The opposition Citizens Coalition for Change (CCC) party’s Chief Administrator, Jameson Timba, on Friday, 23 May, announced a shadow cabinet comprising 16 Shadow Ministers and their deputies.
In a statement, CCC said the responsibilities of the Shadow Ministers and their deputies include holding the government accountable and promoting alternative policies and ideas, among others. Said CCC:

Their key responsibilities include holding the government accountable by scrutinizing the government’s policies and actions, developing and promoting alternative policies and ideas, serving as spokespeople for the party, articulating our values, principles, and positions on key issues, participating in parliamentary debates, and communicating the party’s message and policies to the public through media appearances, speeches, and other events, among other key responsibilities.

FULL LIST: CCC Shadow Ministers And Deputy Ministers

A faction of the opposition Citizens Coalition for Change (CCC) linked to the party’s former leader Nelson Chamisa on Friday, 24 May, announced a 16-member shadow Cabinet.
The announcement was made by the party’s chief administrator Jameson Timba who assumed the leadership role of the CCC after Chamisa abruptly quit the party in late January this year claiming the opposition outfit had been hijacked by ZANU PF.
Speaking during a press briefing in Harare yesterday, Timba said the CCC shadow cabinet was a product of the Citizens National Assembly. He said (via <a href="https://www.newsday.co.zw/local-news/article/200027386/ccc-names-shadow-cabinet">NewsDay</a>):

The Citizens National Assembly saw it wise that the key pillars and the agendas of our voices in Parliament are to push for electoral and political reforms in the country so that once we address the fundamental problem that this country is facing, the symptomatic social and economic problems are to be attended to.
The country is facing a crisis of governance borne out of a cycle of disputed elections. This has led to a crisis of confidence where the people of Zimbabwe do not trust those who have put themselves in the seat of governance.

He stated that by appointing a more streamlined 16-member shadow cabinet, the CCC demonstrated its commitment to maintaining a lean government when it attains power, thereby avoiding wasting national resources on a bloated cabinet. Said Timba:

The core belief of the CCC is that we must have a small government so that resources are channelled where they are required as you are aware the current ZANU PF is made up of 25 ministries and we believe that government is too big. Our alternative government is a reflection of our positions vis a vis the current government.

Some of the CCC Members of Parliament (MPs) who were appointed to the shadow Cabinet are Shakespear Hamauswa (Defence &amp; Liberation Veterans Affairs), Joanah Mamombe (Environment, Climate, Tourism, Hospitality &amp; Wildlife Management), and Daniel Molokele (Health &amp; Child Care).
The shadow cabinet is a crucial feature of the Westminster system of government and consists of a senior group of opposition spokespeople.
Normally, each member of the shadow cabinet mirrors or “shadows” the positions of individual members in the government’s cabinet.
While shadow ministers have no executive power, they scrutinise the policies and actions of the government, offer alternative policies and act as a counterbalance to the ruling party.

CCC Names 16-member Shadow Cabinet

Award-winning journalist Hopewell Chin’ono who was arrested three times in six months two years ago for allegedly communicating falsehoods and incitement to public violence charges, has urged CCC leader Nelson Chamisa to appoint a shadow cabinet.
A shadow cabinet is composed of members of the main opposition party and is responsible for holding the Government to account and for developing and disseminating the party’s policy positions.
The members of a shadow cabinet shadow or mirror the positions of each individual member of the Cabinet.
Posting on X, Chin’ono said Chamisa should pick competent people able to articulate issues and show the electorate that the opposition party can provide “a credible alternative driven by competent people”. He wrote:

t is my considered view that the monumental problems that Zimbabwe faces today now require the main opposition CCC to appoint a shadow cabinet from its parliamentary cohort.
Someone needs to articulate healthcare issues, corruption issues, energy sector issues and so on.
You can’t have anyone and everyone speaking on what they choose to speak on any given day.
Since they are having their parliamentary committees organised, a shadow cabinet is critical because it shows that they are a credible alternative driven by competent people.
In the past the opposition has appointed people who have failed to articulate issues and were just there carrying titles that they don’t know how to use, this must change…
It is important that shadow ministers appointed by CCC are able to articulate such issues with easy clarity.
ZANU PF must be made to account for its actions daily, this hasn’t been happening, slogans are not enough.
What is needed is substance that is explained with clarity and easy to understand for the ordinary citizens…
The opposition must give confidence to business, churches, civil society, students, the international community and the media that it is capable and not another Chakwera if it wants to be taken seriously.
This can only be done through a shadow cabinet, we await and hope that the wait will not be in vain.
Opposing a bad system doesn’t make you a democrat, how you run your affairs is what makes you a democrat or an autocrat!

Lazarus Chakwera who has been the President of Malawi since 2020. He was elected President amid high expectations that he would put Malawi on a development trajectory but critics say he has failed dismally.
According to a report by <a href="https://www.maravipost.com/reverend-lazarus-chakwera-malawis-worst-president-with-appetite-for-flying/">Maravi Post</a> on 10 September 2023, Chakwera, who was elected President of Malawi in June, has an insatiable appetite for flying and globetrotting while his compatriots wallow in abject poverty.
Chakwera has already spent at least 167 days outside the country out of the total 1095 days he has been in power, according to the report.

Appoint A Shadow Cabinet, Hopewell Chin'ono Advises Chamisa

The opposition CCC has reportedly identified the country’s next Chief Justice and Reserve Bank of Zimbabwe (RBZ) Governor if the party wins the 2023 elections.
On Friday, CCC appointed a team comprising its recently elected MPs to “overshadow” government ministries in Parliament.
NewZimbabwe.com reported a CCC source as saying the team “is not a shadow cabinet because when you shadow you are following.” Added the source:

This team will overshadow, that is, to dominate and outshine ZANU PF in Parliament by demonstrating our readiness to govern and articulating alternative policies.
It should also be emphasised that these roles are only limited to parliament; the party positions will be announced in due course.
We are ready to govern and even ZANU PF knows that; I can also reveal that we have since identified a new Chief Justice for the country and a new head of the Reserve Bank of Zimbabwe.

On Saturday, CCC deputy party spokesperson Gift “Ostallos” Siziba said the parliamentary appointments were not a shadow cabinet. He said:

It’s a clear distortion of the facts. The CCC has made parliamentary deployments for representatives to speak on parliamentary issues with specific focus areas including labour, finance, local government, foreign affairs and other portfolios.
We have done this specifically to make sure that we have delegated responsibilities and spokespersons on particular issues in parliament.
There is no such thing as a shadow cabinet. We are going to announce an alternative government, and it won’t just be limited to people who are in parliament but there will be experts who will help CCC to govern in 2023.

CCC was launched early this year by former MDC members after MDC-T president Douglas Mwonzora blocked them from using the MDC Alliance name.

"CCC Has Already Identified Next Chief Justice, RBZ Governor"

Citizens Coalition for Change (CCC) leader Nelson Chamisa on Saturday denied he has named a shadow cabinet.
On Friday, Chamisa wrote a letter to the Speaker of the National Assembly, Jacob Mudenda, in which he named 17 MPs he said would “shadow the substantive ministry”.
Chamisa said the appointments were merely point-persons in the various portfolio committees in parliament.
In a statement, CCC deputy party spokesperson Gift “Ostallos” Siziba said Chamisa was yet to name an “alternative government.” Said Siziba:

Chamisa is under pressure from erstwhile ZANU PF members and some political commentators to create “structures” for the CCC ahead of elections in 2023.

Chamisa Denies Appointing A Shadow Cabinet

Self-exiled former ZANU PF Politburo member Jonathan Moyo says the appointment of a shadow cabinet by Citizens Coalition for Change (CCC) leader Nelson Chamisa on Friday shows that the opposition party is a puppet of the West.
On Friday, Chamisa appointed his first ever shadow cabinet under his newly constituted party despite having no formal structures.
This comes after Professor of World Politics at SOAS, University of London, Stephen Chan, who met Chamisa during his recent visit to Zimbabwe, <a href="https://twitter.com/DrStephenChan/status/1546359525653073920">urged</a> the opposition party to name a shadow cabinet because “certainly the West NEEDS to know WHO is in the front bench… of what should be projected as a government-in-waiting”.
Posting on Twitter this Saturday, Moyo argued that by naming a shadow cabinet, Chamisa was simply doing the West’s bidding. <a href="https://twitter.com/ProfJNMoyo/status/1548031428444557314">He said:</a>

Responding on Friday night to Chamisa’s move to name a shadow cabinet, Chan <a href="https://twitter.com/DrStephenChan/status/1548042765258203138">tweeted:</a>

I am very happy he has done this. During our meeting, and in some of my media interviews while in Zimbabwe, I stressed the need for the West to know with whom it would be dealing, portfolio by portfolio, in the event of a 2023 CCC electoral victory.

CCC deputy spokesperson Gift Siziba told <a href="https://www.newsday.co.zw/2022/07/chamisa-names-shadow-cabinet/">NewsDay</a> on Friday that the appointment of a shadow cabinet had nothing to do with establishing formal structures but the party was only following Parliament rules. Siziba said:

Parliament requested us to deploy legislators that would work with specific ministries. This has been the tradition.
That’s why we have deployed 19 of them to be working with Parliament’s specific line ministries.
In terms of structures, the party is not yet launched. Once we set a date for the launch, we will announce it.
We are building the movement from below. Our focus at the moment is on how we register young people to vote and mobilise society towards change

"Puppeteer Directs, Puppet Implements", Jonathan Moyo Speaks On CCC Shadow Cabinet

CCC leader Nelson Chamisa on Friday named a shadow cabinet despite the opposition party having no formal structures.
A shadow cabinet is made up of senior members of the main opposition party who act as spokespeople for the opposition in specific policy areas.
Chamisa named one of his deputies Tendai Biti, as the shadow minister of Finance and Economic Development.
In correspondence to the Speaker of the National Assembly Jacob Mudenda, Chamisa wrote:

This serves to inform your office that Hon Prosper C. Mutseyami shall be the party chief whip and he will be deputised by Sichelesile Mahlangu.
The party has also made the following appointments to shadow the substantive Ministry.
The shadow cabinet members are Tendai Biti (Finance and Economic Development), Chalton Hwende (Defence and War veterans), Willias Madzimure (Industry and Commerce), Susan Matsunga (Women’s affairs, Community, Small and Medium Enterprises Development) and Judith Tobaiwa (Health and Child Care)…
Other members of the CCC shadow cabinet include Fani Munengami (Primary and Secondary Education, Higher and Tertiary Education, Innovation, Science and Technology Development), Happymore Chidziva (Youth, Sport, Arts – and Recreation), Wellington Chikombo (Local Government and Public Works), Eric Murai (Lands, Agriculture, Fisheries, Water, Climate and Rural Resettlement, Johnson Matambo (Environment, Climate Change, Tourism and Hospitality Industry) while Settlement Chikwinya was named as Transport and Infrastructure Development shadow minister.

Chamisa named Bulawayo legislator Kucaca Phulu as Justice Legal and Parliamentary Affairs shadow minister, Murisi Zwizwai (Mines and Mining Development), Prince Sibanda (Information Communication Technology, Postal and Courier Services) and Dickson Tarusenga (Energy and Power Development).
He also appointed Godfrey Koster to be the Caucus Secretary for the CCC party in the National Assembly.
