The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has condemned the move by authorities ordering all schools in Gweru District, Midlands Province, to hold civic days to raise funds for Independence Day celebrations.
According to a letter dated March 25, 2025, from the Gweru District Schools Inspector (DSI) addressed to the Provincial Education Director (PED) for Midlands Province, schools are expected to hold a once-off Civics Day, where learners are required to pay no more than US$1 each.
The DSI, T. Mahlokozera, said the funds raised will be used to purchase regalia, food, and fuel for the 205 students, 20 teachers, and 138 heads attending the Independence Day celebrations, which will be held in Nembudziya, Gokwe North District, Midlands Province, on April 18.
ARTUZ described the directive as unethical, illegal, and a violation of Section 75 of the Constitution, which mandates the government to provide state-funded basic education. ARTUZ said:

It is unethical and illegal for government to force schools to fund the partisan junket dedicated to the violation of the constitution. Zimbabwe’s schools are severely underfunded because of government’s neglect. 
The parents are bearing the burden of funding education in violation of section 75 of the Constitution which mandates government to provide state funded basic education. 
It is cruel for [President Emmerson] Mnangagwa’s government to extract from the incapacitated schools. We urge school heads to refuse to participate in this illegality. We stand ready to defend our schools from abuse.

The requirement for schoolchildren to fund Independence Day celebrations is unusual, though not surprising, considering that civil servants in rural areas are asked to pay US$2 each, while villagers must contribute US$5 to fund the festivities.
Typically, party activists write down the names of those who contribute, and every villager is therefore intimidated into parting with their money for fear of reprisals.

The union pointed out that the lowest-paid teacher currently earns around US$300, which is not enough to cover basic needs like education, healthcare, and housing.
ARTUZ repeated its demand for a minimum salary of US$1,260 for teachers, which it believes can only be achieved through regular and meaningful salary increases. ARTUZ said:

The government also continues to undermine genuine collective bargaining by negotiating through the National Joint Negotiating Council (NJNC)—an unconstitutional platform dominated by yellow unions that do not represent the real interests of workers.
These co-opted leaders receive incentives to suppress civil servants’ demands, leaving teachers without a legitimate voice in salary negotiations.

ARTUZ urged teachers to ignore “compromised” unions and take direct action against the employer through the 28 March strike.
They said this is a chance for teachers to unite and demand fair wages without outside interference.
The union also made it clear that they do not support the War Veterans’ call for President Mnangagwa’s resignation. It said:

Some teachers have expressed concern that the strike coincides with the War Veterans’ call for President Mnangagwa’s resignation. ARTUZ remains non-partisan and firmly focused on the economic welfare of teachers. Our fight is for fair wages—regardless of who is in power.

ARTUZ warned teachers that changing leadership doesn’t always mean better pay. They pointed out that even after Robert Mugabe was removed in 2017, teachers’ salaries continued to decrease. The union said:

It is therefore critical to demand a fair wage now, from Mnangagwa, and from any future leader.
Zimbabwe’s economic crisis is rooted in corruption and mismanagement. ARTUZ notes the widespread allegations of corruption against government officials, particularly those involved in illicit wealth accumulation—the so-called “Zvigananda”.
We call upon law enforcement agencies to conduct full investigations and hold all culprits accountable. Teachers will only receive fair wages when national resources are properly managed.

ARTUZ reiterates its demand for a single examination board that serves all candidates, regardless of their socioeconomic status. The current system, which favours elites who can afford Cambridge examinations, is discriminatory and perpetuates inequality.
It is deeply concerning that duty bearers, including government officials, continue to neglect ZIMSEC while their own children sit for Cambridge examinations.

ARTUZ lamented the chronic underfunding of ZIMSEC and called for the government to urgently allocate the necessary resources.
The union also criticized ZIMSEC’s high fees for private candidates, deeming them unjust and exploitative.
It warned that the excessive funds collected from private candidates could be lost to corruption, further eroding the integrity of the examination system.
The 2025 examination fee for Ordinary Level (per subject) is set at US$24 in total. Candidates in public schools, local authority schools, and non-profit mission schools will pay a USD portion of US$11, while the government will subsidize US$13. Private schools, colleges, and private candidates will not benefit from the government subsidy and will be required to pay the full US$24 per subject.
For Advanced Level (per subject), the 2025 examination fee is US$48. Candidates in public schools, local authority schools, and non-profit mission schools will pay a USD portion of US$22, with the government subsidizing US$26. Private schools, colleges, and private candidates will not receive the government subsidy and will pay the full US$48 per subject.

ARTUZ wants one test board for all O' and A' Level students to be fair. Right now, some students take more expensive exams and it's not fair. They want the government to give more money to the test board so fees can be lower for everyone. The union thinks it's unfair that some students have to pay more for exams and wants things to change. The union argued that the current education system no longer meets the demands of the modern job market.
It also pointed out that the Heritage-Based Curriculum is poorly implemented and ineffective, leaving young people unprepared for the competitive global economy.
ARTUZ further claimed that over two million students have dropped out of school due to their families’ inability to afford tuition, while the constitutional right to free basic education remains unfulfilled. ARTUZ said:

Zimbabwe’s youth are being set up for failure, with 80% of young people unemployed and struggling to find sustainable livelihoods. The lack of job opportunities for university and technical college graduates has resulted in a disillusioned generation with limited prospects.
The economic struggles faced by teachers directly impact youth education. Low salaries and poor working conditions have forced many skilled educators to leave the profession or the country altogether, further crippling an already fragile education sector. With no motivation to teach, students suffer the consequences of an understaffed and underfunded system.

ARTUZ also argued that young people remain underrepresented in leadership and governance. Instead of empowering the youth, the government continues to exploit them for political gain, failing to create platforms where they can meaningfully contribute to national development.
The union has called on the government to fully implement free basic education as guaranteed in the Constitution and Education Act.
It also demands that the education system be aligned with the needs of the modern job market through investment in skills-based learning and relevant training programs.
ARTUZ calls for increased funding for education to ensure access to quality learning resources, well-trained teachers, and adequate infrastructure.

ARTUZ: Young Zimbabweans Face A Bleak Future

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has welcomed the recent gazetting of education regulations aimed at enforcing the implementation of both the Education Act and the Constitution.
Among the key provisions, the regulations prohibit schoolchildren from visiting teachers’ quarters without a valid reason and ensure that no student will be denied access to education due to unpaid fees or levies, lack of a birth certificate, pregnancy, or poor academic performance.
The regulations were gazetted by Primary and Secondary Education Minister Torerayi Moyo on Friday, 14 February, through Statutory Instrument 13 of 2025.
In a statement issued on 15 February, ARTUZ acknowledged the inclusion of eight progressive policies and recommendations from its quarterly monitoring reports.
However, the union expressed strong concerns about sections 20 (2) &amp; (3) of the regulations, arguing that these provisions violate section 75 of the Constitution.
ARTUZ warned that the sections, which mandate parents to fund basic education, could further limit access to education for many children. ARTUZ said:

Section 75 (1) – Every Citizen and Permanent Resident of Zimbabwe has a right to; a basic state-funded education, including adult basic education; and 
Further education that the state must make available progressively through laws, and other measures.
Section 75 states that access to State-funded basic education is absolute. Progressive realization of state funding only applies to further education not basic education.
We find the gazetted regulations violate this basic right.

ARTUZ also criticized the requirement for fee payment before schools open, highlighting its negative impact on payment plans that have helped keep students in school. The union said:

Schools have been engaging with parents on payment plans. These regulations are against the spirit of payment plans which have kept learners in school.
The Minister should have clarified how the state is going to fully fund basic education not to transfer the burden to struggling parents.
The mere assertion that no learner should be turned away from school for failing to pay fees is inadequate.

ARTUZ commended the Minister for addressing crucial issues, including the handling of sexual abuse cases, school feeding programs, school discipline, and support for learners with disabilities and pregnant girls, among others.
However, the union expressed disagreement with Section 12(C), which grants parents the authority to withdraw their pregnant children from school. ARTUZ said:

The Education Act makes it an offence for parents to keep children at home. Parents should not be allowed to decide whether a pregnant girl should stay in school or not.
Some parents may pull girls out of school for either cultural or religious reasons. The right to education for pregnant girls should be absolute.
The regulations are silent on the provision of sanitary pads which is a critical issue provided in the Education Act.

ARTUZ argued that the regulations make it easier for school heads to expel students. The union believes the regulations should have specified that expulsion should be a last resort, only after all other clearly defined options have been exhausted.
Under the current provisions, first-time offenders could be expelled for what are considered serious offences.

ARTUZ Welcomes New Education Regulations, Criticizes Parental Funding Clause

Teachers’ unions have raised concerns about the readiness of educators to offer their services when schools reopen on January 14 for the first term, citing incapacitation and a lack of resources at their workstations.
The Ministry of Primary and Secondary Education is set to introduce the Heritage-Based Curriculum, replacing the Competence-Based Curriculum. However, teachers are struggling with financial challenges.
An average teacher currently earns around US$300, with part of their salary paid in Zimbabwe Gold (ZiG) currency.
For years, teachers have been advocating for the restoration of their pre-October 2018 salaries, which were at least US$540.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200036760/teachers-not-ready-for-schools-opening">NewsDay</a>, Progressive Teachers Union of Zimbabwe (PTUZ) president Takavafira Zhou said that teachers were not prepared for the opening of schools. Said Zhou:

Teachers are ill-prepared for the opening of schools in 2025. Fundamentally, the year 2024 was one of the most precipitous years in labour relations with the government. They failed to restore the purchasing power parity of US$540 basic salary.

Zhou said the government failed to provide various allowances for heads of departments, A-Level, large classes, composite classes, Early Childhood Development, class teachers, and other responsibilities.
Obert Masaraure, president of the Amalgamated Rural Teachers Union of Zimbabwe, shared similar concerns.
He claimed that over 82% of teachers in rural areas are facing unfavourable working conditions, including lack of water, decent accommodation, and poor infrastructure in schools. Said Masaraure:

The Zimbabwe education sector has been suffering from aggressive socio-economic turmoil for over 20 years, with visible rot in all facets of the sector. Teacher remuneration by the State still remains a sticking point.
To compound an already critical situation, teachers are having their civic and political rights infringed by the ruling party, with most teaching stations in rural outposts a nightmare for teachers due to interference by political parties, especially the ruling party.
In Mashonaland West, Matabeleland North and South, Masvingo and Midlands provinces, over 82% of teachers based in rural outposts are complaining about unfavourable working conditions, such as unavailability of water, decent accommodation and bad infrastructure in schools.

The Heritage-Based Curriculum is a new educational framework set be come into force this year, replaces the previous Continuous Assessment Learning Activities (CALA) and aims to better prepare students for future challenges by focusing on practical skills and critical thinking
Under the Heritage-Based Curriculum, School-Based Projects (SBPs) replace CALAs and provide a hands-on approach to learning and assessment. Students will engage in practical projects that contribute to their overall assessment.
For Ordinary Level (O-Level) students, five compulsory subjects are Mathematics, English Language, Indigenous Language and Literature, Combined Science, and Heritage Studies.
Advanced Level (A-Level) students have a minimum requirement of three subjects and can choose additional subjects.

"Teachers Not Ready For January Schools Opening"

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has expressed outrage over the death of a worker at the Trabablas Interchange project site on Monday, January 6.
The union asserted that the circumstances surrounding the tragic incident point to compromises on safety standards at the workplace.
According to Tefoma Construction (Pvt) Ltd, the deceased was an employee of Manzlink, the specialist subcontracted company at the site.
Tefoma said the worker died due to a mechanical failure during crane de-erection operations at the project site.
ARTUZ has demanded the prompt finalisation of investigations into the accident. The union added:

We stand ready to engage experts to review whatever outcome will be presented to the nation.
The Union demands a safety audit of the operations at Mbudzi roundabout.
We are irked to learn that the workers engaged at this site are being exploited, being paid peanuts and working for long hours.
The Union will deploy a team on a fact finding mission to the site and explore means of protecting the rights of workers at the construction site.

The Trabablas Interchange project, formerly known as the Mbudzi Interchange, encompasses the construction of 15 bridges: 13 on the interchange itself and two on Amalinda Drive and Harare Drive.
As of November 2024, the project was 85% complete, with 11 of the 15 bridges finished.

The festive season was struck off the calendar of government workers way back. Unfortunately, the late payment of salaries adds a new layer of pain to the exploited government employees.
Failing to meet the basics for survival when others are swimming in plenty is torturous.

The union alleged that while teachers continue to struggle in poverty, top bureaucrats are reaping the rewards of their manipulative actions, enjoying lavish lifestyles in exotic locations. It said:
<blockquote>
Senior government officials have since received their big perks in United States dollars. The majority of these elites are now on holiday with their families claiming to be resting from a busy year.
Indeed it was a busy year for them. Looting from the impoverished is not an easy job. Working round the clock to silence the oppressed and disenfranchised majority is not an easy task.
But as they rest they should be assured that the underpaid civil servants will not be silenced forever.

ARTUZ, which is demanding at least US$1 260 per month for the lowest-paid teacher, vowed to push for better working conditions in 2025. The union said:

We are not in the habit of making empty threats. The anger from the civil servants is reaching the boiling point.
2025 will be a difficult year for those who steal from the poor. We will organize and demand fair wages paid on time.

Salary Delays Hit Civil Servants Again

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has warned that Dalny Mine 2 Primary School in Sanyati District, Mashonaland West Province, is at risk of collapsing due to tunnels being dug by artisanal miners beneath the school infrastructure.
In a statement, ARTUZ warned that unless authorities intervene urgently, the fate of Dalny Mine 2 Primary School could mirror that of Globe and Phoenix Primary School in Kwekwe District, Midlands Province. ARTUZ said:

Illegal artisanal mining is leaving a trail of ecological and infrastructure destruction in the said community. We are worried that when schools open in January 2025, Dalny Primary will be no more.
Dalny 2 Primary has an enrollment of over 600 learners attended to by 22 Patriotic Teachers. If Dalny Primary School collapses when schools are open these lives can potentially be lost.
The closest school to Dalny Primary is Dalny 1 Primary which already accommodates 1,500 learners.
There is no room for the 600 learners from Dalny 2. If Dalny Mine 2 Primary School is allowed to collapse 600 learners will be out of school.

The union said Zimbabwe already has a shortage of over 3000 schools, we cannot afford to lose a great school like Dalny Primary.
In 2023, Dalny 2 Primary School had a Grade 7 pass rate of 26.8%, which marginally improved to 26.9% in 2024 despite challenges in the education sector.
ARTUZ has appealed to the Zimbabwe Republic Police (ZRP), the Ministry of Primary and Secondary Education, the Public Service Commission (PSC), the Environmental Management Agency, and other stakeholders to take action to save the school from potential collapse.
On March 16, 2023, a classroom block at Globe and Phoenix Primary School collapsed into an illegal mine shaft due to uncontrolled underground mining activities, injuring at least 14 pupils but fortunately resulting in no fatalities.
Since the collapse, the school has been declared too risky for lessons to continue, and students have been learning in makeshift tents at a nearby school.
The government has identified a new site for the school, but construction progress has been delayed due to the need for a geological survey to evaluate the impact of mining on the site.

Dalny Mine 2 Primary School At Risk Of Collapse Due To Illegal Mining

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has criticised the government for frustrating citizens who want to contribute to the development of infrastructure at schools because they are viewed as a threat to the ruling establishment.
This follows the withdrawal of the Citizens Initiative (CI) from the Chingwizi project, where they had raised funds to build classroom blocks at Chingwizi Primary School.
In a statement, ARTUZ questioned why the government is obstructing donors from constructing schools when the Ministry of Primary and Secondary Education has acknowledged that Zimbabwe faces a shortage of over 3,000 schools and that the infrastructure in existing schools is in a deteriorating condition. ARTUZ said:

The Permanent Secretary of [Ministry of Primary and Secondary Education] appeared in Parly bemoaning the underfunding of education.
He confessed that the Ministry has limited funding for capital expenditure. Zimbabwe has a shortage of over 3000 schools and infrastructure on existing schools is in bad shape.
[ZANU PF] can still afford to block infrastructure development. Donations of elite luxuries for the ruling elites are never blocked but a classroom for sons and daughters of peasants is viewed as a threat.
State institutions only serve the rich and the powerful. The poor are on their own.

On Friday, CI leader Freeman Chari said that the decision to walk away from the Chingwizi project was prompted by bureaucratic hurdles.
Despite being cleared by provincial authorities to proceed, the project faced setbacks after Dr Pazvakavambwa, Permanent Secretary in the Office of the President in Masvingo, imposed new conditions during a meeting on 03 December.
According to Chari, Dr Pazvakavambwa requested that CI register as a Private Voluntary Organisation (PVO), a process that involves several additional requirements and considerable delays. He also instructed that CI channel its resources through the local Council.
After consulting with the CI board, Chari announced that the organisation would withdraw from the project and donate the materials already purchased to Chingwizi Primary School.

In a statement, the Zimbabwe Lawyers for Human Rights (ZLHR) Masaraure and Chere had been charged with the murder of Roy Issa, allegedly occurring on June 11, 2016, during a drinking session in Harare.
The two, along with four accomplices, were accused of assaulting Issa, leading to his death. Prosecutors claimed they later attempted to cover up the crime by falsely stating that Issa fell from a hotel balcony.
Issa’s body, prosecutors said, was found lying some six metres away from Jameson Hotel along Park Street in Harare.
The NPA informed Harare Magistrate Dennis Mangosi that law enforcement officers had been investigating the case for eight years, but could not yet proceed with charges. This delay led to the withdrawal of charges against both men.
Masaraure and Chere had been appearing in court since 2022 after their arrests by the Zimbabwe Republic Police (ZRP). They were out on bail during the court proceedings.
The two union leaders were represented by prominent lawyers Doug Coltart and Beatrice Mtetwa from Zimbabwe Lawyers for Human Rights.
Prosecutors acknowledged that continuing to hold Masaraure on remand and requiring him to appear in court while investigations were still ongoing was no longer justifiable.
They made a similar concession earlier when charges were withdrawn against Chere in October 2024.

The Zimbabwean government has reportedly failed to pay civil servants on time, as many teachers—the largest group within the civil service—did not receive their salaries on the expected pay date of November 18.
In a statement, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) warned the government against provoking civil servants.
ARTUZ said that as of Tuesday morning, approximately half of the civil servant population had yet to receive their full salaries, while the government continued to spend millions of dollars on various unnecessary trips. Said ARTUZ:

This comes as the government is reducing foreign trips and banning workshops organised by government agencies due to an end-of-year cash squeeze.
Finance Secretary George Guvamatanga announced that the Treasury is also implementing a 50% reduction in fuel allocations to ministries and government departments.
Meanwhile, members of the security services and health sector reportedly received their salaries along with 50% of their bonuses last week.
Teachers and other civil service employees are scheduled to receive their salaries and 50% of their bonuses this week.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has criticised the government for misleading civil servants into believing they would receive a salary increase in United States dollars.
On Tuesday, 15 October, the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) announced that the government had increased civil servants’ salaries by US$40, backdated to September.
However, this increase will be paid in ZiG at the prevailing official exchange rate, not in US dollars.
ARTUZ said some civil servants are now deeper in debt after borrowing money in anticipation of a salary increase in USD. ARTUZ said:

Last week, The Sunday Mail reported that the government plans to award civil servants with a salary increase in USD, along with an annual bonus this year.
The publication cited Minister of Public Service, Labour, and Social Welfare July Moyo, who stated:

However, yesterday, the union representing civil servants, that is ZCPSTU, said government workers will get a salary increment of US$40 payable in local currency at the prevailing official exchange rate. It said:

In the end, the employer committed to pay as follows; Review of salary by US$40 across the board for the grades of Deputy Director and below with effect from September 1, 2024.
Resultantly, the lowest Grade B1 will move from a salary of US$324 to US$364 effective 1st of September 2024…
The initial offer of US$31 million converted to local currency was dismissed as inadequate by the workers on two occasions.
The employer increased the envelope to US$41 million but insisted that it will be paid in local currency at the prevailing bank rate with effect from 1 September 2024.
The employer cited the drought, lower than expected United States Dollar revenue inflows and the government’s policy shift towards de-dollarization as reasons for the inability to pay more than the tabled offer.
Also cited was the very low ZiG pay for sections of the civil service whose statutory deductions are in limbo and that the 2024 Mid-term budget has no provision for a salary adjustment.

On Tuesday, October 8, ARTUZ presented its education wish list ahead of Finance Minister Mthuli Ncube’s announcement of the 2025 National Budget next month, saying there was a need for increased funding to benefit both learners and educators.
Zimbabwe has struggled to meet the Dakar Declaration’s mandate that 20% of the national budget be allocated to education.
According to ARTUZ, Treasury allocations have been alarmingly low: 0.8% in 2020, 2.3% in 2021, 2.4% in 2022, 2.9% in 2023, and 2.8% for this year.
This decline in funding has contributed to a decrease in the quality of education, particularly in rural areas. The union said:

A budget that meets these minimum standards is necessary to improve infrastructure, provide teaching and learning materials, and ensure fair compensation for educators.
In the context of rising prices and climate change, we recommend the scrapping of the now-defunct and inconsistent BEAM and be replaced with equity grants allocated to each learner to at least US$10 per school term (US$30 per year) per learner.
This funding will be essential in addressing the growing number of learners affected by declining family incomes and increasing poverty and climate-related disasters.

Launched in 2001, BEAM was designed to ensure that vulnerable children have access to education. Its primary objective was to reduce school dropout rates and provide support for children who had never attended school due to economic hardships.

The culture of persecuting teachers for embarking on job actions is against the spirit of the national Constitution.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has urged the government to urgently review civil servants’ salaries in light of the official devaluation of the Zimbabwe Gold currency (ZiG) by over 40% against the US dollar.
On Friday, September 27, the Reserve Bank of Zimbabwe (RBZ) adjusted the ZiG exchange rate from 14.1 ZiG per dollar to 24.3 ZiG per dollar.
In response to this development, ARTUZ said the ZiG component of public sector salaries should be automatically adjusted to reflect the devaluation, without requiring additional worker demands. ARTUZ said:

Mthuli Ncube and the employing authorities in government should not wait to be told that since ZIG has officially been devalued by 44% to the USD, the ZIG component of salaries should be automatically adjusted.

Businessman Kuda Musasiwa criticised the government for paying civil servants at the ZiG13.5 exchange rate, only to subsequently devalue the ZiG to 25. He described this action as “not only immoral but criminal.”
The Mayor of Bulawayo, David Coltart, who is a long-time opposition politician, said the the “timing of the devaluation seems cynically calculated.” He posted on X:

So much for this being “Zimbabwe Gold” – ZIG – when its value is going in the opposite direction to the actual gold price.
In any democracy, such catastrophic policy failure would end a government’s term of office. But we aren’t a democracy so those responsible continue with impunity.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has demanded the immediate release of high school teacher Ronald Hondongwa and 65 other individuals who were arrested on June 16, 2024, while commemorating the Day of the African Child in Harare.
Hondongwa and 77 others were initially charged with public violence and gathering without police clearance.
The charge of gathering without police clearance has since been dismissed by the courts, but only 12 of those arrested have been released so far.
Hondongwa and 65 others are now accused of throwing stones at the police officers who arrested them.
However, ARTUZ said Hondongwa has a disability and is physically incapable of even holding a spoon, let alone throwing stones.
Furthermore, state witnesses have acknowledged this fact, but state prosecutors continue to insist that Hondongwa threw stones. Said ARTUZ:

Cde Hondongwa is an ICT teacher, and evidence to that effect was presented in Court by lawyers and accepted by the State. He is teaching forms 3 and 4 at Zengeza 4 High School.
The learners are being denied their right to education as their teacher remains caged facing spurious charges. The Form 4 class sits for public examinations and is definitely going to be prejudiced.
Hondongwa’s wife Phillis Pikitai was at some point arrested and spent days in detention after raising a placard demanding the release of her husband.
It is not proper to leave the burden of fighting for justice to the hands of the spouses of the persecuted.

ARTUZ says it is the collective responsibility of all citizens worldwide to push back against injustice wherever it may occur.
The organisation has called on people around the globe to join their demand for the immediate release of Hondongwa and the other 65 individuals who remain detained.

High School Teacher "Who Cannot Even Hold A Spoon" Detained For Throwing Stones At Police Officers

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has urged the government to take on the debt burden of civil servants.
Prior to October 2018, civil servants earned US$540 per month. However, the government declared that USD bank accounts were no longer “real” USD, leading to the official introduction of RTGS dollars a few months later.
In his monetary policy statement on October 1, 2018, then Reserve Bank of Zimbabwe Governor John Mangudya directed banks to separate Nostro foreign currency accounts (FCAs) from local RTGS or Bond Notes.
This change meant that what depositors held in their bank accounts was effectively RTGS rather than USD.
Before this announcement, US dollars, RTGS, and Bond Notes were treated similarly by banks under a single account system established in 2009 when Zimbabwe dollarized.
As a result, from October 2018, civil servants’ US$540 salaries were no longer foreign currency but RTGS dollars.
Civil servants’ current earnings are roughly equivalent to what they received before October 2018, forcing many to incur significant debts to make ends meet.
In a statement on Tuesday, September 17, ARTUZ said that the average civil servant is losing over 50% of their income to debt servicing.
The union has called for the government to craft a “Civil Servants Debt Assumption Bill” while ensuring that state employees receive fair compensation. ARTUZ said:

We are calling upon the government of Zimbabwe to assume the debt burden of the Civil Servants of Zimbabwe.
Civil servants are trapped in debt with the average Civil Servant losing over 50% of income to servicing debt. This debt crisis has worsened the incapacitation among Civil servants compromising productivity.
The debt crisis was birthed from the violation of section 65(1) by the government of Zimbabwe. The government has failed to pay a fair wage since October 2018.
We are calling for the passing of a Civil Servants Debt Assumption bill to enhance productivity in the Civil Service.
To guard against reckless future borrowing by Civil Servants, a fair wage has to be paid and all Civil Servants have to have their loan proposals approved by designated government officials in different departments.

ARTUZ president Obert Masaraure said since civil servants have been contributing a mandatory Government Employees Mutual Savings (GEMS) monthly, the bank holding the funds can assume all civil servants’ debt and use GEMS to settle debts.

Teachers Urge Government To Assume Civil Servants' Debt Burden

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has called for the arrest of the Minister of Finance, Economic Development, and Investment Promotion, Mthuli Ncube, for “abusing teachers.”
This follows the legal proceedings against a school head and deputy at an unnamed school in Chiredzi, who were charged with fraudulently including their own children on the list of beneficiaries for the Basic Education Assistance Module (BEAM).
BEAM is a national school assistance program established by the Government of Zimbabwe in 2001 to support orphans and vulnerable children.
While the program is primarily funded by the government, it also receives contributions from the donor community.
In its statement, issued this Wednesday, 04 September, ARTUZ argued that the two school administrators, along with all teachers, are vulnerable and deserving of BEAM assistance, just like any impoverished parent in Zimbabwe.
The union contended that instead of targeting teachers who seek support from BEAM, law enforcement should hold Ncube accountable for “abusing teachers” by providing them with inadequate salaries. ARTUZ said:

We condemn the arrest and conviction of a school Head and Deputy charged with abusing BEAM funds. The two teachers included their own children on the list of BEAM beneficiaries.
The BEAM scheme is meant for vulnerable children. Sons and daughters of Teachers are indeed vulnerable. Teachers earn USD 300 but the basket of needs is above USD 1200. Government promises of paying school fees for teachers’ children have not met the cost of education in schools.
Mthuli Ncube is the one who should be arrested for abusing teachers. Teachers’ children are among the most vulnerable and should benefit from BEAM or any scheme of State-funded education.

According to the National Prosecuting Authority (NPA), the headmaster and deputy head of a secondary school in Chiredzi District were recently arraigned before the Triangle Magistrates’ Court facing criminal abuse of duty charges.
The case emerged after the Criminal Investigation Department (CID) received an anonymous tip alleging that the two had improperly included their children in the Basic Education Assistance Module (BEAM) programme. BEAM is intended to assist underprivileged students.
However, the school head and his deputy bypassed established procedures to benefit their own children.

A thorough investigation revealed that each individual had unlawfully received US$120 for the year 2022 through this scheme. As a result, they were arrested and brought to trial.
Upon conviction, the court sentenced both defendants to 20 months in prison. However, 6 months of the sentence were suspended for 5 years, contingent on their good behaviour.
Additionally, 2 months were suspended on the condition that they pay restitution to the Social Services Department.
The remaining 12 months of their sentence were also suspended, provided they completed 420 hours of community service.

This condemnation follows comments from Transport and Infrastructure Development Minister Felix Mhona, who was quoted as saying that over US$1.7 billion was allocated for road rehabilitation projects ahead of the recently concluded Southern African Development Community (SADC) Summit in Harare.
In a statement released on Sunday, September 1, 2024, ARTUZ asserted that the staggering US$1.7 billion figure exposes an ongoing scheme of looting disguised as infrastructure development.
The union said that funds siphoned off through these fictitious projects should instead be directed toward providing civil servants with a living wage and addressing other critical sectors in need of financial support. Below is the statement:

The group, which included union president Obert Masaraure, was acquitted by Harare Magistrate Ruth Moyo on Wednesday, August 21.
They faced charges alleging participation in a gathering intended to promote public violence, disruptions of peace, or bigotry. They were represented by lawyers Takunda Nyambira and Alec Muchadehama.
In a statement issued on Thursday, August 22, ARTUZ highlighted the numerous hardships its members endured while on remand.

For 32 gruelling months, the ARTUZ 16 – a group of passionate educators and activists including Obert Masaraure (President), Liam Takura Kanhenga(student leader), Munyaradzi Ndawana(Mash west Chair), Gweshe Wellington (Mutoko District Chair), Munguri Andrew (Secretary for Mobilisation and Recruitment), Panashe Mutsvairo (student leader), Munyaradzi Masiyiwa (Deputy Secretary General), Boris Muguti (Former Zinasu President), Tawanda ( HRD), Brian Mhlanga (Teacher), Tambudzai Mumbjo(student leader), Nkiwane Linia (Midlands VC), Synodia Mamutse (Teacher), Cde Chieza (DZ District Chair), Sukoluhle Ndlovu (Mat North Chair), and Thembekile Ncube (teacher) – have been embroiled in a gruelling legal battle, facing 36 court appearances and onerous bail conditions that have taken a heavy toll.
Their only crime? Demanding the fundamental rights of collective bargaining, fair wages, and better working conditions for Zimbabwe’s embattled teachers.
The persecution of the ARTUZ 16 has been nothing short of egregious. Their arrests were marked by violent tactics, and they were subjected to illegal, overcrowded detention facilities.
Even when granted bail, the conditions were punitive, requiring them to report to the police every two weeks for nearly three years.
The state’s tactics to delay and obfuscate the proceedings were shameful.
Eight witnesses who were supposed to testify against the ARTUZ 16 never showed up, clearly a ploy to drag out the process.
Countless court postponements and the arduous task of travelling to the courthouse, often sleeping at bus stops, added to the immense strain.
The consequences of this ordeal have been devastating. Promotions were put on hold and some faced demotions.
The mental anguish has been immense, with some suffering from debilitating depression. Several were forced to withdraw from colleges and universities, and opportunities abroad were lost.
The financial burden on the individuals and their families has been crushing, with livelihoods threatened and savings depleted.
Despite this relentless persecution, the ARTUZ 16 have emerged with renewed determination.
This trial has only strengthened their resolve to continue the fight for the rights of Zimbabwe’s educators.
The acquittal of the ARTUZ 16 is a small victory, but the scars of this ordeal will linger. It is a stark reminder of the risks that activists and human rights defenders face in their quest for a more equitable society.
The journey ahead remains arduous, but the Artuz 16 have proven that their commitment to the cause is unbreakable.
This persecution has exposed the government’s blatant disregard for the fundamental rights of its citizens.
The ARTUZ 16 were merely exercising their constitutional right to advocate for better working conditions and fair compensation for educators. Their struggle represents the broader fight for justice and human dignity in Zimbabwe.
As the international community watches, we must stand in solidarity with the ARTUZ 16 and all those who dare to challenge the status quo.

Acquitted 16 ARTUZ Activists Vow To Continue Fighting For Teachers' Rights

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has condemned the government for dismissing the union’s president, Obert Masaraure, from his teaching position at Chemhanza High School in Hwedza.
Masaraure, who was employed as a Chemistry teacher, was dismissed on the grounds of absence from duty.
In a statement, ARTUZ Secretary General Robson Nikita Chere denounced the government’s actions as a violation of workers’ rights and called for the reinstatement of Masaraure to his teaching position. Said Chere:

The government of Zimbabwe, in the form of the Ministry of Primary and Secondary Education through the Public Service Commission has once again trampled on the basic rights of workers in Zimbabwe by illegally and unilaterally discharging the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) President from his teaching position.
The government employed the usual modus operandi of concocting strange non-existent charges against President Masaraure.
</blockquote>
Chere revealed that before his dismissal, Masaraure had gone for over 5 years without receiving his full salary, with junior government officials reportedly unwilling to address and resolve the issue. Said Chere:

The government proceeded to cease the President’s salary for more than 5 years. We naturally pressed for the remuneration of the President only for the government to discharge him from his employment.
We on behalf of the Union tried to engage the employer over the issue. Our spirited efforts of engagement were stonewalled as staffers whom we met were hesitant and even afraid of engaging. Some powerful force was apparently leaning on them. Call it duress or undue influence if you like.
</blockquote>
Chere declared that the union would vigorously oppose Masaraure’s dismissal, using every available means, and work to reinstate him in his position. He said:

We will leave no stone unturned and no turn unstoned as we claim justice for the President. All legal apparatus have since been activated to correct this illegality.
Let be known that all teachers in particular and all workers in general stand behind and with our Union President against this injustice.
We will provide leadership and direction until Cde Masaraure is reinstated and restitution is effected. That is a promise.
We treat the unlawful discharge letter as another just piece of toilet paper have already used it in the rightful ablution facility and flush it to the sewage plant.
</blockquote>
On March 30, 2024, the Ministry of Primary and Secondary Education’s Provincial Education Director for Mashonaland East, Anatoria Ncube, officially notified Masaraure in writing of his dismissal from the public service. She wrote:

It has been noted that your salary was ceased after you failed to report for duty. You did not, thereafter, come forward to claim your salary or avail yourself to your Head office to advise why you had failed or were failing to report for duty. You have still not reported for work to date.
You were thus absent from duty for a continuous period in excess of thirty days without having been granted leave of absence.
Through the minute referenced A/126/3C dated 30 May 2014, the Secretary discharged you from the service, in terms of section 63. (e) Of Statutory Instrument 1 of 2000 as amended, with effect from after duty on 24 May 2019 the last day you reported for duty.

The government says Masaraure didn't show up to work for more than 30 days without telling them why. They fired him because of this. The union is not happy and wants to fix it.

ARTUZ Vows To Fight For Dismissed Union President Masaraure's Reinstatement

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has said the union’s Secretary for Projects and Investments, Leonard Mabasa, was attacked on Wednesday, June 19, during the night.
In a statement issued this Thursday, ARTUZ alleged that at around 8:04 PM, a brick or stone was thrown at the roof of Mabasa’s residence, shattering it into pieces.
Mabasa was at home with his wife and their young son when the attack, which has since been reported at the ZRP Chirozva Base in Ward 23 of Buhera Central, occurred. ARTUZ said:

This deliberate attack on a family unit within our community is deeply alarming and suggests a calculated attempt to instil fear and vulnerability.
The fact that this incident took place late at night, in a neighbourhood close to Cde Mabasa’s workplace and a shopping centre, only heightens the sense of concern.
Our members should feel safe in their homes and communities, free from the threat of violence or aggression.

ARTUZ has demanded that the police take immediate and decisive action to investigate the attack, identify the perpetrators, and ensure the safety of its members. The union said:

As the ARTUZ we will not tolerate any acts of violence, intimidation, or aggression against our members.
We stand united in our commitment to protecting the rights and well-being of our educators and their families.
We call on the community and local authorities to join us in condemning this incident and working towards a resolution that brings the responsible parties to justice

ARTUZ further alleged that Mabasa has been targeted by unknown assailants for some time. The union said in October 2023 a local community member tipped him to be careful about the comments made on cotton bales that were soaked by rains that were broadcasted on a local community radio station.
ARTUZ said in mid-December 2023, Mabasa was again advised by “another Good Samaritan” to avoid the shops during the evenings and festive holidays as his security was compromised.

Teachers Union Official's Residence Attacked, Roof Shattered In Nighttime Assault

Prominent trade union leader, Obert Masaraure has been convicted for posting a message on X (formerly Twitter) demanding the release of a trade union colleague, reported <a href="https://www.zimlive.com/artuz-leader-obert-masaraure-convicted-for-obstructing-justice/">ZimLive</a>.
Masaraure, who is the Amalgamated Rural Teachers Union (ARTUZ) president was on Wednesday found guilty of defeating or obstructing the course of justice or alternatively inciting public violence.
He was arrested for the offence on July 8, 2022, after he posted on the social media platform, demanding the release of fellow activist Robson Chere.
Chere had been arrested in connection with the mysterious death of ARTUZ member Roy Issa, who reportedly fell from the seventh floor of a Harare hotel.
An inquest into the death of Issa ruled out foul play. However, the Police reopened the case and filed murder charges against Masaraure and Chere.
The State proved that Masaraure wrote a statement published on X and the ARTUZ website, aimed at prejudicing his and Chere’s pending trial while inciting teachers’ union members and the public to commit violence.
He was convicted by Harare magistrate Feresi Chakanyuka.
Masaraure was remanded in custody and was scheduled for sentencing on Thursday morning (today) at the Harare Magistrates Court.

Trade Unionist Obert Masaraure Convicted For Obstructing Justice

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), on Monday, 13 May, launched a week-long campaign dubbed #MyFairWage which seeks to justify teachers’ demand for US$1 260 salaries.
In a statement, ARTUZ said this week (13-19 May), the highlight of the campaign is their demand for US$180 or health care insurance as part of the basket of US$1 260 monthly income. Reads the statement:

Healthcare should not be a luxury reserved for the privileged few. When illness strikes, the financial burden should not suffocate teachers, nor should educators be held hostage by exorbitant charges for subpar services. Hospital stays should not resemble expensive lodges, bleeding their pockets dry.
The union has seen firsthand the insidious nature of medical aid, with shortfalls so astronomical that they render it useless.
Members have languished for months, unable to obtain basic necessities like spectacles and hypertension medication as their own health scheme fails the teachers.
Sadly, teachers have been pushed to private facilities, only to encounter broken machines, insufficient supplies, and shortfalls that demand exorbitant out-of-pocket expenses.
</blockquote>
ARTUZ said teachers have been let down by the Premier Service Medical Aid Society (PSMAS) saying the company, which is the major service provider for teachers and other civil servants, is now “a dysfunctional mess”. It said:

The union will not back down until healthcare becomes a birthright and until every member is treated with the dignity they deserve.
</blockquote>
In recent years, PSMAS has been grappling with financial difficulties, which have significantly impacted its service delivery.
The company is burdened by substantial debt, exacerbated by economic challenges and delayed payments from the government.
PSMAS members have faced difficulties accessing healthcare services due to shortfalls-related issues and some health facilities reject PSMAS cards, leaving subscribers stranded.
At one point, Premier Services Medical Investments (PSMI), a subsidiary of PSMAS, had to shut down over 50 facilities due to financial constraints.

ARTUZ Launches #MyFairWage Campaign, Demanding USD$1,260 Monthly Wage For Teachers

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has written to some local authorities requesting free operating space for a new scheme that will see its members providing free holiday lessons this April.
According to <a href="https://www.newzimbabwe.com/rural-teachers-offer-free-holiday-lessons-write-to-councils-requesting-vacant-space/">NewZimbabwe.com</a>, ARTUZ President Obert Masaraure expressed optimism despite the lack of responses to their requests. He believes that the councils, who were copied on the letters, will recognize the nobility of the proposed idea. Said Masaraure:

There is no response received yet, but councils have an obligation to provide education as a service. The move by the government to ban holiday lessons in schools leaves councils as the only authority with the potential to serve the poor.
The letters are being distributed to all provincial capitals and local authorities. We have covered all provincial capitals so far.

One of the letters addressed to a local authority by ARTUZ reads:

ARTUZ kindly requests the free usage of any of your communal facilities such as municipal community halls, in conducting holiday lessons for students in your locality.
</blockquote>
He said rural district councils will also be receiving the letters.
This comes as the Ministry of Primary and Secondary Education decided not to grant authority for Vacation School during the April holiday for Grade 7, ‘O’, and ‘A’ level candidates, as well as other non-exam classes.
In a statement released on Monday, March 25, the Ministry emphasized that pupils deserve a well-earned break for rest and independent learning.
The statement, which was signed by the Secretary for Primary and Secondary Education, Chris Mhike, was addressed to Chief Directors, Provincial Education Directors Directors, District Schools Inspectors, Heads of all Primary and Secondary Schools, National Association of Primary School Heads, National Association of Secondary School Heads, Teacher Organisations, Responsible Authorities, Association of Church Education Secretaries, Association of Trust Schools, and Independent Colleges Association.

Rural Teachers Resolve To Offer Free Holiday Lessons

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), has voiced alarm regarding the recent government announcement about introducing a structured currency. They assert that the plan should be deferred until citizens are allowed to express their views on the matter.
In an official statement, ARTUZ highlighted grave apprehensions about the integrity of operations within the Reserve Bank of Zimbabwe, the Ministry of Finance, Economic Development, and Investment Promotion, as well as the Zimbabwean government itself. Reads the statement:

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), is alarmed by the recent announcement by the Reserve Bank of Zimbabwe, of yet another mutation of the local currency and mysterious promises of monetary stability.
Whilst we acknowledge the need for a strong local currency for macroeconomic development, we express serious concern over the lack of integrity in the operations of the Reserve Bank of Zimbabwe, the Ministry of Finance, Economic Development and Investment Promotion and the government of Zimbabwe.
As a Teacher Trade Union, we represent a sector that relies solely on monetary transactions and any hiccups in the administration of money is a direct attack on the livelihoods of teachers and other workers in general.
Our worries over the announced changes in the monetary regimes used in the country are not without cause or justification. Workers, like other users of monetary transactions in the country, have the most horrific historical experiences of livelihoods, savings, and investments, lost in a flash when such monetary changes were made and dubious value accredited to a worthless currency.
So, it is a very worrying moment for our sector as we risk having our meagre earnings further eroded. Most government workers including teachers are putting their money in social investments such as purchasing and developing residential stands, poultry and goat farming, as a survival tactic in the harsh economic conditions, and all these have monetary value pegged in US dollars, as a store of value.
The recent announcement of a Structured currency conjures memories of eroded monetary value and shattered investments in the past. As ARTUZ we make the following observations and demand urgent clarity on the matter, exchange.
<h2>The Ambush manner of the Introduction of the Structured Currency</h2>
It is our considered view that legal tender denotes that a legal process must accompany the promulgation of a currency that comes into effect. Our research on the matter has revealed that neither the parliament of Zimbabwe nor the Senate had an opportunity of being informed, to contribute, or discuss the introduction of the new currency and its socioeconomic impact, and the law accompanying.
The citizens of Zimbabwe woke up to the announcement in the press of a development which significantly affects their lives, without the benefit of sufficient notice and consultation.
As a Union we maintain that citizens remain the repository of solutions to the challenges affecting their lives, in their diversity. We demand that sufficient consultations be done and room be given for submissions on the matter.
Confidence plays a key role in the acceptance of any currency and consultations will result in ownership of the currency by the people of Zimbabwe. NOTHING FOR US WITHOUT US!
<h2>Multi-currency regime</h2>
The government’s position on the usage of different currencies, primarily the US dollar, will be prolonged up to 2030.
We demand that there be clarity on the matter assuring the citizens of Zimbabwe that the introduction of the structured currency will not interfere with the transactions in US dollars.
It is a public secret that the economy of Zimbabwe has dollarized and, in some localities, the Zimbabwean dollars are not accepted either as change or for purchases.
In business as well, government-linked establishments like Innscor refuse to mix local currency with US dollar transactions.
All these erode the confidence in the usage of a local currency that is not accompanied by solid assurances of value.
We demand that there be safeguards to protect users from unscrupulous money dealers and businesses that have been bred by economic crises and monetary instability
<h2>The Economy has dollarized. Dollarise Civil service salaries</h2>
We demand that all salaries of government workers be pegged to the US dollar to the last cent. All facets of the economy have dollarized and keeping a façade of local currency whose value is not certain, as a component of remuneration for civil servants is hypocritical. The introduction of a new currency should be done where value of earnings is not in dispute and the exchange into another currency fluid.
<h2>Restore the Integrity of the banking sector</h2>
It is not a secret that a lot of money in Zimbabwe exists outside the banking sector and acts as fuel for monetary speculation in the case of a local currency whose value is not certain.
Revelations of cash payments of sums like 1 million US dollars in donation as was recently done by Wicknell Chivayo when he donated to ZCC church, the gold mafia revelations of individuals with large stashes of money, amongst other examples point to a contributory factor to the monetary crisis.
We demand that there be due diligence to force monetary transactions to be done in the banking system and eliminate room for black-market speculation. We posit that this will pave the ground for the effectiveness of a new currency and maintenance of value.
To this end, ARTUZ calls upon the Reserve Bank of Zimbabwe and the Ministry of Finance, Economic Development and Investment Promotion to suspend the promulgation of the new Currency and give notice, unpack the Structured currency, invite input, and give the necessary assurance to the citizens. As workers tatambura kwenguva refu (we have suffered for too long” and we cannot bear another casino experiment with our livelihoods.
The Amalgamated Rural Teachers Union of Zimbabwe will continue discharging its mandate of representing teachers, and being part of the citizens collective in fighting for an inclusive education service, economy, social and political environment that allows teachers, workers, and all citizens to live dignified lives. We don’t teach in isolation!

Suspend The Introduction Of A Structured Currency, Rural Teachers Tell Government

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has raised concerns over the recent salary increment awarded to civil servants by the government.
The increment, amounting to US$20, has been deemed inadequate by ARTUZ, prompting discussions about the need for a more substantial review.
In their critique, ARTUZ has specifically targeted Cecilia Alexander and the entire leadership of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU)—formerly known as the Apex Council. 
According to ARTUZ, these leaders have failed to adequately represent civil servants’ interests, resulting in what they perceive as unfavorable deals. ARTUZ’s statement reads:

Cecilia Alexander and her cabal of imposters have made themselves life negotiators on behalf of Civil servants. They always bring back rotten deals! The nonsense stops now! Government is advised that we are not accepting USD 20 increment and a mass action will be announced!
</blockquote>
Earlier this week, ZCPSTU expressed frustration over the lack of progress in salary negotiations with the government, especially given the rising cost of living. The union accused the government of failing to honor its commitment to convene a National Joint Negotiating Council (NJNC) meeting every quarter.
Meanwhile, the Zimbabwe Teachers’ Association (ZIMTA) has also weighed in, urging the government to address the issue of teachers’ salaries promptly. ZIMTA specifically calls for a review of the United States Dollar component in their compensation.
In their official statement issued on March 12, 2024, ZIMTA emphasized the urgency of resolving the negotiation stalemate. They assert that prolonged inaction and disregard for teachers’ concerns cannot be tolerated any longer.
It’s important to note that civil servants currently earn less than US$300 per month, in addition to a local currency salary component that falls below US$100.

Govt Offers Civil Servants US$20 Salary Increment | Report

Teachers’ unions have expressed mixed views on the proposed Heritage-Based Education 2024-30 Curriculum.
Under the Heritage-Based Education 2024-30 Curriculum Framework, learning the History of Zimbabwe will become compulsory, and national shrines, cultural heritage sites and the national pledge will be accorded special emphasis.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200023934/new-curriculum-divides-teachers">NewsDay</a>, Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said the current history being taught in schools is flawed. He said:
<blockquote>
We, however, take exception to the issue of emphasising the learning of a flawed history of Zimbabwe. The current history was written to simply praise those who assumed power in 1980.
The true history of Zimbabwe, including the important roles of ZAU, Ndabaningi Sithole and all liberation war heroes should be taught.
The missteps of the ruling party and violations of human rights post-independence, including Gukurahundi, must be taught in our schools.
The heroic sacrifices of people like Morgan Tsvangirayi towards producing the current Constitution must be part of the taught history.
History should not be a eulogy of ZAPU PF, but a detailed account of our past to inform our future endeavours…
Funding of these good intentions is also important. The Treasury has shown a stinking austerity attitude which is not in line with realising these big promises.
</blockquote>
Educators Union of Zimbabwe secretary-general Tapedza Zhou said the Government has to explain how the proposed curriculum differs from the previous one and how education will be funded to ensure a smooth implementation of the framework. He said:

Does the New Heritage-based curriculum differ from the previous one which was competence-based, what are the areas of continuity and change?
How does the minister intend to overcome the resource question given that the previous curriculum was paralysed due to failure to address this question?
One critical error made, therefore, is to rely on local resources in bankrolling the New Curriculum despite the bankruptcy of the teachers, learners and parents.
Another Concern is to have both teachers and learners being forced to endure a huge curriculum shift each time an education minister is changed.
</blockquote>
However, Zimbabwe Teachers’ Association (ZIMTA) spokesperson Goodwill Taderera said the proposed curriculum was a welcome development. He said:

As ZIMTA we submitted a paper to the Education minister to the effect that almost everything had to be revised, particularly the CALA which was hovering around 30% and the number of learning areas which we thought needed to be reduced.
We are yet to study the proposed new curriculum, but it is a welcome development. We hear that they have now made it a Heritage-Based curriculum and that they have reduced from the primary sector about 11 subjects to 6 and from the secondary 7 to 5 and we think this is a welcome development.
</blockquote>
Under the the proposed Heritage-Based Education 2024-2030 curriculum framework, the infant level (ECD A to Grade 2), learning areas are being reduced from the previous eleven to six. The reduction will also apply at Junior Level (Grades 3 to 7).
At secondary school level, the core and compulsory learning areas are being reduced from seven to five.
