Police have launched a manhunt for a suspect from Mazowe who allegedly murdered two men in a violent altercation that occurred in Budiriro, Harare on Saturday morning.
The suspect, identified as Cogitate Ganyiwa, is accused of fatally stabbing Alec Ruvhere and Tadiwanashe Murerwa around 1 AM at the Royal Night Club in Budiriro 1.
The incident allegedly began when Tadiwanashe Murerwa accidentally stepped on the foot of Ganyiwa’s 21-year-old girlfriend, Tadiwanashe Zivani, during an encounter at the nightclub.
This purportedly led to a confrontation, during which Ganyiwa is said to have produced an Okapi knife and stabbed both Ruvhere and Murerwa.
Ganyiwa then reportedly fled the scene immediately after the attack.
Zimbabwe Republic Police (ZRP) spokesperson in Harare Province, Inspector Luckmore Chakanza, confirmed the case to <a href="https://www.hmetro.co.zw/i-want-my-r16m-which-i-paid-for-lobola-after-party-man-tells-ex-wife/">H-Metro</a>. He said:

Police are investigating two murder cases in Budiriro. One of the deceased was reported to have been grabbed by the collar, following a misunderstanding, and the other deceased intervened.
Accused stabbed the now deceased persons on the lower diaphragms using an okapi knife.
The first deceased collapsed and was taken to Sally Mugabe Hospital for medical treatment and was pronounced dead upon arrival.
The second deceased tried to run away from the scene and later fell down outside the night club.
His body was found by patrons outside the night club.

Man Fatally Stabs Two Others In Bar Altercation Over A Woman

A tragic incident occurred in Gokwe, where a family of three was swept away by a flooded river when their canoe capsized. The incident happened on January 21 at around 7 pm as Simbarashe Kanyonde (27), his wife Lucia Dzimba (23), and their seven-day-old baby girl were trying to reach Chidamoyo Hospital for medical help for their sick baby.
When they arrived at the Sanyati River, they entered a canoe to cross to the other side. Unfortunately, the canoe overturned in the middle of the river, and the family was carried away by the strong current. Lucia Dzimba, who had her baby strapped to her back, was found by villagers about 700 meters downstream. Tragically, the husband, Simbarashe Kanyonde, is still missing, and a search operation is underway to find him.
The Midlands provincial police spokesperson, Inspector Emmanuel Mahoko, confirmed the incident and stated that the bodies of Lucia Dzimba and her baby were taken to Gokwe North District Hospital mortuary, <a href="https://www.newsday.co.zw/local-news/article/200022339/family-swept-away-by-flooded-sanyati-river">NewsDay</a> reported.
Damaging Rainy Season 
The 2023-24 rainy season in Zimbabwe has so far caused significant damage across the country. In Budiriro, 90 families had their houses flooded on December 26, 2023, due to incessant rains. This is not the first time Budiriro residents have faced flooding, as similar incidents have occurred since 2020. The floods affected homes built on a wetland along the Marimba River, as well as other high-density suburbs and low-lying areas in Zimbabwe. The floods were devastating, causing havoc to homes and belongings and tragically resulting in the death of a six-year-old child. Many residents were displaced, with over 100 families forced to evacuate their homes and seek shelter in temporary accommodations. The loss of their homes and possessions left them in distress, their lives profoundly impacted by the floods.
The heavy rains and floods also impacted other provinces in Zimbabwe, resulting in deaths, injuries, and property and infrastructure damage. The Department of Civil Protection reported various incidents, including collapsed dwellings, damaged houses, and blown-off roofs in different districts. The public has been urged to exercise caution and avoid crossing flooded rivers and bridges.

Family Swept Away In Tragic Canoe Incident Amid Zimbabwe's Damaging Rainy Season

Over 100 families have been evacuated after flash floods struck the Budiriro and Kuwadzana suburbs in Harare. The floods have forced residents to seek shelter in temporary accommodations. Harare Mayor Jacob Mafume has called for immediate action and a comprehensive approach to tackle the city’s housing crisis.
<a href="https://www.pindula.co.zw/2023/12/28/floods-alert-harare-mayor-mafume-urges-residents-in-low-lying-areas-to-evacuate-their-houses/">During a press conference in Harare</a>, Mayor Mafume revealed that approximately 100 families have taken refuge at Budiriro 3 Primary School, while six to seven families have sought shelter at Kuwadzana 2 Primary School. The Civil Protection Unit (CPU) has provided essential supplies such as dry food for the affected families. Mayor Mafume mentioned that once the necessary sanitary facilities are in place, the families will be relocated to a vocational centre, as the schools are scheduled to reopen soon. He added:

We encourage families that are in those areas to go to these areas. Should flooding occur in other areas we will work with CPU to provide places for them to take people. They have provided transport and food and we as council have provided meat.”
Some of the flooded areas were newly allocated council residential stands.
For those that were allocated land legally and it is within an area where you cannot construct we are going to give them alternative land.
For those that have gone and invaded land illegally. We are becoming uneasy as a council with the process of regularization of illegalities. We need to come up with a robust plan.
We need to come with a ministry of housing. We have a national housing crisis as a country and as a city.

Furthermore, Mayor Mafume emphasized the need to reduce the cost of building houses. Floods Alert: Harare Mayor Mafume Urges Residents In Low-lying Areas To Evacuate Their Houses

Harare residents have given the local authority a five-day deadline to address the water shortages in several densely populated areas. This comes as a <a href="https://www.pindula.co.zw/2023/10/18/zimbabwe-health-ministry-reports-alarming-cholera-death-increase/">cholera outbreak has caused the deaths</a> of over 100 people and infected thousands nationwide.
The Ministry of Health’s report shows that Manicaland has the highest number of confirmed cases, followed by Matabeleland South and Harare.
In Harare, where cholera is now widespread, residents suffer from days without clean water, facilitating the spread of the waterborne disease. Through the Zimbabwe Lawyers for Human Rights, Tinashe Chinopfukutwa and Kelvin Kabaya, residents are demanding the restoration of water supplies to prevent the further spread of the disease. <a href="https://www.pindula.co.zw/Combined_Harare_Residents_Association_(CHRA)/">(Combined Harare Residents Association) Chra</a> &amp; Marian Chatambira, a resident of <a href="https://www.pindula.co.zw/Dzivarasekwa/">Dzivarasekwa</a> suburb in Harare, engaged Tinashe Chinopfukutwa and Kelvin Kabaya of the Zimbabwe Lawyers for Human Rights, who on Friday wrote a letter to the Director of Works at City of Harare (CoH) asking the local authority to restore water supplies to residents in 4 high-density suburbs of Dzivarasekwa, <a href="https://www.pindula.co.zw/Budiriro/">Budiriro</a>, <a href="https://www.pindula.co.zw/Glenview/">Glenview</a> &amp; <a href="https://www.pindula.co.zw/Mabvuku/">Mabvuku</a>, which have gone for several years without adequate &amp; constant supply of safe &amp; potable running water. 
Through the letter, Chinopfukutwa &amp; Kabaya complained that residents living in these suburbs have been experiencing severe problems in accessing running &amp; potable water from their taps &amp; had been forced to resort to fetching water for consumption &amp; daily use from shallow wells &amp; do not know whether the water from the underground wells is safe for consumption or not. 
The residents, Chinopfukutwa &amp; Kabaya said, fear that the lack of running potable tap water places them at the risk of contracting the cholera disease particularly at this point in time, where there is a cholera outbreak in the capital city. The human rights lawyers said the exposure to the likelihood of contracting diseases is a violation of the residents’ right to a safe &amp; healthy environment as guaranteed in terms of section 73(1) of the Constitution. 
CoH, Chinopfukutwa &amp; Kabaya said, has failed to achieve progressive realisation of the right to safe, clean &amp; potable water for residents of Harare, which is guaranteed in section 77 of the Constitution. To stop the violation of the residents’ right to water &amp; healthcare, the human rights lawyers then gave CoH a 5-day ultimatum to restore adequate &amp; constant supply of safe, potable running tap water in Dzivarasekwa, Budiriro, Glen View &amp; Mabvuku high-density suburbs including supplying bowsers with safe &amp; potable water in these areas.
 Chinopfukutwa &amp; Kabaya also asked CoH to furnish them with the local authority’s water policy &amp; a plan on how it intends to rectify the perennial water shortages in the capital city. Failure to comply with their demand, the lawyers said, would leave them with no option but to institute legal proceedings to obtain appropriate relief in court.

During the 2008 cholera outbreak, Harare, the capital city, was heavily affected with over 4,000 fatalities and around 100,000 people affected.
Despite ongoing water challenges faced by residents, the council’s epidemiology and disease control officer, Michael Vere, stated that progress is being made in raising awareness and preventing cholera. While the issue of water provision falls outside their mandate, Vere mentioned efforts to treat water at nearby boreholes in affected areas to provide clean and safe water to the people. Vere told <a href="https://www.newsday.co.zw/local-news/article/200018253/cholera-scare-harare-residents-threaten-to-sue">NewsDay</a>:

We are also intensifying health promotion activities, doing door-to-door campaigns. We are helping in supplying water bowsers daily to places like Southlands, Stoneridge and Hopley where we give daily supplies.

Vere emphasised the need for long-term solutions to address the water challenges in Harare. He highlighted that relying on water from Lake Chivero, which is heavily polluted, requires extensive chemical treatment and makes the water expensive. He suggested the exploration of alternative water sources to alleviate the city’s water issues.
Cholera is a severe disease caused by contaminated water and poor hygiene. It can be prevented by having clean water, proper sanitation, and practising good hygiene. If left untreated, cholera can be deadly within a few hours. The current outbreak started in Buhera district, Manicaland province, and has now spread to various areas including Buhera, Chegutu, Chikomba, Chimanimani, Chipinge, Chitungwiza, Chiredzi, Harare, Gokwe North, Marondera, Mazowe, Shamva, Mutare, Murehwa, Mwenezi, Seke, and Wedza.

Harare Residents Demand Urgent Action On Water Shortages Amid Cholera Outbreak

A secondary school in Budiriro, a suburb of Harare, was targeted by armed robbers who assaulted security guards and stole $1,600 in cash. In a statement seen by Pindula News, the police said they are conducting an investigation into the incident and have urged the public to come forward with any information that could assist in solving the case.
The statement said the suspects who were armed with a pistol, entered the school premises on Friday and broke into the Bursar’s office, where they accessed and stole the money from a safe. Read the statement:

Three unknown suspects armed with a pistol attacked four security guards who were on duty at the school before gaining entry into the Bursar’s office where they broke a safe and stole US$1 600 cash. There are several occasions in which robbers have targeted schools. In 2021, a group of eight robbers used dynamite to blow up the strongroom in the administration block at Gateway High School in Harare, stealing US$ 250,000 cash before fleeing.

Armed Robbers Targeted Secondary School In Budiriro And Stole $1600 Cash

A Budiriro woman was arrested after she allegedly helped her husband rape her 14-year-old landlord’s daughter on 25 May this year.
The suspect, who is 19 years old, is said to have held down the girl while her husband aged 21 years raped her.
It is alleged that the woman had initially pestered the young girl to have sex with her husband.
The alleged rape took place at the husband’s friend’s house where the girl was held against her will for three days until her father contacted the woman to enquire about her whereabouts.
Speaking to <a href="https://www.hmetro.co.zw/wife-helps-hubby-rape-teen/">H-Metro</a>, the girl’s father said that on Africa Day, his daughter and the woman went to Budiriro 1 Shopping Centre to sell second-hand shoes.
He alleged that at around 8 PM, the woman’s husband hired a vehicle to ferry his wife and the girl to Budiriro CABS to attend a church service.
But instead of going to church, they went to an unknown address in Budiriro CABS where the woman’s friend resides.
It was at the house that the husband allegedly demanded sex from the girl and fondled her breasts in the presence of his wife.
The woman allegedly persuaded the juvenile to have sexual intercourse with her husband, but she refused.
The husband then raped the girl without protection while his wife held her hands.
The girl’s father eventually phoned the woman asking about his daughter’s whereabouts.
On 28 May at around 8 AM, the woman sent the girl home in the company of another man.
The girl revealed the matter to her father, who made a police report.
ZRP spokesperson in Harare Province, Inspector Luckmore Chakanza, said the man and his wife were arrested and the girl was taken to the Family Support Clinic for medical examination.

Woman Helps Husband Rape Landlord's Daughter (14)

The City of Harare had by Wednesday last week recorded 28 confirmed and 96 suspected cholera cases, with 11 people being admitted at Beatrice Infectious Diseases Hospital.
City health services manager, Richard Chigerwe told a Special Council meeting held at Town House on Tuesday that the confirmed cases were in Budiriro, Glenview and Dzivarasekwa high-density suburbs. He said:

There are now 28 confirmed Cholera cases in Harare City as at 6 May 2023. Seven of these reside in Budiriro 1 while one is from Dzivarasekwa, 16 are from Glen View 3, two are from Mt Pleasant Heights and one is from Mbare. Glen View 3 suburb is now the bigger epicenter compared to Budiriro 1.
</blockquote>
Chigerwe urged residents to use water from treated sources saying most of the cholera cases are not linked.
Harare Mayor Jacob Mafume said that contaminated water sources are behind the outbreak in the capital, but he believes the situation is under control.
This year’s first cholera case was recorded in February in Chegutu, Mashonaland West Province.
In 2018 and 2019, at least 10 000 cholera cases were recorded in Zimbabwe with 69 deaths.

Glen View 3 Bigger Cholera Epicentre Than Budiriro 1

Harare City Council says it is deploying most of its refuse compactors and other resources to Budiriro following a cholera outbreak in the suburb.
This comes after 11 suspected and three confirmed cholera cases, were recorded in Budiriro 1 where residents get water from an unprotected water source.
The outbreak has raised fears of a repeat of the 2008 and 2018 Cholera outbreaks that killed and infected several thousands of people.
In a public Notice on Friday, Harare City Council said the redeployment of equipment to Budiriro 1 to combat the cholera outbreak will negatively affect refuse collection in other suburbs. It said:

Following the Cholera outbreak in Budiriro 1, the City has redeployed a quarter of its Refuse Compactors, Front End Loaders and Tipper Trucks to complement the other sanitation improvement measures being employed to contain the spread of Cholera to other areas in the City.
This will resultantly temporarily further prolong the refuse collection cycle in a number of areas.
The City will revert back to a once in two weeks collection after a week or two.

Budiriro has been Zimbabwe’s leading Cholera Hotspot since the worst outbreak of 2008-2009 when more than 4 000 people succumbed to the disease.
According to World Health Organisation (WHO) Zimbabwe data, in 2008, approximately half of cholera cases were recorded in Budiriro, a heavily populated suburb on the western outskirts of the capital, Harare.
The symptoms of cholera can range from mild to severe and can include diarrhea, vomiting, and muscle cramps. In severe cases, rapid loss of body fluids can lead to dehydration and shock.
Cholera can be prevented by ensuring access to safe drinking water and sanitation facilities.
Other preventive measures include washing hands frequently with soap and water, cooking food thoroughly, and avoiding raw or undercooked seafood.
The disease can be treated with oral rehydration therapy (ORT), which involves drinking a solution of salt, sugar, and water to replace lost fluids and electrolytes.

Council Redoubles Efforts To Control Budiriro Cholera Outbreak

The majority of people in Budiriro B, a wetland next to the Marimba River now in flood, have declined the Government’s offer to be evacuated to Budiriro 2 Vocational Community Training centre.
Some of the affected women who spoke to <a href="https://www.herald.co.zw/59-budiriro-flood-victims-evacuated-to-safe-place/">The Herald</a> said they feared their marriages will collapse if they go to Budiriro 2 and leave their husbands behind guarding their properties.
Susan Bure said in the flooding last season she accepted evacuation, but when she returned she found that her husband was living with another wife.
Budiriro B lies close to the Marimba River which is now in flood and this prompted the Department of Civil Protection to move in to evacuate the families.
The Department said it will not force the evacuation and so far, only 59 people from 43 families in Budiriro B have accepted the government’s offer to be evacuated.
Department of Civil Protection director Nathan Nkomo said the area is a condemned settlement and people should move to save their lives. He said:

We are not denying anyone some conjugal rights. If you feel you need them, you are free to go back and have conjugal rights with your partners. It’s unfortunate if we lose people’s lives during this rainy period.
If you are in trouble you will not even think of these useless things. We are not forcing you, you choose what to do in this situation.
</blockquote>
Other residents, however, thanked the Government for the timely intervention.
Authorities intend to permanently resettle the households in Budiriro B at a flat complex in Dzivarasekwa Extension.

"Our Marriages Will Collapse", Flood-hit Budiriro B Residents Refuse To Be Evacuated

Lawyers representing 25 members of the opposition CCC who were arrested last week in Harare’s Budiriro suburb said their female clients were molested en route to the Harare magistrates court.
The lawyers accused the Zimbabwe Prisons and Correctional Services (ZPCS) wardens of transporting female prisoners in the same van with male prisoners who are not CCC members, which resulted in the females being fondled along the way.
The lawyers, Wilbert Mandinde, Kudzai Kadzere and Chris Mhike also alleged that one of the accused persons contracted coronavirus while in prison and has been isolated for 10 days.
Harare magistrate Yeukai Dzuda ordered the State to investigate the abuse and bring the report to court by Friday.
The CCC members were arrested for allegedly holding a political gathering in Harare without police clearance.
Allegations are that on 14 January 2023, the accused persons responded to an invitation for a meeting at Budiriro MP Costa Machingauta’s house.
Prosecutors submitted that ZRP Budiriro received a tip-off that the accused were gathered illegally and went to investigate.

Upon arrival at the scene of the crime, the police observed that the accused’s conduct was disturbing the peace of a section of members of the public.
The police ordered the accused persons to disperse, but they resisted leading to their arrest. The accused had no lawful excuse to act in the manner they did.

ZLHR speaks after reports that Kudzai Kadzere was assaulted with “truncheons and fists” on Saturday while he was attending to opposition Citizens Coalition for Change (CCC) <a href="https://zero.pindula.co.zw/just-in-amos-chibaya-and-other-ccc-leaders-arrested/">officials who were detained at Budiriro 2 Police Station</a>.

ZLHR: "Police Officers Used Truncheons And Fists To Assault The Human Rights Lawyer"

Three land barons were jailed for 12 months on fraud charges each last week by a Harare magistrate for illegally selling State land reserved for a new primary school in Budiriro.
The Zimbabwe Anti-Corruption Commission (ZACC) arrested States Simusonza, Ranson Chingwara and Tidings Keta all from Budiriro for selling stand they illegally carved out of the State land at prices ranging between US$5 000 and U$7 500.
The three were members of Tabudirira Housing Cooperative.
The matter came to light when their victims were served with eviction notices in July 2015 for building houses on land reserved for a primary school.
This led to the arrest of the three by ZACC investigators who took them to court where they went through a full trial resulting in their conviction and 12-month jail terms.
ZACC spokesperson Commissioner John Makumre told The Herald in an interview that the anti-graft body was investigating several cases brought to the attention of ZACC. He added:

I can assure you that these land barons will soon be nabbed and locked up for a very long time.

<h2>What Happened:</h2>
It is alleged that in 2014, Honest Vanhuvawone bought a residential stand from the Cooperative at US$5 000 within greater Harare.
An affidavit confirming the payment was drafted was signed.
He was fraudulently allocated stand number 27033 from the State land reserved for a primary school which the Cooperative had subdivided into small residential stands. 
On another charge, Emilia Nyapokoto from Budiriro was referred to the Cooperative where she paid US$7 500 for a 380 square-metre stand.

Harare City Council (HCC) has said most Western western suburbs are now accessing water except for Budiriro. 
Most of the suburbs had little to <a href="https://news.pindula.co.zw/2022/08/04/harare-shut-down-morton-jaffray-over-unprecedented-chemical-supply-challenges/">no water for over a week</a> after the local government authority had shut down Morton Jaffray Waterworks citing “unprecedented chemical supply challenges.”

Harare Says Most Western Suburbs Are Now Accessing Water Except For Budiriro

The Department of Civil Protection (DCP) said that families displaced by Overland Tropical Depression Ana were in urgent need of blankets, food, drinking water, hand wash facilities, tents and sanitisers for their daily upkeep.
Some homes were destroyed by the storm in several districts but the DCP said it was still assessing the full extent of the damage.
The storm caused various levels of damage in several districts, among them Chipinge, Chimanimani, Mutare, Mutasa, Nyanga, Mudzi, Uzumba Maramba Pfungwe, Rushinga, Mt Darwin, Centenary, Mbire, northern Hurungwe and Kariba. Said DCP in an update:

Heavy rains were received in Mbire on January 27, 2022, resulting in flooding of some civil servants houses, while in ward 10, some houses collapsed.
Damage assessments are being conducted to ascertain statistics of households affected and infrastructure damaged.
Ten (10) people were marooned in the Mukumbura River on January 26, 2022, while they were attempting to cross the flooded river.
The 10 were successfully rescued by Mozambican nationals.

The DCP said the storm also damaged 40 houses in Budiriro, with a total of 97 people evacuated to Budiriro Youth Training Centre, where they are temporarily housed for the next three months due to the floods.
Heavy rains also damaged the bridge that links Budiriro Cabs suburb and Budiriro Extension.

Cyclone Ana Victims In Urgent Need Of Aid

Police have been accused of fatally assaulting and killing an unarmed civilian in broad daylight last Saturday in front of children and members of the public in Budiriro.
The deceased, Percy Dick, was buried on Wednesday following the fatal assault.
Dick had left home for a routine medical check-up but was never to return after the assault.
His mother Christine Chatitima told Standardpeople that she was in shock that her son died at the hands of law enforcement officers. She said:

My son was beaten up by plain-clothed police officers at Current Shops in Budiriro. What happened is the police officers blocked the vehicle which was taking Percy to see a doctor over a leg problem.
As the team tried to ask the police to clear the way a dispute arose and my son was attacked by the police. He died at the scene.

An eyewitness, who only identified herself as Chihera, said an angry female police officer grabbed Percy by the privates and pulled him until his eyes turned white. She said:

She pulled him by the private parts and dragged the poor man. We saw his eyes rolling until they were all white. This happened in broad daylight and they killed him while we watched.

Angry community members and the family have teamed up to demand justice by putting up posters inscribed ‘Justice for Percy,’ ‘End Police Brutality.’
There are allegations that police attempted to attribute Percy’s death to Covid-19 and later to diabetes as they tried to cover their tracks.
Percy, a 31-year-old man, is survived by two children and a 25-year-old wife.
Police spokesperson Assistant Commissioner Paul Nyathi, said police were still waiting for full investigations on the circumstances surrounding his death before they could fully respond.
Nyathi said that post-mortem results did not show that Percy was murdered, and therefore, it would be too early to comment.

Health experts have warned that residents of Harare’s Glen View and Budiriro high-density suburbs are at risk of other outbreaks of cholera and typhoid due to recurrent sewer bursts coupled with the City of Harare’s failure to provide potable water.
In 2018, Glen View experienced a cholera outbreak that affected about 9 100 residents
In 2008, both Glen View and Budiriro were the epicentre of a cholera outbreak that claimed over 4 000 lives.
In an interview with NewsDay on Monday, Community Water Alliance (CWA) spokesperson Christopher Gohori called for expeditious repairs of burst sewage pipes in Glen View to prevent a health crisis. Said Gohori:

We have had cholera cases in 2008 and in 2018, and there were many deaths; which tells us that Glen View and Budiriro are prone to these diseases.
This is dangerous considering we are now in the rainy season, the sewage will seep into the water table contaminating it and the risk is that upon tests, the borehole may be decommissioned, and people will face challenges getting water.
We understand the City of Harare is failing to provide water at the household level.
Once boreholes are decommissioned, it gives problems to residents, especially women and girls who will have to walk long distances to fetch water.

Harare Residents Trust member Mukai Murwisi said burst sewer pipes that are left unattended have contaminated groundwater making it risky to depend on borehole water. Said Murwisi:

We have problems with sewer bursts, almost daily, sometimes they come to repair but nothing really changes, there is no progress.
Some boreholes were decommissioned after they were found to be contaminated as a result of the sewage system that is in bad shape.
It is even difficult to dig wells because our water table has been contaminated.

Harare mainly depends on Lake Chivero for its water needs but the reservoir is heavily contaminated and efforts to build another supply dam, Kunzvi Dam, for the capital, are yet to bear fruit.

Glen View, Budiriro Prone To Another Cholera Outbreak

A 29-year-old woman is appealing for information about the whereabouts of her one-year-old daughter who went missing Sunday morning in Budiriro 4 high-density suburb.
Prisca Dindinga told NewsDay that she went to report at Budiriro 2 Police Station but was asked to make a formal report for a missing person after 24 hours.
She said she suspected that Mitchell had been snatched by a woman who was employed as a maid in the neighbourhood. Dindinga said:

In the morning at around 7 am, I was doing my normal household chores indoors and my child went outside, as usual, to play with her siblings.
When I went outside to check on my children, she was missing. I inquired about her whereabouts from some people who were around and someone told me that they had seen a maid from the neighbourhood with my child.

She said the maid cannot be accounted for. 

Harare provincial spokesperson Inspector Mwanza said the police were yet to investigate the matter.
Dindinga told NewsDay Sunday evening that attempts to locate her child had been fruitless and was now “hopeless”.

Former Energy and Power Development Minister, Advocate Fortune Chasi has called for justice for the poor after the High Court issued an order stopping the demolition of houses in an affluent Harare suburb, Greendale.
The Wednesday provisional order by High Court judge Justice Mary Dube stopped the Harare City Council’s planned demolition that was scheduled to take place this Saturday.
It comes after nearly 200 houses were demolished in Budiriro, a high-density suburb in Harare. Commenting on the draft order, Advocate Chasi said:

Chasi previously expressed frustration over the timing of the demolition of Budirio houses saying the local authority should have waited until the rainy season was over.
The owners of the five Greenland houses that were targeted for demolition were represented by lawyers from Matsika Legal Practitioners.
They insisted that they lawfully purchased the land from the local authority and received offer letters between 2016 and 2018, after having fully paid for the stands.
According to court papers, the applicants argue that the local authority decided to evict them from the stands after the Greendale Residents and Ratepayers Association, had taken it to court for failing to get necessary legal approvals to allow stands to be built on.
In a public notice dated February 10, 2021, City of Harare said residents, including the applicants, took advantage of the non-appearance of the department of control and housing inspectors due to the COVID-19 lockdown and <a href="https://news.pindula.co.zw/2019/06/03/high-court-rules-against-destruction-of-greendale-wetland/">constructed illegal structures on undesignated land.</a>

Ex-Minister Chasi Calls For Justice For The Poor As Court Stops Demolition Of Structures In Affluent Suburb

Unattended burst sewer pipes in Harare’s high-density suburbs of Glen View and Budiriro have raised concern of a possible health hazard looming in the suburbs, Newsday reports.
58 pipe bursts have been reported in Glen View alone while 79 were reported in Budiriro according to the publication.
Reports by the publication indicate that some of the wastewater is reportedly flowing towards community boreholes.
Community Water Alliance (CWA) spokesperson Christopher Gohori spoke to the publication and said the City of Harare must have a bigger budget for water and sewer pipe replacement:

500 illegal houses have been built on an area reserved by the Harare City Council for High Glen Stadium in Budiriro, The Herald reports.
The council through the Acting Harare town clerk Engineer Zvenyika Chawatama said they will demolish the houses in due course:
<blockquote>The stand has been planned and set aside for the stadium. There are structures on the site put up by land invaders. These have been demolished and will be demolished again in due course</blockquote>
The council had planned to start constructing the stadium last year but failed. The houses on the same site were demolished before but the invaders reportedly rebuilt them after the demolitions.
Land barons are reportedly parceling land earmarked for projects like malls, schools. churches and or stadiums to desperate home seeks. The government has said it will not regularise such building and directed the city fathers to do the demolitions after the rain season.

Provincial Development Coordinator for Harare Metropolitan Province Tafadzwa Muguti said that Budiriro residents whose houses were demolished by the Harare City Council early this month will get tents from the government.
Muguti said the government would only provide temporary accommodation and he also advised the affected residents to take the culpable land baron to court. Said Muguti:
<blockquote>Tents will be provided to those affected by the rain.
However, it’s a temporary move as they should look for alternative accommodation whilst this housing cooperative should refund fully all their money.
If they don’t, civil action should commence.</blockquote>
A land baron Caleb Kadye has since been arrested after he was accused of selling the illegal stands to the desperate home-seekers.
Between 2017 and 2018, Kadye reportedly sold stands for US$2 500 each on land that was officially designated as a school area.
The Harare City Council notified the residents to vacate the area after courts ruled in 2019 that the houses were illegal.
The residents ignored the notice to vacate the area and the local authority moved in last week resulting in the demolition of 190 houses, leaving the owners homeless.

Full thread on Twitter by the former Deputy Minister of Higher Education, Science and Technology Development, Godfrey Gandawa, on the recent demolition of “illegal” structures by the Harare City Council.
The blame-shifting between the MDC Alliance and Zanu PF over the demolition of houses in Budiriro yet again demonstrates our increasing inability to confront issues and solve otherwise straightforward problems.
Firstly, the victims have to bear some responsibility. Purchasing land is not a trivial matter and the desire to cut corners, eliminating lawyers and estate agents, leaves buyers vulnerable to land barons. Let the buyer beware; we are responsible for conducting due diligence.
Harare City Council has made little effort to raise public awareness. As an example, there is no online portal where buyers can check the legality of a development. Websites are inexpensive and easily deployed, there is no good reason why this service is unavailable in 2020.
Land barons can only operate in an environment devoid of information. If the information on the legality of land is made publicly and readily available, there is no way a land baron can create a fake stamp or work in cahoots with rogue council employees. Transparency is king.
The facts have been difficult to discern as the conversation has been characterised by propaganda from both the MDC and Zanu PF. Both sides are muddying the facts of the governance framework in a bid to score political points ahead of tackling the issue to avoid a repeat.
The MDC blames central govt, alleging it controls the Town Clerk and key staff in Grades 3 – 1. It is dishonest for the MDC to try and absolve itself of responsibility yet Local authorities, through their HR Committees, recommend a shortlist of three candidates to Local Govt.
The MDC cannot claim to be totally powerless yet at the same time contest local authority elections. If it is indeed powerless, what is the purpose of standing for office when in reality Zanu PF will call the shots?
There is no evidence of councillors mounting a fierce political or legal campaign against the allegedly rogue executive, to stop illegal construction or the subsequent demolitions. Why would urgency now arise after the damage is done? Councillors are sleeping on the job.
This is not the first demolition, nor is it the last. What is being done to prevent a future occurrence? Complaining, shouting or shelving the problem for another day is not a solution. What is the council doing today? We need to arrest the problem immediately!
The present focus appears on scoring political points, nobody in power has offered a workable plan. We must be careful not to allow the polarised nature of our politics to become an excuse for poor performance.
Govt officials seem greatly excited by these demolitions, taking pleasure in blaming the MDC. This only betrays the extent of their irresponsibility. If anything, govt should hang its head in shame given the extensive oversight power enjoyed by the Min of Local Govt.
At the centre of these problems is highly centralised power. We need to devolve power aggressively, so that failure is apportioned where it belongs. Read the devolution white paper, Zimbabwe as a Federal Republic, and add your voice.

'ZANU PF, MDC-A Blame-shifting Over Budiriro Demolitions Unhelpful'

Harare Provincial Development Coordinator Tafadzwa Muguti on Friday lambasted the opposition MDC Alliance (MDC-A) for alleged politicisation of the recent demolitions of “illegal” houses in parts of Harare, particularly Budiriro.
In a long thread on Twitter, Muguti said the demolitions were part of a government and council resolution to rid the city of some illegal structures. He wrote:
<blockquote>We, as government appreciate that Harare City Council has been mismanaged for decades and Jacob Mafume (Harare Mayor) with his executive have been working with us to ensure we clean the mess and restore sanity.
Trying to politicize the legal functions of the council is just plain ignorance.
Let me, therefore, say the statements issued by @mdczimbabwe against me and government is irresponsible as they have the majority councillors in @cohsunshinecity and shows a serious lack of leadership and professionalism.
It is simply a legitimate court order served at the wrong time rainy season.</blockquote>
Muguti added that Budiriro homeowners were given nine months’ notice to stop building houses and vacate the area since they occupied it illegally but ignored. He wrote:
<blockquote>The homeowners were given notice 9 months which expired on the 31st of October 2019. The Sherriff was instructed on 13 February 2020 at which point the country went into the Covid-19 period.
The Sherriff resumed work and notice of ejectment was served on the 17th of November 2020.</blockquote>
Muguti further revealed that the land barons responsible for parcelling out stands in Budiriro illegally did not respond or oppose the court application which gave effect to the demolitions.

Muguti Chides MDC-A Over Budiriro House Demolitions

MDC Alliance has claimed that riot police surrounded Budiroro suburb, Harare following the party leader, Nelson Chamisa’s visit to victims of house demolitions by Harare City Council.
Chamisa toured the suburb together with Harare Mayor Councillor Jacob Mafume, MDC Alliance Chairperson of Harare Province Hon Chikombo and a number of other party leaders.
They condemned the demolitions which they said were inhumane and ill-timed. Posting on social media, MDC Alliance said:

They seized the recording equipment of journalists. We condemn this attempt to cover up this human rights crisis.</blockquote>
Prominent journalist and filmmaker, Hopewell Chin’ono described the police gesture as a strategy to conceal what transpired in the suburb. He said:
<blockquote>They don’t want the world to know the truth that is why they are taking recording machines from journalists! They don’t want the world to see their cruelty, let journalists do their work!</blockquote>
Both MDC Alliance and the ruling ZANU PF are blaming each other over the ongoing demolitions of structures which were allegedly on the illegally acquired land.
Earlier, some stakeholders asked responsible authorities to delay the demolitions while some called for the regularisation of the structures saying the victim will be the land seeker who was duped of money and is now losing the property and other resources.

MDC-A: Riot Police Surround Budiriro As Chamisa Visits Victims

The opposition MDC Alliance led by Nelson Chamisa has distanced itself from the ongoing demolition of houses built on land acquired illegally in Budiriro by the Harare City Council.
The majority of councillors in Harare are from the MDC-A and this has given the impression that the party is “inhumane” and “cruel” following the destruction of people’s shelter in the middle of the rain season.
On Wednesday, the Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana, accused Harare City Council of acting “with so little human consideration” for the current spate of demolitions.
Mangwana was responding to political analyst Pedzisai Ruhanya who tagged him in a tweet, asking why the affected people in Budiriro were not given time so that they vacate after the rain season.
Meanwhile, the MDC-A has accused the central government, through the Ministry of Local Government, of unleashing the demolitions. The party said in a statement:
<blockquote>The MDC Alliance condemns the callous, disproportionate demolitions carried out by the Ministry of Local Govt and the Provincial Development Coordinator. Zanu PF land barons and the central government work together to inflict untold suffering on the masses. This must stop.
The root problem is Zanu PF. Zanu PF land barons and the central government have created this crisis. Factually, the court order was obtained on the instructions of the Town Clerk, a central government appointee. Mayor Mafume spoke out against the demolitions and he was arrested within days.
On 13 November, permanent secretary [Nick] Mangwana gave notice of Central Govt’s intention to unleash a spate of demolitions.
Pleas by Harare Mayor [Jacob] Mafume for a rational, people-centred approach were ignored, as were concerns around corrupt ZANU PF land barons.</blockquote>
In a tweet posted on 13 November 2020, Mangwana warned that demolitions of illegal structures and a clampdown on other illegal activities in Harare were imminent. He wrote:
<blockquote>Expect demolitions of illegal structures, arrests of illegal vendors, land barons, sand and water poachers, money changers, closure of unregistered businesses and closing of unlicensed shops in Harare. Lawlessness is being clamped on.</blockquote>
The government has been accused of trying to discredit the opposition by arresting its councillors on “trumped-up charges” and blaming them for poor service delivery while the local authorities have their powers taken over by the central government.

WATCH: Women Lament Demolition Of Homes In Budiriro

The Zimbabwe Republic Police (ZRP) has confirmed the arrest of a third suspect in the murder of seven-year-old Murehwa boy Tapiwa Makore (Junior) in September this year.
National police spokesperson, Assistant Commissioner Paul Nyathi, on Monday confirmed the arrest of Moud Hunidzarira (42) in Budiriro following a tip-off by the public.
Hunidzarira is alleged to have been in Murehwa when the murder occurred and a few days later was seen by some neighbours in Harare, cleaning an item that had blood. Ass. Comm. Nyathi said:
<blockquote>The ZRP has arrested a third suspect in connection with the death of Tapiwa Makore. The suspect, Moud Hunidzarira (42), has since appeared in court.
She was arrested after a tip-off. She was seen cleaning an item with blood, believed to be that of the late Tapiwa Makore in Budiriro, and this culminated in her arrest. We are still carrying out investigations.</blockquote>
Tapiwa Makore Sr (57), who is an older brother to the murdered boy’s father, Munyaradzi, and his herdsman Tafadzwa Shamba, are alleged to have carried the murder and harvested body parts for ritual purposes.
Reports allege that on 17 September around midday, Shamba lured the boy from his family garden to the home of Makore (senior), detaining him in the dining room, after giving him food.
Makore and Shamba then carried Tapiwa to a secluded place shortly after midnight where the latter used a knife to cut off the boy’s head.
The two have both appeared in court and were remanded in custody.
