Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi has said the Government is considering regulating political parties to ensure that they are “organised”.
Speaking in a recent interview with <a href="https://www.chronicle.co.zw/government-mulls-regulating-political-parties/">State media</a>, Ziyambi said it may become necessary to bar political parties without structures from contesting in national elections.
This comes after the “structureless” opposition CCC party led by Nelson Chamisa recently recalled 15 MPs, 9 senators and 17 councillors.
The recalls were initiated by CCC member <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a>, the party’s self-declared interim secretary-general, even though the party does not have such a position as it doesn’t have structures.
Ziyambi said the “endless” recalls by the opposition are a drain on the fiscus as the Government is forced to divert funds towards financing by-elections. He said:
<blockquote>
I think going forward we need to have a discussion, and conversations to ensure that political parties are registered. They deposit their constitution and show that they are organised.
The situation that exists now is that we have had political parties that would just sprout towards elections.
You have a coalition of individuals with no structure that is recognised and soon after elections they start fighting.
You can’t tell who is who, and perhaps what needs to be discussed is that let us have proper political party registration so that all those parties without structures will not be able to contest.

ZANU PF rarely recalls its elected officials but the opposition has seemingly developed a culture of recalling members.
After the 2013 elections, MDC-T recalled 21 MPs including former Finance Minister Tendai Biti after a group of legislators had called for leadership renewal within the party.
In the post-2018 elections, the MDC-T recalled dozens of MPs and councillors following a leadership dispute.
Ziyambi argued that the Government is forced to divert resources whenever there are recalls and as a result, money that should have been used for developmental programmes is channeled towards elections. He said:

The Constitution and the Electoral Act state that when a vacancy occurs within 90 days we must go for an election.
And when we go for an election, the Zimbabwe Electoral Commission must deploy people to do all the necessary preparations and this is an unnecessary expenditure that has to be borne by the taxpayers.
That money could have been used for development projects. We could put this money to good use such as improving the road to Victoria Falls and paying our contractor.
We now have to satisfy the constitutional requirements which require that we conduct by-elections within 90 days and mind you we are just coming from another election.
</blockquote>
Meanwhile, Constitutional lawyer Lovemore Madhuku has called for the removal from the Constitution the clause that parties can recall members. Said Madhuku:

… the problem is not within opposition parties, but the Constitution and that clause should be removed.

Structureless Political Parties May Be Barred From Contesting National Elections

The Citizens Coalition for Change (CCC) has said vetting for aspiring Members of Parliament has been completed with the party having received over 2 000 nominations.
Giving an update on the candidate selection process, CCC deputy national spokesperson, Gift Siziba also said more than 10 000 people who have been nominated to be councillors. <a href="https://cite.org.zw/ccc-says-over-40k-nominations-received-for-aspiring-candidates/">Siziba said</a>:
<blockquote>
We have had an overwhelming subscription from different Zimbabweans. We have more than 10 000 people who have been nominated to be councillors who are currently going through vetting.
… We received more than 36 000 forms for the nomination of the Presidential candidates and President Nelson Chamisa was nominated overwhelmingly, it’s impressive for us, we are very happy with the subscription.

Siziba denied reports that CCC was failing to get candidates in some rural areas.
He said people are willing to represent the party “in deeper parts of the country like Uzumba, Chiredzi, Mwenezi where traditionally the Democratic alternatives had problems.”
CCC moved away from the traditional primary elections and adopted the candidate nomination process which is being conducted by an independent body, the Citizens’ Independent Candidate Selection Panel (CISP).
The process has four stages, namely candidate nomination, candidate vetting, candidates’ caucuses and declaration of successful candidates.

CCC Says Vetting Of Parliamentary Nominees Completed

Citizens Coalition for Change (CCC) leader Nelson Chamisa has claimed their political opponents are trying to infiltrate the party’s ongoing candidate selection process.
Chamisa said the selection process, which is now at the vetting stage, will be thorough and meticulous to prevent infiltration by ZANU PF members. Said Chamisa:
<blockquote>
Citizens win big. The doctrine of strategic ambiguity and a structureless structure working very well.
The other side’s investment in infiltration is huge, they are quaking and sweating!
Our Candidate credentials and track record vetting will be thorough and meticulous.
</blockquote>
On Thursday, CCC said the candidate selection process is transparent and will produce the right candidates to represent the party in upcoming general elections. The party said:

We have set up a robust and transparent process that will make sure that only the best candidates will represent us.
Nominated candidates are currently undergoing a rigorous, meticulous and thorough vetting process.
Candidates’ professional expertise, community and ethical standing, political history and record, and loyalty to the struggle among other factors will be considered to assess their suitability for legislative and administrative positions.
</blockquote>

Chamisa Claims His "Structureless Structure" Has ZANU PF Quaking

The opposition CCC says it will not be pressured into forming party structures because the formations are “old fashioned”.
CCC was formed in January 2022 but up to now, the Nelson Chamisa Chamisa-led party has no identifiable structures.
ZANU PF spokesperson Christopher Mutsvangwa on Thursday told journalists in Harare that CCC has failed to build up support ahead of elections because it does not have structures.
Mutsvangwa also said CCC will split as soon as they hold a congress, just like what happened with the MDC. <a href="https://www.newsday.co.zw/local-news/article/200007092/structures-old-fashioned-ccc">NewsDay</a> quoted Mutsvangwa as saying:
<blockquote>
We (ZANU PF) are going through all the processes to ensure that we are ready for elections. We believe in openness.
Our party is an open field, unlike other parties that complain that they are being constrained by ZANU PF. Surely, we cannot stop them from having a congress.
They are afraid that if they go through that path, they will split again. They have run out of the alphabet splitting; from MDC this, MDC that, now they are going for triple C. Soon they will be going for quad C, decimate C and so on.

In response, CCC deputy party spokesperson Felix Mafa Sibanda told NewsDay that the party will not take advice from ZANU PF on how to successfully run their affairs. Sibanda said:
<blockquote>
ZANU PF is worried about a non-event. A party is made up of people; a party without membership is useless.
We have members all over the country and the members are the structures. Who needs structures, they are old-fashioned.
We don’t see why ZANU PF should worry about us to say we should have structures. Why are they interested?
We have people throughout the country, we will win without structures, and we have structures that we know ourselves — these are the people, the membership.

Political analyst Rejoice Ngwenya believes it is imperative for CCC to come up with an administrative and political framework to ensure the effective mobilisation of voters. Ngwenya said:
<blockquote>
The old political order is to have a structure that starts from the lowest administrative element up to the presidential level.
It now depends on the way they want to present their brand. So my humble submission is that as a party, it is difficult to mobilise and organise if you don’t have an identifiable administrative and political entity.
Effective mobilisation is based on identifiable administrative and political entities. So it’s important that they have those.
CCC might not have a structure officially, but I think there is a need for some administrative and political framework for mobilising funds, votes and seeking representation at leadership level.

Structures Are Old-fashioned, We Don't Need Them - CCC

Citizens’ Coalition for Change “Change Champion in Chief” Nelson Chamisa has brushed off suggestions that his party has no structures saying those who do not know about them are not part of the movement.
Speaking to <a href="https://www.newzimbabwe.com/ccc-has-existing-structures-chamisa-responds-to-opposition-critics/">NewZimbabwe.com</a> after the burial of journalist Abigail Gamanya in Harare on Thursday, Chamisa said genuine CCC members know the party’s structures. He said:
<blockquote>
Who said the party does not have structures? There is a difference between saying the party has no structures and saying that we do not know the party structures.
If you do not know then you are not part of the family, but those who are part of the family know that you cannot exist in form and shape without a structure.
</blockquote>
Among CCC’s most vocal critics are self-exiled former cabinet minister, Jonathan Moyo who went as far as saying the government should outlaw the opposition party for operating without structures.
Moyo likened CCC to a secret society or terrorist organisation saying it was a threat to national security and therefore should not be allowed to participate in national elections.
CCC officials, including Chamisa himself, have previously told supporters that establishing structures across the country would open the party up to infiltration by ZANU PF and State agents ahead of elections in 2023.

CCC Has Structures, Says Chamisa

The opposition CCC says it will not be forced to reveal its electoral strategies and structures by critics but will do so at the appropriate time.
Speaking during an interview on Alpha Media Holdings Heart and Soul TV (HStv)’s “FreeTalk” with Blessed Mhlanga, CCC interim spokesperson Fadzayi Mahere said:
<blockquote>
Obviously, it’s a fallacy that CCC is a one-man band. On the contrary, what our six months lifespan has shown us is that it is a broad-based citizens’ movement that has defied all the odds.
No party that is not organised can win elections the way we have been winning, and winning so decisively.
We will launch our party and all its leadership will be made public. What Chamisa has said time and again is that this party is yet to launch.
Our politics is not business as usual. We saw how ZANU PF created its formation, and how the MDC set itself up and that didn’t work.
It is time to start doing things differently and to depart from the old ways. I think the fallacy that exists in the discourse at the moment is that the only way to structure a political party is how ZANU PF is structured.

CCC was unveiled in February this year after MDC-T leader Douglas Mwonzora claimed the MDC name and all its derivatives ahead of the March 26 by-elections.
The party has been heavily criticised on social media by ZANU PF supporters, self-exiled former ZANU PF Politburo member Jonathan Moyo and journalist Edmund Kudzayi, among others, for lack of structures and a party constitution.

CCC Will Not Be Pushed By Critics - Mahere

CCC leader Nelson Chamisa said the clamour by some critics for the party to have formal structures before the 2023 elections has nothing to do with the citizens’ agenda and therefore a non-issue.
Speaking in an interview with The NewsHawks recently, Chamisa said CCC is introducing a new brand of politics that puts citizens first. He said:
<blockquote>
It is a dead issue, a non-issue really. We are introducing fresh politics and new culture and, of course, it will have a new structure carrying within it new strategies.
Those who believe in old ways will get lost in locating the new us.
The new is centred around the citizens. This is not from the ordinary citizens, but from other quarters and those quarters are detached from reality and those quarters are detached from citizen struggles.
… I don’t have a political party, l lead a movement of the citizens. In my leadership of the citizen movement, we are not panicking but concerned. We will be able to deal with these issues.
</blockquote>
Some political commentators say CCC should have solid structures for it to seriously compete with ZANU PF and also show that it is ready to govern.
Self-exiled former ZANU PF politburo member Jonathan Moyo has been one of the most vocal proponents of structures and has suggested that CCC should be banned from contesting elections if it doesn’t have formal structures.
