<p>The Transport and Infrastructural Development has outlined the correct procedure for the notice of sale and disposal of vehicles. The Ministry said:</p>
<blockquote>
<p>NOTICE TO OUR VALUED MOTORISTS</p>
<p>Do you want to sell or dispose of your vehicle and you have been wondering what is the correct procedure for the notice of sale and disposal, worry no more because the Central Vehicle Registry department has all the answers to your questions in the following steps that outline the correct process:</p>
<p>1. Cut out the section of the notification that indicates the change of ownership from your vehicle registration book and submit it to CVR.</p>
<p>2. Obtain a stamped certificate or slip from the CVR to inform that the notification has been made.</p>
<p>3. Deregistration is done in the system once a notice of sale is done.</p>
<p>4. Complete the change of ownership. Previous owners who have sold their vehicles should inform the CVR so that they can receive a notice of sale.</p>
<p>**NB: It is important to follow the correct procedure of sale or disposal because it ensures legal compliance and a smooth transition of responsibility from the previous owner to the new owner.</p>

What You Need To Know About Sale Disposal Of Vehicles, Change Of Ownership

<p>The driver’s licence backlog has risen to more than 600 000, with the Central Vehicle Registry (CVR) failing to produce discs for drivers who passed tests as far back as 2019.</p>
<p>Transport and Infrastructural Development Minister Felix Mhona on Wednesday said his Ministry has put in place a strategic operational plan to clear using a phased approach that will see drivers who obtained licences between 1 January 2019 and 30 June 2019 getting the discs first.</p>
<p>Mhona also said the Ministry of Transport will soon launch a new national driving licence system that will see metal licences replaced by standard plastic driver’s licences linked to a database. He said:</p>
<blockquote>
<p>My Ministry has put in place a strategic operational plan to clear the backlog of 600 000 applicants waiting for their Driver’s Licenses to be printed and issued by the Central Vehicle Registry (CVR).</p>
<p>Given the huge backlog size, my Ministry will use a phased approach in order to avoid congestion at Central Vehicle Registry (CVR).</p>
<p>I am pleased to inform you that during the first phase, we will prioritize those with manual Certificates of Competency issued between 1 January 2019 and 30 June 2019.</p>
<p>Subsequently, other drivers on the backlog list will be informed through electronic and print media, on when they can visit their nearest CVR and Vehicle Inspectorate Department offices to have their biometric details and pictures captured into the system.</p>
<p>In line with Government’s decentralisation thrust, all drivers will collect their Licences from the nearest ZIMPOST Offices dispersed across the country.</p>
<p>Once the new Drivers’ Licence System is fully operational, all drivers who would have passed their Driving Competence Tests will be able to receive the new Licence within seven (7) days.</p>
<p>This convenience to our citizens comes from the automation processes and the instant printing capability of this highly secure plastic card.</p>

<p>Mhona said the plastic driver’s licences will meet the international standards of SADC, the Common Market for Eastern and Southern Africa (COMESA) and the East African Community and also allow more categories.</p>

Driver's Licences Backlog Rises To 600 000

<p>All vehicles that have not been licensed for a period of two years or more will be automatically de-registered from the Central Vehicle Registry (CVR) Database.</p>
<p>This was said by CVR and the Zimbabwe National Road Administration (ZINARA) in a joint statement issued on Sunday, 19 February. Reads the notice:</p>
<blockquote>
<p>The Central Vehicle Registry (CVR) and Zimbabwe National Road Administration (ZINARA) would like to inform the motoring public that all vehicles that have not been licensed for a period of two years or more will be automatically de-registered from the Central Vehicle Registry (CVR) Database.</p>
<p>In terms of The Vehicle Registry and Licensing Act Chapter 13:14 Section 12 Paragraph (c) and (d).</p>
<p><strong>The Registrar-</strong></p>
<p>(c) may, if according to his records, a registered vehicle has not been licensed or exempted for a period exceeding two years; or</p>
<p>(d) may, if he has reasonable grounds for believing that a registered vehicle is no longer required to be registered in terms of Section Six;</p>
<p>Cancel the registration of the vehicle concerned.</p>
<p>ONCE, vehicles have been de-registered, re-registration process will include:</p>
<ul>
<li>Clearance of outstanding vehicle licensing arrears</li>
<li>Police clearance</li>
<li>Certificate of Roadworthiness from the Vehicle Inspectorate Department (VID)</li>
</ul>
</blockquote>
<blockquote>
<p>To avoid de-registration of your vehicles, we appeal to our valued motoring public to comply by ensuring that their vehicles are properly licensed.</p>
<p>Failure to comply will result in the automatic de-registration of your vehicle from the Central Vehicle Registry (CVR) database.</p>
<p>Furthermore, kindly note that using a De-registered vehicle on Zimbabwe’s roads is a criminal offence.</p>

Central Vehicle Registry To De-register Unlicensed Vehicles

<p>The Zimbabwe Anti-Corruption Commission (ZACC) is conducting rapid compliance checks at the Central Vehicle Registry (CVR) offices around the country following allegations of massive corruption at the department in the issuing of number plates and licence discs.</p>
<p>In an interview with State media, ZACC spokesperson Chamunorwa Murava said ZACC is determined to eradicate all forms of corruption at CVR. Said Murava:</p>
<blockquote>
<p>The ZACC Compliance and System Review team is on the ground doing rapid compliance checks at the Central Vehicle Registry department. The exercise is thorough in light of the public outcry.</p>
<p>This process will help us come up with viable recommendations that will improve efficiency at the department.</p>
<p>Once the exercise is complete, we will issue a statement on the findings and recommendations.</p>
</blockquote>
<p>The acting permanent secretary in the Ministry of Transport and Infrastructural Development Amos Amos said:</p>
<blockquote>
<p>So far 7 759 number plates in total have been issued, the CVR has issued 3 492, ZIMRA 1 680 and ZimPost 2 587.</p>
<p>We are targeting 1 500 per week until April 2022 when plate material stocks are exhausted.</p>
<p>We are ordering more material in March 2022 to cover the remainder of the year.</p>
</blockquote>
<p>CVR employees are accused of demanding bribes and this has caused unnecessary delays in the issuing of the plates.</p>
<p>On 15 January, the Zimbabwe Republic Police (ZRP) launched an operation targeting unlicensed and unregistered motor vehicles and as of Friday, about 20 000 arrests had been made.</p>

ZACC "Camps" At Central Vehicle Registry

<p>The Central Vehicle Registry (CVR) will be working during the weekends for the issuance of number plates to motorists who had already submitted their applications.</p>
<p>In a statement, the Ministry of Transport and Infrastructural Development (MTID) said this is being done to clear the current backlog.</p>
<p>The CVR will be working on both Saturdays and Sundays from 8 AM to 3 PM. The statement read:</p>
<blockquote>
<p>The Ministry of Transport and Infrastructural Development wishes to advise the motoring public that CVR will be working over the weekends for the issuance of number plates to motorists who had already submitted their applications at CVR in order to clear the current backlog.</p>
<p>CVR will be operating from 08.00 hours to 15.00 hours on Saturday and Sunday.</p>
<p>For new applications, motorists are advised to use our agencies that is Zimpost and ZIMRA countrywide.</p>
</blockquote>
<p>This comes after Transport Minister Felix Mhona toured CVR head office in Harare early this week amid indications that there is a huge backlog in both the issuance of driving licence discs and vehicle number plates dating back to 2018.</p>
<p>Speaking after the tour, Mhona vowed to ensure that number plates are issued expeditiously to those who applied for them. He said:</p>

<p>I visited the CVR offices to understand why people are failing to get number plates on time.</p>
<p>As the Second Republic, we are saying we have enough plates in stock and no one should pay extra money to get them.</p>
<p>I am concerned that some motorists who applied for number plates last year are yet to receive them, but some who applied recently already have the number plates.</p>
<p>We are going to decisively deal with this issue.</p>

Central Vehicle Registry To Work During Weekends

<p>Transport and Infrastructure Development Minister Felix Mhona said the Central Vehicle Registry (CVR) has adequate number plates in stock.</p>
<p>Mhona said his ministry fully supports the ongoing Zimbabwe Republic Police (ZRP) operation targetting unlicensed, uninsured and unregistered motor vehicles.</p>
<p>He indicated that on Tuesday he will visit the CVR to understand the challenges they are facing in issuing numbers plates. Said Mhona:</p>
<blockquote>
<p>The issue of vehicle number plates has become topical and I want to take this opportunity to inform the nation that we have adequate number plates in stock.</p>
<p>Issues of order are important in every jurisdiction and as a Ministry, we fully support the blitz by law enforcement agencies on unregistered cars which are largely contributing to the high crime rate in the country.</p>
<p>We don’t tolerate corruption in the issuance of number plates and tomorrow I will visit CVR to understand the challenges they are facing in issuing numbers plates.</p>
<p>There is no need for the public to pay extra money to get the plates.</p>

<p>In a statement on Monday, the Police said 2 238 motorists have been arrested since the operation was launched on Saturday.</p>

Minister Allays Fears Of Vehicle Number Plates Shortage

<p>The government has released vehicle registration and licencing fees in a government gazette that was published today. The SI shows some of the items on the list which are pegged in ZWL but vehicle registration is pegged in USD.</p>

<p>Police have reported that they are looking for a blue Honda Fit that was used in an armed robbery this month along Harare-Mutare road.</p>
<p>Posting on Twitter, Zimbabwe Republic Police said:</p>
<blockquote><p><strong>Police are looking for a blue Honda Fit registration ADX 4115 which was used in an armed robbery where 3 unknown men stole a cellphone &amp; a laptop at knifepoint on 13/2/20 along Hre – Mutare road near Ruwa.</strong></p></blockquote>
<p>Reports of armed robbery incidents have been increasing in the country with some attributing the increase to the deteriorating state of affairs.</p>
<p>Meanwhile, one social media user accused the police of being less competent and less serious adding that the number could be easily accessible at the Central Vehicle Registry where number plates are issued.</p>

<p>Mr Aleck Ncube, one of the senior officers manning the National University of Science and Technology (NUST) Innovation Hub who is also an intellectual property expert has said that vehicle number plates can be made locally.</p>
<p>His remarks come after the Cabinet last week task innovation hubs to find solutions to the teething issue. He said:</p>
<blockquote><p><strong>The problem of vehicle number plates can be addressed locally. These can be easily produced here at home instead of importing. The only issue is about the security system or features of the number plates, which requires us to invest in developing capacity and competency of local industry to produce them.</strong></p></blockquote>
<p>There is a number plate backlog at the Central Vehicle Registry which authorities attribute to the scarcity of foreign currency needed to import the plates.</p>
<p>Briefing reporters last week, Minister of Information, Senator Monica Mutsvangwa said that Cabinet was confident that the move to produce number plates locally will ease the current shortages being experienced in the country and will also create employment.</p>

Calls For Local Production Of Vehicle Number Plates To Clear Backlog Intensify

ZIMRA Releases List Of Vehicles Imported Under Unclear Circumstances, Check Yours

<p>The government has engaged a German company for the production of vehicle number plates. The deal, if successful, is expected to reduce costs by 50 per cent.</p>
<p>The deal will also entail the setting up of manufacturing plants in each of the country’s 10 provinces. As such, each province will have a unique identification of the plates. The envisaged plates will cost $65, significantly lower than the current $80.</p>
<p>This development comes as the Central Vehicle Registration (CVR) has failed to meet the demand for vehicle plates.</p>

German Firm Contracted To Manufacture Vehicle Plates, In Every Province

<p>The government has with immediate effect changed number plate regulations. The changes have been necessitated by the shortage of number plates. A statement released by the Central Vehicle Registry reads in part:</p>
<p>With effect from today, 26 February 2019 all vehicles changing ownership shiold maintain current plates, what only changes is the new registerd book with details of the new owner.</p>
<p>This functionality has been enabled in the system. The motorist pays $15 and get a registration book only with new owner details. The number plates and third plates remain the same and no plates will be surrendered. All other requirements remain unchanged.</p>

CVR Changes Number Plate Policy Due To Acute Shortages

<p>The Central Vehicle Registry (CVR) has run out of vehicle registration plates, with a few available at post offices outside Harare.</p>
<p>This means those who used Harare addresses when they purchased their vehicles cannot access the remaining plates. When contacted for a comment by The Herald, Vehicle Inspection Department (VID) director Mr Johannes Pedzapasi confirmed the shortage, but refused to comment further, saying Government would issue a statement at the appropriate time. The Herald could not get a comment from Transport and Infrastructural Development Minister Joel Biggie Matiza and his deputy, Advocate Fortune Chasi.</p>

<p>The Minister for Transport and Infrastructural Development Joel Biggie Matiza revealed that the number of vehicles registered by the Central Vehicle Registry (CVR) this year rose by 34 per cent.  The number of driver’s licences processed by the same institution went up by 12 per cent compared to last year.</p>
<p>Minister Matiza said this in a speech read on his behalf by his deputy, Advocate Fortune Chasi, during the eighth annual Central Vehicle Registration (CVR) Workers of the Year Awards celebrations and end-of-year Christmas party in Harare last week.</p>
<blockquote><p>During the course of this year, the department managed to produce 91 878 metal driver’s licences against a target of 80 000 and it registered 113 267 vehicles against a target of 70 000 vehicles.</p>
<p>Driver’s licence production rose by about 12 per cent over last year’s performance where it produced 82 058 driver’s licences while the number of registered vehicles went up by about 34 per cent from 84 674 for last year.</p>
<p>… However, I am concerned about the backlog on driver’s licences and the waiting period of five months before one can get his or her driver’s licence. It is therefore important that the contract to implement the Zimbabwe Transport Management Information System (ZIMTIS) will begin to see its rapid implementation.</p>
<p>We have great faith in this massive computerisation programme, which in some circles is regarded as a game changer that fits in well with Vision 2030 and as anchored on the Transitional Stabilisation Programme (TSP) 2018-2020. It remains my hope and belief that everyone will redouble their efforts to bring about the desired change for the benefit of our clients.</p></blockquote>
