The Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, has accused some online publications of peddling falsehoods on strategic and operational matters at the Zimbabwe Broadcasting Corporation (ZBC) saying they are bent on tarnishing the image of the Government.
In a statement issued on Friday, 17 May, Muswere said the deployment of staff at ZBC is the responsibility of the organisation’s Board and Chief Executive Officer. He said:

The ministry wants to make it clear that the Board and the Chief Executive Officer are responsible for the management of the ZBC in accordance with the Public Entities and Corporate Governance Act. The deployment of staff at ZBC is therefore the responsibility of the Board and CEO.
I call upon all media practitioners to exercise their duties within the confines of Section 61 of the Constitution and the Cyber and Data Protection Act.
I also encourage the media to adhere to the ethics of journalism which include truthfulness, accuracy, authenticity and objectivity.

This statement comes after the ZBC Board on Tuesday, 07 May, announced the appointment of Charles Munganasa, a ZBC board member, as acting CEO.
Munganasa is the secretary for administration in the Masvingo ZANU PF Youth League.
He replaced Assael Machakata, the ZBC finance director who had been acting CEO since February following the suspension of Adelaide Chikunguru, who later resigned.
ZBC also announced the appointment of Merit Munzwembiri as the acting head of news and current affairs.
Munzwembiri takes over from Jackie Gwemende who replaced Robson Mhandu whose contract was not renewed when it expired earlier this year.
According to <a href="https://www.zimlive.com/article/zanu-pf-youth-leader-appointed-acting-zbc-ceo-acting-head-of-news-removed/">ZimLive</a>, the latest changes at ZBC were ordered by the Ministry of Information, Publicity and Broadcasting Services, which maintains a tight grip on the state broadcaster.

The appointment of a ZANU PF activist as acting ZBC CEO raises questions about the national broadcaster’s impartiality, especially after the government announced plans to raise US$100 million for the ZBC annually.
The Cabinet recently approved amendments to the Broadcasting Services Act which will compel motorists to buy radio licences from ZBC whenever they renew their vehicle licences.
If the amendments are passed by Parliament, it will become mandatory for motorists to first pay a US$92 annual licence fee for car radios before acquiring vehicle insurance cover or policy unless there is an exemption from the ZBC.

ZANU PF Youth Leader Appointed Acting ZBC CEO

The ruling ZANU PF has approached the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> accusing opposition political parties of fraudulent activities during voter registration processes in attempts to rig next year’s elections.
The ruling party is the one that has usually been accused of conniving with ZEC to manipulate electoral outcomes. The accusations resurfaced recently following the appointment, as ZEC commissioner, of Mrs Abigail Millicent Ambrose-Mohadi daughter to former vice president <a href="https://www.pindula.co.zw/Kembo_Mohadi">Kembo Mohadi.</a>
According to ZANU PF’s Masvingo youth league secretary Charles Munganasa, the party has already written to ZEC raising issues of electoral fraud.  
Munganasa, who was addressing journalists during a Zimbabwe Union of Journalists (ZUJ) press club discussion in Masvingo Tuesday, accused unnamed opposition political parties of busing rural supporters to urban areas. NewZimbabwe.com quotes him as saying:

As the ruling party we have registered our concerns with ZEC because the opposition was doing voter fraud since 2018. They were busing people from rural areas registering them in urban areas where you can find over 10 people registered under the same address because they know that rural communities are our stronghold.
ZANU PF is always ready for elections regardless of any plans by our detractors. We have been winning elections since the 90s and we will always win.

Opposition Citizens Coalition for Change (CCC) Masvingo spokesperson Dereck Charamba distanced his party from Munganasa’s claims, arguing they were “a new political outfit which respects the Constitution.” 
ZANU PF is targeting five million votes while the Nelson Chamisa led CCC is eyeing six million.
So far, just over 5.8 million people have registered to vote.
