this week before heavy rains start on Saturday. A statement from the department reads:
<blockquote>The period should be generally rainy. The rain-showers and thunderstorms will be concentrated in Mashonaland provinces, north of <a href="http://www.pindula.co.zw/Midlands_Province">Midlands</a> and <a href="http://www.pindula.co.zw/Manicaland_Province">Manicaland province</a>.</blockquote>
The department also said there should be reduced showers and thunderstorm activities from Tuesday to Thursday this week in <a href="http://www.pindula.co.zw/Masvingo">Masvingo province</a>, Matabeleland South province, parts of Matabeleland North province as well as <a href="http://www.pindula.co.zw/Bulawayo">Bulawayo Metropolitan province</a> but from they predict that by Saturday 24 December, more rains if model predictions are consistent, should fall in these areas until Monday.

Met Department predicts heavy rains countrywide during Christmas

The <a href="http://www.pindula.co.zw/Zimbabwe_Republic_Police">Zimbabwe Republic Police</a> will heavily deploy during the Christmas and New Year holidays to help stop crime. In a statement yesterday, chief police spokesperson Senior Assistant Commissioner <a href="http://www.pindula.co.zw/Charity_Charamba">Charity Charamba</a> said the public should quickly report any suspicious activities to their nearest police station.
Charamba also added that if people were going away this festive season, they should not leave their houses unattended and urged them to either leave a relative or advise the police so that their home would be put under the supervision scheme. She also urged members of the public not to use secluded paths or boarding private vehicles as criminals are now resorting to offering the unsuspecting public transport and then later rob them of their valuables.
