A Zimbabwean national, Ashley Simbarashe Maparura (34), was recently granted leave to remain in the United Kingdom despite several convictions for drugs and violence.
He has appeared in court yet again on weapons charges.
As reported by the <a href="https://www.northantstelegraph.co.uk/news/people/zimbabwean-caught-with-hammer-in-corby-given-asylum-despite-dreadful-record-of-68-convictions-for-drugs-violence-and-blackmail-4614745">Northamptonshire Telegraph</a>, Maparura appeared before Northampton Crown Court this week on weapons charges where the court heard that he has 68 previous convictions committed across several counties.
It is alleged that on 16 February 2024, at 1.50 AM, CCTV operators in Corby spotted two men behind the shops in Gainsborough Road, Corby.
Maparura, of Nether Jackson Court, Northampton, was allegedly carrying a hammer and his colleague Reece Cruickshank was carrying a wrench.
The court heard that the CCTV operators followed the men on their screens as they caused a “commotion”. They were then seen running away from the scene.
Initially, Maparura and his companion were accused of an attempted robbery but the victim declined to cooperate with the investigation.
As a result, only charges of possession of offensive weapons were brought before the court. He gave a no-comment interview to police.
Prosecutor Carrie-Ann Garness also told Judge Rupert Mayo about a separate offence committed in February 2023.
During that incident, Maparura was arrested on other matters and was found to be carrying a twisted cigarette between his penis and testicles containing heroin and cocaine for personal use.
The court heard that his record includes robbery, supplying and smuggling drugs and drug dealing, committed across several different counties.
The court also heard that Maparura was found guilty of knife possession in 2017. He also has five convictions for failing to comply with court orders.
In 2018, he was jailed for 16 weeks for shoplifting and cannabis possession. While serving that sentence he was again jailed for hitting a motorist with a hammer but he denied that element of the charge.
Maparura was also convicted of possession of cocaine in 2019.
In July 2019 Maparura stole two vacuum cleaners at Curry’s in Kettering and poured a clear substance outside the store, which turned out to be an incapacitant spray. He was jailed for a year.
In 2020 he was jailed again for smuggling drugs into a detention centre.
The same year, he was jailed for ramming into police cars that were chasing him.
Then in July 2022, he was given a three-year sentence for controlled drugs offences and breaching a suspended sentence order.
In July 2023 he was jailed for 31 weeks for possession of a hammer and a meat cleaver.
After his release, in October 2023 Maparura was jailed for 16 weeks for possession of cannabis, pregabalin, diazepam and zopiclone.
On November 23 he was given a suspended sentence at Northampton Magistrates’ Court for possession of an offensive weapon.
But just weeks later he was in Corby and committing the latest offence.
Maparura’s lawyer, Rajesh Pabary, told the court that his client had children aged 10, 11, and 12 but admitted he had a “long and extensive history of offending.” He said:

This is partially to do with drugs and partially to do with funding himself as he was not initially allowed to work when he arrived in this country.
</blockquote>
Pabary told the court that “the situation resolved itself two months ago” when he was given leave to remain in the UK. This means Maparura can now find legitimate work.
His lawyer also said he had managed to get clean from drugs while in prison and was attempting to gain his forklift ticket and “turn around his life” and wanted to apologise for his actions. Judge Mayo said:

The courts take any public display of weapons very seriously when they’re brandished or used to present a threat to people out and about. You have a dreadful record for using weapons.
You have been an asylum seeker since you arrived from Zimbabwe and I am glad that you have now been allowed to remain in this country but during that time you have amassed a huge amount of antecedents and have been gripped by drugs. This is a dreadful catalogue of serious convictions.
</blockquote>
He gave Maparura a jail term of one year and four months.
Meanwhile, Reece Cruickshank, of Manor Meadows, Fotheringhay Road, Tansor, was charged with possession of a wrench in connection with the same incident.
He has pleaded guilty but was unable to be sentenced this week as he had no legal representation. He is set to be sentenced on May 28.
It is not known why Maparura was granted asylum. Still, Zimbabwe has a dreadful human rights record, with hundreds of opposition political activists forced to flee into exile to avoid imprisonment or abduction, torture and death.

Zimbabwean Man With 68 Convictions In UK Granted Asylum

The UK Government has struck a deal with Rwanda to send some asylum-seekers who cross the Channel to the UK to the African country.
Under the proposal, Rwanda would take responsibility for the people, put them through an asylum process, and at the end of that process, if they are successful, they will have long-term accommodation in Rwanda, reported <a href="https://www.bbc.com/news/uk-politics-61097114">bbc.com</a>.
According to the UK Home Office, this will tackle illegal migration, control the country’s borders and crack down on the criminal gangs exploiting the international crisis.  
The agreement dubbed the Migration and Economic Development Partnership was signed by the UK Home Secretary, Priti Patel, and Rwandan Minister for Foreign Affairs and International Co-Operation, Vincent Biruta. The UK Home Office said:
<blockquote>
This will see migrants who make dangerous or illegal journeys, such as by small boat or hidden in lorries, have their asylum claim processed in Rwanda.
Those whose claims are accepted will then be supported to build a new and prosperous life in one of the fastest-growing economies, recognised globally for its record of welcoming and integrating migrants.  
Under this Partnership, the UK is investing £120 million into the economic development and growth of Rwanda.
Funding will also be provided to support the delivery of asylum operations, accommodation and integration, similar to the costs incurred in the UK for these services.

Home Secretary Priti Patel travelled to the Rwandan capital Kigali to sign the deal. She said:

Today we have signed a world-leading Migration Partnership with Rwanda which can see those arriving dangerously, illegally or unnecessarily into the UK relocated to have their claims for asylum considered and, if recognised as refugees, to build their lives there.
This will help break the people smugglers’ business model and prevent loss of life while ensuring protection for the genuinely vulnerable.

Rwandan Minister for Foreign Affairs and International Co-operation, Vincent Biruta said:
<blockquote>
Rwanda is committed to international cooperation and partnership on migration, in particular the opportunities that a robust protection system as well as a comprehensive human capital investment program can create, for migrants and for the development of the host country. 
There is a global responsibility to prioritise the safety and well-being of migrants, and Rwanda welcomes this Partnership with the United Kingdom to host asylum seekers and migrants and offer them legal pathways to residence.
This is about ensuring that people are protected, respected, and empowered to further their own ambitions and settle permanently in Rwanda if they choose.

UK To Send Asylum Seekers To Rwanda In £120m Deal

A Zimbabwean asylum seeker who has been living in Galway, Ireland for the past three years faces deportation.
Mduduzi Ngwenya, a first-year science student at NUI Galway, told Irish Times that he is certain that he will be killed if he returns to Zimbabwe. He said:
<blockquote>I don’t think there will be any life for me if I go back to Zimbabwe. If I go back home that will be the end of me, I will be killed.
I will never be heard from again, what happens to me won’t be published anywhere.
Galway has become my home and I have a lot of friends here. It has been great to make new friends and to help the other people in the hostel [direct provision centre] to integrate better into the local community.</blockquote>
Over 1 000 people marched in Gladway on Saturday afternoon supporting Ngwenya and fellow asylum seeker, Theo Ndlovu, who are facing deportation.
Ngwenya and Ndlovu are currently awaiting notification of when they will have to leave Ireland.

Man Awaits Deportation From Ireland, Says He Will Be Killed On Return To Zimbabwe

A Zimbabwean man, Linton Magume, who has been living in the city of Leicester, United Kingdom (UK), for many years, has finally landed his dream job, that is, working as a chef.
Now 37, Magume fled Zimbabwe as a 17-year-old  after he was arrested for rallying against Zimbabwean authorities.
When he arrived in the UK, Magume had no qualifications and was unable to work while he was seeking asylum.
He became passionate about food after watching cooking shows on TV and decided to try out a few recipes.
Magume was assisted by Global Kitchen to horn his culinary skills while he volunteered at various charities and projects in the city to stay proactive and share his hobby with others.
He became the head chef of the Global Kitchen a collaborative project run by Art Reach Leicester and Soft Touch Arts that brings together refugees and asylum seekers in the city through food.
Magume is celebrating almost six months in his first job as a chef.

Zimbabwean Man Finally Lands Dream Job After 20 Years In The UK

A Zimbabwean man who has been seeking asylum in Scotland with his wife and baby daughter has been granted permission to stay there following a seven-year battle.
Speaking to The National, the 40-year-old, who is a former activist with the <a href="https://www.pindula.co.zw/MDC" rel="noopener noreferrer" target="_blank">Movement for Democratic Change</a> (MDC), said he was overcome with joy following the development. He added:
<blockquote>They gave me discretionary leave to remain, which is two-and-a-half years and I can extend after that, but it’s somewhere to start from and now I’m just looking for work.</blockquote>
The man arrived in the United Kingdom (Scotland, England, Wales and Northen Ireland make up the UK), 10 years ago and last year married a woman from Zimbabwe who had been in the country for almost 18 years.
The couple lives in West Lothian and their daughter was born prematurely in Edinburgh earlier this year.

Zimbabwean Asylum Seeker Granted Permission To Stay In Scotland

A Zimbabwean man who has been living in Scotland for 10 years has been ordered to leave the country with his family and return to Zimbabwe.
Then man, who could not be named, is a 40-year-old former activist with the Movement for Democratic Change (MDC) and has a four-month-old daughter with his wife who has been in the country for 17 years.
The couple’s child was born prematurely in Edinburgh, Scotland.
Speaking to a Scotland publication, the National, the Zimbabwean national said:
<blockquote>At first, I sought asylum here and they refused me several times because they said I didn’t have enough evidence. I gave as much evidence as I could.
I got married here last year and we had a child and I did an application on human rights grounds and they refused it again saying I should return home with my three-month-old child – but my wife has the right to remain in this country.
There’s only my elderly father there. The rest of my family’s in South Africa. They left because of the situation in Zimbabwe, where there’s a lot of turmoil.
For the Home Office to say I should return to Zimbabwe with a four-month-old baby is crazy. When I left I lost everything there so I’ve nothing to go back to.
Our child was born prematurely – my wife’s pregnancy was quite difficult. She’s on maternity leave for a year and she gets maternity pay so she’s having to work in other jobs to keep us going.</blockquote>
Martyn Day, SNP MP for Linlithgow and East Falkirk, has taken up the family’s case and has written to Home Secretary Priti Patel, urging a rethink under Article 8 of the European Convention on Human Rights. He wrote:
<blockquote>He was previously involved with African Colours and has an active involvement with the MDC … He does not feel it would be safe for him to return because of his political involvement with the opposition party and the fear of repercussions.
He has also made Scotland his home now and he has a wife and family in West Lothian.
Despite [their daughter] having Scotland as her land of birth she is also being asked to leave by the Home Office, which is quite frankly inhumane, and totally wrong to deny her the right to stay within Scotland with both her parents.</blockquote>
Day told the National that the UK’s ruling party, the Conservatives’ attitude towards immigration is shameful. He said:
<blockquote>The Tories’ one-size-fits-all attitude to immigration is simply unworkable and inhumane; we need a flexible, common system approach.
This is a devoted family, who have made their home in the UK yet the Home Office want father and daughter to return to Zimbabwe … despite the fact that the UK is the land of her birth, the only home she has ever known and would result in a loving family being torn apart.</blockquote>
Meanwhile, a Home Office (Ministry of Home Affairs) spokesperson said:
<blockquote>All claims are considered on their individual merits taking into account the available evidence and country information.</blockquote>

MP Fights To Block Zimbabwean Couple's Deportation From Scotland

Zimbabweans are among the biggest number of foreign nationals seeking asylum in Ireland. Figures up to the end of November 2018 showed that 257 Zimbabweans applied for Asylum in 2018. The only countries ahead of Zimbabwe are Georgia, Albania, and Syria.
Said a report in the Irish Times:
<blockquote>
After the 409 Georgian nationals, there were 383 Albanians and then came Syrians, some 326 of whom had claimed asylum in the Republic to the end of November.
Zimbabwe was the next most represented nation, with 257 of its citizens claiming asylum here, followed by Pakistan; some 230 new asylum claimants in 2018 declared Pakistani citizenship.

Zimbabweans Among Top Asylum Seekers In Ireland

MDC Alliance principal Tendai Biti is reported to have been released after his arrest at the Chirundi Border Post earlier on today. Biti was apprehended when he presented himself to the Zambian immigration officials where he was heading to seek political asylum. However, as Biti had already crossed from the Zimbabwean side onto the Zambian side, he was technically on Zambian soil. This means that Zimbabwe has no jurisdiction and after this was highlighted, Biti was released and allowed to continue on into Zambia. He is reported to be on his way to Zambia’s capital city, Lusaka, where he will face an asylum hearing.
Biti and other senior opposition MDC Alliance officials are on the run or in hiding after the Zimbabwe Republic Police accused them of inciting their followers to violence.  This follows the death of at least six civilians who were gunned by the military last Wednesday after opposition supporters demonstrated against alleged manipulation of results by the Zimbabwe Electoral Commission (Zec).  The international community has urged President Emmerson Mnangagwa’s administration to stop the crackdown and intimidation of opposition leaders and supporters.

The CID Department at Chirundu has said that Zambian police officers later threatened Zimbabwe authorities with arrest for executing their mandate on Zambian soil.  The Zambians also called a team of Zambia Para Military Troop armed with AK 47 Rifles to escort Biti across the border.  Here is the full account

Tendai Biti Released After Being Arrested At Zambia Border

Regional immigration officer in charge of western region, Mr Regies Munyaradzi told The Chronicle that a total of 172 Democratic Republic of Congo nationals are being held at Maitengwe Border Post in Bulilima District after they surrendered themselves at the border seeking asylum in the country.
The DRC nationals will be taken to a holding camp in Waterfalls, Harare for a determination on whether or not they will be granted asylum. Said Munyaradzi:
<blockquote>We received a group of about 172 DRC nationals who comprised both adults and children on Saturday. They are currently housed at Maitengwe Border Post and they are awaiting transportation to Waterfalls in Harare where they will be further referred to Tongogara Refugee Camp. It seems these refugees had been staying at a holding camp in Botswana for some time but they left and proceeded to Zimbabwe. They then handed themselves over to officers at Maitengwe Border Post. We have interviewed all the refugees to ascertain that they are indeed foreigners and what is left is for them to be transported.</blockquote>

172 DRC nationals seek asylum in Zimbabwe

Addressing MPs on Wednesday, Deputy Minister Luwellyn Landers said that the Department of International Relations and Cooperation (Dirco) has not received a formal request for asylum from former Zimbabwean president Robert Mugabe following his resignation on Tuesday after 37 years in power.
Landers, however, dismissed social media rumours that Mugabe has or would request asylum in South Africa. Said Landers:
<blockquote>At this point, there is no indication if he or anyone else has requested asylum. Until that happens the views on the matter are just that.</blockquote>

Mugabe has not yet requested for asylum in South Africa

Speaking during a workshop to mark 50 years of refugee protection in Botswana, United Nations High Commission for Refugees (UNHCR)  regional representative, Veronica Irima Modey-Ebi urged the country not to grant asylum to Zimbabweans and Namibians at the Dukwi Refugee Camp as the situation in both countries has improved.
Almost 720 Zimbabweans and a large number of Namibians continue to stay at the Dukwi Refugee Camp, even though there is no internal conflict, war or displacement in their countries of origin. Botswana’s Minister of Defence and Security, Shaw Kgathi urged refugees, including those from fellow SADC countries, to return home, arguing the situation had normalized.
