The Zimbabwe Broadcasting Corporation (ZBC) Board of Directors has given the company’s former chief executive officer Adelaide Chikunguru 48 hours to make a formal report concerning her claims on social media of unfair dismissal.
ZBC said if Chikunguru fails to make the report within the prescribed period, it reserves the right to approach the High Court for a decree of perpetual silence on her part.
Chikunguru was suspended by the ZBC board on 28 February pending a hearing into acts of misdemeanours but she tendered her resignation two days later before the internal process could take place.
After she resigned, Chikunguru alleged on social media that she was forced out of her job through victimisation for spurning Information Minister Jenfan Muswere’s sexual advances.
In a statement issued on Tuesday, 12 March, the ZBC board threatened to take legal action in response to the allegations. Reads the statement:

On 28th February 2024, the Board of Directors (“the Board”) of the Zimbabwe Broadcasting Corporation (“the Corporation”) suspended the former Chief Executive Officer of the Corporation, Ms. Adelaide Chikunguru. The Board did not make public the details of the allegations against the former CEO.
Subsequently, on the 1st of March 2024, the former CEO resigned and thus closed the door on an independent and impartial investigation of the allegations. The hearing panel would have consisted of a retired judge of the Supreme Court and two senior legal practitioners, each of more than twenty years standing. The presenter of evidence would have been a senior advocate in private practice.
Thereafter, the former CEO has resorted to social media to suggest that the charges were trumped up in pursuit of a personal and politicised agenda by certain named individuals. Privileged documents of the Corporation have been made public and out of context, to drive a misleading narrative that has caused immeasurable reputational and financial prejudice to the Corporation and its stakeholders. The use of the privileged documents, albeit out of context, is contrary to her contract of employment and the relevant legislation.
Her social media statements, whilst apparently targeted at specific individuals, have scandalised the Corporation, its Board, and critical Stakeholders. Specifically, the suggestion is that the Board has abdicated its fiduciary duty to the Corporation and is acting at the whim of the Minister and the Board Chairman. The suggestion is made further, that the Corporation is unable to meet its obligations to key Stakeholders. Name-dropping has been central in this sustained and unmitigated assault on the Board, the Corporation, and its key Stakeholders.
The Board registers its grave concern with the sustained, protracted, unmitigated and continuing onslaught on the Corporation, its key Stakeholders, and the associated reputational risk.
The Board publicly asserts its fiduciary responsibility to the Corporation and takes strong exception to Ms. Chikunguru’s insinuation that it has abdicated its fiduciary obligations and oversight role over the affairs of the Corporation.
The Board publicly asserts that the narration regarding its capacity to meet its obligations to both internal and external stakeholders is false and has no basis whatsoever.
The Board reassures its valued stakeholders that the Corporation remains committed to its core mandate within the dictates of sound corporate governance.  The Board will remain focused on what it has to do in the public interest.
The Board makes it categorically clear that at no time did Ms. Chikunguru raise with the Board, as she should have done, what she is now raising in the public domain.
The Board advises Ms Chikunguru to pursue her claims, if any, through the due process of the law and notes her continued suggestion that her lawyers have been briefed. The Board publicly states that there is no substance in the allegations against the Board and the Corporation. To this end, the Board invites her to execute her threats of resort to law against the Corporation within the next forty-eight (48) hours. In the event that she does not do so, the Board reserves the right to approach the High Court for a decree of perpetual silence calling upon her to bring the threatened legal action or forever keep her peace. This decision is necessary to protect the continuing harm to the Corporation’s interests and those of its Stakeholders.
The Board wishes to emphasise that her resignation has not ended the investigation of the issues that led to her suspension. She will be made to account in terms of the law for any loss, potential or real, of assets or other forms of prejudice that the Corporation may have suffered because of her alleged misconduct. Neither her resignation nor her media statements will stop or derail the Board from completing its investigation and taking the necessary legal steps to protect the Corporation’s interests and recover any lost value or assets.
The Board reserves the right to protect and preserve the integrity of its confidential documents and to protect the Zimbabwe Broadcasting Corporation and its valued Stakeholders to the fullest extent permissible at law.

ZBC Gives Former CEO Adelaide Chikunguru 48-hour Ultimatum

Former Zimbabwe Broadcasting Corporation (ZBC) chief executive officer Adelaide Chikunguru was suspended by the national broadcaster for allegedly buying self-serving awards for a total of US$30 000, among several other reasons.
Chikunguru resigned from her post on 01 March this year, just two days after her suspension by the ZBC Board of Directors.
The reasons for her suspension are detailed in her confidential suspension letter from the board.
According to her 28 February 2024 suspension letter, titled “Suspension from employment without salary and other benefits” seen by <a href="https://thenewshawks.com/why-chikunguru-was-fired-more-details-emerge/">The NewsHawks</a>, Chikunguru was accused of overseeing a flawed recruitment practice, flighting an advertorial without board approval, some falsification of records bordering on fraud, buying self-serving awards for a total of US$30 000, breaches of the code of conduct and gross incompetence.
She also faced accusations of of illegally subscribing to United States satellite internet service provider Starlink, promoting a senior official illegally, and some administrative and financial malpractices including an accusation that she got ZW$227 837.25 in relocation expenses when she was not entitled to and without board approval, incurred a US$6 939.96 bill on roaming charges while in Dubai, and overclaimed money for taxis and allowances while travelling outside the country.
Chikunguru was also accused of violating public procurement procedures. After receiving her charge sheet, she was subsequently put on suspension awaiting disciplinary action.
However, Chikunguru rubbished the accusations levelled against her saying the ZBC board was lying to ruin her image.
She alleged that one of the reasons she was booted out was that she had rejected Minister of Information, Publicity and Broadcasting Services Jenfan Muswere’s “advances” and “turned him down”.
The incident allegedly took place about three years ago. She claims to have WhatsApp records proving her allegations.
This was contrary to what she said in her handwritten resignation letter, dated 01 March 2024.
In the letter, Chikunguru said she was quitting with “satisfaction” that she served the country and President Emmerson Mnangagwa “well”.
In a post on her LinkedIn page on Monday, 04 March, Chikunguru refuted all the allegations raised by ZBC. She said:

I was pushed out. My family is concerned by the lies that are being spurned out by the ZBC aimed at ruining my image and my good name.
I have not misappropriated any funds if I had would the Finance Director be made Acting CEO? All trips I undertook were approved by my board chairman.
ZBC does not have a contract or agreement with Nevile Mutsvangwa’s Starlink and has never done business with him or any of his associates. Jive TV is available on terrestrial TV and AZAM.
The Mutsvangwas do not own AZAM neither are they directors of AZAM. ZBC was also in talks with DSTV to have Jive on DSTV bouquet documents are available.
I did not purchase any awards however I have received many awards during my time as recognition for the work we were doing.
We did pay for employees to attend dinners and at times ZBC did sponsor congratulations adverts or profile adverts of the ZBC in support of the organisation or employees who would be winning the awards. This is common practice.
I have received an onslaught from the day of the appointment and the workers’ committee was manipulated to push certain agendas.
There was also conflict with regards to the former CEO (Helliate Rushwaya) being appointed board chairman (chairperson) in under three years and this breaches the corporate governance regulations.
My life is at risk. On 16 June I was involved in an accident with security personnel this was after my appointment.
Further, going to the ZANU PF conference in Bindura, my wheels had been tampered with and locknuts removed.
There are audios where she is heard that if she can’t remove me then she will have to exterminate me. As she is under instruction from the principal!
On 27 September 2021 at Chimanimani World Radio Day when Minister Muswere was Minister of ICT, he made advances to me via WhatsApp which I have, I turned him down! He continued to pester me until he stopped as I was not interested in him!

The NewsHawks reported officials from the Ministry of Information as saying Chikunguru may be pursued by the Zimbabwe Anti-Corruption Commission over these numerous corruption charges.

More Details Emerge On Former ZBC CEO, Adelaide Chikunguru's Suspension

Former ZBC chief executive officer Adelaide Chikunguru claims that the Minister of Information, Broadcasting and Publicity Jenfan Muswere made sexual advances on her in 2021 when he was still the Minister of ICT Postal and Courier Services.
Chikunguru recently resigned from ZBC a few days after she was suspended by the ZBC Board for reasons that were not revealed to the public.
In a post on her LinkedIn page this Monday, Chikunguru suggested that the fact she turned down Muswere’s advances may have contributed to their strained working relationship when he was appointed to his current cabinet post. She wrote:

On 27 September 2021 at Chimanimani World Radio Day when Minister Muswere was Minister of ICT, he made advances to me via WhatsApp which I have, and I turned him down! He continued to pester me until he stopped as I was not interested in him!

Chikunguru also inadvertently disclosed the reasons why she was suspended by ZBC before her eventual resignation. She wrote:

In another post, Chikunguru denied allegations that she landed the ZBC job because she was allegedly related to the Mutsvangwas (Chris and Monica).
Monica Mutsvangwa was the Minister of Information, Broadcasting and Publicity when Chikunguru was appointed ZBC CEO. Wrote Chikunguru:

Finally, I am not in any factions nor am I aware of such factions nor am I related to the Mutsvangwas. I answered a ZBC advert by Lorimak recruiting a CEO and got the job after going through the processes.
The reason I’m setting the record is because of the libellous articles that were sponsored by various media and social media to tarnish my image.
I was quiet but have decided to set the record straight as it is the correct thing to do. I am a very private person by nature but I was astounded and shocked just at the extent people are willing to go, cyber-bullying, harassment, the works. Just because I woke up one day and decided I was going to give being CEO of the ZBC a try!

Chikunguru Claims She Turned Down Minister Muswere's "Advances"

Former ZBC chief executive officer Adelaide Chikunguru, who recently resigned from the company a few days after her suspension, claimed in October 2023 that she was being harassed by the Minister of Information, Broadcasting and Publicity Jenfan Muswere.
In a letter dated 10 October 2023, addressed to the Chief Secretary in the Office of the President and Cabinet, Martin Rushwaya, Chikunguru said Muswere repeatedly insulted her and at one point demanded that she resign.
She said the harassment was a result of Muswere’s belief that she was related to former Information Minister Monica Mutsvangwa.
Chikunguru told Rushwaya that her “relationship with the former Minister Hon Mutsvangwa, was professional” and that she only met her when she joined ZBC and had never before interacted with her.
The letter, which was copied to the Permanent Secretary of the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana, and ZBC Board Chairperson Josiah Tayi, among others, reads:

I write to highlight my concern following the new Minister of Information, Broadcasting and Publicity Dr Jenfan Muswere’s conduct.
Ever since he was appointed as Minister, I have been called to attend numerous meetings with him at times as an individual and at other times together with other parastatals.
Sir, at first I thought the meetings were procedural, him perhaps wanting to understand ZBC business as well as the broader media environment.
He also requested for various ZBC documents and reports which I availed as well as follow up meetings. In these meetings he continued to repeat that ZBC Management and Board were incompetent and had failed.
He highlighted at numerous times his intention to want to fire the board as well as myself. This is besides the reports and performance reviews by the Corporate Governance Unit which we gave him.
He further made accusations that I had not given him required documents and that I was a non- performer. He highlighted in one of the meetings that his intention was to award salary increments to ZBC staff and exclude management since they were non-performers.
I did not understand the basis of these accusations and insults especially considering that some of them were made in the presence of my subordinates. The Minister went on to say that he was going to draft a new contract for me and he, himself would set the targets.
Failure of which he would fire me because there was no reason to keep me since I am a non-performer. I have not been given a fair chance to make presentations of our performance, and even in the forums I have done this he has chosen to downplay our efforts choosing instead to listen to grapevine or “his sources.”
It is against this background Sir, that I write to raise my fears and concern as a CEO of a parastatal who has been instrumental in its turnaround initiatives. In all fairness, in just 24 months, our results are there for everyone to see, brand new fully equipped radio studios for all 4 national stations, 27 vehicles purchased within 12 months, salaries reviewed regularly although we are currently working at reviewing salaries with the last review having been in April (mind you we were readying the organisation for elections mostly without funding ZWL2 billion grant was released a day before elections) but ZBC had already self-financed the capital requirements required for such an exercise.
The Minister has asked me to resign, and I believe all these meetings that were called outside of the ZBC’s Board Chairman’s knowledge were meant to exert pressure for me to quit to the point of saying “You should just resign!”
I asked him why he wanted me to resign but I could not get a clear answer. Judging from his tone, I believe that he thinks I am in someway related to the former minister and may not have got to my position by merit. He insinuated this in many meetings.
However, this is untrue as you know, my relationship with the former Minister Hon Mutsvangwa, was professional and I only met her when I joined ZBC and had never before interacted with her. I do appreciate that Ministers can choose who they want to work with etc but I ask your good office to help me negotiate a safe exit from this position together with an exit package should my fears hold true. I ask for your help in this regard Sir, as I fear further victimisation as the Minister has already.
a) indicated his unwillingness to work with me by asking me to resign
b) said he would draw up a new contract for me failure to meet his targets in this contract he himself will draft would result in me being fired
c) continued to highlight that my board and management are failures
d) highlighted that I would not get a salary increment and that whilst all the other staff would get an increment ZBC management salaries would remain static.
It is clear to me that the Hon Minister has his own preferred people that he would like to work with, it is against this background that I ask for your intervention in this matter.
Our intention, having completed the radio studios was to move on to upgrade television studios, our partners had expressed willingness to assist the process.
If we focused on our five year turn around plan we would be good to transform ZBC into a World Class Broadcasting Centre.
However, it is very difficult under the current circumstances of endless victimisation to say if I would be given a fair chance.
I have communicated this development with my Board Chairman, Dr Tayi, who requested to meet the Minister numerous times since his appointment but was snubbed.
I thank you Sir for your consideration and I wait to hear from you on the matter. I have copied Hon Chris Mutsvangwa in the letter, as my parents are War Veterans, and I was born in the Liberation Struggle in Mozambique, I was also educated by the Government of Zimbabwe through the War Veterans Fund.

Muswere Demanded That I Should Resign, Says Former ZBC CEO, Adelaide Chikunguru

Suspended Zimbabwe Broadcasting Corporation (ZBC) Chief Executive Officer (CEO) Adelaide Chikunguru has quit the national broadcaster with effect from today (Friday).
The ZBC Board of Directors suspended Chikunguru on Wednesday, saying the reasons for the decision had been confidentially made known to her.
In a statement this Friday, 01 March, the ZBC Board said Chikunguru had resigned before the commencement of disciplinary proceedings which had been instituted against her.
ZBC’s Finance Director Assael Machakata, who had been appointed as the Acting Chief Executive Officer for the duration of Chikunguru’s suspension, will remain in the role pending the appointment of a substantive CEO. Reads the statement:

The Chief Executive Officer (“the CEO”) of the Zimbabwe Broadcasting Corporation, Ms ADELAIDE CHIKUNGURU, has resigned.
Ms Chikunguru had been suspended pending disciplinary proceedings which had been instituted. She has decided to resign before the commencement of the proceedings. This is her right.
A resignation is a unilateral act repudiating the employment contract and requires neither the employer’s consent nor concurrence therein.
The resignation has taken effect by operation of law today, the 1st of March 2024, when the Corporation was formally served with the same.
The Finance Director Mr. ASSAEL MACHAKATA will remain the Acting CEO pending the appointment of a substantive CEO.

In a statement, the ZBC board said the reasons for Chikunguru’s suspension have been confidentially made known to her but are not, however, being made public for the time being.
ZBC’s Finance Director Assael Machakata has been appointed as the Acting Chief Executive Officer for the duration of Chikunguru’s suspension.

President Emmerson Mnangagwa appointed a new Zimbabwe Broadcasting Corporation (ZBC) board chaired by Helliate Rushwaya in January this year.
Rushwaya was on the previous ZBC board and was the only former board member who was retained.
Acting Permanent Secretary for Information, Publicity and Broadcasting Services, Jonathan Gandari announced the appointment of the new ZBC board via a statement issued on 10 January.

In a letter of complaint addressed to board chairperson Helliate Rushwaya and copied to other board of directors, the ZBC workers committee accused Chikunguru, human resource director Julius Toringepi, and corporate secretary Patricia Muchengwa of undermining decisions meant to improve their welfare.
<a href="https://www.newsday.co.zw/thestandard/news/article/200023303/zbc-boss-in-trouble-amid-salaries-war">The Standard</a> reported sources as saying the trio is deliberately delaying the processes to have workers’ salaries increased as a way of sabotaging the new board.
Chikunguru is said to be loyal to the past board led by Josaya Tayi, which was appointed by former Information Minister Monica Mutsvangwa. The letter reads in part:

February 9, 2024, the board HR committee sat to review the works Council CBA [collective bargaining agreement], and it is unfortunate that the Friday minutes will never arrive on time because the trio is ahead of the board in terms of dilly-dallying with time and excuses.
The workers claimed Chikunguriu, Togarepi and Muchengwa failed to send the recommendations of the HR committee to the board so that the workers declare incapacitation.
</blockquote>
They said, in the past, such procedures used to take a week not the three to four weeks this has lasted. Wrote the workers:

It is worth mentioning that there is corridor talk circulating that the trio is bragging and has been vowing that they want to show the employees that they are the ones who make decisions on whether they want to give an increment, and therefore the board is useless in their eyes.
Furthermore, whilst we used to have delays of increment approval from elsewhere, it has never happened before for the executive to sit on a CBA for more than five working days at Pockets Hill.
Their response to the employee incapacitation letter, after we wrote to the board chair, is further testament that they do not have any urgency or sensitivity to employee welfare.
</blockquote>

ZBC Workers Set CEO, Adelaide Chikunguru, And Board On Collision Course

The Zimbabwe Broadcasting Corporation (ZBC) is reportedly giving its workers at Pockets Hill in Harare and Montrose Studios in Bulawayo a daily diet comprising sadza, beans and cabbages.
<a href="https://www.newzimbabwe.com/down-hill-at-pockets-sadza-beans-and-cabbages-demotivated-zbc-staff-lament-deteriorating-working-conditions/">NewZimbabwe.com</a> reported sources as saying the situation has continued for over a year now.
ZBC journalists covering the ongoing Zimbabwe Agricultural Show (ZAS) in Harare, were denied allowances to buy lunch for themselves.
The workers are said to be surviving on a burger, 500ml of water and a fizzy drink, the whole day.
They are also being forced to walk into town to get transport to travel to the show after Public Service Commission (PSC) buses stopped ferrying commuters.
According to a letter shared with newsrooms by one of the journalists, ZBC chief executive officer (CEO) Adelaide Chikunguru is to blame for the state of affairs. Reads the letter:

When Chikunguru declared war against employees she really meant it and did not waste an opportunity to display her evil heart.
She has made it a policy that no one receives an allowance for the ZAS event and that food will be transported from Pockets Hill to the Showground.
The meal consists of a burger, a 500ml fizzy drink and 500ml of mineral water.
Employees who are toiling in the sun are expected to have this for the whole day, that is 0800hrs-1630hrs; that is if you are lucky to get it because the meals are not even enough for everyone on the ground.

For years, viewers and listeners have accused ZBC of offering poor quality programmes and this could be attributable to a demotivated and poorly paid workforce.

ZBC Workers Complain Over Sadza, Beans And Cabbages Diet

Despite denials by ZBC chief executive officer Adelaide Chikunguru that she had ordered the disbandment of all ZBC WhatsApp groups, a document has surfaced that shows that she indeed banned the groups.
Chikunguru instructed workers at the loss-making state broadcaster to disband all ZBC WhatsApp groups last Friday.
She claimed that employees were using the groups to leak internal communication to the press and social media influencers.
In an interview with NewZimbabwe.com Saturday, Chikunguru denied ever issuing the directive.
However, a letter from ZBC human resources director one R. Moyo to workers, dated 11 April 2022 shows that Chikunguru ordered the ban. Read the letter:

All unofficial communication channels have been suspended forthwith and all official communication will be made as guided by the ZBC communication policy.
A social media policy is being drafted and will be shared with all employees.
The policy will be supported by the existing communication policy and will guide the corporation and its employees on how best to use the social platforms.

The letter also revealed that ZBC had ceased paying employees’ COVID-19 allowances in United States dollars and will now pay them in Zimbabwe dollars. Wrote Moyo:

The corporation continues to prioritise employee welfare. To date, a 60% salary increment has been awarded in the first quarter of 2022 (30% in January and 30% in March).
Any future changes to employee salaries will be informed by market trends, salary surveys and the movement aligned to Patterson job grading.
The corporation has resuscitated the old mutual pension scheme and will be communicating the monthly contributions toward the pension scheme.
The ZBC 2022 budget included funds for the procurement of additional buses through the government.
Once approved the buses will alleviate the current challenges being faced. Due to limited inflows of US$, Covid allowances will be paid in ZWL$ to the benefit of the employees.

According to an <a href="https://bizfluent.com/facts-6898980-paterson-job-grading-system-.html">online source</a>, the Paterson system places job decision-making into six groups or bands – policy-making, programming, interpretive, routine, automatic and defined.
Grade F is the highest level, consisting of top management like the CEO, while Grade A is for unskilled workers.

Documents Show ZBC CEO Banned WhatsApp Groups

Zimbabwe Broadcasting Corporation (ZBC) CEO, Adelaide Chikunguru, has reportedly ordered the closure of all ZBC-related Whatsapp groups.
NewZimbabwe.com reported a source at ZBC as saying Chikunguru gave the order verbally, on Friday, during a works council meeting.
She reportedly said the WhatsApp groups were being used to leak the company’s confidential information. Said the source:

She ordered the disbandment of all ZBC Whatsapp groups as she alleges that employees were leaking in-house communication to the press and social media influencers.
ZBC had three groups in which employees engaged to discuss work-related issues as well as their social issues.
They were also useful in communication between employees and the workers’ committee.
We also used them to mobilise funds to assist each other in times of need, say someone loses a family member.
The ban was communicated verbally during a works council meeting held on Friday.
She ordered that these groups should be disbanded and those responsible for them have since complied.
The order was against the background of a letter that went viral on social media regarding the delay of the March salaries and the controversy surrounding the purchase of 33 Nissan Navara vehicles which was leaked to the press.

Chikunguru was appointed ZBC substantive CEO in June last year. She was the Group Corporate Communications Executive at Tongaat Hulett.
She took over from Helliate Rushwaya, who had been acting in the position for 13 months.

ZBC CEO Bans Employees From Using WhatsApp Groups

The Supreme Court on Thursday ruled that former Zimbabwe Broadcasting Corporation (ZBC) Chief Executive Officer, <a href="https://www.pindula.co.zw/Happyson_Muchechetere">Happison Muchechetere</a>, remains an employee of the public broadcaster despite the termination of his contract in 2015.
Muchechetere was suspended by ZBC in 2014 and then sacked in 2015 over corruption allegations.
But Justices Elizabeth Gwaunza, Lavender Makoni, and Tendai Uchena upheld Muchechetere’s appeal after the High Court ruled in ZBC’s favour.
The top court established that in part that “he remains an employee until the state broadcaster terminates his contract properly,” his lawyer Professor Lovemore Madhuku said.
The full judgement had not yet been published late Friday, a day after the Supreme Court judges gave their ruling.
Muchechetere was suspended in 2014 following his arrest accused of buying an outside broadcast van from China at an inflated price after circumventing tender procedures.
The ZBC sacked him in 2015 after a disciplinary panel chaired by former High Court judge James Devittie found him guilty of misconduct.
Muchechetere, who also faced criminal charges, sued the ZBC at the High Court but the court found in the public broadcaster’s favour, prompting his appeal to the Supreme Court
The Supreme Court heard his appeal last year, but the judgement was only handed down on Thursday.
Meanwhile, ZBC appointed Adelaide Chikunguru as its new CEO in June this year.

The Zimbabwe Broadcasting Corporation (ZBC) has appointed Ms Adelaide Chikunguru as the substantive Chief Executive Officer (CEO) with effect from this Wednesday.
The appointment was announced by the ZBC Board chairperson Dr Josaya Tayi at Pocketshill studios.

Ms Chikunguru who was the Group Corporate Communications Executive at Tongaat Hulett has promised to steer ZBC to greater heights.
She takes over from Ms <a href="https://news.pindula.co.zw/2020/04/26/zbc-appoints-new-interim-ceo/">Helliate Rushwaya, ZBC’s non-Executive Director</a> who was the acting CEO since April last year.
The Board of Directors of the Zimbabwe Broadcasting Corporation seconded <a href="https://www.pindula.co.zw/Helliate_Rushwaya">Rushwaya</a> to the post of Acting CEO on a rotational basis, a post she was to hold till a CEO is appointed in a substantive capacity.
She had been serving in an acting capacity for over the recommended threshold period of 6 months.
