Opposition leader Nelson Chamisa’s Blue Movement is using Citizens Coalition for Change (CCC) structures to galvanise his support base.
Former CCC Members of Parliament Amos Chibaya and Gift Siziba have been holding rallies across the country updating the party’s grassroots supporters on the state of the new political movement which will have blue as its colour.
Chibaya and Siziba notified the police of their intentions to hold a rally at Mkoba Golf Course, Mkoba North Constituency in Gweru on Sunday, 10 March.
They applied to hold the rally using the CCC name and structures. Speaking to <a href="https://www.newsday.co.zw/local-news/article/200024220/chamisa-turns-to-ccc-structures">NewsDay</a>, Siziba said:

Police have banned our rally in Mkoba which was slated for this afternoon on the basis that there was not sufficient information about the venue when the letter clearly stated that it will be held at Mkoba 4 Golf Course.
</blockquote>
According to a letter dated 09 March 2024, addressed to “The Convener, CCC Midlands Province”, by the Officer Commanding Police, Gweru Urban District, Chief Superintendent T.B Gumpo, the rally could not go ahead “in the interest of public safety.”
Chief Superintendent T.B Gumpo said that the convener did not specify the venue for the rally and that there was a real threat of violence breaking out.
Speaking to NewsDay, political analyst Rashweat Mukundu said Chamisa’s political movement might be thwarted given the “politicised Judiciary”. Said Mukundu:

We are aware of the fact that we have a hugely politicised and ineffective Judiciary of course (it) can be abused for the political gain of ZANU PF but even stretching this far makes a mockery of our Judiciary and political systems.
The way forward for Chamisa is to launch a new party that tries to be foolproof from ZANU PF infiltration and the likes of Tshabangu.
What we are seeing more broadly in the political space in Zimbabwe is undermining of the democratic political practices in the sense that you cannot have impostors like Tshabangu who never campaigned for CCC and are not known come out and claim that they are leaders. 
Regardless, the opposition forces must maintain pressure on ZANU PF, must maintain mobilisation and hopefully be in a position to contest again.

Chamisa's Key Allies Turn To CCC "Structures"

Police in Gweru have blocked the opposition CCC party from holding a rally in Mkoba North Constituency, saying the convener did not specify the venue for the rally and that there was a real threat of violence breaking out.
According to a letter dated 09 March 2024, addressed to one Tonderai Chorira, by the Officer Commanding Police, Gweru Urban District, Chief Superintendent T.B Gumbo, the rally, which was scheduled to take place this Sunday, could not go ahead “in the interest of public safety.” Part of the letter reads:

This office acknowledges receipt of your notification to hold a Mkoba North Citizens rally on 10 March 2024 at the Golf Course.
Note that you did not specify the venue of the intended rally in your notification hence your notification falls short of the information required.
In addition, there is a real threat of violence erupting as a result of clashes between the supporters of the speakers and another group claiming to be from the same organisation as yours who are indicating that the speakers should not continue using the logo of the party which recalled them.
In the interest of public safety, this office is advising you not to proceed with the rally.
</blockquote>
CCC has split into at least three factions since Sengezo Tshabangu, posing as its Interim Secretary General, seized control of the party in October 2022.
Tshabangu has since recalled scores of CCC MPs and Councillors, and he has sought, through the courts, to bar the recalled members from using the CCC logo.

Police Block CCC From Holding A Rally In Mkoba North

A Citizens Coalition for Change (CCC) rally scheduled for Sunday in Cowdray Park suburb, Bulawayo, has reportedly been cancelled to pave the way for a ZANU PF rally.
The CCC leader Nelson Chamisa was expected to grace the rally to drum up support for the party’s candidates in the 09 December by-election, but the rally will not happen today.
Instead, Vice President and ZANU PF second secretary Constantino Chiwenga will address party supporters in the suburb to drum up support for party candidates Arthur Mujeyi and Kidwell Mujuru.
Mujeyi is standing in for the national assembly while Mujuru is running for Ward Six council seat in next weekend’s by-elections.
The CCC rally was expected to be held at a popular meeting point known as “eboosteni”.
The opposition party had notified the police on 28 November 2023 as required under the MOPO Act and the rally was expected to take place from 12 noon to 2 PM.
Speaking to <a href="https://cite.org.zw/police-block-ccc-cowdray-park-rally-to-pave-way-for-zanu-pf/">CITE</a>, CCC National Assembly candidate Pashor Sibanda said on Saturday, the police notified them their rally had been cancelled to pave the way for ZANU PF’s rally. Said Sibanda:

The Police have cancelled our by-election rally which was scheduled for tomorrow (Sunday). They have cancelled because ZANU PF has also scheduled their rally at the same venue.
</blockquote>
Contacted for comment by CITE, ZRP spokesperson, Assitant Commissioner Paul Nyathi said he was not aware of the scheduled rally. He said:

As far as we are concerned here, we are not aware of the so-called rally. As far as I am concerned, we don’t have any information at national level because these are the issues handled at local level or at district level and normally they are not obliged to inform us at national level when some of these things happen.

Meanwhile, Police in Masvingo have reportedly surrounded the venue for a CCC scheduled for this Sunday, despite granting the opposition party the green light to host the event just two days ago.
Armed anti-riot police officers were reportedly deployed outside Masvingo Car Park Grounds where recalled Ward 2 councillor and former Masvingo Mayor Shantiel Yeukai Chiwara was scheduled to hold her last by-election rally.

Police "Block" CCC Cowdray Park Rally To Allow ZANU PF To Hold Its Election Campaign

Police in Masvingo have reportedly surrounded the venue for a Citizens Coalition for Change (CCC) scheduled for this Sunday, despite granting the opposition party the green light to host the event just two days ago.
CCC MP Fadzayi Mahere said that on Sunday morning, anti-riot police officers gathered outside Masvingo Car Park Grounds where recalled Ward 2 councillor Shantiel Yeukai Chiwara is scheduled to hold her last by-election rally.
Mahere said the rally was cleared by the Police two days ago, but this morning, armed police officers arrived at the venue and said that ZANU PF wanted to use the same venue so she could not proceed.
A statement posted on the Citizens Coalition for Change X page reads:

We have received a report that the @PoliceZimbabwe have surrounded the venue for our rally, which we had applied to use and were given permission. Zanu PF and its imposters are afraid of an imminent defeat by the genuine change champions. They illegally removed our members and now they fear an imminent defeat.
</blockquote>
A letter addressed to the convenor of the rally, Martin Mureri, by Officer Commanding Masvingo Central District Superintendent E. Shumbamhini, reads:

NOTIFICATION TO HOLD A POLITICAL RALLY FOR CITIZENS COALITION FOR CHANGE AT CAR PARK GROUNDS BETWEEN GOMBA BUSINESS CENTRE AND NORTHWEST MEDICAL CENTRE ON 03/12/23.
1. Reference is made to your letter dated 27/11/23 that was brought to my attention on the 28th day of November 2023 with above subject matter.
2. Your request has been noted in terms of MAINTENANCE OF PEACE AND ORDER ACT CHAPTER 11:23.
Please be advised that I have taken note of your intention to hold a campaign rally at Car Park Grounds between Gomba Business Centre and North West Medical Centre ON 3 November 2023. The meeting shall proceed subject to strict observations of the following instructions:

<li>Your activities shall be restricted to the venue.</li>
<li>No carrying of offensive weapons to and from the venue.</li>
<li>Your activities should not adversely interfere with those not part of it.</li>
<li>Your party members should not use abusive and provocative language.</li>
<li>You shall observe the time you booked for.</li>
<li>No address after 1630 hours.</li>
<li>No procession of vehicles or people to and from the venue.</li>
</ul>
</blockquote>
The CCC says since its formation in early 2022, Police have banned more than 100 of its planned rallies saying they did not meet the requirements of the MOPO Act.

Police Barricade Venue For CCC Rally In Masvingo

CCC leader Nelson Chamisa on Monday, 21 August held his final campaign rally dubbed the Crossover Freedom Rally before the 23 August 2023 elections at the Robert Mugabe Square in Harare.
Earlier in the day, Chamisa had a meeting with former Mozambican President Joaquim Chissano before the latter travelled to Robert Mugabe Square to attend the CCC rally.
Gospel musician Kudzi Nyakudya graced Chamisa’s rally and entertained thousands of people who were at the event. See the pictures below:

Police have barred CCC from holding cluster rallies at Kandeya Village business center and Dotito in Mt Darwin, which were scheduled for 18 August.
In a statement, CCC said they were advised by the Police that the rallies cannot go ahead because the venues have already been booked. Reads the statement:

Our cluster rallies, which were scheduled to take place on Friday, August 18, 2023, at Kandeya Village business center and Dotito in Mt Darwin, have been denied by the [Zimbabwe Republic Police].
These denials come under controversial reasons, as they claim that the venues are already occupied on the same date.
It is evident that this is a systematic approach employed by the regime in Harare to prevent the Citizens movement and its President, Nelson Chamisa, from engaging with the people.
Sadly, these are just some of over 105 rallies and meetings that have been banned on false pretenses and yet we are in the election season.
ZANU PF is running scared and can never win a free and fair election in Zimbabwe.

Police Block CCC Rally Scheduled For Mt Darwin

CCC leader Nelson Chamisa said his party has covered all loopholes used by ZANU PF to rig elections in the past.
Addressing thousands of CCC supporters at a campaign rally at Dulibadzimu Stadium in Beitbridge on Sunday, Chamisa said the opposition party should win the 23 August 2023 elections by a huge margin. He said:

When ED grabbed power from Mugabe, he was given two years to finish Mugabe’s term but nothing worked. I warned my brother (Mnangagwa) about the repercussions of grabbing power.
I told him what you have done, you have committed a crime in heaven and on earth. He grabbed another five years from me in 2018.
This time we know he is thinking of employing dirty tactics but all corners are covered because we know what he uses to steal elections.
We want to see when election results are being announced, the gap must be huge.
</blockquote>
Chamisa castigated the ZANU PF-led government for bragging about implementing development projects that are not benefiting people. He said:
<blockquote>
If they build a road, they come back to you and boast, yet it’s their duty. They even inflate the (cost). Look at Zimborders which has plunged people into suffering.
</blockquote>
People living in Beitbridge depend on cross-border trade but they have been impoverished by high charges when using the upgraded border so who does it help?
<blockquote>
So what development is that? My government will exempt locals or seek reversal of the deals which make people suffer.
</blockquote>
The upgrading of the Beitbridge border cost a staggering US$300 million and the company that manages the facility levies charges of US$27, US$80 and US$200 for private cars, buses and heavy trucks, respectively.
This has resulted in regional travellers shunning Beitbridge for other routes while locals no longer drive to South Africa.
Chamisa also said most people in the country including civil servants, and the security sector want a new government.

We Won't Allow ZANU PF Rig 2023 Elections - Chamisa

Masvingo High Court Judge Justice Sunsley Zisengwe has ordered the release of eight Chiredzi residents including lawyer Farai Chauke.
They spent nearly two weeks in prison after they were denied bail for allegedly violating provisions of the Maintenance of Peace and Order Act (MOPA) Act.
The eight are: Chauke (42) of Chauke and Associates Legal Practitioners was with Mollen Shonhai (27), Gladmore Gungubu (18), Kudzai Madyira (27), Charles Mungate (50), Lloyd Mushari (26), Agrippa Dhambureni (29) and Simon Hlomani (56).
They were arrested on 05 July 2023 for allegedly disobeying police instructions to disperse from Tshovani Stadium, the venue for a CCC that had not been approved by the police.
According to Zimbabwe Lawyers for Human Rights (ZLHR), released the suspects on Monday and ordered them to return for trial on 21 July 2023. <a href="https://twitter.com/ZLHRLawyers/status/1680902207955419138?s=20">Said ZLHR</a>:

Chauke, Shonhai, Gungubu, Madyira, Mungate, Mushari, Dhambureni &amp; Hlomani were charged with failure to comply with conditions under which a meeting is authorised as defined in section 8(ii) of the MOPO Act.
Prosecutors alleged that the 8 Chiredzi residents refused to comply with an order in which they were told to disperse from Tshovani Stadium after law enforcement agents prohibited @CCCZimbabwe from holding a campaign rally that had been scheduled for Wednesday 5 July 2023.
Prosecutors claimed that Chauke, Shonhai, Gungubu, Madyira, Mungate, Mushari, Dhambureni &amp; Hlomani, who were represented by Ross Chavi of @ZLHRLawyers, started singing some political songs &amp; threw stones towards ZRP officers after being told to disperse.
On Friday, Chiredzi Magistrate Vimbai Mutukwa denied bail to the eight residents after ruling that Zimbabwe was now in pre-election season and that there would be a propensity among them to commit similar offences.
Magistrate Mutukwa then remanded Chauke, Shonhai, Gungubu, Madyira, Mungate, Mushari, Dhambureni and Hlomani to 14 July, where their trial is scheduled to commence.

Lawyer, Eight Chiredzi Residents Granted Bail By Masvingo High Court

CCC Bikita South aspiring Member of Parliament, John Mupanduki, has filed a case against <a href="https://pindula.co.zw/Energy_Mutodi">Energy Mutodi </a>who allegedly fired shots at opposition supporters at a rally last week.
Mutodi is the ZANU PF Bikita South aspiring legislator and the current Goromonzi West MP. CCC said in a statement:

Our MP for Bikita South, Hon. John Mupanduki, has successfully opened a case against ZANU PF member Energy Mutodi, who fired gunshots at our members during a rally at Baradzamwa Business Centre in Bikita South, Masvingo Province on July 6, 2023. Case RRB 5583028 was reported on July 9th, 2023, at Bikita Police Station.
We call upon the Zimbabwe Republic Police and the Zimbabwe Electoral Commission to take action against this criminal behavior by an aspiring MP.
Mutodi’s behavior violates both the constitutional and electoral act provisions. We want elections and not war.
</blockquote>
Mutodi, however, denied that he had fired shots at CCC supporters but did not explain what he was doing at the venue for an opposition rally. He tweeted:

I challenged Mr Chamisa’s CCC supporters to show me any wounded person from a purported shooting and they could not.
But I can show without doubt his audience was too small to be addressed by a reasonable presidential aspirant
</blockquote>
Last week, CCC claimed that Mutodi fired gunshots at CCC members who had gathered at Baradzanwa township in Bikita awaiting party leader Nelson Chamisa’s arrival.
According to <a href="https://twitter.com/TheMirrorMsv/status/1676895298335940609?s=20">The Mirror</a>, Mutodi allegedly besieged the venue with two trucks laden with ZANU PF supporters who threw stones at CCC supporters who were waiting party leader, Nelson Chamisa.
He was reportedly in the company of Kumbirai Ziki a Forever Associate Zimbabwe (FAZ) member in Bikita South.
Mutodi, who is an academic, author and musician, was elected the Member of Parliament for Goromonzi West, Mashonaland East Province, in the 2018 elections.
But during ZANU PF’s restructuring exercise before its Congress, Mutodi relocated to Masvingo Province from Mashonaland East where Goromonzi is situated.

CCC Files Criminal Case Against "Trigger-happy" Former Deputy Minister

Police in Gokwe South District have banned a Citizens’ Coalition for Change (CCC) rally that was scheduled to take place at Nyaradza Grounds on 13 July 2023.
The ban comes barely hours after Police General Headquarters (PGHQ) issued an order instructing provincial commanders to clear rallies by opposition parties to make the upcoming general elections appear free and fair.
In banning the CCC rally, ZRP Officer Commanding Gokwe District, Superintendent A. Zimbili said there will be other political activities near the venue.
This means that the activities by other political parties have been given the green light to go ahead but only CCC cannot hold its rally.
In a letter dated July 10 addressed to CCC provincial administrator, Joseph Madyegwayi, Superintendent Zimbili said:

Kindly be informed that on the said date there will be political activities by other political parties, including yours at CMB (Cotton Marketing Board) Open Space opposite Madzore Bottle Store, Gokwe South which (have potential to) strain our human resources base in the event of any public disorder…
</blockquote>
CCC national spokesperson, Fadzayi Mahere confirmed the latest development. She tweeted:
<blockquote>
Our Gokwe South rally has been banned by [the Police] because ZANU PF is scared of [CCC]! 6 rallies were banned over a one-week period.
Chivi, Chiredzi Central, Chikombedzi, Mazowe Central, Bindura and Gokwe South. ZANU PF can never win a free and fair election in Zimbabwe!
</blockquote>
In 2018, the then main opposition party, MDC Alliance, was allowed to campaign without hindrance but its successor, CCC has been blocked from holding rallies dozens of times since its formation over a year ago.
On 25 February 2022, ZRP banned a CCC rally in Gokwe that was to be addressed by the party’s leader Nelson Chamisa.
The letter was written by the Officer-In-Charge Gokwe District, Chief Superintendent T Chikono, to the Organising Secretary CCC Gokwe Central Constituency, Agnes Limbani Jumo, and dated 25 February. It read in part:

SUBJECT: PROHIBITION NOTICE FOR A BY-ELECTION CAMPAIGN LAUNCH
It is your submission that you intend to conduct a by-election campaign launch rally at Open Space opposite Runganga Service Station, Gokwe South on the 26th day of February 2022 from 1000 hours to 1700 hours.
Your notification has been noted and this office does have reservations due to the following:
a) Reference to our discussion conducted on the 23rd day of February 2022 at Officer Commanding Police, Gokwe District office and in accordance to Section 8[3] of the Maintenance of Peace and Order Act, Chapter 11:23, in which I invited you in order to discuss the amendment of the contents of your convening notice in good faith.
b) I Indicated that I have received credible information that there is a threat that the proposed by-election campaign launch rally will result in serious disruption of vehicular or pedestrian traffic, injury to participants attending the rally or other person, or extensive damage to property or public disorder since there shall also be a ZANU PF rally in Kwekwe on the same day and times since participants are going to utilise the same Kwekwe-Gokwe highway.
c) The police will not be able to provide adequate protection for the persons participating in the by-elections campaign launch since the police officers have been deployed to cover the star rally in Kwekwe District.
d) Based on the above so as to ensure the prevention of injury to persons or damage to property and in accordance with the provisions of Section 8[9] of the Maintenance of Peace and Order Act, Chapter 11:23, I have issued a prohibition notice and allowed you to defer your by-elections campaign launch to another date.

Police Block CCC From Holding Campaign Rally In Gokwe, Again

The opposition CCC party has approached the High Court to challenge the decision by the Zimbabwe Republic Police (ZRP) to ban their 2023 elections campaign launch that was scheduled for 09 July in Bindura.
CCC spokesperson Fadzayi Mahere said they had initially approached the Magistrates Court to challenge the move by the Police, but after the lower court set the matter down for 11 July, the opposition party then approached the High Court. Said Mahere:
<blockquote>
The Police unconstitutionally “banned” our Campaign Launch set for Sunday. Our lawyers immediately challenged the illegality.
The Magistrates’ Court erroneously set the matter down for 11 July (2 days after the rally) in violation of the Act. We’ve lodged an urgent review to the High Court.
</blockquote>
In banning the CCC rally, Police said the venue selected by the opposition party has no access roads and water, exposing supporters to communicable diseases.
ZRP also said they were not given sufficient notice “as provided for in terms of the MOPA Act”, and advised CCC to find another venue and date for the event.
On Wednesday, police disrupted CCC’s Presidential Campaign Rally in Chiredzi, saying the party failed to comply with security requirements prescribed under section 8 of the Maintenance of Peace and Order Act (Chapter 11:23).
Another CCC rally that was scheduled for Chivi Growth Point this Friday was also blocked by the Police who said the venue had already been booked by ZANU PF.

CCC Approaches High Court To Challenge Campaign Launch Ban

The Zimbabwe Republic Police (ZRP) has blocked CCC from launching its 2023 elections campaign in Bindura on Sunday saying the venue selected by the opposition party has no access roads and water, exposing supporters to communicable diseases.
ZRP also said they were not given sufficient notice “as provided for in terms of the MOPA Act”, and advised CCC to find another venue and date for the event.
A letter addressed to CCC by the Officer Commanding Bindura Police District, dated 07 July 2023, reads in part:

This office acknowledges receipt of your notification of a public gathering [Campaign Rally] dated 6th July 2023 to be held at stand number 3889 and 3890 Brockdale, Bindura, on the 9th of July 2023 from 0900 hours to 1700hours which you submitted in terms of section 7 of the Maintenance of Peace and Order Act [Chapter 11:23].
This office has reservations in respect of the suitability of the venue taking into account all relevant security factors necessary.
The venue falls within an undeveloped piece of land, which is bushy without serviceable roads, water and sewer facilities.
It provides a high-risk security threat to the participants. There is also a high risk of threat to the spread of any communicable diseases.
In the event of any public disorder, the police and other emergency services would have challenges accessing the venue due to the unavailability of an official road network.
As a result, our mandate to protect life and property and to maintain law and order will be compromised.
Lastly, your notification did not give sufficient notice to the regulatory authority as provided in terms of the MOPA Act.
May you consider securing another suitable venue and provide sufficient notification as required by the provisions of the MOPA Act.

On Wednesday, police disrupted CCC’s Presidential Campaign Rally in Chiredzi, saying the party failed to comply with security requirements prescribed under section 8 of the Maintenance of Peace and Order Act (Chapter 11:23).
Another CCC rally that was scheduled for Chivi Growth Point this Friday was also blocked by the Police who said the venue had already been booked by ZANU PF.

Police Block CCC's 2023 Elections Campaign Launch In Bindura

The Zimbabwe Republic Police (ZRP) has blocked the opposition CCC party from holding its Presidential Campaign Rally at Chivi Growth Point on 07 July 2023.
In a letter addressed to CCC, Officer Commanding Police, Masvingo West District, Chief Superintendent D. Maingire said the opposition party cannot hold its rally at the venue because it had already been booked by ZANU PF. Reads the letter in part:

1. We acknowledge receipt of your notification dated 02 July 2020
2. We also appreciate that your letter meets all the requirements and expectations.
3. Let me take this opportunity to highlight that Chivi Growth Point ground was booked by ZANU PF and we are in receipt of that letter dated 01 July 2023.
4. By changing your venue from Mhandamabwe to Chivi Growl Point, you ceded your rights to use Mhandomabwe your venue on the strength of this notification.
5. Kindly be advised that permission has therefore not been granted.
6. If you want to hold any rallies in the future at Mhandamatwe or Chi Growth Point you have to submit another notification.

In the run-up to the by-elections held in March 2022, dozens of Chamisa and CCC’s campaign rallies were banned by the Police on the pretext that the party failed to comply with security requirements prescribed under section 8 of the Maintenance of Peace and Order Act (Chapter 11:23).
On Wednesday, 05 July, CCC spokesperson Fadzayi Mahere accused ZANU PF of abusing the Police to disrupt its rallies.
Posting on Twitter after CCC’s Presidential Campaign Rally was blocked by Police in Chiredzi, Mahere said the ban will not stop them from “winning the hearts and minds of Zimbabweans.”

Police Block CCC Presidential Campaign Rally In Chivi

CCC has said the banning of its Chiredzi rally by the Police ahead of the 23 August 2023 general elections proves that ZANU PF can never win a free and fair election.
Police in Chiredzi, Masvingo province, on Wednesday, banned CCC’s campaign rally and fired teargas canisters to disperse hundreds of party supporters gathered at Tshovani Stadium for the event.
CCC leader Nelson Chamisa was expected to address the rally ahead of the launch of the party’s election manifesto in Bindura, Mashonaland Central province on Saturday.
Posting on Twitter, CCC spokesperson Fadzayi Mahere said the ban will not stop them from “winning the hearts and minds of Zimbabweans.” She said:

Our mass rural penetration movement and ‘Get out to Vote’ campaign in Chiredzi and Chikombezi have shocked ZANU PF. Nothing can stop us.
Today’s events prove beyond doubt that ZANU PF can never win a free and fair election, which is why they’re resorting to rally bans and abusing the police service to try and stop our campaign activity.
They are terrified, unelectable and worse than (late former President) Robert Mugabe. We are undeterred by this unconstitutional conduct.
President Nelson Chamisa has gone ahead with his presidential tour of Masvingo province and is meeting community leaders, traditional leaders, special interest groups and citizens in various parts of the province including Chiredzi and Chikombezi.
While ZANU PF is capturing State institutions to ban our rallies, we are winning the hearts and minds of Zimbabweans. We are building a Zimbabwe for everyone.

In banning the CCC rally in Chiredzi, Police claimed the event coincided with a State event and also failed to comply with security requirements prescribed under section 8 of the Maintenance of Peace and Order Act (Chapter 11:23).
The prohibition order dated 03 July 2023 read in part:

Your notification has not been approved in terms of section 8 of the Maintenance of Peace and Order Act [Chapter 11:23].
There will be a State occasion on 05/07/23 for the official opening of Rusununguko Clinic in Chiredzi by the Minister of State for Provincial Affairs and Devolution Masvingo province where all resources are focused.

This is not the first time that Chamisa’s rallies have been banned by police.
In the run-up to the by-elections held in March 2022, dozens of Chamisa and CCC’s campaign rallies were banned by the Police.

Police Ban Chamisa's Rally In Chiredzi

Former Zimbabwe Congress of Trade Unions (ZCTU) president Peter Mutasa says the Citizens Coalition for Change (CCC) should resort to”guerrilla tactics” amid a systematic ban on opposition rallies by the Police.
CCC leader Nelson Chamisa recently said Police have banned more than 60 of the party’s rallies across the country.
Opposition activists have also been brutally attacked by suspected ZANU PF supporters during some of their campaign activities.
<a href="https://www.zimlive.com/mutasa-urges-ccc-to-employ-guerilla-tactics-amid-state-crackdown/">ZimLive</a> quoted Mutasa as saying CCC should adopt underground campaign methods to be able to canvass for votes ahead of the general elections set to be held later this year. Mutasa said:

Zimbabwe is a military dictatorship. There is no doubt that the constitution has been suspended and constitutional rights taken away.
Citizens can no longer exercise freedom of expression, association or assembly.
Opposition gatherings are banned and their leaders are detained without trial.
Journalists are arrested for exposing corruption and trade unionists are brutalized for demanding better working conditions.
Under such circumstances, the opposition must not be predictable.
It must use guerrilla tactics and underground political activities to fully exercise their constitutional rights that are being unlawfully limited by state agencies.

Former ZCTU President Urges CCC To Employ "Guerilla Tactics" Amid Systematic Rallies Ban

The Zimbabwe Republic Police (ZRP) has blocked the opposition CCC from holding a rally at the Chin’ai business centre in Ward 15 in Gutu Central Constituency on 19 February 2023.
In a letter dated 17 February 2023 and addressed to CCC’s Lloyd Mupfudze, Officer Commanding Masvingo East Police District Chief Superintendent Taurai Joackim Mambure said there is a shortage of manpower to cover the event. He said:

The district is running an annual workshop which is being conducted by Officers from Masvingo Provincial Updating Centre.
The workshop commenced on 13 February 2023 and is planned to end on 26 February 2023.
All officers in Masvingo district are required to attend the workshop, so the stations are left with a skeleton human resource base to cover critical points and react to emergencies.
Hence, considering the expected number of people who are to attend versus the available skeleton manpower we cannot currently manage.
NOW, THEREFORE, I as the Regulating Officer do hereby issue this prohibition notice in terms of section 819) of the Maintenance of Peace and Order Act [Chapter 11.23], prohibiting the holding of a public meeting scheduled for 12/02/2023 at Dewure Business Centre, ward 35 Gutu Central Constituency from 1000 hours to 1600 hours.
For the avoidance of doubt, it is declared in terms of section 8 (11) of the Maintenance of Peace and Order Act [Chapter 11; 23] that any person who knowingly opposes or fails to comply with this prohibition notice shall be guilty of an offence and liable to a fine not exceeding level 14 or to imprisonment for a period not exceeding one year or to both such fine and such imprisonment.
The Officer-in-Charge ZRP Basera is accordingly advised for the necessary monitoring.

Police recently blocked CCC from holding a meeting at Dewure Business Centre, Ward 35 of Gutu Central Constituency that was scheduled for last Sunday.
Supt Mambure said the application could not be approved since the venue was volatile and prone to violence.

Police Block Another CCC Rally In Gutu Central

The Citizens’ Coalition for Change (CCC) has accused ZANU PF of abusing state institutions and resorting to lawfare after the Zimbabwe Republic Police (ZRP) blocked several opposition rallies across the country that were slated for this month.
CCC had sought to have rallies in Marondera, Chikomba, Chendambuya, rural Mutare, Beitbridge, Gutu and Uzumba but all were blocked by the police.
In prohibiting the rallies, police said CCC’s notifications were NOT fully compliant with the Maintenance of Peace and Order Act (MOPA), among other reasons.
CCC spokesperson Fadzayi Mahere told <a href="https://www.newzimbabwe.com/https-www-newzimbabwe-com-ccc-cry-foul-as-police-ban-four-of-their-rallies-in-a-month-venue-reserved-for-boozers-football-says-mutare-police-in-one-bizarre-response/">NewZimbabwe.com</a> that the banning of its rallies shows that ZANU PF is panicking. She said:

We condemn ZANU PF’s continued abuse of state institutions in banning our rallies. It confirms beyond any doubt that their backs are against the wall as all available data points to a CCC victory in the upcoming elections.
ZANU PF can never win a free and fair election in Zimbabwe hence they resort to their usual dirty tricks of political violence, weaponising the law against opponents, banning our gatherings, criminalising dissent and enacting draconian laws to try and destroy the opposition. It will not work.

Mahere said the banning of CCC rallies by the police will not stop them from campaigning as they have already devised “sophisticated ways of gathering, mobilising and organising”. Said Mahere:

President Nelson Chamisa has already put the nation on notice that we have more sophisticated ways of gathering, mobilising and organising over which they have no control.
We are penetrating villages, towns and cities in all provinces; and we will leave no stone unturned to ensure a citizens’ victory for change this year.
Zimbabweans want and deserve a new government led by Chamisa and ethical leaders who can drive a transformation and modernisation agenda.
We are ready to build a New Great Zimbabwe. No amount of tantrums, toxic politics or intimidation by ZANU PF will stop us.

CCC Accuses ZANU PF Of Resorting To Lawfare After Several Rallies Are Blocked

Police in Murewa District have blocked the Nelson Chamisa-led Citizens Coalition for Change (CCC) from holding a rally at Nhakiwa Business Centre in Uzumba this Sunday.
Under the provisions of the Maintenance of Peace and Order Act, political parties and civic groups are obliged to notify the police before holding rallies, meetings, marches et cetera.
Chief Superintendent M. Masvivi of Murewa District Police on 09 February advised CCC’s coordinator in Uzumba Constituency that their planned rally cannot go ahead saying their notification does not fully comply with the law. Wrote Chief Superintendent Masvivi:

<h2>NOTIFICATION TO HOLD A PUBLIC MEETING AT NHAKIWA BUSINESS CENTRE, UZUMBA ON 12/02/23 FROM 1000 HOURS TO 1400 HOURS.</h2>
1. I acknowledge receipt of your notification dated 07/02/23 submitted through Mutawatawa Police Station in terms of Section 7(1)(b) of the Maintenance of Peace and Order Act, Chapter 11:23 notifying of the above-stated public gathering.
2. Thank you for writing to us but be informed that the gathering can not go ahead as the notification does not fully comply with the requirements of the law in particular Section 7(1)(b) of the Maintenance of Peace and Order Act, Chapter 11:23 which governs notices of public meetings.
3. Your cooperation is highly anticipated.

Police Block CCC Rally At Nhakiwa Business Centre, Uzumba

The Zimbabwe Republic Police (ZRP) has blocked CCC from holding a meeting at Dewure Business Centre, Ward 35 of Gutu Central Constituency that was scheduled for this Sunday.
In a letter dated 10 February 2023 addressed to CCC’s Lloyd Mupfudze, Chief Superintendent Taurai Joackim Mambure of Masvingo East Police District said the meeting cannot be held because “the venue is still volatile to violence”. Reads the prohibition notice:

<h2>SUBJECT: PROHIBITION NOTICE IN TERMS OF SECTION 8(a) of MAINTENANCE OF PEACE AND ORDER ACT CHAPTER 11:23]</h2>
I Chief Superintendent Taurai Joackim Mambure of the Zimbabwe Republic Police. being the regulating authority for Masvingo East Police District covering an area of jurisdiction extending from Shashe River to the North West.
Denhere Communal lands to the North, Dewure River to the East and Manjirenji Dam to the South.
ACKNOWLEDGE receipt of your notification to hold a public meeting dated 05/02/23 to be held at Dewure Business Centre, Ward 35 Gutu Central Constituency on 12/02/2023 from 1000 hours to 1600 hours which you submitted in terms of section 7 of the Maintenance of Peace and Order Act Chapter 11.23.
The application could not be approved since the venue is still volatile to violence as per our assessment (Stakeholders’ Engagement] on 29/03/22 in which you also took part.
Reference is also made to all political parties’ meeting held on 23/11/22 after a sharp increase of politically motivated cases in Gutu Central Constituency in which you were also a participant in the meeting. We are still receiving some reports of the same nature although in a decline.
Also, be advised that another political party had made a notification to hold a political activity at the same venue (Dewure Business Centre).
It is prudent that political activities be prohibited at that venue until sanity prevails. Hence all notifications pertaining to that venue are prohibited.

Police Block CCC Rally In Gutu Central

Police have blocked the opposition Citizens Coalition for Change (CCC) from holding meetings in Beitbridge and Marondera that were scheduled for 12 February 2023.
CCC officials in Beitbridge and Marondera had notified the Zimbabwe Republic Police (ZRP) of their intentions to hold meetings at Chapfuche Dipen Business Centre and Chiwanzamarara Township respectively.
In a letter addressed to CCC official Emmanuel Takutaku, dated 4 February 2022, police in Beitbridge District said the venue had already been booked for other activities. The letter reads in part:

This office acknowledges receipt of your letter dated: 04 February 2023.
Kindly be advised that the venue you intend to use (Open space at Chapfuche Dipen Business Centre) on 12 February 2023 was earlier booked for other activities on the same date and period of time.
Holding your function as notified is therefore not advisable as the two events cannot take place at the same place and time.

On 06 February 2022, the Officer Commanding Police, Marondera District, Chief Superintendent P. Mthetwa advised CCC’s Caston Matewu that the rally could not go ahead because the notification did not fully comply with the requirements of MOPA. Said Supt Mthetwa:

We acknowledge receipt of your notification with the above subject dated 04 February 2023 which was received at ZRP Marondera DHQ on 04 February 2023.
Your notification is invalid as it does not fully comply with the requirements of MOPA.

Police Block CCC Rallies In Marondera And Beitbridge

A Citizens Coalition for Change (CCC) official, David Coltart, says it is now clear that ZANU PF has banned the opposition party from holding meetings across the country.
This comes after police blocked several CCC rallies that were scheduled for this weekend in different parts of the country.
Posting on Twitter, Coltart said authorities use “every trick in the book” to block CCC from holdings meetings while those who attend private meetings are arrested. <a href="https://twitter.com/DavidColtart/status/1623937887766188032">Wrote Coltart</a>:
<blockquote>
It’s abundantly clear that ZANU PF has banned the #CCC. Our structures have been applying to have meetings throughout #Zimbabwe and every trick in the book is used to prevent these meetings from taking place. Then when we have private meetings people are arrested.
</blockquote>
Police recently blocked a CCC rally that was scheduled for the 11th of this month citing objections by some property owners.
In response to a CCC notification of its intentions to hold a rally at Rowa Grounds in Mutare, the Chief Superintendent (Supt) Regulating Authority ZRP Mutare Rural District, P. Mbira raised a number of issues.
Supt Mbira said CCC had failed to comply with the law and that the intended venue is also lined up for sporting activities by local football clubs who usually use the same venue.
Mbira also claimed that some property owners are against holding the rally at their doorsteps.
Award-winning journalist and filmmaker Hopewell Chin’ono said to date, President Emmerson Mnangagwa’s government has used the police to ban 68 CCC rallies. <a href="https://twitter.com/daddyhope/status/1624300241393446912">Said Chin’ono</a>:

It Is Clear That ZANU PF Has Banned CCC - Coltart

CCC spokesperson, Fadzayi Mahere, was on Wednesday summoned to Chinhoyi Central Police Station’s Law and Order Department where she was grilled in connection with statements issued by the party following an explosion at a rally two weeks ago.
In a post on her Twitter page on Wednesday evening, Mahere, who was accompanied by her lawyers when she presented herself to the CID officers, said she was questioned by the investigating officers and released. <a href="https://twitter.com/advocatemahere/status/1572642422571540480">She said</a>:

Attended at CID Law &amp; Order Mash West in Chinhoyi. I was questioned in connection with the statements we issued concerning the rally explosive incident.
I gave the investigating officers the information &amp; clarification they requested and I have been excused.

A fortnight ago, there was an explosion at Gadzema Grounds in Chinhoyi during a CCC Thank You Rally.
The explosion occurred just as CCC leader Nelson Chamisa’s motorcade made its way into the venue.
The opposition party has blamed ZANU PF activists for throwing the explosive in a suspected attempt to maim Chamisa before the 2023 elections.
Meanwhile, Mahere on Tuesday admitted CCC had wrongly identified a motor vehicle registration number plate supplied to police for investigations in relation to the explosion.

Mahere "Grilled" By CID Officers Over CCC Rally Explosion Incident

CCC spokesperson, Fadzayi Mahere, has been summoned to Chinhoyi Central Police Station’s Law and Order Department over an undisclosed issue.
Mahere revealed the development in a tweet this Wednesday adding that she was planning travel to Chinhoyi in the company of her lawyers. She said:

Have been summoned to CID Law &amp; Order, Mash West in Chinhoyi. I will be heading there shortly with my lawyers.
The police have not yet indicated whether this relates to a potential charge or something else.

Fadzayi Mahere Summoned By CID Law & Order

CCC leader Nelson Chamisa pledged to honour the late nationalist and former ZANU and ZANU Ndonga leader, Ndabaningi Sithole through pushing development in Manicaland Province.
Chamisa was addressing his supporters at Kondo Business Centre in Chipinge over the weekend.
He said he will uphold Sithole’s legacy through championing development. Said Chamisa:

We are saying if you elect Mukomana (Chamisa) Zimbabwe will be number one in its wealth, and number one in restoring the legacy of Ndabaningi Sithole.
</blockquote>
In August this year, President Emmerson Mnangagwa’s administration accorded Sithole national hero status posthumously together with James Chikerema.
Chamisa said the only tribute Mnangagwa can give Sithole is to respect one man one vote which he said Sithole fought for. He said:

Even if they decide to bury him at the hero’s acre, the only tribute they can give him is to respect one man one vote. That is what he fought for.
The only tribute they should give to Chipinge is to respect the development that Sithole fought for.

Sithole was the founding leader of ZANU before independence but he was ousted by his colleagues who replaced him with Robert Mugabe in 1975 through the Mgagao declaration.

Chamisa Promises To Honour Ndabaningi Sithole

CCC “Change Champion in Chief,” Nelson Chamisa said President Emmerson Mnangagwa usurped power from the late former President Robert Mugabe only to use his new-found powers to destroy the country.
Addressing opposition supporters in Chipinge at Kondo business centre during the weekend, Chamisa said the 2017 military coup was taboo and Mugabe died a bitter man. He said:

Mnangagwa stole power from his elder. Mugabe died a bitter man after power was grabbed from him. Chasing away your elders is taboo.
This is why you see Mnangagwa struggling to rule the country because he angered his elder (Mugabe). Ini ndakasiirwa naSave [Tsvangirai chose me to lead].
I’m giving Mnangagwa nightmares as he hears that Chipinge was filled with people without any money spent or anyone beaten.
It’s just love. I see that you came on your own. No one gave you money. If you look around there is not even a single ZUPCO bus.
If it was Mnangagwa’s rally, you would have all been forced to attend it and shops and vending areas would be closed.
People fought to liberate the country from white bondage and not a single political party had ownership of the country.
We said one made one vote, we didn’t say people should go and vote for a particular party.

In 2018, Mugabe famously told journalists who were gathered at his blue roof mansion in Harare that he would not vote for ZANU PF ahead of general elections held that year saying, “I cannot vote for those who have tormented me. I can’t.”
Meanwhile, responding to Chamisa’s remarks, ZANU PF director of information Tafadzwa Mugwadi told <a href="https://www.newsday.co.zw/local-news/article/200000726/ed-stole-power-destroyed-zim-chamisa">NewsDay</a> that the CCC leader is daydreaming and will be in for a rude awakening during the 2023 elections.

Mnangagwa Ousted Mugabe, Destroyed Zimbabwe - Chamisa

The Zimbabwe Republic Police (ZRP) has granted CCC permission to hold a “Thank You” rally scheduled for Chinhoyi on Sunday.
CCC, arguably the country’s biggest opposition party, is set to celebrate its victories in recent by-elections, where the party won five out of six council wards.
Interim CCC Mashonaland West chairman, Ralph Magunje confirmed to <a href="https://www.newzimbabwe.com/police-give-green-light-to-chamisas-ccc-thank-you-rally-in-chinhoyi/">NewZimbabwe.com</a> that it’s all systems go for the event.
According to a clearance letter from Officer Commanding Makonde police district, Chief Superintendent M. Ngorima, addressed to Magunje, the event will go ahead on 11 September but the convenors must abide by strict conditions. Part of the letter reads:

Reference is made to your letter dated 10/08/22 with regards to holding a Thank You Rally on 11/09/22 from 0900 hours to 1600 hours at Gadzema Grounds.
</blockquote>
Among conditions issued by police, CCC must adhere to strict COVID-19 containment protocols, which include wearing face masks.
ZRP also ordered CCC officials to desist from political hate speech calculated to provoke a breach of peace.
Police also instructed the organisers of the event to avoid exceeding the regulated time. Reads the letter:

If the above conditions are not followed, the gathering shall be dispersed and the organisers arrested.
</blockquote>

ZRP Clears Chamisa, CCC Chinhoyi "Thank You" Rally

CCC leader Nelson Chamisa has demanded that ZANU PF desists from allegedly using chiefs and village heads as its foot soldiers during elections.
Addressing a victory “thank you” rally at Mucheke Stadium in Masvingo on Sunday, the former ICT Minister also said the army, police and other security agencies should not be used by political parties. Chamisa said:

I want to welcome our security sector. The security sector belongs to the people and not political parties.
Our security sector must not be led astray by the notion that they are for a particular party.
August is the month for our security forces. Soldiers are not for the party, they are for the people, and for the law.
Soldiers and police do not salute the political parties but the Constitution of the people who they represent.
Chiefs and headmen must not be used by political parties.

Chamisa condemned what he called the persecution of opposition supporters and the biased judicial system in the country.
Currently, CCC legislators Job Sikhala (Zengeza West) and Godfrey Sithole (Chitungwiza North) are in jail since 15 June.
They were arrested for allegedly inciting violence following the brutal murder of Moreblessing Ali in Nyatsime.
Thirteen other CCC activists are in jail in connection with the violence in Nyatsime where some houses were set on fire. All the accused have been denied bail.

Chamisa Tells ZANU PF To Stop "Abusing" Chiefs

CCC leader Nelson Chamisa is set to address a rally at Mucheke Stadium in Masvingo on Sunday to celebrate the party’s victory in the 26 March 2022 by-elections.
Despite being launched early this mostly by former MDC Alliance members, CCC won all four Masvingo Urban by-elections. It however lost to ZANU PF in Chiredzi, Chivi and Mwenezi.
Chamisa confirmed that he will address the rally in an interview with The Mirror on Thursday morning. He said:

I will be in Masvingo on Sunday for Citizen thank you rallies. As you know, we were in Gwanda and other places where we won.
In Masvingo, our four councillors won on March 26 by-election. So we will be thanking the people of Masvingo for voting for our councillors.
</blockquote>
The four councillors are Rocky Kamuzonda (Ward 3), Aleck Tabe (Ward 4), Daniel Mberikunashe (Ward 5) and Richard Musekiwa (Ward 7).
The seats fell vacant after the MDC-T led by Douglas Mwonzora recalled all MDC Alliance councillors believed to have been aligned to Chamisa who was leading the party before he was deposed by the courts.

Chamisa To Address CCC Rally In Masvingo On Sunday

A report claiming that Citizens for Coalition Change (CCC) president Nelson Chamisa incited people to use violence to get him into power during a rally in Harare on Sunday is false, CITE has established.
A ZBC News report on Sunday evening claimed Chamisa had incited his supporters to topple the Government during the CCC’s maiden rally at Zimbabwe Grounds, Highfields, Harare. ZBC reported:

While he might have changed the name from the MDC-Alliance to the Citizens Coalition for Change but for Nelson Chamisa old habits die hard and indeed a leopard can never change its spots.
The CCC leader surprised his supporters when he admitted that his party does not have an ideology except when he gets into power Western Countries will give him money.
Like violent student leader he is always been, Chamisa reminded men of violence, his supporters that unleashed on 1 August 2018 and January 2019 by calling on his supporters to topple the Government.
He also called on teachers to go on strike reminding many of the dark days of violent demos that destroyed the economy in early 2000.
Chamisa’s calls for teachers to go on strike confirms utterances by the opposition party masters in the House of Lords who revealed that they were indeed working with Zimbabwe teachers’ unions to destabilize the government.

This is not what Chamisa said according to CITE. On the issue of teachers’ strike and the Government’s threat to fire them, Chamisa was quoted as saying:

I know teachers are suffering, employees are suffering. Do you know that a teacher is not asking for much, teachers are only saying they want their salaries to be returned to the US$540 they used to get when Mugabe was still president.
Chamisa is not hunger, Chamisa is just a person. When people are hungry they have a legitimate reason to demand food.
When we are in power the first thing that we will address is to retain your salaries to what you used to get during Mugabe’s era.
We will review it going forward because teachers are the foundation of a nation, guardians of the destiny of any nation, the campus of civilization.
If there is no teacher there is are politicians, cooks, or builders. Teachers are supposed to be given respect.

On toppling the Government claims, Chamisa was actually referring to anomalies found on the voters’ roll. CITE quoted him as saying:

We commissioned experts to analyse the voters’ roll. I had been tipped off by some senior government officials that the document was being tampered with.
We have infiltrators in government departments — we have infiltrated all government departments.
We will not let ZEC get away with its manipulation. Starting with this by-election, if ZEC does not address these anomalies, it will not be well.
There will be instability in the country. On the issue of voter manipulation, do not panic. We have strategies.
The first strategy is to ensure that ZEC policies are compatible with the Constitution. If they don’t heed our demands, then we will take legal remedies.
But we know that the courts may not be able to deliver justice fairly. We have our own solution. We will go to the streets. We will protest against ZEC.

Chamisa Didn't Incite People To Use Violence To Topple The Govt

Citizens Coalition for Change (CCC) leader Nelson Chamisa has urged teachers not to be intimidated by the Government for asking for a living wage.
Last week, the Zimbabwe Public Service Commission (PSC) gave all teachers, deputy heads and heads of schools who are on strike to report for duty by Tuesday 22 February 2022 or be deemed to have resigned from the service.
Thousands of teachers have not reported for duty since schools reopened on 7 February, demanding the restoration of the pre-October 2018 salaries.
Addressing thousands of CCC supporters who braved the high daytime temperatures to throng the Zimbabwe Grounds in Highfield, Harare this Sunday, Chamisa said he will restore teachers’ salaries if voted into office. He said:

I know that teachers are suffering, workers are suffering. Teachers are not asking for much, they are just asking government to pay it the same amount they got under (late President Robert) Mugabe, under then finance minister Tendi Biti but they are now being beaten, threatened, they are now being fired and accused of being sent by Chamisa.
If people get hungry they have every right to ask for food. Teachers go ahead and get angry, do not be intimidated.
The moment we get into governance we will pay you what you were being paid by Mugabe or more because teachers are the backbone of a nation.

Chamisa, a 44-year-old lawyer and pastor, formed CCC in January, making a break from the country’s longtime opposition party, the Movement for Democratic Change (MDC).
His maiden rally as CCC leader attracted thousands of people despite police mounting roadblocks on major roads leading to the venue.
