Police have confirmed the arrest of two officers caught in a viral video taking bribes from motorists on the Harare-Mutare Road near the Mabvuku turn-off.
The video, which lasts over five minutes, was recorded by a motorist on Saturday, November 2, and has since gone viral.
In a statement released on Sunday, November 3, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi confirmed the arrests of Sergeant Chifamba and Constable Gunzva, saying they are facing both disciplinary and criminal charges. Reads the statement:

The Zimbabwe Republic Police informs the public that Sergeant Chifamba and Constable Gunzva have been arrested and are now in detention.
They are facing both disciplinary and criminal charges. These are bad apples who do not deserve to be serving in the Police Service.
The Commissioner-General of Police does not condone corruption by any police officer and will ensure that the law takes its course without fear or favour.

Mabvuku Turn-off Bribe-taking Police Officers Arrested

Two female police officers stationed at Chinhoyi Police Station were recently arraigned before the Chinhoyi Magistrates’ Court facing corruption charges after they allegedly solicited a bribe from a suspect who was due to appear in court.
It is alleged that on 02 February 2024, Sergeant Theoline Mapako and Constable Gracious Hove solicited a US$100 bribe from Thandeka Chitombo who had been arrested for impersonating a state official (CIO).
The bribe was to ensure that Chitombo gets bail.
The National Prosecuting Authority (NPA) said Chitombo advised the police officers that she only had US$32.
They told her that they had already made an arrangement with her father and he had promised to give them US$50.
When Chitombo was given US$50 by her father, the police officers took her to the ladies’ toilets on the court premises where she handed over US$80 as bribe money.
After the transaction, the police officers escorted her to court where she was remanded in custody as the Prosecutor opposed bail.
The matter came to light when Chitombo was denied bail and she reported the issue to the prison officers who then alerted the police.
Mapako and Hove will appear before a magistrate on 19 March for trial.

Two Female Police Officers Receive A Bribe Inside A Court Building

Two Zimbabwe Republic Police (ZRP) members based in Beitbridge have each been jailed for an effective 18 months after taking a bribe from a suspect arrested for illegal possession of drugs in October 2023.
Andrew Masakadza (37) and Fungai Gomo (33), both deployed to ZRP Beitbridge Rural, took a R1 200 bribe from Youbeen Mudimba Lutumba Growth Point.
<a href="https://www.herald.co.zw/bribe-taking-cops-jailed-two-years/">The Herald</a> reported that the cops denied the charges of criminal abuse of office as public officials, but Beitbridge resident Magistrate Takudzwa Gwazemba convicted them on the strength of the State’s evidence.
The two were each sentenced to 24 months in jail, but six months were suspended on condition of future good behaviour.
It was the State case that on 23 October 2023, at around 9 PM at the Lutumba business centre, Masakadza and Gomo heard that Mudimba was selling drugs at her home in Lutumba.
The two police officers, who lived in the same area, proceeded to Mudimba’s house known as Happy’s Kitchen.
Upon arrival, the two, who were dressed in civilian clothes, saw Mudimba and searched her shop.
They handcuffed her and another villager, Simbabrashe Ndou who they found at the shop and ordered them into the house.
Masakadza and Gomo searched the house and recovered 30 by 100ml bottles of broncleer syrup, 250 twists of mbanje and a plastic sachet containing US$100 and R8 000.

Police Officers Jailed Two Years Each For Taking Bribes

A member of the Zimbabwe Republic Police (ZRP) stationed in Epworth, Harare, was arrested for allegedly extorting money from kombi drivers to allow them to pass through the Chiremba Road roadblock, reported <a href="https://www.hmetro.co.zw/crooked-traffic-cop-charges-kombis-us30-a-week/">H-Metro</a>.
Learmore Mutaurwa appeared in court charged with extortion after he allegedly ordered commuter omnibuses to pay US$30 weekly to pass through the roadblock.
He was implicated by his accomplice, Kelvin Nyabanga, who claimed that he collected the money on his behalf.
Prosecuting, Anesu Chirenje Chirenge said on 28 January 2024, police received a tip-off that traffic officers, who were manning the ZRP Mabvuku traffic had teamed up with Nyabanga to extort money from kombis on the Epworth route.
The scheme entailed that commuter omnibuses on that route were allowed to pass through the roadblock, without being stopped, after payment of bribe money amounting to US$5 per day or US$30 per week.
Nyabanga was allegedly strategically placed at Chans Shopping Centre, Hatfield, as their runner, with the responsibility of receiving the money from drivers of the kombis between 7 AM and 10 AM.
The court heard that after collecting the money from complying operators, Nyabanga would list all defiant kombis and send the list to the police officers.
The other police officers would then target the vehicles and arrest the drivers.
One of the kombi owners reported the matter to the police and a trap was authorised which led to Nyabanga’s arrest.
Nyabanga implicated Mutaurwa, through their WhatsApp messages, in which they were discussing the deal.
Social commentators say corruption, extortion and bribe-taking at police roadblocks have almost been normalised as money changes hands between public transport operators such as kombis and mushikashika, and cops, in full view of passengers.

Traffic Police Officer Charges Kombis US$30 A Week

The City of Harare says some of its municipal police officers have gone rogue and are taking bribes from shop owners to overlook the need for licence renewals.
Stanley Gama, the council’s head of corporate communications, told <a href="https://www.hmetro.co.zw/rotten-city-cops-getting-bribes-from-shop-owners/">H-Metro</a> that they do not have representatives who collect money in shops.
He said all licence renewals must be taken to City health director, Dr Prosper Chonzi. Said Gama:

As we are fighting corruption from within, shop owners must be aware of bogus individuals who are not from the council who are targeting them.
Instead of paying money at Rowan Martin, some of our rogue officers are going around collecting bribes.
The corruption committee will ensure that they trace and arrest the officers and shop owners as we do not tolerate corruption.
We do not have any representatives from the council who collect money in shops.

Corruption within the Harare Municipal Police has been a recurring issue, tarnishing the reputation of the municipal administration.
In April 2020, some Harare municipal cops were implicated in corruption related to enforcing lockdown regulations.
These officers allegedly demanded cash or goods, often food, from offenders to release them.

"Rogue" Harare Municipal Police Officers Getting Bribes From Shop Owners

Forty (40) percent of Zimbabweans are willing to accept “political gifts” ahead of the upcoming elections, even if they say they will still vote for their preferred candidate, a recent survey has shown.
According to a pre-election survey conducted by the Public Policy and Research Institute of Zimbabwe (PRIZ), an independent think tank based in Bulawayo, only 11% of the respondents said they will take the “gifts” and vote for the candidate offering the bribe.
This means 51% of the respondents are open to receiving bribes from politicians.
According to PRIZ, for the pre-election poll, respondents or potential electorate aged 18 and above who are eligible to vote in all 10 provinces of Zimbabwe were sought.
Face-to-face interviews were conducted, with respondents replying in their preferred language, and at least 200 respondents from each province were chosen, giving PRIZ a sample size of 2689 respondents. Read the survey results:

Respondents were asked about how they would react to being bribed by the contesting candidates to influence their choice.
44 percent say they would not take the bribe and they will vote for their choice, 40 percent say they would take the bribe but continue and vote for their preferred candidate while 11 percent would take a bribe and vote for the bribing candidate.
This represents an alarming 51 percent of the respondents that would accept and receive “political gifts”.

The Electoral Act says bribery involves someone who:
<blockquote>
gives, lends or procures or agrees to give, lend or procure or offers or promises to procure or to endeavour to procure, any money to or for any person on behalf of a voter, or to or for any other person in order to induce a voter to vote or refrain from voting, or who corruptly does any such act as aforesaid on account of such voter having voted or refrained from voting at any election.

A political commentator, Iphithule Maphosa, told <a href="https://cite.org.zw/majority-of-zimbabweans-willing-to-accept-political-gifts-ahead-of-election/">CITE</a> that Zimbabwe has experienced some of the highest prevalence of bribery and commercialisation of elections adding that the Zimbabwe Electoral Commission (ZEC) has turned a blind eye to the vice due to its impartiality where ZANU PF is involved. Said Maphosa:

It is therefore not surprising that once again vote buying is still a concern in the August 23 elections.
The law notwithstanding, divorcing money and food from politics in Zimbabwe remains a hard nut to crack because some people are hungry and need that money or food.
Look at how people scramble for the ZANU PF bread or Chicken Inn (fried chips and chicken) at ZANU PF rallies. It signifies that some people are desperate but that cannot be condoned.
Then for the opposition, which doesn’t offer food at its rallies, some people have been heard saying they are hungry and didn’t get food. It’s puzzling.

Majority Of Zimbabweans Willing To Accept "Bribes" From Election Candidates - Survey

Police officers have been warned against taking bribes from motorists at roadblocks as this results in road traffic accidents as unroadworthy vehicles are allowed on the roads.
Assistant commissioner Levi Sibanda warned that those found wanting will face the full wrath of the law. He said:
<blockquote>
When we introspect we look at the statistics where our citizens lost their lives through accidents. It is indeed disturbing.
I am encouraging enforcement agencies not to accept bribes from motorists. And also to encourage our transporters not to bribe or not be part and parcel of this very bad and unnecessary arrangement within our society.
We expect your fleets to be roadworthy. You must not buy your presence on our roads through bribes.

He was speaking at the World Day or Road Traffic Victims commemorations held in Bulawayo this week.
23 people were reportedly arrested in July this year within a period of four hours for bribery at a roadblock along the Harare-Bulawayo highway.
According to official data, more than 1 500 people lost their lives through road accidents between January and September this year while 7 851 were injured countrywide.
Transport and Infrastructure Development Minister, Felix Mhona, called for cooperation among stakeholders to curb road traffic accidents. He said:

We, therefore, call for partnerships and collaborations with religious communities, organised labour, business, government institutions and civil society to mitigate the occurrences and ugly impacts of his scourge.
The carnage on our roads must stop. We can’t go on pretending day by day that someone, someday will come and make a change.
Road safety is our absolute responsibility. Surely, it can only be through us that we put an end to this.
This is a war we can win as roughly 94% of road traffic accidents are directly attributed to human error.
A change in human behaviour could therefore easily result in a lowering of the worrisome statistic.
All of us want to end this carnage. All of us must end this carnage. It is now or never.

Police Officers Warned Against Taking Bribes

Doctors at government hospitals such as Bulawayo’s Mpilo Central Hospital are demanding bribes of up to US$700 to conduct surgeries on patients, a Member of Parliament has claimed.
Speaking in the National Assembly on Thursday while raising a matter of national interest, Makokoba MP James Sithole said bribe-taking by doctors in public health institutions is a sign of decay in the delivery systems. He said:
<blockquote>
I will give an example of what is happening at Mpilo Central Hospital.
I am referring to corrupt activities, which are unnecessarily exposing patients that are already suffering to more suffering and to premature death.
There are patients that have been in the queue to go to the theatre since December 31, 2021, and they have not been able to have the opportunity to go to the theatre.
The reason is that each time their allocated dates arrive to go to the theatre, excuses are given.
They are told that there are no doctors to attend to them; they are told that there are no necessary materials in the theatre; they are told that their temperature is too high for them to go to the theatre.
However, the truth is that it is because they would have not paid a bribe to doctors that range between (US)$300 to (US$) 700 or more.
Surprisingly, doctors are able to carry out procedures using the same theatres on their private patients without paying anything to the hospital.

Sithole said that the X-ray machine and the scanner are said to be broken down most of the time adding that this is a pretext for sending patients to private facilities run by the same doctors. He said:
<blockquote>
So, if ever anyone is lucky at that time to be attended to, when they get to the other end where the doctor is looking at the X-ray picture, the patient is told the X-ray is not clear because the X-ray machine is faulty.
So they are referred to facilities outside or private operators where they have to do another X-ray.
On the scanning machine, pregnant mothers who have to do a scan are told that there is no jelly but surprisingly, again, the officer operating the scan will be having their private jelly.
They only attend to their private patients from their private practice, but who come and use the hospital scan with the jelly.
Anyone referred by Mpilo is told that there is no jelly, yet those coming from outside who will be their private patients will be attended to.

Sithole concluded by requesting that the Ministry of Health and Child Care carry out an investigation and bring a ministerial statement to the National Assembly.
National Assembly Speaker Jacob Mudenda said Sithole had raised “a fundamental and profound observation.”

"Government Doctors Demanding Bribes From Patients"

Home Affairs and Cultural Heritage Minister Kazembe Kazembe said that the most effective way to deal with corruption is for members of the public to stop paying bribes.
Speaking in the Senate on Thursday, Kazembe admitted that corruption was pervasive within the Zimbabwe Republic Police but unwittingly blamed the public for abetting corruption in the police force by paying bribes. Said Kazembe:

Yes, corruption is indeed a scourge and it’s totally unacceptable. I do admit that we do have some rogue cops amongst the police.
Not every cop is corrupt but definitely yes, that issue is there and it’s a challenge.
It’s illegal and it should be dealt with. There is no way one person can be corrupt by themselves, it takes two or more to corrupt.
This then points to citizens – we are aiding corruption; police cannot corrupt themselves.
If they are corrupt, it’s because they are being paid by us. If we all take collective action and say we don’t want corruption, it will end today. Nobody will offer a bribe to the police.

The latest Transparency International Zimbabwe (TIZ) national bribe payers index study for 2021 ranked ZRP as the country’s most corrupt government department.
In December last year, <a href="https://news.pindula.co.zw/2021/12/12/zinara-zrp-and-vid-most-corrupt-state-departments-zacc/">the Zimbabwe Anti-Corruption Commission (ZACC) named the Zimbabwe National Road Administration (ZINARA), VID and ZRP</a> as the most corrupt state departments.
According to ZACC chairperson Justice Loice Matanda-Moyo, some of the officers from the three departments reportedly pocket at least US$200 a day from their corrupt deals.

Stop Paying Bribes To End Corruption, Says Kazembe

Banned commuter omnibus operators in Harare are reportedly giving police officers US$1 per trip to avoid arrest at roadblocks.
The police officers are said to be working with vendors who receive money from kombi conductors on their behalf as they fear arrest for accepting bribes. A kombi driver ferrying passengers along Domboshawa route said:
<blockquote>We pay them money, a USD$1 per trip is not really much since we are charging the same amount per person.
Sometimes they act rough on us and we are forced to increase the amount but, at the end of the day, we go home with something.</blockquote>
The government banned private commuter omnibuses in March as part of measures to curb the spread of SARS-CoV-2, the new coronavirus which causes the disease called COVID-19 but after more than six months of inactivity, drivers and conductors are feeling the pinch.
Kombi operators are expected to register under the Zimbabwe United Passenger Company (ZUPCO) franchise for them to operate but most of them are either unwilling or unable to do so.

Traffic Cops 'Charging' Kombis US$1 At Roadblocks

The Progressive Teachers Union of Zimbabwe (PTUZ), has accused the government of “bribing” the directorate at Provincial and Head Offices by offering them soft loans so that they facilitate the reopening of schools.
In a statement, PTUZ president Takavafira Zhou said the directors are getting $200 000 loans each from the government within five days of applying. Said Zhou:
<blockquote>… we want to make it clear that this attempt to oil the directorate to drive teachers back to schools is futile. We urge the directorate that government oppressive generosity to them must never be abused against teachers.
Let it be known to the few members of the directorate that pocketing the $200 000 is no licence to making them adopt an intransigent and irresponsible approach to force teachers to report for work from 28 September 2020.</blockquote>
Zhou urged the government to capacitate teachers and ensure that their safety concerns in light of the coronavirus crisis are addressed before the phased reopening of schools starting later this month. He said:
<blockquote>We urge the government to do the most honourable thing of capacitating teachers and prioritising their health and safety if it dreams of successfully re-opening schools in 2020.
Teachers remain ready to open schools, but only after addressing their welfare, health and safety concerns. Time is ticking away with Minister Matema failing to engage and facilitate the capacitation of teachers.</blockquote>

Govt Giving 'Bribes' To Education Directors - PTUZ

Illegal money changers and pirate taxis are coming back into Masvingo Central Business District (CBD) in droves in defiance of the stay-at-home order.
Police officers are reportedly abetting the illegal activities by taking bribes from the forex dealers and Mushikashika operators.
National Police Spokesperson, Assistant Commissioner Paul Nyathi told Masvingo Mirror that the Zimbabwe Republic Police is taking the issue seriously and it will be discussed by the police commanders at the Police General Headquarters.
The illegal trade in foreign currency is rampant along Hofmeyer Street and places around large shopping areas like Pick and Pay and N. Richards.
The corrupt police officers are allegedly taking ZWL$10 from pedestrians and cyclists getting into town or going to visit patients at Masvingo Provincial Hospital.

Cops Take Bribes From Forex Dealers, Mushikashika In Masvingo

Seven police officers are set to lose their jobs following their arrest on Tuesday after they were caught red-handed by their superiors receiving a bribe at a roadblock in <a href="https://www.pindula.co.zw/Marondera" rel="noopener noreferrer" target="_blank">Marondera</a>.
The seven were busted by Deputy Commissioner-Generals Stephen Mutamba and Elliot Ngirande, Commissioner Isaac Tayengwa and Assistant Commissioner <a href="https://www.pindula.co.zw/Paul_Nyathi" rel="noopener noreferrer" target="_blank">Paul Nyathi</a>, who is also the national police spokesperson, who were travelling in an unmarked car to <a href="https://www.pindula.co.zw/Odzi" rel="noopener noreferrer" target="_blank">Odzi</a>.
Nyathi revealed the incident while addressing a Zimbabwe Union of Journalists community reporting workshop in Harare on Wednesday. He said:
<blockquote>It was around 9 am when we observed the female police officer being given money by a conductor of a commuter omnibus which had no proper documentation.
We had no option, but to arrest her and recovered $18 in her hands. We also searched her handbag and found another $200 which was undeclared. We later arrested seven members and they are losing their jobs.</blockquote>
Police officers manning roadblocks have become so corrupt that commuter omnibus conductors feel they are under an obligation to pay them bribes.

7 Cops Busted By Their Superiors While Taking Bribes At Roadblock

in an effort to promote clean business in the export market, <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimra</a> has urged exporters to stop paying bribes and incurring unnecessary costs.
This was said by Zimra Commissioner-General Ms <a href="https://www.pindula.co.zw/Faith_Mazani">Faith Mazani</a> who said paying bribes affected the price the exporter will charge for their product as it increased costs unnecessarily.
Said Ms Mazani:
<blockquote>We have a very high incidence of corruption, it’s like we are in a culture which says we have to know someone or you have to pay somebody but when you look at theexport value chain there is manufacturing, packaging, applying for permits, proving the product’s right of origin, transportation within and outside our borders, inspection at the border so if at each stage one is paying bribes that is costly and will increase the price of the product in the export market. We need to make sure that our processes are tight and we don’t add these costs to the exports.</blockquote>
Ms mazani echoes the efforts of the appointed corruption fighters ZACC, which is headed by Justice<a href="https://www.pindula.co.zw/Loice_Matanda-Moyo"> Loice Matanda Moyo</a> to weed out corruption in the country.
