Chitungwiza’s water supply is set to improve following the recommissioning of the Prince Edward Waterworks, located near the town.
The plant had been shut down in August 2024 due to low water levels in the Harava and Seke dams. However, on Thursday, 6 March, the City of Harare, which owns the Prince Edward Waterworks, announced that Harava Dam had been spilling since Sunday, and Seke Dam is now 97% full.
With both dams now at improved levels, the City will be able to draw water for treatment at the plant, restoring supply to Chitungwiza, which has been largely without water since August 2024.
The reopening of the Prince Edward Waterworks comes as welcome news, as it will significantly boost water production and distribution for residents.

The two contentious issues were communicated through separate notices issued on 27 January signed by the acting town clerk, Japson Nemuseso and shared through social media.
In one of the notices, Chitungwiza Municipality instructed homeowners and small businesses with unapproved perimeter walls commonly known as durawalls to regularise them by 28 February 2025.
For early compliance, residents will pay a regular US$150 fee, while late responses will attract a US$200 penalty and failure to regularise may result in demolition of structures at the owners’ expense.
The second notice targets small-scale businesses operating in makeshift cabins and containers without proper licenses, permits, or leases.
The council threatened to confiscate goods and equipment if operations do not cease by 6 February.
In an interview with <a href="https://newshubzim.co.zw/2025/01/29/chitungwiza-residents-fume-over-threat-to-demolish-durawalls/">NewsHub</a>, Tawanda Kagande, a Ward 21 resident, described the council’s move as a “prescription for the wrong ailment.”
Kagande said the council should address poor water drainage and blockages caused by new settlements, resulting in the disruption of natural water flow, flash floods and soil erosion. He said:

On the issue of durawalls, the local municipality must first consult with the people on what needs to be fixed.
The real concern is the waterways, like those under the road from VID to Chibuku Stadium, which have been blocked by houses built on top of them.

He also questioned the council’s targeting of small-scale businesses, noting that many operators had received approval from municipal officials before setting up their structures. Said Kagande:

It’s not like small-scale business operators and vendors wake up and install cabins without consultation. Some of them were advised by local municipality officials. The authorisation would have come from council officials.
It’s important that the council first consult cabin and container owners to determine which officials authorised them to install their structures and operate in those areas.

Alice Kuvheya, the director of the Chitungwiza Residents Trust (CHITREST), voiced strong concerns about the local authority’s neglect of the city’s pressing issues.
She also chided Chitungwiza Municipality for misplaced priorities, pointing out that the council is failing to pay its workers, while sewage has been flowing into homes for months.
She also highlighted the danger that children face, as they can’t play outside safely due to the poor state of the city’s infrastructure.
Kuvheya challenged the council to fulfil its promises, particularly regarding the provision of vending stalls, adequate water supply, and garbage bins for residents.
Another concerned resident, Yeukai Kazingizi, raised the issue of the US$200 fee the council is demanding. 
She questioned the fairness of this charge and also asked where vendors are expected to operate if the council doesn’t provide legal spaces for them.

Residents in Chitungwiza are not happy because the council wants to destroy their walls and ban makeshift shops. The council says walls must be approved or there will be fines and demolition. The Chitungwiza Municipality has instructed all residents operating businesses from mobile cash cabins or containers without the necessary licenses, permits, or legitimate leases to cease operations and vacate their locations by February 6, 2025.
In a notice issued on Monday, the local authority warned that non-compliance would lead to the confiscation of goods and equipment. The notice reads:

The Chitungwiza Municipality hereby directs anyone running business in mobile cash cabins or containers without the required licenses, permits, or legitimate leases to cease operations immediately and vacate the area you operate at, by February 6, 2025.
Failure to comply with this notice will result in confiscation of any goods and equipment. The Municipality firmly urges you to act promptly to avoid financial or legal consequences.

In response to the notice, resident Mapako Pablo Thomas criticized the council for its failure to provide basic services to ratepayers. He wrote on X:

You are the most ineffective municipality. You fail to fix the roads, and there are potholes everywhere. Sewage issues are widespread. If you visit areas like Makoni, Huruyadzo, Chigovanyika, and the Town Center, you’ll find dirty roads and poor conditions everywhere.

Another resident, Bismark Mwanyepedza, urged the council to address issues like sewage and garbage, rather than “destroying people’s sources of income.”

Chitungwiza Municipality Targets Illegal Containers And Mobile Cash Cabins

The Chitungwiza Municipality has urged homeowners and businesses with unapproved durawalls to visit the council offices for regularisation by completing the necessary approval processes before 28 February 2025.
In a notice issued on Monday, 27 January, the local authority instructed property owners whose durawalls extend beyond their boundaries to restore them to the original pegs.
The municipality also warned that failure to regularize durawalls within the specified timeframe will result in their demolition. Reads the notice:

A former Chitungwiza Municipality employee was stunned when he was informed that the US$5,156.95 owed to him after his contract was terminated in August 2015 has now been reduced to a mere ZiG2.06 due to currency conversion over the years.
In a letter dated November 5, 2024, from Chitungwiza Municipality’s finance director, Evangelista Machona, the former employee was advised that the transition from USD to RTGS (Real-Time Gross Settlement) and now to the gold-backed Zimbabwe Gold (ZiG) currency has devalued the amount owed.
The letter, which was leaked to the press, says that the original US$5,156.95 is now worth ZiG2.06 after a series of currency shifts.
Responding to the former employee’s letter dated October 15, 2024, Machona outlined the timeline of currency conversions.
She explained that in February 2019, Zimbabwe transitioned from the US dollar to RTGS at a rate of 1:1, meaning the US$5,156.95 became RTGS5,156.95.
Then, on April 5, 2024, the RTGS amount was converted to ZiG at a rate of 1:2498.7242, resulting in the final amount of ZiG2.06. The letter reads in part:

You were owed US$5 156.95 when your contract with Council was terminated in August 2015.

Residents of Chitungwiza, Zimbabwe’s largest dormitory town, have implored the local authority to urgently address the persistent water shortages plaguing the area.
The residents, represented by the Chitungwiza Residents Trust (CHITREST), have sent a letter of demand to the Chitungwiza Municipality, protesting the local authority’s failure to provide adequate, safe, and clean water to residents.
In the letter, which was written to Chitungwiza Municipality on 10 October 2024 by the residents association’s lawyers Tinashe Chinopfukutwa and Kelvin Kabaya of Zimbabwe Lawyers for Human Rights (ZLHR), CHITREST argues that the municipality’s failure to provide adequate, safe, and clean water violates the residents’ constitutional right to water and their right to a safe and healthy environment.
The water crisis worsened after the closure of the Prince Edward Water Treatment Plant, leaving Chitungwiza with only 1-3 megalitres of water during weekends, against a daily demand of at least 75 megalitres.
This dire situation has resulted in all 25 wards of Chitungwiza not receiving running and potable water, forcing residents to resort to unsafe sources like shallow wells and potentially contaminated boreholes, exposing them to waterborne diseases.
CHITREST has demanded that the municipality immediately provide clean water through bowsers, supply and equip all boreholes with chlorine tablets or chlorinators, and furnish the residents with a long-term plan to address the water crisis.
Failure to comply with these demands could result in CHITREST taking legal action against the local authority to compel it to address the unending water problems.

Marvelous Khumalo, the spokesperson for the Chitungwiza Residents Association, urged the government to expedite the construction of the Kunzvi Dam, which is anticipated to alleviate the water challenges faced by both Harare and Chitungwiza. Said Khumalo:

The City of Harare water is also failing to meet its increasing demand for water thereby affording to offer Chitungwiza less than 10 megalitres per day against a daily demand of about 70 megalitres.
We hope the central government will prioritise finalisation of the Kunzvi dam project and other strategic dams so as to increase the raw water supply to the Harare metropolitan province whose population continues to expand rapidly.
Reliance on underground water is but just a stop-gap measure which is not sustainable.

Chitungwiza Business Community Trust chairman Tendai Mareya urged the council to scrap charges for borehole drilling and reduce fixed water rates.
Last week, Chitungwiza Mayor Rosaria Mangoma disclosed that the council has been receiving only one to three megalitres of water from Morton Jaffray on weekends—far below the required 75 megalitres per day.
She urged residents to source water from trusted alternatives to minimise health risks.

The blitz is targeting residential, commercial stands, institutions and industries. Previously, we waited for people to visit banking halls and that did not really work.
This exercise targets every ratepayer, but mainly those who defaulted on paying rates. We are looking at at least 30,000 properties.
We are bringing the payment services to the residents’ doorsteps. They could have been failing to visit our revenue offices hence door-to-door collection.
There are, however, instances where we experience challenges with the internet. Our efforts to upgrade the systems have also been affected by insufficient funds. Ratepayers can also use the banks to pay their dues.

Kachiko said Chitungwiza faces numerous service delivery challenges due to funding shortages. He urged ratepayers to pay their bills on time to ensure prompt responses to issues like sewer bursts, which require fuel for service vehicles.
Tendai Mareya, chairperson of the Chitungwiza Business Community Trust, said the council should have consulted residents and ratepayers before implementing the blitz, as it could impact them.
While he acknowledged that the initiative might increase council revenue, he warned it could also lead to fraudulent officials targeting residents.

Chitungwiza Launches Door-to-Door Campaign To Recover ZiG$160 Million

The Combined Harare Residents Association (CHRA) has warned about a potential humanitarian disaster in Harare and Chitungwiza following the decommissioning of the Prince Edward water treatment plant. This decision comes after the drying up of two critical water supply dams, Harava and Seke.
On Wednesday, 28 August, the City of Harare announced the closure of the water treatment plant, which processes water from the Harava and Seke dams for distribution to Chitungwiza and various parts of Harare, including Hatfield, Airport, Waterfalls, and Msasa.
The shutdown of the plant, located near Chitungwiza, is resulting in a daily loss of 70-80 megalitres of water, further exacerbating the already limited supply.
In a statement, CHRA warned that the decommissioning of the Prince Edward water purification plant could lead to serious health crises in both Chitungwiza and Harare. CHRA said:
<blockquote>
The CHRA is warning of a serious humanitarian disaster if urgent contingency plans are not put in place following the decommissioning of the Prince Edward water purification plant by the City of Harare due to the lack of raw water in the Seke and Harava dams.
This has increased the water supply deficit in the city and worsened the ongoing water crisis, impacting the residents of Harare and Chitungwiza.
We reiterate that the lack of raw water in the Seke and Harava dams due to the El Nino-induced drought is a reality of the impact and effects of climate change, which require inclusive climate action and disaster risk reduction planning for resilience building.

CHRA urged local authorities and the central government to work together to provide alternative water supplies to Harare and Chitungwiza residents. Reads the statement:

Given the deepened water crisis, the government and local authorities (City of Harare and Chitungwiza Municipality) must set aside an emergency fund for the provision of alternative water supplies (mobile water bowsers), installation of online chlorinators on all public boreholes and distribution of chlorine tablets.
Development of inclusive disaster risk reduction and climate action plans at the community level for local resilience building.
The government needs to disburse meaningful amounts of devolution funds to the City of Harare, and these funds should be channelled towards financing of improving water infrastructure, in particular reduction of non-revenue water currently standing between 40-50%.

On Friday, August 30, the Chitungwiza Municipality announced that it will start receiving water from Harare’s Morton Jaffray treatment plant every Friday through Sunday. The municipality plans to distribute this water to as many areas as possible upon its arrival.
Harare City Council’s water director, Phakamile Mabhena Moyo, recently informed the Parliamentary Portfolio Committee on Local Government that the water treatment capacity at Morton Jaffray is 614 megalitres (ML) per day.
In contrast, the capacity at Prince Edward is 90 ML per day. This brings the total capacity to 704 ML per day, intended to serve Harare, Chitungwiza, Norton, Ruwa, and areas extending to Inkomo Barracks.
Moyo noted that the daily water demand is approximately 800 ML, surpassing the production capacity of 704 ML.

Residents Association Warns Of Humanitarian Crisis After Dams Dry Up

Chitungwiza residents have expressed anger over Chitungwiza Municipality’s failure to properly manage the sprawling town’s sewer system.
Raw sewage flows from homes in Chitungwiza’s Zengeza 3 suburb, and several other locations thereby putting the health of residents at risk.
A resident of Manda Street in Zengeza 3 told <a href="https://www.zbcnews.co.zw/?p=18638">ZBC News</a> that they are forced to put up with raw effluent flowing from their homes. Said the resident:

This is what we have to live with every day, this raw sewer flowing from our homes, the stench and to make it worse there is no water.
We have been reporting to the council but nothing is being done now we live in constant fear of our health.
</blockquote>
Another resident claimed the raw sewage flowing from homes has resulted in an outbreak of diarrheal diseases. Said the resident:
<blockquote>
Look at me this is not my body, I haven’t been well as I was suffering from diarrhoea because of this sewer. How are we expected to live under these conditions?
When you report to the council they do not respond and when they do, they just come and poke at the main hole without fixing anything and the problem continues, sometimes they will be demanding money. Yet we pay our rates.

Chitungwiza is among numerous urban settlements that have recorded cholera cases and deaths this year.
Since Monday last week, Chitungwiza has recorded a total of 69 suspected cholera cases.
Raw sewage can contain harmful bacteria and parasites, including those that cause cholera.
Cholera is a bacterial infection that causes severe diarrhoea and dehydration, and it can spread rapidly in areas with poor sanitation and contaminated water sources.

Chitungwiza Residents Castigate Council As Raw Sewage Flows From Homes

Controversial preacher <a href="https://pindula.co.zw/Uebert_Angel">Uebert Angel</a> is reportedly seeking to acquire disused assets and land belonging to Chitungwiza Municipality amid allegations of corruption being levelled against CCC councillors, reported <a href="https://www.newzimbabwe.com/uebert-angels-land-development-proposal-raises-stink-in-chitungwiza/">NewZimbabwe.com</a>.
Billion Group – a company that is allegedly linked to Angel wrote to Chitungwiza Municipality expressed eagerness to acquire land and disused properties to convert them into a hotel, conference centre, shopping mall, service station and construction of a medical centre.
The proposal, which is before the Chitungwiza municipality, has raised concern among the residents of the sprawling town.
Chitungwiza and Manyame Residents Association director Marvelous Khumalo demanded that due diligence should be done to ensure that ratepayers are not shortchanged. Said Khumalo:

It is bad that Chitungwiza municipality has continued making negative headlines, especially on issues involving the alleged corrupt allocation and management of land and abusing the disposal of public assets.
It is even worse in this instance that this recent alleged case involves “a man of the cloth” Prophet Uebert Angel.
Recently we saw Uebert Angel featuring prominently in another alleged scandal dubbed, the Gold Mafia.
As residents, we wonder what the “man of God” through his company can offer to a struggling municipality like Chitungwiza other than swindling it of its diminishing land.
We urge the council not to pursue these self-serving corrupt deals that are meant to benefit a few connected elites hiding behind religious robes at the expense of millions of residents and ratepayers as well as the quality of service delivery.

Earlier this year, Angel was exposed by Aljazeera investigative journalists at the centre of a money laundering racket, but the preacher claimed that he was merely acting.
Meanwhile, an official at the Chitungwiza municipality was reported as saying concern over the proposal is premature as the councillors have not made a decision yet. Said the official:

When a company or an institution comes to express interest, a council meeting is called the company presents.
It is not the duty of the council to find out whose company has expressed interest as it would be discriminatory based on political lines.

Uebert Angel’s Land Development Proposal Worries Chitungwiza Residents

Chitungwiza Town Council has urged transport operators to use designated picking and dropping points in order to reduce congestion and improve the safety of motorists, commuters, and pedestrians.
In a press statement issued this Friday, 20 October, Chitungwiza Acting Town Clerk Japson Nemuseso bemoaned the huge increase in road traffic offences in the bustling town, and implored bus and kombi operators to use bus stops and termini.
This comes as the Zimbabwe Republic Police (ZRP) has launched a countrywide blitz to curb the rampant violation of traffic rules.
Nemuseso reminded Chitungwiza residents that it is the duty of all stakeholders to create safer and less congested roads. He said:

The Municipality of Chitungwiza is encouraging all transport operators and commuters operating in its area of jurisdiction to use designated picking and dropping points (Bus stops and termini) when soliciting commuters.
This initiative aims to promote efficient and organized transportation systems while reducing congestion and improving safety. This call has been necessitated by a surge in road traffic offences in the Municipal area.
These offences are a result of the rapid growth of urban populations leading to an increase in traffic congestion and associated problems such as road pollution and road accidents.
One major contributing factor to this issue is the lack of proper management of picking and dropping points for various modes of transportation, including private vehicles, taxis, and public transport.
Please note that designated picking and dropping points provide a structured approach to managing passenger loading and unloading activities.
To this end, we implore all individuals, organizations, and policymakers to join us in promoting the use of designated picking and dropping points.

Chitungwiza Municipality Demands Sanity On Roads

The newly-elected Municipality of Chitungwiza councillors have come up with a 100-day plan to improve the provision of water to residents and improve the sewer reticulation infrastructure among others.
Parts of Chitungwiza have been without council water for many years and raw sewage flows freely on the streets in residential areas.
Below is Chitungwiza’s 100-day plan:

Identify and promote investment opportunities in commercial, industrial, and residential sectors through targeted advertising and update leases of one hundred and sixty (160) council-rented properties.
2. Water Supply
Allocate funds to improve water supply to 45 mega litres per day and maintenance of distribution networks to minimize non-revenue water.
3. Renovation of Social Amenities
Develop a plan to upgrade social amenities such as schools, clinics, stadiums, markets, and community centers, including repairs, new equipment, and improved infrastructure. Renovation of St Mary’s Hall, the first phase of the Chibuku Stadium upgrade, and refurbishment of two public toilets
4. Digitalization
Implement online and USSD platforms for services such as billing, permits, and citizen engagement to improve efficiency, and enhance public access to information. Fully digitalizing the Housing Department operations, Human Resources operation, creation of debtor database and business license database by the operationalization of ERP systems such as lads and sage VIP.
5. Decongestion of Roads
Identify major traffic congestion hotspots and consider measures such as road widening, intersection redesign, upgrading bus terminus and drop-off zones, and traffic signage improvement. Collaborate with transport authorities and law enforcement to enforce traffic rules and regulations.
6. Health Services
Allocate funds for the renovation and expansion of our four (4) health facilities, including the provision of essential medical equipment.
7. Revenue Collection
Improve billing systems, enhance revenue monitoring, and enforce collection processes.
8. Greening the Municipality
Plant trees and maintain ten (10) municipal parks to improve aesthetics and environmental sustainability and encourage community involvement through awareness campaigns and volunteer programs.
9. Traffic Lights Installation and Roads Rehabilitation
Install traffic lights at Unit C intersection and put Zebra crossing markings on roads near schools. Allocate resources for road rehabilitation and maintenance to roads leading to key social amenities.
10. Improved Sewer Reticulation Infrastructure
Improved sewer reticulation infrastructure by rehabilitating 1.7km at PaGomba and Unit C.
11. Drain clearing
Cleaning and removing sand and debris in open drains and culverts and hauling of stockpiled debris.
12. Waste Management
Clearing of all illegal dumps and increasing distribution of residential waste storage receptacles and fabrication/purchase of one skip dish per month.
13. Audited financial statements
To complete the 2021 and 2022 final accounts by the end of December 2023.

Chitungwiza Municipality Announces 100-day Plan

The <a href="https://www.pindula.co.zw/Chitungwiza_Municipality/">Municipality of Chitungwiza</a> has unveiled its 100-day plan, outlining key objectives and initiatives for development. Some highlights include identifying investment opportunities and updating leases for council-rented properties.
The local government authority also aims to improve water supply and reduce non-revenue water. Renovating social amenities like schools, clinics, and stadiums is also among the intended initiatives, along with digitalization of services for better efficiency.
In a notice seen by Pindula News, the Municipality of Chitungwiza said road decongestion measures, health facility renovation, revenue collection improvement, greening initiatives, and traffic lights installation will be done in 100 days. Upgrading sewer and drainage infrastructure, waste management, and completing audited financial statements are also among key goals. The ultimate vision is to become a Smart Heritage City by 2030. Municipality Of Chitungwiza Has Unveiled Its 100-Day Plan

Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, has warned Chitungwiza councillors against dabbling in corrupt activities saying they will be arrested if they become wayward.
This comes after Chitungwiza councillors in 2022 gave each other graves which they then sold for US$500 per grave.
Muguti also warned the councillors against having unnecessary workshops in order to milk council coffers by generating allowances. He said:

There is a policy you had last year where you gave each other graves. Stop It. Free graves are outlined in the office of the Minister of State through social welfare. We have been doing this since 1980.
In all your wards, there are social welfare officers. We know the poor people in your area. What you were doing last year, councillors identifying poor people and deciding who to dish out graves to. You think I did not know that some of you were selling the graves for US$500.
When you see us arresting you, it is because you would not have been transparent with my office. The chamber secretary is there to guide you when you have your meetings.
Don’t override him because he is your lawyer. If he tells you, ‘the law says don’t do this,’ don’t do it. This is coming with a very stern warning.
We don’t do workshops for the ease of generating allowances. We do them to enhance each other’s capacity. So you would rather do one workshop for three days than a scenario where today you are in Kariba and tomorrow you are in Masvingo.

He also accused some councils of accumulating as much as 500 litres as fuel allowance.
Muguti said his office will not tolerate abuse of office by councillors.

Tafadzwa Muguti Warns Chitungwiza Councillors Against Abuse Of Office

Outgoing Chitungwiza acting mayor Kelvin Mutimbanyoka has claimed that he cleared the 47-month salary backlog and improved service delivery in the Municipality during his time in office.
Mutimbanyoka succeeded former mayor Lovemore Maiko who was recalled by the MDC-T.
Addressing journalists in Chitungwiza this week, Mutimbanyoka said when he became acting mayor, there was chaos in Chitungwiza. <a href="https://www.newsday.co.zw/local-news/article/200016087/chitown-council-clears-47-month-salary-backlog">NewsDay</a> quoted him as saying:
<blockquote>
I want people to appreciate where we are coming from as Chitungwiza Municipality. l joined council in 2018 as a councillor and in August 2021, l was elevated to the office of deputy mayor.
I then became the (acting) mayor of this town and that is when most of the transformation happened at the council. When I became the [acting] mayor for sure it was all chaos.
Workers were not being paid, nothing was happening in terms of service delivery, and obviously, councillors had been messing around.
When l got into this office, the first thing l had to tackle was corruption and land was being sold out of council business.
We cautioned the people against being hoodwinked by land barons. l stopped that chaos and council took over its responsibility.
We had a problem with our workers. We had so many ghost workers. Workers had salary arrears going as far as 47 months, we cleared the 47 months’ salary backlog, as we speak.
They are getting 30 percent of their salaries in US$. We decided to set a target for all the managers: every head of department needed to account for everything they were doing.
The work culture and ethic are impressive. Our people are working, and the service delivery is being given to the people.
</blockquote>
Mutimbanyoka said the African Development Bank donated US$1.8 million, with most of the money going towards improving the sewer, drainage system and restoration of the tower lights. He added:
<blockquote>
We have since bought two tipper trucks,  a grader and a compactor roller. We also bought a backhoe and we have computerised all the departments.
</blockquote>
Chitungwiza, just like the majority of urban councils dominated by the opposition, has failed to deliver services to residents.
Chitungwiza is notorious for land barons, “rivers” of raw sewage and perennial unavailability of potable water.

Chitungwiza Municipality Clears 47-month Salary Backlog

The Zimbabwe Anti-corruption Commission (ZACC) has arrested Chitungwiza Municipality Housing and Community Service Director, Hazel Sithole for corruption after she allegedly leased commercial stands to 30 beneficiaries on an area reserved as an open space in 2019.
Sithole has since appeared in court charged with Criminal Abuse of Duty as a Public Officer.
She was granted ZWL$100 000 and will be back in court on 31 July 2023. ZACC said in a statement:

ZACC has arrested Chitungwiza Municipality Housing and Community Service Director, Hazel Sithole for Criminal Abuse of Duty as a Public Officer.
In 2019, the accused used her authority to lease commercial stands to 30 beneficiaries in an area reserved as open space.
The accused person’s actions were in conflict with Chitungwiza Municipality Housing Policy which provides that commercial stands are offered with council resolution and through competitive bidding. Her actions were intended to show favour to the beneficiaries.
Hazel Sithole appeared in court and was given ZWL 100 000.00 bail. She will be back in court on 31 July 2023.

Criminal Abuse of Duty as a Public Officer is a criminal offence that is defined under the Criminal Law (Codification and Reform) Act.
It occurs when a public officer, such as a government official or civil servant, abuses their position of authority for personal gain or to cause harm to another person.
The offence is committed when a public officer wilfully neglects to perform their duty without reasonable excuse, unlawfully confers a benefit on themselves or another person or unlawfully causes harm or loss to another person.
The offence carries a penalty of up to 15 years imprisonment, a fine, or both.

Chitungwiza Housing Director Arrested Over Corrupt Stands Deals

Local Government and Public Works Minister July Moyo has appointed a four-member tribunal to probe the allegations of misconduct against six suspended Chitungwiza Municipality CCC councillors.
Moyo said Chitungwiza Municipality would bear the costs of the inquiry.
The councillors are former mayor Lovemore Maiko, former deputy mayor Musa Makweza, CCC chief whip Richard Chamutsa, Peter Matiringe, Kudakwashe John and Chengetai Nyagondo.
The six were suspended on 10 October after they convened an “illegal” meeting on 07 October where Maiko was reinstated as mayor.
Chitungwiza had been without a mayor since March this year when Maiko was recalled by the Douglas Mwonzora-led MDC-T.
Efforts to hold elections to replace Maiko failed to take place since March after Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, acting mayor Kiven Mutimbanyoka and more recently a ZANU PF councillor Reginald Mashingaidze approached the High Court to block the move.
The councillors, however, went ahead and re-elected Maiko on 7 October leading to their arrest for convening an illegal council meeting.
Minister Moyo said a tribunal to investigate the CCC councillors would be chaired by Advocate Rachael Chibaya. Wrote Moyo:

July Moyo Probes Chitungwiza CCC Councillors

Chitungwiza Town Council on Friday destroyed illegal structures in the Chidochevanhu Beerhall compound in Unit N, Seke.
Grocery tuck shops, hair salons, and hardware shops, among others, had been erected within the compound.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200003174/chitown-demolishes-illegal-structures">NewsDay</a>, George Madongwe, a former council employee who leases Chidochevanhu beerhall, said the demolitions were unjustified. He said:
<blockquote>
Council’s actions were not justified and are a gross violation of human rights. No reasons were given for demolitions as there was no official communication from the council. Valuables worth US$50 000 have been lost.
The council was collecting revenue from these structures as late as November 3, 2022, and there are receipts to support that.
Can the council collect revenue from an illegal structure? There were also engagements with the council regarding the structures.

Chitungwiza Residents Trust director Alice Kuveya also criticised Chitungwiza Municipality for destroying the structures without notice.
However, acting town clerk Evangelista Machona insisted that the structures were illegal. She said:
<blockquote>
Those were illegal structures because council leases do not allow the adjustment of infrastructure without the council’s approval. But this is what was done.

Madongwe claimed that the necessary procedures were followed before the structures were erected. He said:
<blockquote>
I constructed the structures after notifying the council. I wanted to raise money to pay their exorbitant bills that I couldn’t pay from selling beer alone.
At the same time, I wanted to increase their revenue base as they would collect licence revenues from the shops.
I have enough evidence to debunk the council narrative that I did anything illegal.
I have requests for bill adjustments, payment plans, payments made and proposals for change of use.
I am a former council employee with special circumstances compared to ordinary leaseholders.

Zimbabwe National Organisation of Associations and Residents Trusts (ZNOART) Chitungwiza chairperson Obert Matsika said the local authority should have acted in 2019 when the structures were built.
The municipality also demolished other illegal structures at Chigovanyika Shopping Centre in St Mary’s.

Chitungwiza Municipality Demolishes Illegal Structures

Harare Provincial Development Coordinator (PDC), Mr Tafadzwa Muguti Monday assured the public that demolitions of all structures along road servitudes will resume after thirty days.
His remarks come at a time when the demolitions were blocked by a court interdict in favour of Chitungwiza Residents Trust that was issued by the High Court.
Chitungwiza residents approached courts after Chitungwiza Town Council had on 2 June given informal businesses a 72-hour ultimatum to remove their wares from roadsides.
<a href="https://www.pindula.co.zw/Harare_City_Council">Harare City Council (HCC)</a> had started demolishing informal business structures erected along roadsides on 7 June.
The demolitions followed an ultimatum which Muguti had issued on the 3rd of this June.

Speaking on a Star FM Radio Program, Muriro on Monday, Muguti said:
<blockquote>_An interdict is not a judgement to stop us from enforcing the law and in this case they (Chitrest) were mischievous in that they used the Regional Town Planning Act._
_We are going to wait for 30 days and we are resuming._</blockquote>
Muguti said the demolitions were in line with the provisions of the Roads Act and paving way for the government’s roads rehabilitation programme.
Muguti, however, failed to name a street or road which the government is failing to rehabilitate because of illegal structures.
One of the residents who participated in the program questioned why the government has money to construct new roads when it is failing to fix the potholes which are scattered on all roads.
Meanwhile, the Combined Harare Residents Association (CHRA) is calling on the local authorities and the central government of Zimbabwe to embrace constitutionalism and respect human rights when enforcing the law.

Chitungwiza Invites SMEs For Allocation Of Trading Spaces

Chitungwiza Municipality has announced that it will no longer be implementing <a href="https://news.pindula.co.zw/2020/10/09/chitungwiza-municipality-to-demolish-houses-built-on-illegal-settlements/" rel="noopener noreferrer" target="_blank">the demolition order</a> which had announced that illegal structures in Seke, St Mary’s and Zengeza were to be demolished.
The u-turn is made after the Zimbabwe Lawyers for Human Rights (ZLHR) who are representing Chitungwiza Residents Association wrote to the municipality demanding the local authority to produce a court order granting it the right to destroy the homes or they would take legal action against it. ZLHR had written:
<blockquote>May we kindly remind you that Section 7 of the Constitution provides that no person may be evicted or removed or have their home demolished without an order made of court. After considering that all the relevant circumstances your purported order is not in terms of the Constitution and is in violation of the Constitution</blockquote>
Chitungwiza municipality responded to ZLHR letter announcing the suspension of the demolition order. The local government authority said:
<blockquote>Please be advised that council in its special full council meeting held on October 9 2020 resolved to put the demolition exercise in abeyance hence the demolitions will no longer be affected as per the cited order.</blockquote>

He argued that the municipality watched as the structures mushroomed, collected rates from the owners, instead of stopping them in time.
In some cases, the government regularised illegal structures in an endeavour to protect “innocent” owners who could have been duped by unscrupulous council officials and land barons.

"Demolitions Will No Longer Be Effected," - Chitungwiza

Former Energy Energy Minister Advocate Fortune Chasi has condemned the demolition of houses saying it leaves owners vulnerable especially this time when rains are expected to fall anytime.
He speaks when the Chitungwiza Municipality has issued a demolition order to individuals in Seke, St Mary’s and Zengeza who erected their structures on undesignated sites. Posting on Twitter, Chasi said:
<blockquote>Is there an alternative plan to accommodate these people?
What is the effect and cost of this to the economy? Brand new materials all put to waste!
To me this is not right at all! And it shows a vindictiveness which is very very primitive!
The choice of the time for demolitions is devilish in my view. Just when the rains are upon us! Where do these people go mvura ichinaya?
… My question really is whole suburbs are being built illegally. Where is council right at the beginning. Each area has council offices – can they not see this?</blockquote>
Chitungwiza Municipality says the intended demolitions are as a result of a directive from the central government to sanitise the local authority.
Local government authorities have for long been razing illegal structures leaving owners stranded. The most infamous demolition exercise is <a href="https://www.pindula.co.zw/Operation_Murambatsvina" rel="noopener noreferrer" target="_blank">Operation Murambatsvina of 2005</a> which saw many houses and tuckshops destroyed.
The mushrooming of structures in undesignated sites has been viewed as a sign that there is a huge shortage of shelter.
The right to adequate housing is a human right recognized in international human rights law as part of the right to an adequate standard of living.
It is referred to in article 25 (1) of the Universal Declaration of Human Rights and the Zimbabwean Constitution recognises it as a basic right.

Chasi Condemns "Devilish" Demolition Of Houses

The opposition MDC Alliance led by Nelson Chamisa has condemned <a href="https://news.pindula.co.zw/2020/10/09/chitungwiza-municipality-to-demolish-houses-built-on-illegal-settlements/" rel="noopener noreferrer" target="_blank">the planned demolition of illegal homes in Chitungwiza</a> saying the move is in violation of the constitution.
This comes after Chitungwiza Municipality has issued a demolition order which indicates that it intends to demolish 35 illegal structures in St Mary’s, Zengeza and Seke. See the attached order.

In response to the notice, MDC Alliance called upon the Local Government minister, July Moyo to uphold the constitution which forbids the demolitions. MDC Alliance said:
<blockquote>The MDC A unreservedly condemns the arbitrary demolition of homes in Chitungwiza following a Central Govt directive. The demolitions violate s74 of the Constitution which outlaws arbitrary demolitions. We call upon the Minister of Local Govt to comply with the Constitution.</blockquote>
Acting town clerk Mrs Evangelista Machona Thursday notified the residents of the demolitions saying once the demolitions were effected, the local government authority will not incur the costs. Machona said:

Therefore, take note that in terms of Section 35 of the Regional, Town and Country Planning Act (Chapter 29: 12) 1996 you are ordered to depart from the land, remove all your property from the land, demolish any structures erected and remove all the rubble from the land, and restore the land to its original state. Chitungwiza public relations officer Mr Lovemore Meya said the demolitions follow a central government directive to sanitise the towns.
Some are criticising the central government for issuing the directive while some blame the local authority for allocating land at undesignated sites.
In most cases, land barons are the ones who allocate land in undesignated areas to unsuspecting land seekers.

MDC Alliance Condemns Demolition Of Homes In Chitungwiza

Chitungwiza Municipality has notified people dwelling in structures built on illegal settlements of their intention to demolish the structures, The Herald reports.
Chitungwiza is set to demolish houses in over 35 illegal settlements across the town especially houses built on wetlands, sewer lines, under electric power lines, and on-road and areas reserved for the railway lines.
The move which could leave families homess will affect houses in the following areas as published by the publication:

<li class="p3">wetland adjacent to and behind St Mary’s cemetery, </li>

Chitungwiza Municiicipality public relations officer Mr Lovemore Meyathe developments and said they were demolishing the structures because of the directive from the provincial development coordinator:
<blockquote>These are the areas that earmarked for demolition as well as those houses that were constructed on institutional land. This follows a press statement by the provincial development coordinator where he emphasised that there is need to sanitise the Harare Metropolitan Province, so that is the issue that has triggered the demolitions.</blockquote>
During the first lockdown, <a href="https://news.pindula.co.zw/2020/04/19/harare-city-council-demolish-roadside-vending-stalls-during-the-lockdown/">the government directed councils including Chitungwiza Municipality</a> to demolish roadside structures and other illegal structures.

Chitungwiza Municipality To Demolish Houses Built On Illegal Settlements

Chitungwiza local council is constructing proper vending stalls in different parts of the town to benefit informal traders whose roadside stalls and illegal structures were destroyed after the government directed local authorities to demolish all illegal structures, The Herald reports.
The council is erecting about 314 stalls at Zengeza 2 Shops and the acting town clerk could not give a full comment on the project’s progress.
Chitungwiza residents under the Chitungwiza Progressive Residents Association (CHITREST) welcomed the initiative and said they hoped the council will be fair in allocating the vending stalls:

We don’t want to see people who are not into vending business, the land barons, benefiting at the expense of the vendors.
The council registered all the informal traders two years ago they must do the allocation in the spirit of transparency and fairness

Chitungiwza Municipality employees have not received full salaries for the past 4 years amid reports that top management is splashing vast sums of money in unnecessary trips and workshops, The Herald reports.
This was revealed by the Council’s Workers Union president Reverend Ephraim Katsina who spoke to the publication and said:
<blockquote>
We are in between 45 to 50 months’ salary arrears depending on grade. Health workers are owed millions in professional and retention allowances.
Sewerage and water workers are owed Zinwa allowances and former employees are owed more than $3 million in salary arrears. Grades 1 to 3, which is management, have less salary backlogs of between four to 12 months. 
</blockquote>
According to the publication, some workers are still owed allowances as far back as 2008, and those who are owed by the council are the least paid staffers. The salaries and allowance backlog was confirmed by the city ‘s acting town clerk Dr Tonderai Kasu who according to the publication said;

From January, management approved a salary increase for ordinary employees of 608 percent, while managers were yet to get a salary hike in the last two years.
Health workers had been paid allowances for working during the first cholera outbreak, while they were trying to address the arrears for the second outbreak.

Chitungwiza Town Council Employees Have Not Received A Full Salary In 4 Years

Illegal stand occupants that had been settled by 16 land barons mostly politicians and cooperative executives in Nyatsime, <a href="https://www.pindula.co.zw/Chitungwiza">Chitungwiza</a> are to be evicted as the land they are occupying belong to 15000 people who had already paid the council legitimately, The Herald reports.
This was revealed in a commission of Inquiry report chaired by <a href="https://www.pindula.co.zw/Tendai_Uchena">Justice Tendai Uchena</a>, which recommended that:
<blockquote>
All land barons must be investigated and prosecuted for illegally parcelling out State land in Braemer and Lot 2 of Longlands farms. 
Chitungwiza Municipality should ensure that invaded institutional and commercial stands are reclaimed. It should ensure eviction of all illegal occupants.
</blockquote>
According to the publication, illegal occupants had paid land barons between US$5 and $500 while the Chitungwiza municipality had already sold the land to other people at an average of US$2700.
