The National Prosecuting Authority of Zimbabwe (NPA) has confirmed the arrest of Tsholotsho Rural District Council (RDC) chief executive officer Nkululeko Sibanda (55) and finance executive Brighton Malandule (51), who is a former ZIFA board member, on corruption allegations.
In a statement, NPA said the two accused persons appeared at Hwange Magistrates’ Court facing 5 counts of criminal abuse of office and were each granted ZWL$1.2 million. Read the statement:

COUNTS OF CORRUPTION FOR TSHOLOTSHO
Tsholotsho Rural District Council (RDC) chief executive officer Nkululeko Sibanda (55) and finance executive Brighton Malandule (51) appeared at Hwange Magistrates’ Court facing 5 counts of criminal abuse of office.
It is the State’s case that on 19 October 2019, Tsholotsho RDC through accused one entered into a contract with Makhadu Marketing for installation of a borehole worth ZWL164 260 without following due processes.
Accused one authorized the processing of the full payment of the cost of the borehole before the contractor had fulfilled the terms of contract.
Accused two effected payments without carrying out due diligence.
In June 2021 accused one, without following procurement procedures sought quotations from 2 suppliers for fitting up a new solar pump at Mgomeni Primary School.
He went on to authorize processing of payment of USD1930 to Arnorene Enterprises Private Limited and accused two effected transfers of funds without carrying out due diligence.
In November 2021 and May 2022, Tsholotsho RDC engaged Arnorene Enterprises to do borehole maintenance at 3 sites in the council’s Ward 7 and went on to process payments amounting to ZWL164 000 and ZWL55 000 respectively, to Arnorene Enterprises, without following due processes.
On 10 April 2023, Tsholotsho RDC contracted Papcastle Services Private Limited to do motor vehicle repairs worth USD7 699 without obtaining authority to engage in a direct procurement from the Procurement Regulatory Authority of Zimbabwe.
The accused persons processed payment amounting to USD7 000 between 13 May 2023 and 11 July 2023 without carrying out due diligence.
The two were arrested by the Zimbabwe Anti-Corruption Commission (ZACC) following a tip-off from a whistleblower.
Accused persons were granted ZWL1 200 000 bail each. The matter was remanded to 5 February 2024 pending finalization of investigations by ZACC.

Former ZIFA Boss' Arrest... Fresh Details Emerge

A National Social Security Authority (NSSA) manager, Brian Murewa, is on the run after the Zimbabwe Anti-Corruption Commission (ZACC) launched an investigation into his alleged abuse of funds.
Murewa, the NSSA investments director, was suspended early this month on allegations of corruption and fraud.
ZACC spokesperson Thandiwe Mlobane told <a href="https://www.newsday.co.zw/local-news/article/200007807/suspended-nssa-boss-on-the-run">NewsDay</a> that they have exhausted all the means to locate Murewa. She said:

If we are appealing for public help, it means we have exhausted all the means to locate him.
I cannot shed more detail on the nature of the case as it will compromise the investigations.
</blockquote>
ZACC has since appealed for public support to locate Murewa. In a public notice, ZACC said:

The Zimbabwe Anti-Corruption Commission in its ongoing Financial Investigations at NSSA is interested to interview Mr. Brian Murewa (NSSA Investments director) to assist in the Investigations.
Anyone with information regarding the present whereabouts of Mr. Brian Murewa to assist in advising him or to contact ZACC Investigations Department.

NSSA Investments Director On The Run

The Sport and Recreation Commission (SRC) will open investigations against the Zimbabwe Netball Association (ZINA) led by Letticia Chipandu over possible abuse of funds following revelations that they have not been paying players on national duty allowances and those injured on national assignments meet their own bills.
A member of the SRC board who spoke to The Chronicle on condition of anonymity said that ZINA failed to produce financial statements. Said the  SRC member:
<blockquote>We got disturbed with the news that Zina is not giving their players some allowances and also their failure to take care of injured players and we might soon institute full scale investigations into how they have been using funds which they get from the Government. You must remember that Zina is also one of the 29 associations that were found to be partially compliant with the SRC Act and one of the missing things was the issue to do with financial statements which they failed to produce</blockquote>

SRC to investigate Zimbabwe Netball Association for not paying players

Political activist Promise Mkwananzi has stepped down as Tajamuka/Sesjikile Campaign spokesperson amid allegations misappropriated donor funds..
In a statement on Facebook, Mkwananzi he is temporarily stepping down as the pressure group’s spokesperson to allow investigations to take place. Said Mkwananzi:
<blockquote>Following serious allegations being levelled against me by Fadziso Doyce nee Jena, I am temporarily recusing myself from the position of Tajamuka spokesperson to save the movement from my personal troubles and to take time to clear my name and allow my colleagues to take a look at the allegations. I will continue to serve and participate in Tajamuka activities but no longer in the capacity of its spokesperson. Thank you. God bless you all. </blockquote>
Doyce claims that she has been funding Tajamuka every month but the funds cannot be accounted for by Mkwananzi.

Mkwananzi steps down as Tajamuka/Sesjikile spokesperson amid allegations he abused donor funds

Zanu-PF national commissar Savior Kasukuwere’s younger brother Stanley is being accused of looting $40 000 that was released by the Sports and Recreation Commission (SRC) for the National Youth Paralympic Games 2017 that were held in Bindura in April.
The Herald reports that NMB Bank and other charity organisations provided the trophies that were given to the winners and food for athletes while the $40 000 which was meant to be used to pay service providers cannot be accounted for. Stanley states that everyone that provided a service did so voluntarily. He also said the $40 000 they received was not enough against their $400 000 budget.
Chairperson of the Government committee coordinating the games, Ms Judith Hove released a statement saying that Kasukuwere was denying to release money the protocol department she heads because it implemented her own decisions. Mashonaland Central province Senator Annah Shiri and Mashonaland Central provincial administrator Mr Cosmos Chiringa said they had received complaints of non payment from service providers. Shiri said that she had forwarded the complaints to Provincial Minister of State Advocate Martin Dinha as the custodian of the games.

Kasukuwere's younger brother accused of looting $40 000 National Youth Games fund

Speaking at a Zanu PF Manicaland inter-district meeting in Mutare at the weekend, Manicaland Provincial Affairs minister Mandi Chimene accused Justice Mayor Wadyajena of acting like an opposition activist by exposing abuse of funds by Zanu-PF youth.
Said Chimene:
<blockquote>The issue of loans, this one (Wadyajena) is one of you, but he is now behaving like he is not one of you. Actually, I contributed for him to be that portfolio chairperson committee position. But he is now saying that money was looted by the youths. Surely, if we want to look at him from the front and back, did he not also use the money?</blockquote>
Zanu PF Manicaland provincial youth chairman Mubuso Chinguno likened Wadyajena to a tsikamutanda (witch-hunter) as he is going around the country exposing Zanu-PF youths.

Mandi Chimene criticises Wadyajena for exposing abuse of funds by Zanu-PF youth

The Parliamentary Portfolio Committee on Mines led by Daniel Shumba, yesterday recommended that the Civil Service Commission fires Mines secretary Francis Gudyanga within a month for his alleged abuse of the country’s diamond revenue.
The committee accuses Gudyanga of refusing to give them polygraph test results of Zimbabwe Consolidated Diamond Company (ZCDC) managers when they requested them and for that they say he should be charged with contempt of Parliament.  Other charges levelled against Gudyanga include; abusing $4 million, which MMCZ was instructed to pay to Pedstock, paying himself $35 000 as board fees in violation of the MMCZ Act and handpicking an audit firm to scrutinise MMCZ books, compromising the company’s financial records.

MPs want Mines perm sec fired for alleged abuse of the country’s diamond revenue

First Lady Grace Mugabe has reportedly approved the decision to fire her deputy, Eunice Sandi Moyo, and finance secretary, Sarah Mahoka from Zanu PF women’s league after allegations of abuse of funds.
According to a source interviewed by NewsDay, the resolution came about after a motion by Zanu PF’s Goromonzi West MP, Beatrice Nyamupinga who moved a motion to have Sandi Moyo and Mahoka removed from their positions for alleged abuse of party funds. The source said that Mahoka is accused of abusing party funds for factional programmes, while Sandi Moyo is accused of protecting Mahoka. The source also alleges that some people want the two out after claims surfaced that Sandi Moyo was overheard arguing she would not attend Grace’s rallies because they are meant to destroy the party.
When interviewed by NewsDay, Nyamupinga could neither deny nor confirm that she moved a motion that led to action against the two. Meanwhile, Mahoka confirmed an executive meeting of the women’s league was held, but said the Grace-led organ had no powers to discipline Sandi Moyo as she is an appointee of the politburo. She also said she did not abuse party funds.The sources said Mugabe even though was against the decision to fire Sandi Moyo and Mahoka and will likely reverse it, the mere fact that she attempted it points to something brewing.
