Valentine Ziko, a student at Chinhoyi University of Technology (CUT), was reportedly kidnapped on Monday during a violent police raid. Fadzayi Mahere, a Member of Parliament, stated that Ziko was taken by a group of unknown men who attacked, covered his eyes and shoved him into a car. In a statement seen by Pindula News, Mahere, a senior official in the opposition Citizens Coalition for Change (CCC), mentioned that Ziko was questioned about his association with the party. She said:

ALERT: We’ve received a report that Valentine Ziko, a student, was abducted from Chinhoyi University of Technology yesterday. During a violent police raid, a group of unknown men attacked and blindfolded him. They bundled him into a car where they started assaulting him. They took him to an unknown location, tortured and sprayed cold water on him while demanding the whereabouts of other named students. They kept beating him up and forced him to unlock his phone. They interrogated him about @Zinasuzim and @CCCZimbabwe.
They interrogated him about the CCC plan following the forced removal of CCC MP, Hon Kufahakutizwe, from Mabvuku Tafara constituency. He told them he wasn’t aware of CCC plans whereupon they bundled him back into a vehicle and dropped him off close to a local bridge where he eventually received assistance. The hounding and torture of members of the Student Movement must be condemned by all progressive citizens. It’s not a crime to push for improved student welfare, better learning conditions and education delivery that works for everyone.

There have been an increasing number of reports about the abduction and torture of government critics, including activists from the CCC party, human rights defenders, and journalists. Some of them have been seriously injured, while others have been found dead, like Pastor Masaya, or have disappeared without a trace, as in the case of Itai Dzamara. It is suspected that state security agents are responsible for these abductions.
The government has previously denied these allegations, claiming that the abductions are staged to tarnish its reputation. They have also suggested that a “third party” might be responsible for the abductions to damage the government’s image internationally. Government authorities argue that Zimbabwe is working towards improving its relationships with other countries and cannot risk damaging these relationships by openly violating human rights.
However, some analysts believe that the ruling party, ZANU PF, has little regard for human rights and is capable of torture and killing. This belief stems from the deployment of soldiers who used live ammunition against civilians in 2018. Several other incidents are being used as evidence of ZANU PF’s capacity to abduct, torture and or kill people.

Chinhoyi University Student Abducted And Tortured - Mahere

The United States embassy in Harare has entered into partnerships with Zimbabwean universities to help strengthen their research skills.
Through the programme titled Zimbabwean Emerging Faculty Development Programme (ZEFDP), the U.S. embassy seeks to strengthen the capacity of Zimbabwean institutions of higher learning.
U.S. embassy public diplomacy officer John Hishmeh is quoted by the <a href="https://www.newsday.co.zw/local-news/article/200005843/us-embassy-partners-zim-varsities">NewsDay</a> as saying:
<blockquote>
The ZEFDP will strengthen the capacity of Zimbabwean higher education institutions and develop the skills of emerging faculty to advance the country’s higher education system.  The programme will directly support the Ministry of Higher Education’s 5.0 initiative to build up innovation and industrialisation on Zimbabwe’s university campuses and further internationalise higher education,” Hishmeh said.
This programme also supports the US government’s initiative to build university partnerships between African and US universities. The US embassy supports a robust range of programmes with Zimbabwean higher education partners to build international collaborations.
This year marks the 75th year of the Fulbright programme, which is the gold standard in cultural and academic exchange programmes. Since the beginning of the programme with Zimbabwe, over 500 Americans and Zimbabweans have participated in the Fulbright programme between Zimbabwe and the United States in the past 50 years.

The embassy also said:

i). Eight Zimbabwean mid-career higher education professionals will participate in a six-week faculty development and cultural exchange program in the United States. 
ii). The programme will strengthen leadership skills, research methodology, and technology transfer or commercialization efforts in a mentored, project-based learning environment.
iii). Candidates will be drawn from both private and public universities’ faculties of biotechnology, biomedical business development, botanical sciences, pharmacy, research development, health sciences or global health programmes and other related specialities.

The programme is a partnership between the embassy and the Institute of International Education, University at Buffalo, State University of New York.

U.S. Embassy Partners Zimbabwean Universities

The government says fees at local tertiary institutions were lower compared to their regional counterparts, despite the <a href="https://zero.pindula.co.zw/state-universities-raise-fees-uz-introduces-discounts/">recent tuition fee hike by over 450%.</a>
Leader of government business in Parliament and Justice Minister, Ziyambi Ziyambi, Wednesday told legislators that the hike was justifiable considering that tertiary education fees had not been increased for almost two years when inflation was rising.
Ziyambi was responding to Magwegwe MP, Anele Ndebele who had raised concern about the increase of tuition fees by institutions, about a fortnight ago.
Ndebele asked:

State university fees have gone up 450% with the ministry’s approval, which is really insensitive. I want to check with the leader of government business if there is a deliberate policy thrust by our government to cushion the majority poor, who cannot afford to finance higher education because it must not be a preserve for the rich?
</blockquote>
In response, Ziyambi said:
<blockquote>
 State university fees have not been increased for over one and half years. Honourable Members are quite alive that a lot has happened within that particular period.
If you compare when the fees were pegged at the current structure that has been reviewed and the cost of living that was there including salaries, you will realise that there was a need for a review to be done.
When you compare the fees with what is obtaining in the region, we are the cheapest. Be that as it may, our State universities have come up with programmes to ensure that our students are cushioned in terms of having payment plans, access to loans and other support services that can be given.

When President Mnangagwa made similar remarks about a fortnight ago, critics said the government must not compare fees with those of institutions in the region considering that there is a huge variance between salaries of local workers compared to their colleagues in the region.

Govt Says Fees In Local Tertiary Institutions Are The Cheapest In The Region

The Zimbabwe Tourism Authority (ZTA) has issued a full operator’s licence to Chinhoyi University of Technology (CUT)-owned Kariba Guest House after the entity complied with all regulatory requirements.
CUT opened Kariba Guest House’s doors to its first customers in 2019 following the acquisition of the property a year earlier and has been operating on a provisional licence.
Speaking to NewZimbabwe.com, CUT Hotels Group general manager, Innocent Manyera, described the new development as a huge boost to CUT’s vision to be a market leader in the hospitality industry. Manyera said:

As CUT Hotels, we are really excited about getting fully licenced by ZTA, which by any measure is a huge endorsement on our brand that already prides in CUT Hotel and Orange Grove Motel. ZTA Issues A Full Operator's License To Chinhoyi University-owned Kariba Guest House

President Emmerson Mnangagwa on Friday last week officially opening the Chinhoyi University of Technology dairy and milking parlour. 
Speaking during the event, the president urged universities and institutions of higher learning to use their knowledge to offer solutions to problems bedevilling the country. He added:

Chinhoyi University of Technology is well-positioned to become a key player in the development and application of science and technology and national development for Mashonaland West province.
The university is commended for rolling out a robust artificial insemination programme for the production of semen to grow our national livestock herd. The milking parlour we are commissioning today is a project that will modernise dairy milk production and the processing systems for the university and surrounding farmers.
</blockquote>
He said young men and women should be innovative and develop value-added dairy products, leveraging on the milk that will be produced by the parlour. Mnangagwa added:
<blockquote>
The positive strides we have witnessed in other sub-sectors of agriculture must be replicated to grow the dairy industry. The improvement of genetics, replenishment and growth of the dairy herd, production of quality and affordable dairy feed, as well as appropriate training and good animal husbandry must be prioritised.

Mnangagwa said the university should also roll out a pasture development programme to complement the ongoing presidential pastures development initiative and to enhance good national breeding and management.

Chinhoyi University Of Technology Opens Dairy And Milking Parlour

The Zimbabwe Universities Union members met on the 18th of this month and resolved to embark on industrial action over the “unattainable” situation in state institutions of higher learning. Below is their notice of intent to strike.
The Zimbabwe Universities Union members met today on 18 November 2020 in the Minister’s boardroom (Ministry of Higher and Tertiary Education Innovation, Science and Technology Development) at 1100hours and resolved that the situation in our universities is no longer attainable. The salaries buying power has been eroded and as a result, universities staff are poorly remunerated.
The Union has therefore resolved to exercise the right of workers as enshrined in the labour Act 28:01, Section 104.
The employees are aggrieved as follows:

<ol>
<li>The State universities salaries have lost value and have been eroded whilst services, utilities and basic commodities are quoted in United State Dollars or foreign currency.</li>
<li>The employer has neglected the agreement to meet the regional parity level salaries for state universities.</li>
<li>The state universities employees have been denied to exercise their right to negotiate as enshrined in the Labour Act.</li>
</ol>
</blockquote>
The state universities employees hereby demand that;
<blockquote>
<ol>
<li>The purchasing power of State universities employees’ salaries be retained to the level of July 2018 salaries.</li>
<li>The employees demand that the employer makes urgent steps to attain the regional level salary scales as per the agreement of 2010.</li>
<li>The employer must urgently redress the salary disparity created in October 2019 (NDI/01).</li>
</ol>
</blockquote>
The above are employees’ demands. We are therefore giving notice to engage in a collective job action. The notice to strike is with effect from 23 November 2020.

FULL TEXT: Zim Universities' Intention To Strike

Government has told the Chinhoyi University of Technology (CUT) to close the institution amid reports that <a href="https://news.pindula.co.zw/2020/07/17/cut-lecturer-tests-positive-for-covid-19/" rel="noopener noreferrer" target="_blank">one of the lecturers at the university tested positive for coronavirus</a>.
The directive was announced in a media brief by the minister of Information, Publicity and broadcasting services senator Monica Mutsvangwa who said Zimbabwe cannot afford to be complacent in the face of the pandemic. She said:
<blockquote>Today the National <a href="https://healthtimes.co.zw/2020/06/16/justin-saz-reduces-certification-fees-for-smes-manufacturing-ppe/">Taskforce on COVID19</a> met and received reports from its Subcommittees and also deliberated on the following matters:
Additionally, following the recorded infection at the Chinhoyi University of Technology and in line with the guidelines for the re-opening of Universities and Colleges, The Taskforce resolved that the said institution undertake all necessary and sensible steps to close.
The Taskforce also received an update on the implementation of the World Health Organization Guidelines for Discharge of clients from isolation which has been implemented and this has decongested isolation and quarantine facilities.</blockquote>
CUT recently reopened for on-campus studies after they had been suspended in March when the country recorded its first coronavirus cases.
The government recently authorised tertiary institutions to reopen for last year students.

Govt Orders Chinhoyi University To Close As Lecturer Tests Positive For COVID-19

Students at the Chinhoyi University of Technology (CUT) have designed a COVID-19 contact tracing software dubbed Sotario.
The mobile application was designed by Information Technology students Munyaradzi Muneka (20), Alvin Kakomo (21) and Christopher Chinyamukobvu (20).
It gives the user room to enter names of his or her contacts and their locations and the Sotario protocol will generate public 19 red zones, which are areas the patient has spent a considerable amount of time and the application will then warn other users if one is entering a red zone.
Speaking at the launch of the mobile application and the unveiling of the COVID-19 Pandemic Information Dissemination cartoon magazine at CUT’s main campus, Vice President Kembo Mohadi said:
<blockquote>As the national task force chairperson on Covid-19, I’m delighted to launch the Covid-19 Contact Tracing Software and the Covid-19 Pandemic Information Dissemination cartoon magazine by the university that seeks to help address the challenges at hand.
… These efforts speak to the importance of the universities and the 5.0 education, which seeks to produce students that are innovative and industrial, is critical towards progress needed by our people.</blockquote>
VP Mohadi commended efforts by institutions and private players that are producing PPEs and capacitating health institutions and frontline staffers towards the fight against the coronavirus.

Chinhoyi University Of Technology Students Develop Contact Tracing App

Chinhoyi University of Technology (CUT) has reopened while other Zimbabwean universities are slated to reopen in the near future.
Students at CUT say the institution has adopted a raft of measures including regular temperature checks to curb the spread of the coronavirus.
Great Zimbabwe University (GZU) director of information and public relations Mr Anderson Chipatiso told Sunday News that the institution would start welcoming final year students from Monday (tomorrow.) Chipatiso said:
<blockquote>We start our phased reopening on Monday but it is specifically for students that are in their final year and in their final semester. We also have a few others that are doing practical subjects but our focus is on the graduating classes.</blockquote>
The University of Zimbabwe (UZ) is also set to reopen on Monday for final years in some faculties.
Lupane State University (LSU), which has been used as a quarantine centre, announced that reopening of the university for the final years has been further changed from 8 June 2020 to 15 June 2020 tentatively for the faculties of Agricultural Science and Humanities and Social Sciences.
Meanwhile, the National University of Science and Technology (Nust) in Bulawayo which has 3 students who tested positive for coronavirus has postponed learning until further notice.

Universities Reopen In Zimbabwe

Lovemore Chikova while writing for the Herald has said the COVID-19 Pandemic has proved that Zimbabwe can cut imports and reduce the imports bill.
Chikova also pointed fingers to the fact that universities were capacitated to produce some of the COVID-19 pandemic material which further shows that the government could cut the import bill further if they allow universities to take the lead in re-industrialisation.
Opined Chikova:
<blockquote>
Universities that suddenly came to life following the outbreak of Covid-19, rolling out manufacturing lines for materials for the prevention of Covid-19, should be a good example of how Zimbabwe can successfully promote local production.
Government could have spent millions of foreign currency importing the materials that the universities have been manufacturing.
Perhaps the major take-away from the efforts being done by the institutions of higher learning is that indeed it is possible for local industries to produce goods and services, instead of entirely relying on imports.
The work being done by the universities should be taken as the first steps for the country to push towards import substitution industrialisation, which is necessary to save the scare foreign currency.
What everyone has seen is the potential that exists within local universities of taking a lead in the re-industrialisation process through various innovations.
The innovation hubs that have been set up at most of the universities by President Mnangagwa should be further utilised to continue leading in research and development of concepts that can then be put to production lines in industries.
In fact, when the Covid-19 virus is finally taken care of, the momentum started by the innovation hubs should continue and be expanded so that industrial growth and manufacturing spread to other industries.
There is no reason why people should continue using rudimentary tools in their work, like in farming, when there are innovation hubs at universities that can produce tools which can be used efficiently for farm production.
The innovation hubs, for example, can come up with simple and small engine-powered tractors that even communal farmers can afford and use on their plots.
The authorities should ensure that they put everything in place so that after the fight against Covid-19, the re-industrialisation process kicks off in earnest.
The local universities should be able to partner with manufacturing industries for further development of their ideas into mass production of machinery.
There are also a lot of goods that are being imported for daily consumption, which can easily be manufactured locally, and these innovation hubs can lead in innovations that will translate into mass production of goods.
The production of Covid-19-related materials, which is going on at several universities, should be cascaded as an industrial development concept to industries in other areas.
This will contribute to the transformation of Zimbabwe into an upper middle income economy by 2030.
The manufacturing units set up at the universities should reflect the situation in other industries where manufacturing of goods locally should be a priority.
This is why the National Venture Capital Fund should be capacitated so that industries can get support to translate their innovations into mass production of equipment and other materials.
The National Venture Capital Fund is meant to provide venture capital financing to start-ups and small to medium enterprises with strong growth potential.
The informal sector, which is growing exponentially in Zimbabwe, also stands to benefit from this fund, which can provide capital for start-up industries.
What is unique about Zimbabwe’s informal sector at places like Siyaso in Mbare, Harare, is that a lot of experienced and qualified artisans have set up their projects there, and are producing equipment of high quality, albeit on a small scale.
The invasion of the informal sector by the qualified people follows the closure of some manufacturing industries in recent years, which left many qualified people jobless.
The people who drive the manufacturing in the informal sector are the same people who were producing goods of high quality in the formal manufacturing industries.
With the provision of access to capital, these artisans can still do the same high quality job they were doing for the industries.
If production by local industries is handled deliberately and purposefully as witnessed with the manufacturing of Covid-19 materials at the institutions of higher learning, then the country might soon be coming out of the import syndrome.
The manufacture of Covid-19 materials locally is a clear indication that there are many other goods which are being imported that can actually be produced in the country locally.
The venture by the institutions of higher learning provided a synopsis of the country’s capabilities in producing goods locally, given a deliberate strategy and clear manufacturing roadmap.
Chinhoyi University of Technology (CUT) has been manufacturing personal protective equipment, face masks and sanitisers.
The Harare Institute of Technology (HIT) announced it had developed a ventilator which it was testing before trials begin, with the potential of making 40 such gadgets per day.
HIT Vice Chancellor Engineer Quinton Kanhukamwe said a team of engineers at his institution were working on the ventilator, which they were improving.
The National University of Science and Technology (NUST) in Bulawayo is also making masks and has been roped in by the Government to do laboratory testing for Covid-19 specimens.
Great Zimbabwe University (GZU) launched a sanitiser production project that will supply the entire Masvingo province.
The Bindura University of Science Education is making sanitisers.
The Zimbabwe Defence Forces (ZDF) has chipped in with the production of face masks which are being used by security forces as they carry out their duties during the lockdown.
The Zimbabwe Republic Police (ZRP) also confirmed its capacity to produce face masks.
CAPS Holdings is producing paracetamol syrup and Vitamin C and multivitamin tablets.
If these efforts are properly harnessed and spread to other industries, Zimbabwe can emerge out of Covid-19 to become self-reliant, especially with regards to goods that can be manufactured locally.
Depending on imports even for commodities that can be manufactured locally has its own repercussions on the economy, and from now henceforth, the country should examine its advantages and potential in local production.
Just like the way Covid-19 jolted the country into realising the efficacy of self-reliance, let the economic problems facing the country spur the desire to mitigate some of the deficiencies through local production.
This means that local industries should be capacitated to produce competitive goods and services that cut the heavy dependence on imports.
Attraction of new technologies can help fast-track the revival and establishment of new industries that can produce goods, with the excess being exported.
Implementation of the Zimbabwe National Industrial Development Policy (2019-2023) blueprint should be accelerated, as it provides for the enhancement of the country’s manufacturing sector.
The policy’s broad aim is to make Zimbabwe self-reliant when it comes to the production of goods and services required on a daily basis.
The industrial development policy is premised on efforts to open the country for business, modernise, industrialise and promote investment.
What is important is also to develop linkages across key sectors of the economy such as agriculture, mining, manufacturing and services, which are all linked to industrial growth, and eventually self-reliance.

The Parliamentary Portfolio Committee on Higher and Tertiary Education, Science and Technological Development has said that it is conducting an inquiry into the recent fees increase by tertiary institutions.
While some students have secured the student loans, it is feared that a great number of students will this year defer their studies as they cannot afford the new fees.
The Progressive Teachers’ Union Secretary General, Raymond Majongwe, was invited to brief the committee on the impact of the increase.

FULL TEXT: Parliament Conducting An Inquiry Into Recent Fees Increase By Tertiary Institutions

Revision online has reported that an unnamed student at Chinhoyi University of Technology hacked into the institution’s database and altered his results and for other students.
The publication alleges that the accused used a free and open-source software known as SQLMap to find vulnerabilities in the exam software used by the school.
Authorities claim that the student demanded between $20-$80 USD from other students who wanted their results altered.
The student is reported to have altered his grade in a course he had failed back in December 2018 resulting in the unsuspicious university allowing the 20-year-old culprit to continue with his studies.
Revision online further rets that it is not clear how the accused was exposed.
