The chairperson of Parliament’s Public Accounts Committee (PAC), Chalton Hwende, said that they will summon the Permanent Secretary in the Ministry of Finance, Economic Development and Investment Promotion, George Guvamatanga, over his criticism of the Auditor-General’s report.
The 2023 report presented to Parliament by Auditor-General Rhea Kujinga exposed how the government had paid substantial sums of money for a range of items, including 97 vehicles and medical and ICT equipment, but the suppliers had failed to deliver these goods to various government ministries and departments.
In response, Guvamatanga criticised the Office of the Auditor General (OAG), saying the findings were misleading and suggesting that the report should have clarified that the government was taking action on the matter.
However, speaking in an interview with <a href="https://www.newsday.co.zw/thestandard/news/article/200030201/guvamatanga-faces-censure-over-outburst">The Standard</a>, Hwende characterised Guvamatanga’s comments as an attempt to “intimidate and undermine the Auditor General.” Said Hwende:

The attack on the OAG’s report by the permanent secretary is rather unfortunate and as a public accounts committee, we view it as an attempt to intimidate and interfere with the constitutional responsibility bestowed on the Office of the Auditor General.
We will soon be summoning him to Parliament so that he can appear before the committee. Parliament through our committee is seized with the 2023 Office of the Auditor General’s report and we must be allowed to perform our oversight role and ensure that public resources are properly accounted for.

Transparency International Zimbabwe executive director Tafadzwa Chikumbu said:

The secretary of Finance should respect the role of the auditor general as established by Section 310 of the constitution of Zimbabwe and the Audit Office Act [Chapter 22:18] which mandates the Office of the Auditor General to provide oversight and ensure accountability within the three arms of government, state-owned enterprises and local authorities.
As Transparency International, we value the role of supreme audit institutions in identifying corruption risks in the public sector.
Instead, the permanent secretary should work closely with the OAGs office to ensure that financial management systems are in place and being adhered to.
His utterances are quite concerning and worrying in view of the damning findings of the 2023 reports…
I concur that the public accounts commit to summon the secretary in there as Parliament to protect the constitution and safeguard public resources for the common good.

Speaking during a familiarisation tour of the Finance Ministry by the Budget and Finance Parliamentary Committee on Monday last week, Guvamatanga said the Auditor General’s office “misdirected itself” in its report. He said:

Parliament Set To Summon Guvamatanga For "Undermining" Auditor General

The Permanent Secretary of the Ministry of Finance, Economic Development and Investment Promotion, George Guvamatanga, has claimed that the Auditor General’s office “misdirected itself” in its recent report revealing millions of dollars spent by the government on undelivered goods.
The 2023 report by Auditor-General Rhea Kujinga, presented to Parliament, exposed how the government had paid substantial sums of money for a range of items, including 97 vehicles and medical and ICT equipment, but the suppliers failed to deliver these goods to various government ministries and departments.
As reported by <a href="https://www.newzimbabwe.com/auditor-general-misdirected-themselves-finance-secretary-guvamatanga-on-undelivered-vehicles-exposed-in-2023-report/">NewZimbabwe.com</a>, during a familiarisation tour of the Finance Ministry by the Budget and Finance Parliamentary Committee on Monday, Guvamatanga said that out of the 97 vehicles reportedly undelivered to various ministries and departments, about 20 vehicles were still to be delivered.
He said Treasury was tracking all the vehicles, ICT and medical equipment and other services that were undelivered by suppliers given tenders by the government after it had been flagged by the internal audit unit. Said Guvamatanga:

l can safely say that the auditor general misdirected themselves because, within the three pillars of control, those are regarded as issues known to management so l am not saying they should not have highlighted them but they should have mentioned them and say, government has discovered that there were undelivered vehicles.
I have got the numbers here. There were 167 as of June 9th, 2023, so we procured 167 vehicles and we had 97 of these vehicles that were undelivered but we knew them ministry by ministry and we had already written to those ministries to say, can you make sure that these vehicles are delivered.
As we speak, this number of 97 is now down to about just twenty-something.

Guvamatanga added that the ministry was aware of the “missing cars” and following up hence there was “no need for this excitement” on social media over the issue. He said:

I am sorry to say that the Auditor General is still operating as if we do not have a centralised internal audit unit but we will align them to make sure reports are delivered speedily and to make sure known issues are not reported as new issues.
There is no need for this excitement about motor vehicles, about people not knowing what is happening.
We have all the information and we will continue to track and support the work of both the Auditor General and that of the centralised internal audit unit.

The Ministry of Finance says the Auditor General was wrong about undelivered goods bought by the government. They knew about the issue and were already fixing it. Out of 97 undelivered vehicles, only around 20 are left. The Ministry is tracking all the goods and there is no need to be worried. The Auditor General needs to work closely with the government to get accurate information. There is no need to panic about the missing goods. The government is on top of the situation.

No Need For Excitement Over "Undelivered Vehicles", Guvamatanga Tells Auditor General

The Crisis in Zimbabwe Coalition (CiZC) has called on the government to launch comprehensive investigations into all the cases of corruption and financial mismanagement highlighted in the Auditor General’s report for the Financial Year ended December 31, 2023.
In a statement, CiZC said that the AG’s report exposes a culture of impunity, a lack of accountability, and a blatant disregard for proper procedures by those occupying public offices. Reads the statement:

The Crisis in Zimbabwe Coalition is appalled by the damning revelations contained in the latest Auditor General’s report on the widespread corruption and financial mismanagement and calls on Zimbabweans to stand up to demand that those responsible be held accountable.
The latest report, which closely mirrors the previous ones by the AG, lays bare the culture of impunity, lack of accountability, and blatant disregard for proper procedures that have become the hallmark of governance in Zimbabwe.
The report exposes a disturbing pattern of corruption and abuse of public resources across these include:
<ul>
<li>Unfulfilled Contracts and Missing Assets,</li>
<li>Inflated Pricing and Suspicious Procurement,</li>
<li>Unaccounted Funds and Arrears,</li>
<li>Failure to Respond to Audit Findings</li>

<li>The govt must urgently revamp its public financial management systems and procurement procedures to ensure transparency, competitive bidding, and effective oversight. All govt ministries and agencies must be required to promptly respond to audit findings and recommendations</li>
<li>Independent Oversight and Civil Society Participation: The govt must empower independent oversight bodies, such as the AG’s Office, and actively engage with civil society organizations to enhance transparency and public participation in the management of public resources.</li>

CSOs Urge Govt to Probe Corruption Detailed In Auditor General's Report

State-owned mobile network operator, NetOne, is technically insolvent and runs the risk of being unable to continue operating.
According to the latest report by acting Auditor-General (AG) Rheah Kujinga, NetOne’s total liabilities exceeded the total assets by ZWL$32 billion in 2022. She said:

The company’s total liabilities exceeded the total assets by ZWL$32 billion, while the current liabilities exceeded the current assets by ZWL$20,9 billion (2021: ZWL$20,5 billion).
These conditions indicate that a material uncertainty exists that may cast significant doubt on the company’s ability to continue as a going concern. My opinion was not modified in respect of this matter.

When a company’s ability to continue as a going concern is uncertain, it means there are significant uncertainties about the company’s future viability and its ability to continue operating for the foreseeable future, typically the next 12 months.
This indicates that the company may not be able to realise its assets and discharge its liabilities in the normal course of business.
Kujinga said the firm’s liabilities exceeding assets caused it to post a loss of ZWL$40 billion for the financial year ended December 31, 2022, widening its loss-making position from ZWL$31 billion. She said:

The company’s control over debt management was not effective during the period under review.
Post-paid customer accounts with outstanding balances were not suspended 90 days after barring of outgoing calls.
This was contrary to the company’s debt management policy, which requires suspension of services 90 days after barring of outgoing calls.

According to the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), in the first quarter of 2024, NetOne recorded a 5.52% dip in active subscribers to 4 017 167 from the previous quarter.
NetOne’s market share contracted by 6,66 percentage points to 11,84% in the first quarter from the fourth of last year.

NetOne, a state-owned mobile network operator, may not have enough money to keep working. The Auditor-General says the company's debts are more than its assets by ZWL$32 billion. This means NetOne may struggle to run for the next year. The company made a loss of ZWL$40 billion and didn't manage debt well. As a result, its market share decreased. This news shows that NetOne might have trouble paying its bills and may not be able to stay in business for long.

NetOne's Viability In Doubt, Warns Auditor-General

While school authorities have lamented the government’s failure to disburse BEAM (Basic Education Assistance Module) funds on time, crippling their operations, the latest Auditor-General’s report reveals an even more concerning issue.
In 2023, the government failed to utilize a total of ZWL$10.3 billion that had been allocated towards the BEAM programme.
According to Acting Auditor-General Rheah Kujinga, the funds remained unutilised due to the absence of an effective mechanism to identify eligible beneficiaries.
The BEAM operational manual, which has not been updated since 2016, has also become outdated and user-unfriendly.
Moreover, the BEAM funds were reportedly held in bank accounts, losing value due to the prevailing hyperinflationary environment during the period they remained unspent. Said Kujinga:

During the year ended December 31, 2023, the ministry made payments to BEAM beneficiaries amounting to ZWL$77 470 697 373.
These payments were made outside the PFMS contrary to Section 13 of the Public Finance Management (Treasury Instructions), 2019.
The transactions were recorded on Microsoft Excel which did not have security features.
This was caused by the absence of password to access the BEAM Management Information System (MIS) that was being used before the passing on of the administrator who was a super user and had all the passwords to the system.
The ministry failed to recover the passwords and ended up resorting to the use of Microsoft Excel.
The ministry also took a long to settle the outstanding BEAM obligations with schools and the funds owed lost value due to inflation.

According to the Auditor-General’s report, amounts owed by the Ministry of Primary and Secondary Education for the year ended December 31, 2022, under the programme were paid during the year ended December 31, 2023.
ZWL$278 billion was owed to various schools at the end of 2023. Reads the report:

On the other hand, the Ministry did not utilise ZWL$9 773 529 855 under the BEAM Programme, depriving schools use of much needed financial resources for delivering education services to pupils.
An outdated manual might not be able to provide the guidelines required for effective management of the programme.
Data might be manipulated if processed and stored on Microsoft Excel.
</blockquote>
The report further highlighted that the timing of fund disbursements from the Treasury towards the end of the year also impacted the utilisation of the BEAM funds. With limited time remaining in the fiscal year, there was insufficient time to process the necessary payments.
Kujinga emphasized the need for regular monitoring of project implementation to ensure the successful execution of government initiatives like BEAM.
She recommended that timely disbursement of funds by the Treasury is essential to enable the planned activities, especially those targeting vulnerable groups, to be properly implemented.
Additionally, the Acting Auditor General recommended the adoption of an approved accounting software package for processing payments.
This, she believes, would help ensure the integrity of the data and improve the overall financial management of the BEAM programme.

The government didn't use ZWL$10.3 billion for BEAM program. The money was kept in bank accounts. An old manual and Excel caused problems with payment. Schools were owed money too. The funds lost value due to inflation. The government needs a better way to manage the funds. They need to update the manual and use proper software. Funds need to be disbursed on time. Monitoring and proper management are important. It's essential to help vulnerable groups like school children. The government must do better in handling BEAM funds for schools.

ZWL$10 Billion BEAM Funds Lying Idle Due To Outdated Manual

The Auditor-General’s report for the Financial Year ended December 31, 2023, which was recently tabled before the Parliament, has revealed significant issues regarding the government’s procurement processes, reported <a href="https://newzwire.live/looting-vehicles-new-auditor-general-report-shows-how-car-deals-are-bleeding-govt/">newZWire</a>.
The report highlights how the government has paid large sums of money for a variety of items, including cars, laptops, and furniture, but has often failed to receive the expected deliveries.
Furthermore, the report indicates that little has been done to recover the misappropriated funds or the undelivered goods.
According to the report, unscrupulous individuals have been exploiting the government’s procurement system to their advantage.
These individuals have been awarded lucrative tenders, collected the associated payments, and then neglected to fulfil their contractual obligations to supply the goods.
These actions have often gone unpunished, with no apparent consequences for the perpetrators.
One such example highlighted in the report involves the Ministry of Finance and Economic Development. In December 2022, the ministry placed an order with Tsapo, a car dealership, for seven Toyota Hilux GD6 vehicles.
However, the report indicates that the ministry never received the ordered vehicles, despite the substantial payments made to the dealership. According to the Office of the Auditor-General (OAG):

The seven vehicles had not been delivered at the time of concluding the audit in September 2023.
</blockquote>
According to the report, the Ministry of Finance visited the supplier several times to enquire about the delivery. The officials told the auditor:
<blockquote>
An email was sent on March 20, 2023, after three physical visits were made to enquire about the delivery. Thereafter, a formal letter of follow-up was sent on March 23, 2023, as the supplier indicated that they were experiencing supply challenges on the production line. A final demand letter was then sent on April 13, 2023, and the supplier responded that delivery would be done in two weeks’ time.”
</blockquote>
However, by May 2024, the cars were still to come according to the Auditor-General.
In another case, in September 2023, the Ministry of Mines and Mining Development ordered a Toyota Land Cruiser Prado VXL and Toyota Land Cruiser 79 for US$193,000 from Burnett Motors.
The Toyota Land Cruiser Prado VXL was delivered in April 2024 but without the papers needed for a change of ownership. The Toyota Land Cruiser 79 was still to come by May this year.
In 2022, the Ministry of Home Affairs and Cultural Heritage ordered 35 cars from Faramatsi Motors for ZWL$182,621,960, according to the Auditor-General’s report.
The government was to pay half of the money before delivery in four weeks. The Ministry paid ZWL$ 175,000,000 before supply. Faramatsi delivered 11 cars, leaving 24 outstanding in May 2024.
The Ministry blames currency depreciation, saying when the order was made, the cost was equivalent to US$1.8 million.
The payments that the government made in 2022 were worth US$888,874, enough for just 17 cars. The Ministry says Faramatsi Motors has now delivered 15 cars and two are left.
The Auditor-General’s report also shows that the Ministry of Sport bought 17 Nissan Navara cars in December 2022 for ZWL$393 171 724 from AMTEC.
Only seven were delivered in 2023, and the rest had still not arrived by May 2024. Reads the report:

In addition, out of those seven vehicles delivered, four of them were yet to be registered in the name of the Ministry.

The government has been buying lots of stuff like cars, laptops, and furniture but not getting what they paid for. Bad people are taking advantage of the system to get money and not give the things they promised. In one case, the Ministry of Finance paid for seven cars but never got them. Millions Looted From Government In Car Deals

Air Zimbabwe (Private) Limited’s financial statements have come under scrutiny after the Auditor-General (AG) issued an adverse opinion for 2020 and an unmodified opinion for 2021.
The Acting Auditor-General Rheah Kujinga, in the Auditor-General’s report for the Financial Year ended December 31, 2023, note several key issues, including discrepancies in opening balances, inventory valuation, and ongoing concern uncertainties at the national airline.
According to the report, in 2020, the Auditor-General found that opening balances did not agree with the prior year’s financial statements, with variances amounting to USD$4.89 million. Said Kujinga:
<blockquote>
As at the beginning of the year ended December 31, 2020, Air Zimbabwe’s opening balances were not agreeing to the prior year financial statement balances.
Management could not provide a justification or correction for the variances in the opening balances amounting to USD$4.89 million.
As such, I could not satisfy myself on the accuracy of the opening balances and determine if any adjustments were necessary to the statement of financial position.
Therefore, for all balance sheet balances, valuation and accuracy of them could not be determined. The prior year financial statements were modified in respect of this matter.

The AG also said an inventory count was not performed, casting doubt on the existence, completeness, and valuation of inventories. She said:

During the year ended December 31, 2020, inventory amounting to USD$14.4 million was recognised in the financial statements. An inventory count was not performed as at December 31, 2020.
As a result, I was unable to determine whether any adjustments might be necessary in respect of the recorded or unrecorded inventories. I was thus unable to satisfy myself as to the existence, completeness and valuation of the inventories.
The prior year financial statements were modified in respect of this matter.
</blockquote>
The Auditor-General also noted that the company’s current liabilities exceeded its total assets by US$358.2 million, raising concerns about its ability to continue as a going concern. Reads the report:
<blockquote>
I draw your attention to the fact that Air Zimbabwe incurred a net loss of USD11.1 million (2019: USD15.3 million).
The accumulated losses of USD417.4 million have been recognised to date and that the Company’s current liabilities exceeded its total assets by USD358.2 million.
In addition, there is a contingent liability amounting to approximately USD39 million arising from claims being done over the ownership of ZWPN Airbus A320.
These conditions indicated uncertainties which cast significant doubt on the Company’s ability to continue as a going 
concern. My opinion was not modified in respect of this matter.
</blockquote>
In response to the concerns raised, the Air Zimbabwe management team acknowledged the issues and committed to implementing corrective measures.
This included finalizing the relevant policy documents and aligning the organization’s accounting processes with the established reporting framework.
While the auditor noted that the organisation had made progress in addressing some of the previous audit findings, one finding from the 2021 report remained outstanding and unresolved. Said the AG:

The Commission made progress in addressing audit findings raised in my 2021 and 2022 annual reports.
I raised three (3) findings in my 2022 annual report and followed up on one (1) finding which was outstanding from my 2021 annual report.

Over US$4.8 Million At Air Zimbabwe Unaccounted For - Auditor-General

The National Social Security Authority (NSSA) has come under scrutiny for controversially issuing a total of ZWL$12 billion in loans and advances that lack any supporting loan agreements or formal arrangements.
This finding was revealed in the Auditor-General’s report for the Financial Year ended December 31, on State-owned Enterprises and Parastatals.
The absence of proper loan documentation raises questions about the legitimacy and purpose of these ZWL$12 billion in disbursements, which appear to have been made in a murky and unstructured manner. Acting Auditor-General Rheah Kujinga said:
<blockquote>
The Group disclosed an amount of ZWL$13.1 billion as loans and advances. In this amount, ZWL$12 billion was not supported by any loan agreements or loan arrangements.
As a result, I could not satisfy myself on the recognition, measurement and disclosure of these loans in the 
financial statements.
</blockquote>
By disbursing loans amounting to ZWL$12 billion without the support of loan agreements, NSSA is risking significant losses to pensioners’ funds.
The Auditor General’s report further disclosed that NSSA board members are flouting the law by neglecting to declare their assets, which raises critical concerns about their integrity.
According to Section 37 of the Public Entities Corporate Governance Act [Chapter 10:31], board members and senior staff are required to declare their personal assets within three months of their appointment. This requirement is crucial for maintaining probity, transparency, and accountability.
Acting Auditor-General Rheah Kujinga has warned that the failure of NSSA board members to declare their personal assets poses a risk to the board’s oversight role, transparency, and accountability.
She has instructed NSSA to enforce annual updates of asset declarations by board members. Said Kujinga:

The Authority’s Board members did not declare assets within three (3) months of appointment. This was contrary to the Public Entities Corporate Governance Act [Chapter 10:31] Section 37 which requires declaration of assets to be done by the Board and senior members of staff.
Senior members of staff and the Board should declare their assets in line with Section 37 of the Public Entities Corporate Governance Act [Chapter 10:31].

NSSA has been plagued by financial scandals over the years, where privileged managers have received generous loans and perks, while pensioners endure severe poverty.
Currently, pensioners receive a paltry US$50 per month from NSSA.
