Citizens Coalition for Change (CCC) legislator Agency Gumbo accuses Welshman Ncube of orchestrating a second split within the opposition and collaborating with the ZANU PF-led government.
Back in 2006, during Ncube’s tenure as MDC secretary general, his conflict with then-MDC president Morgan Tsvangirai led to a division within the once powerful opposition party.
Currently serving as interim president of one of several CCC factions, Ncube claimed on Wednesday that former party leader Nelson Chamisa had let down the party.
Ncube was addressing journalists during a Press conference after his faction held a National Council Meeting in Harare which was attended by Harare mayor Jacob Mafume, CCC legislators Chalton Hwende, Lynnete Karenyi-Kore, Richard Tsvangirayi, Maureen Kademaunga and Happymore Chidziva, among others.
Ncube appeared to accept the outcome of the disputed August 2023 general elections, saying the party will engage President Emmerson Mnangagwa’s ZANU PF but not contest the outcome of the elections.
He also said they will engage Sengezo Tshabangu, the de facto leader of CCC, to resolve problems that are affecting the party.
Unlike Chamisa and his allies who consider Tshabagu an imposter, Ncube said the latter was a legitimate leader of the CCC, who formed part of the national executive and the national council and should be engaged.
Gumbo, who is the MP for Hatcliffe Constituency and Shadow Minister of Justice, Legal and Parliamentary Affairs for the other CCC faction led by Jameson Timba, said Ncube has engineered an opposition slit, again. He posted on X:

Essentially it’s a split. In 2006 some Parliamentarians blindly followed Welshman Ncube and his MDC, thus leading to split parliamentary and Council caucuses as most MPs and Councillors chose to remain with Tsvangirai.
Today History repeats itself with the same player leading. They have openly declared their intention to collude with the regime, openly associated with the recalls, and openly demeaned Nelson Chamisa. The line is now drawn in bold.
All this while 79 democrats are under the grip of the State in remand prison. As democrats, we say each to their own… Let the people choose!

On Tuesday, former CCC deputy spokesperson, Gift Siziba, who is believed to be a close ally of Chamisa, posted on X:

However, Hwende said joining a political party should be voluntary one must be happy and enjoy their tenure and serve the people. He said:

It should be about political culture, strategy, structures and values. It’s not about following individuals but an ideology.
</blockquote>
Chamisa resigned from CCC in January 2024 stating that the party had been “contaminated” and “hijacked” by the ruling ZANU-PF through its alleged proxy, Tshabangu.
Despite lacking a recognised position within the party and being virtually unknown before initiating the recalls, Tshabangu’s claim of authority to recall the party’s elected officials was accepted by State institutions, including Parliament and the Courts.

Welshman Ncube At It Again, Says CCC MP

The Citizens Coalition for Change (CCC), Zimbabwe’s main opposition party, has revealed its leadership in Parliament. The Speaker of Parliament, Hon Advocate Mudenda, announced the appointments during a Parliament session that concluded with a two-week recess. In a statement released by the party on February 16, 2024, it was disclosed that Clifford Hlatywayo has been appointed as the Leader of the house in the National Assembly.

The CCC’s Chief Administrator and Leader of the Bureau of Administration, Senator Jameson Timba, made several additional appointments to address leadership gaps within Parliament.
Advocate Agency Gumbo (MP Hatcliffe) was assigned to head the Bureau of Legal and Parliamentary Affairs. His role is to collaborate with the CCC leadership in Parliament and establish a connection between the Party leadership in the Bureau of Administration and the Parliament leadership. This coordination aims to define and implement the citizens’ agenda within the parliamentary space.

The CCC Reveals Leadership In Zimbabwe Parliament

The High Court on Sunday upheld a ban on the planned launch of a campaign by the main opposition party, Citizens Coalition for Change (CCC). This is the third rally to be banned, as the leader of the party, Nelson Chamisa, faces obstacles on his campaign trail. The CCC was set to hold its campaign launch in Bindura, which is approximately 100 km (62 miles) north of the capital, Harare. However, the police banned the gathering, citing issues with the venue.
On Friday, CCC lawyers filed an urgent application at the High Court challenging the police’s decision. However, on Sunday, a judge referred the matter back to the lower court. Bindura Magistrate Mary Musika then upheld the ban, stating that the CCC had failed to notify the police on time.
According to CCC lawyer Agency Gumbo said the outcome showed that the playing field was not even. He told <a href="https://www.reuters.com/world/africa/zimbabwean-court-upholds-opposition-campaign-launch-ban-2023-07-09/?rpc=401&amp;">Reuters</a>:

The ruling showed there is an uneven playing ground in this election. It shows that the democratic space has been eroded. We are getting into a match with both legs tied so you cannot score.
</blockquote>
A few opposition supporters protested outside the court, chanting party slogans and expressing their disappointment that they were not free to support their party. Some had travelled all night to attend the rally. 36-year-old Patience Chigwande said:

It is disheartening because ZANU PF is allowed to campaign freely, but they are using the law to block our rallies. People now fear for their lives, and this will impact our vote.
</blockquote>
Political analysts believe that the elections, in which President Emmerson Mnangagwa is seeking a second term, may lose credibility if the clampdown on the opposition continues.
The ruling ZANU-PF party has not commented on the matter yet.

Notably, the final list excluded several veterans, ensuring new faces in the upcoming parliament following the general elections on August 23.

The publication unscrupulously purports that 14 activists, among them MDC Alliance youth leaders are WANTED for INTERVIEWS by your organisation’s law and Order Department. For the avoidance of doubt the names attended to on the said publication are:

<li>Promise Mkwananzi – (Commander- Tajamuka)</li>
<li>Obert Masaraure – (Commander- Rural Teachers Union)</li>
<li>Robson Chere – (Commander — Rural Teachers Union)</li>

We wish to state that we categorically object to your unwarranted behaviour in publishing or causing to be published the above-stated names on the national broadcaster and various social media platforms. This is tantamount to bad policing which is not anticipated in a 21″ century, modern Police Service.
Our youth leaders together with the other stated activists are not criminals or terrorists who deserve to be paraded on national and international platforms as criminals. All of our Leaders appearing on your list have attended to the Law and Order department on several occasions and your organisation has their contact details including those of their Defence Counsels. Your organisation never personally contacted them or their legal representatives but still went on to issue a WANTED publication against them.
In no uncertain terms, we wish to state that this behaviour makes your police Force complicit to tyranny and un-constitutionalism which stubbornly seeks to uphold what the late National Hero Edson Zvobgo once called, a socio-legal order in which people live under constant fear of police victimisation and abuse. Your Force’s behaviour in this regard is thus illegal, unconstitutional and abrogable. In as far as it is illegal and unconstitutional, we wish to state that your invitation to our leaders to attend to your uncharacterised interviews is in the same manner as your future illegal directives hereby DEFIED.
