Zambia’s Foreign Minister, Mulambo Haimbe, has called on the Southern African Development Community (SADC) and the African Union (AU) to address Zimbabwean President Emmerson Mnangagwa’s recent comments made during a visit to Russia.
During a meeting with Russian leader Vladimir Putin at Konstantino Palace ahead of the 27th St Petersburg International Economic Forum recently, Mnangagwa claimed Zambia and Malawi have accepted the West’s alleged machinations to isolate Zimbabwe.
He also accused Zambia of allowing the United States of America to consolidate its military presence in the country.
Speaking in the Zambian Parliament yesterday, Haimbe said Mnangagwa’s comments were an “unwarranted attack on Zambia’s sovereignty.” He said:

The statements made by President Mnangagwa are not only baseless but also damaging to the spirit of unity and mutual respect that underpins our regional cooperation.
We call upon SADC and the AU to address this matter decisively and conclusively to preserve the integrity of our regional partnerships.

Some Zimbabwean government officials say the presence of a United States Africa Command (AFRICOM) office in Lusaka threatens regional peace and stability.
However, Haimbe, in his address in Parliament, said the AFRICOM office in Lusaka is part of a broader initiative to enhance regional security cooperation and capacity-building. He said:

The AFRICOM office is aimed at strengthening our security infrastructure and fostering greater cooperation in combating transnational threats.
It should not be viewed as a security risk but rather as a testament to our commitment to regional peace and stability.

According to a transcript of the meeting between the Zimbabwean and Russian leaders posted on the Kremlin’s official website, Mnangagwa told Putin that the West has abandoned Zimbabwe “making us feel lonely”. He said:

We cannot go to the West; we have to come here because the West would want to see us down. They support our neighbours, Zambia and Malawi, very heavily.
But in spite of that, Zimbabwe’s economic growth is the fastest growing economy in the region, in spite of us being isolated by the Americans.

Zambia Appeals For SADC, AU Intervention To Resolve Diplomatic Dispute With Zimbabwe

Ndavaningi Mangwana has lamented the removal of Chief Fortune Charumbira as president of the Pan African Parliament (PAP) and described the move as a “coup”.
<a href="https://www.zimlive.com/rape-accused-chief-fortune-charumbira-removed-as-pap-president/">ZimLive</a> reported that following the dissolution of Zimbabwe’s parliament to pave way for elections on 23 August, Charumbira was also no longer a PAP MP where one’s term runs concurrently with the parliamentary term in their home country.
During a meeting of the PAP in Johannesburg on Friday, chaired by acting president Ashebir Gayo, it was resolved that a vote would take place between October 16 and 18 to elect a new president, first vice president, and fourth vice president.
However, Mangwana, a former chairman of the ZANU PF UK chapter, said Charumbira’s removal from the PAP presidency was “a disgraceful seizure of power”. He said:

There have been a number of coups d’état on African soil in the last 3 years but nobody expected the African Union Parliament (PAP) to experience a disgraceful seizure of power.
We all saw Chief Charumbira winning the presidency of PAP but he now finds someone in his office claiming to have taken over that presidency. We need order in the continental body.

Africa has experienced <a href="https://www.africanews.com/2023/08/30/africa-the-7-military-coups-over-the-last-three-years//">eight coups since August 2020</a>. The coups have occurred in Niger (26 July 2023), Burkina Faso (24 January 2022, and another on 30 September 2022), Sudan (25 October 2021), Guinea (05 September 2021), Mali (18 August 2020, another one on 24 May 2021), and Gabon (30 August 2023).
Meanwhile, Charumbira faces sexual assault allegations by his 27-year-old married niece.
In April this year, the alleged victim, who is a schoolteacher, filed a police report but Charumbira has not been arrested.
The woman alleged that the traditional leader invited her to his vehicle and began caressing her breasts and kissing her without her consent. The chief also allegedly put his hand under her dress.

Chief Charumbira's Removal From PAP Presidency A "Coup" - Mangwana

CCC leader Nelson Chamisa has expressed gratitude to SADC and African Union (AU) leaders who snubbed President Emmerson Mnangagwa’s swearing-in ceremony on Monday, 04 September 2023.
Mnangagwa was sworn in as President of Zimbabwe for a second and final term during a low-key ceremony snubbed by the majority of regional leaders.
Only three out of a possible fifteen SADC Heads of State attended the ceremony.
His inauguration was presided over by Chief Justice Luke Malaba, at the National Sports Stadium in Harare.
Chamisa was invited to attend the ceremony but stayed away from the event after he rejected the presidential election results.
The CCC leader views the absence of the majority of SADC and AU Heads of State as proof that the international community is skeptical about Mnangagwa’s legitimacy following the disputed polls.
Chamisa said Mnangagwa’s victory would be “reversed” and the people of Zimbabwe will then have a democratically elected government. He said:

THANK YOU AFRICA AND THE WORLD for standing with us Zimbabweans in dismissing fraud and stolen elections.
Together, we will reverse this sham and have a legitimate government freely elected and enjoying the full will of all the people of Zimbabwe! It’s not over!

Heads of State who attended Mnangagwa’s inauguration are South Africa’s President Cyril Ramaphosa, DRC’s Felix Tshisekedi, and Felipe Nyusi of Mozambique.
The majority of SADC Heads of State sent representatives, among them Zambian President Hakainde Hichilema, who is also the chairman of the Southern African Development Community (SADC) Troika, who sent his Foreign Affairs Minister, Stanley Kakubo.
The other two Heads of State of the members of the Troika, Tanzania and Namibia, also stayed away from Mnangagwa’s inauguration
King Mswati III of Eswatini also avoided the ceremony and sent the Prime Minister, Cleopas Dhlamini.
The leaders of Angola, Malawi, Botswana, Lesotho, Madagascar, Mauritius, Seychelles, and Comoros also did not attend the ceremony.
No country outside SADC was represented by its Head of State. Belarus was represented by Deputy Prime Minister Petr Parkhomchyk, Ethiopia was represented by the Speaker of the Ethiopian House of Federation, Agegnehu Tesharger, and China sent Zhou Qiang, the Vice Chairman of the 14th National Committee of the Chinese People’s Political Conference, to represent President Xi Jinping.

Chamisa Hails SADC, AU Leaders For Snubbing Mnangagwa's Inauguration

The Citizens Coalition for Change (CCC) has said it is hoping that the Southern African Development Community (SADC) and the African Union (AU) will intervene in Zimbabwe following the disputed 23 August 2023 Harmonised Elections.
CCC rejected the election results after President Emmerson Mnangagwa was declared the winner of the presidential election.
The opposition party’s deputy spokesperson Gift Siziba told <a href="https://www.newsday.co.zw/local-news/article/200016202/ccc-pins-hopes-on-sadc-ausays-zim-crisis-beyond-the-courts">NewsDay</a> on Sunday that they have turned to SADC and AU after exhausting all domestic remedies to resolve the electoral dispute. Siziba said:
<blockquote>
The crisis which Zimbabwe is facing is not a legal one. We have a political crisis and we are very optimistic that SADC and AU will help Zimbabwe resolve it.
We have exhausted all the domestic remedies that could address the challenges.
</blockquote>
He said CCC engaged ZEC on several occasions and also wrote to Mnangagwa about various electoral irregularities, but did not get any response. Said Siziba:
<blockquote>
We even wrote to Mnangagwa as the Head of State, we wanted to engage him over various electoral irregularities, but we did not get any response.
At the court, we filed several cases, but we lost most of them, we petitioned the courts over various issues around the voters’ roll, distribution and printing of ballot papers, their printing and storage; we petitioned the courts against FAZ (ZANU PF affiliate Forever Associates of Zimbabwe), but we did not get any favourable response.

Siziba said there is nothing else CCC can do except engage SADC and AU to find a permanent solution to Zimbabwe’s cycle of disputed elections. He said:
<blockquote>
Zimbabwe is currently battling a vicious cycle of electoral theft and disputes. What we want now is a permanent solution to resolve the crisis.
We do not want a temporary solution because we are going to have a repeat of what we had previously. So the issues here are beyond the courts.
As it is, we have no other solution except the intervention of Sadc and the AU.
All the Chapter 12 institutions, the Human Rights Commission, and the National Peace and Reconciliation are aware of our issues.
We even took our alternative Electoral Amendment Bill to Parliament and we also raised these issues in our pre-electoral pact document.

Reports suggest that the final SADC Election Observer Mission (SEOM) report was handed over to President Hakainde Hichilema of Zambia on Saturday evening and is believed to be critical of the manner in which Zimbabwe’s Harmonised Elections were conducted.
President Hichilema is the chairman of the SADC Troika that put together the election observer team.
Hichilema and the other two Heads of State of members of the Troika, Tanzania and Namibia, stayed away from Mnangagwa’s inauguration held on 04 September 2023.

CCC Optimistic SADC, AU Will Resolve Zimbabwe's "Political Crisis"

Acting Chief Mutasa (67) is among the first 20 students that have enrolled for the Bachelor of Law Degree at Africa University (AU).
The United Methodist Church-run institution opened its School of Law early this week.
Chief Mutasa, born Lovemore Mutasa, expects to complete the LLB programme when he turns 72. He said:
<blockquote>
I am looking forward to helping my fellow chiefs in getting a better understanding of the law processes in the country.
I really want to urge traditional leaders across the country to take up Law. Age is nothing but a number.
We can do it with determination and willpower. It will help us in our line of work.
My thinking is that at some point, I will be able to open my own law firm.
That law firm will help many children to train and enhance their understanding of the law.

Chief Mutasa has already undertaken training as a presiding officer of community courts with the University of South Africa (UNISA), as well as the University of Zimbabwe Magistrates’ Admission examination.
He is looking to further his education when he completes his Bachelor of Law Degree at AU. He said:

I want to attain a Masters’ Degree in Child Rights. I am very passionate about ending child marriages and this is one sure way of enhancing my understanding of the dynamics around child marriages.
</blockquote>
Chief Mutasa has written a book on child marriages entitled “A collection of articles on ending child marriages”.
In January 2018, Chief Murinye, born Ephias Munodawafa, obtained a Bachelor of Law Degree from the University of Zimbabwe.

Age Is Nothing But A Number, Says Chief Mutasa (67) As He Enrols For Law Degree

The African Union has repeated its call for the lifting of Western-imposed sanctions against Zimbabwe at the UN General Assembly.
Speaking at the 77th Ordinary Session of the United Nations General Assembly, Macky Sall, President of the Republic of Senegal and Acting President of the African Union, said the sanctions have worsened the suffering of Zimbabweans. He said:

… the African Union calls, once again, for the lifting of foreign sanctions against Zimbabwe.
These severe measures continue to feed a feeling of injustice against an entire people and aggravate their suffering in these times of deep crisis.
</blockquote>
Last week the United States of America announced the removal of 11 individuals from the Zimbabwe sanctions list.
The <a href="https://home.treasury.gov/news/press-releases/jy0953">U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC),</a> however, designated one Zimbabwe individual on the Specially Designated Nationals List (SDN List) under the Zimbabwe sanctions program.
The US Treasury said sanctions do not target the Zimbabwean people, the country of Zimbabwe, or Zimbabwe’s banking sector.
It said the sanctions program targets human rights abusers and those who undermine democratic processes or facilitate corruption.

African Union Repeats Call For The Lifting Of Sanctions Against Zimbabwe

One of the principals in the Political Actors Dialogue (POLAD), Trust Chikohora, says the international community has embraced the platform with the United Nations now “complementing the process”.
Chikohora, who leads CODE, told journalists in Kwekwe that POLAD will continue pushing forward with the agenda of looking at the issues that affect Zimbabwe. He said:

… international bodies like SADC (Southern African Development Community) have acknowledged and praised the importance of POLAD.
They have even gone on to encourage other countries to set up similar bodies and deal with (political) problems in their countries.
The United Nations (UN) has acknowledged POLAD and they are complementing the process.
We now even have the US Senate Congress engaging POLAD on issues to do with sanctions, issues to do with progress in Zimbabwe.
The international community has embraced POLAD.

POLAD is a dialogue platform created by President Emmerson Mnangagwa for political leaders from various fringe parties that contested in the 2018 presidential election.
It has, however, been accused of draining State coffers after its 19 principals received brand-new all-terrain vehicles from the government to carry out “POLAD work”.

International Community Has Embraced Us - POLAD Principal

A Military mutiny in Mali which forced the country’s current president to resign has prompted the African Union to suspend the West African nation’s membership over the coup, The Herald reports. This was revealed by the AU Peace and Security Department on Wednesday in a tweet that said:
<blockquote>The African Union Peace and Security Council suspends Mali from the African Union until the restoration of constitutional order and demands the release of President Ibrahim Boubacar Keita, the prime minister and other government officials forcibly detained by the army.</blockquote>
After former President Keita’s resignation on Tuesday according to CNN, military leaders behind the mutiny calling themselves the National Committee for the Salvation of People (CNSP) addressed the citizenry and promised a political transition,  and presidential polls within a reasonable time.

AU Suspends Mali's Membership After The Coup That Ousted The Country's President

MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> is sending diplomatic notes to regional organisations, the Southern African Development Community (SADC) and the African Union (AU) to help restrain ZANU PF and prevent the country from sliding into chaos.
In an interview with the Daily News on Monday, Chamisa’s spokesperson <a href="https://www.pindula.co.zw/Nkululeko_Sibanda" rel="noopener noreferrer" target="_blank">Nkululeko Sibanda</a> warned the government that continued thuggery against citizens will result in retaliation. He said:
<blockquote>We are sending diplomatic notes to the <a href="https://www.pindula.co.zw/Southern_African_Development_Community" rel="noopener noreferrer" target="_blank">Southern African Development Community (SADC)</a> and the African Union (AU), to rein in the trigger-happy Zanu PF and save Zimbabwe from possible civil strife.
The retaliation of restive citizens may take a form that makes everyone insecure.</blockquote>
Following the banning of an MDC public meeting in Harare last week and the violent dispersal of MDC supporters by the police, Chamisa said in future he will not notify police ahead of party meetings.
In response, Justice Minister Ziyambi Ziyambi said Chamisa will be arrested for breaking the law if he carried out his threat.

Chamisa Pleads With SADC, AU To Restrain ZANU PF

A letter circulating on social media shows the AU’s intention of separating with the Zimbabwean diplomat Dr Arikana Chihombori-Quao.
According to the Chronicles, the AU envoy to America was making repeated attacks on France’s colonialism.
<blockquote>Dr Chihombori-Quao, in June, 2019 during a televised discussion weighed in on “the pact for the continuation of colonization”.
The Zimbabwean diplomat expressed her unhappiness with how the sustained colonization by France is responsible for the siphoning off of $500billion from the African continent every year.
Dr Chihombori-Quao is reported to have been making similar attacks regularly ever since she was appointed two years ago to the post.</blockquote>
Dr Chihombori Quao was informed about her services no longer being needed by the AU in a letter that has been circulating on social media which reads in part:
<blockquote>I have the honour to inform you that, in line with the terms and conditions of the service governing your appointment as Permanent Representative of the African Union Mission to the United States in Washington DC, I have decided to terminate your contract in that capacity with effect from 1st November, 2019.</blockquote>
The move has been met with hostility and a petition to reinstate her has started circulating.

Speaking at the MDC Congress in Gweru on Saturday, the party’s president Nelson Chamisa said that international support is required as the government will start killing the people once mass protests start.
Said Chamisa:
<blockquote>We want your support in SADC. We want your support in the AU. We want global support for solidarity with the people of Zimbabwe. When we start doing what we have to start doing. President Emmerson Mnangagwa has arrived in Addis Ababa, Ethiopia, for the 32nd Ordinary Session of the Assembly of the African Union.
He was welcomed at the Bole International Airport by Foreign Affairs and International Trade Minister Dr Sibusiso Moyo, who was already in Addis Ababa, and Zimbabwe’s ambassador to Ethiopia and permanent representative to the AU Mr Albert Chimbindi.
Mnangagwa’s entourage is made up of First Lady Amai Auxillia Mnangagwa, Deputy Chief Secretary to the President and Cabinet –Presidential Communications Mr George Charamba and senior government officials.
This year’s theme is Refugees, Returnees And Internally Displaced Persons: Towards Durable Solutions To Forced Displacement In Africa’.

Mnangagwa Arrives In Ethiopia For The 32nd AU Summit

Former Zimbabwe President Robert Mugabe and his wife, Grace, met the visiting African Union Commission Chairman Moussa Faki Mahamat in Harare on Monday. The AU chair posed for a photo with the former first couple.
The AU chair was reportedly on a trip to express the AU’s support to the new dispensation. After meeting with Foreign Affairs and International Trade Minister Sibusiso Moyo and  Industry, Commerce and Enterprise Development Minister Mike Bimha, Mahamat said:
<blockquote>I am visiting Zimbabwe in order to express the support and solidarity of the African Union to this great country of Africa. In fact, we highly appreciate the way that the transition has taken place and also according to the laws and constitution of the country.
